"INTRODUCTION Bauxite, in Appalachian Alabama, occurs in the Rock Run and Goshen Valley districts in Cherokee County; in Nences Creek Valley near Jacksonville; near Anniston in Calhoun County; north of Fort Payne in DeKalb County; near Ashville in St. Clair County; and near Talladega in Talladega County.In February 1942, Preston E. Cloud, Jr., assistant geologist, Federal Geological Survey, began a study of these bauxite deposits and the geology relating thereto.The Bureau of Mines established field headquarters at Piedmont, Calhoun County, in July 1942. Mineral agreements covering a total of 11,097 acres were executed with 15 landowners in the Rock Run district; 38 in the Goshen Valley district, covering 7,575.5 acres; and 3 in the Nances Creek Valley district, covering 988.5 acres. Drilling was done on the properties of 9 land¬owners in the Rock Run district, and on the property of 1 landowner each in the Goshen Valley and the Nances Creek districts. Drilling began October 26, 1942, and ceased on May 17, 1943.Power drilling was supplemented by a labor crew that drilled hand-auger holes in shallow deposits and sampled .old shafts, mines, and mine dumps.In all, 222 holes for a total of 13,250 feet were drilled. Of these holes, 88 penetrated bauxite but too low in grade to constitute ore."

Ground control analysis and groundwater inflow assessments for underground coal mines require in-depth field investigations including, but not limited to, geological and geotechnical core logging, downhole geophysical logging, laboratory rock strength testing, and packer (Lugeon) testing. Field and laboratory data collection are time consuming and expensive, and an initial understanding of the expected trends among various geotechnical and hydrogeological parameters can assist with the planning and optimization of geotechnical characterization studies and grouting plans. In this study, a comprehensive database is analyzed, comprised of important rock mass characteristics (hydraulic conductivity, rock quality designation (RQD), and lithology) for coal-bearing rocks in the Central Appalachian Basin. Statistical analysis of the data is completed to establish an enhanced understanding of geotechnical and hydrogeological conditions expected to be encountered as underground coal mining passes near and beneath streams and rivers. The results of the study provide valuable reference material for the coal mining industry for completion of shaft installations, mine stream crossings, environmental assessments, and grouting and mine dewatering designs.

The Rock Quality Designation (RQD) is a standard scalar measure of rock quality used in common rock mass classification systems (e.g. RMR, Q system). RQD is measured along diamond drill holes. RQD interpolation between holes is nontrivial. Despite the inherent limitations of drill hole data and the local complexities of structural geology, it is often the only information available for mining and major civil engineering projects. Therefore, maximizing the usefulness of this data is warranted. We derive a correction for directional effects that help reduce the bias and improve the accuracy of the estimations. The correction is derived with the aid of numerous simulations. It relies on simple information, the angle between the joint normals and the borehole axis (JO). A reference direction is identified as the borehole direction with smallest JO. A multiple linear regression model based on JO statistics in the various boreholes defines the correction model. The corrected RQD values are then interpolated. It is shown the method enables reducing the bias on RQD estimation by 50% and improves the accuracy of the estimates by 30%. The corrected RQD values show stronger spatial continuity than the raw values. The benefits of estimating the RQD indirectly by using joint frequency measures are also assessed.

Analysis of the structure of the benthic macroinvertebrate community, consisting of the number of taxa and the relative distribution of total numbers, is a routine method of assessing the ecological quality of streams. Various multivariate statistical techniques, which assess the structural variability of the benthic macroinvertebrate community and the relationship of that variability with natural and anthropogenic environmental variables, have utility in separation of the various physical and chemical factors associated with impact. Multivariate methodology, while computationally complex is statistically rigorous and better integrates physical, chemical, and biological data for more synthetic interpretation. Using the multivariate analysis technique, canonical correspondence analysis, we have analyzed a number of sites in the upper Boulder River Basin, Montana to determine which are the important environmental variables associated with variation in community structure. The results of this analysis an integrated with more traditional analysis of community structure and incorporated in a risk analysis for the mediation of abandoned mines and mill sites within the watershed.

An investigation of a hydrometallurgical method for the recovery of tellurium dioxide from cadmium telluride (CdTe) thin-film manufacturing scrap was conducted. Sulfuric acid/ hydrogen peroxide lixiviation was employed to selectively leach cadmium and oxidize tellurium to tellurium dioxide (TeO2). Experimental variables included solution pH, pulp density, oxidant (H2O2) concentration, temperature, agitation rate and residence time. After one hour of lixiviation, no noticeable increase in grade or recovery occurred; thus, all experiments were performed for one hour. Leaching results showed it was possible to recover at least 74% of the tellurium, while producing a 98% pure TeO2 product. Additionally, an apparent activation energy value of 12.1 kJ/mole (2.9 kcal/mole) was determined. This value, along with results from agitation rate experiments, indicated the reaction was primarily controlled by diffusion through the product layer. During lixiviation, partial dissolution of tellurium proved inevitable. Thus, a second step: ammoniacal precipitation was introduced to recover the aqueous tellurium as a precipitate. A statistical experimental design (DOE) was used to identify the significant effects from the residual effects. Experimental variables included precipitation pH, temperature, initial tellurium tenor and agitation rate. Precipitation results showed that it was possible to produce a low-grade (46% Te) precipitate, while recovering 98% of the aqueous tellurium species. The precipitation pH and temperature (°C) were determined as the significant effects for both the grade and recovery of tellurium. Agitation rate and initial tellurium tenor were determined as the residual effects and did not influence the grade or recovery of tellurium. The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. The proceedings volume, including a CD of the papers, is available from SME for $149 member, $139 student member and $189 nonmember. Discussion of the paper of DAVID COLE, presented at the New York meeting, February, 1915, and printed in Bulletin No. 9S, February, 191.5, pp. 431 to 444. R. H. RICHARDS, Boston, Mass.-The Butchart riffle seems to violate, according to our preconceived notions, some of the very essential principles of the Wilfley riffle, and therefore ought not to succeed, but it does. On this account it must conform to other very important principles, or it would not succeed. It would beinteresting to know what these principles are which enable it to succeed. E. P. MATHEWSON, Butte, Mont.-I cannot, explain the principles on which this riffle acts, because I have not given it personal attention. All I can say is that I first saw the riffle in operation several years ago at the Steptoe Valley mill in Nevada, and I was told that a man had been around there guaranteeing that these riffles would make the table do twice as much work and do it better than with the ordinary Wilfley riffles. I heard nothing further about it for a long time. I heard about a year ago, from David Cole, the author of this paper, that the riffles were a success, and that he was using them at Morenci, and if, we were interested he would send the inventor to show us how they worked. As we knew of David Cole's reputation, we invited Mr. Butchart to come up and show us how his riffles worked. We did not have sufficient confidence in the invention to guarantee Mr. Butchart his traveling expenses, but lie came up entirely at his own expense and put in a set of the riffles on one table. Evidence that the United States is gradually converting to the metric system of measurement can be perceived today even by housewives in a supermarket. The question is no longer whether but when the country will have completed the conversion. To the extent that any bickering about metrication still exists, the debate now centers on such issues as finding agreement on details of implementation, and whether federal legislation should speed up the metric-conversion process or allow it to proceed along its present evolutionary and voluntary course. Apparently, the voluntary or "make-haste-slowly" approach is gaining widespread support. According to The Research Institute of America, Inc., if and when federal legislation is enacted it will likely include the following national ground rules: (1) A National Metric Conversion Board will develop and submit to the President and Congress a comprehensive plan to achieve a coordinated, minimum-cost changeover. (2) The change- over will be completed 8 to 10 years after the board's plan goes into effect, and by that time the US will be predominantly, though not exclusively, metric. (3) Costs will "lie where they fall"; subsidies, special tax concessions, and antitrust exemptions will not be authorized by the legislation. (4) The changeover will be voluntary because of the recognition that while some firms can "go metric" in a matter of weeks, others may require 15 years or more, and a few might never convert. (5) In determining whether or not to convert, on an individual company basis, adherence will be to the "rule of reason-that is, ". . . do not convert unless the engineering, economic, or other benefits outweigh any metric-related disadvantages. No one is talking about rip- ping up our railroad tracks or rewiring our homes just to conform to the practice of metric nations in Europe." (6) Government is to be part of the solution, not part of the problem; in effect, says The Research Institute of America, the leverage of federal procurement will not be exerted to force-feed the metric changeover but will be coordinated with the sector-by-sector conversion of the economy.*

The present work aims to describe the changes made in the operational procedure of the reheating shell furnace, of the hot-rolling of seamless tubes line at Barreiro Plant of VSB, during non-production periods, focusing on reducing natural gas consumption. According to the previous procedure, the furnace was kept at 750°C on these periods, using the main burners. With the new procedure, the furnace is naturally cooled, maintaining only the auxiliary burners with a pilot light turned on, without worrying about the conservation of temperature. Subsequently, the furnace is heated with a rate of 150 ºC/h until it reaches the setpoint temperature of production. This procedure change was successful and didn’t cause operational and security problems. The minimum stoppage time needed for the natural cooling to be economically favorable is 6 hours and 30 minutes. The new procedure reduced the natural gas consumption in 4.500 Nm³, considering 24 hours of stoppage, achieving an estimated annual economy on the thermal energy costs of R$440.000,00 in 2019.

MANY of the factors influencing the creep behavior of ferrous alloys have been investigated and reported upon in the literature, including such variables as grain size, steelmaking practice, nature and stability of the microstructure, and the effect of alloying elements in steels. However, with respect to the latter, the microstructures involved are usually heterogeneous and as a result the effect of the addition is related to its effects on the various phases present in the microstructure. In the instances where this structure consists of ferrite and carbide, the behavior of the alloy addition will be related to its action in strengthening ferrite and in opposing temperature softening of ferrite as well as coalescence of carbide. The present paper is the third in a series comprising a comprehensive review of investigations on the properties of iron binary alloys. 1.2 Its purpose is to describe the results of isolating one microstructural phase, namely ferrite, and studying its creep characteristics in both the unalloyed and alloyed conditions. This should aid in establishing to a large degree the importance of ferrite in the creep behavior of steels consisting of the previously mentioned ferrite-carbide aggregate. REVIEW OF PREVIOUS WORK In view of the fact that the present investigation deals only with the effects of silicon, manganese, chromium, molybdenum, nickel, and cobalt, and to a certain extent with the effects of carbon, the review of previous literature will be confined to these elements. Practically no references were encountered dealing with the influence of these elements on the creep characteristics of the isolated phase. However, various contributions have dealt with the creep behavior of low-carbon steels alloyed with the elements under consideration. A particularly concise review in this respect is given by Bullens (Battelle)3 and much of this material has been drawn upon. The definite improvement in creep resistance and high-temperature strength conferred by molybdenum is well known. Published suggestions by the A.S.M.E.4 permit of an increase of some 2000 to 5000 lb. per sq. in. in permissible design loads over a temperature range from 650° to 1000°F. as a consequence of additions of 0.40 to o.60 per cent of this element in carbon steels of the order of o.25 to o.35 per cent carbon content. Babcock and Wilcox Tube Co.5 has published data showing the pronounced increase in stress necessary to cause one per cent creep per 10,000 hr. when additions of 0.5 or 1 per cent molybdenum are made to a plain carbon steel. These data apply to temperatures over a range from 800° to 1000°F.

The U. S. Department of Interior, Bureau of Mines (Bureau) has developed a prototype version of a computer application that combines hydrologic analysis with object-oriented graphics. This software is unique in that it presents analytic element analysis within an object-oriented CAD environment. Its user interface employs mouse handling, scrolling windows, dialog boxes, palettes, and pulldown menus. It can import scanned images of maps and overlay these images within the same window. This application was developed using object-oriented programming techniques. Several programming issues concerning graphics had to be resolved during development of this system. These include (1) how to represent hydrologic elements as graphical objects, (2) how to translate screen coordinates to map coordinates, (3) how to implement ?zooming? (changing the magnification level of a window), (4) how to overlay layers of images, and (5) how to import scanned images of maps. An object library was used to implement graphical user interface features such as scrolling windows and pull-down menus. Algorithms for CAD features such as map coordinate translation, zooming, and the layering of images were developed by Bureau researchers. The application has a modular source code structure and can be modified for use in other research applications.

A mineral and chemical characterisation study was conducted on ilmenite-rich heavy mineral concentrates sourced from the western sector of the Eucla Basin in southern Australia. Test work involved using X-ray diffraction (XRD), scanning electron microscope (SEM) and electron microprobe-based characterisation methods. Results showed considerable variability in the degree of ilmenite alteration between deposits with TiO2 contents varying from 53 - 63 wt per cent TiO2. Notwithstanding variability between individual deposits, the samples all had [Ti]/[Ti+Fe] ratios >0.5 consistent with a mineral assemblage of hydrated ilmenite or the hydrated, Ti-rich alteration phase pseudorutile (Fe3+2-x Ti3O9-3x (OH)3x). Accessory phases consisted of rutile (primary and secondary), zircon, aluminosilicates, quartz, Fe oxyhydroxides and spinels. Results for the most altered material are broadly comparable with data for ilmenite concentrates from the eastern margin of the basin. The mineralogy of the western Eucla Basin concentrates and the minor element composition of the ilmenite grains suggest they could be upgraded to synthetic rutile by a modified Becher process.

John D. Price (Colorado Fuel and Iron Corp., Pueblo, Colo)—The paper on the coal fields of the Oaxaca district as prepared by engineers Toron and Cortes-Obregon of the staff of the Bank of Mexico bears witness to the thorough and careful way in which the men associated with this organization perform their work. There is little to be added to their paper in way of discussion other than to confirm and amplify some of their statements. Since the only extensive and well-developed field of coking coal lies in the northeastern section of the country adjacent to Sabinas in the state of Coahuila, it follows that blast furnace plants would be located in that same region. Two such plants are now operating at Monterrey and Monclova, using coke produced at the Sabinas district mines. But the nearer of these two plants is 600 miles from Mexico City and even farther from the center of population. Transportation of products from these mills to the market area is therefore expensive, both because of the distance and the difficulty of the terrain over which it must be carried. The development of an integrated steel industry closer to the center of population has therefore long been a goal toward which the Mexican technicians have been striving. While the presence of coal of some grade has been reported in many of the states, and many ideas have been advanced regarding its possible uses in iron and steel production, deposits of anthracite in Sonora and the various coals of the Oaxaca district as reported on in this paper are the only ones that have been explored in a serious manner. The coking coal from the Mix-tepec zone appears to offer promise of producing a coke which could be used in a standard blast furnace. Several problems are indicated, however: 1—The ash in the coal is high as mined, but indications are that it can be washed to an ash content of 15 pct with a recovery of 70 pct of washed coal. 2—Such washing would increase the volatile content from 17.4 pct to about 20 pct, and in a byproduct oven this should give a coke yield of close to 80 pct with an ash content of coke under 20 pct. 3—A free swelling index of 5 appears low for a good coking coal, and below that of the coals from the Sabinas district, which show between 6 and 9. But washing of the coal should result in an improvement in this regard; in the United States coals from Utah with an index even lower than 5 have made a usable coke. 4—A coal with volatile as low as 17.4 in raw coal and 20 in washed coal would come close to being classed as a low-volatile rather than medium-volatile coal, and low-volatile coals are notorious for their high expansion properties. Several plants in the United States are making coke from straight medium-volatile coal of 26 to 28 volatile content, and one at Rosita,, Mexico, from coal of 25 volatile. But no plants to my knowledge are using coal as low as 20 volatile. Since the Rosita coal appears to be a borderline coal from the angle of its expansion properties the coking of one of the straight lower volatile must be approached with caution. 5—There are few coals possessing any degree of coking properties which cannot be used in coke production by careful attention to its preparation and blending. The fact that coals of other types are available in this same region make improvement through blending very possible. 6—There are other workable methods of reducing iron ore other than the conventional coke-blast-furnace method. These will not be discussed here but it is known that their use has been considered. The technicians of not only Mexico but also of the other Latin American countries are keenly aware of their natural resources and their national needs. This paper emphasizes the fact that the Mexican technicians are working on their problem and attempting to speed the day of self-sufficiency for their country. Salvatore Cortes-Obregon (author's reply)—I wish to thank Mr. Price for his kind remarks. The Mixtepec coal as shown in Table II has 30 pct ash and a free swelling index of 5, but when the same coal is washed to 15 pct ash it has a free swelling index of 8 to 9 and the volatiles increased from 17.4 to 20.7 pct. A satisfactory coke has been produced from blends made in the Mexican laboratory using at least 40 pct of the Mixtepec coking coals with the other Oaxaca non-coking coals. Koppers in Germany report good coke obtained from the Oaxaca coal with a blend of 80 pct Mixtepec coal. Consideration is being given the possibility of using methods other than the conventional blast furnace for the reduction of iron ore near the Oaxaca area; electric furnaces appear promising. The non-coking coals could be used to produce cheap electric energy and the coking coals to make metallurgical coke.

This paper presented herein, describe the special design of an open type coal dust explosion apparatus and the laboratory works for investigating the effectiveness of the parameters on coal dust explosion and the prevention of the propagation of the coal dust explosion flame. Coal sample which were taken from the San-Ying collieries, were passed through the process of crushing ,grinding and screening to get the required particle size, ranged from 40 mesh to 200 mesh under size for testing purpose, the rock dust spreaded on the surface of coal dust and water mixed with coal dusts were employed for preventing the coal dust explosion and the propagation of the explosion flame.

Introduction A well-designed mining plan is one that minimizes cost and mining induced problems and maximizes recovery of the coal reserve. To minimize the negative effects on surface structures caused by ground subsidence due to underground mining activities, two kinds of practices are commonly employed by mine operators. One is the support technique, which leaves an area of coal unmined or partially mined beneath the structure to be supported. The other is the protection technique, which protects the structure when it is subsiding with the ground by taking advantage of the ground subsidence process (Luo et al., 1992). In designing the supporting technique, the only currently available method in the US is the one stated in the Pennsylvania Underground Coal Mining Rules (1985). However, the size of the support area designed by this method will be excessively large and result in a wasteful use of coal reserves when the overburden depth is more than 350 ft. A more scientific method is proposed in this paper for designing the support area. This method is based on a large amount of subsidence data collected throughout a number of major US coal fields and the authors' experience with monitoring and protecting surface structures that have been undermined by longwall panels. It considers the critical deformation indices that a structure can tolerate, and depth and height of underground extraction. A support area designed by this new method will not only assure the safety of the structure to be supported but will also maximize the extraction of the coal reserve. Design of support area using the Pennsylvania rules The Pennsylvania Underground Coal Mining Rules (1985) state that no underground mining activity should be permitted beneath structures where the overburden depth is less than 100 ft. An exception to these rules is provided for mine related openings that provide access to the surface for such as entries, shafts, boreholes and site-specific variances for entry development. If the overburden depth is greater than 100 ft, the mine operators should utilize either of the following: •Extraction techniques that provide for planned subsidence in a predictable and controlled manner, or •Support techniques designed to prevent subsidence damages to features identified as: •Public buildings and non-commercial structures [ ] customarily used by the public, including churches, schools and hospitals • Dwellings, cemeteries, municipal public service operations and municipal utilities in place on April 27,1966 •Impoundments and other water bodies with a storage capacity of 20 acre-ft or more • Aquifers, perennial streams and water bodies that serve as a significant source for a public water supply system, and •Coal refuse disposal areas. The support techniques require that a support area be left beneath the surface structure or feature to be protected (Fig.1). The support area should consist of coal pillars, with their size and pattern being such that their bearing strength is maximized. The total coal extraction within the support area should be limited to a maximum of 50%. The support area should be rectangular in shape and determined by projecting a line at a 15° angle from the surface to the coal seam with an offset distance of 15 ft from all sides of the structure. This Information Circular describes the development of block-caving methods and practices by the Miami Copper Co. at the Miami mine in Gila County, Arizona. It is one of a series published by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. This report gives a history of the district and outlines early prospecting and exploration including methods of sampling and estimation of ore tonnage and value at the Miami mine. Early mining methods are described, particularly those that influenced developments in the caving method. Mine exploration, development, and operating methods for block caving are described with particular attention to those factors, physical, economic, engineering, and managerial that have improved efficiency in the mining operations over a long productive period. Extraction, ventilation, wage system, safety, water supply, power plant, and shop facilities are discussed. The last section gives a brief summary of such costs as are available for publication.

"INTRODUCTION This is the fourth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36 3/. The second resort gave the same data for motor gasolines sold during the summer of 1936 4/. The third report of the series gave the same data for motor gasolines sold during the winter of 1936-37 5/.This report covers 63 brands of gasoline represented by 1,136 samples excluding the Pacific Coast. Those from the Pacific Coast were averaged by the Pacific Coast technical group before being submitted and are published exactly as they were submitted. In some areas reports were received from five or six companies on the same brands of gasoline, whereas in other areas only one company reported on a brand. Thus, it can be seen that some of the data are more representative than others."

AS reported in a recent paper,' we attempted to measure the response to stress of as-quenched Fe-Ni-C martensites (Ms of -35°C) in both the micro-and macrostrain regions. To avoid effects associated with the diffusion of carbon, tensile specimens were quenched from room temperature at 78°K and tested after 15 min in situ. It was assumed that the transformation had terminated and that the retained austenite was essentially stable. In the tensile tests microplastic strains of the order of 10"* were measured at stresses below 20 ksi. It was concluded that the observed strains were due to the motion of dislocations in the martensite, the dislocations having been introduced during transformation. It was argued that transformation or plastic deformation of the retained austenite did not contribute to the non-elastic deformation measured in the microstrain region. In contradiction to the above argument, Magee and paxton2 have more recently shown that the strain due to isothermal transformation of retained austenite to martensite can contribute to plastic deformation at low stresses even at 78°K. Moreover we were unaware (nost)-a culpa) of a paper by Machlin and cohen3 in which it was clearly shown by resistance measurements that isothermal transformation at 78°K leads to the formation of an additional 1 pct or so of martensite after the initial athermal transformation, even in the absence of external stress. We have verified Machlin and Cohen's results in the following manner. A capacitance microstrain gage was placed on a tensile specimen before immersion in liquid nitrogen. After 15 min at 78°K detectable burst phenomena had ceased and it was then possible to obtain a continuous record of the additional extensional strain due to spontaneous isotherma1 transformation. The results for the Fe-Ni-C series studied are shown in Fig. 1, and are similar to those of Machlin and Cohen who investigated a low-

Introduction The US mineral industry in 1983 participated in the recovery from the recent recession. Compared with 1982, the value of raw nonfuel mineral output rose 8% to $21.2 billion. The $218 billion worth of goods processed from this crude mineral output represented a 9% increase over 1982. Even in real terms, these figures reflect growth. Demand for nonfuel mineral materials, of course, depends on the overall state of the economy, which steadily improved each quarter in 1983. Of particular importance to the mineral industry were surges in key mineral-consuming sectors such as construction and automobile manufacturing. New housing starts rose one-third, to 1.7 million units, while automakers turned out about 35% more cars (6.8 million) and 25% more trucks (2.4 million) than in 1982. These are significant increases, even considering recent trends toward smaller, lighter vehicles, and multiple-unit housing. A comeback for the mineral industry, however, is bound to proceed unevenly, particularly at the beginning. Traditionally, the industry lags behind the rest of the economy during a recovery, and some mineral products respond to overall economic improvement more quickly than others. This pattern has been repeated many times and the industry is used to it. Mineral executives know it is best to be patient and cautious during the first stages of an economic upturn. Many experts say that it may take extraordinary toughness, patience, and caution this time around. Steel Improves Raw steel production - a major indicator of both material use and mineral production - rose 14% to 77 Mt (85 million st), stimulating a 7% rise in domestic iron ore production to 39 Mt (38 million It). Still, the iron ore industry operated at less than half capacity, with most major mines remaining closed for part of the year. Iron ore imports dropped 24% to 10 Mt (11 million st), so demand was partly met by withdrawals from stocks. Despite the increase in steel production for 1983, output remained far below levels of just a few years ago. For example, 1983 production was still 29% less than in 1981. Raw steelmaking capacity actually declined about 10% during the year to 122 Mt (135 million st). The industry continued to cite steel imports, especially those from developing nations, as a major cause of domestic capacity loss. As long as steel production remains weak, steelmaking metals suffer. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about one-third capacity in 1983, with six of the 19 companies involved being closed all year. The US mined no manganese or chromium, and very little nickel, although the country's only nickel mine did resume production in November. Molybdenum production, at 13.6 t (15 st), was only about one-third as much as in 1982. The major molybdenum mines, Climax and Henderson in Colorado, remained closed all year. To meet demand, molybdenum stocks were halved to 19 t (21 st). Mine shipments of tungsten, another mineral tied to steel production, dropped 30% to 1.1 kt (1,200 st) of contained metal. One of the most positive responses to the general economic recovery came from the aluminum smelting industry. By the end of the year, it was operating at about 79% capacity, compared to 59% in January. Nevertheless, the 3.3 Mt (3.64 million st) of primary aluminum produced represented only a slight increase over 1982. Total bauxite imports were about 27% below 1982 levels. One of the principal factors that have contributed to the hesitancy of design engineers to use metal-powder parts is the difficulty experienced in the determination of the mechanical properties of compacted components. Because standard test methods cannot usually be applied in the inspection of such parts, and because adequate special test methods have not been developed, it has been considered desirable to investigate the methods that are applicable. These may then be included in specifications for metal-powder materials and components in order that the design engineer may be assured that the subject parts possess the desired mechanical properties for satisfactory performance. It is known that direct relationships exist between usually nonmeasurable properties as tensile strength and elongation and shear strength and the angle through which compacts may be plastically deformed before fracturing. These correlations are valuable in the inspection of specific parts, but it is necessary to set up standards before they may be satisfactorily employed. Apart from the use of correlations, the number and character of the inspection methods that are applicable to almost all powder parts is limited to three—chemical analysis, density, and hardness. The last of these may or may not be a pertinent characteristic, since the indentation hardness of many powdeied-metal materials is so low as to have little significance. It is, however, occasionally desirable to use hardness measurements as an indication of the uniformity of the structure of pieces of a given type. Chemical analysis reveals very little about the physical properties of metal-powder compacts, since the unpressed powder is usually of a composition almost identical with that of the finished pieces. Density determinations are simple to perform and have the advantage of being nondestructive in character. If the dimensions of a machine part are known (and usually they are), the average density may be determined by weighing a given number of pieces and dividing by the calculated volume of the parts. More accurate measurements may be made by the water-displacement method. It is recognized that mechanical properties of metal-powder materials are related to their density, but usually these relations are determined for only one type of powder, processed under a given set of conditions. Comparisons of the pioperties of compacts formed from different types of powders are made on the basis of compacting pressures instead of density, and for this reason the results obtained by using powders of different types appear widely variant.
