This report, the second in an annual series, summarizes information on latest technological developments and advances, and identifies trends in mining and metallurgy based on a review of activities in the minerals industry in 1971. Exploration and mining data obtained from an annual canvass are presented for 1971 and are compared with similar data obtained over the past decade.

This publication is a revision of the first of a series of four Miners' Circulars originally prepared and issued in 19'29 for use in a course of training designed to prepare mine officials to organize men for rescue and recovery operations. These circulars were revised in 1937 and 1938 and again in 1948. This circular (Miners' Circular 33) discusses mine gases and methods for detecting them. The second of this series (Miners' Circular 34) gives instruction in Bureau of Mines methods of sampling and analysis of mine gases; the third (Miners' Circular 35) describes methods and equipment used for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures used in sealing and unsealing mine fires and in recovery operations after mine fires or mine explosions.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. This report describes the initial feasibility, the development and the field demonstration of a system for shaft sinking employing a high energy mechanical impact rock breaker and a compatible muck disposal system. The increased shaft sinking rates, decreased costs and improved safety conditions obtainable by the elimination of the less efficient conventional drill-blast-muck cycles are discussed. Four shaft sinking concepts utilizing the impact rock breaker in various shaft configurations are developed and the field demonstration in a rectangular shaft is described. The progress achieved, the problems and their remedies and the proposed modifications to improve the machine are described.

This report presents the results of an extensive laboratory testing program to determine the physical properties of shotcrete including the use of fast-set agents, controlled set cements, and both wet and dry shotcreting equipment. Shotcrete was placed under simulated field conditions using the dry and wet processes. Mechanical properties obtained for accelerated and nonaccelerated shotcretes include compressive, flexural, and shear strength, elastic modulus and Poisson's ratio, and shear and tensile properties of shotcrete bonded to coal, sandstone, and shale. Physical properties measured were unit weight and permeability to methane gas. The data show that rapid setting shotcrete has the potential for improved coal mine ground control. There is no clear evidence that either wet or dry process shotcrete is superior to the other; however, indications are that regulated set cement is preferred to cement containing fast-setting admixtures.

Although secondary-recovery methods have not been applied widely in California, it is apparent that increasing attention and effort must be given to this phase of recovery if the State is to maintain its high rank as a petroleum producer. Steadily increasing demands for petroleum products and decreasing rates of discovery of new oil fields and rapid depletion of existing reserves emphasize the prospect of an adverse situation of supply and demand in the not-far-distant future. If the trend of discoveries becomes more favorable or if more complete economic recovery of the oil in place can be obtained by secondary recovery, this situation can be averted. Not only are these reserves of economic importance to the petroleum industry to meet increasing market demands, but economic reclamation of such reserves is an important conservation measure, which will prolong the productive life of many fields" Accordingly, progressive operators in California are alert to the possibilities of secondary recovery and have done much to implement such operations wherever feasible. Most of the operations are of the pressure-maintenance type} in which the reservoir pressure is maintained or partly maintained by injecting natural gas to increase oil recovery. The possibilities of recovering additional oil from stripper fields by gas drive and water flooding (including water disposal) also are being tested in experimental field projects. Table 1 summarizes gas and water-injection projects in California.

The workshop on "Cyanide Effluents from Mineral Processing' was held on February 2-3, 1982, at the U.S. Bureau of Mines, Salt Lake City Research Center, Salt Lake City, Utah. The workshop was sponsored by the minerals industry, supporting industries, the National Science Foundation, and the U.S. Bureau of Mines through the Utah Mining and Mineral Resources Research Institute, College of Mines, University of Utah Prior to the workshop, a Working Paper was prepared and delivered to the participants. This paper was used as a guide during panel discussions and forms the basis for this proceedings document. The workshop focused on use of cyanide as it relates to the gold and silver mining industry and the froth flotation processes employed by mineral mining companies. Its intent was to discuss "state of the art" technology and provide information pertinent to cyanide use in the minerals industry. No attempt was made to advocate regulatory limits or set policy governing the use of cyanide. The principal topics of discussion included- (1) the chemistry and use of cyanides; (2) control and treatment of cyanide mining wastes; (3) toxicity of mining wastes; (4) fate of cyanide in the environment; and (5) the analytical chemistry of cyanide.

The purposes of the research were to assess the applicability of new accident investigation methods to mining accidents, and to adapt those found to be applicable in the development of a new methodology for use in mining. The development included field testing, evaluation and modification of the new methodology. The report is in two volumes. This, volume one, discusses primarily the Phase I work: background research, design of a methodology for field evaluation, and preliminary field tests in Utah mines. Phase I was completed in June, 1980. Also discussed are some activities to prepare for a field evaluation during the period May 1980 -October 1981. Volume 2 discusses the subsequent field tests, modifications of the initial methodology and the results of use of the methodology in two mining companies for a period of approximately eighteen months, and in other companies for selected loss incidents during that period.

Since crushing of rock to a smaller size is an integral part of almost any mining and quarrying operation, a study was carried out to identify and develop improved techniques for alleviating a major cause of accidents and work stoppages arising when an oversize luck or boulder lodges in the throat of the crusher. The configurations and operations of various crusher types is described, sources of boulders in the mining operation, and a detailed review is made of mining, quarrying, and construction regulations for all states, Canada, and the Federal Government for applicable provisions. Representative mines were visited and other operations contacted for their boulder handling techniques where it was found that blasting techniques used included mudcapping, bombs, and blockholing, often done very crudely and inefficiently with poor practices and various mechanical systems were used such is hooks of, overhead cranes, impact hammers, and grapplers. Safety analyses of all methods pointed out the hazards associated with blasting in the open and the dangers of entering a crusher. Boulder blasting can be done in a safer fashion if a planned step-by-step procedure is followed, and inherently safer blasting products such as exploding bridge wire blasting caps and improved blockholing techniques. In general, though, the installation of a suitable mechanical system such as an impact breaker will prove safer and cost effective even in a smaller mine or quarry.

The absence of plants on the Pacific coast for the reduction of iron ores usually is attributed to the fuel situation there. Thus, the bulletin of the. State Division of Mines for 1933, entitled "California Mineral Production," says: "There are considerable deposits of iron ore known in California, notably in Shasta, Mad era, Placer, Riverside, San Bernardino, and Los Angeles Counties, but production has so far been limited for lack of an economic supply of coking coal." It has been estimated that the six major steel plants of the Pacific coast have an annual ingot capacity of 600,000 tons. The present need for tin plate averages 300,000 tons yearly for California alone, of which some 12 percent is manufactured locally. If the consump¬tion of other iron and steel products in 1929 may be taken as an approximate, estimate of the normal requirement for such products, it may be estimated further that, 65,000 to 75,000 tons each of cast-iron pipe and steel reinforcing bars and 300,000 to 400,000 tons of structural shapes and plates will be required annually in California.

This report describes the work done to develop a coal mining machine to increase productivity and recovery from thin seams beyond the highwall, in addition to decreasing the miner's susceptibility to to highwall hazards First, radar transducers were adapted to measure coal thinkness and detect rock and coal interfaces; Then, the radar was incorporated into a cutterhead with steering controls. Next, visual displays were designed to show cutter position in the coal seam, and anticipated change in coal seam inclination, Finally, development of a telemetry system made remote control of the cutterhead possible. Simultaneously, a high-performance extended depth (HPxD) auger machine was designed with an automatic system to handle 600 ft of 36-in, diameter dual spiral flight conveyor sections. A two man crew controls all operations from a weather conditioned cab outside the VDZ, either at night or day time. As a primary mining tool, working 4000 hr/yr (2 shifts/day) recovering 60% of the coal 600 ft beyond the highwall, productlon to 500,000 ton/yr can be achieved. Mining and metallurgy have had a long history in China, and resources there have always been considered promising. Under the People's Republic of China (PRC), a remarkable industrial renaissance is underway that should further gain momentum in the years ahead. Rapid development of minerals have not only brought the PRC prominence in industrialization, but also in world affairs. Chinese mineral developments, especially petroleum, have been increasingly in the news. Oil and gas may have great potential, but a very large coal industry is already in existence. The steel industry ranks fifth or sixth in the world. The PRC is also prominent in fertilizer, cement, and salt production. The export metals are well known. Also, the country is buying heavily in nonferrous base metals. The need to know and the intense interest in the subject have prompted this study. The world significance of Chinese minerals is pointed out. The history of growth and PRC's mineral supply position are reviewed. Evaluations are made of policy considerations and regional and technical factors affecting mineral development. PRC's mineral trade and efforts to obtain equipment, supplies, and know-how are assessed. Specific reviews are made of major mineral sectors, including coal and power, oil and gas, iron and steel, nonferrous metals, industrial minerals, and fertilizers and chemicals. The overall outlook is summarized.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation , and utilization of coal . This mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British committee . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , Deputy Solid Fuels Administrator . The personnel of the mission consisted of H. F. Yancey, in charge , J. W. Buch, Thomas Fraser , L. L. Newman , and L. D. Schmidt of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology; H. Over 50 reports were written by the members of the Solid Fuels Mission . "One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

The results of full scale plate load tests on stone columns on soft clay in coastal areas are presented in this paper. Four load tests were made, two of which were performed on the ground treated with stone columns, one on an isolated stone column and the last one on the untreated ground. For a given stress range, the settlement of the rigid plate, the stress concentration factor, and the excess pore water pressure were measured. It is found that the distribution of vertical stress beneath the rigid plate supported by the composite ground of stone columns is very different in shape from the one by the untreated ground, that the stress concentration factor has a relation with the stress level and time, that the stone columns increase the bearing capacity up to by 2 times, and that the ground stabilized by stone columns is of great advantage to keep the foundation stable.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.
