United States newspapers of 25 or 30 Years ago ran headlines every few weeks telling of some mine disaster. Each disaster was a first-page attraction for a day or so then was forgotten until the next sensational event, frequently another mine disaster, a few weeks later. Interspersed with the large mine disasters were the so-called ?snipping? mine accidents that caused the death of one or two mine workers. The summation of mine fatalities of all types usually exceeded 3,000 a year, and nonfatal accidents to workers in mines of the country approximated 250,000 annually. From 1906 to 1910, inclusive, there were 84 major explosion disasters (about 17 per year) in. United States coal mines. The resulting fatalities totaled 2,388 for the 5-Year period. These frightful catastrophes helped the number of fatalities in coal mines of the country to reach the enormous total of 13,288 for the 5 years, or an average of 2,658 per year.

The Department of Mining Engineering at Queen?s University conducted a study of backfill practices in underground mines across Canada to assess the current state of backfill usage and to overview potential hazards associated with backfill practice, from preparation to transportation to placement. The primary aim of this study was to cover each component of a typical mine backfill system, and to identify potential incidents leading to the disruption of backfilling operations and any associated corrective actions. This paper, Part II of the study, deals with underground operations consisting of backfill transportation and backfill placement. Part I of the study, which deals with surface operations consisting of backfill material supply and backfill plant preparation, is also presented in these proceedings. A review of safety measures associated with current backfill operations and recommendations for procedures of best practice that should be implemented to reduce fill-related hazards in all mine backfill workplace environments are presented. In general it has been found that system failures normally lead only to minor losses to the operations.

"We will attempt to explain the basic workings of a modern seismograph and how the recorded data can be interpreted, not only for determining compliance to the regulations, but also in determining whether or not a seismograph record is accurate and valid. We will discuss some parameters that should be included in all seismographic recordings. We will give examples and use overhead slidesto show examples of both accurate and valid recordings, and tampered and inaccurate seismograph recordings. Much of the information presented will be basic in nature, and will reflect the opinions and personal experiences of the author. We ho'pe the listener will gain valuable information concerning the use and interpretation of seismographic data, as well as find interest and sometimes humor in the examples shown."

In this work, the electrocoagulation technique was studied in order to treat chemically stabilized concentrated oil-water emulsions. This study was mainly focused on the effects of operating parameters such as initial pH, current density, reaction time, electrode distance and inlet concentration on the separation of oil as measured by the chemical oxygen demand -1(COD) method. The synthetic emulsion was prepared from Shell - Talpa 30 oil (3g.L-1) and sodium dodecyl sulfate (1.0 g.L), having a Zeta potential around -70 mv at pH 8.7. The process was carried out in an electrocoagulation cell with a set of four parallel monopolar electrodes. This set consisted of two aluminum plate anodes and two 316L stainless steel plate cathodes. Kinetic curves showed that the electrocoagulation process exhibits three phases: (1) an initial phase, where the COD did not decrease because the solution had not reached the minimum amount of dissolved aluminum required to cause the break-up of the emulsion, (2) a reactive phase during which COD decreased due to possible agglomeration of the precipitates and (3) a steady-state phase where the COD did not change. The results showed that the period to reach the reactive phase decreased as the current density increased and the pH values decreased.

The area encompassed by the political entities included in this study com-prises 11 million square miles or about 15 percent of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest is-land or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The region is noted for its great rivers. The Chang, Huang, Amur, and Mekong are respectively the fifth, sixth, eighth, and eleventh longest rivers in the world. The Ganges-Brahmaputra has created the world's largest delta, which covers 30,000 square miles. Abutting East Asia are the Sea of Japan, Dong Hai, Nan Hai, Bay of Ben-gal, and Arabian Sea. In the Southern Hemisphere, there is the Indian Ocean and the South Pacific Ocean. The Continental Shelf adjacent to the region constitutes a large proportion of the world's readily accessible shelf area. On the other hand, the Philippine and Java trenches and, further out, the Mariana Trench reach to formidable, abyssal depths, downward to 6,000 fathoms. Contrasting to this is Mount Everest, which reaches a lofty height of 29,028 feet. And then there is Xizang, whose high plateaus have been called the roof of the world.

The flotation process of native Rare Earth minerals such as bastnasite, monazite, mixed minerals of bastnasite and monazite, using the new effective collector Dh was studied in this paper, respectively, and the flotation properties are described. The good qualities of the new collector Dh were revealed through comparing with other collector of Rare Earth minerals. The test results of different ore samples show that at moderate pulp pH (8.5-9.5), Rare earth minerals can be effectively separated from barium, calcium and silicon bearing intergrowth minerals (barite, calcite and silicate minerals) and high quality Rare Earth concentrates can be obtained successfully by the new collector Dh, acid silica gel, turpentine and reagents fitting together rationally. In order to determine optimum technical conditions, the effect of pulp pH, pulp temperature, pulp density and the effect of dosage of reagents (Dh and acid silica gel) on the flotation were investigated in the test.

Safety departments have traditionally been held responsible for the safety performance of their division or company. This approach leads to a lack of ownership of safety issues by the larger organization. An alternative paradigm is significantly more effective: the members of the work force (managers as well as workers) are fully responsible and accountable for safe production. The safety department is not extinct, however. Its role has changed, to focus on training, litigation, and external relationships such as community relations. This approach was implemented at BHP Copper's Superior mine and mill in Arizona. By obtaining the genuine commitment of the work force to accident-free production, the mill's MSHA incident rate immediately dropped from 7.4 to zero. The mill also ran one year with no MSHA citations. When this philosophy was implemented at the divisional level, the division's incident rate decreased from 9.5 to 1.1,an 88-percent reduction in six months.

In the summer of 1998, Ontario Hydro awarded a contract to demolish an obsolete and inefficient chimney by blasting. The Ontario Hydro Thunder Bay Thermal Generating Station (T.G.S.), is a fully operational hydro thermal generating station located in Thunder Bay, Ontario, Canada. The Chimney was a 356 ft (108 m) high freestanding structure constructed of reinforced concrete with a brick liner. Falling the chimney required careful planning due to the highly sensitive structures and equipment which surrounded it. Damage either sustained to the existing systems through ground vibrations or direct contact would have resulted in expensive power outage and/or lost production. The role of Explotech Engineering Ltd. on this project was to provide and evaluation of the proposed demolition procedure, defme the predicted and maximum seismic vibrations at sensitive structures including underground services, conduct pre-blast / post-blast inspections and recommend various safety precautions. The general contractor for the project, LeBrun Northern Contracting Ltd., of Thunder Bay, Ontario was responsible for all site preparations and post-blast clean up. All demolition blasting calculations and operations were conducted by Dykon demolition experts from Tulsa, Oklahoma. On September 13, 1999, the chimney was successfully demolished. Extensive analysis of the vibration records and visual post-blast inspections of the surrounding structures concluded that the demolition event induced no damage to any of the Ontario Hydro facilities.

Proven and probable coal reserves in Iran are estimated to be in excess of 5 Billion tons while the annual coal production is a mere 2 Million tons. Underdevelopment of the industry has proved higher production levels to be impossible, despite growing demand for energy supplies. The existences of numerous legislation are thought to have a detrimental effect on coal mining activities to the extent that some business entities have become uneconomical in many areas. This paper provides an analysis of the prevailing mining laws, policy making, legal frameworks and obstacles. It also outlines some other obstacles enshrined in the law and also highlights areas where foreign direct investment should be encouraged. The costs of lost opportunities are then estimated. The paper concludes by demonstrating that deregulations, amendments and in some cases complete abolishment of the incumbent legislations governing the coal mining industry will greatly enhance development of the industry. The analysis provided in this paper together with the results obtained, can prove useful to macro-economic policy makers both at local and national levels.

This paper presents a hydrologic closure design concept to minimize the risk of water discharges from closed mine tailings facilities. It evaluates the applicability of U.S. Nuclear Regulatory Commission guidelines to develop acceptable designs for the closure of tailings facilities that have a calculated adequate surcharge capacity for environmental protection and an emergency spillway for dam safety. The guidelines provide a basis to estimate an acceptable surcharge capacity of a Probable Maximum Flood series for storage of surface runoff. To be conservative and for redundancy with respect to dam safety, an emergency spillway is provided to pass the Probable Maximum Flood. Depending on the annual water balance, the surcharge capacity may be used by surface runoff and minor amounts of sediment that accumulates in the impoundment from year to year. The emergency spillway crest is then set at this level or above the surcharge capacity, whichever is higher. An example is given of the active Red Dog Mine tailings facility in Alaska where this method was used for the preliminary design of the tailings main dam at its ultimate closure configuration.

"There are a number of environmental incentives for increasing recycling, including the reduction of waste, energy and resource use. Recycling can also be advantageous for manufacturing firms in both the short and long term. Secondary material can substitute for primary material, potentially dampening primary material price increases and reducing the pressure for greater primary extraction. This paper examines the potential for and dynamics of recycling for the case of platinum using a dynamic, behavioral simulation model of the primary and secondary markets. Since the secondary supply of platinum depends on a supply chain separate from primary extraction, recycling can diversify the risks of primary supply instabilities. Over time, recycling can cut primary consumption, reduce overall costs to firms, and possibly reduce the impact of price fluctuations upon firms.IntroductionThe benefits of recycling, from the perspective of the environment, are many, and the environmental benefits of increased recycling are considered a step towards increased sustainability [1, 2]. Life cycle assessments indicate that obtaining materials from secondary sources generally requires less energy and has fewer environmental impacts than extraction and refining of primary materials [3]. Analyses of materials flows show that, in addition to landfill volume reduction, recycling reduces primary material consumption, affecting long term materials scarcity [4, 5].The benefits of recycling are not limited to the environmental. Firms can benefit from the lower energy costs of recycling, especially that of metals whose primary extraction and refining are particularly energy-intensive (e.g., aluminum). The routine participation by firms in secondary materials markets (e.g., www.recycle.net) shows that this advantage has not gone unnoticed.Recycling can also benefit firms whose costs can be significantly affected by changes in material prices resulting from material shortages and material scarcity, with potentially permanent effects upon firms [6-8]. This paper focuses on the impact of recycling in the face of platinum scarcity for supply chain downstream firms."

DURING the past two or three years I have seen statements regarding the first discovery of fullers' earth in this country that seem to require correction or modification. One appears again in the Mineral Resources of the United States for 1909, part II., p. 738, where it is said that ? fullers' earth was first discovered in the United States at Quincy, Fla., in 1893." In this connection the following bit of unpublished history concerning fullers' earth in the State of Arkansas is worthy of attention. In April, 1891, when I was State Geologist of Arkansas, a Swede named John Olsen, formerly a copper-miner in Michigan, but then living south of Little Rock, brought me a sample of what he thought was fullers' earth. He reported that it was from near the town of Alexander, the locality being 1 S. 13 W., section 8, SW. quarter of the SE. quarter. My chemist, Dr. R. N. Bioleaching of nickel laterite ores is the extraction technology based on the use of heterotrophic micro-organisms and their organic acid products to dissolve metals from oxide minerals. This study examined the chemical leaching kinetics of limonite and nontronite ores with metabolites including citric, lactic and malic acids. The leaching process was found to follow the chemically controlled model. The leaching kinetics was found to be significantly influenced by the acid strength or dissociation of acids in solution. Although increasing the acid strength increased the rates of leaching, this trend was not indefinite. An optimal acid concentration that defined the fastest leaching rates was identified for each acid. The amenabilities of the minerals hosting the nickel and cobalt in limonite and nontronite to organic acid leaching were also established.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC), on Contract R0122026 (which began in August of 1971). Under this contract ADI provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of independent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "Seismic Detection and Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume. Phase I of the contract was devoted to performing an in-depth assessment of electromagnetic noise measurements taken by several contractors and other investigators, and then defining a new noise measurement program and instrumentation system tailored to obtain the necessary but missing noise data. These data are required for use in the design of new emergency and operational communication systems. This work, and the follow-on coordination and guidance activities of ADL on this noise measurement program in subsequent phases of the contract, are treated in Part One of Volume I.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. The Eighteenth International Symposium on the Appli¬cation of Computers and Mathematics in the Mineral Industries was held in London from 26th to 30th March, 1984. The Symposium was organized by the Institution of Mining and Metallurgy under the leadership of Mr M.J. Cahalan, Chairman of the Organizing Committee. The venue chosen was the Royal School of Mines, Imperial College of Science and Technology, in South Kensington. Some 300 delegates from all parts of the world attended, which included a delegation from South Africa that numbered about 20 persons. This extremely successful series of international meet¬ings was begun in 1961 in Tucson, Arizona, and has grown in strength and importance over the years. The arrange¬ment of the symposia is regulated by the International Council for APCOM under the Chairmanship of Professor R.V. Ramani (U.S.A.), the other current members being Professor J. Elbrond (Canada), Dr Thys B. Johnson (U.S.A.), Professor Young C. Kim (U.S.A.), Professor D.G. Krige (R.S.A.), Professor A.J. Lynch (Australia), Professor C.T. Shaw (U.K.), Dr A. Weiss (U.S.A.), and Professor F.L. Wilke (F.R.G.). There is no doubt that the enthusiasm and dedication of this small group of people and the excellent working relationship that exists between them are responsible for the continued success of APCOM meetings.

The Ag2O-mediated reactions of cycloaurated compounds with a general formula Au(L)Cl2 (L = bi-dentate C?N ligand) with thiosalicylic acid, N-acetyl cysteine or 1,2-benzenedithiol in DMF proceeds via ligand substitution of the Au?Cl bonds to afford the S-O and S?S adducts all in good yields. The reactivity of the dichloro, S-O and S-S adducts towards thiols were examined by reacting with cysteine in an aqueous medium, revealing that all of Au-Cl, Au-O and Au-N are labile for thiol displacement. The measurement of the inhibitive activities of these compounds against human cathepsins B and K showed that the dichloro and S-O adducts are effective inhibitors with IC50 values ranging from 0.1 to 2.6 -M, and that the S-S adducts are inactive.
