Implementation of the joint Federal-State control program established in 1955 to cope with the mine water problem in the Pennsylvania anthracite region is described in this report. The increasing severity of the water problem in the anthracite mines has necessitated major adjustments as this continuing program has progressed. Since 1941 the Federal Government has recognized the mine water problem as an important factor in the worsening economic condition of the anthracite region by initiating scientific and technologic investigations and establishing the Anthracite Flood-Prevention Section in the Bureau of Mines in 1948. On the basis of comprehensive investigations and studies, the results of which were published in numerous reports and bulletins, the Anthracite Mine Drainage Commission of the Commonwealth of Pennsylvania formulated a plan that served as a background for legislative action in 1955, resulting in Public Law 162, 84th Congress (Act of July 15, 1955 (69 Stat. 352; 30 U.S.C. 571-576)), for the Federal Government, and Act No. 82 of the General Assembly, July 7, 1955, for the Commonwealth of Pennsylvania. The report covers 29 mine flood control projects approved and executed in implementing the aforementioned legislative acts. Essential engineering and cost details for each project are given, together with an evaluation of the effect that the installed facilities have on alleviating the mine water problem as it concerns individual mines and the anthracite industry as a whole.

The effects of anisotropy and stratification on flow behavior and production performance of oil and gas wells have been studied by numerous authors.1-3 Lefkovits et al.l studied the performance of totally penetrated, stratified bounded reservoirs with no crossflow. Others have studied a similar problem, but with crossflow; Russell and Prats2 have summarized the findings of these papers. Muskat3 studied the steady-state behavior of liquid flow for a partially penetrating well in an anisotropic system and concluded that the productivity weakly depended on the directional permeability ratios (kz/kr>0.1). Nisle4 used the classical method of point source solution to the diffusivity equation to study the effect of partial penetration on pressure buildup of oil wells in an isotropic system. He found that the theoretical pressure buildup curves consisted of two straight lines, the one at early buildup times having a slope proportional to the flow capacity of the open interval (l-d)k, and the other having a slope proportional to the flow capacity of the entire formation hk,. Later Brons and Marting5 supplemented the findings of Nisle and concluded that partial penetration gave rise to a pseudo damage, which reflected itself as a skin factor in pressure buildup calculations. Using the pseudo skin, they calculated the impairment of productivity of the production wells, which agreed well with the results of Muskat.6 Pizzi et al.,? using an electrical analog of a stratified system, concluded that a high pseudo damage resulted if the reservoir was partially penetrated. Harriss studied the optimum spacing and arrangement of perforations in cased holes. Hantush9 derived an expression for pressure distribution in an unbounded reservoir with restricted flow entry. Seth10 extended Hantush's work to a bounded reservoir. Odehl1 has studied a similar problem for steady-state conditions. The purpose of this work was to investigate: (1) the combined effects of anisotropy, stratification with crossflow, and restricted flow entry on pressure transient analysis of flow and buildup tests, (2) the feasibility of calculating the horizontal permeabilities of intercommunicating stratified systems, and (3) the pressure interference tests in such systems. The Illawarra District, from 50 to 100 miles south of Sydney, is one of the State's important coalfields. It extends from Clifton on the north, to the Shoalhaven river on the south, and from the coast westward beyond the coastal scarp.For descriptive purposes, this area falls naturally into two zones:(a) the coastal belt backed-by the eastern edge of the plateau;(b) the plateau, westerly from the coastal scarp.(a) The Coastal Belt.A triangular shaped area extending from Clifton to the Shoalhaven river, composed for the most part of soft coal measures strata of Permian age, which, on weathering, undermines the massive overlying Mesozoic sandstones and causes the gradual recession of thecliffs.South of Wollongong, upper marine sediments and contemporaneous igneous rocks make their appearance beneath the coal measure beds and occupy the greater portion of the coastal belt.(b) Plateau Area.Extending westerly from the coastal escarpment is a plateau known as the Robertson Tableland, composed of Triassic sandstone and shales dipping gently in a northerly direction, and capped in places by Wianamatta. shales and r.rertiary basalts. This tableland is approximately 2400 feet above sea level in the vicinity of Robertson, and gradually falls to about 750 feet at Waterfall.The plateau area for the most part is highly dissected, rough, steep gorges alternate with sharp ridges.A large part of the northern watershed of the Robertson tableland is a reserve for Sydney water supply, and large dams have been constructed at Cataract, Avon, Burke, and Cordeaux.

This paper reviews rehabilitation, closure, and post-closure management of the Tui, Golden Cross, and Martha Mines, all of which are located in the Waikato Region of New Zealand. There was no requirement for rehabilitation of the Tui mine, which was abandoned in 1973. There was a requirement to rehabilitate the Golden Cross mine. Mining at that site ceased in 1997, and rehabilitation is now well advanced. When first approved, there were some requirements for rehabilitation of the Martha Mine, but when reconsented in 1998, those were extended, and in addition a requirement for post-closure management was included. As a result, a Trust, funded by the mining company, has been established to take long-term responsibility for the site following completion of closure. The different rehabilitation/closure requirements at each of these sites illustrates that we have learnt something from the experiences of the past.

The Cutter Soil Mixing (CSM) provides a cost effective solution for the rapid construction of retaining and cut-off walls using new equipment developed from diaphragm wall cutter technology. CSM consists of cutting and mixing drums mounted on compact hydraulic motors. Soletanche Bachy CSM has been designed to leave the space above the tool free, thereby mixing the soil efficiently during all the phases of the wall construction, with high penetration rates. The precise positioning and verticality of the wall is achieved using a kelly bar and full monitoring. Soletanche Bachy CSM is a versatile equipment which can be mounted on various carriers: pile rigs, hydraulic crane, carrier equipped with telescopic mast. The major phases of Soletanche Bachy CSM development are presented, including the results of an extensive trial carried out in Le Havre (France). The soil consists of hydraulic fill with soft soil lenses overlying sandy deposits. 20m deep panels were constructed to support a rectangular shaft. During the construction, and after its completion, the shaft was subjected to an extensive series of tests followed by a partial excavation. The paper discusses also the future development of the technique and its potential applications.

"In a previous publication, the depressant action of Mg above pH 10 on Cu-activated sphalerite was described (Lascelles et al., 2001). In the present communication, a second role, aggregation is introduced.Aggregation (i.e., the tendency of particles to cluster) is measured using settling rate and turbidity converted to an aggregation index (AI) where 0 corresponds to dispersed and 1 to aggregated. Surveys of Cu and Zn flotation stages at four concentrators showed the A1 increased significantly above pH 9. The metal ions identified in the process waters, principally Ca and Mg, were tested to determine which might be responsible. The presence of Mg was found to be the most important, 50 ppm Mg having a greater impact than 500 ppm Ca fkom pH 9 to 1 1. In one plant, poor repeatability in A1 was suspected to be related to varying Mg levels; doping with Mg significantly increased AI.In both aggregation and depression, therefore, the common feature is the impact of Mg at pH > 9. Over this pH range Mg forms a range of hydroxy species, including Mg(OH)2 precipitates. Suggested aggregation and depression mechanisms associated with these precipitates are introduced. Possible problems and opportunities arising from the findings are discussed.INTRODUCTIONProcess waters in flotation circuits contain a variety of metal ions that may introduce unwanted activation or depression. Two common metal ions are calcium and magnesium. Typical concentrations are in the range 50 ppm Mg and 500 ppm Ca (Marticorena et al., 1994, Basilio et al., 1996, Negeri et al., 1997, Nesset et al., 1998)."

The aim of this paper is to provide an overview of existing forms of subcontracting in the South African mining industry. A descriptive framework is developed to understand different subcontracting arrangements. We argue that, in order to do so, it is important to distinguish between labour broking and gang subcontracting. Data resulting from a research project (including an analysis of historical sources, interviews with contractors and focus group interviews with mineworkers) is presented to highlight the implications of changing formations of subcontracting for the South African mining industry in the late 1990s. Apart from the subcontracting of ?traditional? functions, such as shaft sinking, access development, catering and hostel maintenance, contractors are now used in ?core? mining activities. In some instances, whole shafts are ?outsourced? to outside agencies. It is argued that certain of the subcontracting arrangements have serious implications for the ability of the mining industry to improve health and safety standards. Some of the practices can potentially result in conflict between different categories of workers, and, as a result, instability in the industry.

The equilibrium nitrogen solubility in the CaO-SiO2system was studied by a slag-gas equilibration technique, in graphite crucibles at 1823K under a CO-N2 atmosphere. The nitrogen content of the slags was determined by the Kjeldahl method. A reliable technique was used to obtain an initial nitrogen content in the master slags, from the addition and pre-melting of silicon nitride. Reduction of silica by graphite was found to occur during the equilibration experiments, resulting in compositional changes of the slags. The results were extrapolated to equilibrium by kinetic evaluation of the data. The nitrogen solubility showed good agreement with the result of Suito and Sano, while Fruehan?s results were lower. However, the results of the present study do not support the maximum nitrogen solubility values found by Sano.

Keywords: inclusions, slag, modeling, interfacial energy, capillary force, particle flotation, particle separation A previously introduced model of inclusions separating across a steel-slag interface, developed by Nakajima/Okamura and Bouris/Bergeles, is expanded to include different inclusions shapes (octahedral and plate-like, besides spherical) as well as comparison between model ladle-, tundish-, and mold-slags. Investigation of the relation of these shapes with the interfacial capillary force ? which arises due to the dynamic interfacial energy during separation ? has shown that the force has a significant effect on whether the inclusion separates rapidly or settles at the interface. For the slags considered, the most significant physical property is found to be viscosity, which resulted in fast separation times for inclusions in the mold and ladle slags, relative to the more viscous tundish slag. Particle dissolution (using experimental data) is included in separation modeling.

In experiments for the production of steel the principal problem has always been the introduction into, or removal from, the iron of a definite quantity of carbon. Although the solution of this problem had engaged a more or less blindly and empirically directed effort for a long time, it was only with the development of analytical chemistry that the rôle which carbon plays in the constitution of steel was disclosed in its full significance, and that many of the problems confronting the steel-maker were thereby more clearly defined than before. For a long time, and to a certain extent even to this day, the percentage of carbon in steel has been the controlling means of deter mining its quality and hardness. In many cases the percentage of carbon alone has been relied on for judging large consignments, such as the large deliveries of wire-billets and blooms to America during the past twenty years; and though to-day the influences of the other constituents are recognized and many other considerations are taken into account, and though, moreover, some special steels, such as the Hadfield manganese steel, apparently dispense to a certain extent with the assistance of the carbon, yet fix our Bessemer, Thomas, Siemens and crucible steel the carbon still remains one of the most important constituents, and I venture to say it is indispensable. In order to produce in the Bessemer converter a steel of a certain required percentage of carbon, two methods, as is well known, present themselves. At last year's. annual meeting of The Institute, Sir George Fisher, as President, compared it somewhat nostalgically with a meeting of its kind in the 1920s when comment was expressed on the decline of Australianmining and on the lack of new mineral discoveries.I feel that tonight's annual meeting is even more an occasion for nostalgia, for it represents the seventy-fifth anniversary of the founding of The Australasian Institute of Mining and Metallurgy. I hope, therefore, that I may be allowed to retrace some of the circumstances of this Institute's origin and at the same time to look at some of the broader happenings of those 75 years.From this distance in time it is, of course, much easier to get things in perspective and one of the things that compels enormous admiration in looking back over the history of our Institute is to note the qualities of foresight and keen concern for professional standards which moved the pioneers in this Institute. They had no benefit of hindsight to aid them.Just over 75 years ago, a small group of men met in Broken Hill to discus.s the possibilities of forming an association of mining engineers. The moving spirit was Uriah Dudley, our first secretary, manager of the Umberumberka mine at Silverton. The first formal move to form an association of mining engineers came from the Amalgamated Mining Managers Association of Australasia. At the time, this association was a fairly new group, being 5 years old.It had been formed to try to raise the standard of management throughout the industry. Uriah Dudley and our first provisional president, John Howell, held their first talks in 1891 and further meetings at Broken Hill followed. The inaugural meeting, attended by 200 members, was held in Adelaide in April, 1893.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

La Oroya zinc ferrite (19.5% Zn, 26.6% Fe, 0.052% Ga, 0.075% In) was roasted with coal under conditions more oxidizing than normally used in a Waelz kiln, and the roasted residues were leached with 200 g/L H2SO4. Overall zinc recoveries of up to 97% were achieved, with 35% of the zinc reporting to the fume after roasting at 1,100°C with a bituminous coal addition of 20%. Under these conditions, 93.2% of the Cd, 13.4% of the Cu, 33% of the Ga, 61% of the In and 18.2% of the Pb were recovered either in the fume or in the leach solution. At 2006 metal prices, the value of the recovered metals is comparable to that obtained from commercial Waelz kiln processing of this residue. Zinc in the franklinite (ZnFe2O4) mineral is reduced to zinc vapor, and, after oxidation, some of the zinc is found as ZnO or as Zn2SiO4 in the roasted residue. Iron reacts to form either hematite (Fe2O3) or magnetite (Fe3O4), with no metallic iron detected in the roasted residue, and less than 2% of the iron is solubilized during leaching. The residue produced after roasting and leaching is, therefore, much more stable than the residue from Waelz kiln processing and should be suitable for disposal in a landfill.

One would be hard pressed to find another project as complex as this one given its configuration, the variety of issues to address and the required construction techniques. Contract C710 is currently under construction as part of Sound Transit’s Link Light Rail, connecting downtown Seattle with Sea-Tac Airport. The paper describes the construction-to-date of the deep mined station under Beacon Hill using the Sequential Excavation Method (SEM). This deep “binocular” station is being mined through some of the most challenging soft ground conditions in the USA. The excavated volume of the station is approximately 60,000 cy (46,000 m3) and the station comprises a variety of geometries and cross sections ranging from 235 sf (22 m2) up to 1,670 sf (155 m2). This underground complex includes platform, concourse, cross-passage and emergency ventilation tunnels together with station egress and ventilation shafts. Various excavation sequences are in use for the different tunnels including the twin-sidewall drifts for the impressive45 ft (13.7 m) wide by 42 ft ( 12.8 m) high concourse cross adits. This station has two train platforms approximately 165 feet (50m) below the surface. This station, constructed in highly variable glacial deposits including water bearing sands and silts approximately 50 ft below multiple perched water tables in an urban setting, creates a very unique and challenging situation. The ground is being managed with various types of ground improvements such as jet grouting and vacuum assisted deep dewatering wells from the surface, and from underground by use of “SEM Tool-box Items” such as barrel vault canopy, grouted pipe and rebar spiling, chemical grout,

This work presents and discusses the influence of the surface tension (gLV) of methanol/water mixtures on the flotation response of apatite versus gangue minerals conditioned with flotation reagents (75 g/t cornstarch and 100 g/t Berol 867) at pH 10.6. Berol 867 is a collector composed of sodium alkyl sarcosinate plus nonionic surfactant. The highest Schulz efficiency of separation (recovery of apatite minus recovery of gangue) was achieved at ?51.0 mN/m. The critical surface tension of wettability (gC) of apatite was found to occur at 34.7 mN/m when determined by means of gamma flotation experiments, and it was 33.9 mN/m when determined by Zisman?s approach.

With the dawning of a new century came the beginning of a new era in the coal industry. Instead of the traditional practice of only buying and selling produced coal in the United States, a coal futures market was established. The New York Mercantile Exchange began trading coal futures in July 2001. But, even in this new era, many of the old is-sues that have beset the coal industry still remain, as was evident in2001. Coal production increased to are cord level during 2001, according to preliminary data from the US Energy Information Administration(EIA). Production in 2001 rose by4% to 1.01 Gt (1.12 billion st), compared with 2000 (Table 1). This barely surpassed the previous record level of 1 Gt (1.11 billion st)set in 1998. Coal consumption remained unchanged. The additional production was used to replenish the depleted stockpiles that had resulted after two years of declining coal production and increasing coal consumption.

The French research institute, INERIS, requested the assistance of the CSIR?s Division of Mining Technology in developing further precautionary measures against explosions in their collieries. In response to this approach, an on-board active suppression system was adapted to meet their mining requirements. This system is used on tunnelling machines in Germany where the machine is positioned in the middle of the tunnel, which is therefore not much wider than the machine itself. With this configuration, the machine is never away from the tunnel face during the cutting cycle. As a result, the possible volume in front of the machine of combustible gas requiring suppression is less than 50 m3. In South Africa this technology has been adapted to suit a two-cut mining method which entails greater distances from the face and thus much larger volumes of methane mixtures requiring suppression. The particular configuration of the Explo-Stop® system being investigated required the suppression of possible methane ignition volumes of up to 180 m3of a 9% per volume methane/air mixture. The volume is a consequence of the large cross-sectional area of French underground workings and of the two-cut mining method used in France. In order to take the second cut in the coal seam, the machine is pulled back a maximum distance of 4 m, leaving an air pocket in which gas can accumulate. The machine-mounted system is required to effectively suppress any flame ignited by such a large accumulated volume of methane. The results of the protocol tests done at Kloppersbos showed that the system was capable of suppressing all simulated methane ignitions for the prescribed conditions. This was achieved with a temperature increase of less than a 100°C at the operator?s position and without any flame being detected at this position.
