MR. NEILSON was born Aug. 12, 1842, at Philadelphia, Pa., where he died Dec. 30, 1906. His business career began with his graduation, in the class of 1862, from the Polytechnic College of the State of Pennsylvania. For a short time after graduation he was instructor in mathematics at the college, and then became associated with Messrs. Booth & Garrett, chemists, of his native city: In 1867 he was sent to the Adirondack mountains to care for mining interests of the late Jay Cooke, and spent about three years there, operating the forges at Elizabethtown, Essex county, N. Y. He also prepared an interesting monograph on Catalan forges and their operations. In 1868 he published a chart showing the material progress of the United States, and the cost of certain staple products during a series of years, which is believed to be the first of its kind issued in this country. In 1870 he made a trip to the Pacific Coast, prior to entering the service of the Pennsylvania Steel Company. In 1871, when the Logan Iron & Steel Co., of Burnham, Pa., failed, Mr. Neilson was appointed receiver, re-organized the company, became' its General Manager, and spent more than four years in this work. In the meantime, he became interested in the Freedom forge of the same place, and, with Mr. Wm. Burnham and Mr. Milton Brosius, laid the foundations for what is now the Standard Steel Works. From Jan. 1, 1877, to April 1, 1890, he was General Manager of these works, and closely associated with the Baldwin Locomotive Works. In 1878 he was in charge of the first consignment of Baldwin locomotives to Europe, which, with a picked crew of men from Baldwin's, he took to Eydtkennen, Russia, and placed in service. The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

In a future world of 8.5 billion people in 2035, the Energy Information Administration's (EIA) projected 50% increase in energy consumption will require true "all of the above" energy resource use from oil, gas, renewables, nuclear, and coal. In particular, coal will continue to be the world's energy cornerstone, providing more incremental energy over that same time period than any other single fuel. Coal has long been a centerpiece of a low-cost, high-reliability electricity grid. Today there are 1.3 billion people across the globe without access to electricity and 2.7 billion people who do not have clean cooking facilities. The problem is spread across the developing world, but it is particularly severe in sub-Saharan Africa and developing Asia, which together account for 95% of people in energy poverty. Without a commitment to achieve universal energy access it has been estimated that by 2030, there will be an additional 1.5 million premature deaths per year caused by household pollution from burning wood and dung and through a lack of access to clean water, basic sanitation and healthcare. Modern energy sources are essential to meeting these challenges.

Oxidation potentials have been measured in the presence of various concentrations of cyanide, ferrocyanide, and ferricyanide and ethyl xanthate at various values of pH and related to flotation response. Eh-pH diagrams are constructed and show that the formation of surface ferric ferrocyanide is probably responsible for depression when cyanide is added. The influence of cyanide in the depression of pyrite with xanthates as collector has been the subject of many investigations (1,2,3,4,5,6), and from these studies several theories on the mechanism of depression have evolved. Wark and Cox (7) and Gaudin(8) have suggested that the depressing effect is due to a competition of cyanide ion with xanthate ion for the surface. Cook and his colleagues (9,10,11) have explained this phenomenon in terms of competition between hydrocyanic acid and xanthic acid. Sutherland (12) has shown that both of these theories describe accurately the relation between pH value and cyanide addition at constant collector addition but fail to describe the relationship, between pH value and the amount of collector required to cause flotation. Taggart(12) suggested that depression in these systems is due to the formation of a reaction product between ferric ion at the pyrite surface and ferrocyanide ion derived from solution. Majumdar(4,6) has attempted to prove this hypothesis by measuring the contact angles of pyrite in the presence of 25 mg/liter ethyl xanthate and different concentrations of potassium ferrocyanide and ferricyanide. In all cases the contact angles were quite high up to pH 10; these results indicate that pyrite should not be depressed by either potassium ferrocyanide or ferricyanide. In view of these facts, Majumdar has assumed that the compound Fe(CN)2 forms at the surface.

The principal activities of the Bureau of Mines Explosives Research Center (now Safety Research Center) during fiscal year 1968 (July 1, 1967, to June 30, 1968) are reviewed in part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the thermal decomposition of RDX and HMX not destined for publication elsewhere. This paper addresses the long-term cost and availability of primary gold production from the Republic of South Africa. Forty-four major producing or developing operations were evaluated. The analyses present estimates concerning 1) total refined gold potentially available from demonstrated resources, 2) annual production potential into the next century, 3) long-term weighted average total costs for underground mine production and surface waste reprocessing, 4) the expected annual decrease in gold production, and 5) the ability of other market economy countries to compensate for the anticipated decline in South African gold output. This paper draws upon the data and analyses of a recent Bureau of Mines, U.S. Department of the Interior, Minerals Availability Program appraisal that evaluated the worldwide availability of gold and silver from primary precious metal operations and as a byproduct of base metal production.

WATER power, until developed, produces nothing, but when harnessed it continues to produce, it might be said, indefinitely. Hence the importance of developing all feasible water powers. British Columbia, like the western states of America, is subject to variable meteorological conditions which cause most streams to be erratic in their flow. The wet season, usually commencing in October and continuing to March or April, together with the melting of the snows during the early summer, produces a heavy run-off which diminishes considerably during the later s1.1,mmer months, with the result that storage is essential on practically every stream in order to regulate the flow to obtain a discharge which will meet the requirements of the load of the markets the power is to serve. Storage sites of sufficient capacity to equate the flows are not always present and it follows that, where such a deficiency exists, the difference must usually be met by burning fuel in steam plants. Fortunately, there are within the Province deposits of high-grade coal, suitable for the operation of such auxiliary steam plants. One of the strongest reasons for the development of water powers is the conservation of fuel. All use of coal or oil depletes resources that can never be renewed. Every water power developed means a saving in fuel and, even if at first it does not possess an over-powering financial advantage, it must become of ever increasing value as fuel resources become depleted. However, sight must not be lost of the inter-relation which should exist between the two methods of generating electrical energy, as each makes an admirable supplement to the? other with respect to suitability for carrying different types of load. In general, it can be said that the fixed charges of a water power development are usually high in relation to the operation costs, while those of fuel power plants are usually the reverse, so it is sometimes possible to combine the two methods of generation for the more efficient production of energy.

"This paper is the result of a continuing investigation begun in 1953 by government geologists and mining companies. Previous work is reviewed and the development of several stratigraphic nomenclatures and correlation schemes is traced, culminating with the interim report of the Federal-Provincial Committee on Huronian Stratigraphy formed in 1966.The stratigraphy, structure and correlation of the Huronian rocks of the Blind River area and the region between Sault Ste. Marie and Sudbury are reviewed. The area is underlain by three Precambrian units: (1) the Archean greenstones and granites, (2) the Huronian sedimentary and volcanic rocks and (3) the post-Huronian intrusive rocks. The Huronian rocks, largely quartzite and conglomerate with greywackes, argillites and carbonates, were laid down in shallow water transgressing over the eroded Archean basement. Thickness and facies changes indicate a northwesterly source, northerly overlap and deposition controlled by basement topography. Polymictic conglomerates, occurring at least at three horizons, represent tillites and are associated with varvites with dropped clasts. These are best developed in the Gowganda formation, which varies from a continental glacial environment in the north to a marine glacial environment in the southeast.There were at least three phases of post-Huronian igneous activity, probably related to several periods or phases of late Precambrian deformation and metamorphism: (1) sills of Nipissing diabase and rather younger diabase dikes; (2) the Cutler Granite and Croker Island Complex; and (3) dikes of Keweenawan olivine diabase.Copper mineralization is associated with the Nipissing diabase. The uranium ores are found in pyritic quartz-pebble conglomerate near the Huronian Archean unconformity, particularly in ancient valleys; they are considered to be placer deposits modified by later events. Uranium production from the Blind River camp to the end of 1966 was 128,160,096 pounds U308 valued at $1,203,840,848 derived from 56,077,179 tons of ore grading 0.11 per cent U308.Within the Blind River and adjacent areas, future discoveries will probably be the result of costly systematic deep-drilling programs accompanied by detailed geologic studies of the type carried out by oil companies and probably computer-oriented."

The microstructural relationships in dolomitic fluxed taconite pellets were studied. The influence of basicity (in the range 0.75 to 2.1) and firing temperature (to 1340°C) on the grain structure, macrostructure, and mineralogical phase relationships are described. Extensive slag bonding of hematite grains begins at temperatures between 1220 and 1230°C, and results in fundamental changes in grain structure. Successive temperature increases result in little change in grain structure until 1340°C, when extensive coalescence of the hematite grains begins.' Increasing flux additions have little effect on grain structure but greatly influence pore character. The compressive strength decreases with increasing flux addition, increases with increasing firing temperature, and is related to the macrostructure of the pellet. The compositions of the slag phases are represented on the CaO-Fe2O3-SiO2 phase diagram, and the compositional path of slag development is described.

"High temperature corrosion resistance is one of the key challenges in water-cooled nuclear reactor material development. Iron based materials with low Cr content exhibits superior high temperature mechanical properties. However, due to the relatively low Cr content, their corrosion resistances under supercritical water (SCW) conditions are generally poor. High-Cr alloys, despite their much improved corrosion resistance, often suffer from embitterment due to the precipitation of sigma phase in the microstructure. In this study, corrosion resistance of an in-house produced high Cr steel (25%Cr) showed much better corrosion resistance compared to that of low Cr alloy (14%Cr). This high-Cr steel can potentially be used as a corrosion-resistant coating for structural materials in sew applications.INTRODUCTIONThe supercritical water-cooled reactor (SCWR) concept is one of the promising designs for the next generation nuclear reactor, in which the water coolant is designed to be at about 625°C and 25 MPa at the outlet of the reactor core. Under these relatively high-temperature and high-pressure conditions, the cooling water is at supercritical state. High-temperature mechanical properties, corrosion resistance and radiation damage are some of the key challenges. At present, no single commercial material can meet all the requirements of the severe SCWR in-core conditions. Canada supports research in several key areas of SCWR development, including materials selection. A major focus is on materials development, selection and evaluation for both in-core and out-of-core components.Allen et. al. [1] carried out a comprehensive study on the SCW corrosion resistance up to 600 °C on commercially available high temperature materials including Ni-based super alloys, various types of stainless steels and ferritic/matensitic steels. They concluded that ferritic steels develop a relatively thick but mechanically stable oxide layer, while austenitic alloys develop a thinner oxide layer that has been found to spall in some cases. Of the three types of alloys examined, the Ni-based alloys exhibited the lowest oxide thickness, however pitting was observed in the vicinity of intermetallic precipitates."

(Washington Meeting, May, 1905.) SEVERAL years ago, Mr. Robert A. Cook described and illustrated in our Transactions 1 a mechanical coke-drawer, patented in 1891 by Mr. Thomas Smith of the Thorncliff Iron Works, Sheffield, England, and first introduced in the United States in, 1896, at the coking-plant of the Latrobe Coal Co., Latrobe, Pa. This machine has not received any very extended application in this country, although it was successfully used in two places for a number of years. The present. paper describes a new and simpler machine, containing few wearing-parts capable of withstanding continued rough usage. Anything which tends to prolong the general use of bee-hive ovens will be welcome to those who are interested in cheapen¬ing the cost of producing coke in such ovens, especially if it provides satisfactory mechanical means, replacing the hard labor involved in drawing coke by hand with the old-fashioned ?duck bill.? The difficulty of finding efficient coke-drawers, especially during the summer season, and in the South, is notorious. Yet, notwithstanding the great improvements that have been made in retort coke-ovens, new bee-hive ovens are continually constructed; and a machine which will successfully compete with hand-drawing, and, at the same time, add to the efficiency of the bee-hive oven, seems to deserve notice. The machine here described was put in operation at the Frick Coal and Coke Co.'s plant, known as Continental No. 1, at Uniontown, Pa., in October, 1904, and is reported to have met successfully all the tests to which it has been subjected. "INTRODUCTION In February 1945, Captain (now Commodore) W. G. Greeman, U. S. N., Director, Naval Petroleum and Oil 3hale Reserves, requested the Bureau of Mines to assist the Navy in its wartime development of Naval Petroleum Reserve No. 1, Elk Hills field, Calif., to assure adequate supplies of petroleum products in the Pacific theatre. Unit Operation 4/,engineers desired pressure volume-temperature and viscosity data on the reservoir oil in the shallow oil zone to augment data previously obtained for the purpose of calculating reservoir performance and oil reserves. Accordingly, arrangements were approved by the Operating Committee far, the Bureau of Mines to proceed with a program of field sampling and laboratory determinations designed to obtain the desired information.To carry out the assignment, the Bureau transferred the necessary person¬nel, subsurface pressure, temperature, and sampling instruments, and laboratory equipment for analyzing subsurface oil samples from the Petroleum Experiment Station, Bartlesville, Okla., and the San Francisco, Calif., office and set up a temporary field headquarters in the Elk Hills. The program of work as out-lined by Unit Operation required the 6 months period March-August 1945 to complete during which time individual reports comprising data on pressure-volume-temperature relationships and reservoir oil viscosities as determined on subsurface oil samples and recombined oil and gas samples for 5 selected wells were submitted to Unit Operation.This report is a summary compilation of the data contained in the original reports supplemented by correlations of some of the physical properties of the reservoir oil with the A.P.I. gravities of the produced oil. The report also includes material-balance calculations relative to one of the oil horizons in the shallow zone. The Bureau of Mines believes that publication of the results of these analyses is a worthwhile contribution to the petroleum literature and of particular interest to the California industry."

This paper presents an analytical technique for prediction of the damaged rock zone (DRZ) around a circular drift subjected to an anisotropic stress field (analytical solution exists only for the case of hydrostatic stress field). The method can readily be adapted to micro or personal computers. Stress concentrations around the drift are calculated at the centers of small rock elements, using the analytical solutions for a hole in an infinite plate. Potential failure of a rock element is assumed to be governed by the Coulomb failure criterion. When the failure condition is exceeded for an element, the excess shear stress is transferred to the neighboring elements. Progressive failure is allowed to occur until convergence is obtained. The final configuration of the damaged rock zone so obtained can be used to assess rock support requirements, as well as modified modulus and permeability of the DRZ.

The steel industry accounts for 14 per cent of domestic CO2 emission in Japan, and iron ore sintering process occupies approximately three per cent. While Fe content in iron ore is gradually decreasing. So, the amount of concentrated iron ore will increase in the future. We have focused on magnetite concentrate as sinter materials, because magnetite can be easily magnetically beneficiated. However, it is experienced that blending magnetite ore resulted in increasing Fe2+ component in the iron ore sinter, which results in lower reducibility. Therefore, promoting the oxidation reaction from magnetite to hematite in the sintering process is countermeasure for reducibility. In addition, this promotion causes increase of oxidation heat, which results in high sinter strength and reduction of coke. It is assumed that the oxidation of magnetite tends to proceed in the cooling stage, where the oxygen partial pressure increases after the combustion of fine coke, but there are few studies on the effect of heat profile, especially cooling path. The purpose of this study is to design the effective sintering heat profile to promote oxidation of magnetite ore, especially, to investigate the effect of cooling path on sintered ore microstructure. In this study, magnetite ore and magnetite reagent were respectively mixed with calcium carbonate reagent. Then the mixed samples were pressed and formed into cylindrical tablets for simulating the adhesive layer of a pseudo particle. Through examining influence of maximum temperature and cooking rate on oxidation reaction of magnetite, we confirmed that the oxidation reaction of magnetite is suppressed at above 1350°C for maximum temperature, compared to 1300°C. Sintering at lower temperature is desirable because hematite is stable below 1350°C in the Fe2O3-CaO phase diagram.

"Confocal fluorescence scanning laser microscope was applied to characterize the surface flaw of ceramics in great detail. A high potential -of the characterization technique is presented first. Then the technique was applied to clarify the relationship between the flexural strength of ceramics and the surface flaw. This kind of direct information of surface flaw should be essential for the fundamental study in this area, but has been lacking. The examination revealed that large defects are present on the machined surface of ceramics. Their size is consistent to the flexural strength measured on the material. The characterization tool was also applied to examine the formation of surface flaw in machining of ceramics.IntroductionClarification of fracture origin should be the starting point in the study on strength in ceramics. However, this task has been extremely difficult in some ceramics, such as an alumina ceramics. It may break from both internal and surface flaws. The former should reflect the quality of production process and the latter the machining. Examination of surface flaws should be very important for developing a better machining method for ceramics. The knowledge may valuable for establishing a better production process also.ExperimentAlumina Referceram (JFCC) was used as samples. They are cut to size of 3x4x40mm, and the surfaces were ground to meet the requirements of testing method for flexural strength of fine ceramics, JIS R 1601. They were soaked in an aqueous solution of fluorescence dye and evacuated with an aspirator for an hour to allow the solution penetrate into surface flaws. After excessive solution remained on the surface was removed by gentle washing, the specimens were dried at 120°C for 48 hours. The 4 point bending mode was applied to measure the fracture strength."

To meet the growing need for CO2 capture and storage technology, Michigan Technological University is researching CO2 capture and storage using alkali solutions1. Without implementing emission controls, world energy emissions will rise from 29.7 billion t in 2007 to 42.4 billion t in 2035. The first objective of the project was to determine the optimal amount of alkali in solution for CO2 absorption. This was accomplished using theoretical equilibrium calculations and experimental absorption data for alkali solutions of 1, 2, 3, 4 and 5 weight %. As the % alkali in solution increased, so, too, did the ionic strength of the solution. Theoretical calculations took into account the effect increasing ionic strength will have on the solubility of gaseous CO2. The calculations assumed negligible formation of H2CO3, constant temperature and constant pressure. In the experimental setup, a 16% CO2 /balance air gas mixture was bubbled through an Erlenmeyer flask filled with an alkali solution. The gas exiting the flask was fed to a gas analyzer to record the % CO2 in the exhaust gas stream. The % CO2 absorbed was taken as the % CO2 in the exhaust gas minus the % CO2 in the feed. Theoretical calculations found that as the % alkali in solution increases, the solubility of CO2 decreases. This was verified by experimental data, which found that a 2% alkali solution, by weight, was the ideal solution for CO2 absorption. Current research is focused on using the 2% alkali solution for permanent storage of CO2 via mineral carbonation to produce a value-added product.
