It is with considerable trepidation that I set out to defend "litigation" to Design Professionals (DPs), as a better method of resolving disputes than arbitration, in the light of my personal feeling that an increasing amount of America's productive process is being squandered in litigation. Newer methods of dispute resolution, particularly arbitration, are fashionable, and opponents of these schemes risk being viewed as cynical or self-serving. My quandary is heightened since for some smaller disputes, arbitration seems clearly the better choice. I must concede, for example, that when the cost of dispute resolution--i.e., the cost of the process (such as arbitrators fees, attorneys fees, etc.), plus the cost impact of the non-productivity of involved employees--approximates the amount of the dispute, controlling that cost may be as important as a correct resolution. This principle is particularly true for small disputes arising during the progress of a project; it is probably more cost-effective for all parties to resolve their disputes quickly than permitting the dispute to drag out.

"Through funds made available in 1972 by the Nova Scotia Department of Mines and Energy (DME) and the federal Department of Regional Economic Expansion, a program was initiated to recover saleable coal from mine waste dumps adjacent to the existing Acadia wash plant in Stellarton, Nova Scotia.Following evaluation of these dumps in 1972, the Acadia wash plant was modified to treat high-ash material. The first production was recorded in late 1974. By the end of 1979, a total of 738,202 t of dump material had been processed, yielding a total of 205,212 t of thermal-quality coal.The successful Stellarton operation led to considering the possibility of recovering thermal coal from other dumps. Evaluation of the Westville dumps indicated total recoverable reserves of 1,346,617 t averaging 53.8OJo ash.Parameters for plant design were defined from the washability characteristics of the dump material and the results of a bulk test. Two options were proposed; one was to use the existing plant with some modifications, the other was to build a modular mobile plant that could be used at future dump sites in the province after Westville. At the 25% ash level, the potential recovery of coal from the dump was estimated at 41% yield (by weight) or 549,679 t."

Tungsten, silver, lead, zinc, and placer gold occur in the Cucamonga B RARE II area (no. B5174). A strata-bound, scheelite-bearing zone at the Blue Diamond prospect (fig. 1, no. 1) contains an estimated 16,000 tons (15,000 t) of identified, subeconomic resources averaging 0.16 percent tungsten trioxide (W03). There is a high potential for discovering additional tungsten resources at this property. The California-Hercules prospect (fig. 1, no. 5) ha; a mineral occurrence which contains an estimated 1,000 tons (900 t) of tactite averaging 1.3 oz silver per ton (45 g/t), 0.75 percent lead, and 0.72 percent zinc. Another occurrence, at the Blew Jordam Prospect (fig. 1, no. 4) has an estimated 100 tons (90 t) of tactite averaging 10 oz silver per ton (340 ,/t), 3.75 percent zinc, and 2.3 percent lead. There is a moderate potential for discovering silver, lead, and zinc resources at these prospects, which are in metamorphic pendants. There are a few lode gold prospects in the area (fig. 1, nos. 3, 11, 14) are on geologic structures which parallel the San Andreas Fault, northeast of the area. These deposits are not well exposed and have been historically unproductive. Placer gold in area B occurs locally in the beds of intermittent tributaries to Lytle Creek (fig. 1, nos. 10, 12, 13) in concentrations as high as $1.17 per cu yd ($1.53/cu m, at a gold price of $450 per troy oz). The deposits have no significant volume, but could be utilized for recreational panning and suction dredging. In the Cucamonga C RARE II area (No. C5174) placer gold occurrences locally contain as much as $1.23 per cu yd ($1.61/cu m). However, gravel containing the gold appears to be limited to stream beds, and does not occur in sufficient quantity to constitute resources. Recreational panning and dredging also may occur in this area.

A mineral survey of the approximately 144,000-acre Borah Peak study area was conducted by the U.S. Bureau of Mines in 1985 at the request of the U.S. Forest Service. The area studied included the Borah Peak RARE II roadless areas (No. 14210, 119,864 acres of land recommended for wilderness designation; and No. X4210, 18,440 acres of land recommended as non-wilderness) and other contiguous Forest Service administered land. The study area is in Challis National Forest in southeast Idaho about 30 miles south-southeast of Challis, ID. Burnt Creek, a conterminous study area to the northeast, on lands administered by the U.S. Bureau of Land Managment, was examined concurrently. Dolomite and limestone inferred reserve bases exceed 1 billion tons each within the Borah Peak study area. The material is widespread and of high quality. Extensive sampling and more detailed mapping are required to better define the resources; however, ample dolomite and limestone occur nearby, outside the study area. Dolomite is the main constituent of several geologic formations within the study area. Sample analyses indicate that the more than 1,000-ft-thick Jefferson Formation dolomite is the most pure and is equivalent to material being mined at a dolomite-to-magnesium processing plant near Addy, WA. Analyses from limestone-bearing formations underlying much of the study area indicate that large quantities of the limestone may be suitable for a variety of uses.

Pre-concentration of precious metal and base metal ore types is becoming more relevant with the discovery, development and operation of many lower grade deposits around the world. The fluctuations in metal prices expose many mines to risks especially dealing with low and variable ore grades.Pre-concentration, the process of concentrating the valuable metal into a smaller mass yield, effectively results in the introduction of higher feed grades to milling circuits. Gangue Rejection, the removal of lower S.G. waste rock from the circuit not only results in higher downstream grades but also potentially removes harder, non-valuable mineral, providing significant power savings within the circuit. The pre-concentration or ‘gangue rejection’ process offers a number of benefits when considering the treatment of marginal ore deposits, especially if it can be performed at a coarse crush size; these benefits include a reduction of the operating costs and the feed of more metal units to the mill.Gekko Systems has effectively utilized the Inline Pressure Jig (IPJ) to pre-concentrate the valuable metal, achieving high primary recoveries into a range of mass yields resulting in upgrade ratios between 2 and 10 times.This paper explores the benefits of pre-concentrating ‘marginal’ ore deposits prior to the milling circuit; the selective rejection of ore types that may affect either the recovery or comminution process, and also looks into the potential to effectively reduce the ‘cut-off’ grade when considering the mine planning process. Case studies of projects using the IPJ to pre-concentrate and reject gangue are also included.Pre-concentration and gangue rejection provide the potential to develop marginal ore deposits, thus providing higher grades, less gangue and more metal at a lower operating cost to producers.CITATION:Grigg, N J and Delemontex, G J, 2015. A 200-foot diameter, 72-foot high petroleum storage tank was built in a hillside ravine where a portion of the site contained soft clay fill. Soil-cement piles, 40 inches in diameter and up to 38 feet long, were installed to support the tank shell and ringwall, and a portion of the tank floor by drilling into the stiff to hard underlying soils and weathered bedrock. The goal was to provide a strong enough foundation to resist the seismic tank shell loading and to minimize differential settlement of the tank shell to avoid out-of-round clearance problems between the shell and floating-roof. A cantilevered retaining wall up to 8 feet high was constructed around a portion of the tank perimeter by inserting steel H-beams into soil-cement piles. The cantilever soldier piles for the retaining wall were installed from a temporary earth embankment on the hillside directly over the top of the wall. The temporary embankment was then removed and the tank pad was cut to grade in front of the soldier piles. Some of the soil-cement piles for both the tank foundation and retaining wall could not be advanced to design depth because the drill/mixing tools could not penetrate to the required depth in the hard soils/bedrock. Smaller diameter borings (22 inches in diameter) were drilled through the centers of the short-of-design soil-cement piles to the design depth and then backfilled with concrete.

This report analyzes electrical accident data in the metal/non-metal mining industry. Accidents are categorized to determine their root causes. Special attention is given to accidents associated with inadequate or defective grounding of mine power systems. Recommendations are made concerning proper grounding practice, especially for dredges and for quarries in hard rock or sand. The costs of instituting the recommended practices are estimated for model mine power systems which are based on field data obtained from 37 mines and several electrical contractors. The expected benefits of various suggested safety practices are also estimated.

Observations of pillar conditions in limestone mines showed that the presence of weak bands in the limestone can result in pillar damage at stresses that are lower than one would otherwise expect. The objective of this National Institute for Occupational Safety and Health study was to investigate the mechanism of failure caused by the presence of weak bands by using a series of numerical models based on realistic physical properties. The effect of the weak bands on pillar strength was also investigated by developing a series of pillar models with different width-to-height ratios and determining their strength by simulating a servo-controlled loading condition. The material properties of the bands and the limestone were varied and their effects on pillar strength were determined. Model results demonstrated failure development similar to the pillars observed in the field. The weak bands were seen to develop tensile stresses in the limestone as they extrude under increasing stress. The limestone fails in tension at a much lower stress than its expected uniaxial compressive strength. The results showed the load bearing capacity of the pillars can be reduced significantly by the presence of multiple thin weak bands. The degree of strength reduction is largely dependent on the compressive strength, the frictional resistance and the thickness of the weak bands. Single weak bands do not affect pillars as severely as multiple bands. However, the model results show that a single thick weak band, which comprises more than about 2 percent of the pillar height, can cause a significant reduction in pillar strength. The weakening effect of the bands become less severe as the pillar width-to-height ratio is increased. Field observation of spalling and failure associated with weak bands in limestone pillars show that the failure mechanism in the models resembles the observed failure. The model results provide insight into the important factors affecting pillar strength in the presence of weak banded materials.

Investigations of world wide coal face strata control practice, the study of theoretical calculations and detailed engineering analysis have been combined to design and select a powered roof support suitable for use in conjunction with the extraction of 4.5-m (14.7- ft) of the 7.5-m (24.6-ft) thick Warwickshire Thick Coal Seam. The interface between geotechnical criteria and engineering design has been closely considered along with the following 3 important factors: Firstly, the need to further improve strata control and operational characteristics whilst producing a wall integrated overall face design. Secondly, to enable the supports to be rapidly transported from face to face in roadways driven at the minimum size for operational requirements. Finally, to provide hydraulic power, automatic control and monitoring systems which will improve operations reduce manpower requirements and improve management information. Clear design requirements were determined in order to allow selection on a commercial basis. A method of tendering is described with the subsequent analysis and selection process. In the event oversupply of coal in the UK resulted in the order not being placed. Brief consideration has been given to supports suitable for reserves to be mined In a few year's time where there is potential for extraction well in excess of 4.5-m (1 4.74.

The principle questions related to the design of deep foundations especially in soft soils are the stability and the cost optimised settlement reduction to prevent possible damages and to minimise the deformations of the adjacent infrastructure. The present develop­ments in the design of deep foundations lead to the design approach of the Combined Pile-Raft Foundation (CPRF) which offers a lot of new possibilities, e.g. the utilisation of the CPRF for horizontal loading or the use of the subsoil as a geothermal storage system.

Longwall caving, one of the most economical and attractive mining methods, is yet one of the most difficult and hazardous.1 This dualism is inherent in a method which manipulates the mine supports themselves to aid in excavation. The difficulty is further compounded by the lack of an analytical method to predict and control results. This paper is intended to meet this need by providing a first approximation to the mechanics involved. The analysis will be limited to materials which are linear-elastic, homogeneous and isotropic. The rock structure is assumed to consist of beds of uniform thickness with no interbed bonding.2 Consequently, the mine roof can be likened to a beam, in which the action characteristic of longwall caving is the controlled deflection of the barrier supports. This deflection causes load to be intentionally transferred from these barrier props to the working face.3 Two of the requirements of this method, shared in common with other mining methods, are the provision of (1) adequate and (2) safe working space. The third requirement is the one characteristic of longwall caving and is somewhat in conflict with the second; (3) the development of near-failure static loads at the face. Requirement (1) is handled by spacing the barrier props sufficiently far from the working face for efficient operation. Requirement (2) limits the static stresses in the structure to predetermined allowable values. This means that it is not desirable to induce a maximum load on the working face as requirement (3) may imply. Such a condition could produce collapse in the whole structure. It is the purpose of the undercut to limit the depth, and thereby control the failure of the face. Therefore, requirement (3) really means the development of an optimum, not maximum, load which, in conjunction with undercutting, produces failure at the working face, with minimum powder consumption. Stress analysis requires an exact delineation of the structure and loads. The structure will be defined as the immediate roof and its supports. Since the roof is severed at the caving line, the supports reduce to the barrier props and the working face, as shown in Fig. 1. The mechanics of failure within the working face itself are complex and beyond the scope of this study, since the face represents a typical mine invert structure.4 However, this lack can be made good by the judicious collection of field data. The primary load on the structure is its own weight or body load which can be considered uniformly distributed over its upper surface. Additional loading occurs due to interference of overbeds with the structure. Wherever this occurs, the effect can be approximated by a load uniformly distributed on the upper surface of the structure.5 When this interference is intermittent, as with a much thicker overbed, the elastic curve for the overbed is superimposed on that for the structure and the extent of interference noted, as Fig. 2 shows. However, for simplicity, this study will ignore such intermittent loads without impairing the generality of approach. Consequently, the free-body diagram is that of a uniformly loaded cantilever beam with an inter-mediate support, as shown in Fig. 3. The processing of sweated aluminum electronic scrap was investigated to develop methods for recovering the aluminum and concentrating the other metals, including copper, lead, gold, and silver, into a product that can be separated by known methods. Two molten-salt electrorefining processes were developed and tested. The first process utilized a three-layer refining cell with a BaCI2-NaF-AIF3 electrolyte, which operated at 750° to 850° C. The second process used an all-chloride electrolyte of NaCI-KCI-AICI3 at 750° to 800° C, with separate anode and cathode compartments. High-quality aluminum was recovered that averaged 99.8-percent pure in the three-layer cell and 99.6-percent pure in the compartment cell. Over 94 percent of the aluminum was recovered with cathode current efficiencies of approximately 90 percent in both methods. The copper, lead, tin, silver, gold, and other metals were concentrated threefold in an anode product. Separation of lead and part of the tin by liquation from this product seemed feasible. The anode product was smelted to prepare a 96-percent copper bullion that contained 690 ounces of silver and 65 ounces of gold per ton, with 98 percent recovery of these values.

This report is the second of a series on roof movement in coal mines. The first (R. I. 3355)4/ dealt with convergence of roof and floor and movement of the surface accompanying and following extraction in a mechanized mine in which retreat of rib lines was rapid. The studies reported herein were made in a mine in which all the coal is loaded by hand, and movement of the rib lines was much slower in consequence. In choosing a site for this work, it was decided that the mine selected should have natural conditions akin to those of the first study and entirely different methods of working. To this end a cooperative agreement was made with the Crucible Fuel Co. through W. J. Whitaker, secretary, for conducting the work in the company's Crucible mine, operating in the Pittsburgh bed in Greene County, Pa. This paper gives an account of the methods used in the investigation, excerpts from the data obtained, and such generalizations as can be made.

To promote greater use of abundant domestic raw materials in the manufacture of synthetic mullite, the Bureau of Mines has undertaken a comprehensive investigation to determine the effects of the impurity oxides TiO2, Fe203, and alkali on physical properties of sintered mullite-forming mixtures. The first part of the report presents the results of work covering a major area within the mullite study; namely, the effect of impurity oxides on volume stability, one of the outstanding characteristics of mullite refractories. The volume stability of 20 compositions in each of 3 alumina- to-silica ratios, which blanket the range commonly found in purchase specifications, has been determined following procedures of Navy Specifications B-15606 A for Grade A high-alumina refractories. Results indicated that so long as 5 percent of impurities are combined approximtely in the proportions of 3 percent Ti02, 1 percent Fe203, and 1 percent alkali, sintered mullite-forming compositions in the almina to silica range tested will be volume stable. A permissible tolerance of one-half per- cent in each impurity oxide provides a range that includes values common in the natural minerals from which sintered mullite may be made. Within the total range of 5-percent impurity mixtures, a greater number of volume-stable compositions were obtained by increasing the alumina-silica ratio.

The works recorded in this Test Report have been performed by Rade Roncar - Electrotechnical Institute of Zagreb, SFR Yugoslavia in collaboration with Bureau of Mines. The main objective of these investigations was to investigate the possibility of fabrication of thin-walled square enclosures of satisfactory safety factor in accordance with requirements of effective technical regulations. The results and the investigations can be divided in three main fields: - investigations of thin-walled enclosures with the view of determination of pressures causing technological deformations before performing tests in accordance with effective applicable regulations, - finding the safety factor by means of tests of metal-foam pressure vents, - comparison of enclosures with and without pretreatment by technological deformation.

Blast vibration seismograms are generally collected strictly for compliance with regulations. The peak levels (including dominant frequency) are typically all that are looked at. However, these records contain a lot more information about how a blast has performed. The seismogram is actually a record of explosive energy that was not used in fragmenting rock. The trick is to determine how to extract information that would be useful in analyzing blast performance.

Laboratory-scale tests were undertaken to examine several electrolytes for possible use in separating nickel and cobalt from products being prepared at Nicaro, Cuba. The most extensive work was done with nickel sulfate-ammonium fluoride, ammonium fluoride, ammonium sulfate, and nickel sulfate-boric acid electrolytes. All four electrolytes exhibited some selectivity for dissolving nickel carbonate from Nicaro basic carbonate used for regeneration. The nickel sulfate-ammonium fluoride electrolyte exhibited less selectivity for dissolving nickel carbonate from Nicaro basic carbonate than it did from synthetic mixtures. Ammonium fluoride leaching experiments showed that a low concentration and high temperature gave a good nickel extraction with C. P. reagents; however, this was not confirmed in tests using Nicaro basic carbonate. Electrolytic tests employing ammonium fluoride leach liquors gave no further separation, since approximately 90 percent of the cobalt was deposited at the cathode with the nickel.
