Your Council has pleasure in submitting its report for the year ended 30th June, 1969. COUNCIL The following served as Office Bearers during the year under review: Messrs. R. C. J. J. van Rensburg. Ten Council meetings were held during the year with an average attendance of eighteen. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R2,124, compared with an excess of income over expenditure of R4,218 last year. There are a number of reasons for this substantial change. There was a loss on realization of investments compared with a substantial surplus in recent years. The publication of the Journal once again resulted in a large loss in spite of a generous subvention of R2,000 from the Department of Cultural Affairs and other assistance amounting to R750. The revenue from sales of publications was down considerably. This is a figure which fluctuates considerably from year to year. The secretarial fee was considerably higher than previously. Due to pressure of work it was necessary for the Secretary to relinquish his duties with the Institute of Land Surveyors and, therefore, for this Institute to assume the additional staff costs involved. Finally there was unusual expenditure on the 75th Anniversary celebrations. There was a pleasing increase in revenue from subscriptions, due to the steadily increasing membership, but this was quite inadequate to cover the substantial increases in expenditure and losses in revenue mentioned above. The changes that have been effected in the arrangements for the publication of the Journal have been mentioned elsewhere in this report. It is expected that these will bring about substantial financial benefits in the long term. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of Rl00 and the total fund was therefore increased by this amount to R4,206. The balance sheet indicates that the market value of quoted shares and debentures increased during the year from R8,755 to R13,059, while the Accumulated Funds now amount to R22,567 as against R24,691 last year. MEMBERSHIP Fifty-six Members, fifty-five Associate Members, thirteen Graduates, twenty-two Affiliates and twenty- nine Students were elected during the year. Twelve Members were admitted to Life Membership; seven Associate Members were transferred to the grade of Member; four Graduates and two Students were transferred to the grade of Associate Member; five Students were transferred to the grade of Graduate; three Affiliates were transferred to the grade of Member; five Affiliates were transferred to the grade of Associate Member. In making this change it will conform to more general practice today in regard to publications and this should effect certain economies and facilitate selling of advertising space. It has been arranged that in future the publication of the Journal, including advertisement sales, will be handled by Kelvin Publications (Pty.) Ltd. who are already doing this work satisfactorily for the Mechanical and Electrical Engineering Institutes. In making these changes the opportunity was taken of redesigning the outer cover of the Journal to incorporate the new coat of arms. The Presidential Address by Mr R. C. J. Goode and twelve papers which were published in the Journal during the year are listed below: August, 1968: Presidential Address: "The Institute-In retrospect and prospect." Mining-related activities have been known to create a challenging operating environment for mining companies located in close proximity to communities. Issues such as noise, vibrations from mining operations, land use and emissions are often a concern for community residents. In order to develop good community relationships it is necessary to take a proactive approach. This paper documents this approach and also deals with the social implications for Vale associated with mining activities in the heart of the community of Copper Cliff, Ontario, Canada.

A brief discussion of the methodologies involved in dewatering practices, particularly as used in Hawaii in coralline formations. A description of early dewatering practices includes a number of case histories; later dewatering practices also are detailed with case histories. There were disasters and some successes. Grouting generally was not successful. Deep wells are technically feasible and generally the economical solution to deep basement construction.

The use of a thickener, without filtration, to produce a non-settling paste (also called thickened tailings) with non-Newtonian rheology has been practiced in Australia for many years for the disposal of red mud. The application of paste thickening technology outside of alumina is relatively new. Interest and installations in paste thickening are rapidly growing. Water shortages and environmental pressures make consideration of thickening tailings to solids concentrations within the paste range necessary in most new tailings projects. The paste thickeners at the DeBeers CTP plant in Kimberley, South Africa are the latest example of paste tailings disposal on the surface, also called “stacking”. Houman (2003) The use of a paste thickener as an alternative to filtration for mine paste backfill is a more recently developed application. This paper describes the principles of design and general operating characteristics of a paste thickener compared to the conventional and high-rate thickener. The application and operating performance of paste thickeners in mine backfill is discussed as an example. An integrated approach to process design is described that matches the performance of the thickener, pumping system, and application on a common rheological basis to ensure that none of these steps prevents achieving process performance targets.

Waste rock dumps, tailings impoundments and spent leach heaps are common features at mine sites. Many of these waste disposal facilities contain sulfide-rich minerals, which generate acid mine drainage (AMD) when they oxidize. Control of AMD can be achieved by removing one or more of the three essential components in the acid-generating process (sulfides, air, or water). One AMD prevention measure is to cap the waste with an engineered cover system to minimize the infiltration of water and diffusion of air into the system. Possible cover designs include: ? Earthen ?store-and-release? covers (also known as evapotranspiration (ET) or water balance covers), including capillary barriers. These covers require climate conditions where there is both modest to little rainfall and significantly greater evapotranspiration than precipitation, both annually and seasonally. ? Low-permeability compacted clay liners (CCLs) employing fine-grained soils typically compacted at wet of optimum water content. ? Geosynthetic composite covers, comprised of a geomembrane liner placed over and in direct contact with either a CCL or a geosynthetic clay liner (GCL). These systems have been commonly used for base liners for leach pads as well as covers and base liners at municipal solid waste (MSW) landfills in the US for more than 20 years. Comparisons of these different cover systems, both in terms of performance and cost, are presented later in this paper. First, however, a review of the typical mine closure approaches, and the possible rationale behind them, is warranted.

Also, because of recent enactment of the Synthetic Fuels Corp. authorizing up to $88 billion in loan and price guarantees-federal financing will provide the critical incentive to permit private investment in a still infant industry.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

S. Budirsky J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point 0 travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex'85, Katowice, Poland, pp. 73-83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4500 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (1a in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the aforementioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf-Forschungshefte, 1984, No. 5, pp. 219-223. This is especially relevant to shafts of long dimension where the duration from time of exposure to time of support installation is lengthy This paper deals with the innovative methodology employed at Harmony?s No. 8 Shaft 17/24 level sub ventilation shaft to rapidly support a shale intersection between 23 and 24 Level by employing a single deck stage suspended from the reamer head by means of Skyjack winches.

Flotation behavior, of magnesite and dolomite pure minerals was studied separately. Rice bran oil (a source of fatty acid ) was used as a collector for both minerals . The aim of this study is to find a separating zone in the flotation of these pure minerals to be used in the separation of their mixture. Factors affecting the flotation process, such as pH and collector, were studied. It was found that magnesite can be separated, from its mixture with dolomite, in the pH range of 5-7. At this pH range flotation recovery of dolomite reaches~98% where magnesite reaches ~20% only. Besides, the effect of collector concentration on the flotation shows that the separation of magnesite from dolomite is feasible at a collector concentration of 3x10-4 M. At such concentration, dolomite recovery reaches ~98%, where magnesite reaches 25%. The differences in the flotation behavior of dolomite and magnesite were investigated by studying the adsorption isotherms of rice bran oil on magnesite and dolomite surfaces. The adsorption study indicates that while there is an excessive adsorption on dolomite surface, the adsorption density on magnesite was restricted to be lower than monolayer capacity. The adsorption behavior of dolomite and magnesite was discussed in the light of their solubility and crystal structure. It was found that due to the higher solubility of dolomite than magnesite, Ca2+ and Mg2+ ions are available and more reactive on dolomite surface increasing collector adsorption. In addition, it was indicated that dolomite mineral has a crystal lattice structure more compatible to the geometry of the fatty acid carboxylic group than magnesite. However, the adsorption of collector on dolomite surface is more compact and more regular than on magnesite surface.

Fluctuating SO2 gas streams represent a difficult task for designers of SO2 removal systems (with respect to designing the plant), but in spite of the designers great efforts to solve the problems, the operation of such plants requires much care and attention. A fluctuating gas flow usually results from metallurgical smelting processes. Both gas composition and gas flow rate may vary. The first part of this paper outlines some existing technical solutions and presents the Pros and Cons of the different solutions. These solutions outline are: - Sulphuric acid plants operated with a preheater permanent in operation - Sulphuric acid plants with concentration increase of SO2 gas either using regenerative SO2 removal or cryogenic partial condensation of the SO2 - Sulphuric acid plants with additional burning of sulfur to increase SO2 content - Single-stage sulphuric acid plants followed by a tail gas system (which is) designed for periods of low SO2 input In the second part, this paper describes some existing technical solutions for removal of SO2 at low concentrations (i. e. less than 0.1 - 2 %-by volume), which could be used as tail gas treatment system for acid plants. While selecting an appropriate solution, special attention should be given to operating costs, which usually to a large extend depends on the type of absorption agent and the costs for disposal of the sulfur compound produced.

The oxidation of tantalum is assumed to occur by four simultaneous first-order chain reactions; solution of oxygen in the metal, nucleation and growth of a suboxide phase at the metal surface and two phase boundary processes which give rise to two different modifications of Ta2O5. A rate equation is then formulated which accounts for all principal details of oxidation behavior, unifies and correlatss the results of the principal investigations, and expresses the rate as a function of pressure, temperature, and time. For purposes of practical application, the expressions: may be used below and above 700T respectively to determine the regression rate of tantalum in cm per hr, where T is to be expressed in "K and P in atmospheres pressure of oxygm. The equations will reproduce within a factor of two all reported experimental rates in the temperature range 475" to 1400°C and pressure range 0.000026 to 40.8 atm 0. 1 HE oxidation kinetics of tantalum have been investigated thoroughly in the temperature range 50" to 1400 and pressure range 1.32 x l0-' to 40.8 atm pressure of 0,and as a result, the principal features of the oxidation of tantalum are known and have been described in considerable detail. The exposition of the characteristics of the behavior of tantalum in oxygen has been largely descriptive, with considerable attention being devoted to elucidating the structure, composition, and morphology of the resulting oxide products. The weight change vs time results have usually been reported graphically. With the exception of the linear rate below 700 C and the process of diffusion of interstitial oxygen into the metal,6'9 no effort has been made to characterize the reaction rates in functional form. It is the purpose of this paper to demonstrate that when the fundamental principles of chemical kinetics are rigorously followed, the results of the principal investigations will be correlated and unified and the oxidation rale may be expressed as an analytic function of pressure, temperature, and time. In addition to accounting for the temperature and pressure dependency of the oxidation rate, the following minor features will be accounted for as a result of the basic analysis: the initial period of nonline-arity in rate at low temperatures, which decreases with increasing temperature;3'5'7 the rate vs temperature cusps obtained at constant pressure"5 the concentration gradient of oxygen interstitially dissolved in the metal.5'7 The analysis will also be consistent with the overall chemistry of reaction and with all visual, microscopic, and X-ray observations. DEVELOPMENT OF RATE EQUATION As a fundamental basis for the treatment of metal-oxygen reaction kinetics, it will be regarded that the rate of reaction is determined by the concentration and not the activity or chemical potential. It is further assumed that all metal-oxygen reactions are first order complex chain reactions" whose rate is dependent on the concentration of an intermediate species which is a complex function of the oxygen concentration, or oxygen pressure, only. The basic rate equation is therefore: is the weight of oxygen consumed by the reaction, A is that portion of the area of the metal over which the reaction is occurring (cm2), t the time (sec), kf the rate constant for forward reaction, C the intermediate species concentration and f '([Oz]) and f (Po,) are complex functions of oxygen concentration and Oxygen pressure respectively. Reverse reactions may usually be neglected in metal-oxygen systems since a large negative free energy generally accompanies these reactions. Eq. The vast majority of valuations produced for mineral properties using the net present value method provide an estimate of Investment Value or Use Value. Such an estimate can be a long way from the price that the property would sell at if placed on the market. Indicators from the market need to be used to validate or modify the net present value calculation. The comparable sales and replacement cost approaches used in the appraisal of urban buildings generally fail us in the appraisal of mineral properties. Other methods of sales analysis are introduced. Guidelines for what a minerals appraisal report should contain are presented.

Just prior to the close of the century, the Federal Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources, et al v. Secretary of Labor, to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in MSHA’s issuance of 225 citations, not only to the contractor, but to four affiliated entities of Berwind Corporation. While an Administrative Law Judge dismissed those citations as to three of the Berwind entities, both MSHA and the remaining Berwind entity appealed the case to the Commission. Although the Commission effectively left intact the Administrative Law Judge’s decision, it announced a new theory of liability that would apparently be applied in the future, namely the Unitary Operator Theory. This presentation will provide an in-depth look into the Berwind decision and explore the means under which MSHA might impose liability for contractor violations upon other entities in the future.

Bauxite is the main raw material in alumina and refractory industries. China has plentiful bauxite resources, most of which belong to the diaspore type bauxite with characteristics of high aluminum content, high silicon content and low ratio of alumina and silica (A/S). The resources with A/S 4-7 account for more than 60% of the total resource reserves of bauxite. Therefore improving the A/S through bauxite desilication is the key task of bauxite concentration in China. Normally the grinding fineness of 80-90% - 0.074mm is required in the bauxite flotation process. Thus fine grinding of bauxite ores is necessary, which leads to the high energy consumption. In the meanwhile, bauxite ores are easy to produce slime during grinding processes. The large amount of slime produced in fine grinding greatly worsens the process environment of bauxite flotation, affects the separation performance and results in the loss of metal. Also, fine grinding makes the flotation concentrate difficult to dewater, while the water content in the flotation concentrate must be removed by distillation in the subsequent alumina dissolution process, causing the increase of energy consumption and cost in the production of alumina. In this study, the selective grinding behaviors were examined with Henan Bauxite as feed. Separation of alumina and silica at a coarser grinding fineness was achieved and new route was explored to enhance the desilication in bauxite concentration to improve the A/S of bauxite concentrate.

RECORD production of cement, clays, salt, sand and gravel, and stone highlighted the mineral industry of the State in 1956. Coal and iron-ore production declined owing to increased imports of foreign iron ore and decreased demand for metallurgical coke. Alabama ranked second in production of bauxite and of native asphalt, and third in output of iron ore. New developments in the State included the Citronelle oilfield and its 97 wells, which more than doubled the total production of petroleum compared with 1955. There is no question about the impetus that field has given to the oil and gas industry in Alabama, now 13 years old. The State's 4 oilfields are in southwest Alabama and its 1 gasfield is in Marion County, in the Warrior coal basin.

The recent boom in the mining industry has lead to some unique challenges in successfully operating processing plants. With high turn-over rates of both operators and technical staff, and many experienced personnel leaving regional sites for city based jobs there is often an onsite knowledge vacuum and this in turn puts pressure on both site training departments and senior metallurgists to provide the relevant skills to the continuous stream of new staff. Frequently both operators and new metallurgists are instructed on a æhow-toÆ basis rather than giving them the understanding as to why tasks are performed and decisions are made. This paper has been written with the plant operator and metallurgist in mind and aims to provide suitable material to be incorporated into a site training manual. Topics have been broadly divided into the following categories: factors that operational staff can control; including pulp density, air addition rate, froth depth, particle size and reagent type and use; factors that operational staff cannot control; providing general information on bubble size, froth stability, pulp chemistry and the mechanical effects of the rotor/stator system; and process improvements. Each topic is discussed with a view to clarifying the key process variables that need to be understood and optimised in an industrial operating plant.

OUR combined economic activities have as their goal the maximum of individual well-being and national security. In this age of intense international competition the two objectives are closely related. For many decades, the maximum of well-being and ability to maintain national security have moved generally upward. The best single measure-perhaps the only adequate measure -of the level of the rising goal is the per capita real national income (national income corrected for price changes). For centuries before the industrial revolution the income of the world's population changed little from generation to generation. In our country prior to 1800 the growth of national income was hardly measurable from decade to decade. Since 1850, perhaps since the "industrial revolution," the growth of per capita real income has been increasing geometrically.
