Early in my term of office it was announced that my Presidential Address would make particular reference to the subject of Mine Taxation in Canada. With this purpose in view there was drafted a Balance Sheet and Earnings' Statement of a Gold Mining Company. This in turn was submitted to the Dominion Income Tax Authorities in Ottawa and to the Minister of. Mines of each of the several Provinces of Canada. The response to the invitation was not as complete as we had hoped it would be, but the figures that were obtained will be presented during the present meeting, and they constitute, I hope, a sufficient basis for extended study and additional enquiry during the year to come ( 1) . In the form letter that accompanied our request to have the submitted earnings assessed, I made the following assertion: "In this work we have three objects in mind. 1.--We will get direct comparison between the different Provinces in Canada. 2.-We will in this way educate our members concerning taxation as it affects the mining industry. 3.-We will publish the details as to how the assessment is calculated by each body, so that a Mine Manager in the most remote district will have a ready reference to guide him in his annual return to the taxing bodies. As things stand, there is no intention of making this a basis for a critical attack on the present rates assessed. It is intended as an authoritative summary of actual conditions as they presently exist".

"TREVIICOS CorporationINTRODUCTIONThe Walter F. George lock and dam was constructed on the Chattahoochee River between 1955 and 1963 with the double function of improving navigation and generating power. Its 82 ft. by 450 ft. (25m x 137m) lock can accommodate large barge traffic and its four generating units with a plant capacity of 150 MW have an average energy output of 453,000 MWH. The dam consists of a 1,496 ft. (456m) long concrete structure housing the spillway, a non overflow portion, the power units and two earthen wing dams extending to the Georgia and Alabama sides, respectively 5,810 feet and 6,130 feet long (1770m and 1868m). As soon as the reservoir was impounded it became apparent that excessive seepage was occurring. From 1962 to 1985 a series of remedial works was performed using several techniques, but the problems continued under the dam, jeopardizing its generating potential and possibly undermining its stability.Finally, the decision was made to construct a deep cutoff primarily under the concrete portion of the dam to remedy the problem. PROCUREMENTOn July 5th, 2001 best and final offers were solicited by the Corps of Engineers (COE) for the construction of a deep cut-off to be built in front of the concrete portion of the dam from the bottom of the lake and tied into it. The cut-off had to cross an existing lock structure and an underwater retaining wall, as well as the remnants of a steel coffer cell left in place from the initial construction.The specifications required that the wall be built with a minimum thickness of 24” (600mm) and that it extended from the bottom of the lake to elevation -5 (1.52m) into the Providence formation, an impervious layer.While the land portions of the wall were on average 208 feet (63.4m) deep, the marine portion started from up to 90 feet (27m) of water and continued through different rock formations for another 100 feet (30m).Contractors were invited to propose their own method of constructing the cut-off and offers would be evaluated using several criteria, including technical, economical, organizational and experience.Three proposals were received and on August 14, 2001 an award was made to the Joint Venture (JV) of Treviicos and Rodio."

"Through the application of the Rietveld method, X-ray diffraction analysis has developed into a fully quantitative method for phase analysis. The Rietveld method itself has progressed from an unstable method that required constant operator intervention to a stable and robust method suited even for routine analysis. The method however, requires a good initial calibration and periodic checks on its precision and accuracy.Several examples from minerals processing, pyrometallurgy, and materials science show the strengths and applicability of the method. The limitations and sources of error are also discussed.1. IntroductionDiffraction of X-rays by matter has been used for more than 80 years, initially to elucidate the structure of crystalline matter, and to investigate the bonding between atoms. The first development of powder diffraction cameras and the later development of X-ray diffractometers saw the development of methods to identify phases and to try to quantify them in mixtures. A comprehensive database and search-match techniques have been developed over the ensuing years. Effective and accurate quantification had to wait for the so-called Rietveld' analysis where the total diffraction pattern is used and where the crystal structure data for the constituent phases are needed as input. Overlapping of diffraction peaks of different phases is handled without difficulty and reliable results can be obtained in spite of this occurrence.The development of methods for structure analysis from powder data has also progressed rapidly and more and more complex structures are being solved from first principles, i.e. without knowledge of unit cell or space group data. Because of the ease of use of the Rietveld method, it is finding increased application in metallurgy, especially in the quantification of phases of importance in minerals processing, in pyrometallurgical processes, and in materials characterization. This study will examine the principles of the Rietveld method, its application in metallurgy, and finally also the common pitfalls that need to be avoided.2. Rietve1d AnalysisAs the Rietveld method compares the experimental diffraction pattern with one calculated from known crystal structure data, the following data are needed:•,An XRD Pattern with as Iowa background as possible. This should have good resolution and high diffraction peak intensities. With modem X-ray detectors, this can be achieved in minutes rather than hours.•,Instrumental parameters such as goniometer radii and slit sizes are needed. These are the so-called ""Fundamental parameters"". They are used to calculate the shapes of the resultant diffraction peak profiles that are caused by the instrument. The parameters are used to correctly separate the instrumental effects on the diffraction pattern from the sample effects."

[One of the major problems in the purchase and sale of coal shipped in lake or ocean going vessels has always been the difficulty in obtaining a true analysis of the shipped coal?s quality because of faulty sampling by manual methods. As long as coal was sampled according to standards set up by ASTM methods designated D 492-48 there generally were no quarrels with the results obtained. However, due to varied weather conditions and because of the large number of cars sampled, there is no assurance that prescribed manual methods of sampling will always be followed. Because of this problem, the organization previously called American Coal Sales Association, now part of the National Coal Association, set up a committee compose of representatives from coal producers, coal shippers and coal consumers to study this sampling problem and to devise, if possible, a means of sampling on the high lift dumpers which could be automated so that a; true sample of the coal as loaded in the railroad car could be obtained.]

PERHAPS of all the scientific economic questions which have been claiming the attention of capitalists, metallurgists, manu-facturers, directors of public utilities, and the general public of America, during the last few years, none have been of more importance than the one relating to the wear and safety of steel rails. The discovery of the Bessemer process made possible modern railway development. In that growth, as has generally happened in all progressive movements, ill its department have not remained equally balanced. Iron rails permitted the construction of roadways for the passage of power-driven vehicles. In time the speed and weight of such carriages proved too much for the wearing-qualities of the rails, and the limit of railway capacity seemed to have been reached. Bessemer made his invention, which was soon perfected and developed, especially as related to steel rails, and thereby increased the limit of capacity, acid vastly greater railway progress was, made possible. The Siemens-Martin open-hearth process followed, and was later supplemented by the Thomas-Gilchrist basic improvement. For a time the Bessemer steel rails of commerce Were, more than equal to all that was asked of them, but this did not long continue, as evidenced by the records in our Transactions. Revolutionary changes occurred in the industrial world, and in no part of it more than in steel-rail manufacture. Great and powerful commercial combinations were made, whose financial resources made possible the supplanting of the then most efficient blast-furnaces, steel-works, mid mills, by others of theretofore unimagined capacity. Old traditions and practices of steel-making were wiped away, and, in too many cases, output was apparently the chief aim, with the result that much dissatisfaction with the wear and safety of rails was felt by railway officials, and the general public was concerned as to its safety when traveling. Chromium containing slags from stainless steelmaking may eventually be leached by acidic environments, therefore they should be treated before being stockpiled or land filled. In this work, synthetic slags were prepared and the effect of CaO/SiO2, Cr2O3, MgO and Al2O3 contents on the stability of the mineralogical species formed was analyzed. The morphology and composition of the slags were analyzed by XRD and SEM-EDS, whilst their chemical stability was evaluated by leaching with an aqueous acetic acid solution. It was found that CaCr2O4 and CaCrO4 are present in slags prepared with neither MgO nor Al2O3. The Al2O3-based slags mainly produced Ca2Al2SiO7 and the Cr(VI)-containing oxide complex Ca4Al6CrO16, whilst MgO-based slags produced MgCr2O4 as main mineralogical species. Additionally, Eh-pH diagrams for the Ca-Cr-H2O and Mg-Cr-H2O systems at 25 °C were constructed. The lowest Cr concentration levels in the leaching liquors corresponded to MgO-based slags owing to the stable binding of Cr in spinel with MgO. It was also observed in the Al2O3-based slags that increasing the slag basicity from 1 to 2 the leachability of the slags are notably increased.

A utilização de revestimentos com aços inoxidáveis superausteníticos em substituição às ligas a base de níquel na indústria de óleo e gás pode ser uma alternativa interessante, uma vez que é possível a manutenção de bom desempenho e corrosão com um menor custo. O presente trabalha avalia as propriedades mecânicas e microestruturais de revestimentos depositados com a liga AISI 904L sobre o aço carbono ASTM A 516 pelo processo eletroescória, tanto na condição de como soldado quanto após tratamento térmico de alívio de tensões. Após a soldagem, foram realizados ensaios mecânicos e metalográficos para verificar o efeito do ciclo térmico de soldagem nas propriedades do revestimento. O ensaio de dobramento não mostrou indicação de defeitos, sendo considerado aprovado. Os ensaios de microdureza apresentaram valores inferiores a 300HV0.5, em decorrência da microestrutura austenítica com baixo percentual de fases secundárias no metal de solda e de bainita na ZTA. O tratamento térmico de alívio de tensões não provocou mudanças significativas nas propriedades do revestimento

The amount of copper flash smelting slag has increased during the recent years along with an increasing slag-to-metal ratio. During slag tapping, some copper sulfide is mechanically entrained. As a result, it is necessary to recover copper matte from the slag by suitable methods. At present, the most common way is slow, controlled cooling in a transfer ladle. However, research on the detailed effects of slow cooling and the function of slag modification is rare. This paper described experiments that were performed at different cooling rates (0.5, 1.5, 3, and 7 °C/min), with and without additive. A detailed characterization of the copper-rich phase and its particle size was subsequentlymade using SEM-EDSmicrographs and image analysis software.With a decrease in cooling rate, the particle size of the copper-rich matte phase became larger. The addition of gypsum and carbon as a slag modifier affected the size of the copper-rich phase slightly, and its chemical composition was modified compared with the experiments without additive.

In a longwall section that consisted of 7 longwall panels, there were two high pressure gas transmission pipelines across the panels burying from 3 to 10 ft. below the surface. One pipeline was 20 in. in diameter while the other was 24 in. in diameter. In order to investigate the stress conditions sustained by the pipelines during underground longwall mining, strain gages were mounted on the pipelines above panel #3, #4, and #5. Survey monuments were also installed along but near the pipelines. This paper presents a subsidence prediction method and the preliminary results of the pipelines' stress conditions as affected by underground longwall mining.

"In this paper, we report a simple and effective process for producing a surfactant mixture of O-isopropyl-N-ethyl thionocarbamate (IPETC) and 4-(tert-butyl)benzyl mercaptan (BBSH). The composite collector was synthesized via one-pot reaction of sodium isopropyl xanthate, 4-tert-butylbenzylchloride and ethylamine using tert-butyl alcohol as solvent. The whole process for the synthesis of composite collector involves neither foul smelling reagents or intermediates, nor any by-products requires special treatment for disposal, and thus can be scaled up to an industrial level. The flotation response of chalcopyrite and pyrite independently with IPETC and BBSH collectors and with their mixture (the mole ratio of IPETC and BBSH is 1:1) was assessed. The microflotation results showed that the collecting ability of BBSH was slightly stronger than that of IPETC and that IPETC was more selective collector than BBSH against pyrite, and that the composite collector displayed a stronger collecting ability toward chalcopyrite than IPETC, and superior selectivity for chalcopyrite against pyrite than BBSH. The batch flotation results showed that composite collector exhibited better performance than IPETC and BBSH. It was demonstrated that the mixing of IPETC and BBSH would give rise to a synergistic effect significantly enhancing overall flotation performance. In addition, the adsorption mechanism of BBSH on the surface of chalcopyrite was conducted by adsorption test and infrared spectrum measurement, and the results showed that the interaction of BBSH on the chalcopyrite surface was dominated by the chemical adsorption, and the formation of a strong S-M bond plays a key role in the adsorption of mercaptans on minerals surfaces. The developed flotation reagents with special preparation method is the author’s original design, patented (patent of the People’s Republic of China) and have no analogues in the world of mineral processing. INTRODUCTION Froth flotation is an essential method widely used in the mineral processing industry to selectively separate valuable minerals from gangues[1]. Worldwide, more than 109 tons of materials are treated annually by this method with the majority being metal sulfides and oxides[2]. Nowadays, the judicious utilization of complex sulfides to meet the ever-growing demand of mineral resources gains more attention, due to the gradual depletion of deposits with high grade, making imperative the development of new high-efficiency collectors and mixtures of collectors to process complex minerals. In comparison to individual collectors, the use of mixtures has several notable benefits including lower dosage requirements, improved selectivity, rates and recovery and an increase in the recovery of coarse particles[3-9]. Moreover, in terms of cost and environmental issues, using collector mixtures can reduce the total amount of agents used, thus reducing the overall effect on the environment and economic costs without affecting the flotation performance. This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.

The PACMANUS and Jade deposits are two active hydrothermal fields that are forming massive sulfide deposits at the Pacific rim margin. Both are associated with felsic submarine volcanic rocks and both occur in back-arc settings. However, PACMANUS is associated with almost sediment-free dacites and lies on the crest of a volcanic ridge, whereas Jade occurs in a heavily-sedimented tectonic depression associated with a basement of pumiceous rhyolite. The PACMANUS deposit is richer in Cu and Au, and Jade in Pb. Zinc, Ag, As and Sb contents are similar. Sulfide textures at PACMANUS suggest formation of Cu and Zn sulfides by simultaneous double-diffusion involving inwards-moving seawater mixing with outwards-moving hydrothermal fluid. By contrast, at Jade there is a more complex history of formation where initial growth of barite on the sediment surface, probably associated with microbial activity, formed an impervious cap which trapped higher temperature hydrothermal solutions.

This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.

In the article results of experiments over jaws? linings in jaw crushers with different shaping of working surface were presented. Following sets of jaws were under investigation: immobile plain jaw and moving jaw with grooving surface. Grooving jaws have groves with circular, triangular and trapezoid cross section. In order to evaluate efficiency of comminution both the grain composition of product and the content of irregular grains were determined, as well as the size of crushing forces and process efficiency were measured. For the combination: plain jaw with grooved one, a good results were obtained as regards the grain composition of product and the content of irregular grains. Crushing forces were higher at crushing with mixed types of jaws (the one plain, the second grooved), in comparison to crushing with using both grooved jaws. Efficiency of the process was definitely higher for mixed jaws.

Steam permeability measurements have been made in the laboratory on several samples of natural reservoir materials. The steam temperatures and pressures were selected to simulate conditions which might exist in a reservoir during the injection of steam. For each sample tested, the experimental permeability to superheated steam was comparable to that measured with air and no evidence of plugging was detected. Some samples were exposed to water at various temperatures and plugging was found to occur in materials which contained significant quantities of monmorillonite clay. Temperature had little effect on the degree of plug-ning between 75 and 325 F. The measured pemeabilities tended to increase slightly with temperature, but the changes were small compared with the initial loss of per~neability on wetting. Sequential pemzeability measurements were made on two samples using air, water, steam, water and air, in that order. Both samples were water-sensitive and plugged extensively after the initial injection of water. Upon exposure to superheated steatm the samples dehydrated and their permenbilities to superheated steam were comparable to those initially measured with air. The remaining measuretnetzts with water and air confirmed that the water plugging was reversible and that the samples were not seriorrsly damaged during the tests. INTRODUCTION The swelling of water-sensitive clays during water floods has long been recognized as a potential source of reservoir damage. The recent extensive application of steam injection and stimulation has compounded this problem since both hot water and steam (as well as fresh water at reservoir temperatures) are, at sume time, in contact with the producing zone adjacent to the bore of a steam injection well. The purpose of this paper is to present data which compare the sensitivity of some natural sedimentary rock samples to water at various temperatures, and to super-heated steam. Some properties of montmorillonite clay are briefly reviewed, and comparisons are drawn between empirical data and the predicted behavior of the montmorillonite known to be present in the samples. PROPERTIES OF MONTMORILLONIT E CLAY Water initially adsorbs on dry N a -montmorillonite clay in discrete layers in the interlaminar space between clal platelets. The platelet spacing, which is 9.6 A (angstroms) for a dehydrated clay, has been observed to expand in discrete steps to 12.4, 15.5, 18.4 and 21.4 A spacings, indicating the formation of four discrete layers of regularly oriented water molecules.' The first two layers are easily formed by hydrating a dry sample to equilibrium in an atmosphere with carefully controlled humidity. The formation of the higher layers is more difficult. The usual X-ray diffraction patterns of the more highly hydrated samples indicate a gradual increase in the average spacing betwcen 15.5 and 19.2 A, followed by a discontinuous expansion to 31 A when the weight ratio of water to dry clay is between 0.5 and 1.2.' Platelet expansion above 31 A proceeds monotonically as the moisture is increased and no regular arrangement of the platelets ib observed. Water-sensitivity in sedimentary rocks is usually associated with Na-montmorillonite clay when it is in the noncrystal-line state. Mering3 found that the average lattice spacing of sodium montmorillonite hydrated at 68 F and 70 per cent relative humidity was 15.5 A, and that the spacing, at 92 per cent humidity was 16.5 A. The water adsorbed at the higher humidity has the same free energy as liquid water at 65.6 F. Kolaian and Low' used a tensiometer to measure the thermodynamic properties of water in diffuse suspensions of montmorillonite clays relative to pure water. They observed that water in suspensions as dilute as 6 per cent clay became partially oriented when left undisturbed. The bonding associated with this orientation was not extensive because the free energy difference between the water in suspension and pure water was only a few millicalories per mole. They also found that the measured free energy difference decreased rapidly with temperature and became negligible above 100 F. This evidence indicates that montmorillonites contained in sedimentary rocks would dehydrate to a crystalline structure when exposed to superheated steam, and that the rock permeability measured with steam would be equivalent to that measured with air. The effect of elevated temperatures on the swelline of montmorillonite clays in aqueous suspensions has not been investigated. On Aug. 5 and 6,1918, and Mar. 26, 1919, the writer made an investigation of the mine-water neutralizing plant at the Calumet mine of the H. C. Frick Coke Co. The object of this plant is to develop a process of treating the water pumped from the mines so that it may be rendered suitable for use at the power plants of the mines and also at the coke ovens; at the same time, eventually producing a byproduct which will have enough commercial value to provide a sufficient revenue to place the plant on a self-sustaining basis. The Calumet mine is situated in Mt. Pleasant Township, Westmoreland County, Pa., on a branch of the southwest branch of the Pittsburgh Division of the Pennsylvania Railroad. It is about 6 mi. (9 km.) southeast of Greensburg, the county seat of Westmoreland County. The coal, which is the Pittsburg or Connellsville seam, lies at a depth of about 200 ft. (60 m.) and is brought to the surface by means of a shaft. The output of the mine averages 200,000 tons of coal annually, all of which is made into coke, either at the ovens, at the mine, or at byproduct ovens. There are 260 coke ovens at the mine. The continued development of the coal fields of Pennsylvania and the increased use of electric power in the operation of the mines has brought the problem of an increased water supply for the plants to the attention of the coal operators. This is especially true in the Connellsville coking region, where large quantities of water are used in quenching the coke at the ovens. Many of the streams receive the drainage from the mines; and as this water is highly acid and contains sulfur in various forms, some method of treatment is necessary to render it suitable for use at the plants of the mines. With this end in view, the H. C. Prick Coke Co., about 4 years ago, installed at its Calumet mine a plant for experimental purposes, in an endeavor to develop a process that would provide a maximum amount of suitable water at a minimum cost. From a purely technical point of view, the result of these experiments has been encouraging. The company is now endeavoring to place the plant on a commercial basis.

THE object of this paper is to offer some suggestions to assist metallurgists to supervise the operations of flotation plants. We do not yet thoroughly understand what "flotation" is or "why minerals float" and all attempts that have been made to explain the phenomena have been based on theory or imagination, and have not been capable of substantiation by practical demonstration, or even by laboratory tests; but it is wellknown that particular minerals will float in a liquid under certain specified conditions, and that some other minerals will not float under those conditions, and that, if a mixture of the two classes of minerals be subjected to those conditions, there will be separation of the minerals, of which one class will float and the other will remain unfloated as a residue. The duty of the flotation expert is to so control the operations and the conditions of the liquor as to obtain the best commercial result from the ore he is treating. The chief controlling factors in a flotation plant appear to fall under the following eight headings, all of which are important:1. Crushing.2. Rate and regularity of feed.3. Density of pulp.4. Temperature.5. Addition agents.6. Condition of circuit liquor.7. Agitation.8. Aeration.

This Bureau of Mines report discusses recent applications of water in-fusion technology to control dust in U.S coal mines and presents recommended guidelines for determining coal seam infusibility. The techniques required to use water infusion are presented in detail. A Bureau case study indicated that water infusion reduced dust levels by 68 pct along a longwall plow face, bringing this section into compliance with the Z.0-mg/m3 Federal dust standard. Similar studies conducted by Occidental Research Corp. under a Bureau contract show water infusion at two longwall double-drum shearer operations produced dust reductions ranging from 38 to 50 pct. Water infusion was found to be cost effective, aver-aging 5 cents per ton.
