The economics of fuel oil must be considered in two aspects; viz., fuel oil as one of a number of competitive fuels and fuel oil as a refined product of petroleum. "Fuel oil" is usually defined as that product of petroleum which is used in furnaces for the generation of heat by simple combustion. It is true that any product of petroleum used in an internal combustion engine is essentially a fuel oil, but such oils are not included in the class known as "fuel oil." Fuel Oil as One of Several Fuels For a number of years, the petroleum industry has believed that the petroleum reserves were very limited and that petroleum products would begin to become scarce within a few years. Introduction The design of a mineral processing flowsheet involves many factors. The importance of the sample can not be overemphasized. Competent and thorough mineralogical examinations are important as an aid in designing the test program. Designing and conducting the laboratory test program is basic to the design of the flowsheets. In the project under consideration a flotation pilot plant was conducted to prove the process and to provide a realistic prediction of metallurgical results. Moreover, the pilot plant operation provides important pilot plant design data. Finally, accurate and clear reporting is essential so that the information developed can be utilized advantageously by the client and the engineering firm. The design of a minerals processing flowsheet is a team effort. Engineers from the mining company, the research organization, and the engineering firm all contribute to the effort.

TRIAL installations of rock bolts, of the slit-rod- and-wedge type, were under way at several units of Day Mines, Inc., when Korean hostilities interrupted the already slow deliveries of steel bars to the Coeur d'Alene district. Factory-made bolts had not yet been put on the local market, so the program was halted for lack of supplies. Interest was revived by a visitor's description of wooden roof bolts. These were said to have been used briefly with apparent success in a coal mine, until apprehension voiced by the U. S. Bureau of Mines caused the practice to be suspended

There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. I. The Mines THE first discovery of zinc on the property now worked by this company was made by the celebrated mineralogist, Prof. William Theodore Röpper, in 1845. Different claimants kept the property in continual litigation till 1861, when everything was satisfactorily settled by the purchase of the land by the company, who have worked it ever since. The mines are situated in a valley, four miles south of Bethlehem, Pa., in Lehigh County. The valley is from two to three miles broad, and is bounded on the north and south by syenitic hills. Syenite underlies the valley, and upon this is deposited the Potsdam sandstone, then a layer of slate, and, finally, a dolomitic limestone, belonging to the Chazy or Black River formation, in which the zinc deposits are inclosed. The rocks occur in folds, and have evidently been subjected to tremendous pressure from below, the zinc deposit being found in an anticlinal axis, in nearly vertical veins. THE thermal expansion characteristics of aluminum alloys have been examined by several investigators, among whom may be mentioned Shakespear,1 Schulz,2 Hidnert,3 Hidnert and Sweeney4 and McCullough.5 Shakespear compared the expansion of a series of aluminum alloys containing 14 per cent copper, with separate additions of about 1 per cent each of manganese, tin and zinc with that of pure copper. Schulz examined the expansion of aluminum and zinc and some aluminum-zinc alloys. Hidnert determined with a high degree of precision the expansion characteristics of pure aluminum, some aluminum-copper, aluminum-zinc, aluminum-silicon and some commercial alloys. Hidnert and Sweeney examined the expansion characteristics of aluminum-beryllium alloys. McCullough, by an interferometer method, determined the expansivity of some aluminum-copper, aluminum-magnesium, aluminum-iron, aluminum-nickel, aluminum-silicon and aluminum-manganese alloys. Incidental to an investigation carried out during the past six years and leading to the development and exploitation of an aluminum piston alloy of relatively low thermal expansivity, the expansion characteristics of a wide variety of alloys were examined. Some of the data which might be of general interest are gathered in this paper.

INTRODUCTION Because large aqueous suspensions of various fine solids originate during the beneficiation of ores, the Mining Industry constantly requires efficient and feasible dewatering methods. Among the techniques currently in use (1,2), filtration (vacuum, press) and centrifugation are fairly expensive and thus are limited to use with more valuable materials. Furthermore, installations of reasonable size produce only moderate outputs. Therefore, tailings from ore dressing plants are usually treated by sedimentation or settling techniques with a tailings dam as the ultimate sedimentation basin (3). Apart from growing environmental and economic questions, the solid product obtained from the tailings dam basin has in most cases, a rather high moisture content and a persistent semi-fluid consistency. Thus, it is difficult to transport and use further. On the other hand, the solids may be utilized as a filling material, fertilizer, etc. providing they are dry enough and properly granulated. Demands for an improved technique are met to a great extent, by the technique presented in this paper. AGGLOMERATION OF FLOCCIJLATED SLIMES Origin and Qualitative Description of the Process Phenomena of consolidation and pellet formation in flocculated fines were first observed by Yusa and Gaudin (4) while studying rheological properties of flocculated kaolinite. On this basis, methods of separating liquid from solids have been worked out (5-7) and many possibilities for application have been suggested (5,6). Yusa termed the technique "wet pelletization''.

The four nomograms presented in this article were designed to simplify and make more rapid the calculations connected with the compression and transmission of air. The formulae involved are rather complicated, but the graphic solutions are simple; their use requires an ability to follow explicit directions and to interpolate values on a logarithmic sca1e. † For the sake of convenience, the nomograms will be divided into two classes, and the purpose and accuracy of each will be discussed. Power foR CompREssion It is frequently desirable to determine the horsepower necessary to compress a given amount of free air from atmospheric pressure to a certain final pressure. The nomograms in Fig. 1 and 2 present a rapid method of calculating the horsepower required to compress 1 cu. ft. of free air per minute by single or two-stage compression. The general formula for the horsepower required to compress air adiabatically is: S X 144 PVn [(P')n-1/sn -1 (1) where: P = absolute atmospheric pressure at compressor, in pounds per square inch. P' = final absolute pressure of compressed air, -in pounds per square inch. V = volume of free air compressed per minute, in cubic feet. S = number of stages. n = exponent of the compression curve.

Solution Mining or In Situ Mining has received increasing attention in the past few years because the method offers many attractive possibilities in improving the environmental impact of mining as well as making feasible the extraction of deeper, low value mineral reserves. This paper will present a brief discussion of the state-of- the-art in total solution, slurry removal and leach mining. As a specific example of utilizing the method, the uranium deposits of South Texas are a type of deposit which have been considered as being amenable to in situ leach mining. The parameters required to ascertain the amenability of such a deposit for in situ leaching will be presented. The hydrological factors which influence the production of the soluble uranium solutions and their displacement will be discussed. Mathematical models for various well configurations have been made and graphic representation will be presented to illustrate various production methods and the resultant hydrological consequences.

The environment for deposition of marine phosphorite is controlled by the relationship of prevailing climatic, oceanographic, structural, and sedimentary conditions. The set, or sets, of conditions that has evoked the accumulation of economic concentrations of phosphorite has been the subject of a number of previous works. Phosphorite presently considered ore is generally in excess of 10% P205 with an extractable phosphate product in excess of 30% P2O5. The concentration of the product in the ore, its amenability to state-of-the-art extraction, and thickness of the overburden are major controlling factors in determining its mineability. A recent survey of phosphorite deposits in the south-eastern United States included a review of the depositional and structural setting for the major areas of occurrence. The application of previous work regarding phosphorogenesis has led to the establishment of a general depositional model for most mid-Miocene primary phosphorites, and, is also possibly applicable to the Bone Valley (Pliocene-Miocene) district of central Florida.

A colloidal solution of a ferrimagnetic material, such as magnetite, in a liquid that is immiscible with and lighter than water is projected for use in selective separation of particles according to their density spectrum. Magnetic levitation forces can be created as an antigravity field when the fluid is properly placed in an inhomogeneous magnetic field. When the gradient of the magnetic field is directed downwards, the levitation force in the fluid will be in an upward direction to float sinking nonmagnetic bodies by counterbalancing their density mismatch with the magnetic fluid. Several nonmagnetic objects with densities ranging from 2.50 to 11.35-g cm' were made to float or submerge at will in a 0.96-g cm' density fluid placed in vertical magnetic field gradients ranging from 0.1 to 1 kilo-oersted cm-'. The magnetic levitation force in dyne cm' was found to vary linearly as a function of the object-fluid density mismatch with a slope equal to one g, the acceleration due to gravity.

Open pit mining, always a demanding task, faces two relatively new problems today: (1) availability of equipment and (2) environmental restrictions. The modern dredge offers relief in both problem areas. Delivery on a major dredge might run 18 to 24 months rather than 60 months; and lowering of the water table is precluded, thus minimizing environmental objections. In addition, a lower first cost and potentially increased efficiency may offer real advantages to the miner who is forced away from his traditional mining methods. What are the objections to the use of a dredge in open pit mining? Perhaps first and foremost is the natural reluctance to change from a successful operation. Who can blame the miner who has developed expertise in the use of the dragline if he is reluctant to change to a new mining technique that requires new and different skills? A part of the same problem is the miners' desire to control the excavation visually in order to delineate sharply between overburden and matrix. This problem can be alleviated significantly by utilizing good boring data and a positive acquisition cutter. In the final analysis, however, if the miner is prohibited from dewatering the area, either he mines the deposit by dredge or not at all. There is little doubt that when the decision is made to remove overburden and/or matrix by dredge, the problems of delineating between overburden and matrix, creation of slimes, and development of mining plans to minimize double handling etc., will be addressed and solved. There are two broad categories of dredges: mechanical and hydraulic.

Self-diffusion in Y uranium has been measured using U235 as the tracer isotope. The diffusion coefficient fits an Arrhenius-type equation D = 2.33 x 10 -3 exp (- 28,5000/RT) cm2/sec The values of Do and Q are unusually low and are not consistent with the values expected from theories based on a simple vacancy mechanism of diffusion. CYLINDRICAL samples, 1 cm in diam and 1/2 to 1 cm long, were prepared from high-purity uranium containing 0.0343 pct u235, Table I. The samples were water quenched from 690°C (the a-ß transformation is at 668°C) to remove preferred orientation, and annealed at 450 "C to minimize residual stresses. One end of each cylinder was polished on a 1-µ diamond lap and electropolished in a phosphoric acid solution. After a final cleaning by cathodic sputtering, a 1- to 3-µ thick layer of the tracer isotope, uranium containing 93 pct u235, was sputtered onto the sample.' To prevent contamination during the diffusion anneal, the diffusion couples were placed in a tantalum cup and covered with another piece of uranium, and the whole assembly was sealed off in an evacuated quartz tube. Annealing temperatures were constant within +2.0°C. The samples were heated and cooled slowly between room temperature and the ß-? transformation (774°C) in order to minimize distortion of the sample surface that might arise from aniso-tropic thermal expansion and density changes during phase transformations. SILICON, germanium, and tin occur with both the white tine-type structure and the diamond cubic structure. In the latter form these elements are semiconductors; in the former they are metallic. The metallic form of germanium and silicon is obtained only under high pressure.' For all three elements the transition from the semiconductor to the metallic state is accompanied by a decrease in the atomic volume of somewhat more than 20 pctily2 Table I. At such a large compression the widening of the s and p bands is sufficient to make the energy gap of 1.1 ev, or less, of the semiconductor disappear, giving rise to the metallic state.*

(written discussion?).-To many members of the Institute, papers like this one by Prof. Jeffries, and that on "Reversal of Inheritance" by Prof. Howe, may seem highly academic. Aside from their direct application to all heat-treating processes, to my mind, the establishment of a physical fact and the correlation of facts into a definite law are in themselves ample justification for immense effort. A law, once established, cannot be ignored by those who carry the work along to practical ends. In studying both papers, it seems to me that each author is more concerned with defending a theory than with explaining the individual results as published by various investigators. Take, for example, my sample of pressed electrolytic iron, frequently referred to by both. Prof. Howe, defending inheritance, says that the grains on the second (1300° C.) heating inherited their size from the mother austenite. Prof. Jeffries, defending reversed inheritance, elabor-.

I, Henry Carlisle, am going to ask him some questions on the highlights of his life, and he has been good enough to say that he will play this question and answer game with me. Now, John, let's pick out a very interesting period when you went to North Labrador and made a preliminary investigation of the big iron deposits there. You were working for either Timmins or Hollinger, which was it? John K. Gustafson: I was in charge at that time of a Hollinger Exploration Co. office in Toronto. We had acquired options on enough shares to control Labrador Mining and Explorations Co., and through Hollinger North Shore Ltd., another company, we had a 3000 square mile concession in Ungava, Quebec, on the direct extension of the iron ore fields.
