Up until 1990 CoalCorp North Island's accident record was six times that considered acceptable in those NSW operations with good accident prevention programmes. This was an obvious avoidable burden on the company in both human and cost terms.   Late in 1989 an accident prevention programme was implemented with the objective of achieving a 50 per cent reduction in the lost time accident frequency rate within 12 months. The key to achieving this objective was recognised as being an attitude change in the total workforce from General Manager downward. Management commitment and action were seen to be critical to the success of the programme.   Through very basic and simple training programmes in accident investigation, analysis and reporting, communication, on-the-job coaching and in focusing on improving supervision skills, the original objective was achieved.   During 1991 the application of methods improvement and hazard recognition techniques are seen as the logical step to achieving a further 50 per cent reduction in the accident frequency rate.

Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. Volume and/or uniqueness can achieve this.

Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

The Prince Lyell orebody at Mount Lyell Mine has a rich mining history commencing with the open pit in 1935, which transitioned underground in 1972. Between 1972 and 2014 a total of 64 Mt was mined underground as the mine extended from 210 m to 1100 m below surface. As the depth increased, three separate transitions in the mining method occurred to meet the changing geotechnical conditions, ore grade, mining costs and metal prices. The first was open stoping with pillar recovery in 1972, followed by front caving and longitudinal sublevel caving (1995), and finally transverse sublevel caving (2004 to 2014). This paper provides an overview of key geotechnical and planning milestones relating to the evolution of the mining method including underground stability, gravity flow, cavability and subsidence. Key aspects of the mine design, geotechnical parameters and rock mass response are described and critiqued with reference to observational, numerical and empirical methods.CITATION:Sharrock, G B and Cuello, D A, 2016. Over half of the molten aluminium produced at the 52,000 tons/ year eapacity plant operated by Comalco Aluminium (Bell Bay) Limited in Tasmania is cast into saleable produets by the direct chill process. Considering the importance of direct chill casting to the aluminium industry it is surprising that so little published literature on the subject is available, although Easton (1947), Smart (1954), and Uppert (1940, 1944, 1945) have contributed much toward lifting the veil of secrecy surrounding the process.The direct chill, or D.C. process as it is commonly called when related to aluminium, consists basically of feeding molten aluminium or its alloys into; water-cooled mould from the bottom of which solid aluminium is continuously extracted. Although the casting procedure is continuous in principle, the equipment is normally operated in an intermittent manner. Castings up to 20 ft long are formed during a cycle. At the end of the cycle casting is stopped and the pit into which thc castings are dropped is cleared before a new cycle commences. Depending on the size of the casting in relation to the cross sectional area of the pit and the support mechanism (commonly a hydraulic ram), 'drops' of up to 15 tons are not uncommon. This method of D.C. casting IS termed vertical D.C. casting and is the one most commonly employed in the aluminium industry.Horizontal casting has come more to the fore in recent years with the casting being extracted from the mould in the horizontal plane and is a truly continuous casting method since flying saws can be simply used to cut the continuously cast shape into required lengths as it emerges from the mould...

Magnesite-rich and dolomite-rich ores from the Savage River region of Tasmania are being considered as potential feed material for a commercial process for production of magnesia.Two selected samples have been characterized by chemical analysis, X-ray diffraction, and differential thermal and thermogravimetric analysis. The materials differ in calcination behaviour, with magnesite decomposing at a significantly lower temperature than dolomite. Calcination conditions have a marked effect on the rate and percentage of magnesium dissolved as the bicarbonate when slurries of the calcine are leached with carbon dioxide. From a process point of view, the feed should have the highest possible magnesite/dolomite ratio, while the optimum calcination conditions are determined by the behaviour of the magnesite component of the feed.From batch calcination tests, it is apparent that the optimum calcination conditions for magnesite-rich ore are a temperature in the vicinity of 700°C and a calcination time of one hour.

Large scale fluid extraction from the Latrobe Group in the Gippsland Basin is occurring as a result of offshore petroleum production and coal mine dewatering in the Latrobe Valley. Groundwater extraction in the Latrobe Valley exceeds recharge and is causing an expanding area of declining hydraulic head in the Latrobe Group, and regional land subsidence which is well documented. Recently the government water sector completed the installation of a network of Latrobe Group monitoring bores in the remainder of the onshore part of the Gippsland Basin. The bores situated along the coastal area show a steady decline in hydraulic head of about 1 m/year which can be attributed mainly to petroleum production.

This paper describes certain analytical methods used at the Rosepery Mine and Treatment Plant of the Electrolytic Zinc Co. of Australasia Ltd., which are not generally in use and may therefore be of more interest than a description of the normal routine methods which are used in most of the mining assay laboratories of the Commonwealth, and which have been published previously.The ore mined and treated at Rosebery is of a complex nature and demands closer control in the concentrating plant than is necessary on some other similar mining fields.It is necessary for the mill shift supervisors to keep constant control on the grade of lead and zinc concentrates produced on their respective shifts, and further, it is essential to maintain an economic compromise between grade of concentrates and the recovery of the particular concent:t:ate. This necessitates a more frequent check on concentrate grade tp.an is provided by the daily assays carried, out by the assay office. Rather than employ trained ,assayers on shift work, "quick methods" of analysis, which could be carried out by the operators, 'were adopted.'In such methods, it is desirable that the necessary manipulation should be reduced to the following:-a. Taking the sample, drying and mixing.b. Weighing the necessary amount of sample-for assay.c. Adding the reagents for use in the assay without change of beakers.d. For a large scale open pit mining and concentrating operation, on a low-grade disseminated ore body, it is possible to set an approximate lower bound on economically feasible operating scales and an approximate upper bound on economically desirable scales in a relatively straight forward manner. The optimum scale ofplanned operations, with respect to the objective ofmaximisation ofthe net value ofthe orebody, will have to be arrived at by iterative planning runs, but it may be expected to lie close to this upper bound. The effects of infrastructural costs and of the addition of a risk premium to the cost of capital, to form the discount rate for planning purposes, are considered theoretically and by worked example. It is concluded that a perceived special, unsystematic, risk should not be accounted for by the use of such a risk premium as this is inducive to placing a greater amount of investment capital at risk, for no greater return-rate to investment.

An electrochemical study of the dissolution of gold in aerated cyanide solution shows that the dissolution rate is determined by the nature of the surface. A passive film (probably a basic cyanide) formed at -0·6 V vs a saturated calomel electrode inhibits both the anodic dissolution of gold and the cathodic reduction of oxygen. Thallium has an "activating" effect on these reaction mechanisms.INTRODUCTIONIn general the dissolution rate of a solid in a liquid is studied by weight loss measurements or analysis of the solution at known time intervals. However, if the solid is a metallic conductor, on which a redox reaction can occur at the metal-solution interface, it can be studied by electrochemical techniques. A procedure was developed for recovering metal values from copper-smelter fume. The fume is first leached to neutrality with dilute sulphuric acid to obtain a solution of zinc sulphate containing a low level of impurities. The tailings from this leach are treated with hydrochloric acid in two stages, in which tin and zinc are quantitatively leached and recovered as a tin concentrate and a zinc sulphatelzinc chloride solution.About 80 per cent of the lead sulphate is converted into lead chloride, which can be recovered as a pure product.Data on the effect of temperature, acid concentration, aeration, and solid/liquid ratios on the hydrochloric acid leach are presented, and the fate of the most important metals during the recovery process is described. Alternative treatments of the tailings from the neutral sulphuric acid leach were briefly investigated.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Thomson Orogen is a large but poorly understood element of Queensland geology. Extensive cover conceals the Thomson Orogen at depth, thus limiting studies to a small number of surface exposures. Previous studies of the northern Thomson Orogen have been restricted to the largest of these exposures in the Anakie Inlier and Charters Towers Province. Less extensive exposures, including Mt McLaren in east-central Queensland, are largely overlooked and poorly documented. Fieldwork suggests that Mt McLaren is a west-tilted fault block of Thomson Orogen metasediments that are at least 2200 m thick. The substantial thickness of these sediments (which we have named the Mt McLaren Formation) and the consistent shallow marine facies throughout the block suggest deposition in an actively subsiding basin. Initial dating of detrital zircons places deposition of the Mt McLaren Formation in the Late Cambrian to Early Ordovician, allowing correlations with formations of similar composition and age in the nearby Anakie Inlier and Charters Towers Province. Both of these areas have a long history of mining and exploration for gold and base metals, suggesting that correlation of basement sequences across these areas could be beneficial for exploration models of the Thomson Orogen as well as for tectonic models of eastern Australia.CITATION:Lee, M, Verdel, C, Welsh, K and Oorloff, A, 2015. This paper reports a biogeochemical study of the Siberia lode of the Herberton tin field. Soil near the orebody contained high levels of Fe, Cu, Pb, Sn, As, Mld Mn. Polycarpaea spirostylis and Indigofera dominii were associated with these high levels but several other species apparently could not tolerate them. The potential of these species as indicator plants is discussed.

Lord (Geological Survey of Western Australia): During the last few days in Kalgoorlie here we have heard on various occasions of the great job the mining engineers have done persisting against rising costs and increasing salaries without a rise in the price of gold. I think it has been somewhat overlooked that it has been difficult to find additional ore as well. I consider that geologists also should be commended on their action in persisting to search for more orebodies. This goes on in any mining community, but in Kalgoorlie in particular, I believe, over the last few years that it has been more difficult all the time to find additional orebodies and the Companies are calling for higher grades to offset the economic condition. I feel that this paper by Mr. Finucane shows that the geologists have persevered on an idea and discovered that they can find additional orebodies in the calc schist where previously it was thought that these did not occur. This has added many tons to the ore reserves, and although it is not very significant at the moment, the significance will probably improve as more work is done.The whole thing has shown us the importance of economic geology. Mr Finucane has had many years of experience here and he has given us a very able exposition of the economics of ore finding, and there are not many questions that one could pose to him, because most of the information he presented is obviously fact borne out by drilling, underground development and lining up the ore channels. The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.

Tyres account for 25-30 per cent of the operating costs of large capacity haul units as used in open-cut mines.Tyre operating costs can be substantially reduced and often contained in real terms by applying knowledge that is now available.This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs.

Prospectivity, the relative value of gold, investor confidence, general economic stability and legislation driven by public attitudes are seen as the major influences on the gold mining industry in New Zealand. Since the 1860s the gold mining industry in New Zealand has been subject to the complex interaction of these influences resulting in three successive boom and bust periods. The booms are related to periods of greatest potential economic growth. The busts are more strongly related to downturns in the economy and falling gold price. The influences may be expressed as trends over time. The role of gold has changed from being a currency base to that of a traded commodity. This change has caused price instability and rapid fluctuations in its value. Increased competing land uses, shifting public attitudes and legislative changes have added to the instability of the industry. Reaction against change is to be expected from the companies until new legislation is seen to be functioning efficiently. Other trends show that there has been a tendency towards reduced exploration and consolidation of active gold mining projects. The future consequences of this are likely to be felt both regionally and nationally as there will be no new discoveries to fill production voids which will develop as currently producing mines close. The review of New Zealand's resource use statutes is nearly complete. A period of legislative stability can now be expected. There are some positive signs that consents will be obtained much more quickly than under previous legislation, particularly by those companies which develop the skills to work with the system. The new regime is about consideration of impacts rather than specific activities. This, together with excellent prospectivity, bodes well for the identification of mineral resources in New Zealand.
