INTRODUCTION The changes in ownership, management, and operation of the non-fuel minerals industry since the Second World War have been dramatic. World-leading enterprises have lost their identity; host countries have taken over operations from multi-national firms; marketing practices have been drastically altered - and yet the world industry is supplying minerals on a scale far greater than had been anticipated in projections made at mid-century. The world's known mineral resources have been enormously expanded, despite the doom sayers who for decades have been predicting that depletion of non-renewable resources would impose limits to growth. PALEY REPORT One can set the stage by reviewing how the minerals outlook was regarded in a thoughtful and comprehensive analysis made in the years 1950 and 1951. During the War years, President Harry Truman of the United States had come to appreciate the decisive role played by minerals resources through his chairmanship as a U.S Senator of a committee that investigated the procurement and allocation of natural resources. In 1950, in the Cold War era that resulted in actual military conflict in Korea, he appointed a prestigious five-man commission to study the problems of Materials Policy over the following quarter century. Their findings, published in five impressive volumes in early 1952, became known as the Paley report. The text was prepared by expert scientists and economists who spent 18 months assembling statistics, making projections of future demand, and interviewing leaders in industry, academia, and government. [ ] The Commission had correctly foreseen that aluminum would replace copper as the largest volume non-ferrous metal, but it had fallen short of reality by a wide margin indeed for all three materials. Even though the Commission's expectations for growth proved to be extremely understated, it had concluded its report with grave foreboding about the effect of its estimates of demand in relation to supply, as follows: "Consumption of almost all materials is expanding at compound rates and is thus pressing harder and harder against resources which, whatever else they may be doing, are not similarly expanding. This materials problem is thus not the kind of 'shortage' problem, local and transient, which in the past has found its solution in price changes which have brought supply and demand back into balance. The terms of the materials problem we face today are larger and more pervasive." With respect to some minerals, the Paley Report expressed scepticism that, in fact, supplies would be forthcoming regardless of price. Because the Paley demand forecasts understated the actual growth in demand for virtually every mineral, one could logically have expected frequent and protracted shortages in the years since 1950.

"The adsorption of collector on chalcocite has been studied in situ in aqueous solutions by applying an atomic force microscopy (AFM). The AFM images show that xanthate, such as potassium ethyl xanthate (KEX) and potassium amyl xanthate (PAX), adsorbs strongly on chalcocite mainly in the form of insoluble metal xanthate, which binds strongly with the mineral surface without being removed by flushing with ethanol alcohol. The result clearly shows that the adsorption of xanthate on chalcocite is totally different from its adsorption on chalcopyrite, during which oily dixanthogen is the main adsorption product on chalcopyrite surface. AFM images also showed that increasing solution pH to 10 doesn’t prevent the adsorption of xanthate on chalcocite much and the result confirms with the fact that chalcocite floats well in a wide pH range up to 12 with xanthate being used as a collector. INTRODUCTION In flotation, the adsorption of collector on mineral surface is vital for a successful flotation process to achieve a satisfying metal recovery. Historically, many works have been carried out to clarify the adsorption mechanism of collectors on sulfides. (Gaudin and Schuhmann, 1936, Poling and Leja, 1963; Allison et al., 1972, Fuerstenau, 1982; Leja, 1982; Woods, 1984) The adsorption of xanthate on chalcocite surface in aqueous solution also attracted the interest of many researches. Gaudin and his colleagues (Gaudin et al., 1934; Gaudin and Schuhmann, 1936) studied the solubility of potassium ethyl xanthate and its reaction products in organic solvents and firstly proposed there was initially chemisorbed xanthate (X-) on chalcocite surface followed by insoluble cuprous xanthate (CuX). Allison et al. (1972) studied the reaction products of various sulfide minerals with xanthate solutions and reported that the measured rest potential of chalcocite in 6.25×10-4 M KEX solution at pH 7 was +60 mV and the reaction product of PAX on chalcocite was cuprous xanthate. Mielczarski and Suoninen (1984a, 1984b) applied the XPS and studied the adsorption of potassium ethyl xanthate on cuprous sulfide. It was reported that there was a relatively rapid formation of a well-oriented monolayer of xanthate ions followed by a slow growth of disordered cuprous xanthate molecules on top of this layer. Richardson et al. (1984) carried out an electrochemical study of chalcocite flotation with the addition of ethyl xanthate. It was proposed that cuprous xanthate and possibly cupric xanthate were adsorbed hydrophobic species on chalcocite surface due to the exchange and charge transfer oxidation reactions. Leppinen et al. (1989) applied an in-situ FTIR study of ethyl xanthate adsorption on sulfide minerals under conditions of controlled potential and they concluded that, for chalcocite, there were three different potential regions of xanthate adsorption, including chemisorption, copper ethyl xanthate formation on the surface and multilayer formation."

Mine equipment fires remain as one of the most concerning safety issues in the mining industry, and most equipment fires were caused by hot surface ignitions. Detailed experimental investigations were conducted at the NIOSH Pittsburgh Mining Research Division on hot surface ignition of liquid fuels under ventilation in a mining environment. Three types of metal surface materials (stainless steel, cast iron, carbon steel), three types of liquids (diesel fuel, hydraulic fluid, engine oil), four air ventilation speeds (0, 0.5, 1.5, 3 m/s) were used to study the hot surface ignition probability under these conditions. Visual observation and thermocouples attached on the metal surface were used to indicate the hot surface ignition from the measured temperatures. Results show that the type of metal has a noticeable effect on the hot surface ignition, while ventilation speed has a mixed influence on ignition. Different types of liquid fuels also show different ranges of ignition temperature. Results from this work can be used to help understand equipment mine fires and develop mitigation strategies.

A two-dimensional finite element modelling technique is applied to predict the subsidence movements on a sloping ground surface above a completely mined panel. The modelling is carried out for the surface both directly and using a combination of an equivalent horizontal surface and a rays projection method and the result compared. The rays projection method provides the subsidence components on a sloping surface from the corresponding ones on an assumed equivalent horizontal surface through the point of mean elevation of the relevant part of the sloping surface. This method is used next to compare the subsidences, horizontal displacements and horizontal strains from the mining of a given panel at the surface for different inclinations. The results show that the magnitudes of the subsidence components are greater on the dip side of the slope from the point of the mean elevation, than the corresponding ones on the rise side and the asymmetry increases with the inclination of the surface. The findings are also compared with those of other research Workers.

The layer growth method has been used to investigate the reaction kinetics of liquid titanium and hafnium with carbon and the [liq] - [liq + TiC] and [liq] - [liq + HfC] phase boundaries at temperatures above 1800°C. The equipment and experimental procedures used in this investigation are basically identical to those described in an earlier paper' on the Zr-C reaction. Temperature control, however, was improved significantly by connecting a Latronics Colo-Ratio automatic pyrometer and a controller to the power source. The subsequent temperature variations were ±10°C; previously ±20°C was obtained using manual controls. The absolute accuracy of the pyrometer, however, must be considered to be only ±40°C.* The spectrographic analyses of the materials used in this study are listed in Table I. The isothermal reactions of titanium (1800° to 2700°C) and hafnium (2300" to 3000°C) with carbon (graphite crucibles) resulted in the formation of carbon-saturated liquid metal and layers of Tic and HfC, respectively. The thicknesses of the carbide layers, determined from metallographic measurements at 100 times, as a function of carburization time and temperature are given in Figs. 1 and 2. At each temperature, parabolic growth behavior for these reactions was observed and could be expressed as x2 =Kpt, where X is scale thickness (corrected for heating and coolingL), Kp the parabolic growth constant, and t the isothermal carburization time. Values of Kp as a function of temperature for the carbides are shown in Fig. 3 and listed in Table 11. The growth constants are expressible as: kpTiC = 0.2 exp(-61,800/RT) sq cm per sec for Tic and Kp HfC = 2.62 exp(-95,300/RT) sq cm per sec for HfC. The liquidus phase boundaries were determined from metal samples treated in graphite crucibles for different times ranging from 4 to 100 min at each of the temperatures indicated in Table 11. Metallographic examination revealed that the carbide precipitates were distributed uniformly throughout the frozen metal matrices. This is attributed to the rapid cooling rates (800°C per min) and the small difference in density between the precipitated carbide and the liquid metal.

The notch sensitivity of titanium alloys is affected by impurity content, microstructure, and heat treatment. Using notch tensile properties to evaluate notch sensitivity, three commercial titanium-base alloys were investigated over the temperature range of -320o to 390°F. The alloys studied were Ti-5Al-2.5Sn, Ti-6Al-4V, and Ti-2Fe-2Cr-2Mo. Six interstitial levels were studied for each alloy in four mi-crostmctural conditions. The ff- 0 alloys were studied in both the annealed and heat-treated condition. All tests were conducted using 1/4-in. diam round tensile samples. The notched samples had a 50 pct notch with a notch sharpness (a/r) of 53, corresponding to Kt 6.3. Notch sensitivity was increased by increased interstitial content, low temperature, and acicular-type microstructures. The heat-treated, high-interstitial content - 13 alloys were more notch sensitive than the same alloys in the annealed condition. In addition, minima in the notch tensile-temperature curves were observed at temperatures near 32°F. These minima became more pronounced with increasing interstitial content. 1 HE increaseduse of titanium alloys in high strength applications at subzero temperatures requires that a better under standing of the low-temperature behavior of the alloys be obtained. At low temperatures, metals generally exhibit increased strength with lowered ductility and tohness. Notch sensitivity and the factors which influence it become more important as the strength level is increased and the temperature is decreased. Some of the factor s which affect notch sensitivity in ti- tanium alloys are composition, interstitial content, microstructure, and heat-treatment condition. In this paper, the results of a study of these variables on the notch sensitivity of three titanium alloys at temperatures from —320o to 390o are reported. The notch geometry selected for this program was chosen to provide a severe test of notch sensitivity. The ability of the metal to flow without initiating fracture under these severe conditions is reflected in the notch-strength values. Since notch strength is, in part, determined by the constraint exerted by the combined tensile stresses, the behavior of notch specimens reflects the properties of the material under combined stresses. For example, a material with a high notch-unnotch strength ratio may be expected to withstand the biaxial stresses encountered in a pressure vessel better than a material with a low ratio of notch-unnotch strengths. This implies that maximum strength alone is not a sufficient criterion for applications of this type. It further may be concluded that the various conditions that promote poor notch behavior also will affect adversely the performance of materials under combined stresses. In the alloys studied, these included low temperatures, high interstitial levels, and hasformed microstructures. EXPERIMENTAL PROCEDURES Three alloys, Ti-5Al-2.5Sn, Ti-6Al-4V, and Ti-2Fe-2Cr-2Mo, were purchased from commercial producers as 2-in.-dam rod stock. Oxygen and nitrogen were added to these alloys by remelting to obtain a variety of interstitial contents as shown in Table I. In order to Compensate for the much more potent strengthening effect of nitrogen compared with oxygen, an oxygen equivalent content is used to describe the total oxygen plus nitrogen contents studied. This paper summarizes the results of the rock mechanics monitoring program performed as part of Old Ben Coal Company's longwall coal mining demonstration project conducted in cooperation with the United States Bureau of Mines. The work described herein included installation of instruments, collection of data and data analysis performed during mining of the first longwall panel in Mine No. 24. The rock mechanics monitoring program included both surface and underground instrumentation and was designed to achieve the following purposes: 1 -To provide the capability to observe unusual situations during mining so that remedial measures could be instituted quickly 2 -To formulate design guidelines for future longwall mining efforts; 3 -To evaluate surface subsidence, and its character, rate and potential effects on cultural features, and to develop criteria to assist in predicting subsidence for other mines having similar roof conditions. Six previous attempts with longwall methods in Old Ben Coal Company's Hine 21 had been unsuccessful due to roof control problems. A description of these attempts is given by Moroni (1973). I) The Object of the Present Experiment. When the oxygen chemical potential in the gas phase is changed, the oxygen chemical potential in the liquid metal or in the liquid oxide phase will be subsequently changed. The object of the present experiment is to develop a method of measuring the change in the chemical potential of oxygen in liquid metals and in liquid oxides with respect to time, when the oxygen potential in the gas phase changes. II) The Experimental Method. As shown in the previous work1 of the authors, the electromotive force is determined by the difference in the chemical potential of oxygen at the vicinity of the interfaces between the solid electrolyte and the electronic conductors used for the two electrodes. Fig. 1 shows the two kinds of the cell assembly used to measure the change of the chemical potential of oxygen in liquid metals and liquid oxides with respect to time. "Despite being a field of study that requires practical knowledge and experience, mining engineering education follows the same pattern in most mining universities around the world, consisting of theoretical courses and laboratory-based practical modules (Mischo, 2015). The possibility of having practical training in real mining conditions on actual mine sites or processing plants is limited, while the only contact that undergraduate students have with mining operations during their time of study is usually through shorttime internships or visits in the context of educational trips. Real integration between universities and the mining industry may be scarce, which does not help students to observe the actual processes and thus understand the whole picture of mining operations.Indirect practical training is now possible since that technology is shifting from mechanical to digital, and the use of virtual reality — in the context of Mining 4.0 — can provide additional experience to the learning process. However, virtual reality is limited to the visual impression and is also limited in actions (Binder et al., 2018). In any case, when there is not a proper pragmatic view of how the different disciplines link to each other, especially if there is a lack of communication, unfortunately the results could be seen at a later stage in the mines as a poor performance of professionals and workers.Another major challenge for educating specialists in the mining sector is that experimental mines suitable for practical education, where the skills and knowhow could be developed and/or enhanced, are rare worldwide. Such research and educational (R&E) facilities are practically former metal ore mines that have been transformed into experimental sites. Besides being limited in number, not all facilities of this kind serve both a research and educational purpose.An early example of asolely experimental mines is the Luossavaara-Kiirunavaara Mine site operated by LKAB in Sweden, where systematic research on rock mechanics and mining engineering was successfully carried out in the 1980s. As a result, the developed underground mining technology was applied in LKAB’s mines at a later stage. There have also been research mines within collieries such as the former Lake Macquarie Mine at New South Wales in Australia and the Zeche Tremonia Mine in Germany), but these are no longer in operation (Mischo, 2015)."

An Appreciation of Dr. Douglas by Dr. ALBERT R. LEDOUX The Bulletins of the American Institute of Mining Engineers and the program of the International Engineering Congress, held last September at San Francisco, called attention to an important feature in the pro¬ceedings of the Congress; viz., the public presentation to Dr. James Douglas of the John Fritz Medal, for notable achievements in mining, metallurgy, education. and industrial welfare. Dr. Douglas' health, unfortunately, did not permit of his taking the journey to California. While he had been willing that the bestowal of the medal should be a public ceremony, his natural modesty made him shrink somewhat from what he considered something of an ordeal, and he begged those who were to take part in it to use restraint in anything which they might have to say as to his work and attainments. It was, therefore, with some considerable satisfaction on his side that he learned that the medal would be given him without a public, ceremony in New York, or elsewhere. . On Dec. 5, 1915, the writer of this had the pleasure of handing him the medal, certificate, and official letters of transmittal, at his home at Spuyten Duyvil, where lie was surrounded by his children and grandchildren, with one or two of his most intimate friends. He begged the writer to return his thanks to the Committee of Award; and again to express the feeling that nothing in his career merited so great an honor. On this point all of the members of the Institute will share the writer's feeling that Dr. Douglas is too modest. James Douglas was born at Quebec, Canada, in November, 1837. His father Was a distinguished physician and surgeon, employing his skill in the field of philanthropy: He established the first retreat for the insane in the Dominion, to which lie. devoted himself up to the time of his departure from Canada, when it was taken over by the Government. The son spent 2 years in study at the University of Edinburgh, which lie entered in 1855. Returning to Canada, he graduated from Queens University, at Kingston, Ontario, with the degree of Bachelor of Arts, having also studied medicine, and later theology. After his graduation he traveled extensively with his father in Europe and in the Orient, visiting Egypt several time's. They returned with important archaelogical collections, which Dr. Douglas subsequently donated to the Metropolitan Museum of Art in this city. He then returned to Edinburgh, where he continued his course in medicine, surgery being perhaps his chief interest at that time. He was subsequently licensed to preach and his contemporaries bore testimony to his broad philanthropy and to the sympathy which dominated his every act. His taste was distinctly literary; he had carried off a prize at Edinburgh in English literature.

Widespread high-calcium limestones in New Mexico region are low -in magnesium, but some units include shale interbeds deleterious for sulfur removal usage. Thick limestones in Mississippian Escabrosa, Lake Valley, and Leadville, Pennsylvanian Madera and Hermosa, Pennsylvanian-Permian Horquilla, Permian Hueco and Capitan, Cretaceous U-Bar, and some Cenozoic travertines are high-calcium units. Significant outcrops are in mountains of southwestern, south-central, central, southeastern and north-central New Mexico, southeastern Arizona, southwestern Colorado, and northwestern Chihuahua. Coal-fired powerplants are mainly in northwestern New Mexico and eastern Arizona, thus transport is mainly by railroad.

In-situ leaching of gold deposits has not become an option largely as a result the lack of suitability of cyanide as a lixiviant due to sluggish kinetics and high dependence on the availability of oxygen. A second problem area is the excessive cost of drilling the required number of injection and production wells needed to service a wellfield capable of maintaining any significant throughput or providing and acceptable level of gold production. Well spacing in in-situ leaching operations is limited by solution life, dissolution rate, and the need for solution control. With cyanide the life of an active solution capable of dissolving significant gold is severely limited by the availability of oxygen which cannot be readily replaced while the solution remains underground. The extremely slow gold dissolution rate also necessitates excessive contact periods in order to dissolve coarse gold.

THE spontaneous polarization surveys dealt with in this paper were carried out near Guddadarangavvanahalli (lat. 14° I7' N.; long. 76° 24' E.) in Chitaldrug district, which forms part of the Chitaldrug schist belt. The occurrence of gold, copper, lead and antimony ores has been noticed for several years but efforts to exploit them have been unsuccessful, therefore some spontaneous polarization surveys were made in the hope of finding indications of workable ore bodies. The country examined has a rugged topography, with numerous hills on which there is little vegetation. The climate is generally dry, the average annual rainfall of the tract being about 25 in., of which 17 in. occurs during the southwest monsoon. The geological formations of the area pertain to an ancient schistose series known as the Dharwar system (Archean). Locally, the rock formations have been divided into three series1-the chloritic series (or the Chitaldrug formation), the clay series (or the G.R. formation) and the trap series (or the Jogimardi trap). The chloritic series includes a complex of altered ancient traps and volcanic agglomerates intermixed with some schists of sedimentary origin, all of which are highly metamorphosed. The lithological types of this series are mostly distinguishable as greenstone schists, calc-chloritic schists, slaty schists, ochery and calcareous micachlorite schists, with subordinate bands of secondary limestone. The clay series (G.R. formation) is made up of shaly and argillistic schists, lithomargic clays, sandstones and brecciated ferruginous quartzites. The Jogimardi trap is mostly of the nature of an epidiorite (hornblende diabase), which is distinctly intrusive in the form of large laccolithic and narrower dikelike masses. In addition to this trap, there are other minor intrusives such as the chalybitic trap, quartz porphyry and quartz reefs. The topographical and geological features of the area are noted on the map of Fig. I. The locations of some of the spontaneous polarization centers determined by the geophysical survey are indicated also. METHOD OF SURVEY AND APPARATUS EMPLOYED The spontaneous polarization surveys were carried out in the manner recommended by the Imperial Geophysical Experimental Survey.2 Preliminary reconnaissance was first carried out along a series of parallel traverse lines that were laid out over the area. This paper presents the results of a research effort to develop a technique for estimating in situ stresses by measuring stress-induced velocity anisotropy around a borehole. Relevant parameters required to make the estimate were identified and measured in the laboratory on a 35.6 cm (14.0 in) cube of Nugget sandstone with a 10.2 cm (4.0 in) diameter hole, under biaxial loading. Two pairs each of radially and tangentially polarized transducers were placed inside the hole with displacement directions either parallel or perpendicular to the principal stress directions. With this configuration, relative travel times were measured by both a pulsed phaselocked loop technique and a cross correlation of digitized waveforms. The biaxial velocity data were used to back-calculate the applied stress. The standard deviation of the differences between the calculated and applied stresses is 0.62 MPa (90 psi) for a stress level up to 8.63 MPa (1250 psi).

We have developed a classification of geochemical barriers according to their origin, i.e. natural and artificial, and according to methods and areas of application. There has been an examination of the interaction between different classes of geochemical barriers with sulfate solutions containing nickel, copper and iron. As natural barriers, carbonates (calcite and dolomites) were used. For artificial barriers, a mixture of serpentine and carbonatite, thermo-activated copper-nickel dressing tailings, and a magnesium-containing sorbent based on brucite was used. Mine ventilation analysis is an engineering discipline that can be considered a branch of the body of science known as network analysis. Likewise, the group of engineering procedures known as the critical- path method (CPM) is considered a branch of network analysis. It is therefore not surprising that mine ventilation network analysis and CPM have many similarities. These similarities are useful in analyzing several types of mine ventilation problems and will be utilized in this paper. The analogy between the free split in a ventilation circuit and the critical path in a scheduling network has been recognized by Owili-Eger (1973). While this was recognized as a property of a general ventilation network, many important applications to controlled- splitting problems also exist. The mathematical procedures necessary to apply CPM and network methods have previously been presented (Wang, 1981; Wang, 1982). This paper will illustrate the implementation of these methods by application to mine ventilation networks.

The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal and the Washington Award, in connection with the three national societies of Civil, Mechanical and Electrical engineering; and, also, in the case of the Washington Award, with the Western Society of Engineers. The Institute is represented with these four societies on the committee in charge of the Alfred Noble Prize.

Uncertain world conditions of the present time require that this country be prepared to meet: 1) all out nuclear war with attack on the U. S.; 2) limited wars; 3) political, economic, and/or pyschological warfare. Our present position as a major world power derives in large measure from our free institutions and great industrial productivity, and this productivity in turn depends on a continuing flow of raw materials-metals, minerals, fuels, and agricultural products. The U. S., with only about 6 pct of the world's population, uses from one to two thirds of the world's annual supplies of most metals and minerals. The U. S. strategic materials stockpiling program is designed to enhance our national security position: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence upon foreign nations for supplies of strategic and critical materials in times of national emergency.
