This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. The detonation reactions occurring during rock blasting result in high pressure gas phase products from the condensed explosives typically used in mining applications. After detonation and the initial fracturing, the work done by the expansion of this gas contributes to burden movement and further rock fracturing. Before all of the energy in the reaction product can do useful work on the rock, some of this energy is lost to crushing and possibly to gas venting to the atmosphere. Borehole gas pressure decreases by three principle mechanisms: (i) expansion of the borehole cavity, (ii) flow into the fracture network, and (iii) flow through the stemming. To simplify the problem and to get a better understanding of the interaction of these mechanisms, a simple model for each of these mechanisms is developed. A comparison is made of the time-scales and the influence on burden movement for each. A comparison of gas flow behavior is made between typical ANFO and emulsion products.

Hydrometallurgical operations and many processes in the chemical industry require the separation of dissolved material from solids. One of the decisions which has to be made in designing a plant for such an operation is how this separation shall be accomplished. It is the purpose of this paper to set forth the general principles involved in such separations in order that the optimum flowsheet and equipment may be selected. Countercurrent Decantation with thickeners, or C.C.D. as it is generally known, is, of course, only one way of separating dissolved material from undis-solved. Other unit operations such as Countercurrent Filtration (C.C.F.) and Countercurrent Classification (C.C.C.) are widely used. The same principles may also be applied to centrifugally assisted decantation, as with nozzle or solid bowl type centrifugals, and to separations using screens, either gravity or centrifugal type. Another form of countercurrent washing applicable to granular materials is practiced in continuous ion exchange operations. All of these operations depend on two basic principles, or combinations of these principles. In C.C.D. type operations the solids are concentrated into the smallest possible volume of liquor in each step and the resulting pulp then mixed with a more dilute liquor and recon cen trated, the liquors separated from the more dilute stages being advanced to dilute the more concentrated liquor in a previous solids concentrate, as is shown in Fig. I. This will be termed the solids concentration-solution dilution principle, or, for short, solution dilution. countercurrent decantation- type circuits. The second principle used in washing solubles from solids is that of solids concentration-solution displacement. Here the solids are restrained from movement while wash solution is forced through the interstices in a counter-current fashion, as in Fig. 2. In the simplest application of this principle, once the "cake" has been formed, it is not disturbed until the operation is completed. In continuous filters, the cake is merely moved under the successive washes and the displaced filtrates removed as in Fig. 4. Often, however, after one or two displacement washes, a repulping step is introduced, the cake reformed and washed again. This procedure brings the solution dilution principle into play as well as the solution displacement principle. The past decade has seen rapid expansion in the West African mineral exploration environment. This expansion has been largely driven by changes in ?Political climate ?Fiscal and legal regimes ?Exploration approaches ?West African geology. Major regional mapping and geochemical surveys by the UNDP, and the BRGM in the late 1970s and early 1980s laid the foundation for the rapid development of mineral exploration and resources during the past decade. An additional driving impetus was the discovery by native artisanal miners of many significant new gold occurrences at Libiri, Essakan, Bouda and Tirahori, during the great droughts of the late seventies and early eighties.

KYANITE and the related minerals sillimanite, andalusite, dumortierite, and topaz are natural aluminum silicates that can be used in production of mullite (3A1203?2Si02), a superduty refractory material. Kyanite and sillimanite are the dominant ones because of their greater abundance. The only other kyanite-group mineral presently used for mullite production is andalusite. Mullite is not an absolutely essential material as other refractories can be used in the same heat range. However, it is a highly satisfactory one. It is the only compound of silica and alumina that is stable at high temperatures. It has low thermal expansion and is very resistant to corrosive melts and to thermal shock. For these reasons mullite refractories have a much longer life than standard fire-clay refractories under the same conditions. Worldwide, excluding U.S.S.R., the refractories industry consumes about 150-000 short tons annually of kyanite group minerals and synthetic mullite.

The ability to optimise a concentrator from mill feed to final products requires a simulator which integrates comminution, classification and separation modelling. In order to model this range of processes, such a simulator must handle a variety of information about the ore. The AMIRA P9 project has developed a whole-of-concentrator simulation capability which brings together a texture-based model of mineral liberation, quantitative X-ray micro-tomography analysis to measure the inputs required by this model, and a multi-component simulator software framework. In the context of this approach, the term ?multi-component? implies the ability of the simulation to handle many particle properties simultaneously; for example size, composition, density, floatability etc. The simulation software framework provides the means to manage the flow of data around a circuit flowsheet, allowing each process model to access the information relevant to that particular model. A case study based on plant data from a gold-bearing pyrite concentrator is used to demonstrate the capabilities of the multi-component approach in simulating circuits which contain comminution and separation processes.

The underground car park "Admonterhof in the historical centre of Graz is an example for the technical and economical success of a complicated structural design using a concept on the basis of the observational method. The intention to built a 20 m deep excavation beneath a protected monument was accompanied by some essential issues: the preservation of the existing state avoiding extensive displacements by means of a girder grid of reinforced concrete, its support on large bored piles and small steel-tube piles with possible active compensation of differential settlements, the excavation support in none built-up areas with secant bored piles, the underpinning of existing buildings with different structures by means of jet grouting. Furthermore the hydraulic gradient and the permeability of a rock formation in a part of the excavation had to be explored with the purpose to control the inflow of groundwater with a level difference of more than 10 m.

Automation of the conventional grinding circuits of Palabora Mining Company (PMC) required that adequate instrumentation and a control system had to be put in place, after which extensive testing had to be done to evaluate different grinding control strategies. The objective was either to optimize the particle size from the grinding circuit, or to increase milling circuit throughput while maintaining particle size at existing levels. Prior to automation of the process as described below the circuits were controlled manually. No on-line information on cyclone feed densities, cyclone feed flow or cyclone overflow particle size was available. This type of control relied heavily on interpretation of the process parameters by the operator and on his ability to make informed decisions on what the set points should be. An integral component of the automation process was the installation of a SCADA package (SysCad SDX) for implementing the on-line control strategy. A self-correcting model for prediction of cyclone particle size was developed and implemented on the SDX. The model is calibrated using values from the particle size analysers while they are operational. If the particle size analysers choke or fail for any reason, the model continues to provide a good estimate of the particle size. This technique ensures that a continuous particle size indication is available compared to the intermittent reading from the instrument. The continuous signal allows particle size to be used as a process variable for control purposes. A strategy was developed and implemented which allows for the production of a controlled grind size from the conventional milling circuit to the flotation circuit. The grinding control strategy allows for the control of particle size from the individual cyclone overflows. This strategy allows the operator of the process to increase or decrease production rate by specifying a coarser or finer grind size required for flotation.

"Laboratory testing, plant optimization, and the interpretation and application of metallurgical technologies can be tedious, time consuming and costly. This paper outlines the use of proven statistical design of experimentation software for rapid laboratory testing and optimization of operating plants with limited representative sample utilization. This results in less costly required testing, a more thorough understanding of results and the ability to simultaneously optimize several variables and outcomes at once. At the Center for Advanced Mineral and Metallurgical Processing (CAMP), this testing methodology has been used successfully in many metallurgical development and plant optimization projects thereby confirming its real world utility and application. Accordingly, several applied examples in flotation and hydrometallurgy will be outlined in this paper. This will include flotation testing of a copper gold ore, flotation testing of a copper, cobalt and gold ore, optimization of an industrial hydrometallurgical jarosite circuit and optimization of industrial nitrogen species catalyzed pressure leaching of a copper enargite concentrate.INTRODUCTIONWhile flotation technology is now 100 years old, the testing, interpretation and application of lab results can be tedious, costly and time consuming requiring extensive sample collection and preparation. In addition, recent applications like hydrometallurgical pressure leaching and associated unit operations, such as precipitation, still remain more of an art than a quantifiable science. This paper will elucidate the application of STAT-EASE Design-Expert software to minimize required laboratory testing while rapidly optimizing multiple results and outcomes in a statistically valid manner. The STAT-EASE program is based on proven design of experiment fundamentals. In this paper, the real world application of this methodology for lab testing, plant optimization and process development will be elucidated."

Whereas many researchers and mine engineers have conducted tests using different types of grout, grout ratios, and physical modifications of the cable to determine cable bolt load characteristics, few studies have been conducted on cables fitted with internal instruments. Those studies that have been done have concentrated on cable behavior averaged over significant cable lengths. Researchers at the Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and Health in Spokane, WA, are investigating the physical properties of cable bolts by replacing the conventional king wire with a modified king wire on which strain gauges have been installed . This paper documents test results on these modified cable bolts. Three tests were conducted at SRL on 1.83-m-long cables grouted into two 0.91-m-long pull-tube assemblies. Load along the cable was monitored with 20 strain gauges installed along the length of the cable. The instrumented cable bolt provided reproducible point measurements of cable load as opposed to load measurements averaged over significant cable lengths. Such point measurements can assist in interpreting the influence of cable confinement, grout quality, rock mass stiffness, and other factors. The instrumented cable bolt is a practical field and research tool because it can predict point loading along the cable and thereby allow interpolation of maximum possible loads on a cable.

In 1999, 1,100 million short tons of coal were produced in the United States, 38 percent from the Northern Rocky Mountains and Great Plains region. This coal has low ash content, and has sulfur content in compliance with Clean Air Act standards (U.S. Statutes at Large, 1990). The National Coal Resource Assessment for this region includes geologic, stratigraphic, palynologic, and geochemical studies and resource calculations for 18 major coal zones in the Powder River, Williston, Green River, Hanna, and Carbon Basins. Calculated resources are 660,000 million short tons. Results of the study are available in U.S. Geological Survey Professional Paper 1625-A (Fort Union Coal Assessment Team, 1999) and Open-File Report 99-376 (Flores and others, 1999) in CD-ROM format.

Pyrolysis (destructive distillation) techniques developed at the Bureau of Mines to determine the yield and quality of the products from coal were used to convert municipal (household) and industrial refuse into potentially useful solids, liquids, and gases without adding to environmental pollution. The tests demonstrated that a ton of municipal refuse can be converted into 154 to 424 pounds of solid residue, 0.5 to 6 gallons of tar, 1 to 4 gallons of light oil, 97 to 133 gallons of liquor, 16 to 32 pounds of ammonium sulfate, and 7,380 to 18,058 cubic feet of gas. A ton of industrial refuse, consisting of paper, rags, and cardboard, can be converted to 618 to 838 pounds of residue, 1.5 to 3 gallons of light oil, 68 to 75 gallons of liquor, 12 to 23 pounds of ammonium sulfate, and 9,270 to 14,065 cubic feet of gas. The energy from the gas is more than sufficient to provide the heat for the pyrolysis.

Adverse geological condition is a major factor which makes construction difficulty in tunneling. But if it is predicted and tunnel support is made efficiently in time, the above difficulty can be reduced. It is necessary to develop one or several effective and economical geological methods for prediction of tunnel geology while expensive and time-consuming instruments are used. This paper reviews and proposes several geological methods for prediction of fault, seam, contact zone, and groundwater inrush. These methods have been proved to be effective and economical in tunneling practice in China.

This paper provides an account of the efforts undertaken to construct the Northeast Interceptor Sewer (NEIS) project, which is a portion of a much larger program in Los Angeles, California to upgrade the city’s wastewater facilities. The project consisted of a number of elements, including both soft ground and rock slurry wall shafts, drilled shafts, soft ground EPBM mining, rock TBM mining, large diameter pipe placement, and underground structure construction. The need to complete the project under strict schedule constraints, in addition to the challenges of underground construction in congested urban areas, necessitated the work be undertaken with the proper balance of state of the art equipment, and thoughtful planning. The paper will detail the means, methods, and equipment used on the project, as well as discuss several of the unforeseen conditions encountered during construction.

"The deposition of tailings under water is considered to be one of the most environmentally promising and potentially cost effective methods to reduce or eliminate acid mine drainage from tailings. One of the concerns of subaqueous deposition has been that metals may leach into the cover waters, thereby increasing aqueous metal concentrations to higher than acceptable limits. This potential was seen to have an even greater possibility for impact when the tailings are deposited under acidic lake water.The following paper summarizes the results of subaqueous tailings pilot column test work conducted to determine the effects of subaqueously deposited tailings on lake water and tailings pore water. Two types of tailings were tested: high sulphide tailings (pyrrhotite concentrate), and low sulphide tailings (end of pipe slime tailings).Data was collected from five columns over a 13 month test period. The results indicated that a stagnant I 000 mm water cover was capable of maintaining the underlying tailings in a reducing condition. The upwards diffusion of pore water resulted in a pH increase in the waters overlying the thickened pyrrhotite tailings and the pyrrhotite tailings with a shallow cover of substrate. A conductivity gradient between the tailings and the water cover caused a diffusion of salts upwards into the overlying water column. Precipitation noted at the tailings water interface may be related to the precipitation of ferric oxyhydroxides, which resulted in a decrease in Fe concentrations noted in the water cover. Other metal concentrations did not exhibit significant increases in the water cover. A sulphate concentration gradient between the tailings and the water cover may have caused the diffusion of SQ4 from the tailings into the water cover."

Close spatial relationships between the deposits of the Etheridge Goldfield (23 000 kg of bullion) and various regional geological and geophysical features suggest that genesis of the ore deposits was a multi-stage process that started with magmatic and metamorphic stages in the mid-Proterozoic, climaxed with structural and hydrothermal stages in the late Palaeozoic and terminated with an oxidation enrichment stage in the Cainozoic.This hypothesis permits classification of the Georgetown region into areas likely to contain deposits of the Etheridge type and those unlikely to do so; it is concluded that there is little scope for the discovery of extensions of this field.However, the stratigraphic interval between the postulated source rocks of the Etheridge field and stratigraphically higher host rocks of the Croydon field may contain disseminated replacement gold deposits of the Carlin type. The potential host (Pyritic carbonaceous, and locally dolomitic siltstone of the Candlow Formation) is locally faulted and cut by granitoids and the extension of a mineralised, long-standing zone of structural weakness.

Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and P80 of 6 to 7 µm), pressure leaching at 160ºC and 1,380 kPa (200 psi) oxygen overpressure, DEW to produce LME Grade A cathode, recycling of the lean electrolyte to the pressure leaching step and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of the lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an ?acid-autogenous? process referred to as the ?MT-DEW-SX? process. This paper (Part III) discusses the steps taken to develop and complete a large-scale demonstration of the process at Bagdad, Arizona, in 2005.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.
