It was not many years ago that people would have argued that a coal session did not belong at an International Mining Convention. Historically, steam coal has always been used domestically due to its natural geographic diversity and high transportation expense. Times have changed. With the help of Opec, steam coal has gone international. As opposed to metallurgical coal, whose trade routes have a long history, whose supply sources are more limited and whose market growth is seen by most to be relatively flat, steam coal export forecasts are calling for more than a doubling by 1990 and a quadrupling by the year 2000. Suddenly, one must be familiar with coal mining on a global basis in order to predict which regions will be able to fill these markets.

A blasting project was undertaken at the Teck Alaska Red Dog Mine to determine the extent that Semi-Autogenous Grinding (SAG) mill throughput could be increased by using electronic detonators. The Julius Kruttschnitt Mineral Research Centre (JKMRC) blast fragmentation, jaw crusher, and SAG mill breakage models were used to relate changes in the blast fragmentation measured with the SPLIT image analysis system to the SAG mill performance. For optimum performance a SAG mill requires a particular size distribution; a number of large rocks to facilitate breakage by impact, as few as possible middle size rocks that become critical size, and the maximum fines which will pass quickly through an open-circuit mill. Physical constraints of drill and charging equipment size limit the extent that pattern geometry can be changed, and the powder factor increased, to maximize fines. However, a growing number of studies have shown that the use of electronic detonators can lead to increased fragmentation and greater muckpile uniformity, providing an alternate means of increasing primary breakage by blasting. Unfortunately results in the literature rarely quantified the changes to the fragmentation distribution. The measured gyratory crusher fragmentation of 2,750,000t of ore was used to compare stockpiles constructed from shots using pyrotechnic detonators to those using Orica i-kon electronic detonators. In the first stage of the study, stockpiles shot using 25 ms inter-hole timing with pyrotechnic detonators were compared to stockpiles shot using the same inter-hole timing with electronic detonators. In the second stage of the study, stockpiles shot using 17 ms inter-hole timing with pyrotechnic detonators were compared to stockpiles shot using 8 ms inter-hole timing with electronic detonators. When electronic detonators were used with the inter-hole timing kept constant, fragmentation uniformity was slightly increased, but mean fragment size increased by 20%. When electronic detonators were used with faster inter-hole timing, fragmentation uniformity was slightly reduced, but mean fragment size decreased by 30%. Modeling was used to determine the SAG mill throughput which could be expected from this change in fragmentation to determine the pairs of pyrotechnic and electronic blast pattern geometries that would provide similar throughput. The economic benefit from the electronic detonator shots was calculated to assist in determining the optimum blast designs for their use.

Experiments showed changes in the mineral content of dolomitic oil shale at temperatures and exposure times which bracket conditions encountered during in situ retorting. Laboratory results correlate with cores from a spent in situ retort at Occidental's Logan Wash test site at Garfield County, Colorado. Dolomite, CaMg(CO3)2, decomposes rapidly to form periclase, MgO, calcite, CaCO3, and CO . Both calcite and periclase are intermediate products that can be stabilized by CO atmosphere at lower temperatures, while steam accelerates the formation 2 of silicates. The decarbonation of calcite appears to involve a direct reaction with both quartz and periclase in forming these silicates. Decarbonation preceeds the formation of akermanite, Ca2 MgSi 207, and diopside, CaMgSi 206, within several hours of heating and is followed by the nucleation of forsterite Mg2SiO4, and monticellite, CaMgSiO4. Under in situ retorting conditions, akermanite and diposide are the major minerals above 800°C. Equilibrium is not attained within 200-300 hours. In situ retorting temperatures above 800°C for extended periods of time should reduce potential ground water leaching by the formation of silicate minerals. These silicates are less soluble than free lime, magnesium or alkali oxides. There is a corresponding decrease in the natural pH of these silicates from approximately 12 down to 7.5 to 9:

All of Canada's older uranium mining areas have been intensively prospected and known outcrops have been repeatedly examined. The only ground in these areas which has not been explored is that which is covered by water or other overburden. The discovery of new mines in these areas will, in the author's opinion, depend on the development of new geophysical or geochemical tools capable of locating uranium deposits which are-buried beneath tens to hundred of feet of overburden. Such tools would be extremely useful in Saskatchewan's Cluff Lake and Wollaston Lake areas. Uranium has recently been discovered in significant quantities in these regions but exploration is made extremely difficult and expensive by an almost uniform overburden cover. The author's experience has been confined to Canada but apparently a subsurface uranium prospecting method could be widely exployed in the western United States and Australia as well. Radon-222 measurements have been used for more than a decade on practically a worldwide basis in an attempt to obtain a useful method for subsurface uranium prospecting. It is well known that ha-222 produced by buried uranium deposits can diffuse through an overburden cover so that it can sometimes be detected at surface. An advantage of this method of prospecting is that Rn-222 can be detected with a simple scintillation, ionization or semiconductor detector. One of the essential weaknesses of the method is that the mean diffusion path length of Rn-222 is limited by its very short (3.8 days) half life. For a deeply buried deposit, vitually all of the Rn-222 atoms will decay before reaching surface and, therefore, such deposits cannot be expected to produce a detectable radon anomaly. Thus, except in unusual cases where groundwater or ground air flow assists the movement of radon towards surface, the depth of exploration is probably limited to ten or twenty feet of overburden cover. The high solubility of Rn-222 in water is also a source of difficulty. In an area where overburden covers bedrock with water saturation of the lower overburden levels, the radon will simply dissolve in the groundwater, and soil gas readings at surface will indicate falsely low

Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

The wide use of bulk ANFO in surface coal mines is questionable in our energy conscious environment. At many locations, bulk ANFO is not the proper economic selection. Water conditions, energy requirements, waste and spillage, and vibration control are factors too often overlooked in the proper choice of blasting agents. Cost savings over 20% have been realized by converting bulk ANFO to packaged blasting agents. Future trends suggest greater concern for energy conservation in blasting will limit bulk ANFO applications and promote packaged products where quality can be maximized, waste and spillage eliminated, and water compatibility in wet areas assured.

The hydrophobicity of six coals ranked from lignite to anthracite is studied through contact-angle measurements, bubble attachment-time measurements, FTIR spectroscopy, and Hallimond-tube flotation. The preliminary study shows that the hydrophobicity of coals can be told by the bubble attachment times of coals (a kinetic criterion) or by the contact angles (an - equilibrium criterion). A general agreement between flotation response of coals and measured bubble attachment times or contact angles is observed in the present study. However, the study also shows that the hydrophobicity of coals can be predicted by FTIR spectroscopy work with proper manipulation of the spectra. Both hydroxyl and carboxyl groups in the coals are proven by FTIR work to be responsible for the change of coal hydrophobicity. A new criterion for the hydrophilicity index of coals from FTIR spectra is introduced through the study.

The U.S. Bureau of Mines is investigating the potential of in situ leach mining a variety of Cu, Mn, and Au-Ag ores. Geologic characterization of ore samples from laboratory leaching experiments is conducted both prior to and after leaching to assess the effects of leaching on the chemistry, mineralogy, and texture of the rocks. The identification and chemical compositions of ore, gangue, and reaction products are determined by a combination of techniques such as reflected and transmitted light microscopy, X-ray diffraction, electron diffraction, electron microprobe analysis, and backscattered electron imaging with scanning electron microscopy. The distribution of the desired metal in various mineral phases can be illustrated using elemental X-ray maps. The potential of reactive gangue minerals to rob Cu from leach solutions is investigated with the aid of transmission electron microscopy. Porosity and permeability are measured to determine how effectively the host rock can transmit leach solution. Textural relationships between ore, gangue, secondary reaction products, and fluid channelways are determined by petrographic examination and are documented by optical photomicrographs and secondary electron imaging. Representative sample selection is described, and several epoxy impregnation and sample mounting techniques are discussed.

LECTURE, it appears, is a discourse that is supposed to be instructive. I am quite sure that you will derive no instruction from what I have to say. I will be satisfied if my remarks provoke thought along one or two mental paths that have not been traveled so fre¬quently as to be devoid of interest. I have no particular message apropos of professional engineers or professional engineering, and any conclusions that I may seem to reach will be purely tentative and incidental. Probably at times you have wondered, in a casual way at least, why so many people who are not, never have been, and never will be engineers, want to use the title. For example, I recently received a communication from a life insurance broker or salesman, whose chaste letterhead bore the legend "Estate Engineer." He was perfectly serious about it, as is also the expert accountant who assumes the imposing name of cost-analysis engineer. Dozens of equally amazing titles might be cited. Then there is that class of individuals who have been engineers, in the true sense of the word; who have gone into some other kind of occupation; but who cling tenaciously to the name engineer, usually prefixing some word or other which at once gives them away by telling what their work really is. For example, we have such pseudomorphs as the management engineer, and the sales engineer. It is quite evident that engineer is a word to conjure with. Evidently both the man who appro¬priates the designation without any justification and the ex-engineer who persists in calling himself an engineer even after he has abandoned engineer-

The failure of tailings storage facilities (TSFs) results in the discharge of significant quantities of hazardous waste material into the natural environment. Research studies relating to slope instability have identified physical mechanisms such as rainfall-induced erosion, liquefaction, and shear failure as the main triggers. The generation of transient pressure waves and the mobilization of pre-event water in the unsaturated zone have been found to trigger shallow landslides in natural hillslopes. In this paper we review these physical mechanisms, known as groundwater ridging (GWR) and the Lisse effect (LE), from other studies. Previous researchers have explained both these phenomena through field and laboratory observations, numerical modelling, as well as conceptual discussions. These case studies demonstrate the impact of rainfall characteristics on the generation of transient pressure waves that rapidly increase the phreatic surface and change pore water suction. Reference is also made to the influence and behaviour of physical porous medium characteristics on the establishment of a continuous water phase that facilitates the transmission of an induced pressure head. However, previous studies fail to recognize the possibility that the pressure increase in pre-event water through pore air propagation could cause slope instability in tailings dams. The authors suggest that the physical properties and hydraulic behaviour of unsaturated porous tailings media make it susceptible to GWR and the LE, resulting in the creation of a potential failure plane.

Calls for transformation in the mining sector are legislated. Whilst the composition of boards in terms of gender diversity and equal representation has improved, little is known on how women directors experience boardrooms. This research investigated the experiences of South African women in male-dominated mining boards. It questions why women remain marginalised in boardrooms, even when they are qualified as the men in their respective fields. The experiences of South African women on male-dominated mining boards were investigated by means of a multiple case study using a qualitative research methodology. Interviews were conducted with 16 women and 12 men serving across six JSE-listed South African mining companies. The findings show that irrespective of their qualification and experience, women,s, contributions are often ignored, and they are assigned to more social roles. Regardless of race, all women experienced gender stereotyping. Strategies are required to ensure that board cultures embrace female talent, where women can effectively contribute to decision-making and maximize their talent. It is argued that gender and identity should be studied in relation to post-colonial history in African countries. Women have multiple, varying identities, and their experiences require a unique investigation that would enable strategies to overcome barriers, through the implementation of an appropriate diversity management programme.

From a geological or mineralogical standpoint the combination is justifiable , for soapstone essentially is impure talc . Commercially , however , the relation between them is remote . About 95 per cent of all talc sold in the United States is in ground form, whereas practically all soapstone is sold as furnace blocks or as fabricated structural slabs for many and diverse applications .

Geomechanics signifies the science and engineering of soil and rock materials and of rock masses. It is a field of professional practice and research that draws heavily on the elements of soil and rock mechanics. Geomechanics contributes to a number of disciplines: mining engineering, civil engineering, geological engineering, petroleum and natural gas engineering, and engineering geology (including the elements of geohydrology and geophysics). These disciplines are involved in the design and construction of such projects as mines, tunnels, foundations for structures, excavated rock slopes, dams, shafts, boreholes, oil reservoir wells, underground storage facilities for oil and gas, and hazardous waste repositories. Geomechanics allows us to improve both our environment and our quality of life. In the context of this Handbook, the scope of geomechanics is discussed mainly from the point of view of applications to mining engineering. However, the coverage of the subject mate¬rial is so comprehensive that it is relevant to other disciplines as well. Section 10 covers the field of geomechanics in a structured fashion, beginning with the fundamental principles and leading into practical applications in mining engineering. Throughout the treatment of the subject, knowledge of geologic conditions is assumed since this is discussed in other sections of the Handbook. An important feature of this section is a series of practical examples illustrating the various aspects of geomechanics. The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium. When the chairman of the conference organising committee invited (or was it instructed?) me to prepare and deliver one of the keynote addresses, his request was for me to be in parts historical, controversial, predictive and entertaining. The mix was left to me, with one proviso - that an early pioneer of mine filling in Australia be given due recognition. The chairman of the organising committee alone will be able to determine if I fulfilled the last objective. My success, or otherwise, with the other objectives will have to be judged by my fellow delegates. One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives.

Surface coal mining productivity in the U.S. and Illinois has shown a general declining trend since 1969. The U.S. Department of Energy conducted an analysis in 1980 of the causes of declining productivity in different states. This paper presents a detailed analysis of changes in overall productivity and productivity in different functions such as overburden preparation, overburden stripping, reclamation, coal handling, etc. during the period 1970-1982. Statistical analysys techniques including multiple regression were utilized in the study.

"The basal type uranium deposits in south central British Columbia occur within unconsolidated, late Miocene fluvial paleochannel sediments that overlie major fault zones within the Okanagan Highlands Intrusive Complex. Prior to the formation of mineralization, paleovalleys containing host sediments were flooded by Pliocene valley basalts of the Plateau Basalt Formation. Five uranium deposits have been outlined to date, of which the Blizzard (4020 tonnes U) and TYee (650 tonnes U) are the largest. The basement intrusive complex underlying the deposits varies in age from early Cretaceous to Eocene and is comprised of quartz monzonite, granodiorite, Coryell monzonite, porphyritic granite and pegmatite.The mineralized host sediments comprise a complex sequence of interfingering conglomerates, arkosic sandstones and mudstones. Organic material is abundant in many, but not all, mineralized beds. Uranium mineralization is present in the form of uranous (ningyoite) or uranyl (saleeite, autunite) phosphates coating clastic grains and filling voids. Because of very strong reducing conditions related to large concentrations of marcasite and organic material, ningyoite is the only uranium mineral in the Tyee deposit, whereas the Blizzard deposit contains a more complex assemblage of minerals (saleeite, autunite, ningyoite). The observed paragenetic sequence of mineral precipitation in the Blizzard deposit (autunite-saleeite-ningyoite) indicates that the uranyl minerals, saleeite and autunite, are primary. Small amounts of Zn, Ni, Co and Mo have been introduced into the Blizzard deposit whereas Mo is the only non ore-forming element enriched in the Tyee deposit. Mn is the only depleted element in both deposits."

"IntroductionTHE GOLDFIELDS AREA in northern Saskatchewan has be-come important in recent years because of numerous discoveries of pitchblende. The area is underlain by rocks of Precambrian age and, because of metamorphism and hydrothermal alteration, the geology in the vicinity of the pitchblende deposits is exceedingly complex and presents a challenge to all geologists •working in the district. This paper is a contribution to the geological literature of the area and presents a description of rock types, supplemented with petrographic, chemical, and spectrochemical data.Field work in connection with this paper was carried out during the summers of 1948, 1949, and 1950 while the writer was employed as assistant geologist for the Crown Corporation, Eldorado Mining and Refining ( 1944), Limited, Gold-fields area. Laboratory work was undertaken at the Massachusetts Institute of Technology during the winter months of 1949-50 and 1950-51 and extended through the summer of 1951.With the exception of SiO2and FeO, all of the new analyses ( 1) presented were carried out by quantitative spectrographic techniques under the supervision of Dr. L. H. Ahrens at M.I.T. Many of the techniques have only recently been developed at that Institute and detailed laboratory procedures have not yet been published."

With the curtailment of imports of European chalk during the World War of 1914-18, however, finely ground limestone, of domestic origin was used more extensively to satisfy the American demand.
