This paper details how the Australian Securities and Investments Commission (ASIC), as a disclosure and conduct regulator, approaches regulation of continuous disclosure, capital raising and control transactions in the mining and resources sector, and the reasons for the approach. In examining this topic the paper considers the Joint Ore Reserves Committee (JORC) Code (JORC, 2004), the VALMIN Code (VALMIN Committee, 2005), the relevant ASX Listing Rules and the relevant provisions of the Corporations Act 2001 (Corporations Act). In the early-1990s, Tad Golosinski, the former the head of mining department at WASM participated in a review mining engineering courses in Australia. The review team asked various industry executives what subjects they thought graduates needed to be taught. Tad made the comment to me that the more senior executives thought that history and ethics were very important. The outcome was that the mining engineering courses were required to contain at least five per cent content dealing in ethics. The course was to be modified to reflect this. Tad thought at the time the students would think that subjects dealing in history and ethics came from retirees and professionals that were over the hill. So let me talk to you today about ethics.

Pit lakes, as a final void after completing open cut mining, are in most cases unavoidable. Initial mine designs and approvals require consideration and assessment of closure objectives, legislation and stakeholder acceptance to ensure suitable understanding of the closure liability. Mining companies undertake studies and engineering during the planning, operational and closure stages of mining to identify closure options for the final voids, which would be sustainable. Without adequate planning prior to and during the life of the mine, options during the closure stage become limited resulting in costly closure works or long-term liabilities. Engineering consultants provide a specialist service in the assessment of long-term pit lake water levels and characteristics. Ongoing advances in mining methodology and technology, coupled with improved data collection and data management aid in a better understanding of the complexities in estimating long-term pit lake water levels and characteristics. Closure objectives developed during the planning stage sets the requirements for long-term pit lake water levels, which could require maintaining a water level and pit water or discharge water quality. A variety of approaches could be used to assess these closure scenarios each requiring specific data and methodologies. Typically, limited data is available during the planning stage, which results in assumptions based on past experience and relevant case studies. Closure assessments are revisited during the life of mine and leading up to the closure stage, during which additional site-specific data is available improving the accuracy of the assessments.CITATION:Boshoff, H J J, 2018. The last decade has seen a resurgence of interest in lunar exploration and the emergence of countries like China and India as space fairing nations. In 2004, the US announced a new Vision for Space Exploration, whose objectives focused on human missions to the Moon and then Mars. The near future is likely to see the emergence of a worldwide drive to revisit the Moon as the first step in investigating the Solar System. To date, the Apollo missions provide our only experience of human operations on the Moon or anywhere else beyond Low Earth Orbit. Much was learned from these missions. However, their short duration means that many of the environmental effects that will be important for longer-duration missions could not be quantified. In addition, long-duration missions and infrastructure on the Moon require new technologies and capabilities, which must operate successfully and reliably in this lunar environment. Developing these technologies poses significant challenges for the exploration program. The paper discusses the risks associated with the construction of lunar surface and underground structures and the challenges to adopting the standards and rock mass classification systems developed on Earth and their applicability to the Moon. Moreover, an exchange of views to explore near-surface geologic and geotechnical profiles of the Moon is emphasized and implications of the lack of knowledge on rock mass characterisation of the Moonrock mass, the lack of theoretical/empirical experience on the use of rock mass systems outside Earth, and uncertainties.

Problems caused by water discharge from surface mine ventilation shafts can be significant and are usually unforseen. The discharged water is often hyper-saline or acidic and can cause environmental degradation over a wide radius. It can also lead to recurring power pole fires and primary fan breakdowns. A range of solutions to the water discharge problem has been implemented in many Australian mines. In most cases the solutions have been ad hoc, with the overall cost and effectiveness varying tremendously. This paper reviews and contrasts the practicality and effectiveness of the various available remedial options.

Authorisation No.66 (to Prospect) was allocated to R.W. Miller & Co. Pty. Ltd. on 1st November, 1976. Exploration has brought coal reserves to measured status in the Jerry's Plains sub-group which are about 550m. thick. The immediately lower Vane Sub-group, about 200m. thick, includes about 20 seams. The total measured and indicated reserves of the two sub-groups based on the criteria adopted by the company amount to 1362 million tonnes in situ. This very large resource is subject to very many mining constraints both physical and economic which limit the saleable reserves under present conditions to about 120 million tonnes. The results of the calculation of reserves after exploration is complete in a deep multiple seam situation is dependent upon the criteria used to include or exclude seams in the reserves. These criteria are state- ments of the miner's expectations of the market, mining and coal preparation technology, local and national politics and the law as it may be applied in the future.

The aim of this paper is to question the need to develop bespoke monitoring and assessment methodologies and criteria, thereby ‘reinventing the wheel’, when designing and assessing the success of important natural habitat and ecosystem restoration schemes at mine sites in the UK and Australia. It draws attention to the existence and applicability of the Phase I Habitat, National Vegetation Classification (NVC) and Condition Monitoring methods in the UK and similar approaches used in Australia. These are long accepted established methodologies and have published accounts for describing, assessing and managing natural vegetation communities, habitats and ecosystems. They are often used at the environmental impact stage, but seemingly rarely, if at all, in restoration design and management at mine closure. Their application to mine restoration and closure is illustrated and discussed by reference to a surface coalmine in South Wales, UK.It is concluded that the application of a combination of the Phase I Habitat, NVC and Condition Monitoring methods is highly relevant to the expectations of the Convention on Biological Diversity (CBD) and its implementation in the UK, and probably in Australia too. The methodology and criteria described could be incorporated into the guidance and specified in the mining permits so that there is clarity as to the expectations and requirements for monitoring and assessment for bond release. Their use could be of wider application where there is a requirement to assess the success of restored CBD assets and ecosystems.CITATION:Humphries, R N, 2014. The Hermit Islands are situated at 145¦ E 1 30'S in the Bismarck Sea approximately 200km WNW of Manus Island. They are dominated by basalt flows, one of which yielded a K/Ar isotopic date of 3.4 + 0.05Ma. All basalts examined were olivine-bearing, but one sample also contained hornblende. Although many outcrops were weathered, no evidence of pervasive hydrothermal alteration was observed on any islands and non-weathered rocks are petrographically fresh and many retain glass.

Although the diesel engine is normally considered a tried and proven power source, many new and exciting diesel design concepts are being evaluated in engine development laboratories around the world. Three such programs currently underway at Cummins Engine Company are discussed. The turbocompound engine converts into power exhaust heat energy which is normally wasted. It does this by incorporating after the turbocharger a low pressure gas turbine which is gear driven to the crankshaft. The adiabatic engine has no conventional cooling system. It converts into useful power most of the heat energy normally rejected to the coolant. The series boost turbocharged engine uses seperate low and high pressure turbochargers to increase engine output and improve transient performance. These design concepts make possible increases in diesel engine thermal efficiency from the current 33 to 38 per cent range to the 50 percent range.

Polished discs of a complex sulphide ore were leached with three lixiviants; a mixed culture of Thiobacillus ferrooxidans and Thiobacillus thiooxidans, Thiobacillus ferrooxidanalone, and ferric sulphate. At either one or two week intervals the discs were examined by scanning electron microscopy, and the amount of soluble metals released from the discs were determined. The mixed culture solubilized more Cu, Zn and Pb than did either ferric sulphate or T. ferrooxidans alone. However, no differ-ences were observed between the three treat-ments by scanning electron microscopy during the first 44 weeks. The minerals were attacked in the following order: pyrrhotite, cubanite, sphalerite, pyrite and chalcopyrite.

The electrochemistry of leaching gold with thiosulphate has been studied systematically by using electrochemical techniques. Results show that the current peak of anodic dissolution of gold occurs at about 50 mV(SCE) and there is passivation in the polarisation curve in the thiosulphate solution in the absence of ammonia. Ammonia markedly improves the anodic dissolution rate of gold and reduces the passivation as well as making the current peak shift negatively. Results also show that there is no current peak for a cathodic process in the range of 0 -900 mV(SCE) in the thiosulphate solution in the presence of oxygen but absence of cupric ions and ammonia. In the solution containing 0. 1 mol/L cupric-ammonia ions, the peak occurs at about -400 mV (SCE) and the cathodic process is characteristic of a catalytic reaction. Oxygen presents a predominate effect on the cathodic process. Based on the electrochemical investigation, the following mechanism of leaching gold with ammoniacal thiosulphate has been proposed. Ammonia reacts primarily with gold ions on th anodic surface of gold and the formed A (NH3)2+ rea~s then with S2O 3 in solution to form the stabler Au(S203) 2 . Cu (NHS) 4 gains electrons on the cathodic surface and is reduced to CU(N) ? which is then oxidised by oxygen and regenerated into Cu(NH3) 4 after entering the solution.

In the past few years an elevated gold price has resulted in the evaluation of many small scale surface gold deposits in Australia typically containing about 2-3 g/t Au. Operators have tended to assume that at the lower end of the grade spectrum only heap leaching is economically possible whereas above some assumed "cut-off" grade, carbon-in-pulp or similar techniques can be considered to have economic advantages.Studies made on a number of these prospects has indicated that this rather arbitary choice of treatment method can be mis-leading.A case study has been prepared assuming a "typical" situation and is presented. The deposit contains three million tonnes of ore assaying 3 g/t Au and is amenable to open pit mining methods. The mine site is remote but accessable and existing infrastructure is minimal. There are no unusual environmental constraints.

In 1979, a test operation of an experimental blast furnace was carried out to investigate the behavior of a sort of formed coke, which was used safely by 30% of total coke charge in No.2 B.F., Sakai works, NSC, in 1975". The Mashec-type formed coke of 60 x 60 x 40 mm in dimension was crushed and screened so that it had the same size range (1011,20 mm) as ordinary coke used in the base operation. Preceding to the operation, some experiments on the properties of the formed coke and the effects of crushing on them were performed.

The paper describes the development leading to the bucket wheel excavator systems now used in the Latrobe Valley and refers in particular to the new S.E.C.V. dredgers Nos. 14 and 15 which will be employed in the Loy Yang open cut. The design concept and operating possibilities of these dredgers are described in detail with reference to the machine characteristics designed for the operating conditions in the Latrobe Valley. The design is compared with units of similar capacity in open cuts of other countries.

A neutron irradiation technique has been developed which is suitable for the determinat- ion of the iron and aluminium content of iron ore fines (-6 mm particle size) on a moving rubber conveyor belt. The determination of iron entails measure- ment with a NaI(Tl) gamma ray detector of the characteristic prompt gamma rays (7.64 MeV) due to thermal neutron capture in iron, while the determination of aluminium is based on thermal neutron activation analysis. For the latter a second detector must be placed down- stream to monitor the 1.78 MeV gamma radiation emitted after activation of aluminium. Although conveyor speed has no effect on the Fe measurement, it has an adverse influence on the aluminium signal, and the belt speed should not exceed 0.1 m/s if good accuracy is required. Static trials on a 460 mm rubber conveyor belt with constant ore geometry indicate that for iron an accuracy of ¦ 1.2% Fe (2a) can be achieved for crushed run-of-mine ore at

The truly scientific method in the study of such questions at the present day is the reverse of that which was followed in the early days of geology, when after the observation of a few isolated facts, some great geological mind was led to a general theory, and humbler followers were only too apt to do mild violence to nature in order to make her facts conform to it tt accumulates year after year a multitude of facts of patient observation, supported by studies with the microscope, and in the laboratory, avoiding general theories, and only making such deductions in regard to locftl conditions as are supported by the overwhelming evidence of facts. The formation of magmatic oxide ore deposits hosted in chemically-evolved layered gabbroic intrusions is attributed to a variety of petrological processes, but there is little to no consensus on the general applicability of each model. Complicating the matter further is that many layered gabbroic intrusions are spatially and temporally associated with alkaline A-type granites, suggesting that there is a petrogenetic relationship between the two types of chemically different rocks. Our experimental results show that petrological modelling using a starting composition of high-Ti basalt from the Emeishan large igneous province can produce evolved silicic liquids that resemble the compositions of microgranular enclaves from the syenitic unit of the bimodal, oxide ore-bearing Baima igneous complex. The experimental results confirm that bimodal gabbro-granitoid complexes can form from a common parental magma and that early crystallisation of Ti-rich magnetite can explain the formation of the oxide ore deposits in the lower parts of the layered gabbroic intrusions. We conclude that crystallisation of a typical high-Ti basaltic parental magma can produce world-class giant magmatic oxide ore deposits and that the occurrence of some alkaline granites may be an indicator of their presence.CITATION:Shellnutt, J G, Hsia, T W-Y, Liu, T-C and Iizuka, Y, 2015. Open pit mining began in 1978 at the Woodlawn base metals deposit. For its ten years as an open pit the mine was financially unsuccessful as a combined result of difficult metallurgy and industrial unrest. In 1985 CRA bought out two American joint venturers with a view to going underground and a prerequisite to expending capital on developing an underground operation was to improve the industrial climate, work practices and mining methods.Following feasibility work, continuous production from the underground mine began in 1986 using mechanised cut and fill methods and a workforce trained under a multiskilling program. Men with no previous underground experience were trained by supervisors with backgrounds as miners to undertake all the work that is required with increases in skill levels being rewarded with increases in pay.

The computing needs of a mine planning office vary greatly depending on the staff available and the nature of the work undertaken. Some offices work acceptably with few aids apart from hand held calculators while others use mainframe computers with associated data bases and sophisticated mine planning software. Not every mine planning office requires the big system approach but all can benefit from the intelligent use of small computers. There is virtually no limit to the design problems which can be solved using modern desktop computers. The simple language required encourages engineers to work interactively to facilitate both large and small computations. However a limit does exist in the speed and ease with which solutions can be obtained. The important ingredients for the successful application of such machines are a little computing knowledge, a flexible machine, and an engineer who really understands the mining problems confronting him. If these are available it is possible for the engineer to tailor the program to the task at hand and efficiently achieve the required result.

Hydrothermal scheelite precipitated in fault-veins at Paradise, Bonnie Jean, Davidson's and Glenorchy mines display chemical variability involving REE patterns that are transitional between two end-member types. Type I is a MREE-enriched pattern with no or a small positive Eu anomaly. Type II is a flat to MREE-depleted pattern with a strong positive Eu anomaly. The chemical inhomogeneity of these scheelites can be explained by a model of fractional precipitation of REE, with preferential removal of MREE from the fluid during precipitation of scheelite. Irrespective of the mechanism responsible for scheelite precipitation, the source of dissolved constituents is different for scheelites from the Paradise Mine. Bonnie Jean, Davidson's and Glenorchy scheelites formed from LREE-enriched fluids whereas Paradise scheelites precipitated from fluids that were lower in LREE. These inferred fluid characteristics cannot be linked unambiguously to specific source rocks in the region, but could suggest that scheelite deposited in the Paradise fault-vein reflects a more mafic source of REE possibly greenschists, whereas the REE in scheelite from the other mines suggest a more felsic source.
