The work covered by this report was undertaken at the request of Dr. J. A. Holmes, late Director of the Bureau of Mines, to whom the writer had been recommended by C. W. Goodale and E. P. Mathewson, of Butte and Anaconda, Mont. The director's offer was accepted for the honor it conferred and for the useful results that might be promulgated by the work in the technical field covered. The investigation was facilitated by permission to visit various works and sometimes by contributions of important definite information on a given subject. In this report considerable space has been devoted to general and theoretical principles on the ground that under modern conditions the best results in any field of activity can be attained only with the a. id of an adequate knowledge of the best theories underlying the practice. The diffusion of such knowledge in the field of sampling metallic metallurgical materials appears to have been quite insufficient, and it is felt that when the principles involved are once thoroughly comprehended their universal application will be appreciated, so that it will make no difference whether pig iron or gold bullion is offered for test. It may further be noted that a discussion of the theories underlying practical methods is placed under the caption "Practical Sampling," with the idea that no one can be a practical sampler unless he is capable of analyzing his methods. No attempt has been made to advocate any one method, but it is hoped that the analyses of all of the methods in use will show where each may be correctly and safely applied. The fact that it is possible to demonstrate the theoretical correctness of several methods indicates the invalidity of the claim that any single one of them is the standard.

Following the wide-spread acceptance of ANFO as a useful, low cost blasting agent, studies have been made to adequately describe the physical and explosive properties of this material (1). As the quality of the AN blasting prill improved, reliability and sensitivity to initiation were greatly increased and many methods of priming were chosen from the standpoint of economics with little appreciation for the need to initiate so as to obtain the most efficient detonation. Under certain conditions, ANFO could be initiated with primers no more powerful than a No. 8 blasting cap (2). Research on primers for ANFO followed and it was demonstrated that this blasting agent was subject to extreme transient velocities upon initiation with wide variations in energy output depending upon the nature of the primer. For these reasons it was shown that powerful priming was economically justified (3). These studies helped to define the properties of an effective primer and the guides for its efficient use. In the vast surface coal mining industry, technological advances in earth moving equipment were paralleled by the development of larger and larger borehole drills (4). Even though ANM) was the major blasting agent used in this industry, investigations of priming techniques in these larger boreholes was almost non-existant. In 1962, Mr. Cleon Woolsey of Enos Coal Company disclosed to the industry that dramatic improvements in blasting production could be achieved with new priming and boostering methods (5). The research program at the Atlas laboratories was designed to explain these results and extend the study of initiation of ANFO with both high explosives and slurry explosives and to define the principles involved.

The proton NMR spectra of 32 pyridines in two solvents, carbon tetrachloride and benzene-d6, are presented. The chemical-shift and differential-shift values are correlated with the substitutent position and with the solvent media. The ring protons and the protons on alkyl substituents are tabulated. The paramagnetic shift of the protons adjacent to the nitrogen is discussed, and a proposed structure for the pyridine-benzene complex that is consistent with the observed anomalous paramagnetic shift is presented. The utility of the data in the identification of pyridine compounds found in shale-oil naphtha is demonstrated.

An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

THE Britannia Mining & Smelting Company, Limited, have been operating their property at Britannia Beach, B.C., continuously for nearly forty years and have mined over 33,000,000 tons of ore from orebodies within a belt of highly sheared rocks, five miles long by 2,000 feet wide. The property is in the Coast Range mountains, about twenty miles due north of Vancouver. The mountains rise abruptly from sea level to elevations of 4, 500 feet within a horizontal distance of 7,000 feet. The topography has enabled the orebodies to be developed by adit tunnels. The active mining levels are connected to the adits by incline and vertical service shafts. The main service adits are the 2200, 2700, and 4100 levels (see Figure 1). The mine surface shops, three bunk-houses, and over one hundred dwellings form the townsite camp at the portal of the 2200 level adit. A small camp of one bunk-house and a few dwellings is situated at the 2700 level portal. The beach surface shops and camp, adjacent to the 4100 level adit, service the mill, foundry, and other beach installations as well as the mining from the 4100 level. The ore mined from the various orebodies is delivered to the 4100 main haulage level through a system of rock raises and intermediate tramming levels and is hauled on the 4100 level to the mill.

"The rising cost of extracting metals from existing traditional deposits, increasingly stringent environmental regulations and a greater awareness of corporate social responsibility issues are all factors in stimulating the examination of mine tailings and small-scale alluvial deposits as a potential source of new raw materials. Furthermore, despite tougher economic times the demand for commodities remains strong, in no small part as a result of the growth of the world’s emerging economies.This combination of social and economic factors looks set to continue in the long term which will encourage greater recovery of materials from previously ignored sources such as mine tailings and ores from alluvial deposits.An expansion in the recovery of useful materials from mining-related activities is likely to require the use of robust and innovative techniques that have a built-in degree of future-proofing; DC plasma technology is one such technology.As a result of its ability to separate the valuable metal and minerals from the waste material while destroying hazardous compounds, Tetronics’ DC arc technology offers an alternative approach to resource recovery from a wide range of mine ores. Harmful cyanide compounds and the vast quantities of water used in conventional hydrometallurgical processing are avoided when plasma processing is adopted. DC arc technology also brings additional benefits, including: the extremely effective destruction of organic materials, the conversion of the inorganic material into a re-useable aggregate and the high tolerance of the process to fine and dusty materials. "The Red Dog Mine has increased mill throughput for most years since startup. Although flotation equipment has been added over the last 10 years, the Red Dog metallurgical performance has been restricted by a lack of adequate flotation capacity. Two reduced tonnage trials conducted in 1997 as well as numerous SAG relines have consistently indicated the potential to significantly increase both zinc concentrate recovery and grade with additional flotation capacity. Late in 1999, a new circuit was designed with increased flotation capacity while simplifylng the current circuit, providing for three stages of dilution cleaning, and creating a retreat section. The purpose of the retreat section is to target the more complex particles and allow the chemical environment to be fine tuned for improved iron depression. In total, twentyone (21) Outokumpu OK50 mechanical flotation cells and four (4) 3.66m dia. column cells will be added to the current flotation circuit. The VIP (Value Improvement Program) Mill Optimization project is also addressing thickening, water treatment and power issues and has a total budget of $US105 M. Startup of equipment will be phased in to minimize the impact on current operations and is expected to be complete by the end of Q3-2001.INTRODUCTIONRed Dog Operations started production in November 1989. The mine is located above the arctic circle in northwest Alaska. It is linked by an 80 km road to a port-site facility where the concentrate is stored. Concentrate is shipped to markets throughout the world during the one hundred (100) days of open seas. Typical of sedimentary exhalative deposits, the metallurgy proved to be challenging and coupled with many mechanical shortcomings, the initial few years were very difficult. The start-up issues were slowly resolved and in 1998, a major grinding expansion, the PRI (Production Rate Increase) project, was completed. The project was designed to allow a 40% increase over the 1995 throughput. In 2000 mill throughput was 3,050,000 tonnes to produce a total of 960,000 and 140,000 dry tonnes of zinc and lead concentrates respectively, making Red Dog the largest zinc concentrate producer in the world. To address a shortage of flotation capacity remaining from the PRI grinding expansion, a project designated as the VIP (Value Improvement Program) Mill Optimization project was initiated. The mill optimization project is targeted to produce 1,100,000 tonnes of zinc concentrate at 56% zinc grade and 87% zinc recovery. The project will add twenty-one (21) Outokumpu OK50 (50m3) flotation cells, four (4) 3.66mO column cells and address water treatment, thickening and power generation capacities."

The recovery of elemental sulfur from sulfur dioxide has important implications for coal- burning power plants and nonferrous metal smelters. The thermodynamic analyses showed calcium sulfide to be suitable for recovering elemental sulfur from sulfur dioxide. At the temperatures of 1023 to 1153 K under the sulfur dioxide partial pressures of 5.0 - 60.1 kPa, elemental sulfur from sulfur dioxide was recovered by its reaction with calcium sulfide. The kinetics of this reaction were measured at the same conditions using a thermogravimetric analysis technique. This reaction scheme would be attractive if the coproduct calcium sulfate can be reduced to regenerate calcium sulfide. This is the topic of another paper. At 1073 K under the sulfur dioxide partial pressure of 25.8 kPa, 48 % of the original calcium sulfide was converted to calcium sulfate in an hour. Under the same conditions, 55 % of the regenerated calcium sulfide were converted to calcium sulfate in an hour even after third regeneration.

The detailed mechanism of rockbursts and other forms of damage due to rock failure in underground mining is as yet unknown. Studies of the energy changes which necessarily occur when an excavation is made underground seem to provide the best understanding of the phenomena leading to rock failure and damage (see Cook 1). It is common knowledge that the damage and rockburst hazard increases with depth and is greatest at remnants and in regions mined in an irregular manner. The rate at which energy is released as an excavation is enlarged provides an objective parameter to describe mining geometry in terms which are significant to studies of rock failure. In this paper, it is shown empirically that the rate of energy release per unit area increase in the size of an excavation is closely related to seismicity and incidence of damage in the mine. Consequently, it is suggested that the energy release rate is an important parameter in the design of underground mine layouts. Observations were made at two mines: the East Rand Proprietary Mines, Ltd. (E.R.P.M.), at a depth of about 9000 ft, and at Harmony Gold Mining Co., Ltd., at a depth of about 5000 ft. At both of these mines continuous recording seismic networks were in operation. (See Cook and Joughin.3) DESCRIPTION At E.R.P.M. the gold-bearing reef dips at approximately 35 degrees and is presently being mined at depths from 8000 ft to 11,000 ft below surface. The rock surrounding the excavation consists of a very homogeneous quartzite extending far into the hangingwall and footwall. The stoping width is approximately 40 in.

This paper examines the statistical relationship between quality of life indicators and the gross value of mineral production from Australian regions. We used quality of life indicators, aggregated for 673 local government areas, of household income, housing affordability, access to communication services, educational attainment, life expectancy and unemployment. We find no evidence of systematic negative associations between quality of life and the gross value of minerals production. Instead, mining activity has a positive impact on incomes, housing affordability and communication access across regional and remote Australia. Whilst we do not establish causality between mining activity and quality of life, our analysis prompts a rethink of the æresource curseÆ as it applies within a single country. Nevertheless, our findings are tempered by extensive anecdotal and empirical evidence of the negative social impacts of mining on specific demographic sectors, localities, families of fly-in, fly-out mining operations and individuals. This contrast may be a scale issue, with the regional benefits of mineral wealth masking highly-localised inequalities and disadvantage. We suggest that there is a need to better understand these impacts and, more importantly, the types of policy mechanisms government and industry can adopt to mitigate or avoid them.

Introduction A few years ago the name Katanga recalled, to those interested in copper, a far-off country in central Africa where deposits of huge size were beginning to pour a stream of copper into the world's markets. But no one heard of the adjacent part of northern Rhodesia as a potential copper region. It was then a bush-covered wilderness, with a few lonely, widely-spaced villages, and here and there a copper prospect that created but little outside attention. There was also one struggling mine whose development created pessimism. The low-grade carbonate outcrops of Rhodesia did not compare favourably with the rich carbonate ores of Katanga. And, since Katanga was mining only oxidized ores, it was then thought that this adjacent region likewise would contain only oxidized ores. The one mine that had been started, Bwana M'Kubwa, was working on low-grade carbonate ore at a loss. The outlook was not promising. But, a little over three years ago, the aspect changed. The vision of one far-sighted engineer embraced the possibility that here copper sulphides might underlie those low-grade carbonate croppings. His courageous associates furnished the capital; drilling commenced, and the great Roan Antelope mine rapidly emerged. In quick succession, the N'Kana, Mufulira, N'Changa, N'Changa Extension, and Chambishi mines were heard from. Prospecting and development are now proceeding apace, towns are being hewn out of the virgin bush, plants are being reared, and ramifying branch railways are being pushed out from the single line of steel that now connects Rhodesia with the coasts to the south. A great new copper-mining centre is in the making, about which the world will hear much in the future. As with most new mining camps, rumors abound regarding its ore possibilities; some are correct, some are erroneous, and reliable information unfortunately is all too scanty.

"Biotechnological approaches to decommissioning of mine waste management areas are presented in the context of sustainable environmental management. Improved design of waste sites and environmental management paves the way for the application of new technological approaches. Mining wastes are better confined, effluent quantity is reduced and the quality is expected to improve in the future. The biologically mediated treatments focus on the creation of conditions inside the waste management area which lead to the confinement of the contaminants in the inactive tailings ponds and seepage collection ponds, as well as pits or other disturbed areas which were part of the operating conditions.Biogeochemical reactions lead to three fundamental water treatment steps mediated biogeochemically , alterations in chemistry which lead to formation of particles, which then have to flocculate and be assisted to collect in the bottom of the ponds. Microbially active sediments are installed to assist particulate formation and serve as sinks for metals. In deeper sediment strata, stable forms of metals are created. Biological polishing is used to collect the particulates and relegate them to the sediment. Examples will be given of the application of these processes, to waste rock piles, open pits and tailings ponds. This paper attempts to show that, through the integration of applied biotechnological advances and the application of new approaches to decommissioning, reductions of environmental impacts by mining are possible. * Note: this paper has been presented at the 13th Annual Meeting of BIOMINETIntroductionThe role of biotechnology in decommissioning of mining waste management areas should be placed in the context of sustainable development. Several studies of the fluorite/oleate flotation system have shown that under certain conditions calcium dioleate is formed at or transported to the fluorite surface. Adsorption of significant amounts of calcium dioleate is generally observed above oleate concentrations of -6 -5 between 4 x 10 and 4 x 10 M, yet little explanation of the onset of calcium dioleate adsorption is provided. In this study in-situ and ex-situ FTIR/IRS experiments have been performed in connection with thermodynamic solution phase analysis to better understand oleate adsorption as well as the onset of calcium dioleate formation. Results from this study are analyzed and compared to industrial practice.

The Copper Canyon deposits, occur in proximity to the regionally distinctive formational boundary between the Staveley Formation and Marimo Shale. The mineralisation here is associated with breccias, veins, and alteration zones near the base of the Marimo Shale unit and in the underlying evaporitic dolomite-dololutite dominant Staveley Formation. The Marimo Shale unit, in its basal 60 metres, is highly carbonaceous and hosts ubiquitous but minor diagenetic (?) copper-pyrite, and on occasion, extensive albite-microcline alteration centres, pyritic (cobaltiferous)-quartz veins, and microcline-quartz_+plagioclase veins or veinlet arrays. The most significant mineralisation, such as at the Greenrnount prospect, consists of a shallowly dipping package of alteration zones overprinted by multiple generations of pink-orange microcline-quartz-chalcopyrite-pyrite-(arsenopyrite) and albite-calcite- phlogopite veins. Accessory mineralogies in most of these mineralisation styles consist of tourmaline, monazite, rutile, and apatite. Chalcopyrite (and secondary chalcocite) and gold are associated with each generation of alteration but are best developed in the later stages of veining. In the underlying Staveley Formation, which is a conformable transition between the Corella Formation limestones and the Marimo Shale, chalcopyrite (cobaltiferous)-pyrite mineralisation occurs as disseminations in pre- and syntectonic breccias, and with disaggregated silica pseudomorphs (after thinly bedded evaporitic sulphate beds) and associated dolomitised limestone-calcilutite. Although this mineralisation may be partly diagenetic in origin the 200 in thick evaporitic packages are also host to a locally widespread (2 to 4 km long and 200 to >500 metres wide) and pervasive 'redrock' styled microcline-dolomite¦hematite alteration. Within this gross alteration package there also seems to be a consistent association with narrow (10 to 100 metres wide), linear (stratabound) semi-massive magnetite-hematite-microcline and quartz-chalcedony replacement zones. Like much of the nearby Corella Formation the Staveley Formation, under the Marimo Shale, has undergone dissolution, paleo-solution karsting (breccias) and tectonic brecciation such that the precursor lithological details have been progressively obliterated. The post-diagenetic to post-tectonic fluid pathway development and metasomatic alteration history of this important lithostructural package of rocks has been traced from preliminary studies only. The ability to do so is largely due to the absence of significant regional and contact metamorphic overprinting, and the local preservation of precursor sediment profiles. It is proposed that both the base of the Marimo Shale and parts of the underlying evaporitic-limestone-dololutite have acted as conformable fluid pathways for hydrothermal and (perhaps) diagenetically derived, Cu-Au-(¦Co ¦As) K-Na-Ti-REE bearing, fluids and brines.

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. Recent advances in Virtual Reality (VR) technology have resulted in major opportunities to improve safety training of mine workers, supervisors and managers. The hazardous nature of both surface and underground environments limits the type of safety training that can be carried out. VR offers the potential to expose mine personnel to hazardous situations in a safe, highly visual and interactive manner. Customized simulations of mine layouts, dynamic operations and mine environment can be set up and mine personnel can be allowed to move around the virtual mine, making decisions at key points. The consequences of both correct and incorrect decisions can be immediately fed back to the trainee.

The Rosia Montana gold deposit is located within the æGolden QuadrilateralÆ area in the Apuseni Mountains of Transylvania, Romania. The deposit is situated approximately 85 kilometres north of the regional centre of Deva, within the province of Alba, at elevations of up to 1100 metres above sea level. The Rosia Montana deposit contains a current resource of 344.07 million tonnes at an average grade of 1.3 grams per tonne (g/t) gold (Au) and 6.0 g/t silver (Ag) for a total (measured, indicated and inferred) contained resource of 14.29 million ounces of gold and 67.00 million ounces of silver. The resource was calculated using a 0.6g/t Au cut-off, a 10 x 10 x 10 metre block size and multiple indicator kriging. The low sulfidation style epithermal mineralisation at Rosia Montana is hosted within Tertiary age dacite intrusions and related vent breccias. Mineralisation is generally disseminated and associated with silica, adularia, illite, pyrite and carbonate alteration of host rocks, with minor late carbonate-base metal veins. Precipitation of precious metals is generally considered to have occurred as a result of over-pressurization, boiling and subsequent brecciation. The dacite intrusions are hosted in Cretaceous shallow marine and deltaic shales and slates, which overlie older Paleozoic sedimentary and metamorphic rocks within uplifted sections of oceanic sea floor.

The San Anconio mine, owned by San Antonio Gold Mines, Limited, is located on the north shore of Rice lake, thirty miles east of lake Winnipeg, and about one hundred miles northeast of the city of Winnipeg. The three claims which formed the original San Antonio group were staked in 1911. Subsequent additions to the Company's property have in-creased their holdings co thirteen claims. Preliminary development of the property took place between 1925 and 1930. The major ore discovery during this period was the 16 vein. The mine was closed in September, 1930, but re-opened in April, 1932, since which rime it has been in continuous operation. In 1933, a development of special importance was that of the 26 vein. The mill capacity, originally designed for 150 tons, was increased to-wards the end of 1933 to 170 tons. With highly satisfactory mine development, mill enlargement to approximately 300 tons was made possible. The Company has financed the additions and improvements from mine production. Iris of interest to note that San Antonio is the first gold mine in Manitoba to pay a dividend. The first dividend was paid to the shareholders in March, 1934, and the fourth was recently declared. Electric power is transmitted to the property from the Great Falls plant of the Manitoba Power Company over a 66,000-volt transmission line approximately 62 miles long. The old camps, which had been in use since work on the property was started, in 1927, were demolished in the spring of 1934, and new camps were built on the Ross dam. Lumber for these buildings was out at the Company's saw-mill on Gold creek, eight miles from the mine. Two bunk-houses with a capacity of 72 men each were constructed, also a dining room co accommodate 144 men, a store, staff house, hospital, burcher shop, and warehouse. The camp buildings are all steam-heated from an electric boiler. They are all insulated on walls, roofs, and floors with a heavy building board, and are covered on the outside walls with asbestos siding, and on the roofs with corrugated iron. A community of about 800 persons has grown up around the mine, at Bissert. Attention has been given co their social interests, and the management of the mine has assisted its employees co build a community hall, which is used for dances, picture shows, and other entertainments and amusements. A two-room school, with an attendance of 50 pupils, is supported by Company employees. In addition, picnics, boxing contests, and hockey games are encouraged among the employees.
