THE results to come from the application of cheap oxygen to industry in general will be so great that it is not possible to enumerate them beforehand and still less to estimate them. We naturally think first of the fuel to be saved; yet this is only a minor item. The main results will be changes in methods of manufacture or of operation. The speed of operation will be greatly increased, with consequent savings in labor and fixed charges, and also, in most cases, in the cost of fuel. High temperature will be brought within the reach of every manufacturer, whereas it is now available only to those operating expensive electric furnaces located within reach of large water power. New speeds and new temperatures mean improvements and processes not thought of at present. Incidentally the changes in methods will probably change the location of important world industries, the tendency being to concentrate at the fuel centers. The whole subject is so new that most of the data which an engineer requires for definite estimates do not exist. All that is possible now is to obtain a general view of the subject with rough and fragmentary estimates for some of the industries with which we are specially concerned. Most of the figures presented deal with fuel saving merely because there are available no data from which to estimate the effect on speed of operation. When working out the practical problems involved in substituting oxygen for air, in most cases the change will be made step by step; by trying out air enriched with increasing percentages of oxygen. Such partial applications of oxygen will be temporary expedients during the transition and there will be no stopping place short of the complete substitution of air by oxygen. This final stage is therefore the one discussed in this paper.1

FOR more than 25 years a few business men who represent virile private enterprise in the Pacific Northwest have been trying to awaken the community to the potential benefits of an open Columbia River. No threat of government com- petition then hung over the industry, which was adjusted to state regulation. Numerous sites were engineered and the findings were laid before the operators of heavy industry in the East, Middle West, and South -even of Europe. These engineering data became, if not the basis, the inspiration upon which the U. S. Army Engineers eventually were to "build the Columbia River Bible" - their great document known as House Document 103, the report on the Columbia River and minor tributaries.

The following notes on the cheap milling of a soft lowgrade ore-body in the State of Chiapas, Mexico, may be of interest. The ore-body in question was worked, not by itself, but incidentally in connection with a large extraction of concentrating-ore; and one 10-stamp battery of a 30-stamp mill used for re-crushing tailings, and provided with copper-plates, was set aside for the treatment of this particular ore, of which, during a period of 17 months, 10,274 tons, of 2240 lbs. each, were handled. THERE was presented for discussion at the February (1924) meeting of the American Institute of Mining and Metallurgical Engineers a report of a committee named by the United States Bureau of Mines on the Use of Oxygen or Oxygenated Air in Metallurgy and Allied Processes. An extensive discussion followed the presentation of the papers, which dealt with the matter entirely from a theoretical standpoint. The results of only a limited, amount of research work were presented and discussion centered around the question: "Is it worth while to carry on research and expend money in determining what can be done in metallurgical operations if cheap oxygen can be produced?" More experimental work on this subject has not been done because metallurgists have not thought that cheap oxygen could be produced, thinking "Why waste time experimenting. with a reagent that cannot be procurable in commercial quantities?" While the producers of oxygen have said " Why waste money on the development of a process to make cheap oxygen unless we know that there will be a market for it when produced?" The discussion brought out two facts: First, many metallurgists believe that their operations can be conducted more economically if they can add oxygen to the air used in various smelting operations; second, a number of chemists believe that relatively pure oxygen can be produced in metallurgical quantities at very small cost. Negative views were expressed to both propositions, but so overwhelming was the view that if cheap oxygen could be produced, many metallurgical operations would benefit that it was voted to recommend that the Bureau of Mines continue its research work, pending the production of the cheap oxygen hoped for. Few experimental data being available, and the attitude of disputants being based largely on theoretical considerations or on reactions and temperatures incapable of positive proof, it has been decided to publish only a summary of the papers and discussions arising from their presentations. It is believed, however, that this will be sufficient to show the lines of reasoning that have been adopted, and be a guide to others who are to make their own calculations or engage in experimental work.

It is well known that many so-called free-milling silver arcs are so classed more from their value necessitating a cheap process than from a real adaptability to raw amalgamation. Such low--grade ores, carrying more or less sulphurets, are more profitably treated by a cheap rapid process than by the more effective but costly process of roasting arid amalgamation. The tailings are sometimes crudely concentrated, or, after lying and becoming partially oxidized, are again worked in pans. Of late years, by the use of improved methods of concentration, many old low-grade tailings-piles have been reworked to a good profit; and in some improved mills arrangements are made to concentrate before or after amalgamation, thus making a single treatment in mill suffice. It is self-evident that on a low-grade ore a small increase in percentage saved is of no commercial advantage if accompanied by a material increase in cost, and therefore a cheap and continuous system of work is the real necessity, if a fair saving be effected. As an illustration of the possibilities of combined concentration and amalgamation on some ores, the following results of a working test at the New York Ore-Milling and Testing Works will be of some interest. Freeman, the English historian, said that he had learned from Macaulay "never to be afraid of using the same word or name over and over again if by that means anything could be added to clearness or force. Macaulay never goes on, like some writers, talking about `the former' and `the latter', `he', `she', `it', and `they', through !clause after clause, while his reader has to look back to see which of several persons it is that is so darkly referred to". He might have learned also from Macaulay that a preposition makes a' feeble ending for a serious statement. How often do you hear `the former' and `the latter' in conversation? Good conversation is a guide not to be dis¬dained. When you must use `the latter', do not confuse it with `the last'. Cheap labor, cheap fuel, and cheap transport are essential, the latter [last] being particularly important in base-metal mining. The apparatus may be used to determine such gases as hydrogen sulphide, chlorine, oxides of nitrogen and some others, as well as sulphur dioxide. In the case of the latter two, etc. The two last mentioned are "sulphur dioxide" and "some others". He should have stated which two, and he should have avoided that wretched phrase "in the case of ". Pinning may be partly prevented by use of chalk, oil, or turpentine. The latter [last] is best. I "Partly prevented" is a poor phrase. `Prevented! is a word that does not lend itself readily to modification. He means `checked' or `corrected'.

IN six years the construction of Hoover Dam and the power plants probably will have reached the operating stage and this vast new source of power will then be continuously available for industry. The height of the darn will be 580 ft. and the average annual flow of the Colorado River is calculated at approximately 24,000 cu.ft. per sec. If this full head and average flow can be maintained the year round, about one million horsepower will be generated. The U. S. Reclamation engineers, taking into consideration the probable range in flow and head, have set the figure for power contracts at 660,000 firm horsepower, which can be assured at all times of the year. During the months of heavy run-off of water from the Colorado River Basin the power plants should be able to generate the full 1,000,000 hp. capacity of the power plants, so there will be 340,000 excess or secondary horsepower. The cost of firm power at the switchboard will be close to 2.15 mills per kw.-hr., equal to $14.05 per hp.-yr., and the cost of the secondary or off-peak power will be close to 0.8 mills per kw.-hr., or $5.22 per hp.-yr. In no place in the country can such cheap power be obtained today. The electrochemical industry is in a state of flux because the power costs from its old sources have increased so much (to $30 per hp.-yr. at Niagara) that the industries have had to seek new sources, so they have gone to Canada and Norway and built new plants.

THE industrial development of the United States has been stimulated by the presence of high-grade iron ore in the Lake Superior district. These great deposits have been susceptible to economical extraction and are conveniently located for cheap lake vessel transportation to the great consuming centers. The district furnishes from 80 to 85 per cent of the iron ore annually consumed in the United States, and a full understanding of the available supply of this great commodity is so important that it is well to consider whether or not the industrial supremacy and national independence attained as a result of the abundance of cheap ore are permanent. The enormous deposits of high-grade ore available in the Lake Superior district have been the foundation upon which the vast industrial structure of the steel and allied industries has been built. It is extremely important to the country as a whole, and especially to those States and communities now dependent on Lake Superior ore for their prosperity, that their industries shall retain the particular advantages with which they are now endowed, and that a generous supply of high-grade raw material be available for their consumption at a satisfactory cost. The steel industry is so basic and fundamental that any fluctuation in the cost of its finished products as determined by the supply and cost of the raw materials involved in its manufacture will necessarily affect the business of a wide variety of industries which are dependent on it.

CHEAP power is essential to large-scale mining and metallurgical operations, particularly where fine grinding of large tonnages has to be resorted to, as is the case with an increasing number of. mines treating disseminated copper ores, or low-grade gold ores, in the grinding of which considerable power is consumed. A comparison of the cost of generating power with Diesel engines and steam turbines and a brief discussion of the different factors governing the profitable use of either type of prime mover may be timely in view of the importance of. a cheap supply of power to the mining industry, and the prominence that has lately been given to Diesel engines in America. As many of our most important mines and largest producers of metals are located in sections where neither cheap coal nor water power is available, and the price of oil fuel is increased by long hauls, the Diesel. engine will. become a prime mover of increasing importance. This applies particularly to the Southwestern States, where an ample supply of cold water for condensing purposes is unusual and local climatological conditions interfere in securing the high vacua essential to high turbine efficiency. About 12 times as much water will be required for condensing purposes with steam turbines under general conditions as is needed for jacket-cooling of two-stroke, cycle Diesel engine; four-stroke cycle Diesel engines require only one-twentieth of the cooling water. Another condition favoring the use of Diesel engines is the high load factor at which most mine power plants operate. The influence of load factor on the cost of generating power is shown in Tables 1 and 2 and in Fig. 1.

AMONG the curious results of the recent advance of prices in the iron trade of the United States, one of them at least is to be regarded as of great importance. I allude to the utilization of mill cinder as a cheap and almost costless substitute for high-priced iron ores in many blast furnaces, situated within easy reach of such raw material. It has been, with but few exceptions, the practice in this country, based upon tradition rather than upon authority or European precedents, to waste this material on 'account of its high proportion of silicic and phosphoric acids, although known to contain more iron than most ores, and although also known to be sometimes applied to the blast furnace in greater or less quantities without serious detriment to the iron for specific purposes. While in use to a limited extent in the Hocking Valley and Hanging Rock iron regions of Ohio for several years, its use in Western Pennsylvania has only become general of late, under the exigencies of high prices and a short supply of ore. Especially has mill cinder largely entered into the stock of furnaces attached to rolling mills in and about Pittsburgh. Under such circumstances the cinder pig has been paddled on the premises, and the malleable iron produced has been unexpectedly good. Cautiously as at first mill cinder has been applied, it is evident that the temptation to use it freely is a strong one whenever the commercial rates for high-class ores are out of proportion to the general conditions of the iron trade, as sometimes happens in this country, especially as the free use of it is apparently justified by the quality of the iron produced from this cheap and abundant material. Indeed the consumption of cinder pig has., not been wholly confined to mills using up the production of furnaces belonging to the same plant. One furnace at least on the Ohio, at Covington, for several' months has been making foundry pig from "all cinder." The iron has gone into the general trade. Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. This must be taken into account in plans for work in the country. While skilled workmen can be found it is to be noted that most of them have been trained

THE members arrived at Ticonderoga, N. Y., at noon, Tuesday, October 15th, and were received by Mr. Cyrus Butler, Chairman of the Local Committee of Arrangements. During the afternoon the works of the American Graphite Company and the Horicon Iron Company were visited under the guidance of Mr. Butler, President of both companies, and of Mr. William Hooper, Superintendent. An excursion was then made, in carriages, to old Fort Ticonderoga, on Lake Champlain, after which the party were driven to the Rogers Rock Hotel, on Lake George. The first session of the Institute was held in the parlor of time hotel on Tuesday evening. Mr. Eckley B. Coxe, President of the Institute, opened the proceedings with the following address: I shall ask your attention, this evening, to a few reflections upon the subject of mining engineering as a profession in the United States, its past, its present, and its future, and its duties and oppor¬tunities with reference to the proper development of our great min¬eral resources. Thirty years ago, there were scarcely any mining engineers in this country, and but few in England, and there were no institutions where young men could be educated for the profession in the Eng¬lish language. France and Germany have been able for about a century to boast of mining schools of a high character, that number among their graduates such men as Humboldt, Weisbach, Rittinger, Combes, and Gruner. Of the few we then had worthy of the name of "mining engi¬neer," some had studied in the continental academies, and others were graduates in the school of practical experience, and had learned their profession in mines and smelting-works. Their work con¬sisted principally in making surveys and maps of mines and mining properties, geological reports, and analyses of ores ; but the mining engineer whom we often meet with now, who has studied chemistry, physics, mineralogy, geology, mechanics, and drawing; who is more or less familiar with machinery and its construction, and with the practical management of mines or smelting-works, and who is an expert in some one branch of his profession, would have been very difficult if not impossible to find in the United States. NOWHERE can there be found a more misleading statement than the old one that "Iron can be manufactured cheaper in the South." During the past decade ironmakers and users of iron have heard varied and sundry stories of the wonderful resources of the Birmingham district, including abundant ore and coal fields, cheap labor, a wonderful climate and similar industrial Utopian statements. Birmingham represents the major portion of the iron business in the South, acid as Birmingham fares so goes the iron business of the South. The intent of this paper is to shed some light on the actual conditions surrounding ironmaking in the South, especially in the Birmingham, or North Alabama, district. By a presentation of facts it is desired to point out that the "cheap iron" of the industrial South is a thing of the past, primarily because of increased labor cost and because labor is radically different in performance to what it was years ago. Also, because most of the raw materials needed in ironmaking that would be classed better than inferior are gone.

WHAT are the reasons for the present public interest in the synthetic fuel industry, an interest which has culminated in the recommendation of the Secretary of the Interior that we start at once on a nine billion dollar program of construction? Three separate factors seem to have combined to create this pressure. First are recurrent seasonal and spot shortages of gasoline, fuel oil, and natural gas. Second is the international outlook, which forces us to face the possibility of war, with all that means in the way of increased call on our domestic resources and interference with our foreign commerce. The shortages we have experienced are superficially the result of lack of transportation, but basically they reflect a rapidly rising demand which has outstripped the expansion of productive facilities of all kinds. Not only oil and gas, but steel, coal, automobiles, and meat are temporarily in short supply for much the same reasons. The military problem has both long-range and short-range aspects, but the immediate necessity is to create reserve capacity in the United States to supply perhaps 2,000,000 barrels daily additional liquid fuel in time of war.
