Indian tribes own a substantial portion of the West's minerals. More importantly, Indian reservations contain coal, oil and gas, uranium, and oil shale reserves in unusually large and unencumbered blocks. Many tribes are now prepared to intensify development of their large reserves knowing that they can offer energy partners the unique opportunity to develop major energy facilities free of overlapping local, state, and federal permitting authorities. The tribes, therefore, can offer mineral developers both substantial reserves and an unusual degree of freedom from a multiplicity of government regulation. In the past, Indians and energy companies enjoyed only partial success as business partners. Indian tribes lacked the resources and know-how to act as equal partners with large oil and gas and mining operators. The tribes relied on the Bureau of Indian Affairs (BIA) to initiate and execute reservation energy projects, and as a result the tribes never developed adequate tribal structures and the expertise to responsibly manage their energy resources. At the same time industry made little effort to understand and learn the laws, customs, and institutions existing on Indian reservations. To the contrary, industry found it easier to bypass the tribes and deal with BIA officials. But the situation has changed. In 1975 the tribes organized an effective coalition, the Council of Energy Resources Tribes (CERT), which recently acquired substantial federal assistance to bring the tribes a level of technical and business expertise that begins to equal that of industry. Because the tribes have changed the rules of the game, industry must now change and learn to work directly with tribal governments. A working knowledge of Indian law, practices, customs, and policies must be acquired by energy companies before beginning negotiations with tribal governments for development of reservation energy resources.

INTRODUCTION This paper is the outgrowth of work done by the authors to prepare the seismic design criteria for underground structures on the Southern California Rapid Transit District (SCRTD) Metro Rail Project. It is a follow-on to a similar paper presented at the October, 1984, ASCE National Convention (17). For design, the earthquake-induced distortions recommended herein are to be added to the normal static loading conditions for the underground structure. This design approach has been used by 18 section designers on the SCRTD Project. Preliminary results from two- and three-dimensional finite element solutions have partially verified the approach. Areas where additional research is needed for special cases are identified. EFFECTS OF EARTHQUAKE The effects of earthquakes on underground structures may be broadly grouped into two general classes -shaking and faulting. In response to earthquake motion of bedrock (shaking) , the soil transmits energy by waves. Seismologists identify various types of earthquake waves, but underground engineers are generally interested in the effects of transverse shear waves which produce a displacement of the ground transverse to the axis of wave propagation. The southwest wall of the Lornex Pit at the Highland Valley Copper mine has been experiencing slope displacements since 1978. Measures to manage the displacements on previous pushbacks have included stepping out, scheduling pushbacks to unload the crest of unstable areas, slope dewatering and mining with intensive slope monitoring. The final pushback on this wall is currently being mined and substantial modifications to the slope geometry could prove to be uneconomic. As a result, a campaign of surface water collection and diversion, horizontal drainhole drilling and deep well drilling is currently underway to maintain an acceptable degree of stability to the end of mine life. The various factors contributing to instability, including engineering geologic controls, rock mass strength, and surface and groundwater hydrology are presented. Movement trends, displacement magnitudes and stability analyses results are also discussed.

Over the last 10 years the diameter of unbraced, unlined and unanchored circular shafts has grown dramatically in many parts of the world. This progress has taken place through improvements in: construction methods; concrete rheology; and design capabilities. Excavation equipment has become more precise in terms of operator control and ability to correct alignment of digging elements leading to better alignment tolerances. Also contributing to the increases in shaft diameters is the evolution of design models. A better understanding of soil structure interaction is being incorporated into the analyses in terms of radial soil stresses and imposed loads on the shaft. This paper provides an overview of the recent progress made in circular shaft construction, the primary design considerations, and some innovative uses of efficient arc elements to develop unsupported structures of other shapes. In addition, a summary of recent circular shafts constructed worldwide is provided.

"Campbell Mine which has been in continuous operation since 1949 has undergone numerous operational changes in the past 3 years. This paper describes the process changes which have occurred at the Campbell Mill since 1991. The paper discusses the engineering, construction and startup of the effluent treatment circuit, the new oxide filtering and merrill-crowe precipitation circuit, and the changes to the pressure oxidation circuit. Particular attention is paid to startup problems and solutions to these problems. A review of the benefits and results of these process changes is also discussed. Future changes are also briefly reviewed with anticipated goals and expectations.IntroductionCampbell Mine is a gold mine 100% owned and operated by Placer Dome Canada. It is located in Balmertown, Ontario which is located 300 kilometres northeast of Winnipeg, Manitoba. The Campbell Mine has been in continuous operation since 1949, producing nearly 8,000,000 ounces. In 1993 Campbell Mine is budgeted to produce 289, 750 ounces of gold at a cash cost of $157 US/ounce. Daily mill tonnage is budgeted for 1,430 tons/day but has milled as high as 1,600 tons/day on a consistent basis. Recovery in 1993 is 93.4% and is budgeted to average 94.5% in 1994.In the 1992 edition of the proceedings of the Canadian Mineral Processors conference I described the changes that were made at Campbell starting in 1989. This paper continues where the 1992 paper ended and discusses the changes to the Campbell mill since that lime. The changes to Campbell since January 1992 have been numerous with capital expenditure in the mill exceeding $14.1 million. This paper describes three primary projects since that lime: the effluent treatment project ($5.5 million), the oxide leach/filtering and merrill-crowe project ($4.6 million) and the pretreatment project ($2.81 million). The focus of this paper is to highlight the justification of each project, the design and engineering, and some of the initial operational problems and solutions applied to those problems."

"Abstract: Wolf Creek dam, on the Cumberland River in Kentucky, US, operated and maintained by the Nashville District of the USACE, is the Corps' largest reservoir east of the Mississippi river. The 1748 m (5,736 ft) long Wolf Creek dam combines earthfill and concrete gravity sections. Construction began in 1941 and was completed in 1950. The dam showed signs of instability in the 1960’s, and in the late 70’s an in-depth project of rehabilitation was undertaken, using both grouting and secant piles. The works saved the dam, but in the late 90’s further signs of distress worried the Nashville district of USACE which, after a study conducted on the water seepage, concluded that construction of a new concrete barrier cut-off wall was needed. In 2009, the $341.4 USD million contract was awarded to TREVIICOS-SOLETANCHE JV.The new wall, located upstream of the concrete monoliths, has a minimum thickness of 60 cm (24 in.), and runs the length of the embankment, into the right abutment, for about 4,200 feet. The founding depth reaches 84 m (275 feet), well below the zone of solutioning. With a total surface approaching 92,903 sq.m (1,000,000 sq.ft), the Wolf Creek barrier wall is unlike any other project in the world.The construction of the cut-off wall followed a complicated but logical sequence of several operations, involving a variety of technologies: grouting, hydromill, directional drilling, and secant piles with reverse circulation. The intensive rock grouting program was aimed to minimize the risk of slurry loss and extend the positive cut-off further deep. Subsequently, an Encasement Concrete wall was installed with hydromill, toeing into the rock, to protect the embankment during the following phases. Smart holes were then drilled into the Encasement wall down to the final depth. Eventually, the holes were used to install the secant piles by employing the reverse circulation piling method.An extensive verification campaign has confirmed the superior quality of the cutoff wall consisting of 1200 secant piles, exceeding by far USACE’s requirements. The main project was substantially completed in early 2013. A small portion of secant piles wall will be installed downstream of the dam, to close the switchyard, finishing the project in the early months of 2014.IntroductionWolf Creek Dam is located on the Cumberland River in south-central Kentucky. The Nashville District of USACE operates this multipurpose dam to provide hydropower, flood control, water supply, and water quality benefits for the Cumberland River system and surrounding region. Lake Cumberland, created by the dam, impounds 7,400 million cu.m (6 million acre foot) at its maximum pool elevation of 232 m (760 ft) above sea level. This lake is the largest reservoir east of the Mississippi and the ninth largest in the United States, and attracts 4.89 million visitors, more than Yellowstone National Park (2.87 million).This paper describes the recently completed works for the rehabilitation of the dam, accomplished by TreviICOS-Soletanche JV with the construction of a new Barrier Wall."

When an aqueous suspension of pyrite and a manganese ore reacts with oxygen, manganese is dissolved by the ferrous sulphate and sulphuric acid produced in situ by oxidation of pyrite. In the absence of added acid, the optimum conditions are: a molecularratio of Mn02/FeS2 of about 1·0, a temperature of about 1400 C., and an oxygen pressure between 25 and 90 lb./sq. in. Under these conditions, complete extraction of manganese is obtained in six hours leaching. An addition of sulphuric acid enables an Mn02/FeS2 ratio of 2·0 to be used successfully.Manganous sulphate decreases in solubility with increase in temperature above 1000 C., but even when the solubility limit is reached during leaching, reaction to form MnS04 still proceeds, and on cooling the MnS04 redissolves.INTRODUCTIONMany manganese deposits contain secondary manganese oxide minerals which are difficult to concentrate. Considerable attention has therefore been given to their hydrometallurgical treatment. In most manganese oxide minerals, the manganese is quadrivalent and must be reduced to the divalent state for dissolution. Reduction and dissolution can be accomplished in a number of ways, one method being to use aqueous ferrous sulphate solutions.A possible source of ferrous sulphate is pyrite as it is known that ferrous ion is an intermediate product in the aqueous oxidation of pyrite. It was therefore thought possible, that by heating an aqueous suspension of manganese oxide and pyrite with oxygen, the ferrous sulphate and sulphuric acid formed from pyrite would provide the necessary leaching reagents for manganese in situ. Various nondestructive testing (NDT) inspection methods are available to evaluate the structural integrity of cast-in-place shafts. The widely used methods include Cross Hole Sonic Logging Testing and Low Strain Testing. Due to its advantages such as low cost, easy operation, quickness and flexibility (no need to plan ahead and prepare inspection tubes or other devices), Low Strain Test is frequently specified in quality assurance programs of many countries or when doubts arise as to the integrity of the finished shafts/piles. The method is well suited for small to middle sized shafts. However it is an indirect NDT testing method and has certain limitations. Data interpretation requires proper training, experience and judgment and, therefore, inconsistent conclusions and reporting may be provided by different testers. To avoid or reduce such inconsistencies, it is best to follow a standardized data interpretation and record classification system. In this paper, a new classification method is presented with examples. A step-by-step data evaluation and interpretation procedure is proposed with examples of real cases to help understand the LST data. The paper also makes recommendations for measures to be taken when anomalies are detected in tested production piles.

For decades, the mining industry has been focussed to find an efficient and economically attractive process for the leaching of chalcopyrite. Jetti Resources has developed a novel hydrometallurgical alternative to extract metals of value from mineral ores that the mining industry has struggled to process. Jetti’s catalytic technology, whilst being especially advantaged for extracting copper from low-grade and highly refractory minerals, such as chalcopyrite, seamlessly integrates with existing heap leaching methods and downstream processing operations. The technology uses a catalyst which weakens the metal-sulfide bond in the crystalline structure of the chalcopyrite mineral and alters the structure of the passivation layer allowing the leaching process to continue. Metallurgical test work was conducted to examine the effect of ore variability, in terms of grade and copper deportment. The results presented in this study highlight the amenability of the technology and demonstrate that it is possible to enhance leaching performance of copper primary sulfides over a wide range of copper grades, from 0.1 to 2.2%. Further, it is concluded that despite the copper grade, the tests with increasing chalcopyrite content render copper recoveries up to 4 times higher compared to the tests under non-catalyzed conditions. Jetti’s catalytic technology is currently being evaluated at larger scales, namely a commercial dump leach operation and 50-tonne crib tests. The results obtained thus far are compared to the results from conventional sulfide heap leaching tests. Chalcopyrite (CuFeS2) is the most abundant and recalcitrant of the copper sulfides (Singer, 2017). Owing to its abundance and economic importance, it is the most demandable natural source for copper worldwide. In fact, the projected demand for copper is further expected to rise much higher beyond the current demand by the year 2020 (Panda et al., 2015). Therefore, it becomes imperative to find low intensity hydrometallurgical technologies for the extraction of copper from chalcopyrite in ores of such low-grades that are un-economic to concentrate and to augment the supply by extracting copper from ores with complex mineralogy that cannot be concentrated (Watling, 2013).

At 5:50 am on October 1, 1992, the new $800 million Pittsburgh International Airport Midfield Terminal opened its gates to the world after five years of construction and more than 24 years of planning. Despite numerous design changes, this massive project was completed on time and substantially within budget. The importance of this airport to Allegheny County and the Pittsburgh region was recognized 24 years earlier by Allegheny County Commissioners Tom Foerster and the late Leonard Staisey. Staisey and Foerster established a program to acquire land for the "Airport of the Future".

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

Mine wide, underground wireless communications are possible with the use of Ultra Low Frequency (ULF) technology. Due to the propagation through rock of ULF radio signals a relatively small antenna can provide communications coverage over a complete mining operation. Starting as a Personal Emergency Device (PED) for emergency messaging to miners under all circumstances, the ULF communications system has grown to include capabilities of remote control of underground equipment such as pumps and fans and centralised blasting initiation. This technology is now in use on 5 continents having lately made it onto the African mining scene. The paper and presentation will provide the audience with the benefit from international mining know-how in this technology as well as local African experiences. A recent commissioning exercise for example, is expected to pay for itself in electricity savings within a few months. These and other results from practical demonstrations and usage will be covered. This novel technology becomes an integral part of the daily operating infrastructure of a mine with immediate safety and business benefits. It is able to reduce capital expenditure and is designed for ease of routine operational use. The paper will conclude with insights into current R&D for further development of this technology.

To be meaningful the sharing of ideas about the National Environmental Management Act (NEMA) and social issues within the context of Mining and Metallurgy (M&M) requires an honest scrutiny of the M&M/social environment relationship, both past and present. It is not a secret that this relationship has been and is fraught with difficulties. Thus from all perspectives (M&M, society and environmental and social consultants) such a dissection, that highlights the realities, both good and bad, is uncomfortable. For this section of the colloquium to have any value, the honest but difficult approach needs to be taken.

Introduction A subject long debated but rarely resolved involves the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is, unfortunately, too often treated as a controversy involving ethics and the profit motive. But, in fact, the two branches of society - industry and academia - are necessarily part of the same system. In the last 25 years, the realization has developed that research alone is not sufficient to bring about use of those results to benefit society through productivity gains and economic growth. The flow of events shown in Fig. 1 was generally believed to be the steps required for reaping the benefits of research. Today, research still has the very important role of creating new information or new ideas. However, it is recognized to be but one of many steps in a process that we now refer to as technological innovation. Charpie (1967) said, "Technological innovation is the driving force behind economic growth in the US. In this context, innovation means the process by which a new idea is successfully translated into economic impact within our own society, by providing better products, and simultaneously creating new jobs in the manufacturing of those products. Only after an investigation is put into sufficient use to have an economic effect, is it termed an innovation." One of the best depictions of the technological innovation process is shown in Figs. 2 and 3. These are adapted from Haeffner (1975), and modified by the Committee on Mineral Technology of the National Research Council (1981). Figure 2 identifies the many steps involved in the process. It designates a generalized form for interaction between the academic community and industry. Figure 3 identifies the steps in the "innovation activity" box of Fig. 2. Academia is generally responsible for developing of new knowledge and ideas, as well as maintaining and enlarging the collected body of scientific knowledge. Industry is responsible for developing new products, methods, and processes. Both institutions operate for the benefit of society, but under different driving forces. The Gippsland Basin, southeastern Australia, has an Upper Cainozoic history of episodic change of hydrology and the related environment, reflected in the geomorphology and surficial deposits of the onshore basin and the hydrodynamically controlled accumulations of petroleum of the offshore basin. Succeeding this episodic pattern, man through a number of activities, has had a sudden and major impact on the hydrology and the related environment. Activities include those directly affecting the groundwater system, such as extraction of fossil fuels with the consequent threat of land subsidence; irrigation and clearing of vegetation and the consequent effect of salinisation; change of land use and installation of septic tanks with resulting nitrate pollution; damming of streams and the consequent reduction in the frequency of floods with degradation of the biological Environment; de-snagging streams and construction of cutoffs with increased stream erosion, modifying wetlands including drainage, with the consequent degradation of their ecosystems; and increase in phosphate and nitrate inputs to the coastal lakes with the risk of their eutrophication.

The variation of carbon monoxide and hydrogen utilization with the amount of the reductant in the blast furnace bosh gas was investigated for the No. 4 blast furnace at The Broken Hill Proprietary Co. Ltd.iron and steel works. Newcastle. The degree of CO utilization decreased with increasing CO in the bosh gas; the H., utilization increased with the H., content of the gas. Empirical relationships for CO and H., utilization are proposed.H2, is 3-6 times as effective a reductant as CO at present levels of CO (34-39 per cent) and H2 (6-10 per cent) in blast furnace bosh gas. H2, gas injection into the blast furnace is proposed as a means of lowering the coke consumption, and the economics of H2 injection are evaluated.

Over the last decade, Fenway Park has undergone annual improvements to modernize the facility for players and fans. These renovations include the Monster Seats, the Right Field Roof expansion, a new pavilion behind home plate, expansion of the Red Sox clubhouse, additional roof seating, and concourse improvements. Retrofitting the historic ballpark to bring it up to current standards required installation of foundations to support the new structural loads for each of the alteration projects. This required evaluation of existing conditions, and in many cases augmentation of the foundations at existing columns to accommodate the structural changes to the park. New foundations, generally consisting of drilled-in micropiles, were installed in numerous configurations and conditions. Since 2003, a total of 215 drilled-in micropiles have been installed to augment various columns around the park. The micropiles range in capacity between 40 and 70 tons and are installed through Fill and Organic Soils and embedded into the dense Glaciofluvial Sand and Gravel layer. Issues and learning related to the foundation augmentation include schedule constraints (work is typically conducted during the off-season and schedule is very aggressive), encountering old/abandoned utilities or foundations, ventilation of equipment, and management of spoils during micropile installation.
