There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. Possible consequences of continuing internal political unrest and the imposition of foreign sanctions raise concerns about the traditional reliability of the Republic of South Africa as a major world supplier of important minerals. A recent Bureau of Mines' technical report (Open File Report 76-86) examined the impacts of temporary peacetime disruption scenarios for six key materials and mitigating options. Because of South Africa's dominant producer position for these minerals (except for cobalt), expansion of primary production capacity outside of South Africa is not a short term mitigative option. However, prospects of a longer term disruption would likely spur investment in capacity expansion in alternative Market Economy Country supply sources. This report identifies the resources, production costs, and burdens that would be placed on alternative MEC producers of chromium, cobalt, gold, manganese, and platinum-group minerals if South Africa's production were subject to a long term; disruption. When long term supplies from South African deposits are discounted, more than a few years reserves were found only for cobalt and manganese. Even for these two minerals, higher sustained prices would be required to increase manganese production capacity and to support means of cobalt transportation not through South Africa.

The Bureau of Mines studied the potential availability of primary antimony (Sb) from demonstrated resources in 21 mines and deposits in market economy countries (MEC's). Twelve of these properties were evaluated as producers and nine as non- producers. The 21 studied properties contain 499,600 mt Sb as demonstrated resources, of which 304,000 mt is recoverable as antimony metal; another 973,500 mt Sb is contained in inferred resources. Recoverable antimony from demonstrated U.S. deposits is only 10,700 mt, just 3.5 pct of the MEC total. Domestic production of primary antimony from operating mines has averaged only 561 mt/yr over the 10-yr period 1975-84. This represents just over 5 pct of total U.S. consumption of primary antimony, which averaged 11,081 mt/yr during the same period. The United States will thus continue to rely on imported ores andlor concentrates, antimony oxides, and metal to satisfy domestic industrial requirements. At production costs up to $1.15/lb Sb, 110,000 mt of refined antimony is potentially available from 10 of the 21 studied properties. At $2/lb, 294,000 mt Sb is available, and at $3/lb, the total rises to 304,000 mt Sb available from all evaluated producers of refined antimony.

It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

A modified push-pull field test and a computer model of cation exchange were developed to aid in evaluating cation exchange parameters prior to in situ mining. Reliable determination of these parameters is essential when modeling restoration of groundwater quality. The field test involves a much larger volume and much less disturbance to the ore sample than is feasible with laboratory measurements. This test can be performed in two or three weeks. It is relatively inexpensive, requiring one injection- production well and two or more wells for collecting samples of leach solution. The use of the model in interpreting test results is illustrated with field data from an in situ uranium mine. Much of the research was performed by the University of Texas at Austin, and was partially funded by the Bureau of Mines.

The preparation of a paper reporting fluorspar economics in the United States at one point in time could have been somewhat complicated be- cause of the number of producers, both large and small, that derived production from different locations throughout the Western U. S. and the Southern Illinois and Western Kentucky fluorspar districts . Companies such as Allied Chemical and William- son Mining operated in the Jamestown district of Colorado. In Walden and Salida, Colorado, the Colorado Fluorspar Company operated mines and mills.

Numerous terms are used for rocks containing calcium carbonate so that confusion frequently occurs in the common language. Chalk and marble are two extremes among a wide variety of carbonate rocks including limestones, marls, travertine and other calcareous materials. We will deal mainly with the purest types of natural calcium carbonates which are widely used today in many industrial applications.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. The mineral kaolinite is one of the commonest minerals in the uppermost 10 m of the continental crust; ranking in abundance alongside minerals like quartz, mica, feldspar and calcite. Only very exceptionally does it possess all the necessary properties needed to make it worth commercially exploiting. The terms 'Kaolin' and 'Kaolinite' are derived from a locality known as 'Kau-ling', in Jiangxi Province, Peoples Republic of China; where samples of a white clay used by the Chinese to make porcelain were first obtained by European missionaries and explorers in the eighteenth century.

Chrysotile asbestos is a valuable resource. Used as a reinforcement in asbestos cement, products are obtained which are cheap, are not attacked by vermin, do not rot or support growth of fungi and are unaffected by water or humid conditions. Such products are of great value in the developing countries where inexpensive and durable building materials and pressure pipe are very important to development, housing and water supplies. Concern over the adverse effects of inhaling asbestos has led to the introduction of increasingly stringent controls world wide on the quantities of airborne asbestos per- missible in the occupational situation. Wet processing has the potential for virtually eliminating the environmental concerns with asbestos dust both in fibre production and in the materials handling section of the manufac- ture of asbestos cement products. In addition, high efficiencies associated with wet process- ing mean that better yields are obtained and that the tailings which are dumped have a lower residual asbestos content. Since early 1977, ICI Australia and Woodsreef Mines have been engaged in a programme of research to develop and evaluate a wet mill- ingprocess to produce, from ore and existing tailings, high grade fibre suitable for use in asbestos cement products. The process has been developed through microscopic studies, labora- tory bench scale experiments, work in a small scale semi-continuous plant and product evalua- tion on experimental size Hatschek asbestos cement machines. A prototype mill with a normal feed rate of 1z tonnes per hour and capable of producing pipe grade asbestos from Woodsreef ore has been constructed and was operational from January, 1982 to July, 1983. A range of asbestos cement products have been made successfully on full scale Hatschek machines using fibre from ore and tailings milled in the prototype mill. Economic evaluations indicate that a wet process mill would be cheaper to build, operate and maintain than an equivalent dry process plant. A commercial plant has been designed 1. The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, Colombia's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. By way of background: ? The mine is located on the Guajira peninsula in Northeast Colombia, about 90 miles from the coast, as shown in Figure 1. ? In addition to the mine itself, the project involves construction of a dedicated railroad and port, which form a modern, efficient and integrated system. ? The Project is embodied in a 50/50 Association Contract between International Colombia Resources (Intercor), a wholly owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally and Intercor has the additional responsibility of managing operations on behalf of both partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. ? The project is a multi-seam, truck and shovel operation, based on large reserves (2-3 billion tonnes') of high quality bituminous coal. ? Exports began in the first quarter of 1985 at modest levels through what we call Early Coal Facilities, designed and constructed apart from the permanent coal handling system. ? Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt per year in 1939. Based on available resources, however, the resource will support expansion, and continued growth n production into the 1990s appears feasible.

This is a summary of what has happened to the domestic production of two industrial minerals vital to a healthy US economy: fluorspar and barite. A few years ago we were self-sufficient in both minerals and good ore reserves still exist. FLUORSPAR Some 9% of the fluorspar presently being consumed in the US is imported, whereas the use of fluorspar has not declined proportionately. Several factors can be mentioned.

The research activities of the Minerals Research Laboratory, which is a part of North Carolina State University, is normally confined to solving beneficiation problems, and developing flotation processes for the mining industry. In recent years the laboratory has veered from its main purpose somewhat and has placed some emphasis on the manufacture of products from mineral concentrates. This has been the result of requests for help from industry. One such request came to the MRL from a talc producer in North Carolina who was having a difficult time competing with foreign imports of steel marking crayons. He felt that if a process could be developed whereby a satisfactory crayon could be produced from powdered talc at a low cost that he could compete.

Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9' of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance. The metals industry is in complete chaos with mines being shut down, profits becoming non-existent, and continual losses to imports from other countries. Yet the raw material supplier to the glass industry has many opportunities to grow and to produce profits. Fortunately, the cost of most glass raw materials are low enough that competition from imports is not anywhere as critical as it is in the metal industries, such as copper, aluminum, lead, and others. But the glass raw material supplier must develop new products, both chemically and physically, to effectively compete in the future. The purpose of this paper is to point out generally where these opportunities exist and to suggest how they may be further developed. As the glass industry looks for energy saving materials, they look once again towards finer materials. A glass furnace is now approximately 40% efficient. Glass engineers are constantly striving for energy savings and it is well known that finer materials melt easier so that the manufacturer can operate his furnace either at lower temperatures for the same production or he can produce more material at the same temperature. The old 20 mesh sand specification is no longer sacred and as the mesh size for sand changes so do the specifications for all other raw materials used in the melting process. Highly instrumented glass furnaces can now measure quite accurately the energy needs to produce glass and can also measure the energy loss in each furnace. Glass technologists desire today a sand with a top size of 40 mesh while some would like to have the top at 60 mesh. This becomes more difficult to accomplish as a raw material supplier without .grinding. As you well know, grinding develops fines. Yet the same technologists will tell us that we can have nothing passing a 140 mesh screen. Therefore, we must develop processes which allows us to produce a finer screen size without increasing the amount of fines passing through the 140 mesh screen. To counteract this, different and changing industries are now demanding much finer products so possibly there will be markets for the fines which are currently separated out of the products. Methods that are practical and low cost must be found to develop different products with different screen specifications. What works for sand can be carried over to the other raw materials used in melting. Among the answers to finer products, of course, are pellets. Aglomeration or pelletizing has been looked at in the past and will be looked at in the future. Considerable work has been done in the glass container industry on this and must be carried out more extensively. By using aglomerated material or pellets, the glass producer will gain the benefits of melting fine materials without suffering from handling or dust problems. Pelletizing, particularly where using basic glass melting materials such as burned lime or sodium silicate, will not only produce a good pellets but will add desirable minerals to the glass batch.

The productivity and fuel efficiency of iron-ore blast furnace operations has greatly increased in recent times. These improvements, particularly to the Japanese steel industry, have primarily arisen from process engineering studies of the blast furnace and associated operations such as sintering. The development of fluxed sinter based on iron-ore fines reacted to produce highly reducible, low slag sinters has contributed further to a reduction in fuel requirements. The Pilbara province of Western Australia is a significant source of these iron-ore fines supplied to the international market. Increasingly, this market is being offered high quality ores from other foreign sources. To technically assist companies in improving the processing efficiency of ores, and to improve the technical marketing of ores by modelling the processing characteristics of Australian/international ore blends, the Commonwealth Scientific and Industrial Research Organization (CSIRO) is actively assisting the industry by researching the general theme of 'iron ore from mine to metal in this paper we outline progress towards a numerical description of: a. ore deposit classification. b. Degradation during transport. c. Direct reduction of iron ore. d. Liquid bath ore reduction/smelting. e. Industrial sintering.

This report examines the feasibility of Employee Assistance Plans for the coal industry. Three issues are examined in detail. First, the prevalence of off-the-job factors such as alcoholism, drug abuse, and marital problems are examined in a sample of miners from the eastern, midwestern, and western underground coal fields. Then data were presented that examined the link between these off-the-job factors and behaviors critical to the mines such as absenteeism and turnover. Lastly, we examined the effectiveness of the major Employee Assistance Program in underground coal mining--the HELP Program. The report contains recommendations on whether coal mining companies should implement these programs and how these programs should be designed.

The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

Through the series of 18 presentations compiled herein, Bureau personnel covered a wide range of topics including U.S. chromite and chromium trends and usage patterns; foreign and domestic resources; and research activities on mineral characterization and beneficiation, chemical and pryometallurgical processing of chromite and chromium-bearing wastes, new low-chromium alloy and coating substitutes, corrosion- and oxidation-resistant stainless steels, and chromium-containing refractories.

This report presents a programme of work to demonstrate the use of a surface-based centralised computer control system for the remote monitoring and control of underground conveyors in a US coal mine. The system selected for demonstration was the 'Dynalink' Micro MINOS system which is manufactured by Hawker Siddeley Dynamics Engineering Limited. The site selected was Barnes S Tucker Lancashire No. 20 Mine located near Carrolltown, Cambria County, Pennsylvania. The system concept, operating and application software was designed and developed by the. British National Coal Board. The report describes the selection of the site, specification of the system requirements, commissioning, operation and evaluation of the system under typical US mine operating conditions. Experience with the system, based primarily on the system reliability and performance of conveyor control, was favourable. Mine management personnel felt that the system had successfully achieved its objectives and were keen to expand monitoring and control to other activities.
