All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

The paper describes some problems encountered with the foundation of a deep drainage caisson constructed on the Nile Bank in Cairo. The use of suction dredging while sinking the caisson led to a piping failure of the sandy soil in the base which was loosened during the process of pumping. A study was carried out to investigate the problem and a procedure was adopted to retain the stability of the caisson.

The 2005 Prospectors and Developers Association of Canada (PDAC) convention continued the upbeat mood found in 2004. The global mining industry is booming due to higher commodity prices in nearly every sector. Other factors include low commodity inventories, China’s strong resource demands, the weak U.S. dollar, the very strong Euro, global uncertainties, an almost overripe investment climate for natural resources and the highest mining exploration budgets in seven years. Even unglamorous commodities, like iron, uranium and zinc, received copious attention in talks, the investors’ exchange, the core shack and in certain hospitality suites. The following impressions were gathered at the convention and enhanced by conference handouts and some abstracts that are available on the PDAC’s Web site, www.pdac.ca. At least 119 papers were presented, almost twice last year’s number.

In underground coal mining, particularly room-and-pillar methods, the coal pillars play a significant role in roof stability. If the pillar dimensions are increased, the pillar bearing capacity also increases, but more coal remains in the pillar and therefore the recovery of mining operation decreases. Therefore, determining the optimum pillar dimension based on technical, economical and performance parameters is important. In this paper, the coal pillar is designed by using the concept of ground reaction curve (GRC). For this purpose, the GRC for coal pillars is drawn and then the elastic and plastic zone of coal pillar behavior is determined. Based on elastic and plastic zone, different equations are presented to draw a pillar reaction curve and the process of coal pillar design based on GRC is explained. As a case study, this new technique is applied to study the coal pillar state in Tabas coal mine of Iran. The results show that the presented new approach is successfully used in the design of the optimum coal pillar dimensions, and also determines the elastic and plastic behavior limit, which is important especially for the logical design of yield pillars.

The income of the Institute is derived mainly from dues, advertising in MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

"Performance data for both wet and dry grinding of materials have been obtained in this novel, planetary ring-roller mill over wide ranges or operating conditions. The Szego mill consists of a stationary cylindrical shell inside which grooved, radially mobile rollers rotate, driven by a central shaft. The mill has several internal design variables such as number, diameter and length of rollers as well as size, shape and pitch oi helical grooves. It is compact, has a high specific capacity, modest power consumption, and can grind many materials down to ultrafine powders. Illustrative data on product fineness and mill power consumption are given along with results from studies on grinding kinetics.INTRODUCTIONThe extensive use and importance of grinding as a unit operation, coupled with the rather low energy efficiency of conventional equipment provide a challenging incentive to investigate novel methods of comminution. Yet, most current development work is taking place in mill performance modelling and optimization, or with various detailed improvements rather than in the field of new equipment development.This paper is a report on the development of a ring-roller mill invented by the late L.L. Szego which embodies several novel concepts. The mill has a broad range of applications, may be operated wet or dry, and can grind materials down to ultrafine sizes with modest energy consumption. It has been developed by General Comminution Inc. in close cooperation with the University of Toronto."

The Sams Creek gold deposit near Takaka in northwest Nelson was discovered in 1974 by CRA Exploration (CRAE) geologists. CRAE recognised the potential of the area and subsequently undertook a comprehensive exploration programme of geological mapping, soil and rock-chip sampling, geophysical surveys and diamond drilling. Exploration defined sporadic gold mineralisation contained entirely within a deformed and hydrothermally altered, peralkaline granite porphyry dyke with a seven kilometre strike length, and up to 60 m thickness. Rock chip samples indicated extensive and economically significant gold grades over approximately one kilometre strike of the dyke at Main Zone prospect. CRAE completed 30 diamond drill holes at this prospect and defined a limited resource. Oceana Gold Limited recommenced active exploration at the Sams Creek Project in late 2002, focusing on improving the geological understanding and known resource at Main Zone. Completion of 1041 m diamond drilling successfully increased the estimated resource to 10.7 Mt @ 2.12 g/t Au containing 729 000 oz at a 0.7 g/t cut off. A further campaign of 1560 m diamond drilling was undertaken in 2003 - 2004 to extend the resource and test the continuity of high grade mineralised zones. Deeper intersections of the porphyry dyke indicated geometrical complexity and grade variability similar to that observed at shallow levels. Recent research suggests that Sams Creek can be geologically classified as a variant of intrusion-related gold systems, and therefore comparable to some other, very large gold deposits. However, due to the rugged terrain and dyke geometry, surface drilling is reaching the limits of viability at Main Zone. If infill drilling continues to be successful then an underground decline may be developed to facilitate further exploration. Potential also exists along strike, where other significant gold anomalies are known but largely untested by drilling.

If the particles produced and transported in your plant are as chunky as rough crushed coal or as fine as cement, there are probably several conveying and elevating systems suitable for your operation. The problem is deciding which is most suitable in terms of space, energy cost, allowable product degradation, productivity, and angle of movement. Each conveying and elevating method should be fit to the products it can handle successfully, to desirable economics, and to suitability for the overall operating scheme. Matching along these lines will result in selection guides that should be useful for many years, although design evolution is expected for the materials handling equipment involved. There are several common bulk material handling devices for moving solids: belt conveyors, screw conveyors, bucket elevators, chain conveyors, and en-masse conveyors/ elevators. En-masse conveyor/elevator equipment is commonly compared and contrasted with the other devices. These comparisons often involve en-masse versus all others. En-masse has developed into a versatile technique because the machines can move materials horizontally, vertically, or in closed circuit. Such machines unload, elevate, store, reclaim, and distribute materials-all without ancillary equipment except for chutes and gates. Bulk material can be carried, as with a belt conveyor or bucket elevator; pushed, as with a flight or screw conveyor; bumped, as with a vibrating conveyor; blown, as with a pneumatic conveyor; fluidized, as with a dense phase pneumatic conveyor; or by applying internal forces to it to induce "en-masse" flow. Conveying en-masse is analogous to the flow of a fluid in an open channel, and elevating en-masse is analogous to the flow of fluid in a pipe. In the case of a fluid, flow is caused by a differential in pressure. With en-masse movement, flow results from resistance to shear induced by the movement of chain and flights.

The Galatia Mine is a dual-seam underground coal mine located in Saline County, IL. In 1984, it became the first coal mine to be permitted by the Illinois Department of Mines and Minerals to operate diesel equipment underground. And it is one of the larger underground coal mines in the nation to use diesel equipment. From the beginning, Kerr-McGee determined that diesel equipment offered the best approach to the safe and productive development and operation of the Galatia Mine. The flexibility of this equipment and its ability to promptly respond to changing conditions and mining locations made its use desirable for building this large dual-seam coal mine. The mine had a planned nominal annual capacity of 3.6 Mt/a (4 million stpy) and would employ more than 500 people. Galatia's current reserves are estimated at 231 Mt (255 million st) of recoverable coal from two seams of high-quality, high-volatile bituminous coal. The Harrisburg No. 5 seam is shipped primarily as a low-sulfur steam coal or as a metallurgical blend stock. It is also used in the pulverized coal injection (PCI) process for steel making. The Herrin No. 6 seam is a medium-sulfur coal. Annual production is shown in Fig. 1. A good indicator of a mine's success is employee productivity improvement. For many reasons - the proper use of diesel equipment, the introduction of longwalls and increased employee ex¬perience - Galatia employees have achieved a steady growth in annual productivity (Fig. 1) while maintaining an exceptional safety record.

This investigation was prompted by the absence of a simple, accurate method to predict optimum second stage separation pressure in three stage separation operations. Three stage separation as used here includes two separators plus the stock tank. The first stage pressure is usually fixed by gas sales conditions and the third stage is at atmospheric pressure. Thus, the second stage pressure is the only one that may be varied in-discriminantly during production operations. No variations in temperature were considered in this study, even though it will vary among systems, for a change in temperature has little effect on the optimum pressure. Optimum pressures may be determined from flash calculations, but these are tedious unless a computer is available. An early attempt to develop a simpler method&apos; yielded an equation which gave the optimum pressure only as a function of initial and final pressure. Experience, however, confirms theoretical relationships which show that composition as well as pressure and temperature must be a factor. This indicates that the basic relationship should be an equation of the form, where P, is second stage pressure, P, is first stage pressure, A is a function of P. (stock-tank pressure) and the system composition, and n is a function of the number of stages and the system composition. Fig. 1 shows the basic variation of P2 with P for a fixed system composition. A series of such figures clearly showed the effect of composition. The peak of each curve reflects that second stage pressure at which the stock-tank recovery (gal/MMcf) residue gas is a maximum value. DEVELOPMENT OF NEW CORRELATION Wellstreams having 17 different analyses, ranging from low gravity crude to condensate, were used to determine the effect of composition. Each wellstream was flashed through three stages to determine the optimum second stage pressure for each first stage pressure. Equilibrium vaporization ratios proposed by Latham and Campbell were used throughout. The heptane plus fraction, for simplicity, was assumed to have the properties of octane. The results were subjected to an empirical analysis in an attempt to develop a correlation- that would be (1) simple, (2) accurate, and (3) eliminate the need for any flash vaporization calculations. This analysis yielded two equations, one for wellstreams having a specific gravity greater than one (air = 1.0) and one for those less than one. The coal bottom ash generated from coal-fired power plant accounted for approximately 5 mil-lion tons in Korea. Almost all of coal bottom ash was treated as reclamation of the landfill because of the content of unburned carbon. For recycling of coal bottom ash, effective removal of that is required. So, in this study, the removal of unburned carbon by flotation was studied with respect to adsorption ability in surface of a bubble in order to consider its application to recycle the coal bottom ash. The sample A, B and C were that the coal bottom ash contained 2.73%, 7.01% and 10.49% of the unburned carbon (UC) respectively. The column flotation was carried out for each time as the artificial injection of air at 10.0L/min flow rate and the reagents of 500g/ton kerosene and 80g/ton MIBC were used. The samples per water of 1.3 liters were from 0.5% to 4% (w/w.%). In the result of this study, the kinetic curves of unburned carbon adsorption from injected air bubbles were in-creased rapidly as equilibrium was approached; only 5 sec was needed from the sample A and B and 10 sec was from sample C. And the equilibrium isotherms of unburned carbon adsorbed by the infected air bubble from the sample B and C could appear the BET adsorption isotherm; MT = KMEEO/(EO-E)[EO+(K-1)E](K: adsorption affinity), but not the sample A that was not enough to express the adsorption curve.

A strain-softening constitutive relationship is introduced that describes the post-failure stress-strain curve for rock regardless of whether the rock is intact or broken. The core of this relationship is an ?apparent friction? concept that relates the post-failure apparent cohesive and frictional characteristics of the rock to the strain. The relationship can be determined for a given rock via a series of tri-axial strength tests establishing the peak strength and corresponding strain for a range of confining pressures, together with the determination of the base angle of friction via a simple tilt test. The postulates and assumptions used in deriving this relationship are verified from results of tri-axial tests on both intact and broken rock.

The piled raft foundation was extensive applied in the last two decades in different soil conditions e.g. in soft to stiff clay as well as in medium to dense sand and even in highly weathered rock. The piled raft is now applied not only to control the foundation settlement but also to minimize the required raft thickness to reach the most economic foundation design. An innovative application of the piled raft is its special adjustment to cases of foundations with large load eccentricities or very different loaded parts of buildings to avoid the need of settlement joints, which are especially complex below ground water table. Recently, the piled raft is applied for foundations of highway and railway bridges with special serviceability requirements regarding the allowable total and differential settlement as well as tilting. Actually numerical analyses are the mostly used design methods for piled rafts. For all day design practice a simple and modest design method is highly needed -at least in the first design stage- to check the feasibility of the piled raft on the specific project conditions. In this paper, a general overview on the recent innovative applications of piled rafts in Germany will be presented in a short overview. The results of the simple design method will be discussed and compared with the results of more enhanced numerical methods.

Introduction Some uranium minerals are paramagnetic and hence are amenable to concentration by high gradient magnetic separation (HGMS). This paper describes effects of the HGMS parameters-pulp velocity, field strength, matrix loading, and magnetic field gradient-on the product recovery and grade. Unsatisfactory separation of uranium minerals by HGMS is related to ore-specific properties, such as lack of liberation, fine dissemination of uranium minerals, uniform distribution of magnetic minerals throughout the ore matrix, and interference of fine-sized slimes. Experimental techniques to identify and resolve some of these problems are outlined. HGMS of Uranium Ores The mechanism by which uranium minerals are attracted to a magnetic field is either due to its magnetic susceptibility or its association with other minerals that are magnetic. Data on magnetic susceptibility of uranium minerals are scarce. The only reported data are for uraninite at 2360 X 10-6 cm3/mole. Povarennykh (Andres, 1976) concluded that the magnetic properties of minerals depend on: • Structure of the outer electron shell in a mineral with electropositive atoms; • Valence of the atoms; • State of the chemical bonds; • Type of coordination; and • Proportion of magnetic atoms (Fe, Mn, Cr, and Ni) in the composition of the mineral. However, information on the magnetic susceptibilities of the constituent atoms of a mineral alone does not suffice for evaluating the mineral compound as a whole. Most often, uranium minerals can be beneficiated by HGMS if they are associated with other minerals that are magnetic. This appears to be a more predominant mechanism by which the uranium minerals are beneficiated. Experimental A Sala-HGMS (Malghan and Subramanian, 1981), model 10-15-20, separator was used in the experiments. The matrix material-ferromagnetic stainless steel in the form of expanded metal or steel wool-was packed into a 38-mm (1.5-in.) diameter by 360-mm (14-in.) long canister. The matrix material occupied only a 150-mm (6-in.) length. The experimental set-up and slurry flow direction are described elsewhere (lannicelli, 1976). The response of uranium ores in the HGMS was studied by feeding well-dispersed slurry at 10% solids and examining the influence of process variables on selectivity and overall uranium recovery. The chemical and mineralogical characteristics of the ores under study are presented in Table 1.

In the condition that drilling and blasting technique is inevitable depending on the rock mass and material characteristics on mining activities, the fragmentation rate and particle size distribution of the muckpile after blasting has important influences on the performance of subsequent mining activities such as loading, hauling, crushing, grinding etc. and the total costs of that mine. Drilling and blasting is an important step in this process chain and it's results such as fragmentation, muckpile shape and looseness, dilution, damage and rock softening effect the efficiency of downstream processes. There is an increasing body of blasting research indicating significant impacts in these downstream processes.

Amax Coal Industries Inc.&apos;s Delta Mine is a medium-sized. high-sulfur coal producer that has lived up to the challenges posed by nearly six decades of a highly competitive domestic coal market. The mine now faces one of its biggest challenges - the same one staring at the dozens of other high-sulfur producers in the Midwest - the Clean Air Act Amendments of 1990. The 59-year-old mine, located in the coal fields of southern Illinois, has remained one of the state&apos;s oldest continuously operating mines by rolling with the ups and downs of the coal market and by incorporating new technologies and innovative productivity improvements into its operation.

"Le rebroyage des concentrés d&apos;hématite en usine (Sidbec-Normines, Port-Cartier) et en laboratoire a été modélisé selon le modèle de Reid (1965).L&apos;effet du pourcentage solide sur la cinétique de broyage a été étudié en usine. La fonction de sélection corrigée (pour tenir compte de l&apos;effet du pourcentage solide sur le temps de rétention) augmente lorsque le pourcentage solide augmente de 80 à 84 pourcent. Cette amélioration est contrebalancée par une augmentation de la quantité de pulpe court-circuitée, à des pourcentages solides supérieurs a 81%. La densité optimum de broyage se situe à 84 pourcent.Comme alternative au mode d&apos;opération actuel, l&apos;assemblage des broyeurs en série plutôt qu&apos;en parallèle a également été simulée. Le moins 44 µm passe alors de 68.1 à 72.5 pourcent, ce qui correspond à une capacité supplémentaire de 32 tonnes à l&apos;heure par broyeur. Ces résultats doivent toutefois être interprétés avec prudence, car la cinétique de broyage n&apos;est généralement pas linéaire lorsque le taux d&apos;alimentation est plus que doublé.IntroductionL&apos;usine de bouletage de Sidbec-Normines Inc. a été décrite par Morimoto (1977), Lévesque et al. Ils contiennent chacun environ 350 tonnes de boulets d&apos;acier forgé de 3.8 cm de diamètre. Le concentré est broyé de 10 pourcent moins 150 µm (100 mailles) à 65-68 pourcent moins 44 µm (325 mailles), à un pourcentage solide de 78 à 80 pourcent. Cette fragmentation poussée exige une consommation d&apos;énergie de 32 kWh/tonne. Cette énergie est surtout libérée sous forme de chaleur, la pulpe étant déchargée a une température de 68-72° C. II en résulte un milieu de broyage corrosif, et une consommation de boulets élevée, de 3.4 à 4.0 kg / tonne broyée."

Every year, severe injuries and fatalities occur when a miner is struck or pinned by a continuous mining machine, shuttle car, scoop or other piece of mobile mining equipment. Proximity detection systems offer a means to prevent these types of injuries and fatalities by sensing the presence of a miner and disabling machine motion. Although hundreds of these systems are installed and in use in operating coal mines, the influence that coal has on the electromagnetic fields associated with these systems has never been rigorously quantified. NIOSH researchers have conducted tests to measure whether the proximity of coal has a significant influence on a popular design of proximity detection system. The system tested utilizes a low frequency magnetic field generator that would be mounted on the mining machine. At the NIOSH Safety Research Coal Mine in Pittsburgh, researchers measured the performance of a simplified proximity detection system of this type first on the surface then underground at varying distances from a coal face. Analysis of these measurements shows that the presence of coal does not have a measurable impact. As part of the North American regional activities during the Mining, Minerals and Sustainable Development Project (MMSD) one project focused on the development of sustainability evaluations at the operations level. Engagement was identified as one of the seven important questions to be addressed. Engineers and scientists employed in the mining, minerals and materials production arenas must understand the importance of stakeholder engagement, both within and outside the operations as it is essential in the ongoing activities required to contribute to sustainable development. After developing the awareness that a social license can only be contemplated if engagement is in place, they also have to develop skills in engagement processes. This presentation will present the business case for engagement as well as an approach to motivate undergraduate mining engineers to embrace it. The presentation will also review some recent and ongoing research to improve the engagement process.
