A mining companyÆs approach to managing the risk of theft of explosives and initiating devices should be underpinned by an organisation-wide policy developed with internal and external consultation. It should be based on the principles of sound proactive risk management, planning, monitoring and remedial action. This paper aims to provide mining (and construction)organisations with the rationale and many of the tools they need to control explosive security risks. As with all legislative compliance, they are best managed by incorporating the statutory and legal requirements into company policies, management systems and plans, operating procedures and culture. This is the approach that has been adopted in this paper. Trends we should expect: more prescriptive legislation and stricter government regulations; enhanced enforcement and more prosecution; more sophisticated detection systems, eg airports; additional compliance costs; additional vigilance on record keeping; improved risk awareness and risk communication; wider use of explosives policies, management systems and plans; and additional security staff with investigative skills.It should be noted that mining companies will be required to play their part in reducing the likelihood of explosives, intended for mining purposes, being wrongfully used to threaten, hold to ransom or to injure individuals or members of the public or to produce property damage. This will be done by putting in place safeguards to reduce the risk of theft of explosives while they are under their control. On that basis, this is a business risk assessment rather than a hazard risk assessment. A conclusion of this paper is that mining companies can and should play their part in reducing the supply of explosive materials that can then be used for illegal activities. In fact, mining companies have always had this duty, but now the stakes are higher û æcomplacency no longerÆ.

Projects must be flexible to account for the rapid development of new technologies and changing stakeholder expectations. Coupled with calls for bleeding-edge solutions, customers, shareholders, and regulators demand robust, safe products and systems-of-systems. Developing and integrating these solutions is becoming increasingly complex and maintaining the flexibility required to ‘pivot’ to effective solutions can be a serious challenge. The necessary flexibility is fundamental to the Agile ethos, and this family of methodologies therefore offers a potential solution to this challenge (Beedle et al, 2001). These have traditionally been delivered with systems engineering applied through a Waterfall methodology. Agile Systems Engineering combines both approaches and presents a means to achieve these goals without compromising flexibility, quality or safety. A robust methodology for the application of Agile Systems Engineering is required to enhance practical outcomes and reduce risk for real-world mining projects.

Downhole Assay tools are a geophysical method to collect an instigated response from the material surrounding a drill hole and deliver a multielement proxy-assay. They were first tested in the Pilbara at the turn of this century, however since 2011 they have seen a more focused testing and implementation regime with multiple companies across multiple Pilbara mine sites. The increase in the volume of data has led to advances in the measurements and significant improvements to the efficiency of the calibration process. Pulsed Fast and Thermal Neutron Activation Analysis (PFTNA) downhole assay tools collect gamma photon spectra which are characteristic of elemental signatures. One of the key components of the technique is calibrating the spectral signatures to lab assays. Each tool is slightly different due to the organic nature of the crystal detector and therefore responds slightly differently. Environment and hole conditions as well as ore characteristics are among other external influencing factors. Thus, a unique calibration is required for each tool. In addition, not all elements are measured directly, but some are actually characterised by proxy, meaning that if the signal-to-noise ratio for an element is small, it may be easier to identify the mineral or geology in which that element is found and thus infer the concentration of the element. These proxies may differ for each site or geology type within a site. There is a large advantage to build a unique calibration per tool at each site rather than a universal one to be used across the whole province. This then delivers the accuracy and precision of measurements that mining companies require for modern operations. Early work with the tool required several thousand metres of calibration data and several weeks of analysis to build each calibration. This process has now been streamlined to significantly reduce the amount of data required and the analysis time to make it much easier to introduce new tools to a site with an existing model or to create new models. This paper details the calibration process, illustrating the increasing accuracy of the models as training data are acquired as well as the methods for transferring a calibration from one tool to another.

The Fitzpatrick Orebody is a three and a half million tonne fault bounded portion of the early-middle Proterozoic Broken Hill Orebody.The Fitzpatrick Orebody was discovered in 1975 by diamond drilling from the 36 Level Exploratory Drive. This followed persistent geologically oriented exploration and a courageous decision by mine management to deepen No. 3 Shaft to provide exploratory development across the Globe Vauxhall Shear and allow effective drilling of the target area.The stratiforrn oebody consists of three lenses, the lead rich No. 2 and 3 Lenses and smaller zinc lode. They represent a down plunge extension and boudinaged, fault-bounded portion of the main Broken Hill ore lenses. The surrounding host rocks are extensively faulted and jointed due to complex history of movement on the bounding shears. This results in extremely poor ground conditions during mining. The ore was delineated for mining development using three dimensional fan drilling from exploratory and hanging wall drive drill sites.

The man in the street (and no doubt most members of the Institute) thinks of wire, if he gives it any thought at all, as a most commonplace commodity. It is an accepted necessity, and like most necessities is taken for granted, unless a shortage in one or other of its multitudinous forms or products causes inconvenience.For many years Australia has ·been a large consumer of wire, particularly for fencing. With the rapid development of secondary industry the demand has increased in both size and character until at the present time much of the wire produced in this country is used as raw material for subsequent manufacturing processes. The call has been of so varied a nature that the Newcastle Wire Mills now turn out a greater variety of wire types than any other single plant in the world.In this paper, the aim is to provide a picture of the manufacturing, properties, and uses of wire. No attempt is made to cover the subject in any detail, as the field is much too broad for anything other than general treatment. Many phases, particularly in regard to manufacturing processes, are, therefore, dealt with cursorily, but it is hoped that the paper will, without delving too deeply into the technical aspects of Wire production, give a general appreciation of:- (a) How steel wire is made. (b) The remarkable physical characteristics obtained by judicious combination of chemical composition, heat treatment, and subsequent cold work. Mine operation strategies are commonly optimised with a net present value (NPV) maximisation objective. There are well known properties of a typical mining project optimised for NPV, including high production rates and declining cut-off grade schedules. In practice, however, frequently there are operations that diverge from such NPV-maximising properties. Although a range of reasons for this can be at play, one possible explanation is that operators intuitively adjust their strategies to compensate for the flaws inherent to NPV maximisation. In particular, NPV analysis does not reflect the benefits of managerial flexibility inherent in a mining plan. Real options valuation (ROV) is an alternative approach that addresses this issue. We compare the properties of NPV and ROV optimisation solutions generated for the same scenario. Our simple case study demonstrates that the presence of real operating options in the optimisation model not only entails increased project value as expected, but also tends to encourage lower processing capacity (with lower associated capital cost), higher cut-off grades and greater use of stockpiles.CITATION:Elkington, T and Gould, J, 2012. "The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. India is well endowed with vast reserves of banded hematite ore, about 12 billion tonnes, estimated by some conventional methods. Various authors have assessed this huge reserve using some advanced geostatistical methods. A Banded Iron Formation (BIF) belt named the `Singhbhum-Keonjhar-Bonai' belt in India has been chosen as a case study. In this paper, the experiences of Chiria iron ore, in particular, have been described. This study will finally create a dynamic mineral inventory after standardising the geostatistical parameters which will help to cater for the needs of the stringent quality requirements of the Indian steel industries.

The green production of the steelmaking process has urgent requirements for fluorine-free fluxes. In this article, a new solid waste-based slagging flux was applied in the external dephosphorisation test of low silicon hot metal to replace the traditional fluorite-lime dephosphorisation slag. The results showed that under laboratory conditions, the new flux was utilised for smelting low-silicon molten iron with a phosphorus content of 0.10~0.13 wt per cent, the temperature of the molten iron was 1350°C and the slag amount was controlled at 2 per cent. Within ten minutes of smelting, the dephosphorisation rate of the molten iron reached more than 50 per cent. When making slag with new flux, the slag melting time was about 40 seconds and the P2O5 content in the final slag was higher than 8 wt per cent. In the industrial test of a 150 t molten iron ladle, under the same molten iron conditions, an out-of-furnace dephosphorisation test was conducted in the Kambara Reactor (KR) process. The flux material consumption per ton of steel was 8~10 kg. Within 15 minutes of smelting, the dephosphorisation rate of the molten iron was about 30 per cent. During flux slag making, the slag melting time was about three minutes and the P2O5 content in the final slag was higher than 6 wt per cent. This new solid waste-based flux has significant cost advantages and outof- furnace dephosphorisation effects and is expected to become the benchmark for a new generation of fluorine-free steelmaking fluxes.

The concept of a ‘critical velocity zone’ in the longwall goaf environment for the development of a spontaneous combustion event has been supported by numerical modelling. However, there is no experimental data available for Australian coals to show ventilation effects on the self-heating incubation behaviour of broken coal in the longwall goaf. A preliminary study using incubation testing has been completed on three high volatile bituminous coals (A, B and C) with R70 self-heating rate values of 3.86°C/h, 3.15°C/h and 2.09°C/h and moisture contents of 11.3 per cent, 3.9 per cent and 4.7 per cent, respectively. Mass to flow rates used in the adiabatic oven reaction vessel have been selected to be indicative of a sluggish, natural air leakage and medium ventilation environment. Under a sluggish ventilation flow rate all three coals incubate to thermal runaway in minimum time frames of 2.8–3.1 years, 34–42 days and 79–95 days, respectively. When the ventilation flow rate is increased to natural air leakage, coal A with the highest R70 value and highest moisture content selfheats to 28°C above mine ambient temperature before heat loss takes over due to moisture evaporation. However, both Coals B and C at this flow rate incubate to thermal runaway in a shorter time frame than under sluggish flow. At the medium ventilation flow rate, only Coal B incubates to thermal runaway, albeit after a significant extended period of time. These results show how important it is to determine the heat balance between the coal intrinsic reactivity (as indicated by the R70 value) and moisture content. The results also have implications for the possible location of the ‘critical velocity zone’ and subsequent hotspot development and migration.

Ban Houayxai is a gold-silver mine operated by Phu Bia Mining Limited in Laos since 2012. The first two years of operation processed predominately soft oxidised ore but subsequent years were expected to process more fresh hard ore. Fragmentation of the fresh primary ores was also expected to be much coarser than for the soft oxide ores. This coarser and harder ore is expected to significantly reduce mill throughput and mining productivity. The Ban Houayxai management realised the potential downside risk when processing fresh harder ores and implemented a blast optimisation project to deliver finer fresh ore to the mill without unduly increasing blast induced dilution and damage.JKTech and the Ban Houayxai drill and blast team began a joint blast optimisation project in April 2013 to achieve finer fragmentation from fresh ores. This was achieved by modifying the bench geometry, blast patterns and applying exceptionally high levels of quality control during implementation. Blast induced ore loss and dilution was controlled by adjusting the ore blocks for blast movement. Finer fragmentation from these modified designs improved mill throughput for the hard fresh ore by 46 per cent above design on average. Traditional acid and metalliferous drainage (AMD) wastewater treatment focuses on the iron co-precipitation/adsorption process as this is a very effective method of reducing heavy metals, including copper, lead, zinc, arsenic, etc, to parts per billion (ppb) levels in AMD wastewater streams. One of the drawbacks to this method however is the large volume of sludge produced and subsequent disposal costs for the mine site concerned.A proprietary metals treatment system called high density sludge (denoted HDS) which significantly reduces the quantity of waste generated is described in this paper. This process generates a dewatered sludge that contains in the order of 50 to 55 per cent solids. This sludge is denser than conventionally dewatered sludge, which typically contains only 20 to 30 per cent solids. This advanced process has a wide range of applications and can be easily retrofitted into existing AMD treatment systems. It has been successfully installed at several mine sites to treat AMD wastewaters. In the chloride process to manufacture TiO2 pigment, feedstocks containing higher TiO2 contents (high-grade ores or HGOs) are favoured in order to minimise production of undesirable by-products. Most of today’s HGOs are produced through the smelting or reduction and leaching of ilmenite, processes which consume significant energy and/or produce large volumes of non-titanium materials that may have to be landfilled. In order to improve the economic and environmental sustainability of its TiO2 business, the DuPont Company, working with Kobe Steel Ltd, has developed an innovative process called TiRON for making HGO. Using a rotary hearth furnace, the process reduces ilmenite to a high TiO2 slag and metallic iron granules. The TiO2 slag is suitable for TiO2 pigment manufacture, and the iron is suitable for steel making. TiRON can process sand or rock ilmenite of varying compositions and particle sizes. Fossil fuel instead of electricity supplies the energy for the reduction. Dusts and off-spec materials are recycled. These process attributes, together with capital requirements estimated to be significantly lower, give TiRON substantial economic, environmental, and process flexibility advantages over conventional ilmenite upgrading processes. TiRON has been demonstrated at the semi-works scale, and preparations are being made to bring it to the pilot scale.

The Kalgoorlie Consolidated Gold Mines (KCGM) schedule model is used for short- to medium-term planning and scheduling at the Fimiston Open Pit Mine (the Superpit). The model bridges the gap between grade control models, which are generated one to seven days prior to mining, and the annual Resource and Reserve model update that is used for budget and life-of-mine plans. The schedule model uses close-spaced grade control data (up to 20 000 m drilled each month) as well as resource definition drilling to estimate production volumes three to six months ahead of current mining. From this, a rolling 12 week mining and processing schedule is generated on a monthly basis. As the KCGM operation is mill and sulfur constrained, the schedule model needs to be an accurate predictor of ounces as well as tonnes, gold and sulfur grades. The process must also be time efficient in order to meet monthly planning and reporting deadlines. Due to the large amount of new data generated each month, model updates using conventional interpretation and estimation techniques have proven to be impractical and too time consuming. While improvements in occupational health and safety (OHS) in the mining industry have decreased fatalities and accidents, little attention has been paid to the cultural confound of 'safety' in the increasingly multicultural mining industry. Occupational health and safety processes often contain assumptions of cultural understanding that may not be shared or understood by mining employees. There are potentially dangerous and costly implications of cultural difference in the mining environment. Some people have been enculturated with high levels of anxiety concerning catastrophe and uncertainty while others have a more laissez faire attitude to accidents and disaster. The level of cultural anxiety about uncertainty can be a major factor in the acceptance of OHS processes. OHS manuals based on a comprehensive set of rules and procedures may assume that the authority of 'rules' is shared by all employees regardless of a variety of cultural understandings when this may not be the case. Similarly, cross-cultural employees may not share a background or acceptance of expensive technological innovation and so resist/avoid the application of new safety equipment. Then too, OHS staff may not realise the significance of religious belief or personal responsibility on employees' attitudes to safety in the workplace environment. A lack of consideration of these cultural elements could have fatal and expensive results. This paper explores the impact of cultural difference in the understanding of OHS in the Mining Industry, presents a model to improve the understanding of the cultural confound in safety, improves analysis of OHS in practical multicultural situations, provides assistance for those involved in OHS training and may become a basis for developing OHS policy and procedure.

This paper reports on the results of several years of monitoring rehabilitation at a silica sand mine on the Swan Coastal Plain, south of Perth. Mining here occurs below the regional watertable and leaves a post-mine landscape of dredge pond voids (pit lakes) with surrounding battered slopes. The restoration we recommended was to develop the pit lakes as wetlands of regional analogue and value. Several different restoration techniques have been applied to re-vegetate pit lake slopes over many years which have enabled an evaluation of reasons for success/failure of different restoration approaches. Learning acquired clearly showed the benefits of using fresh topsoil for restoration over topsoil that has been stockpiled for several years. Most topsoil used in restoration was from seasonal wetlands and consequently restoration was most successful in the riparian zone from the edge of pit lakes to about 2 m vertically above the water table. Topsoil restored areas above this level remained poor in plant species and cover. Conversely, remedial seeding/planting proved largely unsuccessful. Permanently and seasonally flooded pit lake margins recolonised relatively quickly and successfully with native sedges and rushes. Development of rehabilitated upper slope plant communities over time was evident with loss of typical wetland species and greater growth and survivorship of upland and dampland plant species on mid to upper rehabilitated slopes. Plant communities of lower slopes showed a converse pattern of development, with a shift towards a more typical wetland composition. We believe matching topsoil to site and development of topographic profiles similar to natural wetlands of the region are the keys to optimising restoration success of sand mines with shallow water tables.

The long-term production schedule of open pit mines that maximises the net present value (NPV) of a given project relies on the proper design of phases (pushbacks) within the ultimate pit limits. There is not a phase design algorithm applied in the mining industry today that gives yearly production schedules that are optimum.The majority of phase design algorithms currently in use by the mining industry aims at grouping the blocks that fall within the ultimate pit limits into phases such that the average value of the blocks within each phase decrease as the size of the phases increase. Current phase design methods are typically based on a pit limit optimisation algorithm, originally introduced by Lerchs and Grossmann (LG) in 1965. To obtain multiple pit shells to be used for the phase design, the LG pit limit algorithm successively applied to economic block models by changing the price of the commodity or some other factor that properly parameterises the size of the pit. These modified economic block models are developed by predetermining the destination for each block in the model based on a breakeven analysis and highest economic outcome between alternative destinations. Phase designs determined by these existing algorithms may be suboptimal if a given project utilises multiple processing facilities for metal recovery and particularly if these facilities have restrictions (constraints) that require blending of attributes in the feed. To overcome these problems in obtaining phases that optimise overall production schedules, a new algorithm is developed at the Colorado School of Mines. The algorithm determines the phases of an open pit mine by taking into account multiple process options for the blocks and period by period blending requirements. This algorithm has been implemented within a software program (the software) and is being prototyped successfully in the design of improved pushbacks at a copper mine in South America and on a gold mine in Nevada. This presentation will demonstrate the shortcomings of the traditional phase design methodologies based on comparison of results coming from the new approach versus the traditional.

Bentonites and fuller's earths from seven localities in N.S.W. have been analysed with respect to occurrence, mineralogy and physical properties and areas for future prospecting have been indicated.INTRODUCTIONThe rapid expansion of Australian industry in the postwar years has been accompanied by an ever increasing demand for fuller's earth and bentonite, but in New South Wales at least the demand has been met principally by imports. However, some local and generally inferior active earths have been won to blend with imported materials to reduce costs. The important discovery of the widespread distribution of bentonite clays in the Northern Coal Measures, made recently by Grim (Booker, 1956), has givenimpetus to the further search for material comparable in quality to the imported active earths.Bentonite may be defined as a highly plastic clay, generally possessing swelling properties, composed essentially of montmorillonite and derived from the alteration of volcanic ash. Fuller's earth refers to any clay which, with or without chemical treatment, is capable of decolourizing mineral or vegetable oils and is, therefore of economic value. The Rocklands copper project is a multilode, iron oxide copper gold (IOCG) + cobalt mineralised system located in the Eastern Fold Belt of the Mt Isa Inlier. Rocklands orebodies cover a range of oxidation zones from oxide, to supergene and primary. Each zone contains different economic minerals of interest. The supergene zones contain significant amounts of native copper and the primary zones are dominated by chalcopyrite. The juxtaposition of these oxidation zones and minerals make it an interesting mineralisation system.Current mine production sampling collects a nominal 3 kg drill chip sample from a 1 m composite, RC drilled interval. A site specific sampling procedure was needed to quantify introduced sampling error when taking grade control samples. Due to oxidation and mineralogical variation in ore zones we needed to develop a practically achievable sampling methodology that ensures minimum sample mass and sample error requirements are achieved to ensure ‘representative’ samples for all ore types.These issues are planned to be resolved using an experimentally derived method using principles from the Theory of Sampling. This method uses an experimental calibration of parameters K and a for Gy’s fundamental sampling error formula using a modified 32-piece sampling tree experiment to compile sampling nomograms for the primary and supergene ores. This paper demonstrates the process undertaken to improve the quality and standard of existing mine production sampling procedures at the Rocklands operation.Results indicate a sample mass of 5 kg for RC drill chips is appropriate for both the primary and supergene ores to achieve a fundamental error below 0.01 or 10 per cent relative error, which is slightly higher than the existing sampling protocol of 3 kg. An additional experiment is recommended to compile sampling nomograms using the exact laboratory comminution and mass reduction stage information to assess the use of a 3 kg sample. The results also indicate no changes are required to existing sampling protocols when sampling RC drill chips in primary and supergene ore at Rocklands.Sampling nomogram results also provide a useful ‘rule of thumb’ reference guide to other mining and exploration companies to help understand minimum sample mass requirements and sampling error during exploration drilling, resource evaluation and mining production stages when targeting similar IOCG mineralised systems. A sample mass of 5 kg is recommended when RC drilling similarly IOCG mineralised prospects and deposits in the Cloncurry area. SINCE writing the above-mentioned paper, some further indicator cards have been taken from the No. 1 machine, and the writers believe that a reproduction of these cards will be interesting as illustrating the performance of the machine after fifteen month steady running, night and day, seven days per week and twenty-four hours per day, at the average speed of fifty-seven revolutions per minute (see Fig. 1, page 60). For the past twelve months no adjustment have been made in the valve setting, and the only repairs have been in connection with the springs of the poppet valves, and these but slight, the springs latterly having been removed. The cards illustrated were taken with one indicator, and, therefore, are not simultaneous, andmay show to some extent the yariations of individual strokes, and with that qualification may be taken as typical of the machine's average performance.In connection with some feed-water measurements of the winding engines a rough test was run with the two compressors, the Riedler and the Corliss, coupled to the condenser, and running at fifteen and fifty-seven revolutions per minute respectively, with the result of 15.9 pounds of steam per indicated horse power per hour. This result, though only approximate, seems to indicate that the No. 1 machine is running under the guaranteed consumption, and that it is capable of maintaining this under the severe conditions of everyday practice.
