The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

Boron nitride, BN, has been identified in boron low-carbon steels by means of light microscopy, electron microscopy and diffraction, and chemical analysis. This boron nitride is responsible for strain aging suppression in these steels through the removal of nitrogen from solution; however, small oxidizing potentials which result in deboronization In the austenitic temperature range also result in boron nitride decomposition and the subsequent occurrence of nitrogen strain aging. THE addition of boron to low-carbon steels is an effective means of eliminating the detrimental effects of strain aging;',' however, the mechanism by which boron suppresses strain aging has not been established. In studying the effect of heat treatment on the strain aging of boron low-carbon steels, Butler3 found that no detectable nitrogen was present in the ferrite solid solution after various heat treatments even though the total nitrogen analyses of the steels were 0.003 pct N. Apparently the function of boron in suppressing strain aging is the removal of nitrogen from solution to form a relatively stable second phase. A clue to the identity of this phase was found by Speight4 who extracted from an aluminum-killed boron steel an acid insoluble residue which contained boron and nitrogen in proportions corresponding to the compound, BN. Shyne and Morgan5 found that the addition of nitrogen to a hardenable boron steel lowered its hardenability in a manner which suggest-d the presence of nucleating particles (presumably BN) even at high austenitizing temperatures. Although this indirect evidence for the presence of boron nitride in boron steels has been found, the compound was not identified metallographically as a separate phase in these steels. Because boron has an affinity for oxygen comparable to that of silicon,5 boron steels must be thoroughly killed with aluminum in order to prevent the reaction of boron with oxygen.7 The affinity of boron for oxygen also is demonstrated through the ease of deboronization of a boron steel in an oxidizing atmosphere. Digges, Irish, and Carwile8 found that a mixture of wet natural gas and air caused both deboronixation and decarburization of a boron steel at 1900°F. The boron content rose at the surface of the steel due to the formation of boron oxide. Shyne and Morgan9 encountered deboronization at much lower oxygen potentials; loss of boron occurred in steels treated at 1750o F under argon purified to 0.0014 pct 0, even though decarburization did not occur. Boron oxide, B2O3, is much more stable than the nitride, BN, as is indicated by the standard free energies of formation at 980oC: -235 kcal per mol of B2O3 (liquid) and -28 kcal per mol of BN (crystal). It is evident that the oxygen potential must be kept low in the presence of BN in order to prevent its decomposition and the subsequent formation of B2O3' The purpose of the work described in this paper was to identify the nitride phase responsible for the removal of nitrogen from solution and to study its stability under oxidizing conditions. IDENTIFICATION OF BN In order to identify the phase containing boron and nitrogen, several alloys high in boron and nitrogen were made up in a small vacuum furnace. In alloys 3 and 4, Table I, electrolytic iron was used as a charge material. Boron additions were made in the form of 18 pct B ferro-boron after the iron was molten. Higher coal quality is being recognized in potentially lowering the cost of power as measured at the bus bar. Assessment of potential coal supplies for most any given power plant is now going beyond buying at the lowest delivered fuel cost and is now taking into consideration other factors such as handling, storage, pulverization cost, boiler fouling, post combustion cleanup, and waste disposal costs. New measurements of quality are being considered now by those producing and those consuming the fuel by assessing numerous variables in the total fuel cycle to achieve the lowest possible power costs.

Attempts have been made during the last three decades to establish a correlation between respirable dust dosage and the degree of progression of pneumoconiosis or silicosis amongst mine workers. Fair correlation has been possible only after the Johannesburg Pneumoconiosis Conference established mass concentration of dust in the respirable size range as the true measure of the incidence of pneumoconiosis. The author had established a good correlation between cumulative total respirable dust dosage as well as cumulative silica dosage and the category of pneumoconiosis according to ILO classification at Mufulira Copper Mine. Studies at Hutti also show a linear relationship between the average cumulative dust and silica dosage md the category of pneumoconiosis. However the maximum tolerable cumulative dust dosage for - prolonged exposure is 182 mg month/m3 - at Hutti as compared to 275 mg month/m3 at Mufulira. Similarly the maximum tolerable silica dosage for - prolonged exposure is Only 35 mg month/m3 at Hutti as compared to 55 mg month/m3 at Mufulira. The TLV for dust concentration at Hutti works out at 0.6 mg/m3 compared to 1.1 mg/m3 at Mufulira and the TLV of silica concentration at Hutti is 0.117 mg/m3 compared to 0.25 mg/m3 at Mufulira. The Hutti figure is however, closer to the TLV of 0.1 mg/m 3 recommended by ACGIH.

INTRODUCTION The $645 million financing for Inco Ltd's Soroako nickel project in Indonesia not only represents a significant human achievement but also there are certain important lessons that can be derived from Inco's experience in financing the project. The paper will not present a technical assessment of the project since Inco Ltd. submitted a series of papers on this subject at the international Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979. BRIEF HISTORY OF THE SOROAKO PROJECT Table 1 summarizes the milestones achieved in the Soroako project and its financing. Exploration Phase A contract of Work was signed on July 27, 1968 by the Republic of Indonesia and F.T. International Nickel Indonesia (P.T. Inco) covering an extensive area of over 25,000 square miles on the two southeastern arms of the island of Sulawesi. The Contract provides that P.T. Inco has the sole responsibility for financing the project and determining the terms on which the financing should be obtained, that P.T. Inco has the right to receive and hold outside of Indonesia foreign exchange revenues and to freely dispose of such revenues, and that Indonesians have the right to purchase up to 20% of the equity of P.T. Inco over a period following start of production. P.T. Inco began field investigations in the Contract Area in August 1968. Preliminary reconnaissance sampling with portable drills broadly outlined areas of favorable laterite terrain which were then systematically sampled on surveyed grids. By early 1971 sufficient exploration work had been completed to indicate that the laterite deposits near Soroako could sustain a major nickel-producing plant (figure 1). Pilot plant studies in 1970 and 1971 at Inco's research station in Port Colborne, Ontario, using two bulk samples of Soroako ore material, also confirmed that the ore could be upgraded and treated for the recovery of its metal values. Feasibility Phase Encouraged by the results of its exploration program and pilot-plant work, Inco Ltd. commissioned Toyo Engineering Company of Japan in August 1971 to prepare a capital cost estimate for a relatively small nickel project called "Stage I". Stage I was to be a single-line pyrometallurqical process plant with an annual capacity of approximately 15,000 metric tons of nickel contained in 75% nickel sulphide matte (see Figure 2). Electric power was to be supplied by a thermal power station. It is important to recognize that Inco's strategy was to develop the Soroako ore deposits in several stages: first, construct a small project to gain experience and to reduce the initial capital outlay and then later expand in one or more steps to a much larger project to achieve maximum economies. The strategy reflected both Inco's financial position in 1971 as its sales and earning dropped sharply and the difficulties previously experienced by Inco in trying to launch in the late 1960's very large "greenfield" nickel projects in New Caledonia and Guatemala. Toyo's Project Development Study was completed. in January 1972. Based upon Toyo's cost estimate for physical facilities, Inco estimated the total capital cost of Stage I to be $115 million. For the next several months, Inco ran numerous in-house financial feasibility studies, using as inputs Toyo's cost estimate and the results of its exploration and pilot plant programs. In September 1972, Inco completed a project feasibility study which was based upon a capital cost estimate of $135 million. The feasibility study was immediately made available to potential partners and lenders. Partner Negotiations The Japanese nickel market had from the outset been central to Inco's planning for the Soroako project. That market had been growing dramatically at rates in excess of 20% per annum during the 1950's and 1960's. Japan had established, for rational security and other reasons, a domestic

The bainitic Fe-C-Si alloys with optimum content of retained austenite serve as ?containers? for storing of hydrogen. Both the vacancies of fcc lattice and the possibility of forming hydrides of silicon and other alloying elements will be used. The idea is based on our scientific hypothesis. There is the silicon threshold (Si=0,50%) in "Fe-Si" system and Fe-C bainitic alloys, above which it causes self-organized phenomena: sudden increase of hydrogen solubility and amount of retained austenite in the alloy after ??ß transformation, formation of two supersaturated solid solutions <a??r>, "rejuvenation? and its reverse process. Rapprochement of iron atoms when Si=0,50%, causes appearance of new covalent forces where uncompensated electrons of 3d-subshell are involved and it provokes synergetic phenomena. They ?free? silicon atoms from the previous bonds. After that silicon itself becomes a getter of hydrogen using vacancies (14) of 3P2(6)d0(10) subshell and it results in sudden increase of hydrogen solubility in metal. Simultaneously sudden decrease of iron activity takes place. That in its turn ?releases? the carbon. Thus, its redistribution, controlling the bainitic transformation, is hastened. It stipulates for creation of ?brittle bainite" B[a(C,H)+?r(C,H)] after ??ß transformation. While weathering of metal, "rejuvenating", hydrogen diffuses in ?islets? of retained austenite and ?relaxed bainite? (B[(C)+?r(C,H+H)]) is obtained. When heating austenite ?(C,H) is obtained, and after cooling ?brittle bainite? is obtained, etc. Presented scientific hypothesis explains the available experimental facts ("rejuvenation? and its reverse process, graphitization, weldability, forming of flakes, reaching high strength, etc.) in a new manner, as well as, gives real opportunity for creating of new trends in many fields, e.g. iron based HAA. Provisional data having been obtained are encouraging.

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. Methane gas is an ever-present problem facing the underground coal mining industry. Mine operators are mandated by law to maintain safe concentrations of methane gas within the mine environment. Ventilation is used by all mine operators to reduce gas concentrations. When gas emissions are such that ventilation alone cannot control the gas, methane drainage methods must be applied. In the 1970&apos;s, there was a concern that unprecedented gas emissions would be experienced as mine operators began new developments in the deep and gassy Blue Creek and Pocahontas No. 3 Coalbeds. Such concern was well founded as significant gas volumes are being emitted as these mining operations mature. In 1971, the O.S. Bureau of Mines began to tabulate and track the change in mine emissions. These data were extracted from the underground coal mine quarterly air quality-quantity inspections performed by the Mine Safety and Health Administration. At that time, approximately 6,560 Mm Id (231.7 MMcfd) of gas were emitted from 430 underground coal mines. It was determined however, that the mines emitting less than 2,832 m Id (100 Mcfd) contributed only 2.1 percent of the total daily gas flow. In 1988, underground coal mines emitted 8350 Mm Id (294.9 MMcfd) from 487 mines. This report evaluates the changing nature of U.S. mine gas emissions over the last 18 years.

This paper describes the practices and methods used in a study of Time Domain Reflectometry (TDR) as an inexpensive deformation monitoring tool in underground excavations at the Waste Isolation Pilot Plant (WIPP). The WIPP is being developed near Carlsbad, New Mexico, for the disposal of transuranic nuclear wastes in bedded salt 655 m (2 150 ft) below the surface. Data collected from WIPP geomechanical monitoring are used to characterize conditions, confirm design assumptions, and understand and predict the performance of the deep salt excavation. The geomechanical monitoring program encompasses numerous geomechanical monitoring techniques ranging from inspection of observation boreholes to advanced radar surveys. In 1989 TDR was introduced as a monitoring tool with the installation of 12.7 mm (0.5 in) diameter TDR cables in the underground excavations. In 1993, a new TDR system was installed in a separate location. Based on experience with the previous installation, enhancements were implemented into the new TDR system that: 1.) extended the period of performance by increasing cable diameter to 22.2 mm (0.875 in), 2.) increased accuracy in locating areas of deformation by aligning cables with nearby observation boreholes, and 3.) improved data acquisition and analyses using a standard laptop computer, eliminating the chart recorder previously used. In summary, the results of a correlation between the TDR signatures to nearby observation boreholes and geomechanical instrumentation will be presented.

This report describes the development of the instructional design and content of a training program for shaft construction miners and supervisors. The recommended training approach is based on the results of a needs, task, and competency analysis of the jobs performed by conventional shaft sinking and raise drill personnel. Learning objectives were derived from the task analysis and the appropriate training delivery system was chosen using a selection technique which employed learning algorithms. The training described is aimed at improving the safety and efficiency of constructing shafts by new hire and experienced miners and supervisors. A self-paced, self-teaching, modular approach to training, using criterion-referenced tests was proposed. Recommendation was made to divide the training into three parts: Orientation and Safety; Task Instruction; and Practical Exercise. Training requirements for conventional shaft sinking and raise drilling were described. Training program content was detailed in the form of module and lesson design approaches. In addition, the report recommends a method for developing, implementing and validating the training program. The authors conclude that such an implementation would meet the major objectives of improving the safety and efficiency of shaft construction work operations.

The remediation of cyanide (CN-) and nitrate (NO)-) anions in mine and agricultural waters by various photolytic methods has been reviewed and investigated. Photolytic methods such as direct photolysis, homogenous photolysis, and heterogeneous photocatalysis are briefly described and compared. Results and discussions show that each method has certain advantages and disadvantages. For each method, Eh-pH diagrams prove useful for determining reaction mechanisms. Preliminary results obtained for cyanide oxidation and nitrate reduction show that homogeneous photolysis can be superior due to faster kinetics than the other methods. The photolytic methods were individually, not simultaneously, tested and compared. Differences in concentrations of products were obtained and attributed to differences in photoconversion efficiencies and other inherent characteristics of .the photolytic methods. Various reaction mechanisms are proposed in accordance with the literature as well as measurements obtained from solution analysis using ion selective electrodes and ion chromatography .

Because of insufficient funds for printing, the Bureau of Mines was unable to publish its annual bulletin covering accidents at metal mines in the United States for the year 1933. A brief mimeographed summary of the principal statistical data for that year was released to the public late in 1934. Since then reports for 1934 have been received from the mining companies, and in order to avoid further delay in releasing this information to the mining industry and others interested in the prevention of accidents in mining, statistics for both years are presented in this publication with a minimum of interpretation and comment. The fatal-accident rate for the metal and nonmetallic mines (excluding coal mines) of the United States was more favorable in 1933 than in any previous year since 1911, the first year for which the Bureau of Mines obtained reports from the operators. Further progress was made in 1934, when the fatality rate was even lower than that of 1933. On the other hand, the nonfatal-accident rate, which had reached its lowest level in 1932, increased in 1933 and increased further in 1934, although not to such an extent as to prevent the rate for either of those 2 years from being better than that for any year previous to r1931.

The columnar-to-equiaxed transition (CET) has often been studied as a function of concentration, C, temperature gradient in the melt, G, and rate of solidification, R. Although it may not be immediately obvious it is sure that the CET, expressed as some ratio G/R necessary to suppress equiaxed nucleation for a given C,&apos; cannot be a single-valued function of C. This restriction which is ignored in theoretical presentations is most trivially illustrated by the following simple reasoning. An ordinary casting is an unconstrained system where the thermal conditions change continuously with progressive solidification, and thus where the ratio G/R decreases from the outset. A CET occurring early in a casting (much equiaxed material) must then mean a higher value of G/R at transition, in comparison with the late CET which implies a more columnar ingot. Therefore, when we choose to experiment under constant superheat for all alloys across the simplest binary, and we find an inversion in the amount of equiaxed material, we shall find two values of C satisfying the G/R condition. However, in addition to this simple instance, the early experiments of ~orthcott&apos; seem to show that the amount of equiaxed material in cast ingots may be a multivalued function of composition in a given binary system. In the present investigation, the CET has been examined in Pb-Sb, Pb-Ag, Pb-Sn, and Sn-Pb under several types of casting conditions. First, we have used the "bidirectional" ingot section Simulation;~ and we have used .&apos;i~z situ" ingot solidification where a hot mold already filled with liquid is chilled so that there is no disturbance provoked by pouring. Differences in method are trivial to our purpose except for the fact that certain variations are more simply observed by one technique than by the other. Second, we have varied the mode of superheating from the simple extreme of casting all alloys from the same temperature regardless of composition to the careful casting at a standard superheat, calculated with respect to the alloy liquidus. Third, we have made provisions for decanting and interface observation, so that some "castings" were not completed. The results obtained with Pb-Sb are exemplary; some of these are shown in Fig. 1 along with explanatory captions. At 9 to 10 at. pct Sb, and thus above the solid-solubility limit Cs = 5.8 at. pct Sb and yet below the eutectic concentration Ceu = 17.5 at. pct Sb, there is a persistent anomaly in all the variations. Measurement was easy enough and standard enough so that we may forgo discussion of either method or possible error, in view of the forceful self-consistency shown by experiment. Solute distributions were measured along the bidirectional ingots in order to determine if a solute buildup had occurred at the CET. No anomalous changes in concentration were observed along the bars at either side of the solute anomaly of 10 at. pct Sb. The microstructures of the ingots were also examined across the range of composition investigated. At concentrations less than 9 at. pct Sb the micro- and macrostructures were typical of the cellular-dendritic growth usually reported for the columnar zone. Above the anomaly, both the columnar grain size and the amount of primary phase decreased. This microstruc-tural observation can be correlated with observations made of decanted interfaces. Below 9 at. pct Sb, the interface reveals the "normal" columnar dendritic structure; however above the anomalous concentration range, preferential growth of certain dendrites appears to form a "super dendrite" pattern. In Fig. 2 a microstructural view of the etched &apos;(super dendrites&apos;&apos; shows their constitution both in terms of relative phase proportion and in terms of the ordinary smaller dendrites.

BEEDON AND C. J. JONKER* Dr Bleloch&apos;s paper has outlined the advantages of recycling stack-gas of low nitrogen content in the blast furnace. In the first instance it would appear to be extremely beneficial in controlling the hearth temperature and allowing a 100 per cent oxygen-blast to be used. On a second point however we have to disagree. It is claimed that heat is liberated in the combustion zones by the oxidation of CO to CO2 near the tuyeres and in the subsequent reduction of the CO2 by CO. The author has hypothesized as follows, and we quote: &apos;The C+CO2=2 CO reaction in the outer combustion zone at about 1 700°C is no longer endothermic due to loss of stability of CO2 and its consequent dissociation into CO and free oxygen.&apos; This statement requires closer examination. If we consider the individual events occurring with the CO in the recycled topgas, with the oxygen in the blast and with the coke in the burden, as done by Dr Bleloch, the following heat considerations emerge. All heats of reaction are calculated from the enthalpy values of each reactant and product, as well as the temperature dependence of their molar heat capacities. (a) At the tuyeres: CO+1/2 O2-+CO2 . . . . . (1) CO, CO2 at 500°C; O2 at 25°C. ?H reaction = -65 000 cals/mole CO The reaction (1) is exothermic. (b) In the outer combustion zone: CO2+C?2 CO . . . . . . . . (2) C, CO at 1 700°C; CO2 at 500 0C. ?H reaction = -56 000 cals/mole CO Reaction (2) is endothermic. The overall heat gain of reactions (1) and (2) is ?H=+56 000 - 65 000= -9000 cals/mole CO i.e. the overall reaction is slightly exothermic, the amount of heat liberated is however smaller than suggested by Dr Bleloch. (c) The dissociation CO2+CO+1/2 O2 . . . . . (3) is a highly endothermic reaction at 1 700 0C, requiring 82 000 cals/mole CO2 to proceed to completion. Furthermore, this reaction (3) is energetically not favoured to proceed, as can be observed from the free energy-temperature relationship of figure (3), which favours the formation of CO2 at 1 700 0C. Hence direct dissociation of CO2 at 1 700 0C appears to be unlikely.* The concept of recycling topgas is however still intriguing from many other points of view. Apart from providing a very efficient method of hearth temperature control, it will create a much higher CO partial pressure in the stack. A computer model is developed for the problem of dispersal of dust (suspended particulate matter) resulting from blasting operations in surface mines. Undulated surface (lower boundary) simulation was carried through sixth order polynomial by least square approximation. Segmentwise terrain simulation was linearly added to build ground feature extending either side of the blast location. Assuming the initial dust concentration in the vertical column to. be uniform and treating the finite vertical line sources as a series of point sources to height, H varying from zero to top of the dust mushroom, integration was done of the concentration effects from H = 0 toL tan[0] (L = horizontal distance of the blast location and [0] is the angle of the top of dust cloud from the point of observation). Using frame of reference moving with the mean wind, the ground level &apos;concentration (GLC) has been computed over the undulated terrain. Standard deviation (s) of concentration has been parameterized based on mixed layer similarity theory in convective boundary layer.

In order to calculate the critical particle size of lead oxide entrapped in lead, Stoke&apos;s Formula may be applied. All data were available except figures for the density of lead oxide at elevated temperatwes. The density of lead oxide was determined by means of dilatometmetrc and volumetric methods up to 1010°C. Graphs of the density of lead and lead oxide as well as the viscosity of lead are given and discussed, with the conclusion that the most unfavorable region for the separation of lead oxide from molten lead lies just above the melting point of lead. DURING previous investigations, particularly on the dedrossing of lead with aluminum1 and the oxygen solubility in lead,&apos; the critical particle size of lead oxide which could be entrapped in solidifying lead was estimated by calculation, and it was shown that high values found for the oxygen content of lead may be due to the method of sampling and the entrapped particles of dross. Unfortunately, due to lack of data, an exact mathematical solution was not possible. The particle size which will separate under a given condition can be estimated from Stoke&apos;s Law, which states that where: d = diameter of the critical particle size ¦q = viscosity of lead in Poise V = constant velocity in cm sec-I g = 981 cm sec-2 61= specific gravity of lead 62= specific gravity of lead oxide The depth of the lead bath and the time before solidifying define the velocity. The viscosity of molten lead is known from earlier work by Krysko and is given in Table I. The specific gravity of lead is also known, see Table II. These values are according to Hofmann. A careful survey of literature revealed no values for the density of lead oxide at elevated temperatures. The present investigation was therefore conducted to provide this information. RESEARCH INVESTIGATIONS The density of lead oxide was determined from the following experiments: 1) Determination of the density of lead oxide at room temperature. 2) Dilatometric investigations on the same samples. 3) Determination of the shrinkage at the liquid-solid trans£ormation. 4) Density determinations on liquid lead oxide. 5) Time temperature curves during cooling. 1) The samples for the determination of the density of lead oxide in the solid state were prepared in the following manner. Molten lead oxide was cast into I hot mold which could be opened along the longitudinal (vertical) axis. The cast samples were cylinders of approximately 10 mm diam and approximately 80 mm length. The cylindrical hot mold was open at both ends and was placed on a large copper chill plate shortly before casting. The solidification of the lead oxides proceeded upwards without any formation of internal cavities. The sample was carefully checked with respect to density and crystalline appearance, and only the lower portions which were crystalline and free from porosity were used. The density was determined in a specially made pyknometer-like container, where the surplus liquid was squeezed out through an orifice approximately 1/10 mm in diameter. Mercury or water was used as the liquid. The densities of the samples were calculated from the weight, volume, and mean specific gravity of eight samples was 9.62 * 0.05 g cm"3 at 22"~. 2) The samples were machined to approximately 1 1/2 in. in length and fitted into a dilatometer. mountain region to M tht Coast points for domestic consumption and for export are shown in Table 11. There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,&apos;, opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author&apos;s conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities&apos; fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system.
