The collecting properties of the fatty acid type collectors for barite were studied using zeta potential measurements, infrared spectroscopy, and Hallimond tube flotation tests. Based upon the experimental results, an adsorption model has been formulated which emphasizes the predominant role of the hydrocarbon chain in collector adsorption.

The total production of oil in Kentucky during the year 1943 reached 7,010,776 bbl., which is more than at any time since 1930. Of this total, 5,287,659 bbl. was produced from the counties west of the Cincinnati arch, 692,359 bbl. from the 18 new pools opened during the year, and 3,260,765 from the Smith Mills pool, which was discovered in August of 1942. This is an important increase in western Kentucky in spite of the low price of crude, and demonstrates effectively the desire of the industry to cooperate in meeting the increased demands made by the war. Western Kentucky Two deep tests were drilled in the Kentucky portion of the Mississippi Embayment this year. Both were drilled to test the St. Peter. One well, drilled in Marshall County by the Adams Oil and Gas Co., did not encounter any St. Peter sandstone but drilled 650 ft. of formation below the position of the St. Peter and above the true Knox dolomite. The other well, in Ballard County, was reported to have tested the St. Peter and to have been temporarily abandoned at 3069 ft. At this depth the well probably was stopped in about the same formation as the Marshall County well. No accurate information is available on the Ballard County well. Several new producing areas were added to the list of fields in the western Kentucky coal basin, in Daviess, Henderson, McLean, Ohio, Union and Webster Counties. The Smith Mills pool was enlarged and production was found in the McClosky (Ste. Genevieve) in addition to the Cypress sandstone from which much of the earlier production had been obtained. There was some interest during the year in testing the Devonian and Silurian formations in the area south and east of the western Kentucky coal basin. In the fall of 1943, a 15 to 20-bbl. well was drilled in Allen County and two more wells are now being drilled. The production was obtained from within a few feet of the base of the Chattanooga black shale, probably in the upper Silurian. One well in Simpson County was drilled completely through the Silurian section before it was abandoned. Several wells were drilled in Logan, Todd and Christian Counties to test the Devonian where it is thinned by removal of the upper formations before deposition of the Chattanooga shale. None of these wells was successful but several other locations are now being tested. The Silurian thins in like manner on the eastern flank of the coal basin as the crest of the Cincinnati arch is approached, and it is along this thinning edge that such fields as the LeGrande, Logsdon Valley, Magnolia, Bowling Green and the Barren County pools were developed. A number of wells were drilled around these old pools in an effort to extend them, some of which were successful. The wells listed this year in Larue, Hardin, Barren, Hart and Warren Counties were drilled in the search for other such fields.

L. C. UREn,* BerkelEy, Cal. (written discussion).—I heartily concur with Rlr. .Fobs concerning the need for advanced courses on various phases of Petroleum Engineering. I think that his criticism is probably true of most of the engineering schools that are specializing at all in Petroleum Engineering, that is, that most of their so-called graduate courses are not of graduate caliber but are merely more specialized aspects of undergraduate subjects. It would undoubtedly be to the advantage of the petroleum profession if more advanced work could be offered in a few of the leading engineering institutions so that there would be something substantial to offer graduate students wishing to return after a period of undergraduate work, for additional training. There is no doubt but that a better trained engineer, more useful to the oil industry, could be secured from schools offering such advanced training. The problem of adpting our instruction to fit the needs of engineers trained along other lines who wish, after completion of their undergraduate work, to enter thc petroleum engineering field, is a more difficult one. It has been my experience that such men are usually sadly deficient along certain lines and that they are really not prepared for the more advanced work in Petroleum Production Engineering until they have gone back over the work which they have missed in their undergraduate training. I note that Mr. Fohs suggests that other eastern and western colleges not now stressing Petrolelim Engineering, should be encouraged to take up advanced work of this character. With this, however, I cannot agree unless the institutions arc also prepared to offer a full sequence of undergraduate work on which the more advanced courses may be superimposed. Whether or not there is a need for additional engi-ncering colleges entering the petroleum engineering field is an open qucstion. I believe that we arc turning out enough petroleum engineers at the present time and that none of the six institutions now specializing in this field arc overcrowded. Morc-ovcr, they are fairly well distributed over the country, though there may be room for an additional school in the field in the eastcrn section of the United States. F. W. Padgett, Norman, Okla. (written tliscussion).—Assuming that the stnclcnt has the proper fundamentals, that is, general science and a knowledge of the technology of the industry, then the problem is: What courses should be offered from the graduate standpoint? (a) Course Work.—His knowledge of the technology of the industry can be extended advantagcously by means of one and two-hour courses, which consist in a more detailed survey of the various branches of the industry. (b) Lilerdure.—This work may, or may not, be connected directly with his research problem. A distribution of residual stress after plastic elongation is proposed, in which the bulk of the material is strained in compression and a very small portion in tension, This distribution is shown to account both for the X-ray observations and for the effect of plastic straining on magnetic losses in silicon steel. The regions left in compression are tentatively identified with the interiors of the sub-grains revealed by the electron microscope. THIS paper is concerned with the general problem of the nature of the residual stress which is produced in metals by plastic elongation. A particular stress distribution will be suggested which accounts for the main X-ray diffraction observations which have been made. It will also be shown that certain magnetic measurements made on silicon steel can be understood in terms of this stress distribution. X-RAY OBSERVATIONS Uniform straining of a crystal lattice (macro-strain) causes a diffracted X-ray beam to shift its position, and nonuniform straining (microstrain) causes line broadening. If a bar of metal is plastically elongated in the longitudinal x direction and then unloaded, diffracted X-ray lines are observed to be both shifted and broadened.'-= Although the observed line shift indicates the presence of macro-strain, experiments have shown that no macrostrain, in the usual engineering sense of the term, exists.5"7 For example, removal of a layer from one surface of a stretched and unloaded bar does not produce curvature in the remainder of the bar 5'7 Fig. 1 shows the variation of lattice strain in the x direction, as determined from X-ray line shifts, with the applied stress in the same direction. The curve ABC is the normal stress-strain curve of the material, AB being the elastic portion and BC the plastic. In the elastic region AB, the strain measured by X-rays, called the lattice strain, and the strain measured mechanically are both proportional to the applied stress, and both return to zero when the applied stress is removed. Above the elastic limit the lattice strain would be expected to continue to increase along the line BD. Actually, it increases less rapidly with respect to stress, or even decreases, as shown by BE. If the applied stress is then decreased, the lattice strain decreases along EF, which is parallel to AB. As a result, there is a compressive residual lattice strain FA after unloading. STRESS DISTRIBUTION. Since a stretched and unloaded bar does not contain macrostress, it follows that the observed line shift must be due to a special distribution of mi-crostress. Such a distribution is shown in Fig. 2, which shows the variation of the stress u, across a stretched and unloaded bar. The material is assumed to consist of two kinds of regions: regions C, stressed more or less uniformly in compression, comprising the bulk of the volume of the material and responsible for the observed diffrac-

IT has been known for a number of years that certain aluminum alloys could be hardened by quenching from a temperature of about 500° C. Immediately after quenching the total increase in hardness is not marked, but the hardness increases gradually so that after about 4 days, it has reached a maximum. The actual increase in hardness probably continues for weeks or even months, but in order to detect the differences after 4 days, it is necessary to make tests at rather long intervals. So far as is known to the authors, Alfred Wilm was the first to discover these properties in aluminum alloys.1 The aluminum-copper alloys are amenable to this treatment and the addition of magnesium makes the heat-treatment effect more pronounced. Until recently heat treatment of aluminum alloys has been confined to the worked alloys in the form of sheet or extruded products. The alloy that has been most used in this connection is known commercially as duralumin and has about the following composition: copper not exceeding, 6 per cent.; magnesium not exceeding, 2 per cent.; manganese not exceeding, 1 per cent.; commercial aluminum,2 balance. A typically good alloy in this range consists of: copper, 4 per cent.; magnesium, 0.5 per cent.; manganese, 1 per cent.; commercial aluminum, balance. This alloy can be rolled into sheets or extruded; and in this condition it can be heated in the ordinary furnace atmosphere to a temperature near 500° C. and quenched in water. After about 4 days it will have the following physical properties: tensile strength 55,000 to 60,000 lb. per sq. in. (3866 to 4218 kg. per sq. cm.); elongation in 2 in., 15 to 20 per cent. No harmful effects of the furnace gases or even the air, if the heating is affected in an electric furnace in an air atmosphere,

A NUMBER of methods have been developed for the determination of the dust concentration in air, some of which have been reported as very efficient and for research may be more satisfactory than the method about to be described. In practical mine use, however, the accurate research equipment is unwieldy and requires a high degree of technical skill to manipulate it. Also, it gives less general practical information to the operator in the same length of time than the method described here. Moreover, it is doubtful whether at the present stage of affairs the results obtained from the precise methods have any more practical significance than those obtained with simpler and more portable apparatus, which can rapidly give a sufficiently reliable indication of the relative dust hazard. HISTORY OF DUST DETERMINATION IN ONTARIO The first record of mine-dust determination in Ontario is given in an article by Dr. J. H. Elliott,' in which he records a few dust counts made with the Palmer spray apparatus. There were insufficient data from which to draw any definite conclusions or reasonably compare with present-day counts using the konimeter. The first konimeter dust sampling was started in the Porcupine district in 1926, using light-field counting without adhesive and with no sample treatment before counting. A method of semidark-field counting was used from about 1928 to 1931 and dark-field illumination was adopted permanently about December 1931. The konimeter has been continued as the principal means of dust sampling in the mines of Ontario, where South African practice has been adopted because in South Africa most careful study has been given the problem of silicosis, and very complete records of work done there are

SINCE its first mention in the literature in the eighteenth century1,2 the phenomenon of passivity in metals has stimulated much speculation and attendant controversy as to its nature and cause. No one of the numerous theories so far proposed has been generally accepted. ? Faraday,7 in 1836, associated the passivity of iron with a protective film over the surface of the metal, which materially prevents or slows down reaction with corrosive environments. His theory was that oxidizing acids like nitric acid form an unstable oxygen or oxide layer over the iron surface, which protects the underlying metal from further attack. This concept was simple yet plausible, and without alteration has frequently been assigned in present-day discussions as explanation of the passivity of many metals. With the advent in recent times of stainless steels, it is not surprising that this oxide film theory of passivity proposed by Faraday has been used to explain the phenomenal corrosion resistance of stainless steels and other passive alloys. The passive alloys, such as the chrome-iron alloys, are supposedly covered with a protective oxide film, which forms on exposure of the alloy to air, is extremely stable and self-healing, and accounts for the remarkable resistance of these alloys to corrosion. Within the past few years, several investigators, following the theory of film protection, have attempted to gauge the resistance of the supposed film on steels. Brennert8 and Donker and Dengg9 determined the poten-tial at which a negative ion (e.g., Cl-) moving in an electric field reacted with the metal anode, as detected by increased current flow or change in potential of the steel electrode in an electrolytic cell. The potential corresponding to reaction Brennert called the film break-through potential.

The Rawley property is located in the Kerber Creek mining-district, Saguache county, Colorado, at an elevation of 10,600 ft. (See sketch-map, Fig. 1.) Ore was found in this vicinity as early as 1880, and claims covering a large area were located and in many instances patented. The ores, however, being of comparatively low grade, and the nearest railway station, Villa Grove, being some 20 miles away, it is extremely doubtful whether any considerable amount of ore was ever handled at a profit. It is safe to say that several hundred thousand dollars were spent (a large part in building mills) previous to 1902-03. About that time a very capable promoter gathered together a group of these claims and interested some New York people, who had had no previous mining experience, in the purchase of these claims. Following the organization of a company, this promoter became General Manager. As often happens under such conditions, the first step was to erect a mill to treat 100 tons per day. It may not be fair to this enterprise to say that the failure which followed might have been foretold, simply on general principles, but this much is certain—the water supply fluctuates in the course of a season through a wide range and for a considerable portion of the year was inadequate to run this mill at capacity. Further, it is currently reported that some of the mill foundations were placed on ice. However true this statement may be, it is a fact that, when first inspected by us, many of the belts in the mill were held on'their pulleys by means of idlers. A shut-down followed, with a material re-adjustment of interests, at which time we became consulting engineers for the company.

THE Industrial Minerals Division this year held no individual sessions of its own except the business meeting Tuesday afternoon. One session was held jointly with the Society of Economic Geologists, one with the Milling Methods Committee, and two with the Society of Economic Geologists and the Mining Geology Committee. At all of these meetings the attendance was better than usual and the Tuesday afternoon session, with nearly 400 present, probably set a new record for the Division. Joint sessions seem extremely popular when papers of mutual interest are presented. On Monday afternoon, mica was the predominating subject. The North Carolina mines provided most of the information presented, although the discussion brought out similarities with the New England mines. B. C. Burgess particularly stressed the fact that with the existing curtailment of mica from India it is necessary to get the most mica in the shortest time from the mines in this country. He said that the Colonial Mica Corp. hopes to have 1000 mines operating in the near future. This seems a great number, but when one considers that these mines employ from 3 to 28 men, mostly nearer the low figure, the output of each mine is relatively small. Although the price of mica is from six to ten times the prewar price, the yield of 8 to 150 lb. of mica per ton of raw ore does not provide high returns to the producer.

Metallurgical literature has no record of any ore beneficiated for cadmium alone, and the cadmium of commerce is derived from zinc ore, with which cadmium is generally associated. Zinc ores free from cadmium—e.g., the ores of the Franklin and Stirling mines, New Jersey, and of Broken Hill in Rhodesia—are rare. Blende concentrates of 50 to 60 per cent grade have contained (in production of important tonnage) as much as I per cent Cd, which is unusually high. The concentrates from the Tri-State district average from 0.3 to 0.4 per cent Cd, which is high. The concentrates from mines west of the Rocky Mountains seldom are higher than 0.2 per cent. In the periodic system of the elements, cadmium is in the same group with zinc. Its properties and compounds are similar. Its metallurgy is also similar. Cadmium has a melting point of 320°C. and a boiling point of 778"C., while the melting point of zinc is 415'C. and the boiling point gos°C. These conditions, together with the lower reduction temperature of cadmium oxide, indicate means for. separating cadmium from zinc. Cadmium in spelter is viewed, if not as an impurity, at least as an alloying element that may be objectionable, its special effect being hardening. However, for some purposes, a little cadmium in spelter is desired, and 0.4 per cent may be permissible, even in spelter for rolling. Cadmium in spelter for brassmaking is completely volatilized at the temperature of that process, and in bygone days an immense quantity of cadmium must have been lost in the fumes from these furnaces. Pyrometalltjrgy—Early Cadmium compounds, sulphide and oxide, being more volatile than the corresponding compounds of zinc, loss of cadmium begins to occur from the first furnace operation. In normal roasting, even with Tri-State ore, this loss may not be very high. Raw ore, assaying 0.4 per cent Cd, may be expected to give a roasted product of the same assay, which would imply a cadmium loss of about 15 per cent. Roasted ore, assaying 0.4 per cent Cd when distilled at ordinary furnace temperature, yielded spelter containing about half of that in the ore charged. The first draw of spelter under these conditions may assay 0.8 per cent Cd (accounting for 22 per cent of the cadmium recovery) and after the several draws of spelter have been equalized the cadmium content may average 0.35 per cent. If, therefore, 2000 lb. of blende averaging 0.35 to 0.4 per cent Cd is roasted and distilled, there may be obtained 1000 lb. of spelter, assaying 0.35 per cent Cd or 3.5 lb. content, which entering into Prime Western spelter will be sold at the spelter price. It will be observed from the outline hereinbefore (summarizing conditions prior to the introduction of sintering) that the main loss of cadmium occurred in the distillation process and by failure to condense, which could be ameliorated by attaching a prolong to the condenser, thus collecting

NATURAL carbon dioxide has recently been exploited in the United States in consequence of oil and gas developments in the Western States and the growing demand by transcontinental and transoceanic shippers for solid carbon dioxide. The discovery by drilling of commercial deposits resulted in consideration of its geographic and geologic distribution and occurrence. Its wide distribution in nature is evidenced by its occurrence in the atmosphere, hydrosphere and lithosphere. The question of origin of carbon dioxide involves consideration of theories similar to those concerning natural hydrocarbons, although available evidence favors an inor-ganic rather than an organic source. Areas favorable to development of commercial production appear to be those in proximity to igneous rocks or in the vicinity of decadent volcanic activity, where, it has long been known, the gas is evolved either free or dissolved in the waters of furnaroles, geysers or mud pots. Structure contour maps are presented showing the Wagon Mound anticline in New Mexico and the Farnham anticline, Utah. A well drilled on the latter supplies gas to a 20-ton plant manufacturing solid carbon dioxide at Wellington, Utah, on the Denver and Rio Grande R.R., whence it is shipped to surrounding territory and to the West Coast. Before funds are invested in a plant for the manufacture of liquid or solid carbon dioxide, whether supplied by wells or springs, an effort to ascertain the volume of gas available is advisable. The use of present methods of estimation of gas reserves with modifications to account for the quantity absorbed by any water present in the produc-ing formation is recommended. The Farnham anticline is used as an example and computations are made of the probable volume of gas originally present in the struc-ture. No attempt was made to compute reserves in the Niland area, California, for the reason that in such areas it is believed the volume is indeterminate.

THE results obtained by pneumatic flotation throughout the country on all classes of ore, and. the tonnage now being treated by this particular method, speak for themselves. Its advantages over the so-called agitation process are now established by facts and data from practice. The comparative efficiency of a rapidly revolving paddle, as a means for aerating an ore pulp, and of a cycloidal or turbine blower for the same purpose, would seem to be so obvious as to leave no room for discussion. Practitioners in this art are to be congratulated on the acquisition of the valuable literary contributions that have recently been made on the theory of. flotation by Messrs. Ralston, Van Arsdale, Taggart and Beach, and others, and the very valuable and able articles, by Messrs. Laist and Wiggin on "Flotation Concentration at Anaconda, Mont.," by, Dr. Rudolf Gahl- on the "History of Flotation at Inspiration," and by David Cole on "The Advent of Flotation in the Morenci District." It is not within the province of this article to attempt an answer to the various issues raised in regard to the theory, or to defend the one advanced by me a year ago. But since discussion usually benefits the profession, a reply will be made to some of the statements made by the last-named writers. COMPARATIVE SENSITIVENESS AND ATTENDANCE Concerning 'the article, "Flotation Concentration at Anaconda, Mont.," by Laist and Wiggin, a little explanation is in order. It should be stated that; with the exception of about 24 days at the end of the testing 'period, the Callow experimental plant at Anaconda was not run under my direction. This perhaps accounts for some of the conclusions drawn on page 562 of the descriptive paper. The conclusion that the use of acid seems to be of considerable advantage, calls, for some comment. While the tests conducted by the Anaconda Copper Co. do show acid to be, of considerable benefit, this is a consequence of using acid sludge as a flotation agent. A serious disagreement as to the effect of titanium on the hardenability of steel exists in published references to this subject. Kramer, Hafner and Toleman reported1 that acid-soluble titanium decreased the hardenability, with multiplying factors less than unity according to Grossmann's system for calculating hardenability from the composition. Crafts and Lamont, on the other hand, showed2 how titanium increased the hardenability, with multiplying fdctors up to nearly I.; for about 0.1 per cent titanium, though reducing the hardenability with higher titanium. Their data, however, were obtained almost exclusively from steels containing more than 1.4 per cent manganese, and thus should be considered as applying mainly to manganese steels. Likewise, the results of Kramer, Hafner and Toleman regarding titanium are subject to the limitation that although they eliminated the effect of the insoluble titanium compounds from their calculations, they did not make a similar correc- tion for the carbon that was combined with titanium and therefore occurred in a similarly ineffective form. It is suggested by the literature referred to that titanium may have different effects on hardenability, depending on the mode of its occurrence in the steel. The different effects on strength, ductility, etc., have already been discussed by the author.3 In the present discussion some comparisons, on the basis of hardenability as revealed by the Jominy end-quench test, are given between three titanium and two non-titanium steels heat-treated in the same ways, and between other titanium steels heat-treated in several different ways. Comparison of Plain-carbon, Vanadium and Titanium Steels The five steels used for these experiments were cominercially melted and rolled products received in the form of 1.5-in. rounds from three different mills. Their analyses are given in Table I. Steels 2, 3, and 4 are from the same basic electric heat1 containing 0.009 per cent of phosphorus and the same amount of sulphur. The writer has long been interested in seeking an explanation of the upper heat effect in the copper-tin alloys over the a + b range, first described in 1913. These notes are offered, not at all as the final explanation 'of this heat effect, but rather to indicate certain progress which has been made toward establishing what happens over this temperature interval. While working on the thermal analysis of the copper-rich kalchoids (copper-tin-zinc alloys), it was noted that those alloys containing major portions of tin and minor portions of zinc exhibited two marked heat effects, one at about 520' C. and the other at about 600" C., instead of the single effect which is generally observed in either of the two binary series. This matter was discussed with Dr. Guertler, who suggested that a heat effect at about 600" C. in the pure copper-tin alloys might be expected. This led to a more searching examination of the thermal critical points in the pure copper-tin alloys, with the result that a marked, although somewhat weak, heat effect was located at about 600. Somewhat later, this upper heat effect was discussed with Dr. Burgess, and it was requested that the Bureau of Standards make heating and cooling curves of one of these alloys for the purpose of removing any possible doubt as to the actual presence of the heat effect. Results obtained by the Bureau are given in Plate I. In an earlier paper1 differential curves were published showing that the heat effect occurred at constant temperature over the a + B range and increased in magnitude with the amount of B up to a point somewhat above 20 per cent. tin. No heat effect was noticed at this temperature in the eutectoid alloy. The existence of this heat effect seems to require a modification of the present copper-tin diagram in the a + B field, and it has been the object of the work here presented to secure the evidence upon which such a change should be based.

A serious disagreement as to the effect of titanium on the hardenability of steel exists in published references to this subject. Kramer, Hafner and Toleman reported1 that acid-soluble titanium decreased the hardenability, with multiplying factors less than unity according to Grossmann's system for calculating hardenability from the composition. Crafts and Lamont, on the other hand, showed2 how titanium increased the hardenability, with multiplying fdctors up to nearly I.; for about 0.1 per cent titanium, though reducing the hardenability with higher titanium. Their data, however, were obtained almost exclusively from steels containing more than 1.4 per cent manganese, and thus should be considered as applying mainly to manganese steels. Likewise, the results of Kramer, Hafner and Toleman regarding titanium are subject to the limitation that although they eliminated the effect of the insoluble titanium compounds from their calculations, they did not make a similar correc- tion for the carbon that was combined with titanium and therefore occurred in a similarly ineffective form. It is suggested by the literature referred to that titanium may have different effects on hardenability, depending on the mode of its occurrence in the steel. The different effects on strength, ductility, etc., have already been discussed by the author.3 In the present discussion some comparisons, on the basis of hardenability as revealed by the Jominy end-quench test, are given between three titanium and two non-titanium steels heat-treated in the same ways, and between other titanium steels heat-treated in several different ways. Comparison of Plain-carbon, Vanadium and Titanium Steels The five steels used for these experiments were cominercially melted and rolled products received in the form of 1.5-in. rounds from three different mills. Their analyses are given in Table I. Steels 2, 3, and 4 are from the same basic electric heat1 containing 0.009 per cent of phosphorus and the same amount of sulphur. The Mont Klahoyo magnetite deposit is located about 600 km (373 miles) northwest of Abidjan, Ivory Coast. During an exploration period ending in 1977 an international joint venture group investigated the deposit and proved reserves of 670 Mt (739 million short tons) grading 36% iron. The deposit occurs at the northeast end of the Baoubly-Kiriao chain of Precambrian iron formations with associated amphibolites, pyroxenites, and gneisses of the Liberian Shield. The ore body is represented by a highly metamorphosed banded quartz-magnetite iron formation with alternating beds of iron silicates and quartz-magnetite. Amphibolite-pyroxenites and sillimanite-cordierite-garnet gneisses form hanging and footwall rocks. The iron formation has been folded into an elongated, overturned 2-shaped major drag fold with axes trending and plunging approximately northeast. Beds are vertical or dip steeply to the southeast. The ore zone has an average thickness of 130 m (427 ft) and outcrops intermittently over a distance of approximately 5.5 km (3.4 miles). Based upon detailed studies of drill cores and the results of ore dressing test work, eight stratigraphic units, identified as K- 1 to K-8, are recognizable in the iron formation. Four interbedded units are low grade silicate zones (silicate facies) while the remaining quartz-magnetite units are oxide facies, representing the important Mont Klahoyo deposit ores. Ore-bearing "K" units are subdivided further into 11 ore types, based upon their specific lithologies, iron content, and concentration characteristics. Identification of these ore types proved particularly useful to mine planning and flowsheet design. A cap of oxidized material overlies the primary quartz- magnetite iron formation, but no enrichment has occurred. It is thought that the Mont Klahoyo iron formations were deposited chemically in a volcanic environment as a siliceous iron formation with volcanism the primary source of iron and silica. Metamorphism converted the siliceous iron formation to a coarse-grained, quartz-magnetite-silicate iron formation.

Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. LAWFORD H. FRY, Burnham, Pa. (communication to the Secretary*). -The author assumes that the proportional limit and the elastic limit are coincident or very nearly so, and then further assumes that the stress corresponding to these two points is the least stress which if repeated will cause failure. The point is extremely interesting and it is to be regretted that the author did not quote experimental data to show the relation between the limit of repeated stress and the other properties of the material. The author's suggestion that a steel of poor quality may have a normal value for the yield point and tensile strength (see Fig. 2) and an abnormally low elastic limit, and that this will correspond to a low resistance to repeated stress, may account for a number of failures of axles in which the tensile tests show normal physical properties. If so and if a determination of the proportional limit would have eliminated the material before it was put into service, this determination will merit most earnest attention. It appears, however, that considerable further research is necessary before any definite conclusion as to the quality of a steel can be drawn from its proportional limit. Mr. Mitinsky's paper is extremely interesting and if it stimulates thought and work along the lines indicated, it may prove of considerable practical benefit. H. V. Similar confusion has arisen in this country; the American-Society for Testing Materials does not even consider the elastic limit and proportional limit to be identical and recently adopted the following definitions:

Location of Basins and Geologic Features of Occurrence: The major ground-water resources of California occur and are stored in the many large alluvium-filled valleys of the state. The deposits of Quaternary age which hold the ground water commonly are called valley fill. Meinzerl has discussed the characteristic features of this fill and showed that for western United States its distribution is concentrated chiefly in western Utah, Nevada, central Oregon, California, southern Arizona, and central New Mexico (see fig. 1). For California the principal ground-water basins are shown on fig. 2. Except for the Mojave Desert and the "Basin and Range" Valleys (fig. 2, Nos. 23 and 23A), which are not shown individually, the basins outlined on fig. 2 contain all the large reservoirs in valley fill within the state. The Sacramento and San Joaquin Valleys (fig. 2) together comprise the Great Central Valley of California, which has an area of about 18,000 square miles. The Sacramento Valley contains about 5000 square miles of valley lands, approxi- mately equal to the area of Connecticut; the San Joaquin Valley embraces about 13,000 square miles, equivalent to the areas of Massachusetts and Connecticut combined. Both the area and the ground-water use in the Central Valley is far greater than for all the other shaded alluvial basins of fig. 2 added together. Except for the Sacramento Valley, all the major ground-water basins of the state are south of Sacramento. The valley fill in these ground-water basins has been transported by streams and most of it has been laid down in alluvial fans, producing the typical alluvial-fan structure of aquifers radiating as tongues from a prismatic pile of coarse, permeable debris at the canyon mouths; these aquifers are encased down slope by poorly sorted materials consisting of a clayey matrix with imbedded pebbles and boulders, interbedded with flood-plain silt. In the deeper inland structural valleys, the alluvial deposits interfinger at depth in the valley bottoms with horizontally bedded lacustrine sand, silt, and clay. The San Joaquin Valley is a good example. In the coastal valleys exposed to the sea, such as the Los Angeles coastal plain, the alluvial fans pass coastward into lagoonal and thence to shallow marine deposits. In all these basins, the gravel is coarsest and most permeable near the apexes of the fans, but tongues or lenses of clean gravel and sand may extend for many miles down the fan. Thus, these water-bearing structures are in a position to absorb stream flow near the canyon mouths and to transmit it through the buried radiating conduits.

AT the meeting of the Board of Directors held on June 25, 1926, and in response to numerous in-dividual suggestions for changes, a committee on Re-vision of the Constitution and By-Laws of the Insti-tute was appointed, consisting of C. F. Rand, Archi-bald Douglas and H. Foster Bain. Various confer-ences were held, much correspondence conducted and a preliminary draft was prepared. It proved imprac-ticable to complete the work in time to submit the matter to the membership for approval or disapproval at the annual meeting in 1927, and the Committee was continued with instructions to prepare a report as a basis of action in 1928. After Mr. Rand's death George Otis Smith was appointed in his place and the tentative draft herewith submitted has been pre-pared in its present form by Messrs. Smith, Douglas and Bain, though not differing in any material mat-ter from an earlier draft approved by Mr. Rand. In preparing this the Committee has kept in mind primarily the desirability of simplification and of making the By-Laws conform to the actual practice of the Institute as worked out through experience. The Constitution and By-Laws adopted in 1912, and which with minor amendments only still govern the Insti-tute, are full of specific provisions regarding pro-cedure; such as that laid down for guidance of the Papers and Publications Committee. Many of these have proved unworkable and in practice have not been always strictly followed. It now seems wise to write into the Constitution and By-Laws only the general fun-damental principles to he followed and to provide for such easy change in methods of following them out as will permit efficient conduct of the business. It is this thought that has guided the Committee in rewrit-ing many of the sections. With this in view also the Constitution, as such, has been shortened to the brief-est feasible statement of fundamentals. All matters relating to means of making these principles effec-tive have been put into the By-Laws or in the hands of committees whose work is subject to control and whose rules are subject to approval or disapproval by the Board of Directors. Many suggestions for changes have come to the Committee that have not been incorporated in this draft. Some of these are in themselves excellent but have not been incorporated here because the Commit-tee discovered no sentiment for them such as would be likely to secure their approval, or found them out of harmony with the general plan followed herein.
