Test work is the foundation upon which the success of projects and subsequent operations is laid, reflected in Professor Arthur Taggart’s pithy observation: ‘Make your mistakes on the small scale and your profits on the larger scale’. Indeed, Professor AllanTrench has succinctly noted that ‘Get the metallurgical characteristics wrong and you don’t have a project’.With deposits becoming lower grade, more structurally and mineralogically complex, final products requiring lower levels of impurities and tailings management demanding more attention, test work now assumes even greater significance in the acceptance and successful execution of a project. This paper is the first in a series aiming to stimulate thought on the metallurgical test work process by getting back to the fundamental basics through exploring and providing some guidelines for the metallurgical testing world, noting preferred practices as well as precautions and mitigations. This covers the key characteristics of metallurgical test work programs, including what needs to be done, sample selection, quality control and associated drivers, and most importantly, selecting, assessing and managing test work facilities. The New Zealand rail authority, Kiwi Rail and Auckland Regional Transport Authority (ARTA), are jointly planning a new mainline rail link between Auckland’s downtown Britomart Station and the existing Western Line at Mt Eden. In 2009, APB&B, a consortia of Aecom, Beca, Parsons Brinkerhoff and Hassell Architects where commissioned to develop the conceptual design, Assessment of Environmental Effects (AEE) and business case for the new 3 km rail line towards preparing a Notice of Requirement to protect the route through Auckland’s central business district.This paper describes the engineering challenges in the development of the conceptual design for the three proposed underground stations, the running tunnels and connections to the existing network. Feasible alignment and station location options were developed and evaluated using multi-criteria analysis based on key client functional requirements, constraint mapping and environmental impacts. The resulting preferred scheme was then developed to a conceptual design suffi cient for assessment of environmental effects, risks, and the development of a robust construction methodology to allow high level capital cost estimates.The paper describes some of the major challenges overcome to develop the concept, including steep gradients, narrow street envelopes with existing buildings and structures, the need for large platform spaces with low ECBF rock cover and complex connections at Britomart and the main line near Mt Eden.The development of the conceptual design of the underground stations in particular demonstrates the need for a holistic value engineering approach to satisfying the architectural and functional requirements, in a highly constrained dense urban environment and at lowest practical cost. The construction methodology was a key input to the conceptual design development throughout.The conceptual design will be used as the fundamental basis for the development of the AEE and business case for the project in the future.

The empirical McCracken and Stacey stability and risk assessment method has been in use for more than 20 years to assess geotechnical stability issues for raise bored shafts. The methodology has been applied with various levels of success. Increasingly, trends in mining and civil tunnelling have been towards larger diameter, single pass, raise bored shafts to rapidly provide means of ventilation, material movement (ore passes), or emergency egress. Identifying and assessing potentially problematic zones before raise boring commences can allow for appropriate risk-based decisions on construction, or to investigate alternative solutions. The implementation of a proactive solution to raising through an identified weak zone is preferred to the application of an engineered solution to an area subjected to substantial instability or failure. Methods for investigating potentially problematic areas are discussed in this paper based on AMC’s benchmarking data. Proactive investigation programmes resulting from these investigations are also discussed. Previous publications discussing the benchmarking data have concentrated on Australian case studies. Increased efforts and recent updates have been made to expand the database to include international case studies. This has provided further refinement of lower bound ‘raise bore rock quality index’ (QR) values, and various rock mass parameters for stability assessments. Small-scale mining operations are characterised by a large variety of equipment availability and a high level of operational flexibility. Mine planning is usually scarce or absent in small quarries in Brazil, and mine management generally focuses on daily operations. As a result, analysis of the effects of unit operations, such as blasting, over the whole mining process is often neglected. The goal of the following project was to study the effect of production blasting on loading and hauling times, secondary breaking times and primary crushing times at the Experimental Mine of the Research Center for Responsible Mining of the University of São Paulo, Brazil. The operations analysed included blasts that performed:under the average operational standard, defined in this paper as Case 1according to quarry standards, defined in this paper as Case 2.In order to establish the effects of blasting on the downstream process, three key performance indictors were used:The time taken to load the truck, when there is the need for material selection. Due to the fact that we do not have an operational baseline, the increase in time cannot be established, meaning that we must content ourselves with comparing the mean time in each scenario.The average time used for secondary breaking machinery.The time required for the primary crusher to fully process the load of a single truck. The results obtained indicate correlations between the coarseness of the blasted material and these operational times. Preconcentration, through gravity separation (Wallace et al, 2015), magnetic separation and particle size (Clout, 2013), has been used in many historical projects to convert low grade material into ore. More recently, pre-concentration technologies such as bulk sorting (Kurth, 2017), screening (Bearman, 2014) and coarse particle flotation (Vollert et al, 2019) have also demonstrated their ability to progressively reject waste through the value chain. These technologies can not only deliver stepchange improvements to the economics of mining operations, but can transform the environmental and social aspects by minimising water and energy consumption and significantly reduce the quantity of fine tailings produced. However, implementing progressive waste rejection requires technologies and approaches to be combined and applied in the right way to capture the value. From a technical perspective, progressive waste rejection introduces challenges related to the orebody, equipment performance, engineering and understanding the value chain from the resource through to final product. From a management perspective, the key issues are related to people and processes, in particular; motivating the business, challenging the paradigms, and introducing new ways of operating within the constraint of existing management structures to manage risks and minimise lost opportunity costs. This combination of technical and management issues means that progressive waste rejection is a complex undertaking for mining companies, yet the reward for the business and other stakeholders is potentially high and should not be ignored. This paper presents how progressive waste rejection can offer step-change improvements to the business case for high and low grade greenfield and brownfield projects based on case studies completed by Ausenco. The paper then outlines different implementation approaches from concept studies to execution to address the various technical and management challenges outlined above.

At present we are witnessing large investments in the iron ore industry, fuelled by demand from Asia. At the same time, there is a changing landscape in pricing of iron ores, with the recent demise of the benchmark system and the evolution of market based index pricing systems. From a customer perspective, it is the behaviour of iron ores in downstream processing that gives them their value; their impact on the sintering or pelletising process and subsequently blast furnace ironmaking. It is therefore important to consider this value when developing projects, making mine planning/cut-off grade decisions, and in setting quality price differentials.This paper describes the use of the Marx value in use (VIU) model to quantify the downstream value of iron ores. The Marx model consists of heat and mass balance modules for sintering, pelletising and a rigorous two-stage heat and mass balance model of blast furnace ironmaking. Mass balance and cost models are applied for steelmaking, casting and rolling. The use of a heat and mass balance allows accurate comparison of the impact of raw material properties on blast furnace operation. The impact of minor elements, such as alumina, silica and phosphorus, and metallurgical properties on ironmaking is described, and examples given for the relative value of haematite, Marra Mamba, and channel iron deposit (CID) ores.

"Even with the cyclic nature of mining, when it comes down to it, the bottom line is that whatever direction the commodity market is going there is always a desire to improve the economics of an operation in order to deliver a greater return to investors. Adapting to market pressures by introduction of an operational process change can often have a downstream impact. What may be less obvious is that reconciliation can play an important part in measuring the effectiveness of many operational changes. Through the adoption of best practice reconciliation and related comparisons, it is possible to measure the impact of changes across the mine value chain and identify variability that may have been introduced. Using analytical business improvement tools, examining and monitoring planned changes can be crucial in understanding whether the introduced changes have been effective and whether they have provided the expected result. "Fluidised-bed flotation has been demonstrated over the last 16 years as an effective method for improving the flotation recovery of coarse particles. This technology has been successfully deployed into the industrial mineral sector with multiple installations within phosphate beneficiation plants and potash mills. Due to the minimal mineral surface expression required when utilising this technology, more recent studies have centred on the applicability of using this HydroFloat™ technology for the recovery of coarse sulfides and base metals. Multiple approaches have been investigated to determine the best means for implementing this novel coarse particle flotation system into both existing and new plant circuitry. These include the treatment of tailings to recover values that have been lost using conventional technologies and also the direct treatment of a coarse feed, either within the grinding circuit or by use of a separate split-feed flotation approach. Recent applications of the technology will be presented along with data generated from several test campaigns and ongoing research investigations. Jetcrete Australia Pty Ltd, shotcrete contractor took the initiative in 2008 to discontinue the use of ‘road registerable’ concrete trucks for all underground works in Australia and internationally.The rationale for this decision was basic, safety. Historically these vehicles have been and still are involved in far too many accidents; this obvious trend needs to be addressed by engineering out the root cause of the problem which in this case is suitability for purpose.Road registerable concrete trucks have been widely used for the delivery of concrete in Australian mines for many years prior to and after the inception of wet shotcrete as ‘in cycle’ ground support in underground excavations around 1992. With this inception came a wide interest in the shotcrete process and an influx of new shotcrete contractors, all using road registerable concrete trucks to deliver the large volumes of Shotcrete required for these services and in turn largely increasing the use of these vehicles underground. The road registerable concrete trucks were difficult to control and each trip underground required the operators to maintain good management of the inherent risks. We virtually had no reasonable alternative for the industry and could only encourage the operators to drive with soft controls such as, reducing overall speed to a maximum of 15 km per hour when declining, regardless of the road conditions, coming to a complete halt prior to turning into any sharp corners, remaining in the same gear both inclining and declining.

Atlas Iron Limited’s (Atlas) Abydos Mine has developed its Scarborough open pit proximal to a rock shelter that has been assessed as a significant Aboriginal heritage site by the Traditional Owners of the land. The rock shelter, named Yurlu Kankala, is located to the north-west of the pit with a stand-off distance of 35 m. Within Atlas’ Native Title Agreement with the Traditional Owners, and approvals from the Western Australian Department of Aboriginal Affairs, commitments have been made to conduct mining in a way that avoids or at least minimises disturbance and damage to the rock shelter. This complies with the Aboriginal Heritage Act 1972 (WA) and respects the heritage and culture of the Traditional Owners.CITATION:Bow, B G and Jiang, J J, 2018. Traditionally occupational health and safety (OH&S) has been managed for the direct benefits of reducing injury and illness to workers on mine sites. In the current skill shortage climate it is important to recognise the value that OH&S management can have in assisting mines in minimising their exposure to this issue. In times of skills shortage turnover is high as mines poach personnel from each other. This leads to loss of corporate knowledge and loss in productivity through the need to train new personnel in mine-specific operating procedures. In addition absenteeism can significantly disrupt production as there may be no ready replacements available for key jobs. Pressure will be placed upon workers to remain at work even though they are not completely fit for work, leading to presenteeism and consequently loss in productivity. In addition to the threats to routine operation, the loss of management and professional staff can significantly increase catastrophic risk through loss of experience and corporate knowledge. There is increased pressure to focus on events that occur regularly in the here and the now and underestimate the rare, or unlikely, events.The theme of this paper is that by properly addressing OH&S management at mine sites, companies can minimise their exposure to these problems. Underground mining for gold began in Beaconsfield in 1877 and development of the Tasmania Mine saw the sinking of multiple shafts, including the Hart Shaft over the ensuing 35 years. The mine closed in 1914 at a depth of 455 m due to prevailing economics, eventually reopening in 1999. The modern mine closed in 2012 after extending the mine from a historical depth of 455 m to the exhaustion of the modern Ore Reserve at a depth of 1210 m. West Tamar Council took over the lease for the immediate area around the Hart Shaft as an extension of the adjacent museum. The Hart Shaft and above ground structures became a significant drawcard for visitors. Tasmania was affected by sustained wet weather during May, June and July of 2016 which caused severe flooding and significant Statewide damage. This uncharacteristically intense wet weather caused saturation of the ground surrounding the Hart Shaft. Eventual shaft failure was first identified in August 2016. The failure of the shaft occurred at approximately 50 m below surface and resulted in a plug of material completely blocking the shaft. Significant surface subsidence affecting the surface infrastructure ensued. Due to the unstable nature of the surrounding material, it was determined that addressing the failure above the blockage would not provide a permanent solution to prevent the continued flow of material into the shaft. Many options to stabilise the shaft were considered, however it was assessed that a concrete plug in the shaft in competent ground at a depth of 100 m below surface and well below the blockage, would provide the only long-term solution. Man-entry was considered unsafe. The solution to access ultimately entailed filling the entire shaft with granular fill up to 100 m depth to act as formwork for a concrete plug. The rising mains at 400 mm and 250 mm diameter, which remained in place in the shaft, provided the avenue for placing the fill and ultimately, the concrete plug. Once the plug was in place the remainder of the shaft up to the underside of the blockage and over the top of the blockage to the surface was successfully filled with a combination of more granular fill and flowable cement stabilised sand. Newcrest Mining LimitedÆs Telfer Mine is a world-class gold and copper producer, situated in the Great Sandy Desert, in the north west of Western Australia. The mine has a number of distinctive characteristics such as being one of AustraliaÆs most remote mine sites, being within 270 km of the hottest town in the southern hemisphere (Marble Bar) and having been shut down and reopened after a two-year feasibility study. The construction of a new plant and reopening of the mine gave Newcrest the opportunity to review their mining practices and systems including the opportunity to incorporate reconciliation as a core process. Telfer is now well on the way to being one of the largest gold and copper concentrate producers in Australia. When the mine reopened in June 2003, Telfer implemented SnowdenÆs Reconcilor software system to facilitate reconciliation of geological models, production data and plant measurements. The system was implemented on site in June 2004, as a web-based information management system, integrating other existing mining and plant software packages. It continues to provide an auditable process and consistency of data, providing ease of analysis with standard and customised reporting. This paper provides a case study of the reconciliation system implementation at Telfer. It outlines the consolidation of a number of management systems into one centralised system that can be used to compare and reconcile the tonnes and grades from the mine through to the mill. The authors outline the key estimates and measures that are used for reconciliation at Telfer, detailing the characteristics of the system used to capture the information and the benefits that have been gained through the use of a rigorous reconciliation process on a complex orebody.

The in situ testing of mine ventilation fan systems has been a contentious issue for many years. Site testing was generally undertaken by adapting standards that were developed for the laboratory testing of fans using standardised airways. The deficiencies inherent in this practice have been widely recognised by informed practitioners, and this led to the first stand-alone document specifically intended for the in situ testing of large fans (ISO 5802:2001 Industrial fans - Performance testing in situ).This paper describes the structure of the International Standards organisation and the processes that are followed in the course of preparing such a standard.The application of ISO 5802:2001 is briefly outlined together with how test data is assessed for compliance with the suppliers guarantee. The placement of chemically reactive mine wastes in mined out pits (æpit backfillingÆ) is increasingly seen by industry as best practice to manage long-term environmental risks. This is primarily because leaving wastes at the surface, or allowing pit lakes to develop, can result in unacceptable environmental risks. The costs and practicality of mitigation options such as installation of covers and community expectations of landform re-construction to achieve a post-mining, beneficial land use are also important drivers for pit backfilling.Pit backfilling can significantly reduce the post-closure risks to receiving environments, by minimising seepage due to tailings, acid/solute generating waste rock and/or salts derived from mine water treatment. Environmental risks are often highest where wastes are located close to the ground surface, due to relatively high rates of groundwater movement in near-surface aquifers and/or failure of engineered structures due to rainfall/erosion processes. Placement of these wastes at significant depth in pits, subject to mine planning and environmental assessment, can address these risks by increasing the path length and resistance from contaminant source to receptor, thus enhancing encapsulation of the wastes.Pit backfilling can also be cost-effective for mining companies. This is because existing pits are developed on the basis of an economic return and thus provide an opportunity to store tailings in an existing æengineered structureÆ at little or no incremental cost when compared with building and operating a new tailings or waste rock storage facility, often encompassing complex cover/drainage management systems. Key issues for consideration are mine planning, the long-term geotechnical behaviour of the wastes (eg consolidation of tailings which leads to release of acid/solutes in tailings porewaters), seepage rates to downstream receptors/agreed end point criteria and potential resource sterilisation. Internationally, mine closure guidelines are also showing a greater recognition of pit backfilling in the context of allowing mining companies to meet agreed post-closure land use objectives.In summary, pit backfilling can enhance the encapsulation of chemically reactive mine wastes and environment protection, and with agreement on post-closure beneficial land use, can also help to deliver post-closure benefits to communities.CITATION:Puhalovich, A A, 2012. Cliffs Natural Resources Pty Ltd (Cliffs) operates iron ore mines in the Koolyanobbing region of Western Australia. Ore is mined from three separate hubs and trucked to Koolyanobbing. There it is crushed and screened to lump and fines finished products and railed to Esperance port for export to Asian customers. Cliffs is renowned in the marketplace for its consistent product quality. In 2010, 9 Mt of ore was exported to Asia.Over the last three years, Cliffs has systematically refurbished its product quality system (PQS), to improve efficiency of production while maintaining its high standard of product quality. Particular attention has been given to reducing inventory, which has required significant modifications to the production process design.In redesigning the production process, emphasis was placed on maximising the application of the inherent blending in each of the production process steps and dedicated blending was only introduced where essential. Simulation modelling and statistical analysis of process capabilities were utilised to develop a system that optimises inventory, minimises rehandle, eliminates several decision-making steps and maintains a pull focus throughout the value chain.The new planning functions are now fully integrated and effectively control long-term grade variability rather than relying on long-term stockpiling. The production process design and the daily crusher blend plan are used to control short-term grade variability. With the upgrading of the planning processes the accuracy and consistency of algorithms for lump per cent and lump and fi nes grades became more important and an increased geometallurgical function has been added to the company.The continuous stockpile management system was upgraded to increase the effectiveness of the daily crusher blend planning process and is now the sole intervention point in the production process for grade-based decisions. Grade control systems were modified to utilise advances in software and geostatistics to deliver accurate short range planning models. The reconciliation and sampling systems have also been refurbished with an emphasis on practical application and feedback loops.Accountability and transparency are provided by management reports that are generated from a centralised data warehouse and the introduction of a corrective action system. Standardised reports are available to all stakeholders and a quarterly KPI scorecard assists the management review process.The successful rejuvenation of the PQS has culminated in operational efficiency through the implementation of an integrated end-to-end process flow. Shareholder value is maximised through maximising recovery of the resource and minimising costs. Customer focus is maintained by reliably delivering product with acceptable and low grade variability.

The load capacity of a friction bolt has long been regarded as 4 t/m of embedment for ground support design analysis and supported by in situ pull test results. In recent years, the authors have observed lower pull test results or inconsistent results which were rarely sighted in the early 2000s. The lower pull test results indicated in some cases that reliable friction bolt capacity (≥90 per cent of results) is closer to 3 t/m of embedment with some geotechnical engineers adjusting the ground support parameters in the design work accordingly. This can be in contrast with other mines which reliably obtain 4 t/m (or greater) using the same suppliers bolt in similar ground conditions. This raised several questions: • What is the effect of poor installation (bolt twist or bolt hole deviation)? • Does the performance of friction bolts vary in different rock masses? • Does bolt performance vary between suppliers? • What effect does increased jumbo feed/percussion/rotation settings have? • Have the bolt dimensions or steel strip width changed? • Have the physical bolt properties changed? • Have the steel properties changed? This paper was aimed to answer as many of these questions as possible and discuss each variable in detail. This project included friction bolt trials at various mine sites across Australia, multiple friction bolt manufacturers, steel manufacturers and laboratory analysis. The paper also includes discussion on what the authors consider best practice for pull testing. It should be noted, the terms ‘friction stabiliser’ and ‘split set’ used in this paper are used in a generic manner and is not linked to any specific ground support supplier. The Cliffs Nickel Mine extracts a narrow near vertical nickel vein using a mining method of underhand bench stoping with paste backfill. In 2014, at a depth of 400 m below surface, the Northern block of the mine began to experience squeezing within ore development. At first the deformation was localised, within 30 m of the stoping front, but later became pervasive extending across the Northern block and resulting in a hiatus in mine production. The global mechanism is a progressive pillar failure, where the inter-level pillars in advance of the production front could no longer withstand the induced load and progressively yielded. The local mechanism of failure was observed as crushing of the massive sulphide ore and ‘punching’ of the pillars into the ultramafic hangingwall exhibited as floor and sidewall dilation and unravelling of the mafic footwall. The cause of the global mechanism was attributed to a combination of factors, including: high overall extraction ratio, small vertical pillar heights between ore development, high stress in relation to the low rock mass strength, shallow stope front angle, and insufficient ground support capacity. Following the progressive failure, the remnant rock mass conditions across the northern block were severely degraded, with numerous falls of ground that led to a reassessment of the mine plan. Recovery of the Northern block started in 2016 as a staged process. Development of the safe recovery work methodology involved a number of considerations, such as: production sequencing, development access design, ground support, and development of specific procedural controls. The Northern block was then broken into smaller mining precincts based on tactical factors such as location, ease of access, scale of rock mass damage and nickel content. A specific ground support standard and work methodology are employed, while cycle sheets are used to ensure quality and completeness of work. Large intersections showing signs of deformation have either been bypassed or treated using Rocprops to maintain stability during stope production. This approach has been successful in safely regaining access and restarting production in areas that had previously been removed from the mining reserve.
