Introduction PETROLEUM seepages are known in Alaska at four localities, all on Pacific seaboard. These, named from east to west, are Yakataga, Katalla on Controller Bay, Iniskin Bay on Cook Inlet, and Cold Bay on the Alaska Peninsula. Besides these, a petroleum residue has been found near Smith Bay on the north Arctic coast of the Territory. At Katalla, Cold Bay, and Iniskin Bay there has been some drilling for oil, and in the first field several productive wells have been opened up. Alaskan petroleum so far as its composition is known, is a refining oil, with paraffin base and low sulphur content. Most of what is known of the geology of Alaska oil fields is based on the investigations of Dr. George C. Martin, of the United States Geological Survey. A. G. Maddren, of the same service, has recently made a reconnaissance of the Yakataga oil field. The data to be here presented are chiefly taken from the following publications: G. C. The purpose of this paper is to review the more important developments in the production of petroleum during 1930 in Texas, excluding the Panhandle and Gulf Coast districts, giving emphasis to trends rather than to statistics. Outstanding Developments Aside from increasing curtailment of drilling operations and general prorating of production by state authority the most noteworthy developments for the year appear to have been: 1. Demonstrations of the fictitiousness of potentials as shown first by Darst Creek pool, rated at 180,000 bbl. and having actually 78,000 bbl. daily, and especially by the Hendricks pool of Winkler County, with potential of about 1,000,000 bbl. daily in mid-year and production of only 52,000 bbl. daily when opened to continuous full production in December. 2. Rapid development of the Darst Creek pool under competitive drilling. 3. Orderly and highly successful development of the Van pool under unit operation. 4. Failure of several highly rated structures southwest and northeast of Van. 5. Extension of the deep Simpson production at Big Lake and increased interest in these pre-Mississippian pays in North Central Texas and West Texas. 6. Discovery of prolific wells in northwest Rusk County from sands of Upper Cretaceous age, portending a rapid and extensive development campaign around the northwest margin of the Sabine uplift. North Central Texas It appears logical to discuss the new developments by districts as set out by the American Petroleum Institute, but North Texas and West Central Texas districts will be treated together. Wrought Hadfield steel was tested in axial tension at from 100° to —196°C, to determine flow and fracture stresses as well as conventional properties. Ductility and related properties, such as fracture stress, decreased continuously with temperature. Peculiarities during straining indicated possible martensite formation or mechanical twinning. THE mechanical properties of austenitic manganese steel have been summarized by Avery and Day,' including the low temperature tensile properties reported by Hadfield and coworkers2,3 " These data show the material to be brittle at both liquid oxygen and liquid 'hydrogen temperatures. Avery and Day report considerable ductility measured by Charpy V-notch tests at —100°F (-73°C). Since the review of low temperature properties by Seigle and Brick' show face-centered cubic structures, other than Hadfield steel, to be ductile at low temperatures, it was felt that a study of tensile properties, between the reported intervals, should show whether the decrease in ductility was a gradual decline or an abrupt drop beginning at some intermediate point. X-ray examinations were made in an attempt to shed further light on the mechanism of work hardening of austenitic manganese steel. The presence of a magnetic constituent has been found by Hall" and by Avery, Homerberg, and Cook." Krivobok7 demonstrated the growth of magnetic constituents on reheating cold-worked specimens. Hadfield2,3 ' and Goss found no a iron. The steel from which the specimens were taken was commercial hot rolled % in. diam rod of electric furnace steel. INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is being developed in southeastern New Mexico by the United States Department of Energy as a research and development (R&D) facility to demonstrate the safe disposal in salt of radioactive wastes resulting from defense activities. As part of the WIPP R&D program, a series of in situ tests will be performed to determine the behavior of drifts and storage rooms in the creeping salt medium (Matalucci, et al. 1982). Data obtained in these tests will be used to evaluate and improve numerical models used to compute the structural response of these drifts and rooms. Stress has been proposed as one of the parameters to be measured in the tests, and borehole inclusion stressmeters have been included in the instrumentation package. Cages of this type provide an indirect measurement of stress change in that they actually monitor borehole displacements which are then related to changes in the in situ stress away from the borehole. The relationship between stress and displacement is highly dependent upon the constitutive behavior of the rock in which the gage is emplaced. This relationship is well understood for rocks with linear stress-strain behavior (Fossum, et al, 1976), but, for creeping rocks like salt, the relationship has yet to be determined. Thus, inclusion gage response in salt must be investigated fully before stress measurements from the WIPP in situ tests can be used for comparisons with computed stresses The calculations presented in this paper were performed as part of an investigation of inclusion stressmeter performance in salt. The area discussed herein, commonly known as the North Texas district, embraces the following 10 counties: Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita and Wilbarger. It is underlain by two major structural features. The northernmost portion of the district, including Coolie, Montague, northern Clay, Wichita, Wilbarger, Foard and Hardeman Counties, is underlain by the system of buried mountains known as the Red River uplift, which is parallel to and closely related to the Wichita-Amarillo uplift of Oklahoma and the Texas Panhandle. While the presence of a great majority of the numerous oil fields of the area is traceable to this feature, the production in Archer, southwestern Clay and southeastern Baylor Counties is due to the influence of what is known as the Cisco arch (so called because of its influence on Cisco deposition), the axis of which extends in a northwest-southeast direction across southwestern Wichita County into Archer County. Developments during 1938 Important discoveries in the district were considerably more numerous and of more economic importance than for several years. In addition to a number of small, relatively unimportant discoveries and to the usual local extensions to the various producing fields in the several counties, at least eight fields, most of them apparently of considerable areal extent and importance, were found. The Helmerich and Payne, Incorporated and Blackwell Oil and Gas Company No. 1 Wilson. 4 miles southeast of the town of Holliday, in north central Archer County, encountered a pay of Strawn age at a depth of 3841 to 3858 ft., and was completed for an initial production of 1952 bbl. T'his well opened a new deep pool in the K. M. A. producing zone 8 miles southeast of the K. M. A. production. Subsequently an additional deeper horizon, also of lowcr Strawn age, was discovered by wells that failed to yield commerecial oil from the horizon of the discovery well.

In my short " Contribution to the Early History of the Industry of Phosphate of Lime in the United States,"* mention is made of the erection by Dr. Emmons and myself of a magnetic machine for the removal of iron-ore from the so-called "red sand," a granular form of apatite. At the time of writing, it was not possible to refer to my diary and notes, and the general statements were made from recollection. The subject seems to have special interest at this time, by reason of the many forms of machines now being introduced and patented for similar purposes; and, having received letters of in quiry for further details, I have availed myself of the opportunity, when recently at home for a few days, to refer to the original notes and records made by me in 1852, when living at Crown Point and Moriah, on Lake Champlain. The machine mentioned in my former communication mas pur chased of Ransom Cook, of Vermont. It arrived, and was un loaded from the boat and taken part way up to the nine, on October 18,1852. The weight was 1400 pounds and the cost $1200. It was constructed, not with permanent magnets but with electro-mag nets. It was set up and first turned by hand on October 28th, using twelve battery-cups or cells, the connections being made with wires in small cups of quicksilver. The magnets were not sufficiently strong, and the machine did not work well. More batteries were sent for, arid the machine was started with steam-power on Novem ber 6th. The ore was dried in kilns, then put through a coffee-mill crusher or grinder, and then fed upon the leather belt which carried it under the magnets. Many experimental runs were made, and some diffi culties were overcome, before December 21st, when the record states that the machine was working pretty well, using 24 cells and giving a product of from 3 to 5 tons a day of granular phosphate. Long-chained neutral molecules (decyl alcohol) increase the flotation of corundum with sodium dodecylsulfate and trimethyldodecylammonium chloride as collectors. This phenomenon is postulated to result from coadsorption of the neutral molecules with the collector ions. Flotation and streaming potential experiments have shown that sodium laurate is an effective collector for corundum at more dilute concentrations than sodium dodecylsulfate or sulfonate.1>2 It has been postulated that this phenomenon results from the adsorption of both laurate ions and lauric acid molecules, whereas sodium dodecylsulfate can be adsorbed only as dodecylsulfate ions, since this collector does not hydrolyze under flotation conditions. Similar effects have been observed in alkaline solutions with dodecylammonium chloride and trimethyldodecylammonium chloride as collectors.' If in- creased flotation occurs with the collectors which hydrolyze because of adsorption of the neutral molecules, purposeful addition of long-chained molecules should increase the flotation rate of minerals with such collectors as sodium dodecylsulfate or trimethyldodecylammonium chloride because these long-chained molecules should coadsorb with the collector ions. The effect of neutral molecules on flotation in these cases must depend on an adsorption mechanism which differs from that proposed by Cook for the adsorption of xanthic acid molecules by galena. For neutral molecules to function as collectors in the flotation of insoluble oxide minerals, adsorption of organic ions must first occur to provide a means of anchoring the fatty acid or amine molecules. Without adsorption of collector ions, flotation does not occur even in the presence of large quantities of neutral molecules, as is indicated by the cessation of flotation at low pH values with soaps as collectors or at high pH values with primary amine salts as collectors.' Neutral molecules, such as fatty acids, must be adsorbed through van der Waals attraction between the hydrocarbon chains of the adsorbed soap ions and the hydrocarbon chains of the fatty acid molecules. Much has been said and written about the various uses of die castings, their applications in the various industries and their advantages and disadvantages. Examination of this literature, however, fails to disclose any data concerning the effect of temperature upon any of the physical properties of die-casting alloys. The uses and applications of die castings are so numerous, and of such a varied nature, that far too lengthy a manuscript would be required to list all of them. Brief mention of some specific cases will suffice to illustrate the temperature ranges in which certain die castings function. Automobile hardware, such as hub caps, door handles, radiator caps, etc., can be used as one example. Castings of this type are constantly exposed to varying climatic conditions, temperatures ranging from below zero to upwards of 100" F. Refrigerator parts, such as ice-cube trays, etc., form another example. Approaching the other temperature extreme, we encounter conditions such as are found in kitchens in which oven-heat indicator parts, cooking utensils, waffle grids, etc., embody use of die castings, where temperatures as high as 500" F. are often met with. Because of this variation in service temperatures, it was felt necessary to ascertain the effect of these temperatures upon the physical properties of die-casting alloys. The Charpy impact test was chosen first because of its simplicity, and because of the fact that brittleness is more likely to be objectionable in die castings than hardness or other physical properties. Alloys Investigated Two types of alloys were used in this investigation—zinc-base and aluminum-base alloys. Two alloys of each group were included. Those most generally employed in the industry at present were selected. Alloys A and B are of the same nominal composition, and correspond to A. S. T. M. alloy XXI, containing 4 per cent aluminum, 3 per cent copper, 0.1 per cent magnesium, and the balance zinc of 99.99 per cent

Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation-with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals-when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that: 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier" and "public utility," although the terms are frequently confused. ' "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them."

Endurance Properties of Non-ferrous Metals Discussion of the paper of D. J. McADAM, JR., presented at the Syracuse Meeting of the Institute of Metals Division and issued, as Paper No. 1506-E, with Mining AND METALLURGY, October, 1925. H. F. MOORE,* Urbana, Ill. (written discussion).-This paper says that the results of tests of some non-ferrous metals made at the University of Illinois and in the testing laboratories at McCook Field are abnormal when they do not agree with results obtained by the author. The writer can see no inherent reason why results of the type uniformly reported in this paper are any more normal. The knee of the stress-cycle, or S-N, diagram comes at different lengths of life for different metals. For steel, the knee occurs after from 1,000,000 to about 4,000,000 cycles, and for some non-ferrous metals not before 20,000,000 of 30,000,000 cycles. The writer can see nothing inherently abnormal in finding certain nonferrous metals for which the knee of the stress-cycle curve occurs at 1,000,000,000 cycles or higher. The writer has had experience with both the cantilever and the rotating-beam testing machine, and thinks that the chance of whipping action in the cantilever machine is a more serious handicap than the action the author has pictured. Furthermore, the writer questions whether the author has shown the existence of a clearly marked and definite endurance limit for all the non-ferrous metals he has tested including the following: Nickel (CT and A-16, Fig. 1), monel (CS-5.5 and BK, Fig. 2), bronze (F and CK, Fig. 4), aluminum bronze ( BJb-1, Fig. 6).

The early history of a country is linked with its topographic features. Mountains are barriers, rivers are avenues, the sea is a highway. The first Europeans to reach the northwestern corner of the American continent, now known as Alaska, came from Asia, for the Pacific Ocean provided an approach by means of the islands that like stepping-stones stretch far westward from the inhospitable shore of the mainland. The Russians crossed Siberia and explored the Arctic coast of Asia. In 1728 a band of Cossacks was driven by a storm eastward from Kamchatka, and landed in Norton Sound.* Others followed them, and settled on the islands and peninsulas of southeastern Alaska. The mountains guarding the coast discouraged any advance into the interior. Another range, the northern extension of the Rocky Mountains, barred the westward progress of the French voyageurs and the English fur-traders of the Hudson's Bay Company. After the Russians had obtained a foothold among the Indians, the viceroys of Mexico sent successive expeditions up the coast, such as that of Pérez in 1774 and of Heceta in 1775. If the English fur-traders had not interfered, the Spanish and Russian spheres of influence would have conflicted, and the contest for control might have ended in establishing a line of demarkation somewhere near the mouth of the Columbia river. The British navigator Captain James Cook landed near Sitka in 1778 while seeking a way by water to Hudson Bay. John Dasher (Materials and Processes Engineer, Crucible Steel Co. of America, Pittsburgh, Pa.) The authors are to be congratulated for their excellent work, dramatic results, and persuasive explanation on the neglected subject of the temperature variable in soap flotation. The explanation includes why heat is helpful in conditioning and why heat is helpful in flotation. This is a fine start, but I hope the work will be continued to show which is the major effect. In the work of Noman and Dash er(1) it was found that substantially all the benefit of heat came from the conditioning step, and that results were much better if a thick pulp was conditioned hot and then diluted with unheated (or less heated) water for flotation (or agglomerate tabling) than if the same quantity of heat was used to condition and float at some intermediate temperature. In other words, heat for conditioning gives a Rood return, but additional heat for dilution water is near or beyond the point of diminishing return. Strathmore R. B. Cooke, lwao lawsaki, and Hyung Su0p Choi (Authors' Reply) Mr. Dasher'skind comments on our paper are appreciated. In view of the relative simplicity of empirical investigationsof the temperature variable upon conditioning and flotation, it ispuzzling why the subject is so neglected. Our work, being sub sidiary to the main investigation of the effect of structure of fatty acid collectorsupon iron ore flotation, was quite restricted, but we intend to return to the subject as soon as possible. Mr. Dasher's point, that given a certain number of calories it is better to invest them for conditioning in a thick pulp rather than to spread them out for both conditioning and flotation operations, is well taken and cannot be argued. On the other hand there is no question that high temperature during the flotation of iron ores induces superior frothing characteristics, and, in particular, greatly augments the rate of flotation and markedly decreases the time required for "difficult" particles to float.

The peculiar property of the lode-stone has been known for many centuries. It was very early observed that, by contact with it, iron is magnetized; and it is needless to dwell here upon the history allied to this discovery, now constituting the wonderful science of magnetism. Deposits of magnetic ore are distributed all over the world. The ore is sometimes very rich and comparatively free from gangue, sometimes sparsely disseminated in the native rock. These bodies of lean ore often cover large areas. Modern ingenuity has utilized the principle of the magrtet, originally derived from the ore itself, and really belonging to the time of Plato and Theophrastus, to separate the magnetic ore-particles from the rock which has previously been crushed. This process recovers the ore in the state of a concentrate very rich in iron and, in some cases, desirable for Bessemer purposes. The magnetic separator is no longer a novelty. It was only at the last meeting of the Institute in New York, that Messrs. Birkinbine and Edison (Trans., xvii., 728) and Mr. Robert Cook (Ib., 599) described some of' the principal designs of apparatus in use. E. S. Dana classifies the natural magnetic minerals in the following order: magnetite, pyrrhotite, franklinite, almandite and minerals " containing considerable FeO." Of these, ferroso-ferric oxide, or magnetite, is the type. The proportionate amount of ferrous oxide essential to magnetize the compound, is not established. Ferrous oxide appears to be the only magnetic oxide of iron. Tissandier (Compt. Rend., lxxiv., 531) produced ferrous oxide in the anhydrous state, by the action of carbon dioxide on pure iron at a red heat, according to the equation : Fe + CO2 = FeO + CO. This is black, crystalline and magnetic. Heated to redness in the air, it is converted into Fe3O4. Sidot (Compt. This paper presents stress-cycle graphs for five samples of monel metal and three high-strength aluminum alloys. These graphs are evidently curves with horizontal asymptote. The position of the horizontal asymptote can be determined with sufficient accuracy by extending the experiments to not more than 50,000,000 cycles. For some of the graphs, there is a slight downward slope between 50,000,000 and 100,000,000 cycles. The slope is so slight, however, that, extrapolation from 50,000,000 to 100,000,000 cycles gives the endurance limit with sufficient accuracy. Monel metal and duralumin are not exceptional among non-ferrous metals in endurance properties. IN Part I of this paper' a comparison was given of the results obtained in investigation of the endurance properties of non-ferrous metals in .three laboratories: the Engineering Experiment Station of the University of Illinois, the U. S. Air Service at McCook Field, Dayton, Ohio, and the U. S. Naval Engineering Experiment Station, Annapolis, Md. Part I was devoted to a discussion of the forms of the stress-cycle graphs obtained at the three laboratories. For comparison, typical graphs obtained at the three laboratories were plotted on the same semi-logarithmic scale. The typical rotating-cantilever graph for ferrous and non-ferrous metals obtained at the Naval Experiment Station was described as a curve descending with gradually decreasing slope to a horizontal line. In the reply to the discussion of Part I, however, this graph was described as a curve with horizontal asymptote. It. was also said that the ordinate of the asymptote (the endurance limit) could be determined by endurance tests of not more than 50,000,000 cycles. This description was intended to apply only within the range of ordinates used in plotting an ordinary endurance graph. It was recognized that if .extended upward beyond the usual field, the curvature of the graph would decrease until -the graph would either approach a straight a line or possibly reverse its curvature.

PetRoleUm seepages are known in Alaska at four localities, all on Pacific seaboard. These, named from east to west, are Yakataga, Katalla on Controller Bay, Iniskin Bay on Cook Inlet, and Cold Bay on the Alaska Peninsula. Besides these, a petroleum residue has been found near Smith Bay on the north Arctic coast of the Territory. At Katalla, Cold Bay, and Iniskin Bay there has been some drilling for oil, and in the first field several productive wells have been opened up. Alaskan petroleum, so far as its composition is known, is a refining oil, with paraffin base and low sulphur content. Most of what is known of the geology of Alaska oil fields is based on the investigations of Dr. George C. Martin, of the United States Geological Survey. A, G. Maddren, of the same service, has recently made a reconnaissance of the Yakataga oil field. The data to be here presented are chiefly taken from the following publications: G. C. Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation—with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals—when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that:.. I . 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier7' and "public utility," although the terms are frequently confused. "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them." It is, therefore, important to note that not all public utilities can be regarded as common carriers. The U. S. Supreme Court has already
