Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

"This paper describes the use of dynamic scheduling and discrete event control to provide coordinated control of multiple automated vehicles. This work has been carried out within ongoing research into multi-robot coordination developed around the underground mining scenario. Demonstrations using scaled laboratory models of underground mines illustrate the potential for this technology for full-scale implementation for mine-wide automation. IntroductionIn the past decade, the mining industry has been improving the efficiency of underground mining operations. Robotics and automation have demonstrated the potential to further reduce costs. Tele-operation of underground vehicles from above ground and autonomous navigation have reduced travel delays and allowed for single operator control of multiple vehicles (Bloomquist and Hinton, 2001). Other recent projects include the automation of the digging process as well as the drilling and blasting operations. Infrastructureless guidance systems are also being developed (Bloomquist and Hinton, 2001).Mine-wide automation requires significant developments at two levels: (1) the development of mining robots capable of performing tasks either autonomously or semiautonomously; and (2) the development of methods for automating operations at a systems level. This paper focusses on the latter, and describes a general framework for the coordination of multiple mobile robots in an unstructured or semi-structured environment."

The United States Bureau of Mines is establishing a computerized mineral inventory system to help the Federal Government appraise its mineral position and prepare programs insuring against critical shortages of materials. This system, called the Minerals Availability System (MAS), is a component of the Bureau's minerals intelligence function designed to conduct and maintain an inventory of minerals important to the Nation. The MAS defines the physical and commercial availability of the mineral resources. Known resources are evaluated and classified by deposit for entry into a computer storage and retrieval system. An integral concern of these evaluations is the cost of mining and beneficiating the ore contained in specific deposits. To meet this concern, a cost handbook was developed as an aid to preparing feasibility-type estimates for capital and operating costs of mining and primary beneficiation of various types of mineral occurrences. Cost data, obtained from U.S. and Canadian companies, were used as the basis of this handbook. The handbook presents cost curves and equations for each component of the mining and beneficiation process. Factors for each cost component are also given, thereby allowing the updating of cost for time, geographic location, labor rates, and mining and milling conditions. Included in the latter conditions are items such as the length of haul, need for rock bolts, and a rock work index for ores and rocks of various hardnesses. 1.2. USE OF THE HANDBOOK Using the handbook a feasibility-type estimate falling within 25% of expected actual cost is obtainable by summarizing cost components. This handbook should not be used to determine the cost of any single component of a mining or beneficiation system, as any single component may not fall within the 257 limit. It must be understood that anyone who uses the handbook must have a comprehensive knowledge of mining and processing technology and cost estimating procedures. With a growing concern over mine fires, prevention and suppression are hot topics. NIOSH researchers Michael Trevits, Alex Smith and Edward Thimons discuss their research in the area. The leading causes of US mine fires include flame cutting and, welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions and spontaneous combustion. From 1990 through 2007, there were 1601 reportable fires that occurred in the US mining industry -an average of 89 fires per year. The fact that mine fires are occurring with alarming regularity reinforces the importance of recognizing and eliminating the potential hazards. These statistics also show the need for improved control and suppression technology to ensure worker health and safety if a mine fire does occur.

The pain boundary relaxation phenomenon in high-purity copper, 0FHC copper, and a precipitation-hardenable alloy o-fCu-2 uit pct Co has been studied by internal ,friction and elastic aftereffect techniques. The data were analyzed by assuming the broad distribution of relaxation times observed obeys a lognormal distribution law which enables calculation of the relaxation strength. Grain size had no effect on relaxation strength, although the peak width increased with increasing grain size and decreasing temperature. A double grain boundary peak was produced in high-purity copper by annealing to produce secondary recrystallization. The activation energy measured for 99.999 pct Cu is 37.5 * 3 kcal per mol and 46.5 kcal per mole for OFHC copper. A small peak in the Cu-Co alloy at about 220°C at 1 cps was deduced to be the grain boundary peak. Its height increased and its activation energy decreased with increasing aging time. Except for erratic peak positions the observations were consistent with the theory of pain boundary sliding. BEFORE the mechanism of the grain boundary internal friction peak in metals can be satisfactorily explained, the detailed characteristics of the relaxation process must be documented. Of interest are the effect of grain size on relaxation strength, the high-temperature background, and peak width and position. The effect on the grain boundary peak of a precipitate at grain boundaries and of the change in distribution of the particles with aging time must also be explained by any existing or forthcoming theory. The model which has received the most attention was proposed by KG' and zener2 and proposes that the anelastic strain results from sliding of adjacent crystals at grain boundaries. The sliding is limited by the interlocking of grain corners. It follows, according to this model, that the relaxation strength is independent of and the relaxation time is proportional to the grain size. The proportionality between grain size, D, and relaxation time, t, has been confirmed by K&' and Bisseliches . In this case, the internal-friction peaks of various specimens can be superimposed by plotting Q-' as a function of the parameter vD exp H/RT where v is the frequency and H the activation energy. However, the data of Starr et 01.' and Leak6 fit better to a parameter containing D to an exponent near two. A meaningful relationship is not always deducible from the shift of peak temperature with grain size. KG7 demonstrated that a twofold variation in grain size obtained by varying the amount of cold work followed by identical recrystallization anneals will cause a peak shift that is too large to be accounted for even by an exponent of two. Since the decreased grain boundary area existing with a larger grain size is exactly compensated for by an increased sliding distance, the relaxation strength should not decrease with increasing grain size. The height of the internal-friction peak has generally been observed to be rather insensitive to grain size as long as the average grain diameter does not approach the specimen diameter. Exceptions have been reported by Koster, Bangert, and Lang8 for copper, and by Leak6 for iron. The observations for copper could well have been confused by the presence df 0.3 pct0. The possibility that the peaks may simply be increasing in width with increasing grain size and that the relaxation strength, which is proportional to the area under the peak, may remain constant was not examined. his point has been checked in this investigation using high-purity copper. Atomic mechanisms to account for damping by sliding at grain boundaries have been proposed by KG7 and Mott. KG predicts the activation energy to be identical to that for self-diffusion. Mott's "island" model suggests the activation energy is nL where n is the number of atoms in an island and L is the latent heat of fusion per atom. Philippines is a country that is richly endowed in mineral wealth. In 1988, Climax Arimco Mining Corp. (CAMC) geologists found the Dinkidi porphyry gold-copper deposit in Nueva Vizcaya province. It is the most significant mineral discovery in that country in recent times. To date, the company has defined indicated resources of 124 Mt (136 million st) of 1-g/t (0.029-oz/st) gold and 0.4% copper. This includes a high-grade core of 7.9 Mt (8.7 million st) of 6-g/t (0.175-oz/st) gold equivalent. Total contained metal is 124.4 t (4 million oz) of gold and 499 kt (1.1 billion lb) of copper. Dinkidi's discovery resulted from initial geologic reconnaissance and recognition of the intrusive complex that is exposed at surface and anomalous in its topographic expression. This was followed by systematic exploration. This includes extensive gradient array induced polarization (IP), ground magnetics, geochemical sampling and diamond drilling. This later defined a further 16 satellite porphyry targets in the Didipio region. Climax was been granted a Financial and Technical Assistance Agreement contract with the Philippine government. It allows 100% foreign ownership of mining projects. After four years of negotiations, Climax was the first company to have such an application granted. Some 120 applications from numerous international mining companies are waiting for approval following implementation of new Philippine Mining Act of 1995. Exploration history Didipio is located 200 km (125 miles) north of Manila at an elevation of about 700 m (2,300 ft) in the remote Sierra Madre mountains. This region remains mostly unexplored. The property is accessed by 25 km (15 miles) of logging track from the town of Cabarroguis, Quirino. The area experiences an average rainfall of about 3,000 mm (118 in.) a year. Most of it falls during the July-to-November typhoon season. Didipio was first recognized as a gold province in the 1970s when native Ifugao and Ilongot hunters discovered alluvial gold in the region. The region had been prospected over the years by local companies. They were mostly prospecting for alluvial gold. However, in 1988, Climax Mining geologists identified the potential of an obscure razorback ridge protruding from the alluvial valley floor. This ridge, later named Dinkidi by Climax, was the site of several small- scale tunnels. Locals had mined narrow quartz stockwork veining and sluiced soft argillic alteration zones, using irrigation canals and sluice boxes to catch free gold.

The US Bureau of Mines and Great Salt Lake Minerals and Chemical Corp. have developed a froth flotation process for concentrating potassium salts from Great Salt Lake solar evaporites containing about 6% K2O. The crude evaporites, which were predominately halite (NaCl) with smaller amounts of kainite (KCl.MgS0, 2.7Hp0) and schoenite KeS0,MgS04.6H,0), were conditioned in a saturated brine solution., thus converting nonfloatable kainite to the floatable mineral schoenite. Schoenite was then selectively floated with a medium-molecular-weight fatty acid. Continuous small-scale pilot-plant testing indicated that 80% of the potassium could be recovered from the crude evaporites in flotation concentrates assaying about 13% K2O.

Consumption of Diesel fuel oil in the United States has increased very rapidly during recent years. At the present time approximately 5 percent of the crude oil refined in this country is said to be processed for this purpose. This figure represents approximately 20 percent of the total distillate-type fuel oils now being produced in the United States. One factor contributing greatly to the recent increase in consumption of Diesel fuel oil has been the conversion from steam locomotives to Diesel engines by a number of railroads. Other contributing factors are greFl.ter use of Diesel engine8 in buses, trucks, tractors, water craft, and stationary power plants. The growing importance of Diesel fuel oil has resulted in a need by the petroleum industry, engine manufacturers, and consumers for more information regarding the types and quality of Diesel fuels currently being marketed. To supply this information, the American Petroleum Institute and the Bureau of Mines, United states Department of the Interior, under a cooperative agreement, have conducted a survey of Diesel fuel all produced in refineries in this country during 1950. Under the agreements, samples of Diesel fuel oil, representative of actual shipments, were analyzed by the manufacturers in accordance with instructions issued by the Fuel Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines, and that agency has studied the data and compiled them by groups in comparable form as shown in the tables of this report.

An investigation has been conducted to determine the nature of the crystallographic substructure of nickel and a 1.0 wt pct Ag-Ni alloy which had been undercooled 105°C prior to solidification. A rotating back-reflection X-ray technique and modified Weissmann diffractometer were used to orient single-crystal sections from these poly-crystalline ingots and to determine the substruc-tural features of these single crystals, The sub-grain size in the pure nickel ingot is 0.5 mm diam while the silver-doped nickel subgrain size is only 0.1 mm diam. The misorientation between adjacent subgrains is approximately 1 deg of arc in both ingots, and the spread of orientation of sub-grains about the mean orientation of the crystal is 5 deg of arc in both ingots. The addition of silver results in a stable impurity substructure which is preserved during isothermal solidification and subsequent cooling to room temperature. In the absence of silver the initial impurity substructure is destroyed by dislocation interactions which produce a secondary substructure which grows to a size five times larger than the initial substructure. THE process of undercooling a metal entails cooling of the molten sample below the equilibrium freezing point without the occurrence of solidification, i.e., by exercising proper constraint over the experimental variables contributing to nucleation in the melt. The current work of walker1 and Colligan Metal reports undercooling large continuous samples of nickel by imposing appropriate restrictions upon the parameters of solidification. The silver-nickel equilibrium diagram3 reveals the presence of a monotectic reaction at 1435°C. At this temperature the maximum solid solubility of silver in nickel is approximately 3 wt pct, but this solubility decreases with decreasing temperature and the solute is rejected as a silver-rich liquid phase at temperatures below 1435°C. Thus, the 1.0 wt pct solute should be held in solution during undercooling and solidification and subsequently precipitate as a silver-rich liquid phase at grain and subgrain boundaries following solidification during cooling below 1435. This assumes no solute segregation sufficient to cause the monotectic reaction. One would expect this second phase to inhibit grain and subgrain growth by retarding dislocation motion after solidification is complete. The effectiveness of silver addition in growth retardation of high-angle grain boundaries has been demonstrated by Colligan and suprenantS4 The principal [l00] dendrite growth directions in a 2 wt pct Ag-Ni alloy undercooled 53 all radiated from the nucleation site. A similar pure nickel ingot undercooled 59°C exhibited a random orientation of [l00] dendrite directions with respect to the nucleation site. Since undoped nickel ingots do not retain any evidence of the casting or solidification texture and silver-doped ingots do retain this texture, it is reasonable to assume that considerable grain growth has taken place in the pure nickel. These particular experiments were performed in order to reveal the differences, if any, in the features of the crystallographic substructure of undoped undercooled nickel and silver-doped undercooled nickel. 1) EXPERIMENTAL PROCEDURE Data are reported on selected specimens from two massive (approximately 260 g) undercooled ingots of nickel. One ingot consisted of electrolytic nickel and the other of this same material with 1.0 wt pct addition of high-purity silver. Powder patterns were taken of both the as-received and as-solidified materials; in all cases the reflections recorded were attributable to the individual elements nickel and/or silver. Fig. 1 is a. schematic diagram of the apparatus employed for the undercooling experiments. The equipment consists in part of a fused silica crucible for containing the charge. A fused silica tube encloses the system, which is covered by a brass cap to permit partial sealing of the inert atmosphere. This cap contains a hole through which a Pt-Pt 13 pct Rh thermocouple is inserted for temperature measurement. The charge is inductively heated under a purified argon atmosphere.

The Bureau of Mines developed a detector for controlling sorting devices to separate the copper-bearing fragments from the barren portion of Michigan native copper and western prophyry copper ores. A successful sorter could be used to preconcentrate the ore and eliminate costly hoisting or hauling of waste. An induction balance unit was developed and used in sorting tests on crushed sized - 2.5 + 1.3-cm (- 1 + 112- in.) ores from the Kingston (0.9% Cu) and Centennial (1.6% Cu) mines of Upper Michigan. Concentrates of 4.0% and 7.5% Cu, respectively, were obtained at recoveries of 85 and 80% of the copper in the feed. Eighty percent of the sorted ore was rejected as tailing. Sorting larger fragments improved the separation efficiency. Tests on - 10+ 5-cm (- 4 +2-in.) sized Kingston (1.6% Cu) and Centennial (2.1 % Cu) ore samples yielded concentrates of 4.3 and 4.5% Cu, respectively, with corresponding recoveries of 92 and 91 %. A bout 60% of the sorted ore was discarded as tailing. Porphyry copper sulfide ores also responded to electronic sorting but at a lower separation efficiency. Sorting response was affected by the degree of segregation.

This report3/ gives the reconnaissance of a reconnaissance of the mining districts in Churchill County, Nev., made in the fall of 1938 and spring of 1938 All of the mining districts in the county were visited, but no attempt has been made to include all the mines and prospects within the area; inclusion or omission of a property in this paper has no bearing on its merits, The report gives the situation of the various districts, mineral production, and ownership of properties; describes the ore deposit, mines, and prospects; contains information on past and current activity; and includes other data likely to be useful to those interested in the development of our mineral resources. The various district, were named when they were organized for purposes of record and regulation. When established, the districts embraced large areas n without well- defined borders, so that the names have little geographical significance.

Rice husks or straws, one of the main agricultural wastes in South-east Asia, have a large possibility to be employed as usefully renewable resources to produce energy and high-purity silica (SiO2), because they consist of about 70% organics such as cellulose or hemi-cellulose, and 20% amorphous SiO2. The former is utilized as bio-mass energy; for example, thermal or electric energy, and bio-mass ethanol. High-purity silica can be used as raw materials in the industrial uses. It would be possible to extract silica elements from rice husks and straws by burning them in air because their main contents are organics. In the previous studies, a strong acid leaching treatment on rice husks before burning was carried out by using H2SO4, HCl and HNO3 to prepare high-purity silica materials. This was available to accelerate the hydrolysis of celluloses and hemicelluloses contained in rice husks, and remove the above metallic impurities. A strong acid leaching treatment, however, is significantly hazardous to environment and human life, and causes an increase of the process cost. In this study, the environmentally benign, harmless to human and economically effective process to produce high-purity amorphous SiO2 materials from rice husks has been established without using strong acids. From a viewpoint of the harmless influence on human body, the carboxylic acids were used in the leaching treatment on rice husks. TG-DTA measurement and GCMS analysis indicated that the leaching was effective for the hydrolysis of celluloses and hemicelluloses contained in rice husks at 473K~873K, which produced the same results in using the conventional sulfuric acid. The metallic impurities could be also removed from the husks via a chelate reaction between carboxyl groups (-COOH) and the metal elements. In particular, it was clarified that cadmium (Cd) were completely removed from rice straws by this reaction. Concerning the burning conditions of rice husks after the acid leaching, it was necessary to supply a suitable amount of air to completely combust organics; for example it required air supplement of 50 ml/min. or more. The burning temperature should be less than 1273K to obtain amorphous structured silica. High-purity amorphous silica materials with 99% or more were prepared from rich husks by applying the citric acid leaching treatment and burning process at 1073K in air.

The Bureau of Mines developed a fast, reliable modification of the Griess-Ilosvay procedure suitable for field analysis for NO2 in the fumes from explosives. Known concentrations of NO2-air mixtures were analyzed for the nitrous acid or nitrite formed in the reaction with three Griess-Ilosvay-type reagents by diazotizing and coupling. Comparison was made of the Rider-Mellon, Saltzman, and Patty-Petty procedures; the three procedures are in agreement if sufficient time of contact between NO2 and the reagents is allowed. In experiments to obtain an accurate factor for converting NO2 to nitrite, overnight contact was allowed in order to be sure conversion was complete. The factor was found to be 75 percent with a standard deviation of ±3.2. Low and erratic results were found using either the Saltzman or Patty-Petty reagents as absorbing liquids unless several hours' contact was allowed. If dilute NaOH solution was used as the absorbing liquid instead of a Griess-Ilosvay-type reagent, 92 percent of the overnight conversion factor was found after a 3-minute shaking time and a la-minute standby time. The Saltzman reagent was preferable for fieldwork with the dilute NaOH solution as the absorbent because of its easy application, rapid reaction, and intense color even at low NOB concentrations.

The heat capacity of dimo1ybdenum carbide (Mo2C) was measured from 51° to 298° K, and the entropy at 298.15° K was evaluated. Heat content measurements above 298.15° It were conducted for dimolybdenum carbide (M0caY) and monotantalum carbide (TaC). The results were combined with known heats of formation and the 298.15° K entropy for TaC to obtain values of the heat and free energy of formation from 298.15° K to 1,400° K for MoaC and from 298.15°K to 1,800° K for TaC.

The purpose of tins paper is not to present new date on the pressure losses due to bends and chances of area in mine openings through which air flows, but rather to correlate existing data, determined mainly on small duct systems and expressed in a variety of ways, according to uniform methods that facilitate their use in pressure-loss computations. These are required in such, air-flow problems as determining the quantity that will flow through is mine openings under a certain pressure difference or, conversely, the pressure difference that will be required to maintain a certain rate of flow. Air flowing through h ducts, such as mine airways, encounters resistance to flow due to interference of the individual air streams with each other caused by the wall surfaces. The result is that part of the kinetic energy of the flowing stream is converted to heat; and constant renewal of the kinetic energy from the total energy of the flow is required to maintain it. This process manifests itself by a decrease of the total pressure (static pressure plus velocity pressure; of the air in the direction of flow; in order that flow pray occur, there must necessarily be a differences in total pressure between the two cads of the air-ay equivalent to the pressure losses occasioned by the flow, which automatically adjusts itself in magnitude to the pressure difference maintained.

The world class iron ore mines at Mt Whaleback, Tom Price and Paraburdoo located in the Hamersley Province of Western Australia must mine the Mt McRae Shale to obtain high grade ore from the Dales Gorge Member of the Brockman Iron Formation. The Mt McRae Shale contains a Black Pyritic Shale lithology that reacts with Ammonium Nitrate based explosives. This paper provides an overview of the problems associated with mining this reactive rock type as well as the development of a comprehensive procedure to safely and efficiently blast, excavate and dispose of this material.

Mining companies are now looking for more effective ways to engage the community in public participation. Consensus-based approaches are becoming the most popularly applied way of achieving meaningful public participation. This paper introduces the principles surrounding consensus-building approaches and the processes for getting them started. The Healthy Communities Movement is one such consensus-based approach that offers a well-established holistic model for conceptualizing a healthy sustainable community. It also highlights the importance of public participation as an essential component of achieving a sustainable community. The paper concludes by illustrating how current company-community relations programs can utilize these models.

THE Smelter is designed for a production capacity of 10,000 short tons of blister copper per month, when operating on the present concentrate grade. The Smelter lay-out is shown in Fig I. The major units of equipment comprise two reverberatory furnaces, three 13 by 30 ft Peirce-Smith converters, two straight line casting machines, one being served by a 13 by 30 ft holding furnace and the other by a ladle tilting quadrant, two converter ,aisle cranes and two converter blowers. The plant is compact and the general arrangement of standard gauge railway tracks and conveyor belts provides for a smooth flow of incoming materials and metallurgical products. Concentrate is received by conveyor belts and fluxes in standard railway trucks. The local track system is covered by an electric trolley locomotive. The Smelter treats a wet (10 pct moisture) flotation concentrate containing approximately 53 pct total copper and 0.9 pct oxide copper. The predominating minerals are chalcocite, chalcopyrite and bornite accompanied by small quantities of malachite and cuprite. The gangue is highly siliceous and requires limerock as a flux. Metallurgy would be straightforward were it not for the necessity for eliminating k bismuth which occurs as an impurity in the ore along with the copper. Directly or indirectly most of the Smelter problems can be traced to the necessity for bismuth removal. Copper recovery, based on new copper treated, averages 97.5 pct. GENERAL DESCRIPTION Flotation concentrate, containing to pct moisture, is conveyed from the filter plant to the smelter storage bins by conveyor belts, the material being weighed in transit by a revolving drum type of weigh-hopper manufactured by Samuel Denison and Son, Ltd. The weigher consists of a steel drum with dished ends carried on a horizontal shaft and rotated by an 8 hp squirrel-cage motor through a worm and spur reduction gear. A feed mouth in the drum permits of filling and discharging. The whole unit is supported on a framework resting on weighing levers, which in turn connect to transfer levers, thence to an indicator of the steelyard type situated 16 ft from the centre line of the drum. The indicator is of the "Denison" patent equilibrium controlled ticket stamping type, insuring mistake-proof records by a combination of electrical and mechanical movements which prevent the operator from printing until the cover enclosing the steelyard is closed and until the poise-weights have been set correctly to the weight of the hopper and contents. The machine is capable of weighing 30 short tons at a time but the usual load is 28 tons. After obtaining the gross weight the drum is rotated and discharged into a receiving bin situated below it.
