Considerable improvements in diamond drilling equipment have been made since the early 1950s. A recent drilling programme, however, at Williamtown, near Newcastle, carried out by the Joint Coal Board on behalf of the Electricity Commission of New South Wales, emphasized deficiencies in existing equipment when particularly diflkult coring conditions were encountered.Spurred by unacceptably low recoveries in coal seams in this area, the Joint Coal Board devised and developed, with the assistance of the Electricitv Commission, a new typc core lifter and a special 26 ft triple tube core barrel, designed to operate in conjunction with it in bad coring conditions.The core lifter, whieh is propped open clear of incoming core during drilling, is activated by fluid impulses generated inside the core barrel. It can be used with double tube barrels when drilling firm rocks whichdo not change diameter by compaction inside the barrel.Softer rocks. such as clayey types, require the use of a rriple tube barrel.Results from testing carried out to date in difficult areas in New South Wales coalfields have shown that greatly improved results can be obtained with the new equipment. Although developed essentially for coaldrilling, the new core lifter and barrel could be adapted to other fields of diamond drilling. Even in areas where no great coring difficulty is encountered the cost advantage deriving from the greatly inereased life of the core lifter and the adaptor in which it is housed could justify its use.

ON mineral lease 38 of the Sulphide Corporation Limited, Broken Hill, a shaft was sunk in the early days Ior prospecting purposes and at the present time it is accessible as far as the 1000-ft. level where a connexion exists with the main workings of the Corporation's Central Mine, mineral lease 9. About the year 1895· a crosscut was driven east from this shaft at the 1330-ft. level cutting the Central Ore-body in mineral lease 9 and the shaft is supposed to extend a further depth of 25 ft; but no records of any of this work are in existence, the whole of the evidence being based on hearsay and memory:Fig. 1 shows the position of the Extended shaft in relation to the main workings. The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

Most mines in the Bundamba, North Ipswich, and Rosewood districts of the West Moreton coalfield of south eastern Queensland have installed washing plants during the last five years. Many problems were encountered in their installation, including the small size of washing plant required in many cases, the economical minimum ash content under present and future market requirements, production from a one-product washbox of large and small coal of quality to satisfy both markets, measures to avoid adding unnecessary moisture to the washed slack coals, and excessive middlings in some coals or soft clay in others.INTRODUCTIONIt was fortunate for Brisbane, which was to become the capital of a new State, Queensland, in 1859, and grow into a city of over half a million people by the time of its centenary, that coal was found in abundance almost on its doorstep near Ipswich, the first mine being opened at Redbank in 1843. This was followed by the opening of many more mines in that district and, some 40 years later, in the nearby Rosewood district where high-volatile gas coal was produced (Fig. 1). These discoveries ensured a supply of reasonably priced coal (currently about 85/- per ton delivered) in Brisbane, but the quality is inferior to that of other coals mined in Queensland beyond economic range of Brisbane.Various factors led to an increase in the average ash content of the West Moreton coals during and after the war. Between 1940 and 1952 the gasworks coals rose in average ash from 13 8 per cent to 23·9 per cent and the powerhouse coals from 17·1 per cent to 27·1 per cent. This drift was arrested by the installation of 28 screening and picking plants from 1952 onward, but it became obvious that mechanical cleaning of the coals was essential due to the competitive market for coal and the worsening quality of reserves.

Automation in underground mining enhances safety and leads to economic efficiency. In the past many efforts have been made on the automation of longwall shearer operation. With respect to the ultimate goal of automation, ie self controlled operation, coal bed boundary detection is one of the key problems. For longwall human labor is necessary in order to detect the exact position of the coal seam to be excavated. The authors present a sensor concept based on infrared technology and pattern recognition which will solve this problem. The very harsh underground conditions set high demands on the implemented sensors. The combination of infrared sensors and powerful processing algorithms is part of the innovative concept for automation of the new Eickhoff Bergbautechnik GmbH SL 750 shearer loader. The multi-sensor automation system EiControlPlus which is designed for the complete detection of the machine environment fills in the gap in the coal-excavation automation by building a recognition system that turns the shearer loader into an 'intelligent machine' which is capable of detecting the correct position of the seam to be excavated and thus enables human-free coal mining.

In this, the centennial year of The Institute, it is appropriate that the history of the Institute in New Zealand be recorded. I am indebted to John Dew, compiler of the centenary publication æMining People A Century - Highlights of the First Hundred Years of The AusIMM 1893 - 1993Æ, for many of the early historical references in this paper. In July 1892 the Amalgamated Mining Managers' Association of Australasia held its annual conference in Ballarat, Victoria, Australia, when it was suggested by the delegate from Broken Hill that the time had arrived for the establishment of an Australasian Institute of Mining Engineers. Resulting from this meeting at Ballarat, a Provisional Committee was formed at Broken Hill with the object of forming The Australasian Institute of Mining Engineers having the following objectives. To promote the arts and sciences connected with the economic production of the useful minerals and metals, the welfare of those employed in those industries by means of meetings for social intercourse, and the reading and discussion of professional papers with the circulation by means of publications amongst its members and associates the information thus obtained.

In a previous paper the author showed that silver considerably delayed the recrystallisation of lead after cold work. The effect of antimony on the rate of recrystallisation of distorted lead was studied next, and the experiments performed, and the results obtained, are described in this paper. Electrolytic lead was used as a standard of comparison.It was also used to make the lead antimony alloys.This electrolytic lead contained 0.0005% total impurities.It was prepared from commercial lead by fire refining, followed by electrolysis and finally by vacuum casting. The process was described in the previous paper and the description need not be repeated here. PREPARATION OF LEAD - ANTIMONY ALLOYS.The steps taken to procure pure antimony are outlined in the appendix. To make the lead antimony alloys a mother alloy was prepared thus:-A quantity of the antimony (it was received in the powdered form) was placed in a pyrex glass tube, which was closed at one end. The antimony was washed with hot hydrochloric acid (1: 1), then with more dilute acid, then with distilled water, and finally with absolute alcohol; it was dried by warming and evacu,ating the tube. In 2005, El Teniente mine began preconditioning the primary rock mass by hydraulic fracturing (HF). The major perceived benefits of this process are a decrease in the magnitude of the expected maximum seismic event and improved cave propagation. In addition, HF has resulted in new information on the propagation pressures of each fracture. Previous studies have attempted to relate propagation pressure to minor principal stress or confining stress.Considering the spatial continuity of propagation pressure and the significant quantity of collected data since the incorporation of the HF technique, minimum requirements for geostatistical modelling have been reached, permitting robust estimates inside the representative volume with acceptable errors (Cornejo, Muñoz and Rojas, 2012; Cornejo and Landeros, 2013). These results are then used to identify zones with higher magnitudes, which are mostly related to more complex geotechnical zones (intrusive and major faults) and caving singularities, making it possible to estimate the spatial extension of these zones.Finally, these results are integrated with other geomechanics aspects to support risk analysis of the mining plan.CITATION:Cornejo, J, Landeros, P, Benado, D, Caviedes, C and Pinochet, A, 2016. THE present article makes no claim to be exhaustive, since it cannot contain all the knowledge which scientists and manufacturers of the compounds of the rare earths have gained. The following notes are, therefore, simply an attempt to ascertain andclearly record the occurrence, properties, and uses of the more important of the rare earths, with a special reference to their commercial values and the industries based upon them.HISTORYIt was the mine manager, Gcyer, of Stockholm, who, in 1788, first drew attention to a black mineral which had been found in a quarry near Roslagen, in Sweden. In 1805 Klapproth received some specimens of this mineral, which he declared to be a newmineral. Subsequently Gadolin, professor of chemistry at Abo, analyzed the same mineral, and determined the presence of an unknown earth resembling alumina and lime. He named the mineral ytterbite, and afterwards gadolinite. Klapproth has alsothe merit of having detected (1804) another rare earth, which he named ochroit-earth, found in the Bastnas mine, near Riddarhyttan, in Wcstmannland, Sweden. Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

It is a great honour to be privileged to address The Institute for a second time as President and I appreciate it more than I can say. Eight years ago in Hobart I tried to cover the development of the mineral industry in Tasmania. That was a general subject. Tonight I want to be more specific - I propose to talk to you about rutile.The choice of subject for a Presidential Address is never easy. One is addressing an informed audience and the best one can do is to try to crystallize a particular subject and to present it in a form that willbe of interest to those who listen.I looked carefully at the addresses given by our Presidents over the past seven or eight years. The titles are impressive, the content excellent, and the length, as published, much greater than I had hoped.It is therefore with some trepidation that I have chosen as a subject one only of the three crystal forms of titanium dioxide. This subject is not as limited as may at first appear.There are two aspects with which I can deal - the mineral itself, which has become familiar as the major product of the East Coast beach sand operations, and the lesser-known "synthetic" product, which is the major pigment in almost all the white paints in common use today, and in cosmetics and white-walled tyres and toothpaste, and even the better types of fine papers. The synthetic form of rutile is' the "whitest"of white pigments.

Agglomeration for Copper Heap Leaching Agglomeration of ore is a method which can be used to eliminate the migration of fine grained particles throughout a leach heap. Without agglomeration, fine ore particles are able to migration within the heap, clogging flow channels and producing large areas where access of the solution is poor. In order to gain the benefits of agglomeration and improve agglomerate strength even further in copper heap leaching, an economical, acid-resistant binder is needed. However, most binders have been used without any systematic reasoning. A set of novel testing methods were developed, including a soak test, percolation flooded columns, and larger long-term leach columns. The soak test compares the degree of breakdown when agglomerates are subjected to an acidic environment. While the percolation flooded columns and larger long-term leach columns evaluate the flow of leach solution throughout the ore bed. Systematic studies have been completed on a wide range of binders using these novel testing procedures. It was found that for a low grade chalcocite ore, which was rich in silica, from a southwest US mine, polyacrylamides reduced the fines migration the best in the novel soak test. The non-ionic binder, in particular, was found to reduce fines migration as much as 93 per cent. Several of the binders tested were shown to increase the hydraulic conductivities of the agglomerated ore up to 2.5 mm/sec, compared to a hydraulic conductivity of only 0.25 mm/sec when no binder was used. These binders also prevented 'slumping' of the ore, which indicates a decrease in breakdown of the agglomerates. The use of a binder also showed no interference with leaching reactions in long-term leaching experiments.

This contribution summarises new knowledge and data, obtained during a three year ARCAMIRA funded research project, on the mineralogical and geochemical characteristics of hydrothermal alteration associated with low sulfidation, gold-silver epithermal deposits. These data are used to develop exploration vectors for use at both deposit and district scales, plus techniques have been established to distinguish ore grade epithermal systems from barren or low grade systems. Deposits investigated were Ladolam, Papua New Guinea, Gosowong and Mt Muro, Indonesia, Cerro Vaguardia, Argentina and Bimurra and Twin Hills, Australia.

Platinum-group minerals (PGM) are recorded from a number of localities along theWaiau River, western Southland, and the south coast of the South Island, New Zealand. At each locality, small amounts of PGMs were recovered as by-products of historical gold mining operations. During the period 1890-1950 an estimated 1000-2000 oz. of æplatinumÆ were recovered from the region, the only area within New Zealand where PGM have been commercially exploited. The PGM suite of southern New Zealand consists of Pt-Fe alloys, IPGE (iridium subgroup, platinum-group elements) alloys, sperrylite (PtAs2), cooperite (PtS) and braggite ((Pt,Pd)S). The composition of Pt-Fe alloy exhibits considerable variation and two compositional populations are recognised. Some Pt-Fe alloy grains are chemically zoned. Iridium is the most abundant IPGE alloy phase and often contains considerable Pt, in contrast to osmium and ruthenium alloys. Cooperite and braggite grains are characterised by extremely low concentrations of Ni.   Exsolution of osmium and iridium from Pt-Fe alloy and Pt-Fe alloy from iridium is observed Several PGM host mineral inclusions which vary from single to poly-phase, display rounded to equant outlines and range in diameter from greater than 100 ¦m to less than 5 ¦m. Olivine and Ni-sulphide inclusions are only present within IPGE alloys. Pt-Fe alloy, cooperite, braggite and sperrylite host Cu-Fe sulphides, a wide variety of PGM, clinopyroxene, amphibole, magnetite and plagioclase within inclusions. Sperrylite also hosts Pd bismuthiotellurides, gold and several potassium-rich silicate phases. Similarities in inclusion phases and mineral chemistry from several localities suggest that the PGM are derived from a single (as yet unidentified), probably calc-alkaline magmatic source. This source is situated somewhere along the margins of the western Southland sedimentary basin where PGM liberated by erosion are transported down the Waiau River and dispersed eastwards along the coast by strong longshore currents.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Baiyinnuo’er Zn-Pb deposit is a typical skarn deposit in NE China. Skarn and orebodies mainly occur between different units of the Lower Permian Huanggangliang Formation carbonates-sandstone-mudstone or within the contact between intrusions and marble. Skarn minerals are dominated by prograde garnet and clinopyroxene, and the main ore minerals are sphalerite and galena. We conducted single fluid inclusion compositional studies using laser ablation inductively coupled plasma mass spectrometry on clinopyroxene (pre-ore-stage mineral) and sphalerite and calcite (syn-ore-stage minerals). The results show that the Baiyinnuo’er fluids are distinctly different from basinal brine but similar to magmatic fluid, thereby indicating that the deposit has a dominantly magmatic origin. This interpretation has also been supported by the Cl/Br mole ratios, which remain stable (~500) in different fluid stages. The decreases for most of the elements in the fluid inclusions from pre-ore-stage clinopyroxene to syn-ore-stage sphalerite and calcite suggest that mixing with groundwater has occurred during mineralisation, with significant Zn, Pb and Ag deposition.CITATION:Shu, Q, Hammerli, J, Chang, Z, Lai, Y and Huizenga, J-M, 2015. The headwaters of Skippers Creek and the Shotover River are reputed to be among the richest alluvial gold catchments in the world. This alluvial gold has no doubt been derived from reef systems similar to, and associated with, the Bullendale lodes. Physiographically the prospect covers steep ridges and deeply incised gullies between the Richardson Mountains in the west and the Harris Mountains in the east. Vegetation is mainly tussock with bush either side of Murdochs Creek. Access to the area is by metalled road to Skippers and then by 4WD track to Bullendale. Alternatively the prospect area can be reached by helicopter from Queenstown in around ten minutes.

A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.
