The production of oil in Colombia during 1933 was at the lowest level since the completion of the loop of the Andian pipe line in 1927. The commercial production amounted to 13,157,641 bbl., all of which was produced from the Infantas and La Cira structures of the Tropical Oil Company. One of the most important developments was the discovery of what may be commercial production on the Colombian Petroleum (Gulf) Company's Tarra anticline on the Barco Concession in eastern Colombia near the Venezuelan border. This promises to become the second commercially productive area developed in Colombia and, perhaps, one of major importance. Applications made in 1931 for concessions under the new Colombian petroleum law were ratified covering the Putana application of the Tropical Oil Co. and others of local Colombian and French interests west of the Carare River. On none of these concessions has any development work yet been initiated. South American Gulf Oil Company The following information covering the activities of the South American Gulf Oil Co. was furnished by E. S. Bleecker, chief geologist of the company. Magdalena Valley.—No development work was undertaken during the year either on the Valenzuela property acquired from the Colombian Syndicate or on the lands obtained from the Leonard Oil Development Co. near the Sogamoso River. The Valenzuela property was relinquished and a portion of the material was removed therefrom to the Leonard property near by. Colombian Petroleum Co.—The Colombian Petroleum Co., controlled by the Gulf interests, pursued an active development campaign on the Chaux-Folsom or so-called Barco Concession in the Department of North Santander. The drilling of the first well was begun early in the year on the north Petrolea dome of the Tarra anticline and at 490 ft. a heavy flow of oil, gas and salt water was encountered. On blowing in unexpectedly, the well caught fire, and after being extinguished was controlled only by pumping large quantities of cement into the formation and plugging the well. During the prosecution of the aircraft-production program in 1917 and 1918, the writer visited many plants engaged in the manufacture of motors, planes and parts, in carrying out his duties as chairman of the Committee on Aircraft-engine Forgings. On several occasions, when the question of expansion was discussed, it was noted that there was confusion in the use of the terms: the true coefficient of expansion, a physical constant, and distortion in hardening. One engineer, referring to a steel shown in the accompanying table, stated that he could not consider it for crankshafts because of its excessive coefficient of expansion, while another steel, also Iisted in the table, was said to be especially good because it had no coefficient of expansion, since it came out of the oil bath perfectly straight. Many years ago one of our employees designed a new oil furnace; when asked what became of the products of combustion, he replied: "There ain't any, we burn them all up." While the coefficient of expansion is not without its effect in volume changes in hardened steel, it is not a determining factor in the matter of distortion and going out of shape. Irregular heating, uneven furnace bottoms, and carelessness in withdrawing the part from the furnace, as well as the manner in which the part enters the quenching bath are of greater moment. Generally speaking, also, steels of relatively low hardening temperature will distort less than those requiring higher hardening heats. The coefficient of expansion must be considered in engineering design most frequently when different metals or alloys are used in the same construction. For example, the difference of expansion between a steel crankshaft and an aluminum crank case might be of real importance and a steel with no coefficient of expansion would be much less desirable than one with the normal coefficient. About 15 years ago, the writer made many determinations of the coefficient of expansion at low temperature ranges, usually between 20' and 100" C. THE cams at present universally used in stamp mills lift the tappets with an involute form of curve, to which the surface of the tappet is always tangent; moreover, the line of contact between tappet and cam, if produced, would pass through the center of the stem. This is no doubt a desirable feature, but the writer has long believed that it would be much more desirable if the cam were to pick up the stamp without shock, and gradually increase the upward velocity of the stamp throughout its upward movement. The involute form of cam attempts to impart instantly a considerable upward velocity to the stamp, starting it from a state of rest, and the result is a destructive blow, a great deal of noise, and much wear and vibration. The writer has developed a form of cam which will lift the stamp with a motion similar to that of the piston of an engine between the end and middle of its stroke; in other words, harmonic motion, from the point. of zero to maximum velocity. The curve will give this ideal motion only when the stamp is set for the exact drop for which the cam was designed, but the improved cam will not be as bad as the involute cam until the drop is reduced one-half. In other words, if a cam is designed for a 6-in. drop, it will be some improvement over the usual form of cam until the drop is only 3 in. Any cam, whatever its form, must of course lift the stamp in the same number of degrees of revolution; therefore, with this new form, since the stamp starts more slowly on its upward course, it must end up by going faster, the average speed being the same as with the involute cam. The stamp, after it is no longer in contact with the cam, keeps on going up a certain distance, which is easily calculated. It is therefore possible to hang up a stamp without a cam stick, if the fingers are not more than 1/8 in. longer than necessary to hold the tappet above the cam.

Portland cement is manufactured under either of two general processes, the wet or the dry. The raw materials in general consist of limestone, shells, marl, cement rock, clay, shale, blast-furnace slag, etc., so proportioned that when calcined the desired composition will be obtained. In the wet process the combined raw materials are ground to extreme fineness in the presence of water, to a resulting slurry of from 30 to 50 per cent moisture content. The moisture of the slurry may be reduced by thickening or filtering processes for feed to the cement kiln or the slurry may be fed to the kiln with its full percentage of water. The dry process differs from the wet in that the surface moisture of the raw materials is removed prior to grinding. For the drying of these materials heat is required and in most cases is produced by burning of raw fuel either on grates or stokers before the dryers or in suspension in the form of pulverized coal, oil or gaseous fuel. The power required for making the cement is sometimes purchased from outside sources; sometimes it is generated from the heat in the waste gases leaving the cement kilns, or generated at the plants direct from raw fuel. We have, then, as the possible requirements of fuel in the cement industry: (1) fuel for power generation, (2) fuel for drying raw materials, including coal before pulverizing, and (3) fuel for burning the raw materials to cement clinker. There is no essential difference in quality required in fuel for burning the materials by the wet and,dry processes. Fuel fob Power Generation As there is nothing peculiar to steam generation in a cement mill power plant as compared with other power plants this use classification of such fuel will be found in other reports of the Technical Committee. Fuel for Drying Raw Materials and Coal Any fuels capable of producing moderate temperature gases may be used for drying raw materials. There is no problem of material contamination from fuels at this part of the cement manufacture to be guarded against.

The device here described has been found useful in sampling foundry-iron, and there is no reason why it should not be equally useful in sampling other metals, which are not too hard to be drilled with a breast-drill. It consists, as shown in Figs. 1 and 2, of an ordinary plumber's gas T (without bead) of about 1/2-inch in internal diameter, over the leg of which is snugly fitted a small tin cup, about If inches deep, to catch the drillings which are made by use of a breast-drill with a 1/4-inch twist bit, working through the arms of the T. The forward arm of the T is filed down to a blunt edge, over which is stretched a short piece of rubber tubing projecting a little beyond the end. The bottom of the inside of the front arm of the ? is filed down to a slope, to facilitate the passage of drillings into the tin cup. The rear arm of the T is fitted with a tin ring, projecting about 1/4-inch, for the purpose of holding in place a stiff spiral brass spring, which serves to press the sampler firmly against the metal to be drilled. The other end of the spring is supported against a shoulder of the breastdrill. The projecting rubber prevents the loss of any drillings, and also the falling of sand from above into the sampler. With ordinary care there need be no risk of getting particles of rubber into the sample. It is, of course, not possible to get a fair average sample of drillings, representing a pile of foundry-iron, by taking drillings from any one or two pieces, because of the frequently mixed character of the iron. This observation applies more particularly to the sampling of iron as it is broken and piled at the foundry, than to sampling at the works, where, if the furnace is working regularly, a few pigs may fairly represent a whole cast. Francis Drake, Bulawayo, Rhodesia, So. Africa (communication to the Secretary *):—I should like to place on record some data in addition to those given by Mr. Canby in his paper. I regret that my notes have been destroyed so that I can give no accurate measurements of the water jacket that I am about to describe. This furnace mas erected in Cerro Gordo, Inyo county, Cal., early in 1875, and I think it quite possible that it was the first applied in lead smelting. It was made of plate iron and elliptic in shape, the inner dimensions being about 54 by 42 in. by 48 in. high. The distance between the inner and outer plates was about 6 in. Tuyere holes, one at the back and two on each side, about 12 in. in diameter, were made in this, and in these were placed cast-iron water tuyeres about 16 in. long, the diameter of the blast orifice at the point being about 3 in. The height from tuyeres to feed door was about 9 ft., but the top of the charge was kept about 5 ft. above the tuyeres. There was a space of about 12 in. between the jacket and the top brick-work. This brick-work was supported by a cast-iron plate resting on four cast-iron columns. At the beginning, the jacket was lined with air-dried radial bricks, made of crushed quartz and fire-clay, as it was thought that the jacket would not stand the heat on its bare plates. After a short time the practice was altered and no lining mas put in. The jacket was closed at the top and had a steam drum connected by two pipes at the back. This steam drum was connected to the boiler in which the steam was made for driving the Baker blower, the rock breaker and the pumps. The bottom of the jacket mas also connected to the boiler. The jacket was run under boiler pressure (80 Ib.) for some time, but eventually cracks developed in the inner plate between the tuyere holes,

It is almost self-evident that the student of geology depends for his education in geology only in small measure upon his own observation. His chief sources of information are lectures and personal instruction from teachers, and the geological literature. Of these, the literature is by far the most important. The total geological knowledge available to the geologist of today is substantially that which is on the printed page, and no more than that. There are many geologists of outstanding rank who during the course of a busy and useful professional career have accumulated valuable geological knowledge. This, however, is never available to the profession, owing to the disinclination of these geologists to write or to the refusal of their employers to allow the results of their work to be published. With the passing of these geologists, their accumulated knowledge is irretrievably lost. In many mining districts the operating companies are not averse to the publication of geological information gathered by their engineering and geological staffs, but for various reasons this information is not published. However, when a public survey geologist goes into the district this information is placed at his disposal and eventually is published. But for the intervention of a disinterested public scientist, this information would have been buried in company files. In the last analysis, the teachers themselves depend largely upon the printed page for the knowledge they pass on to the student. Without geological literature, then, the instruction of geological students would be almost impossible. There is no .question that, as a whole, geologists who are on the public payroll have to their credit far more contributions to literature than have either teachers or professional geologists, whether the latter be independent or in the employ of private corporations. The very fact that geologists are upon the public payroll places them under obligation to make available to the public the results of their endeavors. They must either prepare these results for publication or they must furnish data or otherwise aid their colleagues to publish their results. Production of crude petroleum in Mexico during 1935 totaled approximately 40,082,000 bbl., an increase of 1,925,000 bbl. over the previous year. Successful development continued in the Poza Rica field during the year, increasing production in that area from 3,708,000 bbl. in 1934 to 9,542,000 in 1935. The output of the South fields (Golden Lane) area decreased by 3,000,000 bbl. during the year, and the heavy-oil district of the Northern fields by 1,500,000 bbl. Production in the Tehuantepec fields showed a slight gain. Production of natural gasoline increased from 430,000 to 600,000 bbl. in 1935. Crude run to stills in local refineries is estimated at 30,000,000 bbl., some 4,000,000 bbl. more than in the previous year. Exports of crude and refined products were approximately 22,000,000 bbl., or 2,000,000 bbl. less than in 1934. Exclusive of ships bunkers, domestic consumption increased about 900,000 bbl. during the year, reaching an estimated total of 14,500,000 barrels. Only 74 wells were completed, as compared to 148 in 1934 and 91 in 1933. In proven areas 58 completions resulted in 33 producers and 25 failures. In northeastern Mexico, near the United States border, six wildcat wells were completed, all of which gave little or no encouraging results, except Rancheria No. 3, near Camargo, which is a fair-sized gas well. Four wildcats were drilled just northeast of the Northern fields (heavy-oil district), all of which were failures. A deep test was completed a short distance southeast of the Golden Lane (South fields) in Palo Blanco, which encountered small production not sufficient to exploit. On the Isthmus of Tehuantepec a wildcat well was completed for an estimated initial production of 2000 bbl. daily, a short distance south of the old Jalapa field, which was perhaps the most important new development of the year. Four other wildcats drilled in the Isthmus district resulted in failures. Fields Northern Fields (Heavy-oil District).—In the Northern fields, 18 producing wells and 20 failures were completed, as compared to 34 producers and 71 failures in 1934. The Getchell mine is a comparatively recent discovery in the old Potosi mining district, Humboldt County, Nevada, a district organized in the seventies and eighties, in which some prospecting was done in several metamorphic zones along a monzonite-sedimentary contact. The district had no production in the early days and no further work was done until the same metamorphic zones were prospected for tungsten (scheelite) in 1917 and 1918, when a few small lots were shipped. It again lay dormant until 1934, when prospectors investigated a large siliceous escarpment at one end of the old district where outcroppings were a prominent feature of the topography. Undoubtedly, during the early prospecting of the district, the outcroppings had been investigated for mineral, probably by panning, with negligible results because the gold later found is invisible in the concentrate and is refractory. A fire assay revealed the presence of sufficient gold to warrant development work. The outcroppings were easily prospected by short tunnels having their portals in the siliceous material on the hanging-wall side, with a maximum distance to crosscut to the footwall of 135 ft., or a distance at right angle to dip of 60 to 90 ft. Development work, reaching a depth of over 600 ft. on the dip of the vein, was done by means of various crosscut tunnels, winzes and laterals. A churn-drill hole was also sunk, which intersected. the vein at a depth of 1100 ft. on the dip. Sufficient development work of this character was completed by 1937 to justify the erection of a reduction plant to roast the sulphide ore and cyanide the calcine, and to treat the oxidized ore by straight cyanidation, to make a doré bullion for shipment to the mint. The erection of the plant was started that year and finished early in 1938; with a combined capacity of about 800 tons per day. It has operated continuously since erection and recently was enlarged to handle 1000 tons per day. The vein dips with the slope of the mountain, and by stripping the hanging wall the ore may be mined by power shovel for several hundred feet below the outcrop. Thereafter underground methods will be necessary.

A number of interesting wells were drilled in north central Texas during 1940. The Shell Oil Company's Smith well in scc. 143, block I, H. and T. C. survey, Stonewall County, was completed for an initial production of 581 bbl. per day from the Mississippian limestone, with a total depth of 6065 ft. The same company's Patterson well, sec. 393, block D. H. and T. C. survey, Stonewall County, tested the Ellenburger limestone and was abandoned as a dry hole with a total depth of 6760 feet. In Nolan County the Tex-Harvey Oil Co. drilled a well in sec. 43, near the Tipton well, which was completed as a small producer in the Strawn section. The Tex-Harvey well tested this producing horizon but was abandoned as a dry hole with a total depth of 5210 feet. The Montour-Haggart well, sec. 184, block 2, H. and T. C. survey, Fisher County, tested the Strawn and was abandoned with a total depth of 5664 feet. The Georgian Oil Company's Blach, sec. 309, T. R. and L.. Shackelford County, encountered the top of the Ellenburger limestone at 4725 ft. After being plugged back to 3915 It. from a total depth of 4825 ft., the well tested 10 bbl, of oil per day and 300 bbl. of water. The W. I. Sothern No. 2 Carlisle well in sec. 293 was deepened to the Cambrian. The top of the Ellenburger was encountered at 6540 fcet. A wildcat well in Fisher County, the E. A. Stephenson-Maberry, apparently opened a new pool when the well encountered sand from 3298 lo 3302 ft. and was completed for 50 bbl. per day in the Cook sand horizon. In Jones County, the King Oil Company's Olsen well, sec. 158, B. B. B. and C. survey, extended the Avoca-Olander pool. The well was completed for 263 bbl. in 8 1/2 hr. from the Palo Pinto limestone, from 3298 to 3302 ft. Ungren-Frazier extended the Akard pool with No. I Akard, in the D. 'T. Bruce survey. The well was completed for 83 bbl. per day from the Cook sand, encountered from 2109 to 2126 feet.

THE principal use of barium sulphate is as an inert paint pigment.. For this purpose, the ground material is used both in its natural and in its artificial forms. Probably the largest amount is used in the production of a chemically precipitated pigment called lithopone which consists of 70 parts of barium sulphate and 30 parts of zinc sulphide. An enormous tonnage-of this pigment is at the present time being used in the manufacture of interior flat wall paints of the oil type, such paints having almost entirely supplanted the use of corroded white lead which was at one time used for interior painting. The more dense nature, lower price and sanitary value of lithopone was responsible for this change. Lithopone is, moreover, used to a large extent in the manufacture of oil cloth, shade cloth and linoleum. Its whiteness makes it of particular value for this purpose. Barium sulphate is also used of itself in admixture with other pigments in the manufacture of prepared paints. The chemically precipitated form of barium sulphate, which is generally called blanc fixe, is also used for this purpose. Much controversy has raged in the paint world over the question of inert pigments such as barytes, silica, asbestine and china clay. These pigments are probably called inert because they have no chemical action upon the linseed oil in which they are ground to produce paints, and on account of the fact that they become transparent in oil. It is well known that in the manufacture of paints, opaque white pigments, such as basic carbonate white lead, basic sulphate white lead, zinc oxide etc., are generally used as the grinding base. These base pigments, when ground in oil, react therewith to some slight extent, and they produce white paints which have excellent biding or obscuring value. The inert pigments so-called, when ground in oil and spread out into a thin film, form transparent coatings which have no hiding power. It has been contended, therefore, that the use of barytes or similar inert pigments in paints is resorted to simply for the purpose of cheapening the cost of the product.

The object of this paper is to bring to notice a method in use at the Cedar Point laboratory of Witherbees, Sherman & Co., for determining the phosphorus in the ore mined at Mineville, N. Y. This ore is magnetite, with a gangue containing crystals of apatite. In 1886, Mr. H. F. Dawes, then head chemist at the works, suggested that as all the phosphorus seemed to be in the apatite, it could be obtained in solution by dilute nitric acid. After some experimenting the following method was adopted, and has proved invaluable for rapidity and ease; half a dozen determinations requiring very little more time or trouble than one. From + to 10 grammes of ore are weighed into a 150 c.c. beaker; 50 C.C. hot water and 10 c.c. strong nitric acid are added; the beaker is covered and the contents are boiled for 1/2 hour (10 minutes sometimes proves sufficient; but 4 hour is safer). The bumping which ensues if more than & gramme is used need cause no trouble. The hot solution is filtered into a 250 C.C. beaker. The filtration and washing (with hot water) proceed rapidly, as the magnetite itself is but slightly acted upon. After the addition of 15 C.C. ammonia and 15 c.c. nitric acid, the solution is cooled to 45' C., and from 15 to 40 C.C. of molybdic acid solution is added and stirred vigorously. In 5 minutes the precipitate will be down, and the determination can be finished by any good method. At Cedar Point the method more commonly used is weighing as yellow salt. Good washed filter-paper is used, No. 0 Swedish being preferred; and dozen 3 1/2-inch filters are numbered and dried and weighed at 110°C. These are always kept in stock. The yellow salt is filtered on one of these, washed with dilute nitric acid (2 per cent. by volume); dried for 1 hour at 110' C., and then weighed, 1.63 per cent. of weight being calculated as phosphorus. IT has been suggested by a number of people that it would be worth while for some one to attempt to summarize or condense the proceedings of this symposium. This task has fallen to me as organizer and co-chairman. Its difficulty will be appreciated by anyone who attempts to read the whole proceedings. It is therefore with trepidation that I offer the following digest. In recent years there has been a renewal of interest in America on this subject of the cohesive strength of materials, and a growing appreciation of the need for a better theory of cohesion failure. The theories of elastic action and plastic action are well developed, particularly the former. The theory of plastic action is still in the course of development, but it is well along. Plastic action is terminated by cohesion failure and what is needed is a theory that will tell us when to expect the cohesion failure. In the past it has generally been assumed that cohesion failure will occur when a critical value of the maximum tensile stress has been reached. Many experiments have shown that this is not strictly true, and this symposium concerns itself with the failures of this simple hypothesis, and with the efforts that have been made to devise a more satisfactory theory. The most active contributor in recent years to knowledge in this field is Dr. McAdam, and he was asked to open the symposium with a summary or condensation of his papers and views. Undoubtedly it is presumptuous to attempt a still greater condensation, but perhaps it will be useful, because even his contribution to this symposium contains no summary, no concise statement of just what his contribution has bees. Dr. McAdam makes two main points. The first is that the cohesive strength is not a single valued quantity, but that it is a function of all three principal stresses and hence must be represented diagrammatically by a surface in a three-dimensional figure. The oil industry can prosper only if crude production is not excessive. This is true for several reasons. In the first place, the marketing branch of the business is so highly competitive that there is little room for profits in it. There are too many service stations, too many middle men or jobbers, too many refiners eager to press their products upon the market. And the battle is between the strong. If any money is being made in oil today it is by small marketers who buy products from the refining companies and sell on guaranteed margins. In the second place, refineries are overbuilt. There is a large surplus refining capacity. If refined stocks were drawn down they could and would be replenished in short time on short notice. This excessive refining capacity is not serious, however, if the supply of crude is limited to trade requirements. True, it may reflect upon the intelligence of the industry, but if there were a shortage of crude for a few years refining capacities would be readjusted. In the meantime no great harm could result from some idle capacity. It requires no computation to see that refiners could not produce surplus stocks of products from a short supply of crude. I have in mind, of course, the increased yields from cracking. Allowance must be made for that. Still, the picture is the same; less crude is required. I think we can have prosperity in the oil business if too much crude is not produced. A proper limit at this point would be felt all the way down the line. It would slow the refiner and slow the marketer inevitably. Once this constant pressure to make more and sell more is off, operations will be normal and there will be some return on investments. Peices in Relation to Production Potential production at this time is very large, and this condition has existed for many months. As a result the price of crude is low. It is below the average cost of production. Nevertheless, if restraints were withdrawn actual production would immediately increase and the situation would become even worse than it is now. The year 1934 in Southwest Texas was marked by aggressive development and exploratory work and resulted in the finding of five new fields and a new producing horizon in one of the older fields. This activity is the result of a reasonable market outlet for production, on both oil and gas, and the fact that drilling and operating costs are reasonable and that possibilities of finding new productive areas are rather high. A large part of the area is prospective and very little, if any, satisfactory surface geological work can be done. This, together with the possibility of finding new productive areas, stimulates wildcatting throughout the counties under discussion. Development work continued actively in all of the newer fields. Exploratory work was most intense in Duval, McMullen, Starr and Zapata counties. The activity in Duval and McMullen counties was the result of persistent efforts to find new trends of production similar to and perhaps associated with the Government Wells group of fields. The activity in Starr and Zapata counties was stimulated by the discovery of the Sam Fordyce field in Hidalgo County as well as the continued effort to find new productive trends southeastward from some of the older fields in northeastern Zapata County and western Jim Hogg Comity. Statistics on production are shown in Tables 1 and 2. New Fields Lopeno.—The Lopeno gas field in the southwestern part of Zapata County was opened in August, 1934, by R. B. Morrison No. 1 Ramirez. This is an anticlinal structure mapable in Claiborne beds and the producing horizon is the Queen City sand at 2100 ft. in the Upper Mt. Selman. At the close of the year only two gas wells had been completed but drilling operations were in progress on several other wells and a gas line was being laid to the field so that withdrawals from the area will begin early in 1935. Comilas.—The Comitas field was opened by Merle Gunby No. 1 Haynes in a sand at 800 ft. in an area southwest of the Escobas field. The finding of Wojciechowski and Chalmers that columnar crystal growth can be stopped by an already existing network of equiaxed crystals is supported by other recently reported work on both static and mechanically stirred ingots.27,28 Support for the dendrite arm fragmentation mechanism, too, can be obtained by comparing the effects of spinning on ingots cast in a material which has a dendritic solid/liquid interface during solidification with one which has a cellular interface, since no evidence of change at the interface, other than a change in growth direction, can be found in the cellular material. But there are alternative ways of producing an equiaxed zone in materials which characteristically solidify with a cellular interface. For example, interrupted spinning of a normally cast ingot can do it. In this case it has been shown28 that the equiaxed zone is caused by the showing of dendritic particles from the top surface of the ingot to nucleate a network of equiaxed crystals which forms a barrier to the continued growth of the columnar grains. This showering has also been shown to be a major effect in materials solidifying with dendritic interfaces. It has also been proposed28,29 that, for an equiaxed zone to form, not only must nuclei be present ahead of the interface but also these nuclei must grow to sufficient size to be a barrier to the further growth of the columnar grains. A further requirement is that a network of these grains continually be produced ahead of the growing interface; otherwise there is a reversion to columnar growth as found by Wojciechowski and Chalmers. In normally cast ingots it is possible for nuclei ahead of the interface to grow since during a large portion of the solidification time there is no temperature gradient ahead of the interface,30 and, in fact, the liquid may be slightly undercooled.29 This then is the major difference between the work under discussion and normal industrial solidification conditions, since Wojciechowski and Chalmers imposed a considerable temperature gradient in the liquid. Evidence that the United States is gradually converting to the metric system of measurement can be perceived today even by housewives in a supermarket. The question is no longer whether but when the country will have completed the conversion. To the extent that any bickering about metrication still exists, the debate now centers on such issues as finding agreement on details of implementation, and whether federal legislation should speed up the metric-conversion process or allow it to proceed along its present evolutionary and voluntary course. Apparently, the voluntary or "make-haste-slowly" approach is gaining widespread support. According to The Research Institute of America, Inc., if and when federal legislation is enacted it will likely include the following national ground rules: (1) A National Metric Conversion Board will develop and submit to the President and Congress a comprehensive plan to achieve a coordinated, minimum-cost changeover. (2) The change- over will be completed 8 to 10 years after the board's plan goes into effect, and by that time the US will be predominantly, though not exclusively, metric. (3) Costs will "lie where they fall"; subsidies, special tax concessions, and antitrust exemptions will not be authorized by the legislation. (4) The changeover will be voluntary because of the recognition that while some firms can "go metric" in a matter of weeks, others may require 15 years or more, and a few might never convert. (5) In determining whether or not to convert, on an individual company basis, adherence will be to the "rule of reason-that is, ". . . do not convert unless the engineering, economic, or other benefits outweigh any metric-related disadvantages. No one is talking about rip- ping up our railroad tracks or rewiring our homes just to conform to the practice of metric nations in Europe." (6) Government is to be part of the solution, not part of the problem; in effect, says The Research Institute of America, the leverage of federal procurement will not be exerted to force-feed the metric changeover but will be coordinated with the sector-by-sector conversion of the economy.*

For over 200 years meerschaum has been a significant item of trade between the Near East and countries to the west. Best-known for its use in making smoking pipes and cigar and cigarette holders, it is also used in making a variety of decorative and ornamental items. It is easily carved, and is given an attractive, lustrous finish by rubbing. No published specifications are known, but compact form, purity, uniform whiteness or light color, and uniform, porous texture appear to be requisites. Fig. la shows the appearance of a piece of crude meerschaum from Turkey; [Fig. lb a carved item; and Fig. lc, d, and e] show the fibrous and porous texture as revealed by the scanning electron microscope. Neither a major industrial mineral nor a precious stone, meerschaum nevertheless holds a record of long-and continuing-association with art and personal affairs of man. It is also a mineral to which modern methods of exploration and production probably could be profitably applied. An interesting account of the preparation and use of meerschaum in the early part of this century is given by Sterrett (1907). Geology and Mining Mineralogy Meerschaum is recognized now to be the compact variety of sepiolite, the claylike variety of which is one of the minerals included in the chapter on clays. The word "meerschaum," from the German meaning "sea foam," was in earlier times used synonymously with "sepiolite," a word of Greek origin suggestive of the resemblance of the compact variety-then the only variety known-to cuttlefish bone. At one time "meerschaum" was used as the commercial name, and "sepiolite" for the scientific name. However, to think of meerschaum as the name by which sepiolite is known commercially is no longer valid, in view of the recent emergence of the earthy variety as a competitor of bentonite and other clay materials. Present tendency is to restrict the term "meerschaum" to the compact variety, and to use the term "sepiolite" as a more general name to include both the compact and earthy varieties. This is the terminology followed in this publication.

MONAZITE formerly was described as moribund, but, in the light of recent developments, it is no longer so. It is the common source of the rare earths and thorium, both of which are becoming progressively important in industrial and other applications. Moreover, by the action of foreign governments, the sources on which the United States has depended for its supply are now either restricted or cut off entirely. Monazite has thus become a scarce mineral and processors in this country are endeavoring to acquire it from all available sources. RARE EARTHS AND THORIUM The rare earths proper, as defined by spectroscopists, are the oxides of cerium, praseodymium, neodymium, prometheum, samarium, europium, gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium and lutecium, with atomic numbers ranging respectively from 58 to 71. Chemists include with the rare earths scandium, yttrium, and lanthanum, with atomic numbers respectively of 21, 39, and 57. Thorium, with an atomic number of 90, is analogous to lanthanum, in that it precedes a second group of elements, whose oxides constitute the "rare earths of higher order." These are protactinium, uranium, neptunium, plutonium, americium and curium, with atomic numbers ranging respectively from 91 to 96. The last four mentioned are artificially prepared elements that so far have not been detected in nature. The rare earths with odd atomic numbers, except europium and lutecium, have no natural isotopes; and the two exceptions have only two isotopic forms. Those with even atomic numbers have from 4 to 7 natural isotopes. Samarium148 is radioactive, disintegrating over a half- life of 1.4 X 10 11 years with the emission of alpha rays. Lutecium176 is weakly radioactive, disintegrating over a half-life of 2.4 X 1010 years, with the emission of beta and gamma rays. At least 64 radioactive isotopes of the rare earths proper have been artificially prepared. Thorium is a strongly radioactive element, with a half-life of 1.39 x 1O10 years, which disintegrates through a series of 14 isotopes of 10 elements. NOT being a scientist, an engineer or a metallurgist, I consider it a very great honor indeed to be asked to address the American Institute of Mining and Metallurgical Engineers. Your program indicates that any lack of intricate and technical knowledge on my part in the field of metals will be well taken care of by others. Therefore, I believe any remarks that I have to make might well be devoted to the practical side of metals in railroad service and to the general railroad situation as I view it today. The experiments now being conducted on the railroads with so-called streamlined, light-weight trains and cars would not have been possible had it not been for scientific and engineering research in the past that made these lighter weight metals available. The railroads now have approximately forty units of these new trains in operation. Experi-ence with them will no doubt be a guidepost for future construction in that direction. While the best known experiments are in the passenger service, they are being extended into the freight service. Within the past three years there was constructed for the Association of American Railroads a new standard box car of ordinary carbon steel, in which, by reason of superior design, weight was reduced by 3500 to 4500 lb. under that of existing cars of like capacity. The Association is now testing a box car that weighs approximately six or seven tons less than practically all of the box cars of like capacity in service today. If these tests are successful a very large field for the use of lighter weight metals will immediately be opened, provided the costs of such metals are not too high. The fact that various experiments are being carried on with other classes of equipment constructed with so-called light-weight and non-corrosive metals no doubt will have a considerable effect upon the rebuild-ing of old equipment. The question then will be: How much can we afford to spend on the rebuilding of an old car weighing six to seven tons more than a new car constructed with the latest available materials?
