In many engineering structures, the mechanical properties of large volumes of rock must be considered. Typically, such properties are assumed to be the same as those of small laboratory samples, although it is clear that the laboratory samples do not contain the joints, faults, and other natural planes of weakness of the rock mass. A cheap, convenient testing procedure is needed with which the engineer can more accurately assess the strength and elastic properties of natural jointed rock. As a first step in this direction, a test has been developed capable of determining mechanical properties of large samples in their natural undisturbed state. In the present paper, some preliminary experiments on relatively unjointed material are described. Numerous attempts have been made to measure the deformation modulus of rock masses with varying degrees of success. Rocha (1), Grimm (2), and Alexander (3) have placed flat jacks in a slot in the rock and measured the pressure required to deform the slot. Bonnechere (4) has grouted large flat jacks in granite masses and performed similar experiments using a variety of strain measuring techniques. The U. S. Bureau of Mines has conducted radial jacking tests in which a uniform radial stress is applied to the inside of a tunnel of circular cross section and radial deformation is measured by extensometers located at various depths in the tunnel fall. Plate jack tests (Rocha (5), Shannon and Wilson (6)), pressure chamber tests, and cable jacking tests (Zienkiewicz and Stagg (7)) have all been used to determine in-situ deformation modulus. Several bore hole techniques have also been used to measure rock deformation. These include bore hole jacks (Goodman (8)), bore hole dilatometers using expandable membranes (Menard (9)) and bore hole penetrometers. Most of the above tests except the radial jacking test have an unknown stress distribution and require considerable approximation to calculate a deformation modulus. These approximations include the use of elastic theory for solutions of rigid plates, thick-walled cylinders, etc., and determination of values for Poissons

In the year 1875, the Pennsylvania Supreme Court, acting on incorrect information concerning the production of oil and gas, established what has become the law of the land for the governing of oil production. While the decision was ideal for the refining monopoly which was completed in that year, there is no evidence that the court was in any way influenced by that refining monopoly. The evidence indicates that the court accepted the view of the royalty owner and independent oil producer. Throughout the life of the refining monopoly it accepted this law, which was so evidently to its advantage in securing cheap raw material. The same policy continued until the development of the exhaustion theory and the entry of the various units of the former monopoly into the production of crude oil. It is curious that no one doubted the new theory of shortage sufficiently to feel the need of changing the law. When the theory entered the economic field sufficiently to raise crude oil prices beyond justification it shortly disproved itself, but by this time the question of split ownership in producing fields made a change from legal error to justice too complicated to be undertaken by the large companies. Not even the ardent advocate of unit operation dared to carry the question to the United States Supreme Court, which has never been asked to pass on the complete question. The impossible position of the producing industry, hemmed in on one side by court law compelling wasteful production and on the other by the national law against cooperation, lasted until the demoralization of 1927 led to cooperation within a state and under state guidance. Since that time control of production has grown with the bringing in of each new field and at this time has the active support of the Department of the Interior in such ways as are definitely legal. As in 1875, the royalty owner and independent producer are opposing by all possible means the rational conduct of the business of producing crude oil. ONE of the most serious and important economic administrative problems facing American railway authorities to-day is that of their rails, and it is one to which much thought, is being given, not only by the executive officers of the railways and the manufacturers of the steel rails, but also by State and National commissions. It is realized by many and admitted by some that the present situation is one which cannot continue. The roadways of railways must be made more secure, or the weight of rolling stock and the speed of trains must be lessened; and the desired result must be attained with the minimum outlay of money, both in expenditure on plant and in cost of operation. If the investment per mile is too large, or through the lessening of tonnage and efficiency of equipment the cost of operation is too great, the desired and demanded cheap service cannot he rendered to the public. Therefore, the weight of equipment cannot be greatly reduced, and lessening the rapidity of service would be far from satisfactory; consequently, the safety of the roadway must be secured with the least practical outlay. It is imperative that the roadbed should be properly graded, with the fewest practically possible curves; that it should have good ballast, be well drained, have good ties properly spaced, and be laid with sound rails of suitable weight, efficiently joined together, and that the whole property be carefully and intelligently cared for. My province is to treat of the sound rails. During the last few years there has been renewed interest in and discussion of that question, and I know that many rail makers not only have been and are desirous of maintaining the highest standards of manufacture which they may have attained, but have been and are seeking to better their product, in several instances devoting much time and money to that end. At the same time, they realize that the cost of any improvement in quality which they may accomplish must be kept within certain commercial bounds; and that fact is as fully understood by their patrons as by themselves, and it should be kept in mind by all who discuss the question.

THE introduction of underground machinery in mines, and especially the invention of the rock drill, called attention to the necessity for some motive power to drive them. The use of steam generators underground is as a general thing inadmissible, owing to the, difficulties of ventilation and the transportation of fuel, and the great loss of power by condensation in the pipes, when surface generators are used, added to the inconvenience of getting rid of the exhaust steam, has precluded the direct use of steam for this class of machinery. Water as a power has with very few exceptions proved a failure, owing to its weight and incompressibility, and there-fore the attention of mining engineers has very naturally turned to the use of compressed air. This agent not only answers all the requirements for power, but has the double advantage of greatly assisting in thoroughly ventilating remote workings, and in cooling the underground atmosphere. It is therefore clear that the successful introduction of underground machinery is dependent on the economical production of good and efficient air-compressing machinery. Although many improvements have of late years been introduced in this class of machines, the most of them are open to serious objections, the chief of which are the very small duty they perform for the power expended, and their great expense, due to the complexity of their construction. This latter fault is the chief reason why the introduction of rock drills and other underground engines is so limited, as comparatively few mines can afford to expend the required capital for the installation of a complete compressing plant. But with the introduction of a cheap and effective compressor, there is no doubt that power drills will become as generally used in mines as the hand drills are now. The great excess of power required in most machines to compress air over that given out again by the use of the air thus compressed (amounting as it does in most cases to sixty per cent.) is well known to all mining engineers. Of course a portion of this loss is due to the friction of the air through the pipes, and will always occur however effective the machine used maybe, but the chief cause -of the

THE similarity of mining practices in bituminous coal fields through-out America is due to the fact that certain fundamental conditions are encountered in all fields. The problems of labor, housing and mining are somewhat similar whether the mine is in Pennsylvania, Illinois, Wyoming or the State of Washington. Each field has had its particular problems, resulting in advantages or disadvantages over a competing field. This might take the form of a wage differential, a better natural condition more favorable to cheap production, or proximity to a market that allows freight rate advantages, etc. In any event, no matter how favorably situated, the mining companies that have been slow to recog-nize and accept the advantage of mechanization, clinging too long to the old hand methods, have found themselves unable to meet competition. Throughout the Wyoming coal fields, production methods have so changed in the last decade as to be almost unrecognizable to an old-time coal miner who has had no connection with the industry during; that period. The old contract system, with its peculiar labor relationship between employer and employee, based upon the long-established custom that the miner's working place was his castle, and that it was his privilege to carry on operations within that place largely in his own way and to his own liking, is a condition that has passed away. The present-day, 100 per cent mechanized mine bears but little resemblance to the old. A change -in system has naturally altered the old-time labor relationship. Contract labor has been almost entirely eliminated and a straight day-wage basis established, with certain classes of work calling for different rates, which places the entire personnel of the underground operating force more directly under the direction and supervision of the mine foreman and his assistants. The transition from the old order to the new has gradually done away with the system of penalties, personal- rights and privileges existing under the contract system, which were so controversial in the past that the average mine management was constantly involved in labor disputes in fields where organized labor was employed.

Research is defined, scientifically, as a "systematic investigation of some phenomenon, and also a search for hidden treasures." Chemists tell us that the hidden treasures of petroleum are far richer than the products which have been best known to us. However, these secrets will be discovered only through intensive and systematic, as well as scientific, industrial research. Indeed, the scope of the subject is so great that such an intensive research program should be assumed by a centralized organization supported by the petroleum industry as a whole. Such organization should assume the responsibilities for investigation of new products and development of markets for such products. Gasoline, the chief product of the petroleum industry has become a cheap commodity. The continual uncontrolled overproduction of crude petroleum, the intensive competitive condition in the marketing of petroleum products and the increase of refining efficiency and installing of cracking facilities, have all combined to lower the market value of gasoline. The purchaser has profited from the lower cost of gasoline by way of lower prices so that today the most important product can scarcely be manufactured at a profit. In other fields, manufacturing industries have diversified their products when faced by a similar situation. Thus, they have been able to widen their marketing outlook. Why cannot the petroleum industry employ the same tactics? Right now we are hearing much discussion concerning the development of a wider market for existing petroleum products and new products for existing or prospective markets. For instance, we can cite recent developments for use of propane, butane and ethylene. Butane has been found to be an efficient and inexpensive refrigerant, especially adapted to home refrigerating systems. Propane and butane fractions of natural gasoline may be shipped under pressure and may be used as a substitute for, acetylene in cutting torches in connection with oxygen. There is a possibility of substituting butane for gas oil in the carburation of coal gas, as we know that butane contains practically the gas enrichment as the same volume of gas oil and should prove to be a superior product for

SOME time ago the writer needed a cheap, light, and portable hydraulic lift or crane, that would be universal in its application, and that might -be suspended from crane-arms, overhead tramways, beams, etc., and serve all the uses of ordinary hydraulic cranes. This was accomplished by the use of a closed cylinder of wrought-iron hydraulic pipe, provided at its top with the ordinary gland and stuffing-box, through the centre of which passed another similar pipe of slightly smaller diameter, forming in effect the ordinary plunger of the regular hydraulic crane. Over the top of this centre pipe or plunger or piston a disk of iron is placed with two arms projecting several inches from the rim, as may be required. Through these arms long iron rods pass, one on each. side, and are fastened in place by nuts screwed to a bearing immediately above and below the disk. These rods also pass through the enlarged head of the lift down through a casting which closes the bottom of the cylinder, which, at the same time, gives them a bearing, and they terminate at a point below the casting equal to the height of the lift of the crane. The rods at this point pass through a disk similar to the top disk and are similarly secured in place. A common hook arranged with a swivel passes through the centre of the disk, and on this hook the load is suspended. For a stationary hanging crane the apparatus is suspended by two rods passing through the head of the lift in similar manner to the two already described, at right angles to the first, and of sufficient length to let the first set play between them and rise to the full height which the plunger will allow. The second set of rods terminates in an iron disk similar to the one at the bottom of the first set, and a hook through this in turn suspends the entire apparatus. In order to adapt the lift to an overhead tramway, single or double, in place of the suspending rods, a projection or offset is arranged on each side of the head of the lift and a journal cast in, allowing the lift to be suspended on pivots arranged as follows

Progress in the facilities for handling mining products has been largely superinduced by the necessities of commercial economy ren dered requisite in order to meet the demand of competition. So rapid has been the depreciation in the value of mineral products, primarily due to the disproportionate increase of output over con sumption, that it may be justly claimed that mining, when considered as a commercial success, depends largely upon the ease and cheap ness by which the products are brought to the surface of the ground. THE history of the froth flotation of coal is relatively short. The flotation process was applied to fine-coal cleaning about the time of the end of World War I. Coal flotation finds more widespread use in Europe than in the United States and is used on a commercial scale in nearly all major coal-producing countries in the world. In Fig. 1 the general arrangement of a froth-flotation plant at a British colliery is shown. GENERAL FEATIJIEES OF THE PROCESS Application The flotation process is applicable to the cleaning of the fine sizes, particularly minus 48-mesh coal, although it may be used on sizes as coarse as 1/8 in. Since most cleaning processes usually are not effective on sizes smaller than 48-mesh and certainly not effective on minus 100- mesh, the froth-flotation process offers a solution to the problem of cleaning these sizes. This process consists-of agitating the feed pulp with a small amount of reagents, usually 1.0 to 2 ½ lb. per ton of feed in the presence of water and air; the reagents help to form small bubbles that collect on the particles having a greater affinity for the bubble surface than for the water surface, in this case the fine coal, and the bubbles buoy these particles to the surface to form the frothor concentrate. Slate and shale particles remain wetted and suspended in the water to be drawn off as tailing. The frothers commonly used in coal flotation are cresylic acid, pine oil, and alcohols. More expensive frothers, used in ore flotation, work satisfactorily but do not compare with these cheaper reagents for over-all cost. Collectors- used are low-grade petroleum fractions, such as cheap, partly refined fuel oil, or lubricating oil, sometimes mixed with small amounts of kerosene. The application of scientific methods to the investigation of natural laws and to the conduct of the useful arts which are founded upon them, is year by year mitigating the asperity and enlarging the outcome of human endeavor. More notably, perhaps, are these the facts in that system of productive and constructive arts of which engineering is the general name. In metallurgical engineering especially, within the period of our own recollection, how rapid has been the rate and how wide the scope of progress: the scientific discovery and mining of metalliferous veins; the economical separation and reduction of ores of every grade; the production and regulation of high temperatures; the varied improvements in the manufacture of iron, in saved heat and work, in uniformity and range of products; and, most important of all, the creation and the utilization, to be counted by the million tons a year, of the cheap constructive steels. Wonderful as this range and degree of development may appear to the public eye, the close and thoughtful observer must, nevertheless, conclude that neither the profession nor the craft of engineering may congratulate themselves too complaisantly, but that they should rather acknowledge to each other the embarrassing incompleteness of the union between engineering science and art. There is a small school of philosophers whom we may designate as original investigators, men who come close to nature, who search into first principles, and who follow that scientific and therefore fruitful method by which the relations of matter and force are discovered, classified, and brought within the reach of practice. These wonderful men do not indeed create the laws of nature, as they sometimes almost seem to, but they go up into the trembling mountain and the thick darkness and bring down the tables upon which they are written.

"This paper briefly summaries the status of a recent program aimed at identifying new chemistry for use as sulfide mineral frothers and collectors. The background motivation and planning behind this work is given along with the general families of chemical structures synthesied and studied in detail followed by typical flotation application results in various laboratory and plant scale tests. Flotation testing to date has been very encouraging with often improved recoveries of certain minerals and improved pyrite selectivity being observed over commercially available reagents. In addition, in some cases, the dosage and lime requirements of these new collectors are significantly less than that associated with standard sulfide mineral collectors. INTRODUCTIONFroth flotation is one of the most widely used and economic means of concentrating metal sulfide ores. There are numerous reference books that have been published on the chemical aspects of flotation [e.g., ref. 1-7] which are based on studying the influence on selected minerals of chemical structures that have been used commercially for many years. In fact, almost 98% of the volume of flotation collector and frother reagents used at the industrial level today were known and manufactured in some form 25 years ago [8]. There are many reasons for this lack of significant new flotation reagent development [9] including the general utility and relative cheapness of existing collectors such as xanthates and existing frothers such as the alcohols and glycol ethers. Another reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials. This environment makes reliable reagent comparisons difficult and seriously limits the use of theoretically based chemical structure studies to predict new or optimal reagents. In addition, the higher cost of specialty flotation reagents demands that their performance attributes be significantly greater than that achieved with existing all-purpose commercial reagents - something often difficult to prove in practice."

This novel safety-lamp, which was first introduced in some of the German coal-mines in 1882, at once attracted general attention in the coal-districts of Europe. Objections which arose during the early stages of its use at the mines have gradually died away with the increase of experience in handling the lamp 011 the part of the miners, and the continual efforts to perfect it on the part of its inventors. Wolf's lamp has rapidly surpassed all its rivals, and has already a greater distribution on the Continent than any one of its older sisters. In the course of two and a half years, the manufacturers have sold 25,000 of the lamps, besides remodelling several thousand rapeseed-oil lamps. This great success, which of itself speaks loudly enough as to the superiority of the Wolf benzine-lamp, is corroborated by both official and private reports, which all agree in pronouncing this lamp the best yet brought forward. It was described in a paper by Mr. Eugene B. Wilson, read at the Chicago meeting of the Institute, in May, 1881,* in which its salient merits were briefly but clearly indicated. Every previous improvement of the original Davy lamp has been directed to one or more of the following main points: 1. Light of greater and more uniform intensity. 2. Freedom from smoke or soot, which clogs the gauze and other parts of the lamp. 3. A greater safety and sensitiveness in the presence of firedamp. 4. An illuminating material which, satisfying the foregoing conditions, should be also cheap. 5. A lock which could not be opened in the mine by the miner. 6. An arrangement for lighting without opening the lamp. 7. An arrangement for changing the size of the flame in the closed lamp, to supersede the picker, the danger from which is explained in Mr. Wilson's paper, already cited. It may safely be said that wolf's lamp was the first to secure all these objects. The adoption of benzine instead of rapeseed-oil (previonsly the best illuminant) has completely satisfied conditions 1, 2, 3, and 4. Benzine gives a much clearer, stronger, and more uni-

It is proposed in this paper to discuss some of the chemical and physical principles involved in the manufacture and use of this important by-product obtained in the manufacture of steel by the basic process. The name, " phosphate slag," is adopted as a sort of compromise between "Thomas slag" and "tetrabasic phosphate." By the first of these latter names, viz., " Thomas slag," it is known in Germany, Austria, France, and the other continental countries, and in England, and is more easily apprehended by those who have no special Knowledge of chemistry, while the name " tetrabasic phosphate," being descriptive of the nature of the slag, is perhaps the best. It is but seldom that a discovery of such moment to two great industries is to be chronicled in the history of technical science. On the one hand, the manufacture of iron and steel has been greatly benefited, while on the other hand, the effects already noticed, and still to follow, to the agriculturalist, are of scarcely less conseqnence. The great majority of iron ores in the world, perhaps 90 per cent. of then), are now available for the steel manufacturer, while the manufacturer, and more especially the consumer, of artificial manures is relieved from the fear of the exhaustion of the crude phosphates. We have in phosphate slag, therefore, a product of the highest importance to those who make and we steel and fertilizers. Two great industries, which heretofore have had but little in common, are thus brought into close connection with each other, and the results sure to follow, if one may judge from the history of the past ten years, cannot fail to be of great and increasing value. These results may be compared with those which followed the introduction of the cupriferous Spanish pyrites into England for the manufacture of sulphuric acid. The copper extracted greatly reduced the cost of the acid, hence that of artificial manures. Cheap manures meant better farming and cheaper farm products, and these meant better and cheaper living to nearly all classes of society. IN 1904-5 diamond drilling operations in the Mount Morgan mine proved the presence of some millions of tons of rich copper-gold ore, averaging about 45%to 50%silica and 22%Fe as sulphide. To smelt this ore in blast furnaces, without previous concentration, large quantities of basic flux were required. Unlimited quantities of cheap limestone were available at Marmor, on the GladstoneRockhampton railway, 50 miles from Mount Morgan, but the supply of iron flux was a more difficult problem. Smelting Operations started with one furnace in January, 1906, using as flux low-grade sulphide ore from the mine, containing very little silica. When the second furnace was blown in this was supplemented by ironstone from small deposits in the immediate district. It was recognized that these sources of supply would be insufficient to keep the full plant going after the third furnace had been blown in. Accordingly, the deposits at Kabra and Mount Etna were opened, neither of which proved capable of supplying the quantity required-viz., 1000 tons per week. Negotiations were meanwhile being conducted with the Marble Island Iron and Limestone Co. to obtain the right to mine at Iron Island, where a sufficiently large deposit was known to exist. THOSE who are familiar with working gas furnaces will perhaps admit that the ordinary producer is the least satisfactory feature of the- whole system, chiefly by reason of its great waste of fuel, both above and below the fire. The waste of fuel in cleaning the fire has not, as far as I am aware, been carefully measured ; it has been roughly estimated at various works as averaging twenty per cent. to twenty-five per cent. The coke that falls into the ash-pit is largely mixed, if not stuck together with clinker; when this coke is not recovered and utilized (and where coal is cheap it does not pay to recover it), the waste is certainly as high as above estimated. Cleaning a fire on a grate (especially a fire of dirty coal, like much of our Western coal), by inserting a few temporary grate-bars, then withdrawing the regular grate-bars and letting the whole lower part of the fire tumble into the ash-pit, must necessarily be wasteful of fuel, but it has been found to be the most practical system. The fire under a boiler should be thin, to insure perfect combustion; hence it may be moved from one side to the other, so that .the clinker and ashes may be uncovered and removed. But a producer fire should be so thick that carbonic oxide only shall rise from it ; a thick fire cannot be thus manipulated. In several of the French works the ordinary producer without grates is employed ; the whole body of the fire rests on the floor of the ash-pit. It did not seem to me that less fuel was wasted here than with grates in cleaning fires. The bottom layer of the fire had to be drawn out with hooks, and there was nothing to prevent much coke from coming away with the clinker and ash. A producer shaped like a cupola furnace has many advantages, but if grates are employed the waste of coke in cleaning is not lessened. But the waste at the bottom of the fire is only a part of the waste in the ordinary producer. Some time ago the writer needed a cheap, light, and portable hydraulic lift or crane, that would be universal in its application, and that might .be suspended from crane-arms, overhead tramways, beams, etc., and serve all the uses of ordinary hydraulic cranes. This was accomplished by the use of a closed cylinder of wroughtiron hydraulic pipe, provided at its top with the ordinary gland and stuffing-box, through the centre of which passed another similar pipe of slightly smaller diameter, forming in effect the ordinary plunger of the regular hydraulic crane. Over the top of this centre pipe or plunger or piston a disk of iron is placed with two arms projecting several inches from the rim, as may be required. Through these arms long iron rods pass, one on each side, and are fastened in place by nuts screwed to a bearing immediately above and below the disk. These rods also pass through the enlarged head of the lift down through a casting which closes the bottom of the cylinder, which, at the same time, gives them a bearing, and they terminate at a point below the casting equal to the height of the lift of the crane. The rods at this point pass through a disk similar to the top disk and are similarly secured in place. A common hook arranged with a swivel passes through the centre of the disk, and on this hook the load is suspended. For a stationary hanging crane the apparatus is suspended by two rods passing through the head of the lift in similar manner to the two already described, at right' angles to the first, and of sufficient length to let the first set play between them and rise to the full height which the plunger will allow. The second set of rods terminates in an iron disk similar to the one at the bottom of the first set, and a hook through this in turn suspends the entire apparatus. In order to adapt the lift to an overhead tramway, single or double, in place of the suspending rods, a projection or offset is arranged on each side of the head of the lift and a journal cast in, allowing the lift to be suspended on pivots arranged as follows:

Those who are familiar with working gas furnaces will perhaps admit that the ordinary producer is the least satisfactory feature of the- whole system, chiefly by reason of its great waste of fuel, both above and below the fire. The waste of fuel in cleaning the fire has not, as fdr as I am aware, been carefully measured ; it has been roughly estimated at various works as averaging twenty per cent. to twenty-five per cent. The coke that falls into the ash-pit is largely mixed, if not stuck together with clinker; when this coke is not recovered and utilized (and where coal is cheap it does not pay to recover it), the waste is certainly as high as above estimated. Cleaning a fire on a grate (especially a fire of dirty coal, like much of our Western coal), by inserting a few temporary grate-bars, then withdrawing the regular grate-bars and letting the whole lower part of the fire tumble into the ash-pit, must necessarily be wasteful of fuel, but it has been found to be the most practical system. C.-Consider the United States broadly and the distribution of the salt industry. Think of the old solar-evaporation process up in New York State, then of the more recent processes in Michigan and Kansas and Louisiana, where the rock salt furnishes a large industry, then of the solar-evaporation process at Salt Lake, then turn to the crucial place in the United States, where there is an embarrassment of salt, and that is California. I am not forgetting' the immense body of salt east of that in the Virgin River country of Utah; but in California the situation is interesting. There are very large quantities of salt in the Searles Marsh region; again, in Southern California, at the southern end of Death Valley, there are two or three mountains of salt which have been explored recently, where the salt is sufficiently pure to be used at once. There is also a large deposit of gypsum, and it would be possible there, by extremely cheap means, to produce an amount of salt sufficient to furnish the United States' greatest needs. The principal reason that capital has been deterred from developing such a large mass is not the fact that solar evaporation produces a great deal of salt around San Francisco, but the fact that if potash salt is to be produced in connection with the salt in the borax region a, great deal of ordinary salt must be disposed of. It cannot be dumped, for it would get back into the brine again; the first rains would bring that salt back into solution again. It must be sold, given away, or hauled to a distance, which would mean a considerable freight charge. The salt will be going begging. E. G. SPILSBURY, New York, N. Y.-The remark of Dr. Day's regarding the likelihood of the production of a large amount of waste salt brings to my mind the condition that obtains in Germany in all of the potash fields. In Germany salt is a government monopoly. In the development of the potash deposits, it becomes a grave question as to how much salt they may be allowed to extract and bring to the surface.
