ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

PRESIDENT Edwin Ludlow and Secretary Bradley Stoughton made their first-trip of the year 1921 to visit Local Sections of the Institute, and talk over Institute interests and policies, during the early part of April. The main purpose of the trip, as usual, was to bring back to headquarters suggestions or comments on the Institute's work on the part of, members. The trip was made a brief, one by the necessity of remaining in New Fork until Apr. 1, and of the attendance of President Ludlow at a meeting of American Engineering Council and. the organization of a Philadelphia Section of the Institute in Philadelphia on Apr. 16.

A few years ago, (March 3, 1915) Congress passed a law providing for the establishments of ten mining experiment stations under the supervision of the Bureau of Mines. In 1917 the Secretary of the Interior decided that one of these stations should be devoted to Petroleum, and in the early part of 1918, approved the establishment of the Petroleum Experiment Station at Bartlesville, Oklahoma, upon the condition that the city furnish the site for the buildings and guarantee $50,000. for the erection of the buildings. A building site of 5 acres and the necessary building fund was furnished by the Bartlesville Chamber of Commerce.The buildings consist of an administration and laboratory building, both of brick construction. The former is a two-story structure of eight rooms. A large room occupying over half of the main floor is devoted to the library, reception room, and clerical force. The remaining rooms comprise a drafting room and six offices occupied by the staff assigned to this station. The laboratory is a one-story brick building and contains a well-equipped chemical and physical laboratory, also a machine shop and mechanical laboratory. In addition to the main buildings there now are on the property an experimental refinery, a blue-print house, and a store house. These latter buildings are all of sheet-iron construction.

"Prewar Conditions:Metallic magnesium may be considered a war metal, but a war metal with a future, so far as the industry in the United States is concerned. Its production in the United States prior to 1915, on a commercial scale, was negligible, but imports prior to that year may be taken as a gaze of the demand for the metal. Unfortunately, magnesium was not listed separately by the Department of Commerce prior to the war, among the importations, but was included with other metals, as follows: ""Barium, calcium, magnesium, sodium, and potassium, and alloys of which said metals are the component materials of chief value."" However, the imports of metals enumerated other than magnesium were probably small, so that the importations under the above caption may be considered chiefly metallic magnesium in one form or another and, therefore, is an approximate gage of the demand for the metal in the United States. These imports were as follows:These figures are so close that they give a good idea of the figures for the respective calendar years.Of this prewar use, it has been estimated that about 85 per cent was used annually and in approximately equal quantities in the production of (1) flash-light powder, (2) fire works, (3) aluminum casting work, and (4) nickel and nickel-copper alleys, such as monel metal, etc. The re¬maining 15 per cent was employed for general uses, such as deoxiding brass and other copper alloys in foundry work, and to a small extent in laboratory and research work."

The uses of talc are many but are not, in general well known or fully developed within the last decade several companies have realized the possibilities of greatly increased use and have intelligently proceeded to develop some of the fields which seemed most promising. This has had a tendency to lift talc from the obscurity in which it had existed for years, but the work is only started and much remains to be done. Considerably more attention has been paid to the technology and utilization of talc in Germany and Austria than in this country, despite the fact that the United States produces 65 of the world's talc and Germany and Austria combined but 5.4%. In the "Bericht,uber die tatigkeit des verbends der talcum-interessenten in Oesterreich-Ungarn" (Proceedings of the Austro-Hungarian Talc Association), for the years 1912 and 1913, many notes upon new uses appeared, together with suggestions as to further development of old uses. Aside from a few notes on the use of tar in paper, little has been published in the English language upon this subject. By recent action of the Talc and Soapstone Producers Association (U.S.A.) funds for research into the properties and uses of talc have been made Available and it is hoped that markets will be materially broadened a a result of this work.

"Introductory Statement.In founding any kind of castings, even with the best practice, scrap castings are produced because of rejections for certain defects. Casting los¬ses are a serious source of financial loss in iron and steel foundry practice as well as, in brass and bronze, but they are particularly serious in aluminum foundry work because of the high value of aluminum. The indications are that in many aluminum foundries in the United States, the casting losses are at times high, and in some plants they are entirely too high when compared with average practice. Of course, defective castings have a residual value for remelting, but if much machine work has been done on a casting before it is scraped, the labor costs alone may exceed the value of the metal and even that of the rough casting.In a foundry, the monetary losses incurred through the production of waster castings can be ascertained from calculations based upon adequate scrap-loss reports. Such reports, when properly kept and interpreted are a valuable aid in finding foundry costs, but they are primarily useful in diagnosing the causes for casting losses. Many aluminum foundries in the United States do not keep adequate records of strap losses; as a result the causes for defective castings can not be traced, nor preventative measures adopted. However, some of the large aluminum foundries keep excellent records, and it has been found that these involve little extra expense for clerical work. If a foundry man will study his daily production of defective and waster castings, he will be able to trace the causes or losses and then make such corrections in his plant practice as will effect a considerable reduction in these losses -- as much as 50.0 per tent in some foundries. If all the present casting losses of the United States could be reduced 50.0 per cent, by eliminating only the readily preventable defectives, a saving of several million dollars would accrue. In the aluminum-foundry industry alone, the saving would amount to about $600,000."

"In the fall of 1919, the U.S. Bureau of Mines began an inquiry as to the possibility of utilizing airplanes in conjunction with its rescue work, for quickly transporting engineers and oxygen rescue-apparatus to mine disasters.It was realised that this proposed use of airplanes has serious limitations, and if it were feasible, that the Bureau would have to rely on the cooperation of the established aviation fields of the U. S. Air Service for furnishing airplane service. Therefore Van. H. Manning, Director of the Bureau of Mines, under date of October 28, 1919, wrote the Director of Air Service outlining the rescue and first aid organization of the Bureau, the location of headquarters of district engineers, the distribution of safety cars and stations, and other essential details, and asking whether the Air Service could cooperate with the Bureau in the event of serious mine disasters. Major-General Charles T. Menoher, Director of Air Service, responded that the Air Service would be glad to cooperate insofar as possible, and designated those Air Service stations nearest the district engineers' headquarters, which might be best able to assist.The Bureau of Mines has ten mine rescue cars and eight mine safety stations distributed throughout the mining regions of the United States. The cars are each equipped with sets of oxygen mine-rescue breathing-apparatus and first-aid supplies. The car personnel consists of a mining engineer, surgeon, foreman, first-aid miner, clerk and cook. A foreman miner is in charge of each station and at five of the eight stations are mine safety trucks. The work of the cars and stations is two-fold; (1) Assisting in rescue and recovery work at mine disasters, and (2) training miners in mine rescue and first-aid methods, and in investigations looking to prevention of mine accidents. The country is divided into nine safety districts, with nine district engineers in charge."

"The history of Duluth commences with Daniel de Greysolon du Lhut, one of the explorers of the Upper Mississippi who came to the head of the lakes in the summer of 1679. Radisson and Groseillier, and Claude Allouez, a Jesuit priest, are supposed to have visited the head of the lakes, -but there is no authentic record previous to that of du Lhut.In 1792, the fur traders established a fort at Fond du Lac, fifteen miles up the St. Louis River from Lake Superior, but within the limits of the present city •of Duluth. In the early 50's, there were a few scattering settlers at Oneota and around the George Stuntz trading post on Minnesota point. In 1855-6, the settlement on Minnesota point was called Duluth, commemorating the name du Lhut, and organized as a town in 1857. The first board of trustees and town council consisted of -William Nettleton, J. B. Culver; Robert E. Jefferson, Grin W. Rice and William Old: In 1870, the city of Duluth was incorporated, and five years later a portion of the same territory was incorporated as the village of Duluth, and the two municipal corporations were still in existence on March 1, 1887, when the city and the village of Duluth were incorporated as the present city.The first saw mill in Duluth was erected in 1856-57, on the present site of the ship canal. It cut logs from a virgin forest at the upper end of Minnesota point.The first railroad was built to the head of the lakes in 1870. The charter for this road had been granted in 1861 to the Lake Superior and Mississippi Railroad Company, afterward called the St. Paul and Duluth, and which is now a part of the Northern Pacific Railroad."

THE flotation plant at Mount Lyell was erected, primarily, for the treatment of ore from the Lyell Comstock mine. These workings are situated over a mile in a direct line north of the North Mount Lyell mine, and are connected with the Reduction Work at Queenstown by a 2-ft. gauge steel tramway via the Queen River valley a distance of 7 miles. The property was purchased from the Mount Lyell Comstock Copper Co. After the disastrous fire in the North Mount Lyell mine in October, 1912, steps were immediately taken to make Lyell Comstock ore available for treatment, in order to relieve distress caused by any prolonged stoppage of work, and subsequently 13,032 tons of ore, averaging 3.38 %copper, 0.28 oz. silver, and 0.034 oz. gold; were smelted. When operations were resumed at the North Mount Lyell mine, it was evident that there was no economic advantage in smelting Lyell Comstock ore as compared with the higher value North Mount Lyell ore, which was also a better flux for the Mount Lyell pyrites, and that the future of the Lyell Comstock ore depended upon cheap mining and successful concentration of the ore. Therefore, extensive trenching and diamond-drilling was carried out, and a sufficiently large quantity of ore proved available for cheap extraction by open-cut methods. At the same time bulk tests by flotation were carried out at the Minerals Separation testing plant in Melbourne on different classes of ore from the Mount Lyell Comstock mine proper, followed by laboratory tests at Queenstown on all classes of ore available. All these tests demonstrated that the ore was amenable to the process, provided that it was ground finely enough. Samuel T. Wellman, Cleveland pioneer steel man, who was often referred to as the "father of the open-hearth process of the United States," died suddenly on July 11, 1919, of heart disease, at Stratton, Me. For more than half a century, he was closely identified with the improvement of equipment used in the making of steel and contributed a number of inventions that virtually revolutionized the industry. Mr. Wellman was born Feb. 5, 1847, at Wareham, Mass., his father at the time being superintendent of the Nashua Iron Co., Nashua, N. H. After attending public school and a year at Norwich University, he served in the Civil War as a corporal of the first New Hampshire Heavy Artillery. He went to Pittsburgh in 1867 and assisted in starting the first crucible steel melting furnace built in America at the works of Anderson, Cook & Co. It melted a ton of steel with an average of 1000 Ib. of nut coal, which cost less than $1, while the melting of a ton of steel in crucibles in the old fashioned coke furnace took three tons of the very best coke, costing from $2 to $3 per ton. This furnace was a great success and in a very few years had driven the coke furnace out of use. From Anderson, Cook & Co., Mr. Wellman went to the Singer, Nimick & Co. works, Pittsburgh, where he built two crucible steel melting furnaces of the same type. After that he spent some time in the office of the Siemens agents in Boston and also at steel works in different parts of the country, starting crucible steel furnaces. He then went to the Bay State Iron Works in South Boston, Mass., where he built the first open-hearth furnace that was a commercial success in the United States. It made steel of a much better quality than had previously been made in this country. The principal use to which it was put in those days was the manufacture of locomotive fire-boxes. From South Boston, he went hack to the old works in New Hampshire where his father was still superintendent, and built for it an open-hearth furnace, a plate mill, and a bar mill. In 1873, Mr. Wellman went to Cleveland to design and build the plant of the Otis Steel Co. He remained with this company for 16 years as engineer and superintendent. During this time he developed the open-hearth charging machine and introduced the electromagnet for handling pig iron and scrap steel. The first charging machine was operated by hydraulic power, and although it was not entirely satisfactory it performed the work fairly well and encouraged its inventor to build another one, which was driven by electric motors. THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

This glossary is publi~hed- by the Bureau of Mines as a contribution' to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining, quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; an<lgeological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for' each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted. In a compilation of this magnitude, it is difficult, within a reasonable time to verify all definitions as to the latest usage. Much verifying was done and it is hoped that the best and latest definitions have been used. Reference to the publications cited will enable the reader to determine approximately the period when the definition was used. Definitions in use by engineers of high national or international reputation are given first preference. When definitions from different sources are the same, credit is given to the earlier author as being the original or nearest to the original source. Immediately following each term the name of the locality wherein the word is presumed to have originated or is widely used is given, where such information is available. The name of the author or source from which the definition was obtained follows the definition, and serves as a key to the publications listed. The two preceding, Bulletin 149 and Bulletin 165, were for the years 1915 and 1916, respectively. In arranging the references the same general scheme has been followed, but as in those bulletins, several changes and additions have been made in the classifica.tion, the more important being in the classes " Development and production " and "Refining and refineries." German periodicals for 1917 were not procurable and references to articles in those and in other foreign journals that were not available have been credited to the sources from which they were procured.

Limestone deposits that have not been demonstrated to be of such quality as to give them any substantial value over other limestone deposits of the same region, are not regarded as minerals. The owner of minerals in land can not be barred by laches for failing to assert his ownership where his title had not been ques- tioned and his right invaded. No lapse of time bars one's right to property and it is only in case his right has been invaded that it can be barred by laches.

When the United States entered the World War governmental agencies found little definite knowledge available as to the exact capacity of each sulphuric acid plant in the United States to manufacture acid under the stress of a great emergency. It is true that on account of the demand for acid for the manufacture of munitions for the Allies, prior to the entrance of this country into the war, most of the acid plants near industrial centers in the Eastern and Northern States were running at or nearly their maximum capacity, but, . for various reasons, many plants in these States and plants in other districts were not. For a number of years statistics as to the production of acid by the plants of the country were compiled by the United States Geological Survey, but obviously such figures did not give information as to the maximum capacities that might be available for meeting the he.a vy war ·requirements, or as to the steps that would have to be taken to bt-ing these capacities into use. During the summer and early fall of 1917 various attempts were made to obtain the desired information, but no satisfactory or complete data were obtained. Late in 1917, under the authority granted to the Bureau of Mines by the explosives act, the Director of the Bureau of Mines directed A. E. Wells, metallurgist of the bureau, to uiake a complete survey of the situation. Mr. Wells personally conferred with officials of the acid companies and visited most of the acid plants in the North that are east of the Mississippi River. The information obtained through this personal survey, together with that obtained through the ready cooperation of the subcommittee on ncids, and the subcommittee on fertilizers of the Committee on Chemicals of the Council of National Defense, enabled the preparation of a report containing the desired data concerning the sulphuric acid industry. This report was made immediately available to the War Industries Board and to those offices in the War and Navy Depart- ments that were most directly concerned in planning the explosives program and in obtaining the necessary supplies to produce the explosives. Beginning with this survey and report, the sulphuric acid section of the war minerals investigations of the Bureau of Mines took an active part in all matters pertaining to the sulphuric acid industry during the remainder of the war. Mr. Wells, the chief of the section, was appointed an associate chief of the sulphur, pyrite, and sulphuric acid sections of the War Industries Board. .Also, by this direct contact with the War Industries Board, the data obtained by Messrs. R. R. Hornor, H. A. Buehler, a.nd 0. Lindstrom, who were in charge, for the bureau, of the investigations concerning the supplies of pyrite and sulphur, were constantly made available to all interested Government agencies. D. E. Fogg, of New York City, was appointed chemical engineer to the sulphuric acid section to make special investigations relating to the acid industry, especially the possible utilization, in an emergency, of those sources of raw material.not then being used. Mr. E. E. Corbett, of Brooklyn, N. Y., was appointed chemical engineer to make investigations concerned primarily ,vith the conservation of acid. Direct and intimate contact with the industry was had through the close cooperation with the committee on acids of the Chemical Alliance, this committee during the greater part of 1918 occupying rooms with the acid section of the bureau. With the ending of the war and the close o:f the active work of the acid section of the bureau, the suggestion was made by many interested parties that a bulletin be prepared giving some qf the fun. damental and most important facts regarding the sulphuric acid industry, including a discussion of the technical :features of the manufacture of acid. During the war the bureau received -a vast number of inquiries in regard to various phases of the industry, a.nd this fact also made such a bulletin seem desirable. Therefore, the present bulletin was prepared to cover the main facts in regard to the industry in this country, including a discussion of the supplies of sulphur-bearing raw materials, the situation of the acid plants, the principal points in regard to manufacturing processes, and the uses of the acid. No attempt has been ma.de to discuss at length the manufacturing processes, as details differ more or less at the different plants and in general are carefully guarded by the acid ·companies. A great deal of the data given in this bulletin may be found in various pub]ications, but this is the first publication in which such data have been assembled and made readily available. Most of the data were obtained directly from observation and from cooperating acid companies or from individuals who had been or are now engaged in acid manufacturing and were liberal and generous in making their information available for publication. Care has been exercised to publish no data that were obtained as confidential by the bureau's representatives. The average acid manufacturer may be already more or less acquainted with most of the information presented in this bulletin, yet it is believed that the bulletin will be of value to those who wish to obtain a. general review of the present condition, both the economic and technical, of the sulphuric acid industry in the United States.

ON THE occasion of the eightieth birthday of Captain Robert W. Hunt, the Iron and Steel Committee of the Institute, desiring to commemorate the great contributions made to the steel industry by Captain Hunt during his long career, conceived the idea of a Hunt Medal to be awarded annually by the Institute for meritorious contributions to the art of making steel. The project was received enthusiastically by all to whom it was proposed, especially by Captain Hunt&apos;s partners and employees who considered it their right, and asked for the privilege of -. - raising the necessary funds within their own circle. This was agreed to, and the Institute has received from them $7500 as an endowment fund to provide an annual award, and $1000 for the expenses of providing of medal.

HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

THE 122d meeting of the Institute was held in the Lake. Superior Copper and Iron Country Aug. 20 to Sept. 3, 1920 with an approximate registration of 1100 members and guests. This is the &apos;first visit of, the Institute to this vicinity since 1904 although previously it held meetings there every six or, seven years. &apos;The eastern party assembled at Buffalo and sailed on the S. S. "Tionesta ". on Friday morning, Aug. 20, arriving at Houghton, Mich., Monday, Aug. 23.
