BOB FALCONER: Without further ado I'm going to introduce our first speaker, Walt Cook. Walt is president of Strata Resources and is here with his business partner Joe Nenni. Joe would you stand up here. You'll be on the tag-team with Walt. Walt and Joe are in a consulting business associated with coal as well as metal and nonmetal industries. Their presentation will be on gainsharing. WALTER COOK: How many of you have gainsharing plans in place currently at your location? [show of hands] A considerable number-more than about half the room. Of those plans, how many of them do you consider as meeting your needs and being successful? [show of hands, far fewer, general audience laughter] You have all at least heard the word "gainsharing." Some of you undoubtedly aren't quite sure what gainsharing is, while others obviously have gainsharing plans in place and are looking for ways to improve them. In the short time I have now I'll be able to give you a precursory look at gainsharing and some brief ideas on where to look to improve your current plans. Over the years, I've found that it is often best to explain gainsharing by comparing it to other forms of employee compensation

Technological developments in Distributed Fiber Optic Sensing and improvements in both hardware and software have allowed fiber optic sensing systems to be deployed in a variety of applications such as pipeline leak detection, perimeter security monitoring, and power cable real time thermal rating. Recently, there has been a larger adoption of monitoring of conveyor belts in so called Conveyor Health Monitiring Systems (CHMS) within the mining and bulk material handling industries to identify idler conditions on an ongoing basis. Several attempts have been made to institute sensing capabilities into conveyors with mixed success. However, recent breakthroughs in modeling, installation methodology, and technology, as well as increased understanding of application and industry requirements, have allowed the technology to be deployed at both experimental and commercial scales. This paper summarizes the application conditions and requirements, design considerations, methodologies used, the outcomes achieved, the logistical and field considerations, and the future possibilities of the use of this technology in CHMS using Distributed Fiber Optic Sensing.

Knowledge based applications are becoming important to Associated Manganese for efficiently dispatching ore of appropriate grades to customers on time. The G2 expert system shell has been used to develop blending and scheduling applications using a combination of object-oriented rule based, procedural, and heuristic approaches. The blending application, for example uses a heuristic approach for creating blends from thousands of small stacks of manganese ore of various grades and sizes, to meet customer specifications while fully exploiting the available inventory. Data capture and data warehousing have become important issues, and the Internet shows strong potential for distribution of pre-processed information.

As in other areas of the country, surface coal mine productivity in the Central Coal Province--primarily Illinois, Indiana, and west Kentucky--has declined steadily since 1969 (figure 1). Productivity, as measured in tons of clean coal produced per man-shift, dropped 35 percent during the period 1969-1975. Unwelcome at any time, this phenomenon is particularly untimely now, when increased coal production is a national goal. The U.S. Bureau of Mines has been working with the coal industry to develop new operating methods and equipment to enable increased productivity and improved reclamation performance in surface coal mining. Several projects have involved identification and evaluation of existing overburden handling and reclamation practices, and development of means to improve operational procedures. Some results of one of those projects, as they apply to the Central Coal Province, are summarized in this paper.

During the past year the news media has come in for its share of criticism. Some of it, without doubt, is justified. Much of it, like that which has been leveled against some of the rest of us, is not. We can sympathize with the newspapers and magazines, the radio and television stations. Like the coal industry, which I represent, they are a part of the free enterprise system. They depend upon advertising for their existence, and advertisers patronize those media which reach the most people interested in their product. The various news media are therefore In avid competition for circulation. Although they do have an unquestioned influence on the public, they are primarily a reflection of the public and it is in this context that we will consider them. Granted that this reflection is sometimes a bit distorted, let us admit that any subject which does not strike a responsive chord In the public will soon be dropped by the media.

A high-energy economy based on fossil fuels is in fundamental conflict with an ideal of clean air, clean water, undisturbed scenery, and maintenance of fragile ecosystems. There is an inevitable trade-off between the material standard of living of a modern society and the conservation of its environment. During the past four years, some of the costs of environmental protection have been internalized in the energy-flow system of the United States. The cost of bituminous coal and fuel oil usable under new air-quality standards has doubled or more. The cost of mining coal underground has risen because of a 20-30 percent reduction in productivity resulting from new environmental health and safety legislation; the economic impact of proposed surface-mine regulation may be equally severe. The cost of producing electric power has been rising at a 12 percent annual rate because of environmental costs, and would be climbing still more steeply were it not for the continued forced subsidy of natural-gas consumers by natural-gas producers. The efficiency of the automobile, already a monument to the triumph of self- indulgence over economy, is being further decreased by addition of anti-pollution devices. Part of the recent sharp rise in agricultural costs stems from the fact that five energy units of fossil fuel go into U.S. agriculture for every energy unit of raw food that leaves the farm; further large injections of fossil-fuel energy occur in the transport, processing, and refrigeration of farm products.

American Electric Power Company (AEP operates 31 coal mines in three states, and some 26 electric generating stations (19 coal-fired) located in the Ohio River Basin. Normally the system burns over 36,071,600 tonnes (40,000,000 tons) of coal and generates in excess of 3.6 X 1018 J (100 billion kwh) of electricity per year. In 1975, AEP, in response to the progressively more stringent air quality requirements of the clean air act, acquired large low-sulfur reserves in Carbon County, Utah (Figure 1. Location Map). Price River Coal Company (PRCC) is the operator OF this multi-seam complex, which is part of the Book Cliffs coalfield at an elevation exceeding 1,829 m (6,000 ft.). The topography is mountainous and divided by numerous canyons. Flat areas are at a premium (Figure 2. Castle Gate Area). Modern high production longwall mining takes in some top and bottom waste, and in this particular operation, it amounts to about 14% of the ROM tonnage.

In this two-year study, an evaluation of mining and reclamation practices at 159 randomly sampled surface coal mines in the United States was conducted. It is concluded that reclamation practices in most of the 22 coal-producing states were adequate during 1975, but that improvement in reclamation performance was desirable in the acid area of the central U. S. and in mountainous southwestern Virginia. Productivity improvements should result from research to determine efficient or optimal operating procedures for dragline stripping of single and multiple seams, surface mining of lignite, multicut and multiseam haulback mining on steep slopes, mountaintop removal, and surface mining in swampy or deeply glaciated areas. Specific candidate research projects are discussed in this report.

Arsenal Football Club required the development of a new home stadium in north London, subsequently named the Emirates Stadium. The proposed development comprised a 60,000 seat stadium, with associated facilities and a sports training centre. Described are the foundation solutions and piling construction techniques used, which take into consideration the potential impacts on existing above and below ground railway infrastructure and underground water structures. Methods used by the piling contractor to improve aspects associated with health, safety and quality are also described.

Panned stream-sediment,geochemistry-based gold exploration in those parts of the southeastern Piedmont proximal to the Fall Line must take into account potential contamination from basal fluvial gravels of the Coastal Plain. Anomalies attributable to the incorporation of placer gold of Coastal Plain origin into modern Piedmont drainages have been identified in portions of Lee, Macon, and Tallapoosa counties, Alabama, and Baldwin and Hancock counties, Georgia. Identification of such multicyclic anomalies must be based on knowledge of the local maximum Cretaceous transgression, paleotopography, modern and paleofluvial system dynamics, and fineness trends and Au-Ag zoning in gold grains.

As Francis Bacon pointed out long ago, we must understand those laws and "obey" them if we wish to "conquer nature." Bacon was saying that if we plan and engineer in compliance with nature's laws, we'll get a lot more out of the natural system than if we don't, because then we can use the system instead of fighting it.

Cyprus Metals' Sierrita mine is located in the Pima Mining District, Pima County, Arizona (Fig. 1), which is one of the largest known porphyry copper districts. The ore body is part of a large mineralized system that includes Cyprus' adjoining Esperanza mine. The copper and molybdenum grades being mined at Sierrita make it one of the two lowest grade porphyry copper mines in the world Mineral production from the district was first recorded in 1876. Copper from replacement deposits in carbonate rocks and copper¬-lead-zinc from veins in volcanic rocks were mined from several deposits. However, it was not until 1957 that the district commenced to become a major copper producer with the beginning of production from the Pima mine, which was the first open pit operation. Since that time, seven other open pit mines have come into production. Because of the variable copper prices and high operating costs, not all of the mines are operating today. A map of certain outcrops, plutons, and open pits, as well as older underground mining operations, in the Pima district is shown in Fig. 2.

NORMALLY the grain size of cold-rolled and annealed copper sheet is of the order of 0.02 to 0.06 mm., and 0.1 min., for example, would, for many purposes, he regarded as undesirably large. The occurrence of very large grain sizes in a few isolated cases of copper sheet led the authors to inquire into the causes giving rise to such unusual results. During the course of this work a very large number of experiments have been carried out to determine the effect of varying the conditions of the final and penultimate rolling and annealing operations, as well as of earlier rolling and annealing treatments. A correspondingly large number of observations have been made, but within the space of one paper it is possible only to outline relatively briefly what appear to be the more important of these experiments and observations. The presentation of the results does not follow chronologically the order in which the experiments were carried out and they have been rearranged for the sake of simplicity. In recent years a considerable amount of work has been done in connection with the recrystallization and grain growth in metals and alloys that take place on annealing, and a number of generalizations have been reached. It is known that the crystal size in wrought material in the annealed condition depends on a number of factors, including the time and temperature of the annealing operations and the nature and amount of cold-work to which the material has been subjected. Results, however, that are not covered by these generalizations can be obtained, which, in some instances, may even appear to he contradictory to them. According to these generalizations gradual changes in grain size are effected by progressive variation of the factors involved in annealing or cold-working. The work recorded in the present paper, however, relates to the development of grain sizes which are far beyond those normally encountered in ordinary annealing operations and far in excess of grain sizes which, according to ordinary standards, would be classified as coarse or large.

THE ore deposit of the Buckhorn Mines Co., Buckhorn, Nev., is peculiar in being a shallow kaolinized mass of material with basalt walls, and having apparently no direct connection with any of the usual gold-bearing rocks. The average ore contains 16 per cent. waiter of hydration, and the cyaniding of this hydrous clayey material offered unusual difficulties as compared with the typical gold quartz ores of Nevada. The orebody was thoroughly developed; then the mill was built according to the latest cyanide .practice, with such changes as were thought to be demanded by the peculiar nature of this ore. Upon starting the mill, the ore proved more difficult to handle than had been anticipated. It is hoped that an account of how these difficulties were met may prove of interest to anyone having a clayey ore to handle and to the profession in general.

THE purpose of this paper is to state briefly the inspection requirements of the Bureau of Ordnance, the specifications governing the inspection, and the physical and chemical properties of the steel used in the construction of ordnance for our Navy. It would be of interest to evoke discussion on points in these specifications which do not tend to insure the production of the very best material for the purpose intended. In other words, what requirements of our specifications are useless and also in what manner are our specifications deficient? It might be well at the, start to answer the first criticism of this paper which will probably be made, and that is that the title does not agree with the subject matter. Considering metallographic work as covering only the macroscopic and microscopic examination of metals, this paper will have gone beyond the subject; but it is believed that a broader definition of metallography is that it is the study of the relation of the internal structure of metals and alloys to their composition and to their physical and- other properties. The internal structure of steel is dependent on its physical and its chemical properties. These physical properties are dependent on the chemical composition and the mechanical and thermal treatment of the steel. So it seems that this subtitle would not be entirely necessary and that the title "Metallography of Steel for Ordnance Purposes" would cover a study, not only of what we can learn of macroscopic and microscopic examination, but broadly of the whole subject of the specifications, the fulfillment of the requirements of which produce the structural conditions revealed by macroscopic and microscopic examination. .

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. Some would maintain that this situation has come about because of the low benefit-to-cost

A procedure of obtaining specimens of lead, tin, and cadmium with a moderately equiaxed structure and a smooth surface suitable for etching without grinding and polishing is described; the advantages of general oblique illumination (as opposed to vertical illumination) in the photomicrography of pure metals .are stated. Using these methods, a statistical study of the changes brought about in deformed lead, on annealing, has been made. The common mode of structural change was found to be recrystallization. Cases of growth of one original grain into another were rare; but if a totally recrystallized specimen was annealed above 200° C., a few large grains appeared and spread over the whole area, except for a certain number of small grains which remain unabsorbed. The temperature needed to produce structural change in lead was found to be lower, the greater the degree of deformation. With tin, an extension of 28 per cent. caused practically no recrystallization at ordinary temperatures, but recrystallization occurred if the specimen was heated to 100° C. In cadmium at low temperatures, the grain size decreased in marked manner as the deformation increased; but at high annealing temperatures, the grain size was comparatively independent of the degree of deformation. THE structural changes in metals brought about by annealing following a deformation at a low temperature has been the subject of many investigations. The area discussed herein, commonly known as the North Texas district, embraces the following 10 counties: Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita and Wilbarger. It is underlain by two major structural features. The northernmost portion of the district, including Cooke, Montague, northern Clay, Wichita, Wilbarger, Foard and Hardeman counties, is underlain by the system of buried mountains known as the Red River uplift, which is parallel to and closely related to the Wichita-Amarillo uplift of Oklahoma and the Texas Panhandle. While the presence of a great majority of the numerous oil fields of the area is traceable to this feature, the production in Archer, southwestern Clay and southeastern Baylor counties is due to the influence of what is known as the Cisco Arch (so called because of its influence on Cisco deposition), the axis of which extends in a northwest-southeast direction across Archer County. It has been impossible for the authors to isolate the statistics for production for each of the many small pools of this district, as such statistics are not kept by the operators except for the district as a whole, therefore Tables 1 and 2 are comparatively short. Manganese nodules cover great areas of deep ocean floor far from land, and have long been considered a major potential resource of nickel, copper, cobalt and perhaps manganese. A decade ago there was a period of intense evaluation of nodule fields, especially those lying between the Clarion and Clipperton Fracture Zones in international waters southeast of Hawaii. There, nodules are abundant and of high grade (average of 2.4% Ni+Cu+Co). The evaluation activity has since declined, but a recent agreement on lease boundaries among all interested parties may lead to a resurgence of work. Indeed, French and Japanese groups have pushed ahead with field and economic assessments.The Southwest Pacific, where there are large nodule fields in the waters of the Cook Islands and Kiribati, has seen considerable assessment of resources in the last ten years, especially through a major field programme of the Japanese Metal Mining Agency. The best prospect appears to be in the South Penrhyn Basin, in Cook Islands waters, where nodules are very abundant but of only moderate grade (1% Ni+Cu+Co). Using a cut-off of 5 kg of wet nodules per m2, Cronan (1989) and Cronan et al. (1989) have estimated the total resource to be a huge 110 million tonnes of Ni+Cu+Co.
