Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

"INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

Materials may be dredged, processed, stored and loaded for shipment at a single site in water depths ranging from 250 to 1200 ft. Solution mining may also be accomplished in deep sea situations. And, open air subsea mines with direct surface access may be developed and worked under the ocean floor. These concepts for deep sea mining are the results of extensive testing of individual components of the proposed systems by Dravo Ocean Structures, Inc., a subsidiary of Dravo Corp. A basic structure in these systems is the articulated platform. The platform consists of a gravity- type base and a buoyant cylindrical column which is constructed at an onshore location, towed to the offshore site and installed in a matter of days without use of heavy equipment. The base is also buoyant for towing purposes. This allows for gradual flooding to the point of negative buoyancy for positioning and anchoring to the ocean floor.

From their study of the anisotropy of grain boundary mobility in aluminum, the authors conclude that tilt boundaries have a higher mobility than twist boundaries because the atomic misfit at the pure-twist boundary is relatively small compared to the misfit at a tilt boundary for a given amount of misorientation. If this is true, then one would expect a twist boundary to have a lower grain boundary energy than the corresponding tilt boundary. Fig. 6, taken from the work of Gjostein and Rhines,10 shows that this is indeed the case for [001]-cu tilt and twist boundaries in the high-angle region, thus lending support to the authors' conclusion.

Work-related musculoskeletal disorders (WMSDs) affect the wellbeing of workers and result in poor quality work, lower work performance and decreased motivation. In contrast to ‘occupational’ diseases where there is a direct cause-and-effect relationship between hazard and disease (e.g., asbestos and asbestosis, lead and lead poisoning), ‘work-related’ diseases are multifactorial, where the work environment and the type of work that is performed contribute significantly to musculoskeletal disorders. WMSD is the term used to describe disorders and diseases of the musculoskeletal system (i.e. muscles, joints, ligaments, tendons and nerves). WMSDs are by definition a work-related phenomenon. The literature shows inarguably that certain jobs and certain work-related factors are associated with a significant risk of contracting a WMSD. It is assumed that repeated movements and postures, static work, continuous loading of the tissue structures or lack of recovery time, trigger or cause a pathological process that then manifests itself as a WMSD. This paper looks at the prevalence of the WMSD condition at three mines in South Africa: a coal, a gold and a platinum mine. Predisposing factors that include work factors, presentation of symptoms and psychological factors will be discussed in the paper.

The range of environments which control the level of ground support required vary greatly in terms of rock type, rock structure and the mining method used. At the operating mines visited during this review the level of ground support was such that incidence of rock-fall- related accidents were rare. It was also found that methods existed to support most of the conditions encountered. The main problem areas were weak rock, major geological structures, areas of heavy jointing, high development density and areas affected by high mining-induced stresses and blasting. With stope support the level of success was much lower than that achieved in development; the larger spans and more rapid changes in geometry of open stopes compared with cut and fill stoping (where cables were originally used) led to significant problems. Before a useable design method for cable support of stope walls and pillars can be obtained the precise failure mode of the walls and pillars, and the interaction of the support and the rock mass must be investigated.

Equations for the heat effects of additions of mixtures of multicomponent phases to a solution have been derived in terms of the enthalpy interaction coefficients. By these equations and the measured composition dependence of the heat effects on addition of mixtures of Ag-Cd solid solutions and elemental gold to liquid tin-rich solutions, values of the enthalpy in-teraction coefficients in tin-rich solutions at 541°K have been obtained. Analysis of these results in terms of the regular solution theory and the quasichemical theory suggests that near the melting point of the solvent association in the solution becomes important. SEVERAL recent papers have discussed the nature of dilute solutions on the basis of measured enthalpy interaction coefficients. l-3 These coefficients contribute to the understanding of the constitution of solutions and can be used for the evaluation of thermo-dynamic data of multicomponent systems. Their experimental determination, however, is laborious. This communication reports values of the enthalpy interaction coefficients of silver, cadmium, and gold in liquid tin-rich solutions obtained from the measured heat effects of additions of mixtures of Ag-Cd solid solutions and elemental gold to liquid tin-rich solutions. These measurements were made in the course of the determination of the heats of formation of Ag-Cd solid solutions reported in a concurrent publication.4 THE HEAT EFFECT OF AN ADDITION TO A SOLVENT This analysis is concerned with the addition of a mixture of multicomponent phases from the temperature To to a solvent of known composition at temperature T. Several recent developments in fine screening technology have been implemented at the DuPont Starke, Florida plant allowing enhanced zircon recoveries while minimizing operator requirements and total operational costs. The total design concept came about through the efforts of engineers at Derrick Corporation (Buffalo, New York), DuPont Titanium Technologies (Starke, Florida) and Roche Mining (Carrara, Australia). The use of the Kelsey Jigs for zircon recoveries from the tailings stream requires two wet sizing functions in order to operate properly. The first wet sizing is required on the initial mineral slurry feed to the Kelsey Jig. This sizing is intended to protect the Kelsey Jigs internal screen basket from plugging with nearsize particles, thereby keeping production rates maximized. The second sizing function is intended to recover properly sized garnet ragging material, which inadvertently ends up in the tailings stream leaving the Kelsey Jig. The unique machine design developed by the three partners in this project incorporated both wet sizing functions (protection and garnet recovery) into a single patented high capacity wet screening machine fitted with patented screen surface technology. This screen surface technology allowed for high capacity slurry handling capabilities at separations as fine as 230 microns while experiencing no nearsize blinding and extremely long screen panel life. The high open area urethane screen surfaces utilized in the application typically last 20 to 30 times longer than stainless steel wire surfaces. The stacked machine design minimized total equipment requirements and screen footprint requirements, and reduced power consumption and overall installation costs.

Laser slapper detonators are the next generation detonator under development at the Detonations Systems Group at Los Alamos National Laboratory and function very similarly to an electrical slapper. A fiber optic transmits a laser pulse to ablate a thin metal film. This film, or flyer as it is commonly called, is launched through a short barrel to km/s speeds. The flyer shock loads or slaps a high density pressing of secondary explosive, setting off a detonation therein. Laser slapper detonators afford a number of safety advantages over other conventional detonators. Most important they require very high peak laser powers to operate, orders of magnitude larger than possible sources of natural or man-made accidental stimulus. Because light is transported over fiber optics, laser slappers avoid many of the electrical hazards associated with detonators. Use of insensitive, secondary explosives makes these detonators safer to handle, manufacture, transport, and deploy.

"Any economic calculation with respect to potential submarine mining activities requires reliable analytical data on the contents of valuable metals in these ores, including trace metals such as rare earth elements as well as Ti, Mo, V, Zr and Li. Due to the very special matrix of ferromanganese nodules (30% manganese oxides, 10-20% iron oxides, silicates; see Kuhn et al., this volume), their geochemical analyses pose a real challenge. Available ferromanganese nodules reference materials, e.g., NOD-P1 and A1, JMn-1, GBW07249, SDO-4 to -7 and NM2388, generally have only a few certified values for trace elements. Published data for these reference materials, collected in the GeoReM database (http://georem.mpch-mainz.gwdg.de/) are either rare for high technology metals or widely scattered for certain elements, especially the PGEs. Since most of these materials were released in the 1990s, many analytical procedures have seen significant advancement.In order to facilitate analytical quality assurance during exploration and potential future mining activities, the German Federal Institute of Geosciences and Mineral Resources (BGR) has contracted the Central Geological Laboratory of Mongolia (CGL) to produce a certified reference material for nodule analytics. Certified reference materials provide the highest level of reliability in geo-analytical measurements currently available and the CGL has a long-term experience in producing geological reference materials. Recently, the CGL was accredited as a reference material producer according to ISO Guide 34 by the American organization ACLASS (Assured Calibration and Laboratory Accreditation Select Services). Furthermore, it has been accredited as a testing laboratory according to ISO 17025."

The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during the 83rd Regular Meeting of the Institute was called to order by the president, Bernard Bernstrom at 2:50 p.m. Tuesday, June 30, 1987 in the Janss Auditorium of the Snowmass Conference Center in Snowmass Village, Colorado. Thirty-one were present and a quorum was established. The president outlined the purpose of the meeting was to inform the members of the status of the affairs and activities of the corporation during the preceding year. It was moved by Leon Jeannot, seconded and carried to approve the minutes as published in the 1986 Proceedings. The chair called for reports of the various committees and these reports will by placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted three resolutions: (1) Noting the passing of members since the last convention-Benton Boyd, E. A. Hare, E. S. Moran, Jr. and Edward Prostel. (2) Of appreciation to the Executive Secretary, officers, chairman, Diamond Jubilee chairman and committees and convention committees for an outstanding job in preparing for the 83rd Regular Meeting of the Institute. (3) To recommend to all RMCMI members that, on an individual basis, they each oppose replacing coal fired generation with natural gas generation. Membership. Chairman Leon Jeannot reported that at the beginning of the 1986 fiscal year, there were 881 active or dues-paying members. During the year, 219 members were dropped for a variety of reasons such as non-payment of dues, transfer, employed elsewhere, change of address. Ninety-six new members have been recruited for an active total of 758. In addition there are 55 Life Members, 20 senior members, six scholarship winners and seven supporters for a net total of 846. The budget of RMCMI calls for 1,000 active members and we must address and plan for those short-term prospects as they will certainly impact our membership. A full report is on file in the RMCMI office. Patrons of the Institute. Chairman Ira McKeever reported that only 59 Patrons renewed their support during 1986-87. Program. Chairman Bill Balaz announced that the convention program theme "This is OUR Life", as presented in "Past", "Present" and "Future" segments was very well received. He called for additional helpers another year and suggested that next year&apos;s program format be changed to a hard hitting one. Publicity. Chairman Tom Egan reported that of the three newsletters sent members during the year, that the most effective one was the newspaper format one and recommended its use next year. RMCMI hired Bob Jacob who heads his own public relations firm to solicit advertising for the Proceedings on a contract/ commission basis. He attended the convention for this purpose and to solicit business card ads. A full report is on file in the RMCMI office. Scholarship. Chairman Keith McGinnis reported that five of the six scholarship recipients were present at the convention. Each was introduced to the membership at the Tuesday morning Scholarship Breakfast, presented a plaque and responded. The input from each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. The selection process started in March and was completed in May, except for one university which had difficulty in providing a candidate. It is suggested that the initial contact with the institutions be made in December and completed by April 1. This year, for the first time, three of the six universities were visited for the purpose of interviewing the candidates. They were Colorado, Utah and Wyoming. A very positive feedback was received from these schools and it is recommended that the practice continue. CONVENTION COMMITTEES Convention Arrangements. Doris Finnie presented the following report: As a professional meeting planner, this Diamond Jubilee convention was indeed a great challenge. One meal was added to the package and thus increased the individual cost. Snowmass Resort Association is unique in that they utilize a conference coordinator who acts as the middle man between myself and the usual persons we deal with, like AV personnel, the chef, the banquet director, the steak fry personnel, the Sunday tour etc. so the office had to become creative. For instance, we learned early on we could not deal with the local florists. It cost us lots less to buy our flowers wholesale in Denver, have my husband drive them up and our West Virginia daughter to arrange them! But, finally her floral arrangement class at CSU paid off! This was truly a Finnie family orchestrated convention. Our Lakewood daughter acted as Scholar-

This paper discusses the role of mineral-adapted acidiphilic microorganism Acidithiobacillus ferrooxidans on the beneficiation of arsenopyrite containing multisulfides (pyrite and chalcopyrite). Adaptation to minerals altered the surface properties of the microorganism. Bacterial adaptation to arsenopyrite and controlled bacterial adhesion to mineral surfaces lead to selectivity in arsenopyrite separation. Bioremoval of arsenic ions (both arsenite and arsenate ions) by Acidithiobacillus ferrooxidans is also discussed.

The Blasting Research Group at the University of Leeds, in the United Kingdom, continues to be highly active in the area of the environmental impact of blasting. In recent years a major part of this research has been concerned with the use of linear superposition. This technique relies upon the assumption that all the holes in a blast produce identical vibration signals. Previous work at the University has shown that this assumption is not sufficiently robust to be generally applicable. This paper explores the age-old concept of mine-mill reconciliation from a new perspective. Advances in reconciliation processes have been slow to materialize because in the quest for “rightness”, engineers, geologists and metallurgists have become entrenched in their viewpoints, dutifully performing to the metrics and expectations imposed upon them by the siloed organization. Moreover, reconciliation has not been viewed as a primary value creator, but an accounting non-value added task. In reality, the knowledge from reconciliation can significantly enhance yields. Critical review of the direct variables (tons, grade, etc.) and other less-obvious variables (incentives, communication, etc.) reveal a complex web of barriers to be cleared by management in order to realize benefits. Also, mineralogical reconciliation methods may offer renewed faith in the process.

Discussion of the paper of WALTER 0. SNELLING, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 100, April, 1915, pp. 695 to 704. A. C. McLAUGHLIN, San Francisco, Cal.-It seems to me that Mr. Snelling&apos;s work, if it is what it appears to be, is one of the most important contributions to petroleum technology that has been brought out iii the last 25 years. If his end products are what they seem to be, he has made a discovery, which, in my judgment, will revolutionize the petroleum industry. As to industrially carrying out these processes I do not think there is the slightest difficulty, for I have had some work recently where crude oils were handled successfully at a temperature of 750°F. and pressure of 750 lb. per square inch. WILLIAM A. WILLIAMS, San Francisco, Cal.-What metal did you use, Mr. McLaughlin? - A. C. McLAUGHLIN.-Ordinary seamless tubing, extra strong. WILLIAM A. WILLIAMS.-Tests were made in Dr. Rittman&apos;s experimental plant at Pittsburgh, upon samples of residuum furnished by Mr. Bell, the residuum being the remainder of the crude oil after the lighter fractions had been removed. After the material had been run through Dr. Rittman&apos;s plant, yields of from 43 to 58 per cent. of material, boiling under 150°C. were obtained. The distillate had a peculiar odor, due to the presence of benzene, toluene, and other unsaturated hydrocarbons. W. N. BEST, New York, N. Y.-What is the difference between the Rittman and the Snelling process or system? WILLIAM A. WILLIAMs.-The fundamental difference is that reactions take place under relatively higher temperatures and pressures and with none of the oil present in its original or liquid state, while the reactions secured by Mr. Snelling and other investigators have been from the liquids in the presence of some vapors. Under such conditions as Mr. Snelling operates, the temperatures and pressures used are limited and the flexibility in the control of these variables is extremely limited when compared with the Rittman process.

The local geology, the lack of recorded mining activity, and our field investigation and associated sampling indicate a low potential for mineral resources. Claim records and the literature review failed to show any lode or heavy mineral placer mining claim locations that are definitely in the area or anomalous mineral concentrations in the study area. Field investigations revealed no claims, prospects, or mineralized areas.

The entire production of oil in Ecuador so far has come from the Santa Elens Peninsula, Province of Guayas. Both the shallow fields of the northern and the deeper fields of the southern part of the peninsula have been in constant exploitation, though the former are of doubtful economic value. In Table I herewith, which commences with the total amounts produced by the various companies up to 1940, annual company totals are given for the succeeding years. The figures for 1944 have been partly estimated. Table 2 gives figures on casinghead gasoline. Shell Company of Ecuador (formerly known as Anglo-Saxon) has continued active exploration in the Oriente region east of the Andes, and during 1944 the Company&apos;s first wildcat well was spudded in. International Ecuadorean Petroleum Co. (formerly International Petroleum Co., Limited) has pursued an active exploration campaign since the latter part of 1939, and a drilling string was placed in operation about a year later. A second string of tools was added during 1943 and a third a few months ago. Ten wildcats, all dry, have been completed in this period, two wells are drilling at the present time and other locations are on the program. Seven of the wells thus far drilled are in the area between Guayaquil and the Santa Elena Peninsula, one up the Daule River beyond Balzar, one on Puna Island in the Guayas Estuary and one in the northern province of Esmeraldas. Both the present drilling wells are in the Guayaquil-Santa Elena zone. The situation in regard to concessions has changed during the past four years because I.E.P.C. has made its selections from the extensive Daule-Guayas Study Concession, as a result of which large tracts were returned to the Government; because of the expropriation of the holdings of the "Ecuapetrol," a German concern whose acreage has passed into other hands; the Peruvian-Ecuadorean boundary settlement, which has reduced Shell&apos;s holdings somewhat; and the transfer of most of the holdings of the Cia. The paper discusses the improvements achieved after an external sparger flotation column was installed as a final cleaner at the Northam Platinum Ltd. UG 2 concentrator in South Africa. It further discusses the improvements achieved after the conversion of a conventional flotation column, utilized as cleaner in the Merensky concentrator, to an external sparger flotation column. Finally, the application of the above knowledge in the design and commissioning of an external sparger flotation column as final cleaner in the furnace slag concentrator, is also discussed. 1. FINAL CLEANER AT THE UG 2 CONCENTRATOR The MF2 designed UG 2 concentrator is processing 75 000 tonnes run of mine ore at a head grade of 4.0 g/t 3PGM+Au and a feed Cr2O3 concentration of 28 %. Since commissioning of the plant in 2001, Cr2O3 in final concentrate amounted to approximately 5 % of the total mass. Although final concentrate produced from the UG 2 concentrator is blended with final concentrate obtained from the Merensky concentrator before smelting, blended Cr2O3 values in excess of 1.6% lead to difficulties in the subsequent smelting process. Several options for reducing the amount of Cr2O3 in final concentrate have been evaluated namely:- ? Differing types of depressants at various dosing rates. This test work did not reduce the amount of Cr2O3 reporting to final concentrate by any significant extent. ? Reduction in mass pull to minimize the entrainment of Cr2O3 in the concentrate stream.. This process change had a detrimental effect on PGM recovery. Conclusions were drawn that conventional mechanically agitated flotation cells could not achieve the required selectivity without sacrificing PGM recovery. As a consequence an alternative mechanism needed to be incorporated for the final cleaning of PGM concentrate.

Current regulations for fire suppression systems in underground coal mines to protect conveyor belt installations have been in place since the Coal Mine Health and Safety Act of 1969 was enacted. Over time, the coal conveyer equipment being used and ventilation conditions underground have changed significantly, particularly the width of the conveyor belts and the use of belt air at the face. The effect of these new conditions on the effectiveness of suppression systems during a fire is not known. The National Institute of Occupational Safety and Health (NIOSH) conducted a study to evaluate the effect of air velocity, water sprinkler activation temperature, and a limited water application time on the effectiveness of water sprinkler fire suppression systems to extinguish large-scale conveyor belt fires. The fire tests were conducted using both new and used 1.8-m-wide, fire-resistant rubber belt that met the Mine Safety and Health Administration (MSHA) flame resistant requirement specified in Title 30, Code of Federal Regulations, part 18, section 18.65 (also known as the 2G test). Tests were conducted using standard response sprinklers with activation temperatures of 68 °C and 141 °C at air velocities of 0.5 and 5.1 m/s. Two tests were conducted at both air velocities for each sprinkler activation temperature, one using a new belt and one with a used belt. The results showed that the suppression system was able to suppress the fires in ten minutes to the point that a miner could extinguish it with a fire hose. However, in several of the tests, the fire reestablished itself a few minutes after the sprinkler water supply was cut off and quickly grew out of control. This report discusses the large scale experimental configuration, the installation specifications of the fire suppression system, and the results and conclusions regarding the effect of air velocity, sprinkler activation temperature, and limited water application on the suppression system performance.
