The Environmental Protection Agency (EPA) is beginning to provide compliance assistance visits to various industries, including mining, for Emergency Planning and Community Right-to-Know Act (EPCRA) compliance. The EPA inspectors may consist of a multi-media team deployed to review systems and procedures for EPCRA Sections 302, 304, 311, and 312. The Team’s focus may include emergency response plans, training programs, qualifications of personnel, and release notification protocols. This presentation takes a look at the EPCRA compliance challenges faced by Arizona copper mining and processing facilities.

For the purpose of determining confidence limits for ore grade estimates, an extensive simulated data base was used, which included 1728 ore blocks with ‘actual’ grades and the corresponding estimates based on ordinary and simple kriging. The practical results show that conditional unbiasedness is essential and that acceptable confidence limits can then be set using Normal theory for the simulated error distribution based on the logarithms of the ratios of ‘actuals’/estimates with a variance related to the kriging variance. The mean of the data used to prepare the variogram and the estimated block grade are to be used properly in this approach. A practical analysis was also done of the actual point and block data from a very large mined out Carbon Leader area. The distributions of the actual grades for two levels of block sizes with different levels of variability were fitted using three models, ie. 2-. 3- and compound-lognormal. The trends of tonnages, grades and relative profits for a range of pay limits, as well as the usual tonnage-grade curves, show a practical insensitivity for the choice between the three lognormal models considered.

The El Sauzal gold-silver deposit is a high-sulfidation, epithermal precious-metals deposit hosted by an east-dipping sequence of dacitic and rhyolitic pyroclastic and debris-flow units of probable Oligocene age. Total gold production since startup in late 2004 is approximately 450,000 oz. of gold. Above the sulfide boundary gold is mainly disseminated as small grains interstitial to alunite, kaolinite and quartz. The majority of the ore is found in quartz-alunite-kaolinite altered rock that mantles tabular to irregular silicic cores of vuggy, residual quartz ±kaolinite ±dickite. Grade domains are modelled as subhorizontal to east and southeast-dipping. Higher-grade domains cut across alteration zones and also coincide with transitions from vuggy quartz to quartz-alunite-kaolinite. The highest grades are commonly found marginal to vuggy quartz in transitional, hematite-rich quartz-kaolinite and quartz-alunite-kaolinite rock.

WILLIAM B. PRICE* and PHILIP DAVIDSON, ? Waterbury, Conn. (written discussion?).-A few months ago we became interested in deter-mining the properties of. pure nickel as a metal for certain uses and arranged, in cooperation with the International Nickel Co., a series of tests on cold-rolled so-called pure nickel and both longitudinal and transverse specimens annealed at 100° intervals from 250° to 1050° C. Since our tests confirmed; in a general way, the observation put forth by Messrs. Browne and Thompson, they are given at this time. A bar of hot-rolled nickel about 9 in. (23 cm.) wide and 1/2 in. (12.7 mm.) thick made by the International Nickel Co. -of grade A stock, analyzing nickel plus cobalt 98.48 per cent., iron 0.67 per cent., manganese 0.27 per cent., carbon 0.07 per cent., silicon 0.162 per cent., sulfur 0.033 per cent., and copper 0.22 per cent., was cold-rolled down to a final thickness of 0.134 in., malting a 73.2 per cent. reduction by rolling. Test specimens, 9 by 1 in., cut parallel (marked longitudinal) and normal (marked transverse) to the direction of rolling were milled to give a test section 2 5/8 in. long by 0.5 in. wide. Three specimens each, longitudinal and transverse, were annealed at one time in a nichrome-ribbon-wound tube furnace. The temperatures were taken with a Pt-PtRh thermo-couple in conjunction with an Engelhard millivoltmeter. An annealing period of .) 2 hr. plus 25 min. preheating was used in all cases. Sclero-scopic and Brinell hardness tests and static tensile tests were made on the rolled and annealed specimens. The tensile tests are shown in graphic form in Fig. 7. The Brinell and scleroscopic values are given herewith.

Controlling noise has proven difficult in mining, and noise-induced hearing loss (NIHL) remains common. In 2008, a South African Mine Health and Safety Council study focused on small- to medium-sized mines in relation to the milestones set by the industry to prevent NIHL. An evaluation of the compliance of ten diamond, sand, aggregate and Ready mix concrete mines and production sites with standards, legislation and best practice guidelines relating to NIHL prevention was conducted, using a noise compliance audit tool. The findings indicated that all mines surveyed had poor compliance with the international standards, compliance with International Standards Organization standards being the poorest. There was a clear distinction between the small and the medium-sized mines in their compliance with local standards and legislation (ranging from 14 per cent to 66 per cent). The areas of best compliance were audiology and medical examinations. The lower-than-expected compliance was largely attributable to shortcomings in hearing conservation programmes for occupational noise. Initiation of remedial practices in the small- to medium-scale mining sector to facilitate improvements in NIHL prevention and compliance with standards and legislation is recommended. The principal function of the Bell limestone mine, of the American Lime & Stone Co., at Bellefonte, Pa., is to supply raw material to the company's modern rotary kiln plant at Bellefonte. Because mining costs are naturally higher than many open quarries with more favorably lying strata, it cannot compete, except to a limited extent, in the markets for road material and fluxing stone. In the broad sense, mining does have an advantage over the average open quarry when the end products are designed for and controlled by process and final inspection for the exacting demands of the industrial and chemical markets. Approximately 80 per cent of the output of the Bell mine is sold in the industrial and chemical markets. And as higher standards are set each year for construction and agricultural work, the remainder of the mine output goes to these two classes. Mining produces more fines than open quarries, and these fines are difficult to market; on the other hand, owing to absence of contaminating clay and impure rock, a greater percentage of the output of a mine is marketable. Because of the great production of fines, rotary kilns for lime burning are necessary when the stone must be mined. In 1921 the American Lime & Stone Co. operated 19 quarries and 72 lime shaft kilns spread over an area of 40 miles between Bellefonte and Altoona, Pa. At that time the lime-production capacity of the 72 kilns amounted to approximately 700 tons per day. After 15 years the company operates three rotary kilns and six shaft kilns, with a combined output of approximately 500 tons of lime per day, concentrated in its single Bellefonte plant (Fig. 1). Its only stone-producing plants are now the limestone mine at Bellefonte and a construction-stone open quarry at Union Furnace, near Tyrone, Pennsylvania. Since the middle of 1922, the management of the American Lime R. Stone Co. has been under the direction and ownership of the Warner Company, of Philadelphia. The contiguous Kotre Basantpur and Pachmo (KBP) coal blocks in the Hazaribagh District of Jharkhand State in east India are being developed by Tata Steel Limited (Tata Steel) to supply coking coal to a new steel mill at Kalinganagar in Orissa.The planning challenges are many. The multiple coal seams range in thickness up to 6 m and extend to nearly 500 m depth, with dips up to 25¦ and highly variable quality. Several normal faults with throws up to 150 m intersect the deposit. There is little room for waste dumping on the lease, several large nalas (seasonal creeks) cross the blocks, and the KBP leases are not contiguous with Tata Steel's existing mining operations at West Bokaro. Geotechnical conditions, while not well defined at this stage, are largely unfavourable. There are several villages on the blocks, and extensive paddy fields. In 2009, Adelaide Mining Consultants Pty Ltd (AMC) completed a Detailed Project Report (DPR) for a production level of 8 Mt/a. A terrace mining system was proposed using 28 m3 hydraulic excavators and 185 t trucks working horizontal up-dip slices. Subsequently the viability of in-pit crushing and conveying was assessed, but the full results were not available for this paper.It is planned to extract a total of 147 Mt of raw coal at a strip ratio of 5.2 bank cubic metres per tonne (bcm/t). The planned maximum pit depth is over 300 m.The project includes a washery, a 2 + 25 MW fluidised bed power station to utilise all the coarse washery rejects, and a railway spur line to carry the washed coal to the railhead some 7 km distant.

The subject which I have chosen for my paper is one that I am sure has occurred to the minds of nearly every mining man on these goldfields at some time or other. I refer to the carrying out of hydraulic mining on a fairly large scale on some ofthe alluvial areas of the West Australian goldfields. There are many, no doubt, who have the question ready at the present moment, "But where is the water coming from? " However, the great difficulties in the way are not due to the want of natural facilities, but due to the fact that sufficiently large areas cannot be leased for this purpose under the present Mining Act. Now, ever since the inception of the West Australian goldfields there has been the old familiar cry when referring to some alluvial gully or flat, "I wish I had a head of water to sluice that ground," but what seems an impossibility at times can be brought to a very great possibility by the use of a little thought and the expenditure of the necessary capital. This is so as regards West Australia with sluicing which, in spite of the its having so many detractors, can be carried out successfully in certain localities if the ordinary facilities on the part of the Govenment are given, and on the other hand the necessary capital is supplied. Alluvial gold areas, I propose now to draw your attention to first of all, the numerous alluvial areas that exist around Coolgardie, Kalgoorlie, Bulong, Kurnalpi and many other centres. Some of these areas have afforded fortunes inthe early days to the alluvial miner, and also afforded a living for years to many diggers' by the use of the dryblowing...

This article presents the results of an analysis of grinding of 1:1 mixtures of 4x8-mesh quartz and limestone in laboratory ball and rod mills. From these experiments, the amount of energy consumed in grinding each component of the mixture was determined. In the ball mill, limestone consumes slightly more energy than quartz in the initial stages of grinding, but as the grinding proceeds quartz begins to consume a slightly greater fraction of the energy. The postulate that the fraction of energy consumed by any material in a ball mill is proportional to its volume fraction has been shown to be approximately true. On the other hand, in a rod mill energy consumption by quartz and limestone is equal only in the initial stages of grinding, with energy consumption by quartz greatly exceeding that by limestone as rod milling proceeds. Preferential energy consumption in tumbling mills has been discussed in a number of papers. For example, from an analysis of the kinetics of comminu- tion in ball mills, Arbiter and Bhrany' obtained rate equations based on the postulate that only coarse particles are ground, indicating that fine particles are protected from the action of the balls by coarser particles. In rod mills this protective action is much more pronounced than in ball mills. Recent studies on the rod milling of limestone-quartz mixtures have shown that this protective action causes the mineral with the lowest grindability (quartz in this instance) to consume the greater fraction of energy. 2 However, in the ball milling of mixtures it has been postulated that the consumption of energy by one of the constituents is determined by its volume fraction within the mill. 3 Possibly this hypothesis may be a simplification of the ball milling of mixtures since the protective action suggested by Arbiter and Bhrany may result in some preferential energy consumption by one of the constituents of a mixture. The objective of this study has been to determine preferential energy consumption in laboratory ball and rod mills by analyzing size distributions of each material in the products obtained from grinding 1:l mixtures of quartz and limestone. Grouting is mainly used to improve mechanical properties or decrease the permeability of rock mass around civil and mining projects. The purpose of this paper is to present the most effective factors on grout penetration depth in rock mass. Such factors are essential for reliable estimation of the grout penetration depth and the expense for cement take of any grouting project. In this paper, about 50 different types of the relations presented so far by various researchers to estimate the depth of penetration in fractured rock were studied. The effective factors are classified to rock mass properties, grout properties, and operational factors. Results show that firstly, the discontinuities aperture and Lugeon value are respectively the most investigated factors of rock mass properties influencing on penetration depth. Secondly, the yielding stress, viscosity, and density of grout are the most effective factors of grout properties. Finally, grouting pressure has an intense effect among other operational factors. The application of high pressure grinding rolls (HPGR) has been growing in the mining industry for the last 10 to 15 years. The major benefits supporting this trend are better energy efficiency, improved grinding capacity, and higher metal recovery in downstream processes such as heap leaching and flotation. In general there is limited quantitative knowledge on the true benefits of HPGRs relative to SAG mills in comminution, and about which situations one deals with better than the other. This paper will present a structure for comparison of the energy requirements for HPGR versus SAG mill considering complete circuits for comminution of precious and base metals hard ores. The work presented is from the design of four complete circuits based on ore data from two sites.
