"Labrador City is located in the southwestern portion of Newfoundland-Labrador, approximately 965 kilometers north-east of Montreal. The mine and beneficiation complex of the Iron Ore Company of Canada, known as the Carol Project, is situated 535 metres above sea level in a climatic region characterized by cold winters and short, cool summers.HistoryThe Iron Ore Company of Canada commenced work in the area in 19 4 9' however, it was not until 1958 that the decision was made to proceed with mining operations. The ore body consists of Specular Hematite (Fe203) and Magnetite (Fe304) with small quantities of Limonite and Geothite. The average grade of the ore bodies is 39% iron.The mining facilities, crushing plant, and concentrator were in operation by the early part of 1962. In the summer of 1961, a decision was made to build a pelletizing plant adjacent to the concentrator. This plant was designed, erected and placed in operation during 1962 and the first half of 1963. Since the completion of the pelletizing plant, additional expansions to both the pellet plant and concentrator have taken place in 1967 and 1973. Today, the Carol Project has the capacity to produce 20 million tonnes of concentrate from which 10.5 million tonnes of pellets can be produced.The period 1980-85 spans a period of energy crisis, world-wide recession, and a consequent re-structuring of the North American steel industry as it struggles to survive in an arena of excess world steel making capacity, government subsidized industries, and the increasing competition from overseas and from developing countries.The media headlines over the past few years echo the woes of the industry and the strategy plans for survival of the fittest. Today's buzz words are foreign competition, steel import quotas, joint ventures, employee participation, work rules, quality, productivity, and state of the art technology."

In July 1986, Cable Sands (W.A.) Pty Ltd commenced mining for mineral sands at Minninup, approximately 16 km south of Bunbury, Western Australia.The area being mined is from the heel of the foredune to the rear of the hind-dune. The vegetation is mostly native vegetation with some old degraded pasture.The mining operation will be by suction cutter dredge, with continuous dredging, mineral separation and re-depositing of the sand.

The problem of recovering gold from a cyanide solution has been plaguing metallurgists since the cyanidation process was discovered in Glasgow, Scotland.1 The "perfect" method has never been found and this paper will not purport to fill that gap. But we, at Gold Fields, feel that we have developed a workable, cheap and efficient method of producing a refinery - ready product that has several distinct advantages over conventional electroplating techniques. The Gold Fields replating system is presently being used at their Ortiz and Mesquite operations. In short, the system electroplates the gold out on stainless steel wool, instead of mild steel wool as is usually done, then replates the gold by reversing the current onto stainless steel plates. By doing this the steel wool can be reused many times, the gold can be scraped off the plates cleanly and quickly, the operating costs are reduced and the slag production is greatly reduced.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. New approaches in the last decade have led to the supplemental use of raw coal as a direct energy source in several iron and steelmaking processes. The dependence on more expensive coke and electricity is being progressively reduced. The Technology Venture of Klockner Werke and CRA has pionered several of these developments and is pushing ahead to processes for scrap melting and direct smel- ting of iron where coal is the ONLY energy source. Such complex developments depend strong- ly on the experience gained in the simpler but related processes for coal use already in operation. The longer term implications of a successful coal-based direct smelting process for the world steel industry are substantial.

The application of plasma technology to process metallurgy is briefly discussed. Experiments involving in-flight reduction of minerals (taconite, chromite, in particular) with a solid-based carbon reductant are described. The resultant metallic and slag product analysis is discussed with respect to thermodynamic and kinetic considerations.

A microcomputer based expert system is presented for fast and cheap mineral identification. Because of the increasing pipularityof and interest for minerals and precious stones (selling, hobby polishing, collecting, teaching etc.) we pointedly deal with gemstone identification. In most cases only some fundamental data are needed to identify a mineral sample (or precious stone) if we know how to use these data. The important, characterizing data of the well-known minerals are stored in the data-base of our program-system. The visible and measured optical and physical properties of the sample are compared adequately with the stored data to get the result, the name of the examined mineral. The system works in a simple, friendly way - asking questions, understanding answers - so that no special computer knowledge is necessary to use it, only the answers should be typed in. The main advantage of the system is that only relatively simple and fast measure-ments are required. Based on these measurements a fast, reliable identification is processed on a cheap com-puter running a sophisticated program-system. The MINTEST system handles even those cases when the tested mineral cannot be determined based on the given input data.

The application of cheap robust microprocessor based units to achieve monitoring and control in an underground mining environment is described. The functional layout of the programmable controller and the methods of multiplexing and processing information from local and remote sources are examined as are features for refrigeration plant control.High noise immunity communication to a remote micro computer uses existing telephone lines and enables display and print of essential data. The development of this system then leads to applications in monitoring compressed air, ore transport and underground fires.In conclusion, the problems of data presentation to different levels of management and the future philosophy of a central multi-reporting system are discussed.

Profitable marketing of most minerals is dependent upon the total delivered cost to the user. Transportation costs are often greater than the value of the mineral f.o.b. the mine or processing facility. In some cases, transportation costs are three to five times the mineral cost. For many years, transportation costs were controlled by a complex system involving the transportation companies and supervised by regulatory agencies. This paper will deal with the effects of deregulation on rail costs and outline the major changes in transportation economics.

One of the most difficult tasks associated with placer mining is the sampling of the deposit. More placer projects have failed due to inaccurate assessment of the reserves than to any other reason. Within the realm of placers, those containing valuable minerals with a high unit value .are more difficult to sample than those with larger bulk, lower unit value minerals. Some items to consider when sampling a placer deposit are as follows: A) A relatively large size sample is needed for accurate valuation of the ground being tested. Placers are composed of many sizes of gravel which makes a representative sample difficult to obtain. B) When sampling placers for high unit value minerals such as gold, any error in mineral content of the sample will be magnified in the calculation of reserves.

Minerals beneficiation commonly requires initial crushing and grinding so that the mineral phase we seek to concentrate is adequately liberated to obtain a product of specified grade at optimum recovery. To some degree this also is true for coal preparation. In the comminution process we liberate not only the product but also the tailings phase. The true objective is, therefor, to eliminate from the comminution circuit whatever particulate matter has reached specified liberation, regardless of whether the particle is product or tailings material. Overgrinding either of the two phases ties up mill capacity and usually also burdens the downstream processing steps by increasing costs or decreasing recovery, or both. In view of this situation, one would expect concentration steps to be commonly incorporated into the cominution circuit. The reasons this is not done may vary, but probably include the desire to utilize large scale unit operations, e.g., large mills, in conjunction with very simple processes. Hydrocyclones have satisfied this desire but may not always be employed for the right reasons. Hydrocyclones are indeed simple. They also are rugged and forgiving. Unfortunately, these virtues are frequently misused. The direct results are inefficient classification and overgrinding. The indirect results are added costs through recovery losses, unnecessary recirculation, and so on,

On June 25, 1876 Lt. Colonel George Armstrong Custer led the Seventh U.S. Cavalry Regiment., comprising 31 officers and 637 enlisted men, into the valley of the Little Big Horn River in southern Montana. His assigned mission was a reconnaissance-in- force to locate the Indians reported to be assemblying in that area. Custer was extremely successful in locating the Indians. Unfortunately he located more than 3000 Cheyenne and Sioux under the leadership of the great war chiefs Crazy Horse and Gall. Custer's entire battalion of more than 200 men was annihilated; there were no survivors. While I don't seriously suggest that things will be all that bad in the uranium industry, I do suggest that some very fundamental changes have occurred in the uranium market. Conventional thinking based on past truths will no longer suffice. Geology, economics, politics, nuclear growth pat terns, technology, and utility attitudes have all changed. New thinking is in order. It is at this point that I would offer my usual disclaimer. My views regarding the future are simply that--my personal views. My belief that certain events will come to pass does not mean I view those events as appropriate, wise, good, equitable, or economic.

A major problem encountered in dump leaching operations is the plugging of both the dump and the piping by precipitated iron compounds. Bureau of Mines research to obtain basic data on agitation leaching and dump leaching methods has shown that the addition of organic chelating reagents can significantly enhance the lixiviant permeability through the ore and the concentration of the metal values in the liquor. For example, the addition of 5 giL citric acid (CA) to a conventional sulfuric acid lixiviant almost doubled the fluid flow rate through 5-cm-diameter laboratory columns containing copper ore. After 185 h of per-colation leaching, the metal concentrations with (and without, in parentheses) CA were 1.7 (1.5) giL Cu, 200 (70) ppm Mn, 160 (40) ppm AI, and 6 (3) ppm Co. The enhancement of metal concentrations with chelating reagents such as CA was confirmed by determining the solubil-ity of several metal ions as functions of pH and chelating reagent con-centration. When ferric ions became insoluble at pH values above 3, the concentrations of other ions also decreased. The addition of che-lating reagents kept iron, as well as the other dissolved metals, in solution even at pH values as high as 5. Citric acid was a more effective chelating reagent than gluconic acid, oxalic acid, or sodium lignin sulfonate.

Lignite reserves occur all over the world in different climatic regions. This means, that the impact of the hydrologic regime upon mining activities and, vice versa, of the mining activities upon ground and surface water conditions will be different between any two mines. On the other hand, most economically important lignite deposits can be grouped according to principal depositional and structural features described briefly in the following section. These features do allow a preliminary assessments of the nature of ground water problems which may face the mine. The cost of protection against water which threatens a mine, the environmental impact of the appropriate measures to achieve this end and the restraints of population density which both might exclude the most cost-effective approach will govern the project expenditure for drainage work. Whether or not this expenditure can be borne by the project must be established during the feasi¬bility phases of mine planning. So, the somewhat provoking title of this paper does not mean that its question can be answered once for ever. It should rather serve to bring to the attention of the audience the major features of mine water control.

This paper presents a succinct overview of the Canadian coal situation. The topics treated specifically are: the rates of growth of coal supply and demand; the relationship between the coal and electricity generation industries which form its dominant market; the unique impact of nuclear generation on coal demand in Canada; and finally, a view of the developing technologies which will create opportunities for growth in the coal industry of the future. Resources The most important element of coal supply is the resource. The disposition of Canada's coal resources has a marked effect on their utilization, since industry in Canada has not generally developed around coal-fields. The distance from the major industrial centres of Ontario and Quebec to the major region of coal supply in Alberta and British Columbia has crested an economic barrier to the expansion of the use of domestic coal.

INTRODUCTION The solid fossil and nuclear fuels, but especially uranium, are given prominent, indeed leading, roles by energy experts in most long range estimates of world energy futures. Optimistic forecasts are inspired partly by the disproportionately large solid fuels resource base compared to present rates of consumption or to oil and gas resources, and partly by the vision of inexpensive high technology applications. Such a view overlooks the fact that while resource- use disparities and new technologies give allure to the promise of the solid fuels, they do not guarantee cheap solutions to the basic problems of solid fuel uses: viz., their relatively difficult conditions for efficient ignition and control, including the management of environmentally acceptable residuals disposal. Contrary to the varied versions of this optimistic hypothesis, this paper shows that a great many persistent economic and technical problems interfere with such a simple inference. These act as constraints which qualify or dispute much of the national energy policy based on existing modeling of solid fuel requirements and optimistic engineering evaluations. The assumptions and techniques of such exercises are sometimes at fault. As often as not, however, the distortions created in open market fuel com- petition due to misdirected national energy policies themselves are to blame for misdirected efforts. A number of interesting implications result. Among them are the distinct possibility that the low technology applications will dominate, so that more direct coal and less synfuel or nuclear use will occur; that, accordingly, exhaustion rates for uranium will be low, that the most extensive growth of solid fuel through 2000 will be in conventional pulverized coal cumbustors, and that the traded share of the world coal bum will be much larger than predicted. These trends will place much more pressure on oil and gas prices than forecast by most experts. On the way to these findings the paper demonstrates that solid fuel resource adequacy in situ, balanced against the projections of demands as capacity requirements, mean little as conventionally measured by years to exhaustion or potential supply schedules. Indeed, all stock concepts of demand requirements or of fuel re- sources must be tied to the paths of the unit costs and the deliverable prices of all substitute fuels and systems over time. This requires a dynamic analysis of supply and demand, integrated with geological and engineering constraints, to provide insights into the multiple modes of market and product substitution. Market forces rather than technical promise will determine the allocation of the solid fuels. Moreover, the equilibrium paths of individual fuel prices and market shares are not easily simulated by general or network models, and decision makers will continue to rely on the partial, local comparison of alternatives in their choices of fuel systems at any time. Introduction There has been much said recently about the sophistication of Japanese management in turning out reliable, inexpensive products, such as cars and steel. Techniques include consensus management and quality control circles. These have been touted as prime reasons for inexpensive Japanese products. An often neglected, but major factor in the equation of cheap export goods is the role played by Japanese trading companies. These venerable institutions are a vital factor in Japan's overall strategy of keeping the price of raw materials at the absolute lowest levels. This is critical to the country's economy since the nation must import more than 85% of all its coal. A country that is so desperate for imported raw materials would appear, at first glance, to be at the mercy of its suppliers. In Japan's case, however, the opposite is true. With the exception of brief' windows in 1974-75 and 1980-81, Japan has been in the driver's seat in negotiating contract terms. Due to its dominant role in world coal trade, Japan's situation can be described as a de facto monopsony. By definition, a monopsony is a market situation where the product, in this case coal, is offered by many sellers, but is sought by one buyer. This has been due to the role of Japanese trading companies in dealing with suppliers. Table I depicts trading companies by size in 1982. Mitsubishi and Mitsui are overshadowing in terms of size. The others, though less significant, play a vital role in orchestrating the marketplace. Three critical building blocks on which the strategy of the trading companies are based include intelligence networks, exceptional training of company traders, and shrewd contract negotiation practices. Intelligence Networks All success is derived from these three key components. Of the three blocks, intelligence gathering is the most important. With all the sophistication of the Central Intelligence Agency, the Federal Bureau of Investigation, Interpol, and the Surete', the Japanese trading company's method is every bit as competent and far more gentlemanly. Friendly competition is the key to survival. Although one Japanese trading company appears to be in ardent competition with its rival Japanese trading companies, when studied closely, a totally different picture emerges. The end user nominates certain trading companies as market channels and informally guarantees they will receive compensation regardless of which company wins a specific order. With this concept in mind, the pressure is off. The trading company can aim at getting the best price for the end user. Therefore, bargain, beat, and share information. Do whatever is necessary, but get the lowest price for the end user. Even with the game so gentlemanly, no victory could be assured without an adequate intelligence network. Proper intelligence is only as good as the sources drawn from. But how is one assured of getting the right information? The answer is verification. Verification is comprised of numerous independent sources each cross checked at a central processing unit in Tokyo. Each major Japanese trading company receives input, not only from its own trader, but from other trading companies as well. The Bureau of Mines evaluated the potential availability of molybdenum resources from 88 mines and deposits that account for more than 90 pct of the demonstrated resource base in market economy countries (MEC's). For each property, tonnage-cost relationships were developed that indicate the molybdenum potentially available at different average production costs, including a 15-pct rate of return on invested capital. From the 23 MEC primary deposits, 2.5 billion 1b Mo was determined to be potentially available at a price of $411b, rising to 4.7 billion 1b Mo at $8/lb. Copper price-molybdenum tonnage relationships were developed for those mines and deposits from which molybdenum can be recovered as a byproduct of copper production. This analysis showed that another 3.4 billion lb Mo is potentially available based on a copper price of $0.7511b, rising to 4.3 billion lb Mo at $l.00/lb. The United States has been the world's largest molybdenum supplier since 1924. Its remaining resources are sufficient to meet the domestic demand of 57 million lb/yr Mo (averaged for a 10-yr period) through the end of the century. Production from primary domestic mines was suspended during most of 1983 because of oversupply of materials. A major concern is the cheap molybdenum byproducts from foreign copper operations in which employment and the need for hard currency override economics in meeting production goals.
