A subsequent spin off of the energy shortage is the new life for barite. Over 90% of the barite produced in the world is used as a weighting material in oil well drilling muds. Business is booming; the price of barite has risen; scarcity is imminent, and exploration is going full steam ahead. New barite-producing companies are being formed and many of the barite consumers are considering becoming producers. Prospectors have found a new "love," smaller deposits are being explored, and old deposits, previously rejected, are getting a reappraisal. Even barite tailing piles are being resampled.

When coal in an oil/water slurry is ground to minus-200-mesh in a ball mill, some of the mill energy, normally wasted as heat, can be usefully recovered to help emulsify the oil. If the discharge flows onto a suitable sized trommel screen, water and ash material are rejected through the screen while coal and oil ball together to give a clean coal product. A small (6-lb/hr) continuous plant has demonstrated the feasibility and the limitations of this process for New Mexico coals.

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. The provision of a water supply is a major consideration in planning mining developments particularly in remote areas. The evaluation and development of adequate water supplies in and areas of Australia is often as important as the discovery of the orebody. The copper orebody at Warrego near Tennant Creek could not be mined economically if cheap treatment water was not available near the mine. This paper describes the difficulties in obtaining water in the Tennant Creek area and the water supply investigations carried out near the Warrego Mine which resulted in the successful discovery and evaluation of a reliable large scale water supply. It is contended that the establishment of a water supply must be approached on a systematic and scientific basis similar to the approach with the exploration and establishment of actual ore reserves. Mining companies with similar water supply problems may benefit by approaching their problem on this basis. The approach adopted by Peko Mines is outlined in this report.

A description is given of a simple, cheap device that enables the intact shear strength of rock to be determined quickly and inexpensively. Thin rock plates, prepared with a diamond saw, are tested in double shear by a linear punching action. By varying the direction of the diamond-saw cut in a number of specimens, the change in shear strength can be measured for different orientations relative to the rock fabric.

"Coal from Hat Creek, B. C., has been successfully beneficiated to remove ash while retaining calorific value by a dry electrostatic separation process using a fluidized bed for triboelectrification. Two samples of Hat Creek coal used in the beneficiation experiments have been characterized particularly with respect to their mineral and clay content. The calorific value recovery exceeds the simple dry coal recovery because of the heat lost in altering the clay minerals of the ash fraction during burning. Recoveries and ash contents of the beneficiated coal are comparable to recoveries by water washing, but the dry process avoids the potential water pollution problems.IntroductionProposals have been made which suggest an interim Canadian coal production target for the end of the century which will require a four- to fivefold increase over the 1977 production. This implies a nominal annual growth rate of about 6070 to achieve a production rate of 115 to 140 million tonnes/year. Whether or not this target is realistic, it is becoming increasingly evident that coal must be utilized more fully on a world-wide basis. The crisis in Iran has provided the latest stimulus to renewed interest in Canadian coals for domestic use and export.The emerging new era of coal utilization for fuel and chemical feedstock will not, however, generally tolerate the level of coal technology which prevailed prior to the availability of abundant cheap oil and natural gas. Economic, environmental and resource management considerations will necessitate, for example, the use of improved methods of beneficiating coal. Continued development and application of conventional processes, principally aqueous, involving heavy media and cyclones will solve many of the problems. However, less conventional processes may be preferable or necessary in certain applications."

Much has been said and written about the world's, and particularly the united states of America's, energy crisis. The relative changes between cost components of production have altered because the days of cheap energy have now gone. Decisions that made capital investment reduction attractive to treat large tonnage lower grade ore bodies appear to be no longer valid because average energy costs for comminution that were less than 1 cent per kilowatt hour in 1972, are now more than 3 cents and will shortly become 6 cents according to some projections. Increased capital investment to improve processing energy efficiencies are certainly going to be pursued. Energy today is the largest cost component in the average mineral production facility. It takes more than 12000 kilowatt hours to produce one ton of finished steel and more than 60000 kilowatt hours for each ton of copper and aluminum.

"The modest thermal efficiency of the steam turbine cycle essentially determines the heat required and, therefore, the coal consumption and ash production of pulverized-coal-fired powerplants. This paper emphasizes how some properties of coal and its ash can crucially affect the operation of a steam generator and its flue gas cleaning equipment. A brief reference to some siting factors and economics reaffirms the all-pervasive influence of the properties of coal and ash and establishes the importance of a firm supply of cooling water. The economics of scale remains a compelling factor in selecting the size of units, despite disappointing performances by some of the larger units. Environmental considerations suggest that smaller units still have a role to play. IntroductionCoal fuelled one industrial and economic revolution, beginning two hundred year s ago . It was the precursor of competing fuels, notably natural gas, oil and uranium, which eclipsed it in terms of convenience and rate of growth.The turmoil that now exists because of rapidly dwindling supplies of no-longer-cheap oil and the concerns about nuclear energy-justified or unjustified-exacerbated by an operating incident at the Three Mile Island Nuclear Powerplant, prompt speculation for a resurgence of coal, especially where it cangenerate electricity to replace energy from imported oil.The world's reserves of coal are not inexhaustible, although they are ample for several decades. Of greater import is the fact that the world's coal reserve s are more widely distributed than its oil reserves, and they appear less convenient as instruments of economic and political persuasion by opportunist powers. The crux is whether or not the world will accept all that a massive, if temporary, return to coal implies.Combustion of pulverized coal in steam generators to pro duce electricity is a 50-year-old, well-understood technique; it is undergoing continuous refinement to meet evolving environmental and economic criteria and is not found wanting. It is certainly the only technique available and technologically advanced enough to replace oil immediately on a large scale. Although it may take a decade to bring a new coal-fired powerplant into service, this delay is a reflection on nontechnical and administrative processes. Capital and operating costs of coal-fired powerplants are significant and subject to inflation, but, because of the accumulated experience in this field, the ability to control costs is better than for those energy processes which are less mature or still in embryo form. More exotic, soft energy systems, touted as the panacea for world energy problems, have still to prove themselves on the scale they are needed and under the stringent climatic and operating conditions coal-fired powerplants have already mastered."

Four counties in Indiana--LaPorte, Vigo, Vanderburgh, and Switzerland--have potential for deep underground limestone mining because they are in or are near high population areas and have no surface-minable limestone de- posits. The principal markets are Gary-South Bend, Terre Haute, Evansville, and Cincinnati. Minable seams suitable for aggregate are 120 to 150 meters (400 to 500 feet) below the surface in LaPorte and Vigo Counties, about 90 meters (300 feet) below the surface in Switzerland County, and about 600 meters (2,000 feet) below the surface in Vanderburgh County. Some deposits are also suitable for high-purity uses or for cement raw materials, which enhances their potential for exploitation.

Recent work by Westwood et al. (reviewed in Refs. 1-6) has established that many rocks, minerals, ceramics, and glasses exhibit phenomenologically similar chemomechanical (Rebinder) effects when deformed in different liquid environments, apparently as the result of chemisorption-induced variations in their near-surface flow and flow-dependent fracture behavior. In particular, it appears that there exists an empirical, but apparently general, correlation between the near-surface flow stress of an inorganic nonmetal and its surface charge- namely, that such a solid is hardest at its zero point of charge (i.e., when its zeta potential [ ] = 0) and softens as [ ] increases, regardless of the sign of zeta. Moreover, because near-surface flow and fracture phenomena are two of the important determinants of the rates of machining and comminution processes, both Westwood et al. and others7 have been able to use this so-called "[ ]-correlation" to develop cutting fluids and grinding aids that in many instances have given rise to several fold increases in performance. In addition, Westwood et al. have demonstrated that both aqueous and organic environments can give rise to similar improvements in cutting rate for a given combination of tool and workpiece, provided that both impart the same surface charge to the work- piece (i.e., transfer the same number of electrons to or from its surface). This last finding implies that in any application it should always be possible to find some cutting fluid that is at once effective, cheap, nontoxic, and nonpolluting. Thus, reports of apparently similar environmental influences on the mechanical behavior of diamond,8 certain organic crystals and polymers,9-14 and coa1-15-21 suggest that it is pertinent to ask: (a) whether the [ ]-correlation (or any analogous relationship) extends to coal; and (b), if so, whether this relationship can be used to guide the development of superior aids for grinding coal. Accordingly, correlations have been sought between (1) the zeta potentials, (2) the hardnesses, and (3 and 4) the drilling and grinding characteristics of coals of different rank in different aqueous and organic environments. This paper reports the results of that search.

The design of coal-mine layouts is based on the knowledge of a broad range of geological and geotechnical parameters, which must be determined from a sequence of exploration programs. It follows that any weaknesses in selecting, determining, interpreting or utilizing these data are inevitably reflected into the mine-planning process. In this paper, the main methods of exploration are reviewed and evaluated with the emphasis on acquisition, interpretation and storage of variables pertaining to mine-design. Some common problems are highlighted and recommendations are given for improving the utilization of data and optimizing coal-mine design procedures.

"The paper takes its material from three peat mining and power project feasibility studies sponsored by CANMET and conducted by Montreal Engineering Company Ltd. in the years 1976 to 1980. The role which peat may play in the Canadian energy prospectus is outlined, estimated and measured fuel peat resources are tabulated, and the economic and technical feasibility of mining peat for power generation is reviewed Recommendations are made for future work, and construction and disbursement schedules are developed for a combined peat mining and power generation project. The relationship between the mining of moss and fuel peat is discussed.IntroductionWhereas moss peat has long been produced in Canada, and exported for horticultural use , the underlying fuel peat has received little attention until fairly recently.In the seventies, however, the deepening oil crisis spurred Canadian interest in Irish, Finnish and Russian experiences in the utilization of fuel peat. Among others, Energy, Mines and Resources Canada had long been alive to the possibilities which indigenous peat offers, and in 1976 the Canada Centre for Mineral and Energy Technology (CANMET encouraged a proposal from Monenco to carry out a preliminary study and submit a report on the "" Assessment of Canadian Peat as an Alternative Fuel for Power Generation"". The report was submitted in April 1977. This was the first of a series of studies, and the authors of this paper were involved in its preparation.The escalating price of oil and the increasing problem of relying on its availability have combined to make alternative fuels more attractive. Peat, like other fuels previously uneconomic because oil was cheap, is now progressively gaining in viability. In addition to these factors, the utilization of peat has the following advantages: improvement in the country's balance of payments, by virtue of burning an indigenous fuel;creation of local employment for the mining of peat; improvement in land utilization;peat is a relatively clean-burning fuel, with low sulphur and ash contents."

"INTRODUCTION The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mining substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. Reconstruction of the British mining industry began shortly after nationalization in 1947 and continued until well into the 1950s with the support of the government. This support diminished as plentiful supplies of cheap oil from the Middle East made many coal mines uneconomic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal'. The plan was aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The plan proposed action along the following lines: Increase output by major investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output.

A major process control system is in some ways like a complex organism. The extremities, (that is, field instruments) are exposed to many hazards and suffer malfunctions of relatively minor and repetitive nature. Here I equate a stuck valve or dead transmitter with a skin abrasion or cut. The maintenance and repair of the extremities can be done by technicians with basic but thorough knowledge of relatively few problems and their solutions. Here I equate with administering Band-Aids and aspirin. On the other extreme, when the master control device (such as a computer) fails, one does not attempt home remedies. A "brain" specialist is called in. It is, however, crucial that the patient be able to clearly describe his symptoms. Getting down to the case at hand, a complex system consisting of field instruments, instrument racks, interface equipment, and perhaps a computer, may require maintenance at all levels. At the field equipment end where physical damage, corrosive atmospheres, reconfiguration, and routine calibration checks are common, the customer has the opportunity to develop a competent staff of maintenance people. The relatively high maintenance activity assures competence through repetition.

The objective of this study has been to determine the state of the art in underground, thin-seam-mining systems, to identify new technology and procedures that would reduce the hazards of thin-seam mining and to recommend areas for further research. The study was carried out in two phases, the first of these being devoted to a survey of authoritative literature. Subsequently, the practices adopted in the various mining countries were analysed and comparisons made to identify machines and methods with the potential for application in the USA. Published figures on US bituminous coal reserves show the high proportion contained in thin seams and US accident statistics demonstrate that the risk is greater in thin-seam operations. A comparison has been made with the experiences of foreign operations. The Phase 11 study proceeded along two separate avenues to examine the distinctive problems associated with seam thicknesses above and below 30 in. Current systems of mining appropriate to seams greater than 30 in were elaborated and compared by means of a simulation exercise in terms of safety, production and cost. For seams below 30 in, less conventional systems, some presently disused, were studied and their potential evaluated; the research and development work necessary to make them viable has been indicated.

Miss Gertrude Carey lived next to us in Martinsburg, West Virginia for several years. She was a retired school teacher. She was also a cousin to Messers Dan and Joe Baker who owned and operated Standard Lime and Stone Company, a predecessor of Martin Marietta Corporation. She-was well acquainted with the Baker family and their history. Here is one of the legends she told my wife, Jean, and me. The Bakers were originally Tanners. They had a tannery near Frederick, Maryland. There were several boys in the family and when they were grown each man had specified responsibilities. Will Baker was assigned the duty of locating, buying, and transporting tanbark and lime. As he traveled through Maryland, Virginia, Pennsylvania, and West Virginia to locate and buy tanbark, he also talked the farmers out of some pieces of lime, which the farmers had produced in holes dug and filled with layers of limestone and wood. Will Baker took the lime and soaked a piece of hide in the milk of lime. If the lime did not spot the hide, Will Baker would get the farmer to burn some lime for him, and further tests would be made. If these tests were good - the Bakers bought the land. They eventually discovered that the limestone that would make lime that wouldn't spot the hide would also be suitable for producing steel. They began producing lime just outside Harpers Ferry, West Virginia in pots and upright kilns. That stone too small for the kilns was just perfect for railroad ballast. Now you know how "Baltimore Blue Bloods" got together!!
