In general, overall experience has shown that the approach to the appointment of a project manager is given much attention, but little specific attention is given first to the risk associated with the project conceptual design and its overall executability within either the new legislative framework or the sustainability of the outcome. The risk in project executability and sustainability within the ?new age? legislative framework of the Mining Charter, etc, is itself however, of far greater importance. The degree of importance being defined by the intended projects impact on the business going forward. This is particularly the case where the intention of the implementation is effectively to turn around or even enhance a loss-making strategic investment like a mine or process plant operation in an ?old-order rights? or Brownfield?s operation. This paper attempts to highlight the importance of a ?pre-project project? (PPP) to mitigate the risk in the ?new age?, with specific reference to operational due diligence (ODD) and project conceptual design.

An underground mine disaster is an accident of major proportions that takes a significant toll in human lives. A disaster usually disrupts the normal functioning of a mine and may result in entrapment of miners whose normal egress from the mine is cut off. A disaster often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. Explosion, fire, inundation of water or toxic gases, and collapse of a major portion of a mine are among the causes of mine disasters. Miners threatened by such an occurence must either bring the situation under control (e.g., by extinguishing a fire) or remove themselves from the danger. If control is unsuccessful, they must retreat to a place of safety. Four different activities may be involved: evacuation, escape, survival, and rescue. Evacuation is the orderly exit of people from the mine using previously identified escapeways and following a previously determined evacuation plan. Miners whose normal evacuation routes are blocked may be able to find alternative exit routes and escape by their own efforts. For those who cannot, the issue becomes survival while waiting to be rescued. The survival period may last for many days while rescue efforts are mounted from outside the mine.

Bureau of Mines studies of mine roof fall problem in the Pocahontas No. 3 Coalbed of southern West Virgania and southwestern Virginia have established that type and sequence of rock are significant factors in roof competence. The poorest conditions occur where the immediate roof consists of slump structures and slickensided rock. The best conditions occur where the roof consists of a sequence that coarsens upward from shale to massive sandy shale. A small manual of color photographs of rock types was devised to aid in identifying drill cores. Proper identifications should enhance the prediction of areas of potential roof problems in advance of mining.

It has been suggested that reduction of the iron and manganese phases as far as FeO and MnO is preferred for the complete liberation and selective reduction of the copper, nickel and cobalt oxides in manganese nodules. The oxygen partial pressure/temperature regime suitable for this purpose has been delineated. Free-energy minimisation and thermogravimetric results indicate that the requisite conditions can be achieved if more than 10% of neutral oil is used at temperatures greater than 923 degrees C. Neutral oil content, temperature and roasting time have been optimised to maximise leaching recoveries of Cu, Ni and Co: up to 96% of Cu and Ni and up to 85% of Co can be recovered if 15% of neutral oil is used as a reductant at 973 K for 90 min

Energy dissipation and fragmentation of rock is of interest for mine-to-mill operations in order to understand breakage and to minimize energy consumption during blasting at the mine site, and comminution at the processing plant. In this regard, high velocity impact breakage of long granite cores, called bars, has been studied with instrumented strain gages to follow the energy dissipation gradient along the bar length resulting from the strain waves generated by impact. As a result of high velocity impact, three zones have been identified (fragmentation, fracture, and elastic) and these three zones have been characterized in 3D using X-ray tomography. The fragmentation zones of the granite bars were studied in detail to describe the particle size distribution and the particle shape characteristics. Finally, the experimental energy dissipation for the fragmentation zone was found to be in close agreement with the expected energy calculated from the Bond work equation, if the anisotropic granite particles are defined by length rather than by sieve size.

The U.S. Bureau of Mines, under a Memorandum of Agreement with the American Society of Mechanical Engineers (ASME), established design criteria for a facility to field residues from municipal waste combustion. This facility, which is available to potential users on a cost-sharing basis, is also applicable to a variety of inorganic waste materials from smelting or melting operations. The design consists of a mechanical feed handling system, electric arc melting furnace, fume-off gas handling system, and thermal oxidizer for final off gas treatment. Screw conveyors and a bucket elevator deliver up to 2,000 Ib/h of minus I-in material to a three-phase electric arc melting furnace. This unique 800-kVe A furnace has a water-cooled shell and roof to minimize interaction of the melt with the refractory lining. The volume of the hearth below the slag taphole is approximately 1.2 st of steel. The furnace is sealed, allowing atmosphere control within the furnace and fume duct by nitrogen or inert gas injection. A jet-pulsed baghouse removes particulate from the off gas and serves as an acid gas scrubber. The clean off gas is heated to 1,800' F for 1 s in a propane-fired thermal oxidizer before being vented to the atmosphere.

A mine fire model gallery has been designed and constructed on the premises of the Central Mining Research Institute, Dhanbad, India to perform systematic in-depth studies on various aspects of mine fires. The gallery is 65.5 m long and 5.86 m2in cross-section and it is divided into firing and non-firing zones. It is equipped with a computer-aided online telemonitoring system that has 130 sensors, two data loggers and computer peripherals for continuous recording of various fire parameters. A fan to generate airflow through the gallery has been installed at its end. Two sliding doors and one rolling shutter were also provided for sealing and regulation of airflow. Two sets of experiments have been carried out in the model gallery maintaining air velocity of 1 and 1.5 m/s through it. In the experiments, the inner sides of the firing zone, 22 m in length, were lined with a thin layer (8?10 cm thick) of coal slabs. Two fire suppression techniques viz. flushing of liquid nitrogen (LN2) and infusion of high pressure high stability (HPHS) nitrogen foam were tried to quantify their effectiveness under dynamic fire conditions. The paper addresses important design features of the gallery, its instrumentation system, the experimental procedure adopted and important findings from the experiments. It has been observed that the intensity of the fire was very high after one hour of its initiation and continued for 3?4 hours. During the period, frequent backlash with smoke and flame was noticed. The efficacy of the fire suppression techniques has been assessed interms of reduction in temperature, generation rate of CO2and CO, and heat release rate. The study reveals that high pressure high stability (HPHS) nitrogen foam is more effective in controlling open fires than liquid nitrogen is. The GPM Gold Project is located in Armenia, and consists of an open cut mine at Zod, near the Azerbaijan border, and a CIL processing plant at Ararat near the Turkish border. Mining at Zod commenced in 1976, and focused on near surface oxide ores, which overlay deeper refractory sulphides. Historical mining has now almost depleted the oxide ores, and the sulphide content of ore delivered to the processing plant at Ararat is increasing. Gold and silver recoveries through the Ararat plant were declining steadily.GeoProMining, the owners of the project, have expanded the Ararat facility to deal with the increasing sulphide content in the ore. In 2014, GeoProMining refurbished an existing concentrator on site to recover a sulphide concentrate from the ore, and have constructed an Albion ProcessTM plant to oxidize the refractory concentrate. Glencore Technology (GT) provided the Albion ProcessTM plant as a technology package.In July 2014, the progress of the GPM Gold Project Albion ProcessTM Plant was reported (Hourn, Voigt and Turner, 2014). At the time of writing, the construction of the plant was nearly complete. This paper presents an update of project progress, covering commissioning and ramp up of the GPM Gold Project.The commissioning phase occurred over June to August 2014, which included an M3,000 IsaMillTM fine grinding plant, a 6 tph limestone milling plant, a 60 tpd vacuum pressure swing adsorption oxygen plant, a 10 m residue thickener and a 12 tph Albion ProcessTM oxidative leach plant. Within the famous Harrods department store, a new lift shaft has been constructed, servicing a depth of 22m below ground level as well as the existing 6 storeys of the store. The shaft will connect with a new goods tunnel which is to be excavated beneath the shop, as well as new floor space above ground level which has resulted from the infilling of a previously existing lightwell within the store. The construction of the deep shaft while maintaining uninterrupted use of the store by the Client led to a number of innovative solutions being undertaken. Empirical assessments were made of settlements anticipated from the construction process, which took place within a congested environment of existing foundations. Various elements were designed and installed to mitigate the effects of the inevitable ground movement on the surrounding overlying structure, which supported sensitive high quality finishes and mechanical and electrical installations. The reinforced concrete lining of the shaft was contained within a cofferdam of minipiles. The minipile placement accuracy (1 in 150) was vital as it could not interfere with the subsequent tunnelling works. As the scheme progressed this became even more critical since the minipiles were needed as support for parts of the permanent works. This paper describes:- the high quality placement and control of the minipiled cofferdam, the methods employed in assessing ground movements and the techniques used to mitigate against the effects of these movements.

During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.

The accuracy and precision of rutile analyses are discussed. Comparison is made between the wet chemical and X-ray fluorescence spectrographic methods of. estimating Ti02 in commercial rutile. Various allotropes of 'I'i02 are identified by diffractometry and a comparative analysis of the coloured varieties of rutile is given. For X-ray fiuorescence . analysis, specimen preparation is critical and sample grinding and pressures. for pellet making are discussed in detail.Cellulose bonded and backed pellets are shown to be subject to relaxation with increasing age.INTRODUCTIONTo date much of the analytical work on commercial samples has been done by wet chemical methods.This led to various discrepancies in results, which are of particular importance when certificates must be issued for overseas shipments. The present work reviews the nature of rutile and compares the results of Ti02 estimation by wet chemical methods and those obtained by X-ray fluorescence spectrographic analysis.In the rutile industry the results from different analysts and even those from the same analyst are not always consistent. To the analytical chemist this should not be surprising.Fairbairn (1951) showed the results obtained from 34 different analysts on a specially prepared sample of granitic rock. It is of some interest to note that the Ti02 content as determined by the 34 analysts using unspecified methods ranged from 0-17 per cent to 0·30 per cent. Most coal deposits in Western Canada involve steeply dipping multiple seams. An efficient way to recover coal seams would be to drill through the seams and blast both the overlying and underlying waste material in one shot without disrupting the coal seams while fragmenting the waste rock for easy removal. This requires special blasting techniques as reported by Chung and Jorgenson in 1985.

Better in situ performance data is required in order to advance the rational geomechanical design of cemented paste backfill systems. A few in situ test programs have been conducted, but these have suffered from too few measurement locations within the stope and have not used enough different types of transducers to fully capture the information of significance. In this paper the important geomechanical design aspects are listed, the underlying physical phenomena are described, and some previous in situ measurement efforts are reviewed. A new approach to in situ measurement campaigns is then described including measurement techniques, locations, and the logistical aspects of mobilizing transducers in an active mining environment. A work-in-progress is used to illustrate the principles and concepts involved.

This work was performed to demonstrate the technical and commercial viability of the technology to produce tantalum metal directly from tantalum oxide and ore concentrates using a solid-oxide, oxygen-ion-conducting membrane (SOM). The process can be used to efficiently produce tantalum metal without expensive pre-processing of raw materials and without harmful by products. The work reported in this paper is: the proof that high purity tantalum metal can be produced, study of the electrochemical behavior of the cell and the method to increase membrane stability.

The objective of this five year study was to investigate the means of establishing non-polluted ground-water and root zone systems in areas where surface mining intercepts physiochemically unsuitable overburden materials. Overburden may need to be sampled on a 60 m grid in order to delineate materials unsuitable for reclamation and to accurately implement selective handling operations. Unsuitable overburden materials were buried successfully in a dragline operation with a minimum of delays, but costs were increased 12 to 53%. After three years the buried material remains above the reestablished aquifer and below the root zone. Construction of a clay cap over the buried material may not be required in semiarid environments. It was shown that some unsuitable overburden materials do not have to be special handled. When inhibitory material constituted <5% of the total overburden volume, such material was essentially not detectable in the resultant spoil pile due to mixing/dilution processes. When inhibitory material exceeded 15% of the overburden volume it was always found in the resultant spoil pile, generally with a smaller extent, indicating partial dilution. At least a portion of the postmine aquifer had hydraulic conductivity rates lower than the premine system, indicating the reestablished aquifer may, in part, conduct ground water very slowly. Postmine ground-water chemical quality in spoil materials had poorer quality compared to premine ground water.

The Department of Mining Engineering at the University of Pretoria accepts that the process of teaching and learning improvement is an ongoing exercise with the ultimate aim to deliver well-rounded mining engineering practitioners. Various challenges impact on the success of this process. An integrated and innovative process was developed and is followed in the Department to overcome these challenges. The aim of the Department is to apply a holistic teaching approach by introducing multiple integrated interventions with regards to teaching and learning strategies. Three phases of this process are discussed in this article, and are illustrated in Figure 1. During the first phase, prior to 1999, several teaching and learning challenges were identified in the Department of Mining Engineering. These challenges are discussed in the next section. In the current phase, a variety of interventions to address the challenges are being developed, implemented (in some cases piloted), and evaluated. The future phases will focus on the improvement, successes, and full roll-out of current interventions, as well as on training, development, and support for all staff members to participate in the process. This report presents the results of a Bureau of Mines laboratory investigation of the effect of water sprays in reducing respirable dust that escaped the face area of a full-scale wooden model of a mine en-try containing a wooden model of a ripper-type continuous mining machine and exhaust brattice. Areas examined were (a) the general effectiveness of a low-pressure water spray system mounted on top of the mining machine boom, a high-pressure spray system mounted under the boom, and the combined top-and bottom-spray systems, and (b) the effect of these three spray systems on the capture of coal dust particles of different sizes. Dust was injected into a sump cavity at the face. Airborne respirable dust concentration was mea-sured behind the brattice with a personal sampler and cyclone, and particle size distribution was mea-sured with a cascade impactor. When used alone, the top-spray system captured about 55 pct of the respirable dust in the face area and the bottom-spray system captured 60 pct; the capture efficiency of each system is decreased when they are used simultaneously. From a mass-concentration viewpoint, each spray system preferentially captures larger dust particles.

THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80&apos;s, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. This was practically the first successful demonstration of pyritic smelting in Colorado. Upon the sale of the works in 1897 to the American Smelting and Refining Co., Mr. Ballou retired
