The $2.1 billion Milwaukee Water Pollution Abatement Program (MWAP) requires the construction of several miles of underground openings at depths up to 350 feet for the conveyance and storage of sewage and storm water overflows. The system will include approximately 27km (17 miles) of deep tunnels ranging from 3m (10 f t.) to 9m (30 f t.) in diameter, 26 shafts and a pumping station cavern. The facilities will be located primarily in Silurian Age dolomites of the Niagara Group. The rock is characterized as competent with vertical to sub-vertical orthogonal jointing and predominantly thin shale bedding planes. The site investigation was carried out incrementally, commencing on an area wide basis, becoming site specific as facility plans were developed. To achieve cost savings through uniformity and continuity, a computerized data bank was established. Software was developed during the initial stages of the program for the production of borehole logs, structure contour maps, geologic profiles and summaries of data for statistical evaluations. This paper discusses in general terms the collection, compilation and presentation of data necessary for the characterization of the rock mass.

In recent investigations,1,2 the strength and thermal stability of dislocation substructures prepared by 5 to 25 pct room temperature tensile straining and recovery annealing at 120°, 160°, and 200°C have been studied in randomly oriented polycrystalline high purity aluminum. The techniques of transmission electron microscopy revealed that a major source of the strength and stability of dislocation substructures was the formation, during room temperature straining, of well-defined cells bounded by dislocation tangles which rearranged into nearly perfect dislocation networks during recovery, forming the boundaries of subgrains. The strength of such substructures increases with decreasing cell or subgrain size,2"6 and the formation of fine subgrain structures can provide thermally metastable strength at low temperatures and can favorably alter the course of primary creep at elevated temperatures.7'8 For maximum benefit, however, sub-grain growth should be reduced or eliminated. It was, therefore, decided to investigate the use of heterogeneous precipitation on dislocation networks as a means of imparting increased strength and thermal stability to subgrain structures through effective pinning. TO SERVE their primary function of balancing supply with demand. crude-oil prices must not only return full cost plus a reasonable earning to the efficient producer but they must also offer an additional reward to stimulate exploration sufficiently to maintain adequate reserves. High prices increase the volume and efficiency of exploration; low prig e- -Idle exploration. Over the last decade average prices for crude oil have been much lower than for the proceeding ten years, and lower even than the average over the life of industry. Under these circumstances no one should be surprised to learn that over this same recent period of discovery of new oil fields has also lagged and fallen below its average level for the previous decade. Crude oil prices have been too ion to support the required activity in wildcatting.

UNDER the able leadership of Samuel H. Dolbear, the Committee on Nonmetallic Minerals furnished a program of sixteen papers comprising three sessions. An outstanding accomplishment in technology presented at the first session by Benjamin L. Miller and C. H. Breerwood is the application of flotation to the purification of limestone used in cement manufacture. In place of selective quarrying to provide high-grade raw material, the quarry-run stone is pulverized and treated in froth flotation cells for removal of free silica and mica. Some advantages are cheaper quarrying, more complete utilization of quarry rock, avoidance of purchasing high calcium stone, lower fuel cost and improvement in the finished cement. Paul M. Tyler presented the general subject of milling methods as applied to nonmetal lies. He pointed out the importance of some of the more recent refinements in ore dressing, and urged the need of a wider appreciation of their possibilities. The development in the perfection of mine-surveying instruments has been by no means rapid, as it has depended somewhat on the details of construction borrowed from astronomical and geodetic theodolites, largely on the restrictions laid down by mining companies and the prejudices of mine managers themselves, but more than all on the methods used in conducting surveys and the importance attached thereto. Mine-surveying, in some form or other, has been practiced from the very earliest times; but it has never kept pace with the other branches of surveying, or even with the art of mining itself, and cannot be recognized as an exact science until shortly before the beginning of this century. The works of Hero of Alexandria, who lived in the second century B.C., are still extant, and contain descriptions of a rectangular sighting-instrument, which he invented and called a diopter. His improvement upon this simple construction, which possibly he devised for use in the Greek mines for rough leveling-purposes and for laying out any angle, must be considered, says Hübner," as the origin of the highly perfected theodolite of to-day. Whether this instrument came into general use during the first centuries of the Christian era, is not recorded; in fact, no writer undertakes to tell how mine-surveying was conducted until 1556, in which year Agricola expounds the principles of mining and metallurgy in his De Re Metallica, devoting the entire fifth chapter to the practice of mine-surveying (see Fig. 1). In mediæval times those who possessed any knowledge of engineering skill made strenuous effort to keep their art a secret, partly on account of the miners' proverbial conservatism and partly for their own personal aggrandizement, and were, in

The growth and influence of Sherritt Gordon Mines Ltd. in the nickel producing industry has been quite phenomenal. Although the company's Lynn Lake deposit in Manitoba was actually dis- covered in 1941, it was not until 1945, when men and materials were more readily available as a result of the end of World War II, that the area was staked and news of the discovery leaked out. As a result of the discovery, Professor Frank Forward of the University of British Columbia was commissioned by Eldon Brown, then President and Man- aging Director of Sherritt, to develop a new nickel refining process. A pilot plant, based on the results of Professor Forward's research, was constructed in Ottawa, and after the successful testing of the Lynn Lake ore, Chemical Construction Co. was given a con- tract in 1952 for construction of a producing plant. By 1954, the Fort Saskatchewan refinery was operating at an annual production of 15 million lb of nickel metal in the form of briquetts or powder. Capacity has since been increased to 30 million lb.

Present-day interest in the question of "dirty steel" has arisen primarily from the increasingly rigid specifications on various grades of steel and from the growing conviction that non-metallic inclusions are the source of many of the difficulties in meeting these specifications. The importance of inclusions has unquestionably been over-emphasized in many cases, but on the other hand many unpublished instances could be recorded where all evidence pointed to inclusions as the primary cause for the failure of steel in rolling or in service. The solution of the problem of dirty steel is not a matter of a few years. There are almost numberless types of inclusions. They segregate in steel ingots in an entirely different manner from other impurities, and, at best, only a start has been made in developing correct analytical methods for their determination. Most of the writers in the field have expressed opinions rather than given facts, and so many variables enter into the manufacture of steel that a study of plant conditions is difficult unless definite facts on certain phases of the inclusion problem are available. This statement is not intended to convey the idea that little work has been done on this problem. On the other hand, the number of investigations has been large, but in most cases too many variables have been present to allow definite conclusions to be drawn. In the body of the text, reference to previous investigations is made at suitable points. Rather than burden the reader with a lengthy review of the literature on the general subject of inclusions, reference to the particular works pertinent to the subject matter of the bulletin has been discussed. In the field o f Metallic Zinc: (1) Construction of further continuous vertical retort smelting capacity in the United States and Germany. (2) Expansion of fractional distillation capacity in the United States. (3) Great expansion in the zinc-base die-casting industry in the United States and abroad. (4) Wide acceptance of heavy galvanizing by the steel industry. (5) Construction of the first commercial wire electroplating plant for putting on heavy coats of pure zinc. (6) Firm establishment and appreciable expansion of the practice of using zinc dust as a reducing agent in the organic chemical industry.

DAME Nature was in a generous mood when she distributed widely over the face of the globe numerous deposits of phosphate rock from which man can make phosphatic festiIizer to replace the phosphate re- moved from the soil by crops. The principal deposits are readily accessible to the world's greatest consuming areas and most of them are such that mining operations can be carried on at relatively low cost. The world's known reserves shown in Table 1 are sufficient to last well over 2000 gears at the present rate of consumption. Before giving a brief outline of the phosphate rock industry of foreign countries let us try to get a picture of the movement of phosphate rock throughout the world in 1938, the last full normal calendar year where it came from and where it was consumed. Table 2 shows the origin and finial destination of world shipments in 1938 by grand divisions. Table 3 (p. 499) shows shipment9 of phosphte rock to each country in Europe. Europe is seen to be by far the world's greatest market and the French North African mines the world's most important producers outside of the U. S. A.

IN all special branches of the chemical and metallurgical industries, in which large electric furnaces became necessary for carrying out new processes or for the improvement of old ones, the development of the electric furnaces took place on much the same lines. The endeavors to make a success of a new idea brought forth many ingenious designs, which, however, almost without exception, furnished the proof that the safest and shortest way to practical success is the utmost simplicity of construction of the necessary apparatus. Our knowledge of the qualities of materials for building electric furnaces and of the constituents of the furnace-charges, especially their electric conductivity and their chemical affinity . towards one another at high temperatures, is still far from being complete, and from this fact we must conclude that the smaller the number of elements in the construction of a furnace, the fewer the number of unreliable factors both in the construction and in the operation of the electric furnace. This conclusion deserves special attention when an electric furnace for making steel has to be chosen from the constantly growing number of inventions, inasmuch as the chief con¬stituent of steel, the element iron, is a substance which in its liquid phase has so great an affinity fir those elements which are to be removed from the charge, that it is very difficult to comply with the following conditions: 1, to beat the refining-slag to the highest point of its chemical activity ; to prevent the iron from entering the slaw, or, where this cannot be done, to make it enter so that it finally appears in the end-product

INTRODUCTION. CULM is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings 3/16 in. in diameter, and over a round-punched plate with opening 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from ? 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F., Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant. The Delaware k Hudson Co., in 1876, built a plant at Rondout, N. Y., which operated until 1880. Gas-tar was used as a binder, and anthracite screenings were briquetted for engine fuel. Excessive cost, poor results in firing, and the tendency of the fuel to cut the boiler-flues were given as the reasons for discontinuing the manufacture. The next plant was built by E. F. Loiseau about 1878, at Nesquehoning, Pa., near the No. 1 or Nesquehoning colliery

Abstract-Minas de San Luis, S.A. operates the old Tayoltita mine located in the Sierra Madre Occidental in Durango, Mexico. Yearly production is 55 000 kg (1.7 million troy ox) of silver and 1000 kg (31,000 troy ox) of gold from milling 165 000 t/y (181,900 stpy) obtained from fissure veins. A 4.4 km (2.75 miles) adit, to intersect the veins below existing workings, was completed in 1974. The adit and ancillary projects facilitated extensive mechanization of the mine, ramp development of it, integration of duplicate facilities and elimination of obsolete facilities. It provided a deep-level access for exploration and development of the veins, and resulted in a 25% increase in production with the same labor force. The cost of the in-house financed project was $3.4 million.

IT is 27 years since I last visited Broken Hill, New South Wales, one of the world's greatest lead-silver-zinc districts. Then, the flota¬tion of ores was in its infancy. The Minerals Separation process had its birth as a practicability in the Central Mill, which is still operating and yielding high recoveries. The average Australian knows that Broken Hill is an important mining center in a "corner" of New South Wales, but he does not know what a factor it is in the lead, silver, and zinc production of the world. Nor does he realize that among the ramifications arising from metal production at Broken Hill are the great lead smelter at Port Pirie, South Australia, 254 miles southeast; the electrolytic zinc works at Risdon, and the limestone mine at Davenport, Tasmania; the acid works at Cockle Creek, New

Stress corrosion is defined and certain examples are illustrated. A number of test methods, to determine the resistance of materials to stress corrosion, are being developed at Wright Field. The criterion as to the validity of a method is stated. Three types of specimens and the method of stressing each type are described. Five different corrosive conditions are set forth. The results of tests to date, although too few for any general conclusions to be arrived at, are presented. The program for the continuation of the investigation is indicated. A bibliography is included. The development of the method of loading a cantilever-type specimen, so that a nearly constant stress at a large deflection may be realized, is presented as Appendix I.

Uranium ore deposits in the Lisbon Valley area are in an arcuate belt, 15 miles long by one-half-mile wide, on the southwest flank of the Lisbon Valley anticline. They range in size from 500 to 1,500,000 tons and by mid-1965 had yielded 6,147,000 tons containing 48,530,000 pounds of U3O8. Ore bodies average 6 feet thick, are tabular, amoeba-shaped masses, concordant to the bedding, and are in the thickest, lowest sandstone unit of the Moss Back Member of the Chinle Formation of Triassic age. The host rock is predominantly a fluviatile, calcareous, fine-grained to conglomeratic sandstone. Uraninite, the principal ore mineral, fills the pores in the sandstone and partly replaces sand grains and fossil wood fragments. During Late Permian and Early Triassic time pre-Chinle Formations were arched to form the ancestral Permian anticline. Moss Back streams truncated Moenkopi and Cutler beds which capped the ancestral anticline and then covered it with fluviatile elastics, which were subsequently covered by thousands of feet of Triassic, Jurassic, and Cretaceous sediments. Uranium, probably derived from the Chinle Formation by diagenetic processes, was transported in connate ground waters, was moved by compaction or hydrostatic forces, and was deposited under reducing conditions. Uranium was emplaced around the crest of the ancestral anticline, prior to the Laramide orogeny. During the orogeny, the Tertiary-Lisbon valley anticline was super induced on the Permian anticline and, penecontemporaneous with uplift, was faulted parallel to its longitudinal axis. The Big Indian ore belt on the southwest flank footwall block was elevated to approximately its present position, and the northeast flank hanging wall block was elevated only slightly. An extension of the Big Indian ore belt around the northeast flank of the ancestral Permian anticline may exist in the Moss Back sandstone in the downthrown block northeast of the Lisbon Valley fault.

USE of oxygen in metallurgical operations was investigated by a committee of unusually able engineers more than ten years ago. A record of their work appeared under the title "The Use of Oxygen or Oxygenated Air in Metallurgical and Allied Processes," Serial 2502, Report of Investigations, U. S. Bureau of Mines. Shortly thereafter the A.I.M.E. published "Use of Oxygenated Air in Metallurgical Operations," based on a symposium at the New York meeting, February 1, 924. Quoting from the Bureau of Mines report In view of the many recent developments in oxygen manufacture, and considering the increasing cost and decreasing quality of our raw materials, the Bureau of Mines has taken the matter of the application of oxygen or oxygenated air to the metallurgical centers for consideration and has appointed an advisory committee to study the problem.

The production of lightweight aggregates in Oregon is a new industry, and, like all new enterprises, it is suffering from growing pains characterized by numerous, small operations some of which flourish for a short time and then cease altogether. Norinally all industrial mineral products are produced in a highly competitive atmosphere. At the present time this condition does not exist to a very marked degree in the state because as yet producers have not saturated the constantly expanding market. This paper has been prepared with the intention of outlining very briefly the current status of the various products now heing used as lightweight aggregates in Oregon. The present piche will surely change, perhaps quite radically within even a short space of time. Lightweight Aggregates Used in the Northwest PUMICE Interest in Oregon pumice is not new. Deposits are abundant. Successful development, however, dates only from 1946. During 1948 a total of nine operations was engaged in full or part-time production of aggregate. The postwar building boom and increased public consciousness regarding the value of insulation are the immediate reasons behind the current development. Just how firmly this production of pumice aggregate may be established is something which cannot be foretold at the present time. Much will depend upon how successfully the pumice aggregate construction already installed stands the test of time. Some fine pumice aggregate products have been made and it seems probable that because of its unique properties a certain demand for pumice aggregate will continue in the future. Fire-proof, rodent-proof, decay-resistant properties supplement the lightness in weight and insulation properties of pumice aggregate products in rendering them particularly ideal for many types of construction. In addition there has been fabrication in the form of reinforced fence posts, street markers, and similar products of a specialized-product nature and these are not to be overlooked in terms of future production. Also pertinent to how soundlj pumice aggregate production is established will be possible future competition with other lightweight aggregates. However, this situation will be governed largely by competitive costs of production and marketing. For its present use, which is almost exclusively limited to the manufacturing of building blocks, the market for Oregon pumice aggregate has been extended from the mining area around Rend and Chemult to points as far distant as San Francisco and Seattle. Naturally enough the bulk of the production goes to the Portland and eastern Oregon consumers. Shipments are made by both rail and truck. Early in 1947 the State Department of Geology and Mineral Industries made a canvass of all pumice producers in the state. The production for 1956 amounted to 26,614 cu yd and was valued at $13,649 at the plants. The United States Bureau of Mines estimates the production for 1947 as 33,240 short tons valued at $111,380. This is roughly 65,000 cu yd. No data are available for the 1948 production but it is understood to exceed that for 1947. The Oregon pumice occurrences originated largely from the eruption of Mount Mazama, the name of the formerly active volcano and the location of Crater Lake. Other lesser volcanoes throughout the area contributed to the present occurrences, however, and it has been estimated by Moore' that the pumice deposits cover an area of some 3500 square miles. This area lies east of Crater Lake between Bend and Klamath Falls and embraces the southern portion of Deschutes County, the northern part of Klamath County, and the northwest corner of Lake County. Thickness of the pumice ranges from thin skims to local thicknesses of as much as 30 to 40 ft. Fragment size also varies greatly. Any attempt to describe the situation by giving screen analyses would be confusing because of the wide variations to be found in all area of this size. The picture can best be summed up by stating that places showing great variations in fragment size can be found if a search for extremes is made. For mining purposes in connection with aggregate production, it call be stated that miles and miles of pumice exist in which the fragrnent sizes range from an inch or so downward. The usual color of the pumice is a light gray to off-white. A typical pumice analysis shows a silica content of about 69 pct, alumina 15 pct, and sodium oxide about 5 pct. Potash, lime, and water are the next three most abundant constituents, running just a little over 2 pct each. Iron oxides are fairly constant at 2.75 pct. Titanium, manganese, magnesium, and phosphorus occur in amounts of less than 1 pct. All of the foregoing substances are combined as a glass exhibiting cellular structure.
