INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. Inadequate/poor management The parties directly or indirectly integral to the project financing are: - The mineral rights owner - The developer - The operator - The equity investor

This three-part report provides the results of an industrial engineering study that assessed the safety and efficiency of underground ore handling in U.S. metal mines. One of the primary findings of the study was the improvement needed in controlling muck size in the are handling stream. Oversize ore is causing much additional labor, creating work stoppages, and is a principal cause of accidents in metal mines. The specific objectives of the Present Systems Study were to determine and evaluate the productivity of existing ore handling systems in a representative group of underground metal mines, to relate the available historical accident record statistics of these selected mines to the specific operations in the overall ore handling operations, and to highlight the potential areas of improvement for each mine on the basis of productivity and associated hazardous index for each operation.

Prior to Sept. 1, 1928, there had never been constructed what might be termed a long pipe line with electric-welded field joints. A year later more than 2500 miles of electric-welded lines had been completed which varied in diameter from 6 to 20 in., and in length from 50 to 700 miles. This paper discusses methods used on five lines with a total length of about 750 miles. The welding equipment used for the firing line or rolling welds, was 300-amp. generators driven with six-cylinder gasoline engines, and for the bell-hole or tie-in welds, 200-amp. generators driven by four-cylinder gasoline engines. A welding gang consisted of a foreman, 6 to 12 firing-line welders and 2 to 4 bell-hole welders, a mechanic and a tractor driver. Coupons about 1/4 in. thick were frequently cut from completed welds, which showed a cross-section of the weld and an indication of its size and penetration. For tests of tensile strength complete welds were cut out. The tensile strength of 52 welds cut from 420 miles of 12-in. line averaged 50,870 Ib. per square inch. The following results give a fair average of the number of welds made per man per day: on 157 miles of 8-in. line both firing-line and hell-hole welds averaged 15.3—the firing-line average was 21; on 39 miles of 10-in. line the firing-line average was 19.9; on 50 miles of 6-in. line, with unfavorable weather, the average was 17.7; on 424 miles of 12-in. line most of which was welded during the spring, 10.3, and with good weather the average rose to 13 welds per day. The average time for making a complete weld on 12-in. pipe 0.313 in. thick was found to be 30 min. for the rolling weld and 45 min. for tie-in welds. A comparison of costs between electric and gas welding shows that the cost of labor for electric welding is 25 per cent. more than gas, generating cost 61 per cent. less than gas, welding wire 40 per cent. less than gas, and supervision and overhead the same. "INTRODUCTION The Denver region coal field, covering an area of approximately 7,640 square miles, extends from the Wyoming State line to the middle of El Paso County, Colo. The coal in this region is subbituminous in rank. Much of it is used as domestic fuel. During the last decade the production of coal in this field has remained fairly constant at an average of 2,600,000 tons per year. This production has come from 50 to 60 mines, 88 to 90 percent of the production being from the section of the field north of Denver.According to the Standard Specifications for Classification of Coal by Bank of the American Society for Testing Materials 4/ the coals in this region are classified in the Subbituminous B and C group. On the as—mined basis, they contain about 22 percent moisture and average 9,600 B.t.u. per pound. They are noncoking and slack to a variable extent when exposed to the weather. This is characteristic of subbituminous coals."

The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them. .

Florida's electrical needs are served by 58 utilities of practically every type: six investor-owned, 34 municipal, 17 cooperative, and one federally-owned. They range in size from a small municipal system with a, 2 MW annual peak demand CD a large investor-owned utility serving about one-half of the state with an annual peak demand of 8,600 MW. (1),(2) These utilities are interconnected at several voltage levels with 230kV serving as the pre-dominant voltage for the bulk power transmission system. About 275 miles of 500kV circuits are found within two systems, but no tie-lines yet exist at this voltage. Due to Peninsular Florida's (that portion of the state east of the Apalachacola River) geographic location and shape, it cannot, at present, depend upon its interties with the remainder of the nation to completely support the sudden loss of the state's largest generator. Therefore, the utilities maintain a total amount of spinning reserve to cover for this single contingency outage at all times. Most of the state's electric utilities belong to the Florida Electric Power Coordinating Group (FCG) which, through its standing committees, coordinates the planning and operation of the member systems. Though a formal, centrally dispatched pool does not exist in the state, generating utilities which belong to the FCG's Operating Committee subscribe to an energy broker operation to maximize the savings that can accrue from economy interchange. Studies are underway, with participation from the staff of the Florida Public Service Commission, that are investigating both central planning and dispatch of the peninsula's electric utilities. Florida's electric load is mainly residential. During: 1976, 48.8% of all electrical energy use was by residential customers; 31.8%, commercial; 16.2%, industrial; and 3.2% for all other. By comparison, 32.7% of the United States' load was residential, followed by 40.5% industrial, 23.0% commercial, and 3.8% other.

Peak Downs Mine, a five million tonnes a year coking coal operation, strip mines a, series of Permian coal seams. Seam thickness ranges from 0.5m to 5.0m, and seams consist of multiple coal plies with intermediate shale and mudstone partings. Four 47m3 draglines strip overburden to a cover depth of up to 60m. Coal loading is by 12m3 shovels and 14m3 to 18m3 front-end loaders. Parting removal takes place where the layer of shale and mudstone between seams exceeds 0.3m in thickness. Parting has been removed by a wide variety of earthmoving equipment in order to evaluate the problem and to select the optimum method from an operational and economic standpoint. Multi-seam stripping of the thicker seams is accomplished by working draglines from spoil- pile benches. Coal seams thinner than lm are recovered by dragline and stacked in the pit for later loading.

"Grinding mills are infamous for their extremely low energy efficiency. This paper reports the results of an investigation that characterized energy outputs in industrial grinding mill circuits. It identifies and discusses the potential for recovering energy from grinding circuits. Agnico-Eagle Goldex Division, Mine Canadian Malartic, and New Gold New Afton Mine participated in the study by providing operating data for three semi-autogenous grinding mills and four ball mills. Results showed that on average, 79% of the supplied electrical energy was converted to heat absorbed by the slurry, 8% was lost through the drive system, and approximately 2% was transmitted to the ambient air. Only 9% of the input energy was actually used for grinding. The remaining 91%—wasted as heat—could potentially be recovered using suitable technologies or integrated energy management systems. "Abstract - Argentina, a large country with an important agriculture industry, needs an ever-increasing amount of phosphorus and potassium, as essential elements for plant growth. Current requirements are met from imports, but potential resources exist in Argentina. For example, several phosphatic occurrences are known in paleo-marine basins, the most significant of which are in Tertiary units in Patagonia. In addition, two types of potassium deposits are also known in Argentina: evaporite deposits in the Neuquén Basin at depths of 750 m to 1500 m contain 22 to 25 wt% K2O equivalent; and glauconitic sandstone containing about 6 wt% K2O has been identified in Patagonia.Several experiments were undertaken to test unprocessed phosphate rocks as slow-release, direct-application fertilizers, with good results. In addition, it is proposed that direct application of glauconitic sands would provide an efficient and economic alternative source of potassium. Tests with glauconite samples are still in progress. The existence of both phosphate and glauconitic rocks in Patagonia suggests that development of an extractive industry for these materials would not only help Argentina approach self-sufficiency in fertilizer usage, but also assist in the socio-economic development of this region."

IN most applied sciences there are two distinct methods of carrying out research and development work. One of these, the theoretical, attempts to solve problems that may arise and to predict facts of practical importance by the application of the various laws of science, the other, the experimental method, attempts to each the &apos;same goal by obtaining data and trying out various processes in the laboratory. Since individuals frequently find themselves better adapted for one or the other type of procedure, it is natural that -two groups should &apos;arise, both working toward the sane objective but with somewhat different points of view, although many in each group are thoroughly competent in both fields. Metallurgy, in particular, offers an excellent opportunity for a comparison of the two methods.

OVERVIEW Like many older metropolitan areas across the U.S., the Greater Cleveland area is served by a combination of separate sanitary sewers and combined sanitary-stormwater sewers. In 1966, a Master Plan was implemented by the Northeast Ohio Regional Sewer District (District) to minimize pollutant overflows into adjoining Lake Erie and its tributary rivers and streams, that would occur during wet weather events. One component of the Master Plan was to reduce the load on combined sewers by constructing new conveyances to intercept separate sanitary flows and convey them to upgraded regional waste water treatment plants for priority treatment. As part of a 15-year program to construct 74 km (46 miles) of new interceptors, the West Leg Interceptor (WLI) Project intercepts flows from four decommissioned waste water treatment plants (WWTPs), and conveys those flows to the new Southwest Interceptor (SWI), which conveys the flows to the Southerly Treatment Plant, a tertiary level treatment facility. The WLI Project was built in sections to permit decommissioning of the WWTPs as each segment of the interceptor system was completed and put into service. Flows from the first of the four WWTPs was converted to the WLI in November, 1992; the final connection was achieved in July 1994. The WLI comprises 9.1 km (5.7 miles) of 21 to 29 m (70 to 95 ft) deep mainline interceptor tunnel, four vortex drop structures, approximately 2 km (1.3 miles) of shallow tunneled connector sewer to the mainline, approximately 2.9 km (1.8 miles) of open cut connector sewers, five construction work shafts (not including one work shaft constructed under SWI Contract 6 at the north end of the WLI), and 15 access shafts.

Last August, American Commercial Barge Line Co. (ACBL) began moving coal from mines on the old Camp Breckinridge property in Western Kentucky to TVA&apos;s new 2600 MW steam plant at Cumberland City, Tenn. By April of 1973, this movement will reach a level of 7 million tpy. TVA bought the coal rights to this property from the General Services Administration in 1965 for approximately $7 million and is now in possession of reserves containing about 120 million tons of recoverable No. 9 coal, and about the same recoverable amount of No. 11 coal. TVA then contracted through competitive bidding with Peabody Coal Co. to mine the No. 9 seam through two slope shafts. The mines are about 300-ft deep and are separated by the one major fault on this property. The mine portals are approximately 3 ½ mi apart, with the northern portal being over nine miles distant from the Ohio River.

Strydom, M.Sc., Ph.D. Alloys in the composition range of chromium, 20 to 50 per cent, iron, 10 to 30 per cent, and silicon, 25 to 55 per cent, were subjected to both differential thermal analysis and the classical quench method so that the liquidus temperatures of ferrochromium-silicide alloys could be determined. The results are presented as liquidus curves on pseudo-binary sections at various ratios of chromium to iron and as liquidus isotherms in the ternary section.

CHEMICAL nitrogen and the "nitrates" of commercial significance are derived mainly from three basic sources: (1) the natural deposits in the form of nitrate-bearing earth and clay, which, being largely water-soluble, can exist only in the most arid portions of the earth; (2) coal, which yields not only nitrogen but also the additional by-product hydrogen required for the synthesis of ammonia and its compounds; (3) the atmospheric air, which contains 75.5 pct by weight of pure nitrogen gas. NATURAL NITRATE DEPOSITS Occurrence Although natural nitrate deposits consisting principally of the salts of sodium and potassium have been reported in Egypt, South Africa, Mexico, Argentina, Colombia, Peru and the USA, the only known natural nitrate resources of commercial importance are the vast deposits found in the Atacama, Tarapaca and Antofagasta regions of northern Chile, lying in a narrow strip 10 to 50 miles wide and roughly 450 miles long, between latitudes [19O] and [26OS]. In addition to yielding nitrates of sodium and potassium, these deposits are the source of the major portion of the world&apos;s supply of iodine. The nitrate-bearing ores known in Chile as caliche are variable in composition and may contain from 5 to 30 pct each of nitrate, chloride and sulphate. While the deposits are present chiefly in the form of the sodium salt, potassium, magnesium and calcium also occur in percent- ages from 0.1 to 5; usually as double salts with sulphate, which are but slightly soluble in nitrate leach solutions. Removal of heavy metals from industrial process streams is becoming increasingly important for _the recovery and reuse of values in process tails. Technology has been available for several years which removes heavy metals, from dilute (0.1-3.0 g/L) streams, as hydroxide or hydrated oxide sludges, allowing discharge of washed cakes with up to 60% solids. This paper reports on improvements to this technology which now allows treatment of streams with metal concentrations in excess of 60 g/L while eliminating the need for thickeners. Streams containing copper, iron, aluminum, chromium, nickel, zinc, cobalt and lead have been successfully treated.

"Abstract — The use of diesel equipment in underground coal mines is controversial because the National Institute for Occupational Safety and Health (NIOSH ) regards ""wholediesel exhaust"" as ""a potential occupational carcinogen."" Threshold limit values (TLVs ) are recommended for the gaseous pollutants CO, CO2, NO, NO2, SO2 and some hydrocarbons emitted in diesel exhaust. There is, however, no TLV recommended for diesel exhaust aerosols (DEA) nor is there a standard method for sample these aerosols.The University of Minnesota and the USBM have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) that utilizes size selective, partial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were conducted in underground coal mines that used diesel equipment. The objective of this report is to present these data and to assess the impact of diesel face haulage equipment on mine a quality.Air quality data were collected in four underground coal mines. The mines used continuous miners and diesel haulage equipment. Daily samples were collected at the section intake, haulage way and on haulage vehicles. Both full- and partial-shift samples were collected using a variety of aerosol instruments. These included the PDEAS and the micro-orifice uniform deposit impactor (MOUDI) that sample the mine aerosol diesel exhaust fraction. Two of the mines were also monitored for the major gaseous constituents found in diesel exhaust CO,CO2, NO, NC, and SO2. These measurements were made by either collecting bag samples for subsequent gas analysis or by Palmes dosimeters.Concentrations of CO, CO2, NO, NO2 and SO2 were well below regulated levels. The mine average DEA concentration determined by the PDEAS in the haulageway for the three mines surveyed was 0.79 mg/m4, with a standard deviation of 0.19 mg/m3 DEA contributed 65% of the respirable aerosol, at this location. These results were the same as the mean DEA concentrations calculated from size distribution measurements obtained using the MOUDI. This was 0.78 mg/m3, with a standard deviation of 022 mg/m3."

Thin-seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges can be further amplified depending on such factors as labor unions, federal and state regulations and market characteristics. This article explores the turnaround situation occurring at Tanoma Mining Co. (TMC), a medium-sized, underground coal mining company in central Pennsylvania. The company has used a systematic approach of improving management controls and direction, labor relations and communications to improve its cash flow from negative to positive within a projected five-year span. An intensive upgrade-rebuild-replacement program for mining equipment and systems has also been established to support other management activities. Discussion Thin-seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors, without the advantages of moving volume per foot of extracted material. To stay at economic parity with others requires additional creativity within the management team to extract higher productivity gains from the existing workforce and mining systems. The Tanoma operation is a deep mine in Indiana County, PA, about one hour northeast of Pittsburgh. Coal is extracted from the Lower Kittanning "B" seam. DURING the winter of 1937, the writer visited a West Virginia stone, quarry at which the overburden is stripped hydraulically. The quarry is in a bed of limestone, about 200 ft. thick, which outcrops on a hillside above a small river; the quarry face is 175 ft. high. The top of the stone is cut in all directions by erosion channels, which are filled with a tough, red clay. Some of the larger channels are 30 ft. deep and 8 ft. wide, The thickness of the clay overburden ranges from a few inches to 10 ft., the average being estimated as less than 3 feet. The topography of the district is rugged, and the hillside above the quarry face is not suited to the use of the usual mechanical methods of moving dirt. Until hydraulicking was started 10 years ago, the over-burden was dug by hand labor, dumped to the quarry floor and trans-ported to the dump in quarry cars, Cleaning deep channels was a slow and expensive process. When hydraulicking was started, the top of the quarry face was over 200 ft. above the level of the river. The pipe line was carried in a semi-circle around the top of the quarry about 200 ft. from the face and about 50 ft, above it. As there is no adequate supply of water above the quarry, the water must be pumped from the river: As quarrying pro-gressed the pipe line was moved until the discharge points are now over 300 ft. above the river. Water is pumped from the river by a four-stage centrifugal pump having a 5-in. intake and a 4-in. discharge. It is direct-connected to a 200-hp,, 2300-volt, 1760-r.p.m. induction motor. At 1760 r.p.m. the rated capacity of the pump is 750 gal. per minute under a head of 600 ft. The pump is installed in a house of frame construction on the river bank, about 10 ft, above normal water level, which also houses the pump for the mill-water supply. Above the pumps are hoisting hays into which the motors are raised whenever the river reaches flood stage.

BACKOFEN&apos; reported recently that "the deformation texture of cold-drawn OFHC copper wire, after a reduction in area of 97.3 pct, may still be described as a composite of [lll.] and [loo] directions aligned parallel to the wire axis." In the introduction, he indicated that this was in contrast to the work of Hibbard,&apos; who reported a single [111] texture after a reduction of 96.4 pct. Unfortunately Backofen stated that this was a reduction in area when actually it was a reduction in diameter, as is clearly stated in the reference. Moreover, the results of Backofen are in complete agreement with the results of Hibbard. Backofen&apos;s 97.3 pct reduction in area is an 83.3 pct reduction in diameter, after which he foundadouble [ll11 and[l001texture with the former predominating. Similarly, Hibbard; after an 86 pct reduction in diameter found a double [Ill] and [I001 texture with the former predom- inating. Hibbard, however, when he drew the wire further to 96.4 pct reduction in diameter, found primarily a single [Ill1 texture as illustrated by Fig. 2 of ref. 3. Here also, Hibbard- reported evidences of the [loo] recrystallization texture found by Backofen. It might also be pointed out that Backofen not only drew his wire 97.3 pct reduction in area but also etched them over 99 pct reduction in area from 0.125 to 0.01 in. diam. Hibbard&apos;s wires were drawn directly to size. In summary, the deformation texture of cold-drawn copper wire still may be described as primarily a single Clll] texture after a sufficient amount of drawing, such as 96.4 pct reduction in diameter." a
