Decisions made during a response to a mine fire or an explosion greatly affect the final outcome. The safety of miners should be the primary concern with accounting for all of the miners the first issue for resolution. If miners have not safely evacuated from the mine, the last known location of the miners at the time of the event and anticipated travel routes are primary exploration areas. After the mine is evacuated, there are many very important decisions that must be made quickly and often under great stress. It is critical that the mine operator establish an orderly method to direct the mine emergency response. Designation of a Command Center, staffed with personnel charged with developing plans, is a common method of establishing control. Scheduling of key mine managers will be critical, since decisions must be made 24 hours a day and people working for extended periods with little or no sleep do not always make clear or cognizant decisions. Internal communications, passing information on to subsequent shifts, and external communications with families and media must be accurate and timely. Assembling resources for responding to the mine emergency is critical for an effective response, and pre-planning can pave the way to a successful recovery. Sampling mine gasses and accurately determining the composition of gas mixtures is a common tool used to develop response plans in all fires and explosions. It is essential that preparations for emergency situations are made well in advance of a disaster. Effective communications are essential for mine management to successfully respond to a mine emergency. This paper discusses some considerations which need to be addressed in directing a response to a mine fire or explosion.

Despite the abundance of solid mineral deposits, Nigeria only earns about 0.5-1% of its current Gross Domestic Product (GDP) from the solid minerals sector. This is as a result of the dominance of the oil and gas industry, which has negatively affected the competitiveness of other sectors of Nigeria’s economy. The dominance of this industry has resulted in unemployment, poverty, hunger, domestic price inflation, corruption, unstable government, and higher exchange rates. These impacts are typical for economies suffering from the effects of "Dutch Disease" and the "Resource Curse". Community-based small-scale mining offers hope as an economic activity that can create wealth, employment, reduce hunger and poverty, and provide basic amenities for rural communities with solid minerals endowment. This study presents preliminary results of ongoing research into the prospects of using community-based small-scale mining in a developing country like Nigeria to move towards rural sustainable development.

Testing ores for heap leach operations traditionally follows a progression of bottle roll tests, bucket and column leach tests, and very expensive large field leach tests. Enough data is now available to streamline the procedures. Data from five different operations shows that recoveries from large field leach tests can be predicted from the bucket tests. Initial recovery times in large field leaches are longer than in bucket tests- a typical response is eight days versus twenty days to the same recovery percentage; but the ultimate percent recoveries (after 60 days) are normally very close. Methods of mining and stacking can radically affect recoveries from clay-rich ores. Leaching of uncrushed ores provides special testing problems, since accurate samples smaller than several tons cannot be taken.

The comments contained in the discussion of the paper concerning the prediction of fracture gradients are of considerable interest, since the subject is of a very controversial and timely nature. It is regrettable and Fairhurst2 contradicts the author's statement in the third paragraph of Other Applications. These references create significant doubt that Eaton's Eq. 1 predicts fracture pressure during the injection of fluid into old wells. 3. No evidence is presented in this paper to support the author's Conclusions 2 and 3. While an empirical coefficient related to back-calculated field data is correlated with depth (Eaton's Fig. 4), there is no reason to suspect that this coefficient might be the Poisson's ratio of the various formations involved. 4. Until the field data supporting the empirical approach proposed by the author are presented and evaluated, the accuracy claimed in Conclusion 5 is without substantiation. References 1. A series of small scale tests have been conducted to evaluate the effect of micro-fracture development, imposed by blasting, on the physical properties of the rock as well as its resistance to crushing and grinding. The uniaxial compressive strength, tensile strength, Young’s modulus, Poisson’s ratio, P-wave, S-wave velocity, point load strength index and grinding work index were evaluated for samples without any blasting load and for samples which had received a variety of blast loads, such as a simple side impact from a detonating cord, or combined impacts without any delays and with very short delays. The investigation covered two types of rock, granodiorite and limestone. The effect of blasting load on the physical and rock mechanics parameters of the rock was clearly shown and damage was quantified and related to loading. However the work index did not show significant differences between blasted and not blasted samples, probably due to the relatively low level of impact. Numerical modelling using the AutodynTM code was used to demonstrate damage development in the various configurations tested.

Rock burst is one of the most serious mining hazards, adversely affecting the safety, economy and productivity of mines. It is a sudden manifestation of the release of strain energy stored in the rock mass. At present, there is no universally accepted method for predicting the timing of the rock burst. However, if the seismically hazardous regions in mines can be identified before they are exposed to mining then precautionary measures can be planned before the work begins. A study was conducted in Sudbury Nickel Belt and an approach has been proposed to identify rock burst prone workings on the basis of (a) Rock properties and bursting indices (b) In-situ approaches (c) Geological features (d) Mining conditions (e) Observations during mining operations (f) Comparison and analogy with previous case histories of bursting. This approach will facilitate the judicious application of the burst control techniques to seismically hazardous areas.

Among the different sources of uncertainty in pile bearing capacity prediction including inherent heterogeneity, measurement and model uncertainties, the inherent heterogeneity of soil properties is of particular interest and is considered in this study. Cone tip resistance data are utilized to calculate pile bearing capacity by considering vertical soil variability. In this regard, cone tip resistance component of CPT data is assumed as a random parameter. Realizations of this parameter are achieved with the aid of local average subdivisions and random field theories. Monte Carlo simulation is used to generate different realizations of CPT or CPT-u data. Pile bearing capacity was then calculated by the use of direct method. Pile bearing capacity are predicted for a project in south of Iran using this method and probability density function for the total bearing capacity of pile is plotted. Coefficient of variation of 33% for ultimate bearing capacity shows the variability of bearing capacity due to variation of soil strength in depth. Cumulative probability chart for the ultimate bearing capacity are plotted as an efficient tool for estimating ultimate bearing capacity of piles with different desired confidence levels for vertically variable soil strength properties. Significant difference between mean value of pile bearing capacity (18 MN) and limit with 95% confidence level (8 MN) emphasizes the importance of considering soil variability.

"The evaluation of data and information provided by the existing traditional indicators in sustainability assessments is most important. Therefore the Institute of Mining Engineering I from the RWTH Aachen University developed indicators and an assessment system for the mineral raw materials industry on operation, company and sector level on behalf of the Federal Ministry of Economics and Labour (Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciences and Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR). In the course of the development of indicators for the raw materials industry quality indicators on different levels of the sustainability assessment procedure have been identified and developed. The following paper describes some of the results focussing on the development and integration of quality indicators into sustainability assessment systems."

This paper describes the significant advantages and improvements in operational availability, reduced breakdowns, and overall cost reductions that can be achieved through the application of a Reliability Centred Maintenance (RCM) program, including Condition Based Maintenance (CBM) and Equipment Health Monitoring (EHM), in a mine environment. It uses a case study to illustrate the essential elements that constitute the basic requirements to establish such programs. This CBM case study analyzed the Load-Haul- Dump (LHD) vehicle sub-systems and their dominant failure modes, as a precursor to the development of condition indicators. The case study describes a disciplined process to enable condition indicator development and qualification in support of a CBM program. The identified condition indicators vary from readily applicable off-the-shelf monitoring systems and techniques, through to "leading edge" technologies that require further research and development. The paper also explores the developments that have been made in the combination of expert system software associated with modern computer based control systems, and the availability of "intelligent? sensor technology that complement the control system capability.

"1. Introduction Mattagami Lake Mines and Orchan Mines operate zinc copper mines adjacent to one another near Matagami, Quebec, situated approximately 300 kilometres north-east of Rouyn-Noranda. (Note: Mattagami Lake and Orchan are in the process of being absorbed by Noranda Mines and will become Noranda Mines-Matagami Division). Both concentrators began operations in late 1963.The Mattagami Lake concentrator is capable of treating up to 3,500 metric tons per day of massive sulphide ore with a mineral composition shown in TABLE 1. The Orchan concentrator consists of two separate circuits - the Orchan circuit with a capacity of 1,050 metric tons per day and a custom circuit with a capacity of 825 metric tons per day. Throughout its operation, Orchan has custom milled ore from several smaller deposits in the Matagami district."

The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.

Canada's newest low-grade porphyry copper mine, Gibralter Mines Ltd. (N.P.L.), has reached production. The subsidiary of Placer Development Ltd., located at Williams Lake in the Caraboo District of central British Columbia, began open pit mining in mid-June on reserves estimated at 358 million tons assaying 0.373r: Cu and 0.016C; MoS,. Each of four separate zones will be mined in a predetermined sequence, in one or more stages, and with a throughput of more than 36,000 tpd. The sequence and stages of mining the zones have been determined by computer calculation and economic analysis and are designed to maximize recovery and minimize cost. At the very least, the mine is off to a promising start. Development costs leveled off at $67 million. 9'; below the anticipated budget.

INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. This report focuses on the U.S. Bureau of Mines research regarding desensitization and malfunction of delay detonators and cap-sensitive explosives. Delay blasting in underground coal generates tremendous shock waves and rifting forces that fracture and heave coal. The shock waves from charge explosions radiate outward in all directions through the coal, impacting neighboring charges with later delays. The impact phenomena have debilitating effects, causing degrees of reduced charge performance ranging from misfires or weak detonations to out-of-sequence detonations. Impaired charges react poorly, fracture less coal, and produce fumes with higher toxicity. Coal-mine, underwater, and simulator tests were conducted to more thoroughly understand the shock damage mechanism. Recently the U.S. Bureau of Mines partially resolved the malfunction problem by demonstrating the feasibility of formulating a rugged explosive. This rugged cap-sensitive candidate passed the requisite tests for certifying an underground coal-mine explosive. With natural aging the formulation rapidly lost initiation sensitivity. The charge formulation had to be rebatched to finish the testing and therefore could not be certified.

The paper proposes three methods to determine optimum lifetime of a mining project1. The conclusion is that the three methods arrive at the same optimum production rate (by coincidence). It is also stated that: "The stochastic and option pricing models, in addition to providing a more realistic optimum mine life than the traditional NPV (net present value) calculation, showed that the example project has the potential for substantially higher return. By explicitly considering a project's potential risks, the stochastic or option pricing techniques can more accurately describe its probable investment performance." This discussion is intended to demonstrate that: • It is no coincidence that the three methods arrive at the same optimum production rate. • The stochastic and option pricing models do not provide a more realistic optimum mine life than the traditional NPV calculation. • The potential for a substantially higher return is misrepresented. First, a review of investment decision theory in mining is needed. Net present value is the preferred performance measure because of the flexibility offered when comparing various alternatives. However, it presents the following disadvantages: • The discount rate selection is not straightforward. • The NPV obtained represents a deterministic characterization of the variables included in the cash flow calculations, i.e. a single-point estimate.

The main objective of this work was to develop, at a laboratory scale, a process for treating residues from the settling stage of water treatment so as to remove and recover the aluminium as sulphate. The chemical analysis of residues from different water treatment plants indicated that the aluminium content varied from 15 to 20 per cent w/w. By using the appropriate experimental conditions, it was found to be possible to leach most of the aluminium content. The pH value of the recovered water was suitable for it to be recycled to the water treatment process and the residue appears to be suitable as raw material for bricks. The process developed contributes to the sustainability of the water treatment process.

Several common ratios used for determining spontaneous combustion activity rely on comparing the amount of various products of oxidation with the amount of oxygen consumed to produce these products. As coal gets hotter, oxidation reactions become more efficient meaning more products produced for less oxygen consumed. There are many problems associated with accurately determining the true amount of oxygen used. These problems relate to the monitoring technique (and its associated uncertainties) used to generate the results, deficiencies in the established equations utilized in calculations, dilution with other gases and other sources of oxygen depletion. Typically the oxygen deficiency is over estimated, resulting in the under estimation of the indicating ratio. For this reason the use of ?one off? calculations to determine the status of the underground environment is not recommended. Instead trends of these ratios should be used to identify increases which indicate an increase in oxidation intensity. This paper outlines problems associated with the monitoring techniques and equations used to determine the oxygen deficiency.

In 1980, some US cars were designed and built to metric dimensions; wine and gas were sold by the liter; and the March of Dimes Walkathon was measured in kilometers. Although the US Congress has taken a ''soft" approach to metrication, and public resistance to the idea remains strong, the use of metric units is becoming more and more widespread. As the minerals industry becomes more international in scope, US mining companies are converting to the metric system-particularly those companies with business interests overseas.

The augered cast-in-place pile system came into use in the late 1940's where various techniques were tried using pressure grouting methods. In the early development stages some piles were installed using the preplaced aggregate concrete system. As development continued it became more apparent that placement of coarse aggregate was more costly than making a pile out of a cement and sand mixture only. Various techniques were tried consisting of pumping structural grout into an open hole through a pipe left in the bottom of the hole, drilling or driving a pipe in close proximity to the tip elevation of the auger or in working a pipe down adjacent to the auger fluting. For these techniques the pipe was usually withdrawn after grout appeared at the surface. In 1951 a patent was applied for by Raymond Patterson describing the above techniques along with a technique for placement of grout using a hollow stem auger and a removable plug or lead bit at the tip of the auger. The plug or lead bit was removed by grout pressure and this would be an expendable item for each pile placed. The patent was granted in 1956 and patent rights were assigned to Intrusion-Prepakt, Inc. Shortly thereafter other contractors were granted licenses to utilize the system. Patent coverage expired in 1973 and this method now is in the public domain. Today the method is in wide use throughout the world and is particularly well accepted in Japan and England.

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions.
