A thermal imaging borehole probe was designed and fabricated for the purpose of obtaining thermal images, through smoke, of objects and people in underground mines. The effort was basically unsuccessful; electrical noise, and possibly thermal noise, interferred with the desired signals to the extent that spatial resolution in the images was unacceptable.

"Laboratory-scale hydrochloric acid leach tests were conducted on an Elliot Lake uranium ore. Hydrochloric acid leaches without an oxidant or with molecular oxygen (i.e., air or pure oxygen gas) as an oxidant favoured uranium and radium extractions. Conditions for maximum uranium, thorium and radium extractions with hydrochloric acid in the presence of sodium chlorate were determined. The highest extractions of uranium (96%), thorium (81%) and radium (91%) were obtained using a mixture of 44.0 kg HCI and 2.5 kg NaCIOJ per tonne of ore at 75°C with 18 hours ' retention.Flowsheets for two-stage leaching are proposed. The residues obtained from the second-stage leach contain uranium (0.002%), thorium (0.006%) and radium (15 to 20 pCi/g). Tailings of this nature are considered suitable for mine backfill, and, if pyrite is removed, suitable for surface disposal.IntroductionThe nuclear energy industry forecasts an increasing demand for uranium. """Pilot Plant Operations"" is a final-year core course given to the Metallurgy and Materials Science students at the University of Toronto. This course involves a laboratory study of an industrial project at an industrial site. Details of this program are discussed and reviewed after eight years of experience. IntroductionEducators in the field of Metallurgy and Materials Science have long agreed that ""hands-on"" experience is an important component in the education of metallurgical engineers. This philosophy is reflected in the undergraduate curricula of most metallurgical schools. The major problems encountered with laboratory-associated courses are the requirements for equipment, space and funds for both purchase and maintenance of equipment. For example, consider an exercise in crushing and grinding treatment in a mineral processing laboratory. Such operations require the handling of tons of material and often equipment of large size. The problems of storage of ore, methods of handling and maintenance of equipment are a few of the concerns facing the department. Considering that metallurgical departments at universities are, in general, relatively small, the support to purchase and maintain largescale equipment becomes an annual budgetary concern. In reality, universities today are not geared to operate mini-pilot plant equipment, either in terms of space or personnel.For the above reasons, in 1972an undergraduate core course called ""Pilot Plant Operations"" was introduced to the fourth year curriculum in Metallurgy and Materials Science at the University of Toronto. This course consists of I to 2 full weeks (8 hrs per day) of pilot plant laboratory study at an industrial site on a project of mutual interest with the industrial organization whose facility is being used. The first 5 years of the program were carried out at the pilot plant facility at the Ontario Research Foundation; Stelco's Research Centre in Burlington, Ontario, was used for the last 3 years. The nature of the projects undertaken during the 8-year period is shown in Table 1."

As part of the Bureau of Mines research on identification of asbestos fibers, a method was discovered for removing asbestos fibers from water. This report describes this process and its theory of operation. The surface charge of amphibole minerals in potable water was found to be negative, and in common with most other silicate minerals, the isoelectric point of amphibole asbestos fibers lies in the pH range 4 to 6. Magnesia is one of the rare oxides with a high isoelectric point of about 11. The surface of magnesium oxide will, therefore, be positively charged in water at pH 6 to 6, while the electric charge an. amphibole asbestos fibers is negative. Because of the electrical attraction of these oppositely charged solids, it was possible to remove negatively charged asbestos fibers from water by percolating water that contained suspended-asbestos through a porous bed of magnesium oxide particles. A bed of 100/200-mesh MgO was added to a glass tube with a cotton plug. Aqusous suspensions of 1 to 10 ppm cummingtonite asbestos (amosite), crocidolite, and chrysotile were percolated through this porous plug of MgO. Even though chrysotile is positively charged below pH 11, MgO is an effective filter medium for removing it. The highly basic MgO appears to cause the chrysotile to flocculate and attach to particles within the bed. Scanning electron photomicrographs indicated that essentially complete removal of the fibers from water was accomplished. Other materials tested as contact filter media and found to be ineffective or only partially effective were sand, calcite, carbon, diatomaceous earth, and cellulose. Acidic alumina collected amphibole fibers but not chrysotile fibers.

Materials for stronger ventilation tubing for underground use in hardrock mines were developed. The new material composites were evaluated in performance characteristics and compared to currently used materials. The materials were compared on tear, tensile, puncture and flammability properties. Based on cost versus performance data, a polyester film bonded to a polyester fabric was selected as the candidate material for field testing. Ventilation tubing fabricated from the selected material was field tested in two underground uranium mines for four-month periods. The test results indicated that the new composite showed an increase in useful life in the majority of applications, However, the cost performance ratio was not significantly improved to warrant commercialization of the product. When connected directly to some blowers, the material in close proximity to the blower deteriorated. However, material which was punctured or torn by mechanical means did not have further propagation of the tear. The high tear strength of the material prevented further damage. Improved methods of repairing inflated ventilation tubing were investigated and developed. All the repair methods were portable and self-contained. Repair kits based on adhesives, pressure sensitive tapes, and mechanical means were evaluated. Plier staplers and patch systems based on pressure sensitive adhesive proved to be most functional.

The wide use of bulk ANFO in surface coal mines is questionable in our energy conscious environment. At many locations, bulk ANFO is not the proper economic selection. Water conditions, energy requirements, waste and spillage, and vibration control are factors too often overlooked in the proper choice of blasting agents. Cost savings over 20% have been realized by converting bulk ANFO to packaged blasting agents. Future trends suggest greater concern for energy conservation in blasting will limit bulk ANFO applications and promote packaged products where quality can be maximized, waste and spillage eliminated, and water compatibility in wet areas assured.

"Western Mines Limited produces gold, silver, copper, lead and zinc from a number of Paleozoic volcanogenic deposits near Buttle Lake on Vancouver Island. The deposits were emplaced along a series of submarine linear volcanic ridges that extended for at least 6,000 metres in a northwesterly direction.Rock types mapped include: andesitic, dacitic and rhyolitic flow s and volcanic breccias; detrital breccias, tuffs and hematitic silts; black and green cherts; and a variety of dykes and sills, including quartz porphyry and diorite. Orebodies are associated invariably, and in places intimately, with quartzsericite schist and rhyolitic rocks. The ore is complex, varying in mineralogy and tenor both within each deposit and from one deposit to another.Recent studies have increased our knowledge of the structure and left no doubt that the orebodies were deposited both within the throats of the linear vents and on paleoslopes adjacent to these vents.IntroductionWestern Mines Limited operates an 850-tonne-per-day mine, located 85 km south of Campbell River, B.C. The mine is at approximately 400 metres elevation, near the south end of Buttle Lake on Vancouver Island (Fig . I). It has operated since early 1967 and produced 3,650,000 tonnes with an average grade of 1.9 g (0.06 oz) gold, 93 g (3.0 oz) silver, 1.6 per cent copper, 1.0 per cent lead and 7.5 per cent zinc per tonne by the end of 1978. Current reserves are 1,157,000 tonnes of 2.7 g (0.09 oz) gold, 117 g (3 .8 oz) silver , 1.2 per cent copper, 1.2 per cent lead and 8.0 percent zinc per tonne (December 31, 1978).Ore from one zone, known as Myra High-Grade, is mined and milled separately because of its grade. Ore milled prior to December 31,1978, plus reserves, 180,715 tonnes of6.6 g (0.21 oz) gold, 554.5 g (17 .7 oz) silver, 0 .8 per cent copper, 3.2 per cent lead and 10.6 per cent zinc are included in the figures listed in the preceding paragraphs."

This publication contains analyses and related source data for 269 natural gas samples from wells and pipelines in 18 States. All of the samples were obtained and analyzed during, calendar year 1979 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. The Bureau of Mines recognized the problems encountered in low seam mining illumination systems. It was determined that the best way of implementing an illumination system is to integrate the design during the design and fabrication of new machinery at the factory. The purpose of this program was to integrate an approved lighting system in a low seam battery powered scoop and evaluate its performance. This report documents the work performed on this program and the results obtained.

This document details the method whereby Allen Corporation of America gathered and analyzed data and developed an annotated bibliography of metal and nonmetal mine fire reports (1950-1979). The primary objective of this program was to develop the annotated bibliography which included MSHA accident reports and periodicals. Two additional objectives were to gather data on non-reportable fires and to conduct statistical analyses on the data to delineate trends. Data was acquired from three major areas: periodicals, MSHA fire reports, and mine safety directors. Data was separated into reportable fires (at least ½ - hour duration or injury), non-reportable fires, and opinion data. The data was then analyzed by time trends, state, ore, ignition source, burning substance, location, equipment, detection, duration, injuries, fatalities, and successful extinguishing agent. The authors make a number of recommendations: (1) improved stationary electrical equipment design and fire protection, (2) improved design of mobile equipment to separate combustibles from ignition sources, (3) improved maintenance, (4) improved housekeeping, and (5) improved training. The document is divided into two volumes and an appendix. Volume I contains data acquisition procedures, data analysis procedures, and conclusions and recommendations. Volume II contains a chronological list of mine fires and fifteen indexes to assist the reader in locating fire incident report of interest. The Appendix contains the annotated bibliography of over 300 metal and nonmetal mine fire reports and journal articles and a list of non-reportable fires.

Solutions containing Cr6+ and sulfuric acid are used in a number of surface-finishing operations. Substantial quantities of chromium and copper are lost and pollution problems are created when the spent solutions are discarded. To minimize the undesirable environmental effects while improving secondary resource recovery technology, the Bureau of Mines is conducting research to detoxify and recover metals from these solutions. Spent etchants are treated to remove copper and reduce Cr6+ to Cr 3+ in an electrolytic cell. The anodes and cathodes are granulated coke. The spent solution is continuously pumped through the electrodes. Hexavalent chromium is reduced to trivalent chromium, and copper is recovered at the cathode. Reoxidation of Cr3+ at the anode was not observed. The removal and recovery of copper reduction of Cr6+ lessen chemical demand and increase efficiency in waste in treatment operations associated with the use of these solutions.

The Bureau of Mines undertook a research program to insure an adequate supply of iron raw materials for future iron and steel making needs. A sample was obtained of oxidized taconite from the western Mesabi Range in Minnesota, and the metallurgical response of the taconite to beneficiation by a process that included selective flocculation-desliming-cationic flotation was evaluated. The sample contained 35.3 pct iron and represented approximately 2 billion tons of crude material. Selective flocculation and flotation were evaluated in a pilot plant with a feed rate of 900 Ib/hr. Concentrates averaging 61.7 pet iron and 5.1 pet silica were obtained, with an accompanying iron recovery of 67.2 pet. About 83 pct of the process water requirements were reclaimed from the slime and froth tailing and then recycled.

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. One Federal Bureau of Mines research goal, to minimize requirements for domestically scarce mineral commodities through conservation and substitution, can be accomplished by utilizing more abundant elements such as iron, molybdenum, and titanium. An example of this research is the study of precipitation-hardening, iron-base alloys containing molybdenum and titanium, as substitutes for the high-tonnage stainless steels that are high in imported nickel and chromium. The precipitation hardened iron-base alloys are strengthened by a dispersion of the ternary Laves phase, Fe2 (Mo, Ti). Aluminum and chromium additions changed the solid solubility limits of molybdenum and titanium in a-iron and affected the composition of precipitating phases. A baseline composition of Fe-7Mo-2Ti was selected to study the effects of aluminum and chromium additions on the precipitation-hardening mechanism and microstructure and was also used in studies of mechanical properties and oxidation resistance. The study yielded workable, precipitation-hardening alloys, with elevated temperature strengths equivalent to or superior to types 304 and 316 stainless steels. Chromium and aluminum additions in combination were more effective in providing oxidation resistance than either addition was alone.

On November 15, 1972, the Bautsch mine, a lead-zinc mine in Paleozoic dolomites, experienced a massive rock failure involving 3 to 5 million tons. Because this failure was large and extended to the surface, it was included in the Federal Bureau of Mines investigations on "Massive Rock Failures." Analysis of the rock mechanics and mode of failure revealed that failure at the Bautsch mine was the result of the interrelationship of many factors. Factors related to the failure were found to be external and internal to the mining environment. Unlike internal factors, external factors were not apparent and, therefore, many external factors were investigated; some of which are not normally considered in rock mechanics analyses. External and internal factors determined to be of significant importance were: (1) precipitation, (2) fractures, (3) plastic clay layer, (4) topography, (5) rock alteration, (6) bedding, and (7) mining zone dimensions. Because of the conditions at the mine, failure could have been predicted without extensive instrumentation. Application of basic geologic and engineering principles to the internal and external factors could have predicted failure. Alternately, failure would, in all probability, have been delayed by years if, after 1962, mining had been curtailed in the area of failure.

Four short-term studies of practical ignition problems were undertaken and completed during the course of the Bureau of Mines project "Development of Specifications for Intrinsically Safe Equipment." Conclusions were as follows: (1) the most easily ignitible mixture of propane-air in a PTB break flash apparatus is approximately 5.2 percent propane; (2) miniature lamp bulbs to be used in intrinsically safe circuits are about as incendive to coal dust-air as to methane-air and should be tested in gas mixtures containing about 7.0 to 7.5 percent methane; (3) the sodium amalgam contained in high-pressure sodium lamps does not present an ignition hazard for coal dust or methane, where the lamps contain no more than 30 milligrams of amal-gam; (4) the maximum allowable surface temperature of permissible electrical enclosures should remain at 150° C despite efforts by industry groups to raise the value to 200° C.

Maintaining an adequate supply of minerals and metals to meet national economic and strategic needs is the overall goal of the Bureau of Mines, U.S. Department of the Interior. One method of achieving this goal is to conserve scarce metals by cladding a plentiful base metal, such as iron, with a scarcer metal. To investigate cladding, a vacuum-rolling mill capable of rolling bimetal specimens at temperatures to 1,300° C in a residual gas pressure of 2 x 10-5 torr was established. Metals that were successfully bonded to iron included stainless steels, chromium, nickel, nickel alloys, copper, and several refractory metals including molybdenum and titanium. The effects of the rolling temperature, reduction in thickness, rolling speed, and residual air pressure on bonding strength and bend ductility of the bimetals were determined. Optimum rolling conditions produced bimetals with bond shear strength essentially equal to that of the iron base metal.

The microstructural relationships in dolomitic fluxed taconite pellets were studied. The influence of basicity (in the range 0.75 to 2.1) and firing temperature (to 1340°C) on the grain structure, macrostructure, and mineralogical phase relationships are described. Extensive slag bonding of hematite grains begins at temperatures between 1220 and 1230°C, and results in fundamental changes in grain structure. Successive temperature increases result in little change in grain structure until 1340°C, when extensive coalescence of the hematite grains begins.' Increasing flux additions have little effect on grain structure but greatly influence pore character. The compressive strength decreases with increasing flux addition, increases with increasing firing temperature, and is related to the macrostructure of the pellet. The compositions of the slag phases are represented on the CaO-Fe2O3-SiO2 phase diagram, and the compositional path of slag development is described.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. "This paper describes mineral processing test work on drill core samples from an ilmenite deposit in Terrebonne County just north of Montreal.Mineralogical examination showed that the intimate associa¬tion between ilmenite and hematite precluded their separation. The maximum concentrate grade was therefore limited to 22.9% Ti. Liberation of gangue from the hemo-ilmenite grains occurred around 400 µm, a size which proved to be too coarse for recovery by flotation.Other physical separation techniques, such as elec¬trodynamic, magnetic and jigging, were tried in order to take advantage of the relatively coarse liberation size. An all-flotation procedure and a combination of jigging and flotation yielded similar separations.IntroductionInco Metals Company, through its subsidiary Canico, optioned an ilmenite deposit in Terrebonne County, just north of Montreal, and conducted a drilling campaign to confirm previous geological assessments of the deposit and to provide core samples for mineralogical study. Parts of these core samples were used for mineral processing studies, which will be described in this report. The objective was to identify suitable upgrading procedures, to determine the optimum combination of concentrate grade and recovery, and to provide suitable batches of concentrate for further treatment."
