This report deals with the factors which should be considered in evaluating a placer deposit and selecting a dredging system for mineral recovery. Overall dredging feasibility and the design of dredging systems are reviewed. Excavation methods, each with its advantages and disadvantages, are compared. Direct operating costs, both original and updated, of gold dredges with bucket capacities of 6 to 18 cubic feet are included. Costs vary with digging depth, changes in environmental conditions, and physical characteristics of the placer, all of which affect excavation rate and recovery. The costs, updated with appropriate indexes, should be used only as guidelines to evaluate potential dredging projects with similar characteristics. The relation of direct dredging costs to annual production is graphically illustrated by a family of curved envelopes that span dredge sizes from 2-112 to 18 cubic feet. A curve fitted to the data expresses the relation of direct costs to annual production for 151 dredge-years.

Three model dwelling units were redesigned to achieve specific levels of noise reduction above that provided by conventional construction. Using 1968 prices, the added costs of materials and installation were found to range from $500 to $5,000 depending upon the size of the dwelling unit and the degree of insulation. The potential aggregate expenditures for sound insulation materials are projected to reach $617 million in 1975, including about $408 mil- lion for the mineral-based materials, in 1968 constant dollars. The report includes a brief review of the mechanics and effects of sound.

This bibliography contains 3,062 different citations to technical and scientific literature about helium and alpha-particles abstracted by 13 abstract service publications during 1963. Multiple subject classification has increased the total number of entries to almost 5,000. Helium citations are listed by 23 major classifications. The number of subclassifications has been greatly increased to minimize the time required for literature search. The use of automatic data processing has been extended in compiling the bibliography.

This publication contains routine analyses and related source data for 390 natural gas samples from 22 States and five foreign countries. Of this total, 385 samples were collected during calendar year 1969. The remaining five analyses are of samples collected during previous years, but releases granting permission to publish the results were not received until 1969. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 576.4 Eleven previous publications have presented the results of 8,660 gas analyses made by the Bureau of Mines Helium Activity prior to 1969. More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. The Huntsville study area in northeastern Alabama consists of Jackson, Limestone, Madison, and Marshall Counties. Major emphasis was placed on the Huntsville urban area in Madison County to analyze the relationship of urban growth and the minerals industry. Huntsville was delineated into its component urban, suburban, and rural parts for 1964, and the primary area of growth was predicted for 1990. Population estimates were made for the four-county area as a unit and Madison County separately, and projected to 1990. Demand estimates for crushed stone and sand and gravel were made for the same area units and projected to 1990. Analysis of quarry sites in the Huntsville area was made for the present and for the future. The mineral operations of the study area are all located in rural areas; in the case of Huntsville, the mineral sites are located in areas defined as "rural" in the component urban-suburban-rural system. The operations outside Madison County can expect to have minor problems with urban encroachment, while those operations in Madison County can expect major problems associated with urban growth and development. Some of the problems associated with limes tone production can be reduced if producers invest in capital equipment that will reduce the nuisances inherent in this activity. Although urban expansion endangers some quarry operations in Huntsville, topographic and political restrictions which prevent urban expansion can effectively shield quarry operations for some time.

This Bureau of Mines publication considers the feasibility of augmenting the present transportation system by pipelining taconite concentrates from the Mesabi Range to the Chicago area. The cost of pipelining in the hypothetical system using water as the carrier is estimated to be between $3.66 and $3.97 per long ton. This appears competitive with the 1970 rail-vessel transportation rate of $4.08 even after allowing a few cents per ton for barging from the terminal to existing furnaces. Political obstacles requiring solution before such a pipeline could be built and the feasibility of using crude oil as the carrier fluid are also discussed. FORTRAN routines used to calculate unit transportation cost for specific estimated values of cost items and for a range of values are presented. The effect of deviations from estimated values of cost items on the total unit transportation cost are shown graphically.

During fiscal year 1969, the Bureau of Mines was engaged in 66 projects to improve methods for producing and utilizing petroleum. Programs directed toward the continued conservation of this natural resource, including crude oil, natural gas, and oil shale, were carried out through research performed at four laboratories supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Over 100 technical papers and reports were published by the Bureau or others based on this research, and numerous other reports were prepared for U.S. Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau.

Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

The strippable reserves of bituminous coal and lignite in the United States were calculated in accordance with the prevailing conditions of seam thickness and depth of overburden in each of the several coal-producing areas of the Nation. Within defined limits of seam thickness and depth of overburden, it is estimated that there was a remaining strippable resource of 118 billion tons of raw bituminous coal and lignite as of January 1, 1968. Because of topography, natural and manmade features, and other limitations, only 45 billion tons of the resource are strippable reserves. Of this, 32 billion tons is considered low-sulfur (less than 1 percent), 4 billion tons is medium-sulfur (1 to 2 percent), and 9 billion tons is high-sulfur (over 2 percent) coal. Owing to a cleaning loss affecting that portion of strip coal that is mechanically cleaned, the 45 billion tons of strippable reserves are reduced to 39.6 billion tons of marketable coal. A brief discussion is given for each coal-producing State, summarizing past and present production, historical background, and outlook. Appendix A contains reserve data by State, county, seam, and sulfur content. Appendix B contains the general information and requirements necessary to comply with the current strip mining laws covering 20 States.

This study estimates costs of producing bituminous coal and lignite by strip-mining methods in 12 hypothetical mines. Basic costs are developed by geographic area, rank of coal, and output capacity. Seam thickness and depth and type of overburden are considered typical for the area in which the hypothetical mine would be located. The cost analyses are based on the use of new equipment, the prevailing union wage scales, and the payment of all miscellaneous costs including royalties, contributions to the miners' welfare fund, and license and permit fees. All model mines are considered to have a life span of 20 years. Capital costs of bituminous strip mines with a capacity of 1 million tons per year range from $12.7 million in the Appalachian region to $16.0 million in the Interior province. The corresponding selling price, assuming a discounted cash flow return of 12 percent on investment, is $5.40 and $6.95 per ton, respectively. For bituminous coal strip mines producing 3 million tons annually, a capital investment of $24.9 million will render a selling price of, $3.46 per ton in the Interior province, whereas a similar mine in the Appalachian region requires a capital investment of $28.0 million to produce coal selling for $4.01 per ton. Subbituminous strip mines of 5 million tons of output per year range in capital costs from $28.7 million in the Southwest to $13.9 million in Wyoming and Montana. Coal produced in the Southwest would sell for $3.03 per ton, while coal from Wyoming and Montana would sell for $1.83 and $1.64 per ton, respectively. The capital costs for the strip mining of lignite range from $6.4 million for an output capacity of 1 million tons annually to $20.7 million for an annual capacity of 5 million tons. The corresponding selling prices of $3.01 and $2.12 per ton, respectively, Indicate the advantages of a large-capacity strip mine.

The location and production potential of a large block of strippable reserves in North Dakota were determined by using published data as a base and adding new drill hole data or other data contributed by companies that presently own or lease coal lands. Only beds exceeding 5 feet in thickness, under less than 120 feet of overburden, and in large blocks of 5 million tons or more were included in the estimates. All such reserves are in the Fort Union Formation of western North Dakota and are lignite in rank. Sixteen large blocks of reserves evaluated in this study are estimated to contain a total of 4.1 billion tons of strippable lignite.

Crude oils from fields throughout the world are analyzed by the Bureau of Mines to determine the characteristics of the oils and their contribution to the petroleum resources of the world. Analyses are reported for 169 foreign crude oil samples from 122 oilfields in Africa, Asia, Australia, the Caribbean, Europe, North America, and South America. Tables show the geographic and geo- logic origin of the samples, names of companies that supplied the samples, annual production for the fields, general characteristics and analytical and computed data, hydrocarbon-type data, cumulative production of the larger fields, and references to sources of geological and field development information. The analyses were made by the Bureau of Mines routine method and comparisons may be made with more than 8,000 other such analyses.

This volume summarizes mining and petroleum legislation in 22 jurisdictions of the Near East and South Asia. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

The Bureau of Mines annually publishes statistical data reflecting technological trends in the minerals industry (metals and nonmetals except fuels). This report outlines recent developments and trends and the technology outlook for mining practices and metallurgical processing based on a review of the minerals industry during the past 2 years. A historical statistical series which indicates trends in the minerals industry has been extended with 1970 data. In addition, data are given from a 5-year Bureau of Mines cyclic canvass of froth flotation plants. Data for 1970 are compared with those of 1960 and 1965.
