"In recent years, the demand for Rare Earth Elements (REE) have grown rapidly due to increasing demand and global supply shortage. The supply deficit of these critical elements has encouraged the search for new sources of REEs, possibly Coal and Coal byproducts. Coals from certain parts of the world can be rich in REEs, and can approach a total concentration of 1000 ppm. Two Alaskan coal samples were investigated for the effect of size and density on the concentration of REEs on three selected size fractions. Flotation tests were conducted for finer fractions. Additionally Bottom ash and Fly Ash samples from a power plant have been examined for REE concentration. The results show that the upgrade potential for REEs on ash basis from whole coal basis ranges from 2:1 to 4:1 for Wishbone Hill and Healy coal samples respectively. Flotation of the finer fraction for both coal samples, conducted under similar conditions, reveal higher concentration of REE’s in the tailings. Both coal samples have a comparatively higher LREE content than HREE. Trends of REE content of the power plant products on ash basis revealed that Fly Ash has a slightly higher concentration of both LREE and HREE than Bottom Ash. Keywords: Rare Earth Elements, Coal, Coal Ash INTRODUCTION Rare Earth Elements (REEs) and their compounds are vital components in industrial, automotive, petrochemical, defense and medical applications. Dysprosium in combination with other elements is used in laser materials and nuclear control applications. Neodymium is present in magnets that are used in green power generation such as the manufacture of wind turbines and also in hybrid cars. Europium, Terbium and Yttrium are used for devices that have visual displays such as computer screens and laptops [1, 2]. REEs pose fewer environmental problems of disposal and recycling than conventional heavy metal counterparts [1]. Rare-earth metals are key ingredients for radar systems, avionics, modern national defense and satellites [2-8]. In the last 25 years China has been mining, processing and refining Rare Earth elements at affordable prices thus gaining a virtual monopoly in the market. The many fold rise of the prices of REE elements over the last few years and frequent disruptions in supply has forced various nations to invest in indigenous extraction of REEs by increasing production from previously productive sites and to expand the production from new alternate sources including coal and coal byproducts [9]. Coal and Coal beds have been found to be significantly enriched with certain critical metals and can be a potential source for both Light Rare Earth Elements (LREE) and Heavy Rare Earth Elements (HREE) [10]. Moreover, coals with high REE concentrations have been discovered in Pavlovka and Rakovka coal deposits in Russia, Appalachian deposits in USA, Sichuan Basin deposits in China and others across the globe [10-13]. A recent study from China looked at how different trace elements (including numerous REEs) partition in various size fractions of Antaibao coal from China. The finding indicates that the REEs, phosphorous, and thorium all have their high concentrations in the particle sizes 0.5 to 3 mm, and 6 to 25 mm. REEs are also often present in the form of phosphates such as monazite in coal [13, 14]. The objective of the study is to identify the concentration of REEs in Alaskan coals and to investigate the effect of density and size in the distribution of REEs in coal and coal byproducts."

Backfill systems using unconventional cementitious hinders have been successfully used in relatively deep and hard rock tabular mines for longwall, scattered stoping and shaft pillar removals. Two unconventional cementitious systems are discussed: 1. A ground granulated blast furnace slag (GGBS) with an activator containing lime. This has been used with a total tailings 'stable' slurry at a relatively low dosage of less than seven per cent, by mass, based on dry solids. The room and pillar stopes supported with this fill were up to 20 in high and the tailings were relatively high in pyrite. .\ GGBS binder plus a silicate based activator and gelling agent that virtually eliminated all water drainage (and hence post filling shnnkage). The system used a slurry, but the addition of the ;iutivator created a final placed product that had the behaviour of a paste. The system has been successfully used for almost ten years in the following applications: ò sloping widths (mining heights) above 1.6 in; and ò shaft pillar removals in seismically active areas at the end of the life of the shafts. \This paper discusses the technical merits and costs of the systems and compares them to other fill systems (including true paste systems).

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No.4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10-20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove grindabilities all appear to change linearly with temperature within the 275" C to 325" C range.

REEs are often classified into light-group rare earth elements (LREEs) and heavy-group rare earth elements (HREEs). This classification is primarily based on the electronic configuration in the outermost shell. LREEs, ranging from lanthanum to gadolinium, have a single or no spinning electron in the outermost 4f shell while HREEs, ranging from terbium to lutetium, have paired electrons in the 4f shell. This difference in electronic configuration is responsible for the differences in physical and chemical properties of REEs."

The Savage River open cut magnetite mine is located in rugged terrain in densely rain forested northwest Tasmania. The mine and concentrating plant are both in the Savage River valley. Pickand Mather Incorporated (PMI) operated Savage River as an open cut magnetite mine between 1966 and 1996. Acid rock drainage (ARD) was first noted in the last ten years of the operation, leading to elevated concentrations of heavy metals downstream of the mine. When operations ceased in 1996, PMI returned the mine to the Tasmanian Government along with a remediation fund of $11.4 million. At that time, the assessed cost of remediation was in excess of $120 million. As a result of the ongoing ARD contamination and to facilitate both a new operation and effective remediation, Goldamere Pty Ltd negotiated an agreement with the Tasmanian Government in 1996, which resulted in the Goldamere Act and the Goldamere Agreement. The agreement has allowed Australian Bulk Minerals (ABM) to remediate the Savage River mine in conjunction with the Tasmanian Government while re-invigorating a previously closed mine by providing ABM with an indemnity against past pollution. ABM can configure its mine and waste planning activities to maximise remediation benefits without fear of future litigation for past mistakes. The effect to date has been the development of a long-term strategy to remediate the Savage River and short-term remediation works such as water management, which provide benefits to the ecosystem. After five years, the Savage River is no longer significantly impacted by ARD for 30 kilometres downstream and trout are now reported within the reaches of the mining lease. The arrangements between ABM and the Tasmanian Government are an example of a genuine WIN WIN situation where co-operative environmental management of the site results in significant improvements and where the æregulatorÆ and the æminerÆ are working together to achieve mutually beneficial goals. The end result is a significant benefit to Tasmania.

The Claim Point chromite deposits are at tidewater near the southern tip of the Kenai Peninsula in southwestern Alaska, The United States Geological Survey had a field party in the region from July until September 1940 under P. W. Guild, assistant geologist; maps and geological data were assembled and made available to the Bureau of Mines. A preliminary investigation of the deposits at Claim Point by the senior author during July 1941 was followed by surface sampling and core drilling to determine the quantity and grade of the ere, The Geological Survey was represented at the project by George O. Gates, geologist. Cores were checked and the structural data revealed by drill cores were interpreted. The principal chromite deposits have been sampled and delimitated by trenching and core drilling. Other deposits were trenched and sampled but were too small or too low-grade to warrant core drilling.

"The story of packaged explosives begins with the use of black powder (also called gunpowder) in mining. Although discovered in the 13th century, it was not until 1627 that the first records of use in mining is recorded. It took until the early 1800's before its use began in underground coal. Althougha free-running, granular material, its recommended (and safest) manner of use was for the miner to pour it into ready-made or onsite formed paper bags prior to insertion into the borehole. This was absolutely necessary in horizontal or upward-slanting holes."

In cut-and-break rock excavation use is made of the fact that breaking rock in tension towards a free face requires a specific energy of excavation which is small in comparison with that required for rock excavation using conventional tools operating by a process of indentation of the rock.The process of cut-and-break excavation comprises firstly a cutting step in which a groove is cut into the rock surface, followed by a breaking phase in which a tool is inserted into the cut in order to break the rock adjacent to the cut.

In Louisiana salt mines a sudden erruption or outburst of salt and gas occurs when the heading face approaches a pressure pocket (altered salt with high pressure gas). The resulting cavity is semi-ellipsoidal, reaching lengths of 50m or more. Potential risks from the outbursts include loss of life and equipment. A gas outburst is initiated by "disking" of the salt in biaxial compression and propagates by spalling of the cavity walls and further disking. The outburst is terminated by a combination of dilatancy hardening, increase in stress along the cavity axis, and enlargement to boundaries of the pressure pocket.

[SECRETARY'S ]NOTE.-The following notes, arranged and edited in this office, but not yet revised by the author, were placed at my disposal with much modest hesitation (due to their incomplete and fragmentary character), upon my earnest request, and my argument that such recent and trustworthy data concerning a new and important mining industry ought not to be withheld from our Transactions, simply because they are not sufficient to constitute a, complete academic treatise on the subject. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transactions. In a number of instances, death has nulli¬fied this ambition, and the intended "monumental" contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experience thus hopelessly lost to the world.-R. R.] The official publications of the the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook's report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61° E., on the the Lozva river, a part of the vast system of the 01) river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full of fish, and is navigable for good-sized steamers as far as Ivdell. A number of interesting wells were drilled in north central Texas during 1940. The Shell Oil Company's Smith well in scc. 143, block I, H. and T. C. survey, Stonewall County, was completed for an initial production of 581 bbl. per day from the Mississippian limestone, with a total depth of 6065 ft. The same company's Patterson well, sec. 393, block D. H. and T. C. survey, Stonewall County, tested the Ellenburger limestone and was abandoned as a dry hole with a total depth of 6760 feet. In Nolan County the Tex-Harvey Oil Co. drilled a well in sec. 43, near the Tipton well, which was completed as a small producer in the Strawn section. The Tex-Harvey well tested this producing horizon but was abandoned as a dry hole with a total depth of 5210 feet. The Montour-Haggart well, sec. 184, block 2, H. and T. C. survey, Fisher County, tested the Strawn and was abandoned with a total depth of 5664 feet. The Georgian Oil Company's Blach, sec. 309, T. R. and L.. Shackelford County, encountered the top of the Ellenburger limestone at 4725 ft. After being plugged back to 3915 It. from a total depth of 4825 ft., the well tested 10 bbl, of oil per day and 300 bbl. of water. The W. I. Sothern No. 2 Carlisle well in sec. 293 was deepened to the Cambrian. The top of the Ellenburger was encountered at 6540 fcet. A wildcat well in Fisher County, the E. A. Stephenson-Maberry, apparently opened a new pool when the well encountered sand from 3298 lo 3302 ft. and was completed for 50 bbl. per day in the Cook sand horizon. In Jones County, the King Oil Company's Olsen well, sec. 158, B. B. B. and C. survey, extended the Avoca-Olander pool. The well was completed for 263 bbl. in 8 1/2 hr. from the Palo Pinto limestone, from 3298 to 3302 ft. Ungren-Frazier extended the Akard pool with No. I Akard, in the D. 'T. Bruce survey. The well was completed for 83 bbl. per day from the Cook sand, encountered from 2109 to 2126 feet.

Some physical as well as chemical aspects of the methods of dispersion of various corn starches and their derivatives are investigated and their effects as depressants in anionic silica flotation of iron ores ascertained. The adsorption behavior of starches on hematite and quartz is strongly affected by their molecular sizes as inferred from viscosity measurements. The implication of this behavior on flotation and flocculation is discussed. Mechanical treatment of causticized starch solutions is shown to reduce the starch requirements in flotation appreciably. Starches and starch products have been used as depressants for iron oxides both in amine flotation of siliceous gangue and in soap flotation of activated silica from iron ores. Cooke and his associates1,2,3,4 extensively studied the effects of certain starches and their derivatives in the amine flotation of iron ores at near-neutral pH and found that although most starches were good flocculants for hematite and de- pressed that mineral more or less selectively1,3 they did not flocculate quartz suspensions. Further, that replacement of active groups in corn starch modified its behavior as a flocculant for hematite or quartz suspensions1 and as an iron oxide depressant. Schulz and cooke2 showed that many starches and their derivatives, except aminoethyl starch, were abstracted more effectively by Brazilian hematite than by quartz and that the adsorption of a starch product was strongly dependent on pH and on the presence of calcium ion. In soap flotation of calcium-activated quartz, certain starches and their products have been used to depress iron oxides.5'6 The behavior of these substances in flotation appears at times to be at variance with those previously reported and especially with results obtained in the Mines Experiment Station laboratories. This is attributed, at least in part, to differences in flotation procedure and flowsheets and in the method of preparing the depressant. Most of the investigators referred to above, solubilized the starch products by autoclaving at 120°C. Others have used acid,7 alkali8 or oxidizing agents.9 In view of the limited knowledge of the depressing action of starches and their derivatives in iron ore flotation, particularly in soap flotation of calcium-activated silica at high alkalinity, an extensive study

During the past ten or twelve years, the average reader of newspaper and magazine articles has been led to believe that enormous deposits of high-grade coal exist in the northland and that these can be mined for practically nothing. But much of the reputed glitter and attractiveness of Alaskan coals disappears when viewed at close range. Many areas of coal-bearing rocks are widely distributed geographically from Cape Lisburne, on Bering Sea, to Admiralty Island, south of Juneau. Bituminous coal is found at Cape Lisburne, on the Bering Sea, at Five Finger Rapids on the upper Yukon, and at Herendeen Bay and Chignik Bay; lignite is found on the Kobuck River, along the Yukon River from points near the mouth to Tonakat, near Rampart, at Dawson, on the east shore of Cook Inlet, and in the Tanana Valley, 50 mi. south of Nenana. The Susitna and Matanuska Valleys contain coal ranging from lignite to anthracite, and in the Bering Lake district, there are coals ranging from semi-bituminous to anthracite. No effort will be made to describe all of these fields, but the writer will confine himself to the four principal fields, namely, the Nenana field! in the interior of Alaska, tributary to the Fairbanks district; the Matanuska field, in the Matanuska Valley; the Kachemak Bay field on the east shore of Cook Inlet; and the Bering River field, east of the mouth of Copper River. Nenana Coal Field The Nenana field occupies an area east of the Nenana River 70 mi. (112 km.) southwest of Fairbanks and approximately 50 mi, from the town of Nenana, which is located at the junction of the Alaskan Railway and the Tanana River. It is on the northern flank of the Alaskan Range and occurs within the foothills of that district. The elevations range from 1000 to 4000 ft. (304 to 1219 m.). Future developments may prove the field to extend from a considerable distance west of the Nenana River to the headwaters of the Tanana River. [Secretary's Note.—The following notes, arranged and edited in this office, but not yet revised by the author, were placed at my disposal with much modest hesitation (due to their incomplete and fragmentary character), upon my earnest request, and my argument that such recent and trustworthy data concerning a new and important mining industry ought not to be withheld from our Transactions, simply because they are not sufficient to constitute a complete academic treatise on the subject. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transaclions. In a number of instances, death has nullified this ambition, and the intended "monumental " contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experieuce thus hopelessly lost to the world.—R. H.] The official publications of the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook's report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61" E., on the Losva river, a part of the vast system of the Ob river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full offish, and is navigable for good-sized steamers as far as Ivdell. Winter lasts from early November to late April, the temperature ranging from -60" F. to a summer maximum of 90° F. Marcona Corporation produces about 3.5 million long tons of iron ore pellets annually on its two travelling grate pelletizing machines at San Nicolas, Peru. During 1969, these pellets will be shipped to customers in four marketing areas--Japan, the United States, Europe, and South America.
