The California Department of Transportation (Caltrans), the Contra Costa Transportation Authority (CCTA), and the Alameda County Congestion Management Agency (Alameda CMA) are involved in a unique partnership on the planning and design of the fourth bore of the Caldecott Tunnel, located on State Route 24 in Alameda and Contra Costa counties. The project will add a two-lane bore north of the existing three bores. The project will alleviate traffic congestion in the non-peak direction. This paper provides background on the existing facility, summarizes the need for the new fourth bore, describes the proposed improvements, sets forth the approach for project delivery, and lists some of the challenges that are expected during construction.

Borehole Mining (BHM) is a remotely operated underground and underwater method of extracting (mining) mineral resources by high-pressure water jets. It can be carried-out from the land surface, open pit floor, underground mine and floating platform or vessel. The method is currently in use in mining and exploration of such natural resources and industrial materials as: uranium, iron ore, quartz sand, gravel, coal, poly-metallic ores, phosphate, gold, diamonds, rare earths, amber and several more. Yet another application of Borehole mining technology is construction of subsurface collectors, ground walls and storage for compressed or liquefied gases, oil and other products.

"Platelet activating factor (PAF) can be released from pneumocytes following exposure to occupational dust (Am. Rev. Respir. Dis. 135:83, 1987). In addition, PAF has been shown to induce pulmonary inflammation, edema, and bronchoconstriction (Hosp. Prac. 19, 67, 1983). This investigation reports the effects of PAF on the properties of three types of cells found in the lung. PAF (1-100, K1/2 = 2.5 pH) caused depolarization of neutrophils as well as generation of chemiluminescence and secretion of hydrogen peroxide. These responses were dependent on the presence of extracellular sodium. However, PAF did not alter oxygen consumption of neutrophils. Although PAF (10 uM) caused depolarization of alveolar macrophages, no stimulation of chemiluminestence, superoxide secretion, or oxygen consumption was observed. However, PAF (10 uM). did potentiate chemiluminescence and superoxide secretion in response to zymosan (2 mg/ml) by 55% and 36%, respectively. In addition, PAF (10-90 uM) caused aggregation of alveolar macrophages. PAF (2-10 uM) also caused depolarization of type II cells, but did not affect membrane integrity or oxygen consumption. However, PAF (10-18 PM) enhanced the activities of two distinct forms of cytochrome P-450 in type II cells and caused aggregation of type II cells at PAF doses above 18 uM. These data indicate that PAF can affect the secretory activity of pulmonary phagocytes and the ability• of type II cells to detoxify foreign compounds (Bureau of Mines Grant - G1175142).INTRODUCTIONPlatelet activating factor (PAF) is a glycerophospholipid (1-0-alkyl-2-acetylsn-glycerol-3-phosphoryl choline) which has been shown to Mediate a broad range of biological activities (1-3). Its pulmonary actions include contraction of pulmonary tissue (4), secretion of leukotrienes from leukocytes (5), airway constriction (6), pulmonary edema (7), and enhanced migration of neutrophils into the airspaces of the lungs (8,9).PAF can be released from several different cell types, such as, basophils, neutrophils and alveolar macrophages, in response to a variety of particulates or membrane stimulants which include zymosan, calcium ionophore, phorbol esters, chemotactic agents, and endotoxin (10-13). Therefore, PAP may play an important role in the development of pneumoconioses by mediating pulmonary responses of lung cells to a variety of occupational dusts. To investigate this possibility, we determined the effects of PAF on several physiological parameters of neutrophils, alveolar macrophages, and alveolar type II epithelial cells."

Biological treatment of metals-impacted water using sulfate reduction is a viable means of treatment that has been applied in pilot and full scale at numerous projects. One of the fundamental challenges with this type of treatment is the selection of an appropriate substrate to support the sulfate reduction process long-term. The substrate degradation products provide a carbon source and an electron donor for metabolism by sulfate-reducing bacteria and consequently organic characteristics are critical; however, the physical attributes of the substrate are equally critical to an efficient and optimized substrate mix. This paper explores the affect of particle size (a.k.a. grain size) of several substrate mixes on the treatment efficiency of sulfate reducing treatment systems. Substrate selection can be separated into two phases of evaluation, the primary selection phase and the secondary optimization phase. The primary selection phase considers such fundamental attributes as source availability, economics, bioavailability and longevity. These fundamental activities are conducted in order to identify potential candidate ingredients of the substrate mix which are regionally available, economically viable and consistent with the biogeochemical aspects of the project. Recent work has been conducted in the development of testing protocol for organic substrates to quantify bioavailability (Martinez Hernandez et al. 2010, Place et al. 2006) as part of the primary selection phase. Once the substrate ingredients have been selected based on the primary criteria, the mixture of these ingredients is then developed based on an optimization process, including consideration of the substrate ingredient?s particle size distribution.

"The Jameson Cell is a type of flotation machine in which air and pulp are brought together in a vertical tube called a downcomer. Within the downcomer the air and pulp are dispersed into a dense foam of fine bubbles, which creates a favourable environment for bubble-particle collision and subsequent collection of hydrophobic particles. The intense collection zone within the downcomer can be considered similar to the zone between the rotor and stator in mechanical flotation cells.Research into the bubble-particle collision and fluid dynamics of mechanical cells rotor-stator zone has been limited by the difficulty of achieving accurate measurements in production sized machines. With the Jameson Cell the downcomer is largely external and separated from the flotation tank, allowing ready access to the primary contacting zone for measurement and analysis.An investigation has been undertaken into the operating characteristics of the downcomer relating to bubble-particle collision. An effective mapping of the downcomer has been made through measurements of void fraction and bubble size taken across cross sections of the downcomer. Analysis of these measurements has provided an interpretation of the variations in the air and fluid dynamics, bubble size and distribution throughout the downcomer chamber."

The hydrogen-absorbing materials are expected to have the following properties at moderate conditions, (a) a large capacity of hydrogen absorption, (b) the absorption rate of hydrogen is large and (c) hydrogen-absorbed materials can easily desorb hydrogen. Thus the three concepts of capacity, rate and reversibility seem to be indispensable to clarify the mechanism of hydrogen absorption by the materials. In this work, the amount of absorbed hydrogen, the absorption rate and the reversibility of hydrogen absorption- desorption reaction were measured for binary R-M systems (R = Y, La, Ce; M = Co, Ni). These experimental results were discussed by the following three physical properties that were calculated by the extended Hückel method, i.e. the density of states unoccupied by electrons, the cohesive energy and the energy fluctuation. The major results are as follows: (a) the amount of absorbed hydrogen increases with the density of states in the energy range between -9 and -4 eV, (b) the R-M compounds of which energy fluctuations are large show a large value of rate of hydrogen absorption, and (c) when the cohesive energy is large, the compound has a tendency not to easily desorb hydrogen, i.e. its reversibility is poor.

Thank you, Syd, for the kind introduction and for inviting me to give the Keynote Address at this very prestigious gathering of some of the finest intellect and talent in the domestic and international coal industry. CONSOL Energy has been a part of this conference for its entire 24-year existence. We have presented 27 papers over that time. CONSOL employees have also been members of the planning committee for the conference, and we have been pleased to support the event both financially and with many participants. So I am honored to be here with all of you this morning, especially during such a positive period for coal. You can just feel the enthusiasm in this room for our industry, and for this conference. I can tell you, there?s also a lot of enthusiasm and excitement in CONSOL Energy?s boardroom. And our enthusiasm is mirrored on Wall Street. But there remains an ironic twist to all of this attention. Even when times are good, the coal industry seems to go largely unnoticed by the mainstream. Outside of West Virginia and other coal-producing regions, the industry still seems to lack influence and support, at least here in America. As an example, last month, an ABC News crew visited our Blacksville 2 Mine, near here, to do a feature story on increased employment in the coal industry.

"Chador-Malu iron ore is one of the most important iron mines of Iran.About 98 percent of Fe in the ore is in shape of Magnetite, Hematite, Martite, aqua oxide of Iron and the other irons are with ferrous silicates, actinolite, cholorite and ferrous dolomites. 1% of Fe has replaced in pyrite. The phosphor distribution in the ore is non-hemogenous and its average in the whole of the deposit is 94%. It is in shape of Apatite.This mine contains considerable phosphor, which makes it useless for metallurgical uses. At this mine the phosphor is reduced in the iron ore at two steps. At the first step, magnetic part of the ore is separated from the gangues and phosphors by magnetic separator. At the second step, the ore is enriched by the flotation methods. Experimental flotation methods to obtain the optimum conditions are as follows:• Effect of Starch as Hematite depressant with ATRAC as Apatite collector• Effect of Sodium silicate as Hematite depressant with ATRAC as Apatite collector• Effect of ASAM as Apatite collector with Sodium silicate as Hematite depressant• Effect of ATRAC (BEROL) as Apatite collector with Sodium silicate as Hematite depressant• Effect of ASAM & ATRAC mixture as Apatite collector with Sodium silicate as Hematite depressant• Effect of Kcarbonate as pH-modifier• Final test to Optimize pH, Collector, DepressantAt this research we have found the optimum circumstance of the flotation of Chador-Malu iron ore in order to decreasing phosphors of iron oxide and floating of Apatite to make pure Hematite.To reach the optimum conditions, some tests were done with different amounts of pH, collector and depressant. The purpose of the project was to optimize load haul dump (LHD) machinery use as they were spending too much time doing what they should not be doing. During the investigation, the author found that the machine's actual availability was 86% and the utilization ranged between 30% and 42%. This shows that the availability of the machine has met its target. Therefore the main problem was with the LHD utilization and that is what the project focuses on. To satisfy the objectives, the author firstly studied the existing mining data like the key performance indicators (KPIs) in order to analyse the machine's availability and utilization; this is what gave direction to the problem. Secondly the author did a literature review on mines with similar problems. This gave the author ideas on what to look at in approaching such a situation. Thirdly, the author gathered information on what the LHDs are doing on a daily basis by doing a time study. This gave the author an idea of how long it took the LHDs to complete a specific task. The author also interviewed operators and their supervisors in order to find the best practice work. This helped in identifying the problem areas when comparing the best practice work with what the LHDs are actually doing. According to the project results, it was found that the LHDs are underutilized due to shortage of drivers and the long distances the LHDs have to travel for material loading and refuelling. The author recommended that the machine utilization should be improved by training more operators in order to eliminate the 'no operator' downtime; the cost arrangement of this recommendation is included in the report. The author also recommended that the travelling time should be reduced by using tractors instead of LHDs when long distances need to be travelled for material loading. Another recommendation for reducing travelling time was to bring the mobile fuel tank closer to a section; the cost arrangement for this recommendation is also included in the report. The recycling of waste of electric and electronic equipment (WEEE) is one of the main modern challenges. Among the variety of WEEE, batteries can be set apart due to their composition and their growing demand along with portable devices. The objective of this work is to characterize the thermal behavior of a sample of mixed types of batteries using a thermobalance (TGA). The results of tests showed that Cd evaporated up to 800ºC, Zn evaporation occurred mainly above 900ºC and manganese oxides were pre-reduced to MnO at temperatures above 900ºC.

In Australia, the term "heavy mineral deposits" is used to denote sands which contain variable but economic quantities of the minerals rutile, ilmenite and zircon, often with minor amounts of monazite and xenotime as co-products. Australia has been a significant producer of rutile, ilmenite and zircon from such sands for fifty years and has long been the leading producer of rutile and zircon. The industry had its beginnings with the mining of present day beaches in northern NSW in 1934. Early work was small scale and in some cases involved hand winning of naturally concen- trated mineral for direct export. During World War II and immediately after the industry became increasingly mechanised and by the 1970s on the east coast operated between Newcastle, NSW north to Fraser Island in Queensland. Deposits worked included present day beaches, fossil strand lines up to 5 km or more inland from the present coast and aeolian concentrations. In the mid 1950s, operations commenced on the west coast of WA, south of Perth. Western Australian mineral sands tend to be rich in ilmenite as compared to the east coast. However the WA ilmenites are lower in chrome oxide and make a better syn- thetic rutile feedstock.

"Industrial use of abrasive stress takes place in the area of fine grinding and in order to clean surface contaminated soil particles. Also, at many mechanical operations abrasion emerge as an unintended side effect. At the Institute for Raw and Waste Material Processing at the Technical University of Berlin systematic investigations are carried out, to further the knowledge regarding the dependence of abrasion process on material properties and stress mechanisms as a basis for design and optimisation of the process or for its avoidance. Aim was the mathematical description of the abrasion process running with a single particle stress. For the purpose of investigations an agitation cell was used. Limestone served as material.In the presented work the influence of particle diameter, particle shape and collision energy on the mass and particle size distribution of abrasion debris was studied. The surface geometry of the particle was characterised by the particle shape factor ?x and the particle diameter dp. The particle shape factor ?x stays in direct relation with the abrasion degree x, and can be substituted by a mathematical function of x.Physically the particle shape factor ?x can be interpreted as a proportion of abrasive stresses splitting up complete crystals and crystal fragments. These two different mechanisms depend on different ratios of curvature of the surface of the stressed particle. The abrasive stress of strongly curved surface areas leads to separation of complete crystals. The abrasive stress of weakly curved surface areas leads to separation of crystals fragments. Accordingly the mass of wear mAb and median diameter of the abrasion debris d50 are different. The derived mathematical relations consider this behaviour by the particle shape factor ?x , which represents the ratio of the mixture of both stress mechanisms. The dependence of the particle shape factor ?x on the abrasion degree x with an exponent approximately to 2/3 points out that the particle shape factor ?x represents a surface area relation."

La Planta Hidrometalúrgica de Cerro Verde tiene como objetivo alcanzar la máxima calidad en cada uno de sus procesos operativos. Para ello, desarrolla un diseño que permita la transformación del control remoto a una operación automática, generando decisiones lógicas. En ese sentido, el presente texto señala la importancia de los Sistemas de información de operaciones en el sistema de automatización de Cerro Verde - en tanto es soporte de la implementación de un completo sistema de instrumentación y de la instalación de una red de PLC’s que colectan la información y en base a esta, desarrollan una lógica de operación manteniendo interconectados todos los circuitos operativos. Posteriormente, con el uso de software se crea una interfase de conexión entre la red industrial y la red Administrativa, permitiendo adjuntar la información en una base de datos que junto a la otra base administrativa, constituyen un ERP que da vitalidad a nuestra operación. De forma que los sistemas de informacion instalados en Cerro Verde consideran a los sistemas de instrumentación como los ojos del operador de planta.

Building on earlier work, an analysis relevant to international (Australasian) minerals trade is developed which accounts for both the impetus of globalization and national reaction or protection. At the firm level, integrated multinationals are contrasted with trade service providers. At the industry level tariff and, particularly, such barriers as quotas, standards, labor and environmental issues are explored. Specific areas examined include: location of both inventories and processing, sources of finance and currency risk, shipping availability and terms as related to processing level, residuals management or environmental controls, and “fair” labor standards. Intraregional rather than global trade is currently most likely.

"At flotation of sulfide-barite ores of one of deposits sulfide and barite concentrates are obtained. In sulfide cycle potassium xantogenate as a collector in consumption of 200 g/ton, methylisobutylcarbinol (MIBC) as a foaming agent in consumption of 30 g/ton and also liquid glass are used. In barite cycle tall oil as fatty acid collector in consumption up to 400 g/ton is used.Sulfide concentrate represents mainly gold- and silver-containing pyrite. The contents of gold makes not less than 10 g per ton, silver - not less than 278 g/t. Barite concentrate contains up to 86% of barite.Factory is working in water recirculation conditions. Owing to that in barite cycle fatty acid collector is used, technological water from tailing repository contains fatty acids soap up to 25 mg/l. Before submission into sulfide cycle this water is conditioned with active carbon to delete the main part of fatty acid collector. The active carbon consumption makes 0,4-0,5 kg per 1m3 of water or 1,5-2 kg per ton of ore. The above mentioned consumption of active carbon improves reducing of contents of fatty acid collector from the initial concentration of 25-30 mg/l to 4 mg/l. At concentration 4 mg/l fatty acid collector does not render negative influence on flotation index in sulfide cycle. At the absence of active carbon pollution of sulfide concentrate and its irrevocable lost are observed."

"The traditional metallurgical scale-up techniques for flotation plants are based on lumped flotation rate constants, dimensionless hydrodynamic numbers and the use of safety factors. Once the plant has been designed, the flotation principles that govern scale-up play almost no role in the optimization of the circuit to meet its metallurgical targets. This deficiency can potentially lead to a plant design incapable of meeting its targets, especially when circuits incorporate large flotation cells. This paper demonstrates the application of the k = PSbRf model in providing a suitable framework for flotation modelling, scale-up and circuit optimization, thus presenting an integrated approach to the problem. Studies were conducted at Teck Cominco’s Red Dog concentrator to characterize cell hydrodynamics, gas dispersion properties, froth flow behaviour, entrainment and ore floatability to obtain the key data necessary to develop a model for the flotation circuit. The findings of these studies are presented in this paper, which provide valuable insights into the modelling and optimization of the Red Dog flotation circuit. IntroductionThe traditional methodology for flotation scale-up and plant design is based on the ruleof- thumb with safety factors and dimensionless hydrodynamic group similitude considerations. With the recent trend toward larger flotation cells with volumes of 150 m3 and greater in concentrators, the problem of scale-up has become even more acute. The scale-up factors that may have been tolerated on smaller cells are not applicable to larger cells. The transportation of froth in these large cells adds further complexity to the problem. Arbiter et al. (1980) foresaw this problem and pointed out that if scale-up were attempted by rule-ofthumb and trial-and-error, the probability of failure would then increase with scale. This problem is confounded by the fact that the design and scale-up considerations used for a new flotation circuit play almost no role in optimization of the circuit to meet its metallurgical target. This results in a plant design, which may be incapable of meeting its metallurgical targets. There have been several instances where new concentrators have required significant circuit modifications and additional capacity to achieve design targets."

Determining the number of boulders and cobbles that will be encountered in the tunnel envelope is one of the most difficult problems confronting the geotechnical engineer in the design of tunnels in glacial terrain. This issue is very important to the contractor, both in determining what methods will be used to construct the facilities and the advance rate that can be achieved for the chosen construction methods. The cost of constructing tunnels by pressurized face tunneling techniques is very sensitive to accurate characterization of the very coarse fraction (large cobble and boulder sized clasts), and no standard method is current available for characterizing boulders and cobbles. Careful use of large diameter borings and the sampling and analytical techniques outlined in this paper can provide a means to answer this difficult question. By performing large diameter borings and carefully recording and sampling the cobbles and boulders encountered, an estimate for the amount of these materials present in the formations sampled can be provided. Using this method allows the designer to communicate the expected geologic conditions to the prospective bidders in a manner that is both definitive and defensible. This paper describes the method as it was used in conjunction with the design of a large diameter sewer tunnel in the Columbus, Ohio area.

An AIME transaction by P.L. Allsman (1960), "Analysis of Explosive Action in Breaking Rock," contains many useful concepts applicable to blast design. Of special interest was the derivation of a heave blasting burden formula, which is important in establishing the maximum burden. Unfortunately, its derivation contains a fundamental error and then a compensating one. This formula was: [bImpulse _P d At max =nwuwu where: bmax = maximum burden in m (ft). P= average detonation pressure in N/m2 (lb per ft2). A= duration of the average detonation pressure in sec. n= 3.1416. w= specific weight of rock in N/m3 (lb per ft3). u= minimum velocity that must be imparted to the rock in m/sec (ft per sec). d= borehole diameter in m (ft).] The derivation used the impulse-momentum principle, with a 0.3 m thick (1 ft thick) radius of rock mass being acted on by an explosive impulse. However, the rock weight was not converted to mass by dividing by the gravitational constant. This mistake can be verified by checking the units in the formula, which resolve into m1/2-sec instead of meters. Adding the gravitational constant corrects this: [P d Atbmax =gu g = gravitational constant equal to 9.81 m/sect (32.2 ft per sec2).] If the minimum velocity is now taken as 0.3 m/sec (1 ft per sec), as was recommended, excessively large burdens result. Any appropriate rock velocity should be capable of throwing the rock mass a minimum distance so that the swell needed for breakage can occur. Unless the burden is extremely small and the bench height is very high, it is unlikely that a velocity of only 0.3 m/sec (1 ft per sec) will be sufficient. A review of the literature indicates that average rock velocities observed by camera studies typically range from 15 to 30 m/sec (50 to 100 ft per sec) (duPont deNemours and Co., 1977; Tansey, 1979). On this basis, a minimum rock velocity of about 15 m/sec (49 ft per sec) would be expected and not 0.3 m/sec (1 ft per see). When a velocity of 15 m/sec (49 ft per sec) is inserted into the corrected formula, the results approximate those of the original formula with a velocity of 0.3 m/sec (1 ft per sec). In an effort to improve efficiencies and reduce costs, AngloGold has embarked on a process to develop and deliver consistent, high quality, tailings based support or construction products to stopes and tunnels on request. A three-phase approach of product conceptualisation, design and delivery has been adopted. To date a substantial amount of laboratory development has taken place with promising results, indicating that the project aims are achievable. Dans un effort pour améliorer le rendement et réduire les coûts, AngloGold s’est embarqué dans une opération qui vise à développer et fournir aux chantiers d’extraction et tunnels, sur demande, des produits de construction ou de support basés sur rejets qui sont réguliers et de haute qualité. Une méthode à trois volets a été adoptée : conception, création et livraison. A ce jour, un développement important en laboratoire s’est produit, avec des résultats pleins de promesses, qui semblent indiquer que les buts du projet peuvent être atteints. In der Bemühung, die Effizienz zu steigern und Kosten zu verringern, hat AngloGold begonnen ein Verfahren zu entwickeln welches auf Anfrage konsistent hochqualitative auf Haufwerk basierender Unterstützung oder Bauprodukte für Abbaustellen und Tunnels entwickelt und liefert Eine Dreiphasenplan zur Produktkonzeptualisierung, Design und Lieferung wurde adoptiert. Bis jetzt hat eine substantielle Anzahl an Laborentwicklung mit vielversprechenden Resultaten stattgefunden und aufgezeigt, daß die Projektziele erreichbar sind.

Technological advances in underground coal mining have reduced fatalities but may not have reduced worker exposure to cumulative injury risk factors. The objective of this study was to evaluate the prevalence of cumulative injuries before and after the implementation of technological advances in underground coal mining and to make a general cost estimate for these injuries. A previously published algorithm was utilized to identify cumulative injuries within the Mine Safety Health Administration (MSHA) database for two data sets: 1983-1984 and 2003-2004. For both, the following were determined: the number and percentage of cumulative injuries, the average days lost, the average age at the time of injury, the average years of experience and the general cost estimate by body part. The percentage of cumulative injuries remained largely unchanged (37 percent in the 1983-1984 period and 33 percent in the 2003-2004 period). The average number of lost days due to cumulative injuries increased (36±55 days and 62±82 days, respectively), which may have been due to the increased worker age (seven years older in the 2003-2004 period), increased length of employment (seven years longer in the 2003-2004 period) or other factors such as changes in medical practices. Cumulative injuries to the back decreased by 10 percent, while cumulative injuries to the knee increased by 8 percent. The reduction in back injuries may be due to the implementation of assist devices, while the increase in knee injuries may be related to kneeling/crawling in low-seam mines. Cumulative injuries were found to remain a major financial burden on the industry. Recently, National Institute for Occupational Safety and Health (NIOSH) developed tools to assist mining companies with incorporating an ergonomics process into their existing health and safety programs. The participating companies have reported tremendous success. Therefore, it is recommended that ergonomics processes be implemented as a means to systematically identify and address the root causes to cumulative injuries and ultimately reduce costs.
