When we consider the efforts made in Europe to promote the physical and moral well-being of the working classes, the question is suggested whether in this country, where, theoretically, every man is peculiarly the arbiter of his own destiny, we may not be too prone to expect every man to take care of himself, and neglect to make those provisions for the welfare of the employed, demanded alike by enlightened economy and humanity. In the older countries, where the disproportion between capital and labor is greater, and the working classes are more dependent, their welfare largely occupies the attention of employers. The subject is involved in the problem of the just relations of capital and labor, and we are rapidly approaching the time, if we have not already reached it, when a generous paternal interest in the welfare of the employed should be more generally manifested. It is a subject which is of special importance to mine-owners and engineers in this country, especially to those located in the coal regions. My own attention has been particularly directed to it by a visit made to the Hassard collieries, a few miles from Liège, Belgium, under the direction of M. Andrimont. This celebrated engineer has established a comfortable home for the miners near the mouth of the shaft of the mine. It has been highly successful and beneficent in its results, and may to a great degree be regarded as a model for such undertakings. The conservation movement, initiated during the time of Gifford Pinchot and Theodore Roosevelt, has gradually taken hold of the popular imagination of the American people; and today, although it is little understood, it is an accepted doctrine. But the subject should not degenerate into cheap and misleading publicity. In the wise development and use of human and material resources lies the answer (Fig. 4). Conservation does not mean the parsimonious and misguided avarice of the miser, but the prudent and intelligent use of all types of resources, and the opening of a way for the use of those potentialities that lie just beyond the horizon and wait for man's constructive efforts to make them available. Conservation consists essentially in not emptying the pools of primary wealth before the minds of men, guided by ingenious research, have found ways to replenish them from sources as yet untapped. To advance successfully along this path, man should be guided by science and by a decent understanding of his obligations to his fellow man and particularly to his children and his children's children. Two pathways branch from this general road. One is the restraining of those spendthrifts who would throw away our national heritage for the sake of a cheap and irresponsible enjoyment of the present. IN THE past, we have, perhaps, been somewhat careless in our furnace practice, in the use of high-grade material, lowering the production costs through demanding high-grade ores, increasing the size of units, and eliminating heat losses by collecting and returning unused heat to our furnaces. Further economies would seem to be possible through keeping out of the furnace those materials that appear to serve no useful purpose and carry with them heat that should be used in reduction operations. In the manufacture of pig iron, about three tons of inert nitrogen pass through the furnace for each ton of iron produced. This nitrogen serves no useful purpose in the chemical actions involved, but when discharged into the atmosphere it carries away a considerable quantity of heat. Can not this loss be eliminated, at least in part, through the use of more oxygen in the blast? Many metallurgical chemists, during the past 20 years, have stated that they thought it can and have urged that the plan be tried. Others have expressed doubt, not being able to visualize how more oxygen could be used in present practice; they have regarded it as impracticable, without trying to conceive of an entirely new practice based on a new reagent. That more experimental work has not been done is due to the fact that no cheap oxygen has been available, but the committee believes that there is strong reason to expect that, should a demand exist, 99 per cent. oxygen may be made at a cost not to exceed $3 per ton. The theoretical studies of the committee have indicated such marked economy by using oxygenated air in various operations that its members strongly recommend experimental work to verify the anticipated economies. The committee has developed plans for experimentally determining the effects of oxygen-enriched air on the operation of an iron, blast furnace. A furnace with a height of 30 ft. has been built and it is recommended that the plans be put in, effect as the first step in the research.

IN connection with a study of the feasibility of establishing a blast-furnace industry in the Puget Sound region of Washington, possible sources of ore supplies along the Pacific rim were investigated. Many of the South American countries are known to contain important resources of iron, particularly Brazil and Chile. This latter country, because of its position on the west coast and the easy accessibility of its de- posits, appeared to be a logical place to consider as a potential supply for the Pacific Northwest. Accordingly, a brief field study was made of the deposits in September, 1924. Attention was confined to a limited number of properties on the west coast in the provinces of Antofagasta, Atacama, and Coquimbo. Passing consideration was given to the question of coal resources, and a short visit was made to a blast-funace plant at Corral in southern Chile which had been operated for a limited period as a producer of pig iron. In the following paper, a brief outline is given of the general observations made and of the salient facts rioted in the time available for the general study.

FOR many years the cost of making pig iron and steel in the Birmingham district has been about the lowest in the United States. The close proximity of the important raw materials such as coal, iron ore, limestone, and the large available scrap supply made it possible to assemble all of the important ingredients necessary for steel- making with only nominal costs for transportation. Both iron ore and coal were being mined in this district at one time for about $1 per ton from underground operations. At that time mining wages were low everywhere and the labor rate in the South was considerably below that of other mining districts. This situation persisted until the emergence of labor unions as an economic and political force, emigation of southern labor to northern plants, and continued growth of industry in the South in the years following the depression of 1932. Since that time union organizing of miners and steel workers throughout the nation has increased labor costs in mining and steelmaking. This influence has been felt particularly in underground mining operations since the proportion of labor cost to total cost is still high. The previous advantage in basic labor rate in the South has been almost entirely eliminated by the equalization of labor rates in basic industries by national unions. Since 1945 these influences have been especially noticeable in increasing the cost of mining coal and iron ore in the South. The northern steel districts are still being largely supplied with iron ore from the Minnesota open-pit mines and the cost of this ore has not increased nearly as much as the cost of ore obtained from underground mines in Birmingham. A similar situation exists in coal mining; the thinner seams in Alabama are not so amenable to mechanization as the northern mines and, as a result, the output per man-day in southern mines is only about three tons of coal as compared to five or six tons per man-day in the large captive mines of West Vir-

One of the most attractive subjects for technical writers is the gigantic industry of the manufacture of sulphuric acid. This is no doubt, natural when we take into account that it has grown in this country during the past twenty years, from a production of 60,000 tons in the year 1867, to that of nearly 450,000 tons in 1887. We may well excuse much of the literature which but repeats the same old story, as it serves to bring to the public notice, at proper intervals, the hidden resources of our land; and this constant application of essential truths will sooner or later be the means of freeing us from dependence upon the Old World for necessary chemical products. The present increase in manufacture of this acid in the United States is almost wholly from pyrites ores, which we have in unlimited quantities close at hand. The largest consumption of such acid is for treatment of other native products, petroleum, rock-phosphates, etc.; and, considering the knowledge we have gained during the past twenty years, it is safe to say that the industry is but fairly established, and the causes which have operated to place us in our present proud position are but natural incentives for a further growth and an increased consumption of the many other undiscovered or undeveloped resources of our American soi1. In one of his earlier editions Muspratt says: " It would seem that the manufacture of sulphuric acid, though as extensively carried on as any other business, yet seems to be the least understood; and the ignorance of some manufacturers appears to be only equalled by that of writers, who, in their description of the production of this acid, give figures of apparatus, and vaunt as improvements, things which have been exploded for years. It is possible to find in the works of eminent men drawings of apparatus, for the production of sulphuric acid, which never could possibly have worked one day—some, in fact, could never have worked at all."

I. INTRODUCTION. REPEATED failures in attempts to work gold-bearing gravels by means of suction-dredges have created the impression that this method is impracticable. The suction-dredges have failed from three special causes excessive wear and frequent breakage of pump-shell, runners and liners; inability to dredge compact gravel which would ,not. readily move towards the intake; and, most important of all, closing. of the suction-pipe by stones too large to enter it. In my opinion, all three causes of trouble may be remedied: the first, by making stronger the parts most liable to wear and breakage; the second, by means for loosening the gravel at the intake; and the third, by sufficiently... Increasing.. the diameter of the suction-pipe. In suction gold-dredges, this diameter has not usually exceeded 10 or 12 in.; whereas there are few profitable gold-fields which can bee considered dredgeable, in which stones more than' 12 in. in diameter, are-.not frequently encountered. II. AN EFFECTIVE SUCTION-DREDGE. In harbor-operations, much larger stones are handled by suction-dredges.., The large dredge of the Henry Steers Contracting Co. worked for nearly four years at League Island, Philadelphia, where it sucked up, passed through the pump, and forced through 3,700 ft. of discharge-pipe; gravel containing boulders up to 200 lb. in weight. This was done with no bad breaks and few shut-downs. The cutter; and liners were the only parts liable to damage, and these were easily replaced with brief interruption of work. IN the last analysis, two basic factors influence the use of metals and alloys; namely, cost and adaptability to the use under consideration. These are so interrelated that to study the properties of metals or alloys without considering the prices and price trends is quite illogical. Lead has been a cheap metal, selling in 1932 for the extremely low price of 2.56 cents per pound. The cheapness of lead in the past was not due to a particularly abundant supply of the element in the earth's crust but rather to the ease with which it was won from its ores and to the chemical stability of the metal, preventing its dissipation. Today, however, our modern economy has caught up with the distribution of lead in the earth's crust and the price is largely dictated by the supply of concentrates readily available for smelting, and which can be placed quickly upon the market. The demand for lead, particularly in times of stress, has brought the price up to the level of 19 cents in the United States, where the price is controlled by Government decree, and the price has been even higher in the world markets. The higher price for lead has changed the uses for this metal to a marked degree, driving it out of the fields where it is not essential. AFTER several years study, the Universal Atlas Cement Co. decided to rebuild its plant at Leeds, Alabama. The entire old plant, which was to operate during the new construction, was then to be scrapped with the exception of two kilns. The quarry was to be mechanized, new and larger kilns installed, with the most modern type of equipment all through the plant. Raw grinding operations at all of the Universal Atlas plants were dry. However, the dust hazard of this operation and the growing emphasis on occupational diseases made wet grinding attractive. Coal at Leeds is cheap, so that a slightly higher coal practice was unimportant. Power was cheap, so that waste-heat boilers were not desirable. Since new kilns were to be installed, these could be made long enough to make filters unnecessary. Wet raw grinding could be either the old practice of open-circuit compartment mills or closed-circuit grinding in accordance with metal-lurgical practice. The latter saved power and steel wear and saved initial investment. This had been demonstrated in cement plants. Also, the elimination of tramp oversize was a most important advantage. Ease of chemical control was another factor. Blending in the thickener, with elimination of slurry mixers had been found practicable. Therefore, if wet raw grinding were used at all, the advantages were clearly in favor of closed-circuit grinding. Detailed layouts of the most modern possible closed-circuit dry-grinding plant and of a closed-circuit wet-grinding plant were prepared, and careful estimates were made of initial invest-ment and operating costs. Full consideration of all the factors involved resulted in a decision to install wet closed-circuit grinding.

INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

The sulphuretted ores of Carroll and Grayson Counties, Va., Ore Knob, Ashe County, N. C., and Ducktown, Tenn., in their general position, are in the prolongation of the same massive deposits. The existence of the extensive ore-bodies has been well-established, not only in a practical way, but by the careful research of a number of men of science, including Dr. T. S. Hunt, Professor Kerr, Dr. Genth, Rogers, Safford, Professor Egleston, Dr. H. E. Colton, the writer, and others, and described in one or more of the volumes of our Transactions, as well as in other publications. The greater quantity of' these ores being pyrrhotite, although much of them carry nonmagnetic disulphide, their reduction on the gronnd will probably lead to better results than an attempt to mine and ship them to distant places; and their use as sulphuric acid producers, to be employed in the cheap manufacture of valuable fertilizers, will be chiefly the subject of this paper. The great deposits of Carroll County, Va., are now nearer to railway transportation than any of the others, being six to eight miles from the Cripple Creek extension of the Norfolk and Western Railway, now being constructed, the grading of which is in an advanced state of completion. I am not able to state what are the present prospects of an early completion of the contemplated line of railway to Ducktown. For a long while, during the time those deposits were mined and reduced for their copper, the works were forty miles from any railway ; and the same may be said of Ore Knob, N. C. The deposits in Carroll and Grayson Counties, Va., being now the most accessible to cheap transportation, will naturally claim the greater part of our attention ; though it may be pertinent to remark, just here, that the ores of Ducktown, like those of Carroll and Grayson, Va., exist in the undecomposed levels as iron and copper sulphurets, much of which is a non-magnetic disulphide, as stated, with occasional exhibits of sulphides, such as covellite, erubescite, etc. There are, now and then, small quantities of silver, lead, and zinc,

SINCE the outbreak of the war we have discovered in the United States minerals of which there was no general knowledge, and which compared very favorably with anything that could be found in any foreign country. One of these was magnesite, or the carbonate of magnesium as it occurs in nature. This mineral crystallizes in the rhombohedral form, has a specific gravity of 3.00, molecular weight of 84 4, molecular volume of 28.1, and a hardness of 3.5 to 4.5.1 Had it not been for the development of the California deposits of this mineral and the discovery of immense new deposits in Stevens County, Wash., the production of steel during the war would have been more seriously handicapped than it was. Now, that the war is over, we face the possibility of competition' with the cheap Austro-Hungarian magnesite; and while that may not he so cheap as it was before the war, adequate protection should be given the producers in this country to insure the full development of our own resources. The consumption of magnesite in the United States in 1913, the year preceding the war, was 172,591 tons of calcined and 22,872 tons of crude magnesite. Less than 3 per cent. of this amount was produced at home. At the present time, practically all of the magnesite used in the United States is produced at home. Expensive plants have been constructed, extensive exploration work done, and production pushed to the utmost to supply the necessary requirements of the war. Thus a considerable industry has been built up within our borders. Some magnesite has been imported from Canada and Mexico, but the Canadian ore was of an inferior grade and could not be used satisfactorily. During the year 1918, production decreased in both the United States and Canada; the production in the United States was 225,000 tons in 1918 as against 315,000 in 1917, and in Canada 39,365 tons in 1918 as against 58,090 in 1917.

THE basic problem in the generation of water gas from carbonaceous fuels and steam is the supply of the heat of reaction, and in general the source of this heat is the combustion of a further quantity of carbon with oxygen. Existing and proposed processes for complete gasification differ in the methods employed for transferring this heat to the fuel, and involve one or other of the following alternatives: 1. Use of a steam-oxygen mixture as the gasifying medium, so that the combustion and gasification reactions are combined. 2. Alternate passage of air and steam through a fixed bed, as in conventional water-gas production. 3. Cyclic passage of fluidized fuel through combustion and gasification zones. 4. Intense preheating of steam and of a portion of the gas made, and recirculation of this mixture through the fuel bed. 5. Supply of heat to the fuel bed through an externally heated wall. Except for the conventional water-gas process using large coke or low- volatile coal, only processes in the first group, operating with steam and oxygen, have proved practicable with fuels other than brown coals and lignites. A possible exception, which has not so far reached a commercial scale, is the moving-burden process developed by Imperial Chemical Indus- tries, Ltd. The cost of industrial oxygen is so high that its use can probably be justified only if it is attended by substantial savings in other directions; for instance, the use of cheap fuel. In the United Kingdom, no very cheap solid fuels are available, and it is unlikely that an oxygen-gasification process could compete economically with conventional production of blue water gas from coke. Hence particular interest attaches to all possibilities of making water gas without using oxygen, if any possible saving in fuel or other costs is involved. The cheapest and most abundant coals in the United Kingdom are the low-rank noncaking bituminous coals in small and ungraded sizes, typically those from the East Midlands coal field, and-fines of high ash content produced in coal-cleaning operations. During the boom period of 1928 and 1929, several oil companies took advantage of high security prices to sell stocks, thereby securing money for the company very cheaply. Few if any of those companies realized that the money received was not at all cheap in view of the fact that it was for investment in fixed assets at inflated prices. Suppose a company borrowed twenty millions of dollars to expand its marketing facilities during the boom. It diluted its capital and acquired fixed property which could not earn its interest requirements during the following deflation and therefore consumed income from other company activities. The company also had to stand the deflation in the capital value of all the property it bought. Since the mistaken expansion during the boom accelerated the decline in net income during deflation, the financial position of the company was harmed in proportion to the amount of that expansion. Thus the company was unable to get money to buy fixed assets in the depression when all property is cheap. The same condition holds for the company that sold common stock for the purpose of developing potential production in a newly discovered oil field. Regardless of what the ultimate value of the new field may be, potential production does not increase the net income of the company. The difficulty of meeting the enlarged dividend requirements due to the increased number of shares outstanding impairs the financial position of the company during deflation in some relation to the probability of decreased dividends. This company also is not in a position to expand during the depression when properties and companies can be bought for a fraction of their real value. Expansion of fixed assets during boom times has been the ruin of many otherwise good companies. Some of those which most extensively bought property during the post-war boom have not yet recovered. A number of cases could be cited in sugar, leather, fertilizer and wool. This does not seem to be governed by the quality of the property bought, for examination shows the assets to have been of individual high quality in many cases. When recovery is long deferred it is likely to be true, as in sugar or textiles, that the industry has a large "potential" capacity for overproduction.

Two new kilns were installed, each with a capacity of 80 bbl. per hour. Since 625 lb. of raw material is required to make a barrel of finished cement, the capacity of the grinding plant for the new kilns had to average only 1250 tons per day. AFTER several years study, the Universal Atlas Cement Co. decided to rebuild its plant at Leeds, Alabama. The entire old plant, which was to operate during the new construction, was then to be scrapped with the exception of two kilns. The quarry was to be mechanized, new and larger kilns installed, with the most modern type of equipment all through the plant. Raw grinding operations at all of the Universal Atlas plants were dry. However, the dust hazard of this operation and the growing emphasis on occupational diseases made wet grinding attractive. Coal at Leeds is cheap, so that a slightly higher coal practice was unimportant. Power was cheap, so that waste-heat boilers were not desirable. Since new kilns were to be installed, these could be made long enough to make filters unnecessary. Wet raw grinding could be either the old practice of open-circuit compartment mills or closed-circuit grinding in accordance with metallurgical practice.
