"1.0 SummaryThe Pierina deposit was acquired in August 1996 when Barrick Gold Corporation purchased Arequipa Resources, a junior mining company with extensive land positions in Peru. At the time of acquisition, Arequipa had developed two exploration tunnels and drilled 9 exploration holes on the property. Metallurgical tests, conducted on samples taken from the tunnels and the exploration holes indicated that the ore was amenable to heap leaching. Barrick’s exploration team recognised from the outset, the potential of the mineralisation and convinced Barrick’s senior management that this was indeed a world class deposit that should be pursued. On November 25, 1998, the first dore was poured at Pierina, 27 months from the time of acquisition. During that period Barrick completed its exploration programme, prepared a development plan including capital and operating costs, production profiles and cash flow forecasts, and a schedule to develop a mine and construct a leach pad and gold recovery plant, including all supporting infrastructure. All permits and environmental approvals were obtained and all necessary land was acquired. The project was completed on schedule and under budget. This was the first greenfield mine development for Barrick outside of North America.This paper details, mainly, the research and development, engineering, construction and commissioning of the metallurgical process facilities.2.0 The Develonment ProgrammeImmediately after the acquisition, Barrick began the process of gathering information required to prepare a project development plan. Increasing pressure from State and Federal agencies to mitigate mining-induced subsidence damage to overlying structures has presented a unique problem to the coal industry in the western United States. Because sandstone escarpments are an environmental issue, millions of tons of coal reserves that underlie these escarpments risk being classified as unminable by regulatory agencies. At this time, the effect of subsidence on escarpments has not been well documented or characterized. The Bureau of Mines is using numerical modeling techniques to analyze escarpment response to longwall mining. Two- and three-dimensional finite element models have been constructed for a study area near Price, Utah, where longwall panels were mined near an escarpment. This status report includes preliminary results showing that the pattern of subsidence surrounding the escarpment can be simulated through numerical modeling. Models that include such structural details as joint and fracture patterns will better simulate subsidence patterns .and magnitude. By locating longwall panels strategically in relation to the escarpment, stability may be preserved throughout the mining process. Numerical modeling provides a method to analyze relatively quickly the effects of longwall panel location and resulting subsidence on escarpment stability. The goal is to provide a relatively accurate predictive tool for mine planning to determine if escarpment stability can be maintained while maximizing extraction of the coal reserves.

Lightning Ridge, Australia, is the largest opal producing area in the world. Most opal is mined from shallow underground mines by individuals or small partnerships with the industry having been protected from large-scale development to date. The safety performance of opal mining has lagged both general mining industry standards and community expectations. The application of geotechnical analysis to the opal fields has the potential to considerably reduce injuries and fatalities. With consideration of the local culture, preliminary geotechnical analysis has been applied to some current methods of work utilised at Lightning Ridge. Practical solutions have been advocated and are presented in this paper. Improvements to safety generated by these practical solutions indicate that further geotechnical research at Lightning Ridge is warranted and would be beneficial.

A method is derived for obtaining the distribution of sphere diameters and plate thicknesses (or pearlite spacings) from size distribution functions obtained along randomly oriented lines. The method described offers several advantages over existing methods. IT is often of interest to measure not only the average particle size but also the distribution in sizes of particles dispersed in an opaque material, such as an alloy. Particles of a single size will exhibit a range of apparent sizes on the plane of polish. Extraction and separation of La, Sm and Dy ions from acidic sulfate-phosphate solutions was investigated using a cation exchange extractant, bis(2,4,4-trimethylpentyl) phosphinic acid, CYANEX 272, in kerosene. The influence of shaking time, equilibrium pH, extractant, sulfate and phosphate ion concentrations, diluent type and temperature was studied. The extraction was found to be pH-dependent, and increasing the phosphate ion concentration inhibited the extraction which was found to be endothermic. The stoichiometry of the extracted metal species was found to be MOH.H2OHSO4H2A.A2. Aliphatic diluents were found to enhance the extraction compared to aromatic diluents. The results showed that there was a separation mode between the metal ions when varying the hydrogen ion and sulfate ion concentrations, under the used experimental conditions. The investigated process was used for the recovery of La, Sm and Dy from the acid solution resulting from the leaching of low-grade monazite.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

Worldwide, the major Manganese ores can be separated into three different types: ?Oxidized ores (MnO2): in Australia, Gabon, Brazil,?. ?Semi-oxidized ores (Mn2O3): in South-Africa, Australia,?. ?Carbonated ore (MnCO3): in Ghana, South Africa, Kazhakstan?. The other Manganese ores are less rich but can be used locally or in the neighbour countries (China, Ukraina, India?). Since the beginning of the 20th Century, Manganese has played a big role in the steel industry process average usage ratio: 9,5 kg/mt of steel). The recent grow-up of this industry has led to an increase of Manganese ores demand. In parallel, several companies have increased their Manganese ore producing capacity. In this presentation, we explain the link between the main Manganese ores characteristics and the key different factors for an effective and low cost Mn alloys production (HCFeMn and SiMn): ?Chemistry ?Size ?Reactivity Then we will point out the advantages of Comilog ore and Sintec ® usages in various Manganese alloy metallurgical process compared with the other main ores and with the local ores. Some advised formulations for the different kinds of furnaces and alloys will be also discussed.

Failure of drainage works is one of the principal threats to the sustainability of mine closure facilities but the risk can largely be remedied by appropriate design of mine closure drainage facilities. The feasibility of sustainable mine closure facilities that avoid failure of drainage systems needs to be established during the early stages of mine planning, before mine disturbances make sustainable closure uneconomical. Experience in mine development shows there is often enough latitude in mine plan development to incorporate measures with neutral economic consequence and positive environmental benefit. Project managers need to resist the temptation to develop mine plans and closure drainage plans independently. Integrated mine planning with effective inputs by environmental specialists and drainage designers may affect the overall mine configuration, footprint and schedule. Key issues pertain to the end pit location, waste dump configurations, pit infill elevations, fluid impoundments, diversion channel routing and preservation of flows to receiving waters. Guidelines with illustrations of suitable practices are presented to assist mine planners.

WESTERN phosphate resources which lie in Ida- ho, Montana, Utah, and Wyoming, have seen great expansion of activity in recent years. Growth has been two-pronged: expansion in fertilizer use, and since 1949, into the elemental phosphorous industry. Elemental phosphorous, produced in the electric furnace, goes largely into chemical making. Phosphate ore was first recognized in the West about 1889. Production started in 1906, and for many years consisted of underground operations by small companies operating sporadically. In 1920 Anaconda Copper Mining Co. opened the underground Conda mine near Soda Springs in southeastern Idaho, and has maintained and increased its operations since then. About 1930 Montana Phosphate Products Co. began underground mining in Montana and has remained a steady producer. In 1945 San Francisco Chemical Co., one of the oldest companies in the western field, initiated strip mining at the Waterloo mine near Montpelier, Idaho, and later at Leefe mine near Sage Junction, Wyo. In1946 J. R. Simplot Co. began open pit mining at Gay mine near Fort Hall, Idaho. In 1950 Victor Chemical Works began underground development work in the area of Maiden Rock, south of Butte, Mont.: and has since mined there. Monsanto Chemical Co. began open pit mining near Soda Springs, Idaho, in 1951.

"The Porgera orebody is located in mountainous terrain in Enga Province, Papua New Guinea. An underground mine has been developed which produces up to 2000 t/d of ore grading over 2 ozs Au/t. Some 79% of the gold in the ore is free, with the balance in a highly refractory form as sub-microscopic gold evenly disseminated within a pyrite matrix.This paper describes the metallurgical plant that uses flotation and cyanidation circuits to effectively recover the free gold in the ore feed, allowing for wide variation in the gold head grade. The refractory gold component in the ore is stored as leached pyrite flotation concentrate and this concentrate will be later treated by autoclaving techniques to recover the contained gold.The ProiectThe property is located in the Porgera Valley 600 Km North West of Port Moresby. The remote location is 2500 m above sea level. The mine area has 3600 mm of annual rainfall and a temperate climate with temperatures ranging from 10° c to 22° c throughout the year.Alluvial gold was reported in the Porgera area in 1938 and has been an important source of revenue for the area for many years. Intermittent exploration was carried out until the 1960 1 s when Placer (PNG) Pty. Ltd. with Mt. Isa Mines commenced an extensive exploration program. The property was brought to production in 1990 by the Porgera Joint Venture group consisting of Mount Isa Mines Ltd, Rennison Goldfield Consolidated Ltd. and Placer Dome Inc, each with a 30% ownership and the Government of Papua New Guinea with a 10% share. Placer Dome Inc. is the manager of the property with construction under the direction of the Placer Dome Technical Services group."

Hydrochem Developments Ltd. has developed and put into full scale operation a novel type of vertical flotation column incorporating a multiplicity of mechanically agitated stages. Characteristics of this flotation column include a low height to diameter ratio, high upgrading factors and the possibility of modifying geometry and operation to specific flotation requirements. A commercial unit is currently handling up to 100 tpd rougher concentrate at Dickenson Mines Limited, Balmertown, Ontario. Design parameters and plant performance will be discussed.

THE following paper has been prepared with the object of placing on record in the Transactions some facts concerning the present condition and future prospects of the coal industry of Illinois. In presenting it, the writer wishes to say that a considerable amount of the material contained is taken from the publications and records of the Illinois Coal Mining Investigations, the annual Coal Report of the State Mining Board, and the work of the State Geological Survey. Coal Beds and Mining Methods According to the latest maps of the State Geological Survey, there are only 19 of the 102 counties of the State some portion of whose territory is not within the borders of the coal measures. If outlying areas in Calhoun and Whiteside Counties are considered, the number is reduced to 17. This does not mean that all of the 85 counties that are partly or wholly underlain by coal measures will become producers, as there are some portions of the State in which the coal does not occur in beds of such thickness as to warrant the hope that it can be mined. The mining of coal is widespread, however, for in 1916 there was production from 51 of the 102 counties of the State. There seem to be no cases in which operations will be limited by depth, as none of the coal measures lie at depths much greater than those at which it has been proved that coal may be profitably mined in this field. In fact, the deepest shaft reaching a bed of bituminous coal in the United States is located in this State at Assumption, where coal only 3 ½ ft. (1.07 m.) thick is worked at a depth of 1004 ft.. (306 m.) The coal beds occur in the form of a basin which is deepest along a line extending through the central part of the State and bearing a, little west of north. The northern, western and southern borders of this basin lie within the boundaries of the State, but on the eastern side the Illinois field is continuous with the Indiana field. Performance-based approach to design of structures including foundations was adopted after enforcement of the revised Building Standard Law in Japan in 2000. The use of piled-raft foundation is favorable for medium-rise buildings in soft ground because of its good performance. In the design of the piled-raft foundation (Architectural Institute of JAPAN2002), vertical load is usually carried by the raft foundation, while the pile is primarily meant to control settlement of the structure. Shaft friction is expected to be larger in a nodular pile(Karkee, et.al., 1998) since it has larger surface area than a straight pile, and such piles are frequently used in piled-raft foundations. Since few structures with piled-raft foundation exist currently, the settlement characteristics of piled-raft foundation have not been fully clarified. To design piled-raft foundations with better confidence, the mechanism of vertical bearing capacity and the spatial distribution of settlement should be clarified, for which the actual behavior of the building-foundation system needs to be evaluated. This paper presents observations of settlement of a building with a piled-raft foundation at a soft ground site. The building is a steel structure covering an area an 766 m2, and consists of two-storey office block and one-storey warehouse block. The filled ground of about 5-m thickness at the ground surface is underlain by approximately 4-m thick alluvial sand layer below which lies about a 17-m thick alluvial clay layer with SPT N-value less than 2. The piles used in the piled-raft foundation are 12-m long nodular piles with nodal diameter of 500 mm (pile shaft diameter is 400 mm). The bored pre-cast piling method (Karkee, et.al., 1998) was used to install the piles. To evaluate the foundation settlement, the method of analysis of three-dimensional frame system, utilized widely in Japan, was adopted in combination with the foundation system. Basic assumptions were: (i) total ground settlement is evaluated as the sum of immediate settlement and consolidation settlement, (ii) immediate settlement is evaluated from the Mindlin?s solution in which strain dependency of shear modulus of soil is considered, (iii) settlement in clayey layers is evaluated by the one-dimensional consolidation theory, and (iv) shear spring between soil and pile shaft is represented by a hyperbolic function. The applicability of the method of analysis was verified by comparison with results of field monitoring of building settlement.

"OPENING REMARKS Yesterday and today we have heard some very interesting papers on operating matters and some of you are probably wondering what we are now doing talking about Communications in Plant Design. Let me tell you! Before the techniques we have heard being discussed can be used, there has to be a properly operating plant. It is certainly a fact that many mineral processing plants achieve only limited success and a number of them can even be said to be failures. Some of you sitting here are probably living with operating problems that are clue to errors in the design.If the histories of these problem plants are examined, it will be found that in many cases, the necessary skills were available during the period of the plant design. There was extensive operating know¬ledge together with a full range of project expertise. Why then the failures? In a substantial number of cases it can be traced to the old, old problem of communications. As plants get bigger, money costs more and smooth startups become more important, it becomes less and less economic to fix up any design errors during plant operations.During our careers in mineral processing, nearly all of us will be involved in at least one plant design and I feel that it is as well if we understand some of these communication difficulties that can lead to a problem plant. There is little point in us being experts in mineral processing if the knowledge we have acquired doesn't somehow get incorporated into the plant.I would, therefore, like to present this short paper that mentions a few of the significant communication problems that can occur during the design of mining and mineral processing plants, together with some thoughts on answers to these problems."

A large casino complex in Cherokee, North Carolina recently underwent a $633 million expansion that involved substantial foundation challenges. The site is located in a valley on the southern edge of the Great Smoky Mountains National Park, where subsurface conditions typically consist of varying thicknesses of fill overlying alluvium, residuum, partially weathered rock and rock. The fill and alluvium contain cobbles and boulders as large as several feet in diameter. The residuum and partially weathered rock are very thick in some areas, and the depth at which consistently high quality rock is encountered is highly variable. To reduce the foundation costs for the expansion, continuous flight auger (CFA) piles were proposed in lieu of micropiles. CFA piles are not generally used in this geologic environment and concerns regarding their selection included: (1) an uncertainty that CFA piles could be successfully constructed given the difficult conditions and (2) a lack of regional data regarding unit resistance values and load transfer characteristics. To address these concerns, a design-phase test program was undertaken to evaluate pile constructability, develop an understanding of the load transfer behavior, and establish the required pile lengths. The program included soil test borings, shear wave velocity measurements, timed auger probes, instrumented pile load tests and observation of exhumed piles. It was demonstrated that CFA piles could be advanced through the fill, cobble/boulder-laden alluvium, residuum and into the partially weathered rock, albeit with some limitations. Under axial loading, the pile response was very stiff and relatively high unit resistance values were measured. Pile instrumentation allowed for the evaluation and use of design pile lengths shorter than that tested, and the overall reduction in pile lengths yielded a 40 percent reduction in foundation cost. In general, CFA piles were determined to be a suitable, economical foundation alternative.

Since early 1970?s skirt suction foundations (skirted foundation / bucket foundation) have been used as support for large fixed substructures or anchors for floating structures in offshore hydrocarbon development projects. In recent years skirt suction foundations are recognized as one of the solutions in foundations applicable to bridge substructures installed in waters, because skirt foundations have a wide variety of functions such as control of settlement during service life, less impact to environments during operation at installation site. This paper introduces general features of skirt suction foundations, and then discusses design practice of them for the application to bridge substructures, with reference to experiments in both laboratory and field.

The Aluminum Co. of America raised its 99.5 percent unalloyed aluminum ingot selling price in March by 34 to 514 per pound. Other producers, including Kaiser Aluminum and Chemical Corp. , Anaconda Aluminum Co. , and Reynolds Metals Co., followed Alcoa's lead, raising their quotes to 51$. In late March, domestic merchants quoted ingot at levels ranging between 49.56 and 50.50 per pound. BISMUTH: Several domes tic dealers lowered their bismuth prices in recent weeks by 50t-606 to within a range of $5.60-$5.75 per pound; producers continue to hold published prices at $7.50.

R. C. Shnay (Dept. of Mines and Technical Surveys, Ottawa, Ont., Canada)-—The authors are to be congratulated on an interesting and informative paper. However, several questions arise when the isothermal formation of martensite .is considered in relation to the formation of bainite at temperatures near the M, point. The reactions in an alloy and in a plain carbon steel would appear to be comparable; and in the course of a recent investigation of the austenite-bainite transformation in a plain carbon steel,Ia the writer has obtained data at temperatures above and below the M, point. These data are in some respects similar to those of the authors and a comparison would seem justified. The steel used in this investigation had the nominal composition: C, 0.80 pct; Mn, 0.20; and Si, 0.20. The course of the transformation was followed by the use of a magnetic balance. The magnetic moment of the specimen as determined by this instrument is directly proportional to the percentage of the total volume of the specimen which has transformed to bainite. ~lf specimens were austenitized at 1850°F for 4 hr, quenched to the transformation temperature, and quickly transferred to the magnetic balance. Readings were taken at regular intervals until the transformation had stopped. A typical transformation curve is shown in Fig. 9. The preliminary curve preceding the S-shaped curve was found at all temperatures above the M, to around 600°F. Both the extent of this preliminary curve and the time interval between it and the S-shaped curve were found to decrease with increasing temperature as was suggested by Davenport and Bain.14 Therefore,

Since 1999, the CWP level among miners with 25 years or more experience, for instance, has risen from slightly more than 4% to 9% (See Figure 1). While it is obviously necessary to protect all miners’ lungs, there is now a technology to improve the chances that new miners’ lungs will be protected from the day they begin work.
