The paper has been prepared as the basis for the 2008 John Mitchell Memorial Lecture. It reviews major developments in ground engineering over the last 20 years, not from the point of view of technical processes, but from the drivers that have driven these developments and the needs that they have met. It concludes with a glimpse into the future and suggests to where current trends will probably lead us. By its nature such a review is closely aligned with personal experience and it relies heavily on case histories largely from within the writer?s own experience over that period.

"INTRODUCTION An investigation of the metallurgy of cobalt from domestic ores has been in progress since February 1940 and has resulted in the formation of a hydrometallurgleal process for the production of electrolytic cobalt metal. Previous reports of these investigations have been given by F. K. Shelton; 7/ and Ruth E. Churchwrd, F. K. Shelton, and G. Knickerbocker. 8/ Briefly, the process, as applied to ores containing cobalt oxide, consists of leaching with H2SO3 or, preferably, with H2SO3 and H2SO4, to dissolve the cobalt. The cobalt solution passes through one or more purification stages to remove iron and elements of the copper group, and cobalt carbonate is precipitated under carefully controlled pH conditions. The cobalt carbonate is dissolved in on acid electrolyte containing sulfuric acid, boric acid, and sodium fluoride. The electrolyte then proceeds to electrolytic cells where cobalt is plated as a metal and sulfuric acid is regenerated.The present paper contains the results of several investigations signed to give a more complete chemical and engineering understanding of different unit processes involved in the electrowinning of colbat. Some work has been done to broaden the process to include arseniferrous cobalt ores as well as the oxide ores upon which the investigation was initiated. Most of the data presented herein have been obtained since the release of the previous reports; any changes suggested heroin that conflict with recommendations in earlier reports are based on more complete data and usually are preferable."

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

LONG before the role of dislocations in the plastic deformation of crystals was recognized, the stress-strain field around dislocations received considerable attention in the theory of elasticity. It seems that Weingarten1 was the first to consider dislocations as simple and typical sources of internal stress in elastic solids, and Volterra2 and Timpe3 investigated their elastic field. Fig 3-1 shows the two basic types of dislocations considered by Volterra. The first arises by making a straight-edged .plane cut in a solid, displacing the two surfaces of the cut in their own plane relatively to one another by a constant amount in a direction perpendicular to the edge, and welding them together; this is shown in Fig 3-la, where the outer cylindrical surface represents the boundary of the solid, and the thin spiral cylinder around the edge of the cut has been removed in order to avoid infinities of stress and strain. The second type of dislocation is shown in Fig 3-lb; here the surfaces of the cut have been displaced relatively to one another by a constant amount parallel to the edge, and then welded together. After J. M. Burgers,4 these two types are called edge and screw dislocations, respectively. They represent simple limiting cases; in the general case, the surfaces of the cut are displaced by a constant vector that lies in the plane of the surface but has components both parallel and perpendicular to the edge of the cut. US 4,183,794 - Electrowinning zinc from a zinc sulfate solution produced by leaching zinc ore with sulfuric acid. The leach liquor is subjected to electrolysis in a first cell having an insoluble anode to deposit primary zinc on the common electrode. The coated electrode is transferred to a second cell having an alkaline electrolyte, and electrolysis is effected in the second cell to transfer zinc from the common electrode to the second cell cathode in a spongelike form which is readily stripped. The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and -geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (T¦ of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus T. data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCI and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO 2' as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %o and of vein calcite from 2.29 to 9.4% . Calculated d8Ow.½ values for the hydrothermal fluid that deposited the main stage quartz range from - 2.0 to -5.7%c , with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.

The Bureau of Mines has researched the utilization of mining and pro-cessing wastes as raw materials for the production of glass-ceramic pipe. Characterization of various wastes as to occurrence and chemical composition is reported. A computer program was developed and used to identify waste materials and mixes that would result in glass melts from which glass-ceramics could be produced after cooling and subsequent heat treatments. The production of abrasion-resistant pipe from inexpensive and readily available domestic resources could offer an economical substitute for high-alloy steels containing the critical and strategic materials cobalt and chromium.

MODERN advances in practically all lines of industrial development have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, we may trace the introduction and development of canal- and steamboat-navigation; railroad-transportation; artificial illumination beyond that furnished by candles and lard-oil; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of mining and metallurgy in or about the years 1871 and 1911. A complete resume would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitation has grown from scores to hundreds and even thousands of units in equal time-intervals. In fuel cell powered automobiles, hydrogen is required to be stored in materials that have a hydrogen storage density of over 4 mass%; further, these materials should be capable of supplying hydrogen by using the waste heat from a fuel cell, which is at a temperature of 373 K, in order to match the mileage of gasoline-powered vehicles. A Ti-Cr-V alloy, which exhibits a BCC structure and forms a solid solution, is a promising candidate for onboard hydrogen storage materials. Although it has a large hydrogen storage capacity of over 3.9 mass%, the rechargeable hydrogen capacity is limited to approximately 2.6 mass%. In this study, the effects of fine pulverization of the alloy on PCT (hydrogen pressure-composition-isotherm) characteristics were investigated in order to improve the rechargeable hydrogen storage capacity of the alloy. From the PCT measurements of the finely pulverized samples of the alloy, a plateau in the absorption curve was observed to begin at a hydrogen concentration of 0.5 mass%; further, a rechargeable hydrogen storage capacity of 3.3 mass% was obtained. This was greater than that obtained from the sample that was not finely pulverized, i.e., 2.5 mass%. However, the plateau width in the desorption curve was 2.5 mass%, which was the same as that observed for the sample that was not finely pulverized. The increase in the rechargeable hydrogen capacity during absorption is attributed to the precipitation of the -hydride phase (MH~2) directly from the metal phase (phase). The precipitation of the phase (MH~0.5), which should be formed in low hydrogen concentrations, is suppressed as a result of a possible reduction in the internal defects such as dislocations, vacancies, and grain boundaries by fine pulverization and annealing of the alloy.

Based on laboratory tests and preliminary field tests of off-the-shelf steel toed rubber boots, a molded sole design was developed to provide increased traction over conventional calendared sole miners' boots. The pattern provided sharp edges perpendicular to both lateral and fore-aft slip vectors. The sole was designed to reduce mud caking. An instep lace-up capability was added to better secure the foot inside the boot. A five month field evaluation compared the prototype boots to the boots the participants usually wear. Although objective slip and fall data showed no significant advantage for the prototype, subjective evaluations made by the participants indicated increased traction for the prototype boots. Approximately 75 percent preferred the prototype to their own boot. Approximately one-third used the lace-up capability. It was concluded that molded soles provide better traction than calendared soles for the underground mining environment.

The rare earth elements (REEs) assay and recovery in leaching processes is being determined using expensive analytical methods, ICP-AES, and ICP-MS. This paper presents a neural network model to predict the effects of operational variables on the lanthanum, cerium, yttrium, neodymium recovery in the leaching of apatite concentrate. The effects of leaching times: ten to 40 min, pulp densities: 30 to 50 per cent, acid concentrations: 20 to 60 per cent and agitation rates: 100 to 200 rpm were investigated and optimised on REEs recovery in laboratory at a leaching temperature of 60¦C. The obtained data, on the laboratory optimisation process were used for training and testing of a neural network. A feed-forward artificial neural network with 4-5-5-1 arrangement, was capable of estimating the REEs leaching recovery. Neural network predicted values were in good agreement with the experimental results. The correlations of R = 1 in training stages, and R =  0.971, 0.952, 0.985 and 0.98 in testing stages were results for Ce, Nd, La and Y recovery predictions respectively and that theses values are considerably acceptable. It was shown that the proposed neural network model accurately reproduces all the effects of operation variables, and can be used in the simulation of a REEs leaching plant.

This paper describes mining industry funded research that is being undertaken to address the critical gaps and uncertainties in our knowledge so that we can develop new approaches and create more effective ways for predicting the reliability of rock slopes in large open pit mines. It is envisaged that this research will not only lead to more effective pit slope design but further reduce the potential for unforseen geotechnical risks by enabling the geotechnician to communicate the risks more effectively with management and to optimise site specific control measures. To achieve this, several research tasks are in hand. The first is to accurately represent the structured rock mass with a 3D computer model (Siromodel) that creates polyhedral blocks from structural distribution data characterised by position, orientation and persistence. Siromodel is being coupled with particle flow and other numerical codes to evaluate how the structured rock mass deforms in the stress environment of an open pit and how a candidate failure surface may propagate through the dilating rock mass along the path of the least shear and/or tension resistance. A beta version of the Siromodel software has been distributed to 20 Sponsor mine sites for technical evaluation. The end state is to develop methods of analysis that characterise the reliability of a described candidate surface, and the probability of the candidate surface propagating to failure, recognising that the rock mass strength may well be defined in a different way than before.

1. A total of 14,413 mining operations reported employment to the Mine Safety and Health Administration (MSHA). Nearly half (48.9%) were sand and gravel operations, followed by stone (28.5%), coal (14.7%), nonmetal (5.7%), and metal mines (2.1%). 2. Mine operators reported 240,000 full-time equivalent workers1 (down 3.9% from 1999). Independent contractors reported 42,000 full-time equivalent workers working on mine property (up 8.6% from 1999). Coal operators accounted for 26.8% of reported employee hours, followed by stone operators (25.9%) and sand and gravel operators (12.1%). 3. Eighty-four (84) work-related mine fatalities occurred in 2000 compared to 90 the year before. •The mine fatality rate was 29.8 per 100,000 full-time equivalent workers compared to a fatality rate of4.6 per 100,000 employees for all private industry. •Thirty-one percent (31%) of the fatalities occurred in underground work areas, which account for only17% of total employment. •Although the largest number of fatalities (28) occurred among miners who work for coal operators, coal contractor employees had the highest fatality rate (61.1 per 100,000 full-time equivalent workers). 4.There were 10,839 nonfatal lost-time injuries reported to MSHA, occurring at a rate of 3.8 injuries per 100full-time equivalent workers, and resulting in a total of 417,918 lost workdays.2 •Among all employees,3 the highest injury rate occurred among coal operator employees (5.6 nonfatal injuries per 100 full-time equivalent workers). •The highest percentage (34.7%) of nonfatal lost-time injuries were due to handling materials (e.g., over-exertion in lifting, pulling, or pushing objects), which also accounted for the greatest percentage of lost workdays (29.3%). •Among the most frequently occurring injuries, the most severe (as measured by the median number of days lost) were associated with accidents involving falls of ground, the use of powered haulage, and slips or falls. •The most frequently reported part of the body injured was the back (22.9% of all injuries). Back injuries accounted for the highest percentage of lost workdays (21.6%). 5.Seven hundred sixty-seven (767) cases of occupational illness were reported to MSHA. •The most frequently reported illness was repetitive trauma, resulting in joint, tendon, or muscle inflammation or irritation (37.3%). •There were 155 (20.2%) illnesses reported as hearing loss. The majority (68.4%) of hearing loss cases occurred among surface workers. •Coal workers' pneumoconiosis accounted for 14.5% of reported illnesses.

Emeritus Professor David Robertson of the Missouri University of Science and Technology was born in Dublin Ireland on 29 December 1941. His father was a merchant navy Captain who served during WWII and during David’s early years his family lived in Dublin and Donegal where David went to the local elementary school. In 1954 he moved to London with his parents and attended Highgate School before commencing metallurgy at the Royal School of Mines, Imperial College, London in 1960.
