Prolonged exposure to loud noise can cause permanent damage to the auditory nerve and/or its sensory components. Despite regulations and efforts by government and industry to reduce noise-induced hearing loss (NIHL), it is still a problem in the U.S. coal mining industry. The Mine Safety and Health Administration noise standard (30 CFR3 62), which was enacted in September 2000, is aimed at reducing NIHL in the mining industry. To address NIHL in various aspects of coal mining and provide the necessary information to effectively implement control technologies, the National Institute for Occupational Safety and Health conducted a cross-sectional survey of noise sources and worker noise exposures. Noise surveys consisting of full-shift worker noise exposure (dose) determination, time-motion studies (task observations), and equipment and/or area noise profiling were completed in 8 underground coal mines, 10 surface coal mines, and 8 coal preparation plants. The studies revealed that more than 40% of all workers monitored were subject to noise exposures above 90 dBA TWA8. A summary of these studies is presented, their application to administrative and engineering controls is discussed, and exposure reduction methods are reviewed.

The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

COLD work destroys long-range order, as was first observed by Dehlinger and Graf.1 Dahl2 showed that the mechanical disordering caused by cold work produces changes in those properties that are affected by long-range order. The existence of order has a marked effect on tile manner in which an alloy deforms and therefore on its mechanical properties.L' The relation between order and deformation behavior however, is only beginning to be understood. Seemann and G1ander4 suggested that cold work reduces an ordered alloy to a kind of gruel of antiphase domains. According to Cottrell,5 superdis-locations and pairs of dislocations in a slip plane connected by a strip of anti-phase domain boundary provide deformation mechanisms which do not change the state of order. In general, however, slip may be expected to produce new domain boundaries and destroy order if dislocations move on intersecting planes or cut through existing domain boundaries. The yield strength of an ordered alloy may pass through a maximum with decreasing domain size.5"7 The reduction of domain size resulting from cold work may, therefore, lead to a maximum in strength properties. Flinn8 suggests that dislocations can climb by short-range diffusion during deformation and thus can generate domain boundaries not only on slip planes, but also on other planes which will be those with the lowest domain-boundary energy. It has long been known that the rate of strain hardening of an alloy in the ordered state is larger than in the disordered state.3'9 Also the slip bands in ordered CU3, AU10 and Ni3Mn" are finer than in the disordered alloys. The stress which causes initial yielding in Cu,Au passes through a maximum with decreasing domain size.6'12 A maximum has also been observed in the hardness of ordered Ni3Mn as a function of strain.' These observations suggest, but do not prove, that domain size reduction occurs during deformation. According to Fisher13 slip destroys short-range order and thus the strength of an alloy is related to the degree of short-range order present. Rudman and Averbach14 and Averbach et a1.,15 demonstrated that cold work reduces short-range order in copper-gold and gold-silver alloys. Destruction of long-range and short-range order by cold work implies slip on an appreciable fraction of planes. Yielding of an alloy in which short-range order exists or antiphase domain boundaries are present should be discontinuous because the first dislocations moving across the slip plane meet with the largest resistance.5 Such discontinuous yielding has been observed in CU3AU6,16 and Cuzn.l7 This phenomenon, however, can also be explained by mechanisms not involving order.b The published investigations of the effects of cold work on alloys with long-range or short-range order have not been covered thoroughly in reviews of order-disorder phenomena. These investigations, therefore, will be listed here. They have been concerned with strength properties> 2,3,6,8,9,12,16-21 electrical resistivity,2,4,18,19,21-26: thermoelectric power, magnetic properties,2,18,21,26 and X-ray strain'1,2,14,15,27,28 The slip systems and the appearance of the microstructure after deformation in ordered and disordered alloys have also been investigated. 6.10.ll,l7,23,29,30 The alloys used in these investigations were copper-gold. 1-4,6,9,10,14,16,18 23-26,28,29 copper-zinc. L7. 19. 20,30 nickel-manganese,2 11,21 iron-aluminum. iron-nickel,' copper palladium,4,18,22 gold-silver.4,18,22 and palladium-silver-copper.4 In the work reported here. the changes in properties of polycrystalline Cu3Au were investigated as functions of strain in wire drawing and rolling. Improvements in miners? safety and health, as reflected by injury and illness statistics, have reached a plateau and even been reversed. Research into miners' OSH is a necessary adjunct to regulatory enforcement. Under the National Occupational Research Agenda (NORA) mining experts have come together to draft a national agenda for this research. The Mining Sector Council, one of ten NORA Sector Councils, has produced a draft national research agenda to guide all mining research entities: academia, government, and industry. The agenda has seven major objectives, each of which has a sequence of sub-objectives: Reduce the likelihood of disasters in mines; Improve mine disaster response; Improve the health of miners; Improve atmospheric control (ventilation) in mines; Improve health and safety through behavioral research; Improve mine design, systems operations, and management performance to enhance mine health and safety; Apply ergonomics, human factor engineering, to increase health and safety. Long-term maintenance of the Mining Research Agenda requires input from the public, both here and abroad, monitoring of the impact of research results using OSH data, and partners who will translate the research to practice.

"Albian Sands Energy (ASE), an oil sands surface mining and extraction operation, is currently undergoing start-up and is scheduled to ramp-up to full production by mid-2003. Startup includes the selection and implementation of over 75 IT systems or computer applications which include: engineering applications; systems required to control mining activities, maintenance, the processing plant and utilities; and also systems required to run the company, such as human resources, finances and inventory/ warehousing.This paper outlines the processes used for the selection, implementation and integration of these systems in order to optimize the use of information and to meet the technical, business and IT requirements of the company. The first step in ASE’s approach to identifying system requirements is the development of a business activity model, outlining all tasks involved in running the operations. The computer applications required to accomplish each task are then identified by having the IT team work closely with each technical and business unit. Historically, at some companies, the selection of systems has been led by the IT team or by consultants, with little input from the technical or business units. Typically, this results in products that do not meet the company’s expectations. To ensure a more positive outcome, ASE believes that it is imperative that the company’s technical and business people be closely involved in the selection process.Integration of the IT systems is also key, including linking all applications through a data warehouse and EDMS. Over 120 required integrations have been identified. This ensures the storage of all data in only one location, data security, and easy data and document retrieval for all requirements throughout the company"

When deciding to deploy rescue teams underground the decision makers need to be able to determine that there won?t be an explosion whilst the rescue teams are underground. Previously general body concentrations in areas likely to be travelled were compared to explosive limits on a one off basis with no formal process looking at trends or other areas. A new approach is being adopted that takes into account the rate of change of gas concentrations with triggers set to enable a withdrawal of personnel prior to a possible explosion and influences such a barometric pressure changes. This paper explains the rationale behind the changes made and the advantages and implications of adopting such an approach.

Air was blown into the molten slag as oxygen resource during the dynamic oxidation. It was found that the oxidation is not only in favour of Ti components into perovskite phase, but also the increase of slag temperature and decrease of slag viscosity during the dynamic oxidation promote the precipitation and growth of perovskite phase, average crystal size of perovskite phase is 48 µm. The experimental result realizes the selective enrichment of Ti components and coarsening of perovskite phase, perovskite phase can be separated by mineral dressing method.

This report covers the work on developing criteria for determining when a hazard exists when mining stratified mineral deposits beneath bodies of surface water. The nature of water bodies is considered, the disturbance to the strata induced by mining is described, inundation case histories reviewed, reasonable water inflows derived, and methods of mining to prevent or minimize the hazard are presented. Criteria are given whereby effected industries and agencies can recognize a potential hazard and plan a mine accordingly, releasing considerable mineral reserves otherwise considered unminable.

When production targets are not being reached it is essential to determine what the operating problems are so that remedial action can be taken. It is also imperative that all persons who are part of the production stream within a mining operation know and understand what the operating difficulties and delays are so that corrective action is effective. This includes the supervisors, superintendents, planning team members and managers. A new approach recently adopted at Hilton Mine to help identify these operating difficulties has been to use short-term schedules and reports known as the Daily Shift Schedule Controls (DSSC), and the Daily Weekly Operating Reports (DWOR) respectively. These control elements have enabled management and supervisory staff to accurately identify labour inefficiencies and ultimately determine capital resources.

A new process of recycling valuable metals containing in the slag of jamesonite smelting in the blast furnace was studied. In this process, the valuable metals such as Pb, Sb, Zn and In etc. were fumed and volatilized and enriched in the dust firstly and then the dust was leached by sulfuric acid. In the leaching procedure, Zn and In in the dust entered into the leaching solution and were separated from Pb and Sb which remained in the residue.The optimal operation conditions of the fuming procedure are as follows: the mass ratio of the blast furnace slag, coal powder and lime are 100:22:10 respectively and the fuming time are 1.5~2.5 h, the fuming temperature is not below 1200C and the volatilization rates of Pb, Sb, Zn and In are 95%, 92%, 86% and 75% respectively. The optimal conditions for the leaching procedure are also presented: the consumption of sulfuric acid is 1.15 times of the theoretical consumption, the ratio of liquid to solid is 4:1 and the leaching temperature, leaching -1time and stirring speed are 90, 1.5h and 300 r?min separately. The leaching rates of Zn and In are 98.5% and 95.2% respectively. The experimental results shows that the valuable metals in the dust can be recovered and separated effectively by this process and the?ir recovery efficiencies are as follows: Pb94%,Sb91%, Zn84% and In69%.

The kinetics of the reduction of chromite from the LG-6 layer of the Bushveld Complex in Fe-Cr-C alloys were studied in the temperature range 15OO°C to 1680°C under an inert argon atmosphere. The rotating cylinder technique was used, and the rotational speed of the chromite cylinder ranged from 0 to 1000 r/min. The melt consisted of 30 to 80 per cent chromium and 2 to 8 per cent carbon. The initial chromium-te-iron ratios of the melts varied between 0,42 and 4,95. The reduction of chromite spinel was analysed in terms of the decarburization of the metal. It was found that decarburization increased with an increase in the temperature, the carbon content of the bath, and the rotational speed of the cylinder up to 400 r/min, after which it remained almost constant. Decarburization also increased with an increase in the chromium content up to about 50 per cent chromium but, at higher chromium contents, it decreased. In the early stage of the reduction, up to about 30 minutes of reaction time, the liquid-state mass transfer of oxygen was found to be the most likely rate-determining step. The apparent activation energy was calculated to be 84,864 kJ per mole of oxygen. In the later stage, diffusion of iron and/or chromium in the solid state is the most likely rate-determining step. The apparent activation energy for the diffusion was calculated to be 471,18 kJ/mol.

"The efficiency of hydrochloric acid (HCl) leaching of gold from low grade gold-bearing material has been investigated in the presence of sodium hypochlorite (NaOCl) to produce in situ chlorine gas which is an oxidizing agent able to oxidize gold metal to its soluble forms. The effect of concentrations of HCl, NaOCl, and mixtures of HCl + NaOCl was sought. Iron and potassium present in the feed were leached and consumed all the HCl. Gold found as inclusion in pyrite was not exposed to the lixiviant. Therefore, leaching of gold from low grade gold-bearing material in aqueous chlorine solution is not an effective process for now.INTRODUCTIONHydrometallurgy of gold is commonly based on cyanide leaching solution. Due to the environmental concerns related to cyanidation and mercury processes, and inefficiency of cyanide gold leaching to dissolve refractory ores, sustainable alternative lixiviant systems, capable of generating gold (I) and gold (III) complexes must be studied. Amongst non-cyanide gold lixiviants there is the chloride/chlorine system (Hilson and Monhemius, 2006; Senanayake, 2004; Pilsniak and Trochimczuck, 2007; Wang et al., 2007; Reeves et al., 1999; Khodadad et al., 2008).In practice, the most oxidizing agents utilized for the leaching of gold as chloride, are chlorine (Cl2) or hypochlorite (HOCl) which are either generated in situ by suitable reaction or added in solution (Adamson, 1972). The dissolution of gold concentrate using hydrochloric acid, sodium chloride and sodium hypochlorite (Cl-/HOCl system) were studied (Puvada and Murthy, 2006). The effect of NaOCl and NaCl concentrations were also investigated. The leaching was performed under the following conditions; time: 4h, solid–liquid ratio = 1:4, at room temperature. It was found that the increase of the NaOCl concentration from 25 to 75 g/L did not have any meaningful effect on the recovery of gold which was about 30% (experimental conditions; S/L ratio = 1:4, NaCl concentration: 25 g/L, HCl concentration: 0.35 M). It was also found that from 25 g/L to 200 g/L NaCl, the recovery of gold rose from 30% to 40% (experimental conditions; S/L ratio: 1:4, NaOCl concentration: 25 g/L, HCl concentration: 0.35 M)."

IN THE HALF-CENTURY that has passed since the Bureau of Mines was established in July 1910, the research and technologic investigations conducted by the Bureau's scientists, engineers, and other personnel have helped significantly in improving health and safety in the mineral industries and have contributed substantially in conserving the Nation's mineral resources through improved techniques in the mining, treatment, and use of mineral commodities. From Bureau laboratories have come new materials for industry and better methods of extracting and processing minerals and mineral fuels. Bureau safety investigations-complemented by equipment testing and by programs of mine inspection and education-have brought about safer and more healthful working conditions.

With depth, many gold ores become sulfidic with minerals such as pyrite, pyrrhotite and arsenopyrite becoming prevalent. In addition, many underground gold mines use tailings backfill to bind and store the waste. In these cases, acid mine drainage (AMD) can become an issue. One approach to the control of AMD is desulfurisation whereby the sulfide minerals are removed prior to disposal. Four sulfide tailings samples, representing different ore types and gold and base metal operations, were selected for assessment and testing using simple physical beneficiation techniques. The aim was to determine the extent to which mineral processing methods were suitable for separating sulfides from non-sulfides and for extracting potentially marketable by-products from the tailings. In order to streamline the testing procedure a simple diagnostic separation technique was developed to enable quick screening of bulk sulfide tailings for suitability for reprocessing. The testing procedure involved detailed characterisation and a sequential set of testing regimes based on simple unit processes including water washing, classification, gravity concentration, magnetic separation and bulk flotation. The preliminary test results indicate each unit process can play an important part in producing effective sulfide/non-sulfide separations and in generating useful by-products from the tailings. Potential valuable products identified include coarse, benign silica sands, bulk iron sulfide products rich in pyrite and/or pyrrhotite, high-grade iron products (magnetite) low in silica, low-volume bulk sulfide concentrates and low-grade molybdenite and talc products. The work presented shows how sulfide tailings can be viewed as a resource rather than a waste stream, and identifies a pathway for developing a more sustainable approach to the environmental management of sulfide tailings for the future.

Titanium (ilmenite) concentrate was extracted from a New Zealandilmeno-magnetite deposit. Tailings from the existing processing line at the Waikato North Head ironsand concentration plant were used as a raw material feed. The titanium bearing mineral extracted was defined as intergrowths of ilmenite and hematite in the size range below 150 um. The Owen-Honda equation was used to determine the conditions forilmenite/hematite magnetic separation. Three distinct regions of magnetic field strength for the mineral separation have been defined. Theoretical estimates from this calculation have been confirmed experimentally. Ilmenite concentrate was obtained using medium field magnetic andelectrostatic separation. The final material contains 40.6 - 42 per cent TiO2 and 39.1 - 39.8 per cent Fe (total). The actual yield from extraction was about seven per cent of the Zircon, leucoxene and monazite were found as byproducts of thetitanium concentration process. Preliminary experiments have shown the viability of industrial zircon benefication.

This paper outlines a method for rapid production of flat,, granular surfaces on many of the medium hard alloys. Grinding wheels and fabrics on wheels are not used; the purpose is accomplished by rubbing on emery papers and on fine abrasives heaped on hand boards. The advantages of chromic acid in the solutions for etching nickel and copper alloys are explained. Steels may require an additional step in the mechanical smoothing owing to the lack of an ideal etchant. Chloric acid is a rapid etchant for steel. Thirty-six photomicrographs illustrate the steps in smoothing and the clearness with which structures can be rapidly exposed. New structures in low-carbon steels are announced. After a little practice, many materials can be finished within two or three minutes. CUPRONICKELS In the previous papers on the metallography of copper and magnesiurn which the author has presented to this Institute there has been an attempt to demonstrate the advantages of minimizing the mechanical work of surfacing and depending more on chemical means; the present paper continues the research into a still wider field. It is obvious that the success of a chemical method for smoothing and etching depends almost entirely on the use of a suitable reagent. The etchant must remove the surface granulations and outline the structures. A very special type of reaction between reagent and metal must be displayed. Promiscuous corrosion or the intensification of the attack about local couples formed by impurities or components must not be in evidence. There are several reagents that etch highly polished nickel and copper alloys very well. Acidified ferric chloride solutions, concentrated and dilute nitric acid solutions, and nitric and acetic acids in acetone have been used to good advantage for the purpose. However, if they are expected to etch rather deeply—that is, smooth as well as characterize— the results may be far from satisfactory. The subject of mine fires is a very wide one. To give reasonable coherency, the paper concentrates on the behaviour of fires in the ventilated airways of mines; spontaneous combustions are not considered. The following topics are considered in some detail: 1) Material selection: Performance requirements for mining materials in terms of flammability and smoke/fume production; methods of test and need for relevance to mining conditions. 2) Fire growth: The influence of material properties and method of use on the rate of growth of fire in a mine roadway; the influence of ventilation, slope, material orientation, proximity of walls and roof on fire behaviour. 3) The fire in the ventilation network: The influence of fire on the ventilation distribution; the circulation of fire products in the network. The influences of these topics in determining fire control strategy are then considered but topics such as fire detection and fire extinction methods are not reviewed in detail. An extensive Bibliography on papers relating to mine fires is included.
