(communication to the Secretary): In presenting some notes on the "Heine's Blue Test" Mr. Smith expresses a preference for fresh standards and a cheaper bottle; but this is rather a reversion to the old method, since I devised in 1897 the newer method of preparation and preservation of' permanent standards, which were not used with any success in the original method. Many busy western assayers no doubt value a method for preparing a permanent set of standards in air-tight glass-stoppered bottles, whose use brings the method as near perfection as one could desire as regards rapidity of color-reading and avoidance of unnecessary work. Mr. Smith notes that his color-readings were compared with an electrolytic assay of another ore-sample, and that my electrolytic assays were made on the " blue test" solution from colorimetric assay. Minerals are the basis of modern civilization: their exploitation and effective utilization are a yard- stick for measuring the comparative prosperity of different nations. This is particularly true in India where industrialization is just beginning to pick up speed. Production targets for our Fourth Five Year Plan (1966-71) are far ahead of the figures for, say, 1950 (the year we won independence) and show the extent of the expansion. Many problems remain to be solved, not least of which is the shortage of raw materials. India is no novice at utilizing minerals. Archaeological ruins at Harappa and at other historical places in the country show evidence of the fact that the ancient Indians not only knew the art of winning minerals from the ground over 6000 years ago-they were also well acquainted with metallurgy. Some of the present sites of mineral exploitation are the same as those our ancestors worked for many centuries.

AMONG others, one of the most important duties of the accounting department is to disclose to the management the cost of production accurately and as quickly as possible after the ore has been produced and treated. A report is issued daily showing man shifts and the cost of labor, supplies, power, and miscellaneous charges to each department of the operation: mining, crushing, milling, packing and loading, and general expense. Mining costs are broken down into stoping, handling, development, exploration, and miscellaneous, and each of these subdepartmental costs are further broken down into the branches making up the subdepartment. Costs of crushing, milling, packing and loading, and general expense are detailed in the same manner. With such a detailed daily report as this, the management is able to keep in close touch with the efficiency of the entire operation. Because no expense items are deferred or spread over a period, and so that the report does not lose its comparative valve, appearances of unusual charges are explained.

THE No. 9 mine of the Wheeling & Lake Erie Coal Mining Co., a subsidiary of M. A. Hanna & Co., at Fairpoint, Ohio, has normally produced about 1000 tons of coal daily for several years, but recently it was converted into an experimental mine to afford means of studying new methods and equipment under consideration for development and mining. Among other projects, the possibility of using a duck-bill, self- loading conveyor in driving entries, with a view of in- creasing the rate of progress where quick development is of importance was studied. Actual operation soon revealed that even though break-throughs are made ,every 60 ft., as required by the state mining laws, the :amount of natural Ventilation reaching the working face was not sufficient to supply the men and that in ,order to obtain a plentiful supply of pure. air and maximum efficiency and to avoid costly interruptions after shots, it was necessary to supply auxiliary ventilation by using Ventube and a Vano fan.

Alexander N. Winchell, Butte, Mont. (communication to the Secretary): Mr. Spurr calls attention to the fact that an ore-deposit may be due to a succession of concentrations at different geological epochs. He cites an example of such a condition on Napoleon creek, a branch of Forty-Mile creek, Alaska. It will perhaps be of interest to call attention to another example of the same general character, not so remotely situated. The example referred to is located on Pole creek, a tributary of Cherry creek, in the extreme northeastern part of Madison county, Montana. An excellent geological map of this region is to be found in the Three Forks folio (No. 24) of the United States Geological Survey. According to this map, Pole creek, in its upper course, occupies the contact between the " Flathead " formation, which Peale correlates with the Middle and Lower Cambrian, and an area of gneisses and schists supposed

There is an accelerating acceptance of change by management of cement companies. Diversity of response is noticeable in efforts across the country to reverse the downward trend in profits that brought margins in 1966 to the lowest point in 20 years. New concepts are emerging among managers as they seek to increase the efficiency in use of the basic corporate resources of men, capital and technology. The shift towards computerized control of cement manufacturing is making new gains as is diversification of cement companies into allied fields such as production and sale of natural and light- weight aggregates, crushed stone and concrete products. Increased interest in special products such as white cement and further moves overseas are also significant. Perhaps the most dramatic event of recent years occurred in Washington at hearings before the Federal Trade Commission where cement producers split on whether there should be FTC guidelines that would prevent ownership of ready-mixed concrete producers by cement companies.

This article presents a general equation describing the xYt surface in batch grinding. This equation contains as special cases most of the relationships which have been deduced from kinetic studies. In an earlier paper an analytical solution of the integro-differential equation of batch grinding was proposed1 as a first approximation of the xYt surface.' A more general equation will be presented here, which appears to combine in a single statement many conclusions reached by experiment. A possible underlying mechanism is that the changing product fineness leads to changes in the particle crushing strength and in the probability of encounter with the crushing media.

Annual production of more than 4,000,000 tons of 0.74 percent copper ore and coincident handling of over 5,000,000 tons of waste at the open-pit mine of Castle Dome Copper Co. near Miami, Ariz. takes a lot of power. Manufacturers have ever co-operated with mining companies in providing the required equipment to suit the problem. Power equipment suppliers have done much to make possible the economic and profitable production of copper from low-grade ores. In the future, as mining operations will necessarily handle even lower-grade ores, the ability of the manufacturer to supply the power and mechanical equipment to produce more metal at a fair and reasonable price will be the good right arm of the miner. About 27,000 tons of concentrate is produced from the 4,000,000 tons of ore.

The elements of a mill matrix and the classifier matrix de- scribing the grinding process depend on operating conditions, especially on the feed rate. Relationships between the matrix elements and the feed rate have a great influence on the stability of a closed circuit and its optimum point. These problems have been studied by means of computer simulation and different kinds of classifier characteristics have been considered. A circuit with a cross stream classifier has only a limited range where stable operation condition can be attained. Beyond the stable limit, the recirculation ratio increases rapidly and there is no correlation between feed rate of the circuit and feed rate of the mill. In comparison, a spiral stream classifier gives a wide range of stable operation. The recirculation ratio can be greater than in the case of the cross stream classifier if the feed rate is small. The results of the simulation provide a better understanding of the real behavior of closed circuit grinding.

Drilling activity in Nebraska during 1945 continued to decline slightly over that of the previous year. Eight tests for oil and gas were completed during the year, of which seven were wildcats and resulted in dry holes. The eighth test, an inside location in the Dawson field of Richardson County, yielded an initial production of about 3o bbl. per day with 86 per cent water from the Hunton formation. Five wells were drilling at the end of the year, two of which were wildcats. Two of the drilling wells were deepening operations in the Dawson and Falls City fields and the third was an inside location in the Falls City field, which appears likely to result in a producer. Most of the operations were in Richardson County but two wells were drilled in Dawes and Gage Counties and one each was drilling in Holt and Washington Counties at the end of the year. There were no new discoveries of oil or gas.

ThE tendency toward further oxidation of the intermediate oxides and the high volatilization rates of the higher oxides have prevented direct attainment of equilibrium data for the system tungsten-oxygen. As a result, St. Pierre et al.1 have proposed a phase diagram (to 800°C) based on thermody-namic data to 1200°C for the known tungsten oxides (WO2z, W18O49, W20O58, and WO3) and a report on a tungsten suboxide W3O.2 Recent modification of a technique previously described3 5 now permits adequate preservation of compositions of mixtures of metallic tungsten and metal oxides (e.g., of tungsten, cobalt, calcium, samarium, titanium) in order that condensed phase relations may be established to 1700 This method has been applied to study the high-temperature stability of tungsten oxides. In the method used, the desired compositions were sealed in nonreactive containers such that only a small gas volume remained. Each sample then established its own equilibrium atmosphere at temperature. This method has advantages in the study of systems of the W-0 type where knowledge of the condensed phases is desirable but for which composition and pressure of the gas phase are not readily attainable because of oxide volatility. Born in Coaldale, Pa., in 1895, within sight of the mine head-frames and cleaning plants dotting the Panther Creek Valley, his whole life has been intimately associated with the strip and underground mines of this valley. One of the world's largest mineral deposits exists in the confines of the Panther Creek Valley and mining has been in progress for 125 years. Despite this long period of mining activity, two thirds of the coal in the valley yet remains to be mined. The Lehigh Navigation Coal Co. is the operating company.

The program for the Annual Meeting to be held in New York, Feb.17 to 20, 1919, inclusive, has been nearly completed. Besides the usual meetings for the reading of technical papers, the social features are being given special attention. They will probably embody the following: On Monday evening, a lecture by one of our fighting airplane pilots, to be illustrated by lantern slides and moving pictures. To this entertainment the ladies will be invited, as well as members. On Tuesday evening, a Smoker at which some very startling features are promised for the entertainment of members. On Wednesday evening, the usual banquet, at which it is hoped to have some very interesting speakers. The usual luncheons will be served in the Engineering Building and other features will be offered for the entertainment of the ladies during the day. No definite plans for the Thursday excursion have yet been formulated, though it is probable that something interesting will be offered the members.

Batcheller, we are able to give the following extracts from a letter written by Mr. Caetani: It has been a nice idea of yours to collect for me all those scraps of news I received a few days ago and to send me such a long interesting letter. In four years war I have had practically no news. Burch wrote several times but several of his letters were lost and so mine. I believe I even wrote to you. Much has changed since our last days in Telluride; here and there many have disappeared. Of myself I will tell you in a few words: for a year I was in Cadore(?), where I had the good luck to do to the others what they wished to do to me, and had good luck on my side. Then I went to Macedonia for 5 months, did little fighting but lost my faithful fellow officer and companion.

A MEMBER :-I would like to call attention to the fact that the speaker has failed to indicate where is the center of gravity of the membership of the Institute, while he is dealing with this map. MR. PARKER :-I think you will find that a little further east. CHAIRMAN JAMES F. KEMP :-In connection with Mr. Parker's paper, I would like to inject a little matter of history into our program here, as regards the founding of the Institute. The credit for the founding of the Institute really applies to miners who were engaged in the anthracite coal region. The three men who signed the circular for the call for the meeting which brought the engineers to Wilkes-Barre in May, 1871, were Eckley B. Coxe, Richard P. Rothwell, and Martin Coryell.

As a result of Engineering Council's request to the Director of the Census, the National Service Committee has been successful in effecting a reclassification of engineers so that all technical men will be listed as such and they will be separate and distinct from the non-technical engi-neers. Thus, the next census will bring an enumeration of all technical engineers together as one unit under the main headings of civil, mech-anical, electrical and raining; architects also will be enumerated separately. This will enable the engineering profession, the Government or any other interested organization to know exactly how many technical men there are in the United States and in each state. The enumeration will also include non-technical engineers, except that there will be no such heading and in order to get the totals of non-technical men all of the various grades of this classification would have to be sorted out and added.

(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must be secured, but they do not agree as to how this can best be done.
