Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. The continuous miner training system provides classroom materials training aids, and a continuous miner simulator to provide a short, intensive instruction and skills development program for training or retraining continuous miner operators. This project included refinement of training objectives, revision of training aids, improvements to the simulator, and evaluation of the entire system. This report describes the revised classroom materials and the validation of the training system.

Additional testing of two prototype instruments for the discrete detec­tion of submicrometer particles in metal and nonmetal underground mines is described. The detectors are designed to utilize properties of submicrometer particles to distinguish between those produced by fires from mine ambient particles primarily resulting from diesel engine exhaust. One instrument is based on the ability to pyrolyze fire produced parti­cles, but not diesel exhaust particles. An alarm is produced when the ratio of pyrolyzed to unpyrolyzed particles exceeds a preset value. The other detector utilizes a continuous flow ion chamber preceded by a denuder to remove charged particles. Discrimination against diesel produced submicrometer particles results because the diesel particles are naturally more highly charged than fire produced particles. In-mine testing was conducted over a period of several months. Both in­struments exhibited an ability to discriminate against diesel exhaust. However, problems with the recording equipment, and with the instruments themselves, due to large ambient dust particles, prevented enough data from being obtained to choose between the two methods. Recommendations to correct the problems are made.

The possible utility of selected compositions in the systems SrO-ZrO2-MgO and SrO-ZrO2-Dolomite for commercial refractory products was confirmed in this study. Specifically the compositions of interest are located in the sub-systems SrZrO3-ZrO2-MgO and SrZrO3-ZrO2-Dolomite. Both sub-systems have regions that are not affected by hydration, but the sub-system SrZrO3-ZrO2-MgO has a larger candidate compositional region. Solid state phase relations were determined for the subject systems over the temperature range 1600°C to 1300°C, with compatibility diagrams presented for each. The systems appear to show good refractory character with no apparent low melting compositions. As the compositions of commercial interest lie mostly in the higher ZrO2 portion of each system, information is presented regarding the firing treatment required to develop stabilized cubic ZrO2. A list of suggestions for further study of these systems, to further delineate the characteristics required for possible commercial utilization, is presented.

"Between 1934 and 1956, nearly 31 million grams of gold were produced in the Matachewan area from deposits on properties belonging to Young-Davidson Mines Limited and Matachewan Consolidated Mines Limited. In 1979, production from these properties was renewed by Pamour Porcupine Mines Limited.Most of the gold produced has come from relatively lowgrade deposits (3.4 gl t or less) that occur in an east-trending belt of dykes and irregular bodies of trachytic syenite. Although small by comparison, these deposits have some of the characteristics of porphyry copper-molybdenum deposits. The mineralized syenite contains up to 5 per cent disseminated pyrite and is highly fractured and cut by quartz and quartzcarbonate veinlets. Gold occurs as native gold along fractures, in quartz veinlets and as minute inclusions in pyrite. Minor chalcopyrite and trace amounts of scheelite, molybdenite and galena are also present. Mineralization was accompanied by potassic alteration, consisting mainly of potassium feldspar.Some gold was also produced from small, but higher-grade, deposits in volcanic rocks. These deposits occur near the syenite-hosted deposits and consist of quartz veins and stringers mineralized .with pyrite and gold. Minor gold is present in some low-grade, porphyry-type copper-molybdenum occurrences and, locally, in large, isolated quartz veins.Lead isotope analyses suggest that the gold deposits were formed at about 2700 Ma and were locally remobilized at approximately 2400 Ma, following the Kenoran orogeny. The deposits appear to be genetically related to felsic magmas emplaced in an epizonal environment and deposited from hydrothermal solutions relatively concentrated in S and K20."

Nitrogenase activity (C2H2 reduction) was found to be associated with the following grasses in the field: Agropyron dasystachyum, Agropyron smithii, Aristida purpurea, Oryzopsis hymenoides and Stipa comata. Uptake of fixed nitrogen was also demonstrated for these grasses. Two unidentified nitrogen fixing bacteria were isolated, one from Stipa comata and one from Aristida purpurea. Cynodon dactylon and Agropyron cristatum were successfully inoculated with the unknown isolate obtained from Stipa comata. The inoculated plants exhibited nitrogenase activity (C2 H2 reduction) whereas uninoculated controls gave negative results.

It was not many years ago that people would have argued that a coal session did not belong at an International Mining Convention. Historically, steam coal has always been used domestically due to its natural geographic diversity and high transportation expense. Times have changed. With the help of Opec, steam coal has gone international. As opposed to metallurgical coal, whose trade routes have a long history, whose supply sources are more limited and whose market growth is seen by most to be relatively flat, steam coal export forecasts are calling for more than a doubling by 1990 and a quadrupling by the year 2000. Suddenly, one must be familiar with coal mining on a global basis in order to predict which regions will be able to fill these markets.

"A general review of the wear problems encountered in the mining industry is presented and current practice for wear protection systems is reviewed.A new concept in wear protection is described and compared to alternative systems. Utilization of conventional stud welding technology and abrasion-resistant wear studs is shown to be a useful supplement or substitution for conventional techniques. Operating life of many consumable components can be increased by up to four fold. The technique is highly portable for on-site field application or can be used in shop environments.Details of the wear protection model and metallurgical properties of the wear component are also reviewed. Laboratory wear test data are reported to supplement field test performance or to screen potential alloy compositions for application in specific environments.A Review of Wear Problems and Wear ProtectionThe emphasis on wear protection has increased in recent years because of the increasing impact of the potential savings in time, materials and energy. A 1974 German study concluded that attention to tribology, the study of friction and wear, could save approximately $3 billion, and a study in the U.S.A. at the same time put the figure at $100 billion of which $20 billion was for materials. A more recent American study put the energy component of the potential savings at $16.2 billion per year. A recent British study estimated the total potential savings in the U.K. as $1 billion per year, with the largest savings coming from lower maintenance and replacement costs ($500 million), lower breakdown costs ($250 million) and increased machinery life ($200 million). These three major contributions are all potentially accessible in the mining industry."

One criterion central to most definitions of reclamation is the restoration of mined lands to their original productive potential. This is often difficult to achieve on mined lands in the Northern Great Plains because of the rigorous climate (Bares 19;2) and various soil related problems including sodicity, salinity, soil permeability, low organic matter and plant nutrient deficiencies (Malakondaiah and Safaya 1982). Field study sites were established on recontotured mined areas during the early 1970's (prior to the topsoil mandate) in which several amendments were tested for their ability to improve spoil/topsoil conditions and, hence, increase plant production. Physical and chemical properties of these control (untreated) and amended spoils and topsoils have been summarized (Safaya et al. 1982). A number of grass and legume species combinations were studied. The general effects of one time (prior to seeding), single rate (approximately 100 mT ha-1) application of leonardite and/or slack coal to spoils and topsoils was the reduction of grass dry matter yields (NB 1 test site: dry matter yield (DMY) without slack was 110 g m 2 yr I ; DMY with slack was 80 g m -2 yr 1 I and the promotion of legume establishment and yield (SB test site: DMY without leonardite was 13 g m 2 yr -1; DMY with leonardite was 93 g m 2 yr 1). On South Beulah topsoil, treated with leonardite, production of weedy species was remarkably lower than that without leonardite (SB test site: DMY without leonardite was 252 g m - yr -1; DMY with leonardite was 177 g m 2 yr 1). The general effect of commercial fertilizer applied one time prior to seeding (rates ranging from 9-13-0 to 44-1 12-28 kg ha-1 of N-P-K) was to increase plant production during the first two to three years after which the effect disappeared. This effect was much more pronounced on spoils (NB I test site: DMY on spoils without fertilizer was 53 g m -2 yr -1; DMY on spoils with fertiliser was 132 gm -2 yr -1). Weedy species accounted for most of the biomas, production during the first growing season. Three of the test sites were designed to study plant production on topsoils and spoils. Establishment and production of grass species were comparatively better on topsoils (30 cm in depth) than on spoils while legumes were most successful on the soils (Center test site, 1979; DMY of grasses on topsoil was 170 g m 2 yr -1 DMY of grasses on spoils was 52 g m -2 yr -1; DMY of legumes on topsoil was 20 g m -2 yr -1; DMY of legumes on spoil was 191 g m 2 yr -1). Total plant production on topsoiled (302 m thickness) plots at the South Beulah site (DMY in 1979 of 269 g m 2 yr 1) was comparable to that of native western wheatgrass prairie (DMY of 262 g m -2 yr -1). An experiment was conducted to find out if time of planting would have any effect on establishment of grasses on spoils. It was fund that late fall seeding was superior to spring planting for establishment of wheatgrasses at NB 3 test site (Control Plot, 1975: DMY on spring-seeded was 1 g m -2 yr - 1; DMY on fall-seeded was 55 g m -2 yr -1). In general, wheatgrasses (slender, streambank, thickspike and western) yielded the most aboveground biomass of all the grass species tested; yellow sweetclover was the most successful legume. Yellow sweetclover established and was productive on both spoils and topsoils but only where competition with grasses was apparently minimal. Durar hard fescue established and thrived on topsoil but dry matter production was low compared to that of wheatgrasses. Emerald crown-vetch demonstrated a potential for growth on spoils where water conditions were adequate, whereas side-oats grama, prairie sand-reed, alkali sacaton, and bird's -foot trefoil demonstrated only sporadic success. Little bluestem did not become established at any of the test sites. Peak production of the planted species, especially grasses, was generally reached by the second week of July. Legume and weed production continued to increase into late August.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

This paper discusses the impact of taxes at the state and federal level on typical on-shore oil and gas exploration economics in the USA. Taxes considered are the windfall profits excise tax, state production (or severance) taxes, state income tax, and federal income tax. Also considered will be market prices for oil and gas in the USA. The effect of government take as a percent of revenue, on rate of return, discounted Payout, and discounted cumulative cash flow is shown on the attached tables. The conclusion drawn is that tax laws, while rarely the most important factor to be considered when drilling a well, can have significant impact on the profitability of oil and gas ventures, and should be considered when determining where to drill. Hypothetical exploration wells were analyzed for the impact of tax laws on project profitability. The results of this study show that when factors other than taxes are postulated to be the same (such as producing rate, capital, operating costs, and prices), cash flow can vary by as much as 68% due to the differences in the tax laws. Other significant findings for the cases studied include: (a) that discounted payout varied by as much as 1.8 years, (b) that rate of return differed by up to 67% and (c) the total tax rate as a percentage of revenue had a maximum variance of 33%.

The Piedmont physiographic province of east-central Alabama lies in a humid subtropical climatic zone. Such an area with mature land forms underlain by rocks rich in feldspars provides conditions condusive to development of gibbsite, a major source of alumina; a raw material for which the United States relies on foreign suppliers for 85 percent of its needs. Gibbsite occurs in the northern and inner sections of the Piedmont Province of Alabama in Coosa, Clay, Randolph, Chambers, Elmore, Tallapoosa and Lee Counties in soils and saprolite derived from amphibolites, granites, feldspathic hornblende gneiss and other gneissic rocks. The major occurrences of gibbsite are in areas underlain by hornblende gneiss in Chambers and Randolph Counties. This region provides the proper physiographic and mineralogical setting for large areas containing up to 25 percent of saprolitic gibbsite. These areas provide potential sources of alumina that could be used to meet the United States future needs. Narrow zones and pockets rich in gibbsite also occur in soil and saprolite derived from areally restricted feldspar rich zones of narrow linear amphibolites in the inner Piedmont and feldspathic zones in various granites distributed throughout the Piedmont.

"A preliminary evaluation, based on existing data, has been made of the implications of placing radium-barium sludge in tailings areas. The study was restricted to a consideration of possible increases in the quantities of radionuclides escaping to the environment through either groundwater or surf ace water, considering the types of tailings treated and the effluent treatment systems currently operating in Canada.IntroductionIn the recovery of uranium from ore deposits, the tailings produced by mine/mill complexes are conveyed to impoundment areas in slurry form. After settling, the supernatant is discharged to the environment together with runoff from precipitation on the tailings bas in. Currently, all operating uranium mines in Canada employ barium chloride treatment to control the release of dissolved radium to the aquatic environment. The dissolved radium in the tailings decant is precipitated with barium chloride, forming (Ra,Ba)SO4, and allowed to settle in ponds or lakes. In some instances, settling tanks have replaced ponds and flocculants have been added to aid settling. Because the Atomic Energy Control Board does not consider the precipitation ponds to be suitable for final disposal of these sludges, acceptable sites must be found. Options which have been suggested for sludge management include underground placement either in worked-out mine areas or in special chambers, or placement in the tailings areas. Conceptually, the latter alternative is attractive and probably would minimize sludge handling. This alternative would be subject to the AECB policy which requires that upon abandonment, radioactive releases from a tailings area must be within present regulatory limits and that treatment to meet these limits should not be required in perpetuity.No quantitative data exist concerning either the effect of physical and chemical conditions in the tailings on resolubilization of radium from precipitated sludges or the fraction of this additional radium which would be released."

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. A survey of endomycorrhizal fungi occurring on orphan coalmine lands in Western and Eastern Kentucky revealed a great diversity of species present. Thus a large number of fungi are available for isolation and evalution for enhancing revegetation of mined land. Endomycorrhizal fungi isolated from orphan mines stimulated growth of sweetgum seedlings on mine soil at low fertilisation but inhibited growth at high fertilization; this growth inhibition at high fertilization did not occur with plants growing on peat-perlite. Banding of endomycorrbizal inoculum was not advantageous, compared with incorporation of inoculum throughout the growth medium, for production of mycorrhizal sweetgum seedlings. Newly reclaimed mine spoils were nearly nonmycorrhizal, compared with land reclaimed four or eight years earlier. A procedure for isolation of single-spore cultures of endomycorrhizal fungi was developed; this procedure is necessary for studies of ecotypic variability. A practical procedure using container-grown Pisolithus tinctorius-infected shortleaf pine seedlings for production of large numbers of bareroot pine seedlings infected with P. tinctorius for mined land reclamation was demonstrated.

Several growth chamber and laboratory experiments were conducted to study the germination behavior of plant species on mine spoils and plant growth responses to nutrients on spoils and topsoils. Experiments were conducted to study the germination potential of some native and introduced species under various conditions. The seeds of green needlegrass, side oats grama, thickspike wheatgrass, crested wheatgrass, birdsfoot trefoil and emerald crownvetch were less tolerant, whereas those of alkali sacaton. durar hard fescue, slender wheatgrass, yellow sweetclover and alfalfa were most tolerant to the sodic mine spoil conditions. Addition of leonardite improved the germination potential of some of the poor genninators. Slender wheatgrass and yellow sweetclover were used as test plants to study the fertility status and productivity potential of stockpiled topsoils and spoils collected from Center. Glenharold and South Beulah of North Dakota. The topsoils were neither saline nor sodic but low in N and P. The spoils were neutral to alkaline with SAIL of 12-32, EC of 1.8-5.5 mmhos/cm, Olsen&apos;s P< µ4g/g, and total N <0.07%. Application of N and P together to the topsoils increased the yield of wheatgrass and sweetclover by 88% and 70% of their respective maximum yields, whereas near maximum yields were obtained for both the species by the same treatments to the spoils. The average yields on topsoils were higher than the yields on spoils. The concentrations of major nutrients were higher in plants grown on topsoil, whereas the opposite was true with the concentrations of Mn, Zn, and Cu. Growth chamber experiments were also conducted to study the growth responses of alfalfa, oats and slender wheat grass by the application of Mn and Zn to a sodic coal mine spoil which was previously used for pot culture experiments. Significant growth responses to Mn and Zn were observed in alfalfa but not in oats or slender wheatgrass. Fertilizing the spoil with Mn along with NPK increased the yield of alfalfa to 85% and with Mn + Zn to 99%. Growth responses and plant composition results of this study confirm that the application of major nutrients to spoils can accentuate Zn and Mn deficiencies in some plants.

"The introduction of large boreholes underground initially involved taking the techniques of open-pit bench blasting to the production stope, but with deeper boreholes and narrower stopes more controlled techniques must be developed in order to maintain good stope walls and prevent dilution of ore or structural damage to pillars due to blasting overbreak. The points discussed are drilling accuracy and drill pattern, the relationship between open-pit wall control and underground mining, the varied explosives products and initiation devices available, and some of the many ways that variations in loading, such as deck charging, etc., can produce desirable results.IntroductionThe use of large-diameter blastholes for underground mining began ten years ago and today they are widely employed in a variety of orebodies and stope configurations. These big blastholes, which range in size from 4.5 to 8 inches in diameter, were originally employed in the same manner &apos; as open-pit bench blasts; that is, the stope was silled out to full width and all holes were drilled vertical and parallel. This was suitable for competent, massive orebodies, however the popularity of the big drills saw their usage in more narrow stopes, often with poor ground conditions. The dipping orebodies and small drill sublevels resulted in inclined drilling.Today, there is full-ring drilling of 4.5-inch holes. Some 6.5-inch holes are drilled up to 350 feet deep. A 350-foot borehole may contain 6000 to 7000 pounds of explosive. The detonation of this size of charge weight within the confines of an underground stope can have considerable effect on the stability of stope walls and adjacent pillars. Obviously, precautions must be taken to minimize the damage which would result from the large charge weights possible with these big boreholes."

The word "slurry" was used by Dr. Melvin Cook and Mr. Henry Farnam to describe a new blasting agent developed in 1956. This development, along with the development of ANFO triggered the Modern Era of Blasting. We have seen the results, a massive expansion in the commercial explosives industry. Someone once said, "You can't know where you're going if you don't know where you've been." With that in mind, this paper deals to some extent with the origin and development of slurry explosives and then with their future high potential.

The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

This Bureau of Mines publication describes and evaluates a Standard Industrial Classification (SIC) based end-use data system for minerals that is designed to link the demand for minerals to economic activity in commercial uses. The new data system is two-dimensional. The first dimension of technical product classes (TPC&apos;s) measures the consumption of minerals in major primary intermediate products. The second dimension measures the consumption of these TPC&apos;s in SIC end-use sectors in sufficient detail to identify the major determinants of demand for each TPC. Intercomodity comparisons are achieved at the level of SIC two-digit major groups. The methodology was developed so that all available sources of information from Government and industry can be utilized at minimum cost. This information will be supplemented with additional data to be obtained by modifying existing Bureau of Mines canvasses so as to elicit additional quantitative responses from mineral producers. The new data system is expected to improve significantly the ability to forecast demand for minerals, and provide an information base that would, for the first time ever, permit resolution of such questions as trends in substitution among materials and the intensity-of-use of materials in end-use sectors. For the 42 TPC?s identified in the report, data are available for the new system from current sources or, except for three TPC?s that require new canvasses, can be obtained by modification of existing Bureau canvasses.
