There are a number of major infrastructure tunnelling projects currently underway or proposed in New Zealand, including construction of new road and rail facilities and the refurbishment of existing road tunnels. These new projects have triggered a rethink of traditional practices in underground fire and life safety and local regulation.While there is a current surge in activity, tunnels have been a signifi cant part of New Zealand’s transport infrastructure for over a century. Despite this background, the new projects commonly face challenges that are symptoms of a national regulatory environment that has aspects that are inappropriate for underground environments. There are inconsistencies in local regional regulation and an absence of national guidance and standards relating to tunnel design. Historically, New Zealand has looked across the Tasman for guidance. Although recent overseas tunnel designs present learning opportunities, the adoption of international best practice and standards may not necessarily address local expectations or needs.This paper explores a number of specific matters affecting the design of road and rail tunnels in the New Zealand context, namely; the Building Regulations and associated local consenting processes and parties, and the responsibilities and needs of the New Zealand Fire Service.The discussion highlights the importance of a collaborative approach involving the designer, asset owner, regulators, emergency services, and other parties, and ensuring up-front clarity in design responsibility and ownership of residual risk.

"Abstract - The Burnt Timber gold deposit is located in the Paleoproterozoic Lynn Lake greenstone belt of the Trans-Hudson Orogen, Manitoba. The deposit occurs along the Johnson shear zone, and is hosted by enriched and depleted tholeiitic volcanic arc basalts cut by feldspar porphyry dikes. The Johnson shear zone is a regional, belt-parallel structure characterized by the intensification of the regional S2 foliation. At the Burnt Timber deposit, S2 is folded by centimeter- to meter-scale, Z-shaped, F3 chevron folds that have an axial planar S3 crenulation cleavage. Within the 20 to 30 m-wide core zone of the shear zone, S2 and F3 are transposed parallel to S3 and the volcanic rocks are strongly sheared parallel to S3. The presence of a steeply plunging stretching lineation, together with dextral shear sense indicators along both S2 and S3 on horizontal surfaces, suggest that the Johnson shear zone is a dextral transpression zone. Gold was introduced in pyritic, biotitic, and carbonatized mafic volcanic rocks along the core of the shear zone. Mylonitic mafic volcanic rocks contain localized high-grade zones (=10 g/t Au) that differ from wider carbonatized, low-grade zones (<3 g/t Au) by the presence of deformed gold-bearing quartz-pyrite veins. High-grade zones are also associated with swarms of quartz-pyrite veins that cut across sericitized and carbonatized feldspar porphyry dikes, which acted as brittle, competent bodies during shearing. Gold deposition in the high-grade zones was controlled by the channeling of hydrothermal fluid along the core of the shear zone during shearing of the volcanic rocks, and brittle fracturing of the porphyry dikes. Des zones à haute teneur associées à des essaims de veinules de quartz et de pyrite sont aussi notées dans des dykes porphyriques à plagioclase altérés en séricite et en carbonates; ces dykes se sont comportés comme des corps compétents durant le cisaillement. SINCE the operative word in the subject on which I have been asked to speak is "international," I need hardly emphasize before such an audience as this that it is one which calls for some discretion on my part at the present juncture of world affairs, since, in some respects, it may not be devoid of a controversial aspect. For though the war is over, it has left behind it a sorry state of health in the political and economic complex of the world we live in; and however different may be the impact of these factors on each of us, yet none of us can any longer hope to devise a system or policy to escape from much of its controversial heat, or evade the obligation of doing what we can to diminish it. I would like, therefore, to consider with you how one great form of world enterprise whose range is coextensive with material civilization itself-that is, the Petroleum Industry-can make and is competent to make, a contribution to international health; for it is now an agreed commonplace that oil is arterial in the world&apos;s system and we need no telling that a healthy body needs healthy blood. "A 25m deep cut-off wall is required for environmental remediation of a Former Chlor-Alkali Plant. Extensive trials were conducted to verify the effectiveness of the mixes proposed, with the requirements of the cut-off wall to include limiting criteria for hydraulic permeability, vapour permeability and strength, over a 100 year design life. A limited number of field CSM trial panels were installed on a nearby site with similar stratigraphy, and a variety of mixes and mixing methodologies were used, together with the extraction of deep wet grabbed samples from the panels, which were tested for strength, hydraulic permeability and gas permeability. Test results obtained from these trials revealed a trend which allowed the construction methodology to be decided. Further to this, the mix design needed to be resolved, together with sensitivity analysis on the variations in the mix which might occur during construction, as a result of normal unavoidable variations in construction technique. Laboratory sampling would be used at lesser expense, to resolve the final mix design and analyse the sensitivity of the possible mix variations. An initial series of laboratory mixed samples were prepared using soil samples and groundwater obtained from the site, and testing carried out. However the test results in this initial series of laboratory tests could not match the results which had been achieved in the field trials. Closer scrutiny and investigation and rounds of sampling and testing, then revealed laboratory techniques for mixing and sampling which provided a logical way to match the actual field test results. CSM Construction is due to commence soon and will provide more extensive results which can be compared back to the laboratory trials. This project provides a valuable opportunity to resolve methods of laboratory sampling so that they compare well with results from in-situ deep mixing.INTRODUCTIONThe former chlor-alkali plant at Botany, NSW, which operated from 1945 until 2002, used mercury cell technology and brine solution to manufacture chlorine, caustic soda, hydrochloric acid, sodium hypochlorite and ferric chloride. Mercury contamination is present in the permeable alluvial soil profile beneath the site. The mercury is present in the form of elemental and inorganic mercury, together with dissolved methyl mercury in the groundwater and soil profile beneath the site and also down-gradient of the site, to depths of up to 25m. Residual clay and sandstone bedrock at approximately 25m depth are relatively impermeable and limit the contamination plume. A cap and contain approach has been recommended by consultants Golder Associates, and this involved a subsurface containment wall, or cutoff wall, to restrict groundwater ingress and egress, and lateral subsurface vapour migration. The cut-off wall is situated on the perimeter of the site, with a total length of 430m and passing through alluvial Botany Sands, with a nominal key into the underlying residual clay or sand stone at 20 to 25m depth. An HDPE liner insert was proposed for the upper 7m of wall above the water table, to further limit gas permeability."

Measurements have been mode of the effects of tempering and austenitizing heat treatments, the work-hardening characteristics, and the effects of test temperature and strain rate on the properties of a low-carbon Fe-18 pet Ni martensitic alloy. In many respects the alloy behaved quite similarly to cold-worked iron. One notable quality was the excellent ductility at temperatures as low as 20°K. Many of the qualities of the maraging steels could he related to the properties of the Fe-Ni matrix. THE 18 pet Ni maraging steels have demonstrated that unusual combinations of strength and toughness may be obtained by age hardening a low-carbon Fe-Ni martensite matrix.&apos; These properties must, to some extent, reflect the properties of this Fe-Ni matrix, and therefore an understanding of the properties of this matrix is a prerequisite to a complete understanding of the steels. There have been several recent studies of Fe-Ni-C martensites, but not much attention has been paid to alloys with very low carbon contents. At low carbon levels the crystal structure of these alloys is essentially bee.2 Electron transmission microscopic examination of a 20 pet Ni binary alloy showed martensite platelets separated by low angle boundaries.3 Plastic deformation of the low-carbon alloys has been shown to proceed by wavy glide.4 The hardness of these martensites is typically RC 28, and their yield strengths are 70 to 80 kg per sq mm.2, 5 Their ductility is excellent. Room-temperature tensile elongations of 18 pet and reductions of area of 70 pet have been observed in an Fe-18 pet Ni binary alloy.5 These observations have provided a qualitative understanding of the flow characteristics of these alloys. To date, however, no thorough study of their properties has been made. In particular, it is not known to what extent the deformation characteristics of low-carbon martensites are similar or dissimilar to those of pure iron or other bee metals. The present work was undertaken to provide more detailed information on the flow characteristics of a low-carbon Fe-18 pet Ni martensite. PROCEDURES, RESULTS, AND DISCUSSION Materials. A 40-lb heat of the Fe-18 pet Ni alloy used in this study was made by vacuum-induction melting. The charge materials were electrolytic iron and electrolytic nickel. A carbon boil was used to achieve deoxidation. After the boil the heat was refined by additions of 0.1 wt pet Ti and Al. Accounts of their activities are hazy and debatable. A broad brush account is all that I can hope to accomplish under these circumstances. It is fitting that a picture be painted and possible lessons learnt from the achievements of our pre- Decessors.

The review covers the different concepts of automation which are appropriate to non-ferrous smelting and the degree to which the smelter, and the furnace in particular, is amenable to total automation. Due to the problems peculiar to a smelter, it is unlikely that a fully closed loop system could ever be achieved and that the smelter will continue to depend upon extended manual control supported by computer based information sorting and optimisation.Generally, loop control is performed using Taylor&apos;s Mod III process control system. For distinct plant systems involving a combination of process loops, sequencing, and data acquisition, the company has developed its own microprocessor based systems. Process optimisation using computer based analysis of operating data is well established. Utilising this data, computer modelling provides manual set point supervision for the furnace process control system.The impact of automation on the workforce and on operating costs is also examined. Predictions on future developments in the field of automation, optimisation and sequencing are propounded and related to the non-ferrous industry at large.

The Cu-Co ore studied here belongs to the oxide type. The oxidation rates of copper and cobalt are69.30% and 78.78%, respectively. The content of Cu in ROM is 1.34% and that of Co is 0.096%. The ore contains 4.64% carbon.Based on the process mineralogy and previous metallurgy tests, the principalprocess flow-sheet of ?grinding fines 80% -0.074mm, sulphide flotation followed by oxide flotation, and flash flotation for oxides? has been determined.The handling of carbon is determined through tests. The depressant PNL-1 depressed carbon effectively, improved the recovery of sulphide minerals and reduced the reagents consumption.The operation of the flow-sheet was also changed to better at the same time. This paper describes a method for selection of most suitable project delivery systems for capital projects. It expands upon the method advanced by the Construction Industry Institute (CII) in 2003, and incorporates additional decision criteria and project delivery systems in a multi-tier decision computational platform. The paper integrates the analytical hierarchy process to alleviate the inherent subjectivity associated with the assignments of relative weights to selection criteria used in the CII method. It also expands the range of project delivery options to include Public Private Partnership (PPP) and Integrated Project Delivery (IDP). The range of selection criteria was expanded by 60, beyond the 20 criteria of the CII method. Relative effectiveness values are proposed for the added project delivery systems making use of recent project cases in Canada and the USA. The method was implemented in a spreadsheet application. Multiple scenarios were considered for one of the cases presented in the CII study and a sensitivity analysis performed based on the developments made in this paper. The differences in outputs between the CII method and the proposed method are discussed. This is the first decision framework that incorporates both the presently used PPP and the recently introduced IDP, along with the widely used project delivery systems. The developed method allows users to filter out the factors and alternatives that do not apply to the case at hand, based on key inputs at the upper tier. The method is flexible and can easily be expanded upon and customized by the user.

The portable infrared mineral analyser (PIMA) was trialled to determine the extent and intensity of any hydrothermal alteration halo associated with gold mineralisation in the Hyde-Macraes Shear Zone (HMSZ) of the Otago Schist. &nbsp; Twelve diamond drillholes through the HMSZ were analysed with the PIMA at a sample spacing of 1 m. The drillholes were selected on two traverses along the line of strike and down-dip of the mineralisation in and around Panel 2 of the Frasers underground development. &nbsp; The study showed that the Hangingwall shear of the HMSZ has a more distinctive infrared signature in intersections with high grades. The Hangingwall shear in these drill holes is defined by a shift in the wavelength of the Al-OH absorption feature from ~2220 nm to &lt;2210 nm. This shift is attributed to a change in the mineralogy from phengite to muscovite. Overprinting this trend in some of the drillholes is the presence of the 2210 nm Al-OH absorption feature, ascribed to kaolinite. Kaolinite also tends to be present in numerous other regions of the schist above the Hangingwall shear associated with steeply dipping faults and foliation parallel joints. In drill holes with low grades the Hangingwall shear does not exhibit any obvious infrared signature. &nbsp; At the scale of study, the PIMA does not provide evidence for an alteration halo associated with hydrothermal mineralisation above the Hangingwall shear. Possible tectonic movement may have displaced any alteration halo that once existed, away from the zone of mineralisation. For this reason, PIMA apparently cannot be used for predicting the location of the Hangingwall shear during exploration drilling. However, the study did show that the PIMA could define the Hangingwall shear when the rocks were sufficiently altered and mineralised.

The aging characteristics of a titanium alloy containing 13 pct V, I1 pct Cr, and 4 pct A1 have been investigated by hardness measurements, X-ray diffraction, and metallography. The P phase decomposes into 0 + a, and 0 + a, + TiCr, above about 1050°F; below this temperature a transition phase, believed to be w, precipitates first, followed by a, and TiCr,. The observed hardening is attributed to these reactions. Cold working of solution-treated specimens accelerates hardening and raises the hardness level attained. A TTT diagram is proposed. NEW titanium-base alloys, designated as "all-beta," have recently been developed. These alloys contain large amounts of P-stabilizing elements such as molybdenum, chromium, or vanadium. When cooled from the solution temperature, they consist only of P; in particular, the martensitic a,&apos; phase does not form.

I. A. Sirel—I would like to ask Mr. Sims what would the preferred hot metal analysis be as far as manganese and silicon are concerned if you used specially made iron for this process instead of basic iron. C. E. Sims (authors&apos; reply)—A preferred composition would contain somewhat less silicon than the basic pig iron used in these experiments. High silicon requires a large lime addition. Lime must be added in sufficient quantity to neutralize the silica formed and to leave an excess for dephosphorization. Manganese presents almost no problem in operation. It is almost completely oxidized and, in burning, develops considerable heat. The evidence indicates, however, that, in continuous commercial operation, there will be an excess of heat produced, and the bath will need to be cooled in some manner as by the addition of scrap or by utilizing the energy for the direct reduction of ore. There do not seem to be any serious limitations on composition of pig iron. One heat was made with an iron containing 2.27 pct silicon and the phosphorus finished at 0.007 pct. In another, the iron contained 0.45 pct phosphorus which was lowered to 0.019 pct. This indicates considerable leeway in composition. D. R. Loughrey—We are all very much interested in the recent discovery of very large deposits of iron ore both in Labrador and in Venezuela. I would like to ask Mr. Sims if the iron ore at either or both of these places is such that it would lend itself to the manufacture of iron suitable for use in the turbohearth. C. E. Sims-—According to my information, those ores are not essentially different from ores now used in this country for making basic pig. They should, therefore, be adaptable to this process. D. I. Brown—You have spoken about the leeway, or spread in analysis of the various irons you can use in the vessel. I would like to have you tell us, if you can, about the different kinds of steels which can be made in such a vessel. The turbohearth process, or it might more aptly be called pneumatic openhearth, is a little different from that used in most Bessemer shops and in the one in which I worked. "Gas adsorption in coal is an exothermic and physical process. Temperature might change during the dynamical process. In order to get the temperature variation of gas adsorption process, the experiment system which can test the temperature variation and analyze the thermal effect was established. Gas adsorption experiments under different conditions were done by using the test system. The results show that temperature increases during the adsorption process. It is an exothermic reaction process. Also, the temperature variation and the variation gradient increase with the increasing of equilibrium pressure. The temperature variation value is smaller if the experiment temperature is higher. The paper will provide basic experimental data for explaining gas adsorption mechanism better.INTRODUCTIONChina is the largest coal producer in the world while it also has the most serious coal mine disasters. According to the statistics, there are nearly a thousand coal mines in China including more than 110 the key state-owned mines risking to happen coal and gas outburst. Hundreds of coal and gas outburst occur each year which often causes serious casualties and economic losses (State Administration of Work Safety, 2007). With the continuing exploitation of the coal resources, the depth of the Chinese coal mines increases about 100 meters every year which causes the situation of gas accident becoming more and more serious (Xie et al., 2006).At present, the real mechanism of gas adsorption, desorption and the diffusion process in coal and the influence factor of it are not so clear. And because of the limit of prediction method and the technological level caused gas accident prevention theory and technology not so valid."

The objective of this contract as to prepare a detailed, readily usable handbook on dust control techniques for longwall mining operations. Information was gathered from available literature, and through contacts with industry and government personnel. The handbook describes those methods of dust control applicable to today&apos;s longwall mining systems, and contains sufficient design elements to assist operators with problems in testing or implementing new control procedures. Complete reference lists are presented at the end of each chapter to direct the reader to additional information.

Jusqu?à son acquisition par MM René Dufour et Alain Robin en 1994, les claims miniers et les droits de surface de la propriété étaient détenus depuis 1953 par la société Québec Columbium, une filiale de la socité américaine Kennecott Copper qui y a réalisé d?importants travaux miniers. En 1995 la compagnie NIOCAN inc. fut incorporée; ses actions furent inscrites à la bourse de Montréal en 1997, et à la bourse de Toronto en décembre 1999. Jusqu?à maintenant, NIOCAN a investi plus de 7 millions de dollars dans le développement de sa propriété minière de niobium située à quelques 40 kilomètres au nord-ouest de Montréal. Le haut rendement économique des deux gisements principaux que compte exploiter la compagnie, le S-60 et le HWM-2, a été établie par des études de faisabilité effectuées par le consortium Met-Chem/SNC-Lavalin. La mission que s?est donnée NIOCAN inc. consiste à mettre en production ses deux gisements et à devenir ainsi productrice de ferroniobium dans les plus brefs délais. One of the biggest problems in open pit mining is slope stability. The avoidance of slope stability problems depends on a comprehensive assessment of environmental and operational factors such as geology, climate, and mining activities. In the light of these considerations, slope geometries should be determined in accordance with engineering principles. In this research, the slope stability of rock slopes in a mine opened in a gneiss geological unit has been studied. Production activities were ceased in 2019 due to the slope movements in the eastern part of the quarry. In order to safely continue the production, field works were primarily carried out. To assess slope stability, detailed discontinuity surveys were carried out on bench faces. Subsequently, kinematic and numerical analyses were employed to identify geometries that are expected to maintain stability under the prevailing geological structures and environmental constraints. Engineering geological studies such as scanline measurements in steps and investigation of potential failure mechanisms by kinematic analysis technique were carried out. Small module reactor and Q-slope rock mass classification systems were used to evaluate slope stability. Based on these classification systems potential unstable rock slopes were identified and thematic maps were created using geographic information systems. The most suitable slope geometries are suggested for these slopes. In addition, the improvement methods suggested by the rock mass classification systems were proposed for these slopes.

L, SNOEK*-Stress-induced preferential diffusion in cubic body centered metals in the annealed state provides us with a powerful tool for determining the mobility of interstitially solved atoms as well as their location in the lattice and the exact nature of the distortion brought about in the lattice by their presence. Calculations given by D. Polder31 show that the distortion of the lattice, besides being proportional to the applied stress P, is also proportional to [VC, RT + xVCo] where T, V and Co are the temperature, molar volume of the solvent and molar concentration of the solute respectively and x is a constant describing the mutual interaction energy of the dissolved particles. This calculation obviously is no longer valid if x is negative and the abso¬lute value of xVCo surpasses that of RT. The lattice may then be expected to become tetragonal spontaneously. Such a spontaneous tetragonality seems to have been observed by W. Klemm and L, Grimm for the case of oxygen solved in vanadium.32 Measurements of the internal friction in cold worked iron containing carbon or nitrogen should provide us with information on the mobility as well as the preferential location of these particles in the iron lattice in the cold worked state. The work by T&apos;ing-Sui Kê is a valuable contribution to this problem, The data obtained by T&apos;ing Sui Kê and myself on cold worked samples of iron seem to indicate that carbon and nitrogen in these samples are found either in the normal (1/2 , 0, 0) interstices or in a new preferential position created by the cold working. The latter positions in my opinion can hardly by anything else but the edges of the dislocations. The observed larger distances of diffusion might be explained by assuming that the carbon atoms when freed from a certain dislocation by thermal agitation must diffuse over several atom distances before being caught in another dislocation. The theory however needs working out and no doubt will be much more complicated than the one valid for the annealed state. T&apos;ING-SUI KÊ (author&apos;s reply)-It is highly encouraging to read the written discussion given by Dr, Snoek who initiated the theory of stress-induced preferential diffusion in cubic body centered metals in the annealed state, Since the presentation of this paper, the author has done more experimental work on this subject which seems to be able to settle several of the points raised by Dr. Snoek. It has been found that such stress-induced preferential diffusion occurs also in the solid solutions of carbon,33 oxygen,34 and nitrogen35 in tantalum which has a body centered cubic structure.
