Mined-out limestone/aggregate quarries in Japan contain many high and enormous pit walls. Many precious resources are abandoned in these final pit walls. In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.

In spite of the efforts done in the past to implement in Codelco best practice guidelines and standards on several important sampling, assaying and variability issues, many people, particularly top managers and operators, are still not aware of the relevance of the use of the principles and practice of geostatistics, sampling theory, analytical chemistry and the understanding of processes variability from rock to cathodes. As a result, an important challenge for the sampling community is to find out the causes of this lack of awareness and to develop communication skills to influence the organisation, particularly the top management level. This situation is not affecting only Codelco; it is a common characteristic of the copper mining industry. The main cause is cultural. Judeo-Christian and occidental sciences are deterministic. This implies a disregard of process variation and the assumption that homogeneity is omnipresent. Another important aspect of the cultural challenge is education. Education is the most efficient way to transfer a system of ideas, traditions and practices. To implement proper courses of sampling theory and geostatistics and support to multidisciplinary education at universities, mining companies will improve teamwork between geologists, mining engineers, metallurgists and chemists. The improvements will imply a more sustainable and efficient mining business.

PIP is regularly engaged in businesses where Greenfield Capital Projects are under- delivering on the expected business case. In most of these projects, we can identify that rigorous review has been carried out on the design and financial cost elements and substantial reporting is maintained to Boards on progress versus plan of project completion and cost. However, in all sites of this nature that we have worked at, the planning, design and execution of the operational elements or æwiringÆ of the organisation have fallen short and resulted in significant extra cost or opportunity cost (lost tonnage or quality) during start-up. When compared to the amount of planning and resources that have been poured into the capital side, the ledger on the æwiringÆ side is typically fairly sparse. This presentation outlines the importance of running a disciplined, rigorous process to prepare the human and wiring side of a start-up to ensure rapid start-ups and put the site on the pathway to high performance. It gives an outline of the rigorous process PIP has used with projects to ensure excellent start-ups.

Screening is a critical part of many mineral processing circuits and keeping the aperture of the screening media within specification is vital to ensure efficient performance of the processing plant. Typical ways of estimating and/or measuring the wear of the screening media vary from very subjective methods (for instance, using the human eye) to manually checking the width of a few of the more severely worn gaps with a measurement device. Subjective methods can be flawed by human error while manual checking can distort the polyurethane or rubber materials that are used in several types of screening media. All of these errors can cause either premature replacement of panels or, even worse, poor screening of the material.Metso Process Technology and Innovation (PTI) and Metso Screening Media Solutions (SMS) have developed an innovative method that measures screen aperture using advanced image processing techniques. Field trials of the device are presented in this paper, which shows the comparison between the different methods of measuring apertures. Case studies demonstrate how the system, when combined with ScreenTrack, MetsoÆs industry leading maintenance system, and screening media, is providing users with the best possible screening solutions.

I was delighted to be invited to be patron of this Joint Conference, but the challenging task you have set yourselves, and your speakers' depth of expertise, deny anyone, even the patron, the opportunity to be patronizing. Australia's history has been inextricably link- ed with the fortunes of our great mining industry. That link will remain. Just as the gold rushes of the last century, and the discoveries at Kalgoorlie and Broken Hill changed the lives of generations, so the more recent development activity in iron ore, bauxite, nickel, coal, and uranium are having a significant impact on the lives of Australians today. The minerals industry has contributed to Aust- ralia's jobs and prosperity. Mining is not free of problems, but so long as safeguards are strong and appropriate the net benefits the mining in- dustry brings Australia will continue to be enor- mous. We rely on our mining industry to find, prove, develop and sell our minerals profitably, and my Government is committed to maintaining a healthy mining industry.

TSL Concepts and Practical Examples of the Non-Reactive System - Meyco TSL 865 Thin Spray-on Liners (TSLs) have been intensively investigated by mining and chemical industries within the last decade. Apart from the basic concept of spraying thin liners, expectations of the product's performance vary, eg immediate active strata support is seen as a key to control the ground permanently. For many coal mines this is an important factor to reduce maintenance in their roadways and enable permanent production from the long wall. In opposition to a passive mesh system this technology offers immediate active support to the strata. But not only coal mines are interested in TSL technology, there are potential applications in hard rock mines, during shaft sinking, pillar support and as an anti-weathering sealant. This paper will explain the advantages and disadvantages of TSL concepts; it will give examples of successfully applied TSLs with a main focus on the non-reactive and flexible system MEYCO TSL 865 by BASF. Furthermore, it will indicate the limitations and discuss briefly the bearing capacity and reasonable lab testing of such systems.

Glass-reinforced polymer bolts, commonly known as fibreglass dowels and fibre-reinforced polymer or plastic bolts or plastic dowels are increasingly applied for strata reinforcement in mines as well as in concrete reinforcement in civil engineering. The most popular dowels used in coalmines are the 22?mm diameter fully threaded type. Fibreglass and plastic bolts are cuttable, easy to handle, lightweight and corrosive resistant. A series of tests were undertaken to evaluate various strength properties of fibreglass dowels. These included tensile failure tests by the double-embedment method, a single guillotine shear test and a double shear test, carried out on dowels installed in concrete blocks, and with punch shear tests. Punch shear tests were used to evaluate the dowel shear strength parallel and perpendicular to the fibreglass strands or elements direction of extrusion. The study found that the tensile strength of the 22?mm diameter fibreglass dowels was in the order of 30?t. In the shear testing, the peak shear load was influenced by the encapsulation grout type and the level of fibreglass axial pretension. In terms of underground tunnelling in metres advance per capita, Australasia compares well with the best world performers. This is because of the large number of metalliferous mines, coalmines and civil tunnelling projects, with the Australian tunnel advance for civil and mining projects exceeding 625?km/a. In terms of hard rock quarry extraction, Australia produces approximately 200?Mt/a of aggregates, roadbase, fill material and specialist rock products from its quarries, which equates to approximately 8?t/capita. Australian mining and tunnelling contractors are also of world standard and are used to excavating in a variable range of ground conditions in a competitive environment. One author has been involved in tunnel and underground space planning and quarrying in Australia for the past 25 years and predicts that, over the next 20 years, there will be a major swing towards underground space for commercial uses. This paper identifies the potential uses of underground commercial excavation and the planning and geotechnical challenges for the future. Underground quarrying creates new opportunities to extend existing quarries within their urban footprint with minimum impact on the surrounding community. Investigations by the authors reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. However, cities such as Helsinki have been planned in detail to utilise the rock resources beneath them. THIS paper is not intended to be a detailed description of the lead, smelting plant at Cockle Creek, as this has been covered in previous papers for the Institute in 1918, Proceedings No. 31, by other members of the staff; but the idea is to give some of the practices and conditions peculiar to these works, also to give some experiments carried out and the conclusions arrived at. Unfortunately, owing to the closing down of the smelting and refinery plant at these works, sone of the experiments could not be carried to a more definite and commercial basis, but they are given in the hope that they may be of interest to members, and may perhaps suggest further thought along the lines indicated.ROASTING AND SINTERINGThe greater part of the ore treated at these works came from the Central mine, Broken Hill, but, in addition, a large quantity was purchased from other parts of New South Wales and from Tasmania. This purchased ore was seldom received in the form of a concentrate, but initially in its crude state, and therefore had to be crushed. The Filblast Cyanidation Process incorporates the advantages of intense high shear mixing, high dissolved oxygen concentration and high pressure to achieve extremely rapid gold dissolution rates. This is made possible by the unique design of the Filblast gas shear reactor. The reactor is a rugged and compact in-line device. The outer casing is protected by a polyurethane coating and the internal parts are of wear resistant polymer. The largest unit built to-date has overall dimensions of 1200 mm length by 300 mm diameter and has a capacity of 150 dry tonnes per hour at 40 - 45 per cent solids. Service life at this throughput is at least three months. The process may further be applied to high temperature leaching of refractory gold ores or other metals. Wear resistant metal or ceramic materials would be employed for this duty. Four mines are currently employing the Filblast Process for treating a variety of ore types ranging from highly reactive, almost impossible to treat, pyrrhotite/arsenopyrite to deeply weathered clay ore which forms a highly viscous pulp. The effect of shear thinning has resulted in improved adsorption kinetics resulting in higher carbon loading and reduced soluble gold loss. Total tonnage treated is approximately four million. Operating costs which include leasing and maintenance charges for the Filblast and pump power costs are about 16 cents per tonne. This is equivalent to about ten per cent of savings. Laboratory scale units having capacities up to 30 litres/min are available for test work but laboratory testing techniques so far developed do not accurately reflect the oxygen and cyanide savings which have been achieved in the plant.

Tracking plant and personnel in mining operations provides multiple potential benefits for a mine including improved safety, better monitoring of production, traffic control and, in the future, monitoring and control of autonomous vehicles. The main techniques currently proposed and used for wireless tracking are radio frequency identification (RFID), signal strength based techniques and time of arrival (TOA) based techniques. RFID provide poor accuracy in the complex radio propagation environment present in mines and does not provide continuous tracking and signal strength techniques. TOA based techniques are potentially the most accurate, however, most current equipment has not realised the potential of the technique. CSIRO has been developing the Wireless Ad hoc System for Positioning (WASP) system for wireless tracking in a range of challenging environments including underground mines and surface operations, where GPS reception is compromised by depth. The system utilises a number of ‘anchor nodes’ that are placed at fixed and known locations within the mine and tags attached to the plant or personnel to be tracked. The system provides an ad hoc data communication network, thus, wired data connections are not required to the anchor nodes. WASP uses transmissions in the 5.8 GHz ISM (instrumentation, scientific and medical) frequency spectrum to perform highly accurate ranging between nodes, hence tracking of tags. The localisation performance of the system depends upon the radio propagation environment, ranging down to 0.1 m in low multipath conditions. In this paper we describe the WASP system and provide results of testing in underground and surface operations showing the system achieving high ranging, hence localisation, accuracy.

Government established and financed the NZ Steel Investigating Co in 1960. Its investigations showed that a steel industry was feasible and desirable based uponNorth Island titanomagnetite ironsands, and charted a route for its establishment. The initial processing used post-1945 preheating and prereduction developments, but later innovative improvements created what was essentially a new New Zealand technology. Of the North Island titanomagnetite deposits: the small ones at Waipipi were best made available for export; those at Kawhia and Taharoa were too remote for the economic siting of a mill; that at Raglan proved too small; while at Waikato North Head three times the requirement of 50 million tons of concentrate were located in two sand areas averaging 18 per cent titanomagnetite. Economic studies showed that a South Auckland site would be ideal, close to New Zealand's biggest market. The mill site, on a basalt flow at Glenbrook, was located by a half-day's fieldwork - near both the Waikato North Head deposit, and a railhead for bringing in Waikato coal, etc, and taking out steel products.   This development was one of several since World War II which altered significantly the lives and homes of New Zealanders (others were natural gas, oil, geothermal power, epithermal gold, aluminium, opencastable lignite, etc). All had the essential ingredients of the highest government backing, direct or indirect government finance, and first-class New Zealand scientific and engineering skills (eg to create new technologies). Not one such project failed.

In recent decades, significant advances have improved the modelling techniques for predicting slope failure. Predicting failures is vital in open pit mining due to the significant risk posed to personnel and equipment from unstable pit walls. Failures not only cause harm and damage to people and equipment but also cause delays to production and subsequently increase operational costs. Coupled with improvements in modelling techniques, utilisation of advanced scanning systems, such as high-definition imagery from UAVs has enabled faster and more precise mapping and modelling. However, one key element required for accurate slope stability modelling and monitoring is the ability for mine geotechnical engineers to have an accurate understanding of the mineralogy and moisture content of slopes, in real-time. To address this challenge, research has been undertaken to utilise hyperspectral imaging across a broad spectrum, combined with high-definition imagery, and LiDAR to scan slopes for minerals and moisture content. In addition to accurately mapping mineralogy and moisture, the data must be collected autonomously and remotely to ensure ongoing safety. The results show that there are many direct and indirect benefits from this new technology, including the ability to monitor slopes at a safe distance and in real-time, improved accuracy of modelling, detection of risks, and improving the automation workflow for geotechnical engineers. The paper presents recommendations for the implementation of the technology in open cut mining environments.

As mine head grades decline and orebodies become more complex, traditional mineral processing techniques and flow sheets to achieve saleable concentrate become more difficult to design and construct. Mines with lower quality concentrates or concentrates with penalty elements are particularly under threat. The economics of such operations are far more susceptible to metal price fluctuations, concentrate treatment terms and the availability of other, cleaner concentrates. Additional value may be realised for these orebodies through improved recovery by producing a low grade middling concentrate for further processing, in conjunction with a saleable concentrate.The most economic effective way to reduce impurity levels is to do so as early as possible in the mining value chain. Technologies such as fine grinding and fine particle flotation are well established as effective methods for impurity rejection in mineral processing. What is often overlooked is how a hydrometallurgical process could also be integrated in the overall flow sheet to achieve higher overall recovery at the mill. In the base metals environment, this is probably because hydrometallurgical processes are associated with production of metal, or require the use of expensive and toxic precipitating agents once the minerals of interest are in solution. These processes can be very expensive, particularly with rising power costs and poor economies of scale in capital costs associated with low production rates from middling streams. Glencore Technology (GT) has recent experience in the treatment of middling and low grade concentrate streams and also tailings streams to complement a concentrator flow sheet in a refractory gold and base metals setting. The value proposition is the isolation of a low grade middling concentrate from the primary circuit or the tailings stream for upgrading to an intermediate product with an equal or higher grade than the primary concentrate to allow blending for sale. This allows the plant to operate on a more favourable part of the grade-recovery curve while avoiding the expense of metal production. For existing operations this is particularly attractive since it can be added to the flow sheet with no process interruptions. Since the early 1990s it has been evident that electricity demand has outstripped investment in generation and transmission. At the same time, concerns were being expressed about the risks associated with the run down of the Maui gas field. It is axiomatic that the necessary investments firstly require a stable and supportive regulatory and fiscal environment, and secondly that such investments have long lead times. A unwillingness by successive Governments to fund the necessary infrastructure, however, lead to the profound restructuring of the electricity with the ultimate objective of transferring the investment risk from Government to the private sector. Successive power crises since 1992 result from a failure to put in place a regulatory framework necessary to provide the environment to allow the private sector to make the needed investments within the necessary timeframe. The electricity sector has now stabilised to the extent that the regulatory risks associated with generation investment have been reduced. This does not mean that risk has been eliminated, however, and both economic and environmental issues will continue to constrain investment in some power proposals particularly those in the South Island and especially any South Island coal or gas thermal proposal. This is firstly because of several very simple economic issues:  1. while the South Island may have significant coal resources it lacks a significant electricity market; 2. except for a six to ten week period in a dry year, low cost hydro will price any large-scale South Island thermal out of the market which will restrict any large scale thermal station to a dry year and/or peaking load; 3. except for a six to ten week period in a dry year, export capacity on the HVDC link to the North Island is constrained to around 964 MWe (and 482 MWe from North to South in dry years); and 4. construction of any new thermal plant in the northern half of the North Island will price any South Island thermal station out of the market. There are also significant environmental issues associated with the establishment of a large scale thermally based power station in the South Island. Because the South Island lacks any large scale economically proven gas reserves, the environmental constraints considered are those associated with coal production. A coal mine dedicated to power generation will have significant on-site impacts associated, in particular those associated with disposal of opencast overburden and visual impacts. These will, however, be partially offset by the relative remoteness of such sites to population centres. What cannot be offset, however, is the off-site impacts, in particular, CO2, SOx and NOx emissions, water disposal and acid mine drainage.

A comparison was made between chemical analysis and ocular mineral/rock classification in health-based risk assessment of historical mine waste produced between 1625 and 1975. Large parts of the mine waste are heavily weathered and secondary minerals are abundant. The field was divided into several areas from where composite samples were collected. Seventy-five mine waste samples were selected for chemical analysis (As, Cd, Co, Cr, Cu, Hg, Ni, Pb, V and Zn) and ocular mineral/rock classification (silicate, mica, granite/pegmatite, carbonate, iron oxide ore, sulfide ore, distribution between chalcopyrite, sphalerite and galena and distribution between pyrite and pyrrhotite). The waste has been produced in conjunction with mining a complex sulfidic ore with increasing iron oxide content (mainly magnetite) towards the northern part of the field. Elevated concentrations were found for Cd (average 26 mg/kg dw), Cu (average 3500 mg/kg dw), Pb (average 4100 mg/kg dw) and Zn (average 11 000 mg/kg dw). Large differences between average and median values indicated that the data was not normally distributed, ie the metals occur as discrete minerals (eg chalcopyrite, galena and sphalerite). The ocular classification indicated low carbonate content, chalcopyrite dominating over sphalerite and galena in most samples and an even distribution between pyrite and pyrrhotite. Both analytical and ocular mineral/rock classification data were combined into a common matrix that was evaluated using multivariate statistics. Principal component analysis (PCA) showed, for instance, that chromium and vanadium were mostly associated with harder minerals and rocks. PCA also indicated that a similar graphical picture could be obtained for chemical data and ocular mineral/rock classification data, respectively. The comparison indicates that ocular mineral/rock classification can replace or at least reduce the numbers of chemical analysis in health- based risk assessment of historical mine waste.

Quay Magnesium Limited (QMG) listed on the Australian Stock Exchange in late September 2004 having raised approximately A$30 million with the object of designing, constructing, commissioning and operating a 15 000 tpa magnesium alloy production facility in Nanjing, China. Site construction commenced in February 2005, with installation of all major components completed by the end of October 2005. Hot commissioning was simultaneously commenced with the final stages of installation, leading to the first stage of continuous ingot casting by mid November 2005. Since that time, ramp-up to the name plate capacity has been undertaken. This presentation highlights some of the more significant technical and logistical hurdles that have had to be overcome in order to meet the high quality product specifications required by a range of QMG customers.

If these items are not needed, they can significantly reduce a project’s short-term capital spend and improve profitability and value to shareholders. Backfill systems using unconventional cementitious binders have been successfully used in relatively deep and hard rock tabular mines for longwall, scattered stoping and shaft pillar removals. Two unconventional cementitious systems are discussed: A ground granulated blast furnace slag (GGBS) with an activator containing lime. This has been used with a total tailings æstableÆ slurry at a relatively low dosage of less than seven per cent, by mass, based on dry solids. The room and pillar stopes supported with this fill were up to 20 m high and the tailings were relatively high in pyrite. A GGBS binder plus a silicate based activator and gelling agent that virtually eliminated all water drainage (and hence post filling shrinkage). The system used a slurry, but the addition of the activator created a final placed product that had the behaviour of a paste. The system has been successfully used for almost ten years in the following applications: stoping widths (mining heights) above 1.6 m; and shaft pillar removals in seismically active areas at the end of the life of the shafts. This paper discusses the technical merits and costs of the systems and compares them to other fill systems (including true paste systems). the acceleration (normally g, 9.81m/sec2) is increased to a significantly larger (but generally unmeasured and unknown) value, as shown in Figure 1.
